The Indian cultural heritage of mining, smelting and the use of minerals and metals dates back to ancient times. Although the exact date of the commencement of such activities in India is not certain, Indians are known to have been familiar with gold, silver, copper, tin and lead and to a lesser extent with iron at least since the Vedic period (Table 1).

This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.

History The birth of the mining industry of Canada took place about 1670. According to Salone (Salone E., La Colonisation de la Nouvelle France, page 205) the first discovery of ore in the country was made by an iron-master, Monsieur de la Potardiere, near Trois Rivieres, Quebec. Under French rule some prospecting was done; but at this time no one seemed to consider the working of mines practicable. It was not until the time that Begon became Intendant, when the Marquis of Vaudreuil was Governor, that mining was attempted. Begon was a patron of industrial arts and did his best to promote home manufactures. The mining industry was developed under his regime and discoveries of copper and lead ores were made in 1730. About this time the St. Maurice Forges were erected to treat bog-iron ore, and they were in operation for many years. Prior to 1747, iron pans to the value of £21,000 were manufactured, together with bar-iron and plough-shares. About 1769, that is, ten years after the conquest by Wolfe, stoves and other articles, and, later, potash kettles, appeared. What is still more interesting to us-or was, at least, to General Wolfe-is that cannon balls made at the St. Maurice Forges delayed his operations. A map dated 1744, a copy of which appears in the report of the Ontario Bureau of Mines for 1913 (Vol. XIX), indicates the extensiveness of the wanderings of the French and also shows the location of the lead mine on the east shore of Lake Timiskaming. Bog-iron ore was turned into metal, with charcoal for fuel, at Norman-dale, Norfolk county, Ontario, in 1813, and at Clementsport, Nova Scotia, in 1825. In a volume published in 1672, reference is made to the occurrence of coal on the Atlantic seaboard, and in 1677 Monsieur Duchesneau, the Intendant, levied a royalty of twenty sous per ton on all coal taken from Cape Breton.

The recovery of cyanide from a gold mill solution containing high levels of copper (400 mg/L to 900 mg/L) using the AVR process was evaluated. It was determined that acidification to pH 2 to 3 provides a suitable balance between HCN generation, copper precipitation and acid consumption. A short pilot plant campaign showed that ~75% of the feed WAD cyanide was recovered while the remainder precipitated along with copper upon acidification. The acid consumption averaged 3.5 g H2SO4 per litre of solution. The copper precipitate, consisting mostly of CuCN and CuSCN, was readily separated from the solution by gravity. The volatilization of HCN in countercurrent packed columns averaged 98.7% efficiency. Reabsorption of HCN was practically 100% in NaOH solutions and slightly lower in a lime slurry. Basic volatilizer design parameters applicable to a large-scale operation were determined, including the Henry’s Law constant and the mass transfer coefficient of HCN gas.

PART of the plan of re-allocation evolved by the engineers of the Dominion Steel and Coal Corporation in 1932 to retard the rapid advance of the submarine workings seawards was the opening of Dominion No. 20 Colliery, in the Harbour seam, by a pair of cross-measure tunnels from the workings of an older mine working the Phelan seam, which lies 430 feet below the Harbour seam. The tunnels, 8 ft. by 13 ft. in size, were started away from the old workings of Dominion No. 2 at a point 1.5 miles beyond the shore line and were driven on a rising grade of 1 per cent for a distance of 5,335 feet, tapping the Harbour seam at a point 2 ¼ miles off-shore. For transportation and ventilation, shafts and roadways already existing in the Phelan seam were made use of during the stages of development and up to the present time. One of the two tunnels served as a main haulage road and an intake airway, and the other as a return airway and travelling road. However, as the workings of this new colliery expanded, the need for additional airways arose as was anticipated when the plans for the development were formulated. To meet this need, work was started on October 1st, 1942, to establish a new opening between Nos. 2 and 20 Collieries in the form of a vertical shaft to provide a passageway for the ventilating air current of some 250,000 cubic feet per minute on its return to the upcast shafts in No. 2 Colliery, thus making both tunnels available for intake airways. In the interest of safety, speed, and economy, the shaft was raised from the Phelan to the Harbour seam. It is 20 ft. by 12 ft. in size and, with the exception of three timbered compartments across the narrow end, is untimbered. One of the three timbered compartments housed the ventilating tubing and pipe lines, the centre one served as a cage-way for hoisting men and material during the operation of raising, and the third one contained a ladder way. The rest of the shaft was filled with debris during the period of shaft raising.

High-grade gold-silver mineralization associated with electrum and argentite was discovered in a quartz vein at the Chappelle property, 273 km north of Smithers, B.C., in 1969 following a regional geochemical reconnaissance program in the Cassiar-Omineca Mountains. Subsequent exploration resulted in the discovery of numerous quartz veins with associated precious-metal values in a belt 17 by 3 km in area centrally located within Toodoggone Group volcanic and sedimentary rocks of Lower to Middle Jurassic age and a window of Takla Group volcanic rocks of Upper Triassic age. More detailed investigations, consisting principally of 5677 m of surface drilling in 57 holes and crosscutting, drifting and raising on Chapelle Vein A, has outlined a high-grade gold-silver-bearing shoot with a strike length of 200 m, an average width of about 3 m and extending to an average depth of about 40 m below surface.

Double benching has been utilized as an excavation technique in open pit mines for many years. This process involves drilling, blasting, and excavating the material for the design bench height. A second bench is then excavated without the creation of a catch bench, i.e. only minimal offset from the first bench face is allowed when drilling off the second bench. The result is a double high bench face or double bench. When drilling off the second bench, the offset of the drill from the bench face projects the lower bench face into the pit up to an extra five meters. This reduces the maximum attainable bench angle, enhances the probability of rock escaping the catch bench and increases the overall strip ratio. The generally utilized process of trim blasting also can impact on the final bench profile by contributing to blast damage of the face. BHP Billiton Diamonds Inc., Ekati Mine Diamond MineTM, has pioneered the usage of a technique that eliminates this offset. Double benching is accomplished by drilling a single, 30m pre-shear (two 15m benches) to define and protect the final bench profile. This article provides a comparison of the attained face angles obtained in the field utilizing both of the above methods, as well as a comparison with the analytically predicted angles prior to excavation.

The CIM Estimation of Mineral Resources and Mineral Reserves Best Practice Guidelines (MRMR Best Practice Guidelines) were prepared by the Canadian Institute of Mining, Metallurgy and Petroleum's (CIM) Mineral Resources and Mineral Reserves Committee (CIM MRMR Committee) to update an earlier version that was accepted by CIM Council on November 23, 2003 (CIM, 2003). These 2019 MRMR Best Practice Guidelines supersede and replace the November 23, 2003 version of the MRMR Guidelines. These 2019 MRMR Guidelines are not intended to be prescriptive and are not intended to provide detailed and exhaustive instructions for preparation of Mineral Resource and/or Mineral Reserve (MRMR) estimates. Rather, they are intended as general guidance to assist professional geoscientists (or equivalent) and engineers (or equivalent) in preparing high quality estimates of MRMR that incorporate sound geoscientific, engineering, evaluation and design practices. They are based on well-established estimation and mine planning principles and are designed to provide general guidelines of best professional practices employed in the preparation of MRMR estimates. Although the 2019 MRMR Best Practice Guidelines are intended for use by Canadian-based mining/exploration practitioners, many of the concepts and practices presented herein are in general agreement with current industry practices in jurisdictions with membership in the Committee for Mineral Reserves International Reporting Standards (CRIRSCO). For this document, persons preparing MRMR estimates are called Practitioners. Preparation of MRMR estimates should be carried out by Practitioners who either hold the status of Professional Geoscientist (or equivalent) or Professional Engineer (or equivalent), or who prepare the estimates under the supervision of a Professional Geoscientist (or equivalent) or Professional Engineer (or equivalent). For the purposes of this document, all references to reporting describe such necessary reports and related documentation that are created as part of the normal-course work flow of preparing MRMR estimates for internal purposes. For clarity, all public disclosure of MRMR estimates made by, or on behalf of, an issuer and intended to be, or reasonably likely to be, made available to the public in a jurisdiction of Canada must comply with the requirements of National Instrument 43-101 Standards of Disclosure for Mineral Projects (NI 43-101), as amended from time to time. At least one Qualified Person (QP) must take responsibility for each part of the estimation process when publicly disclosing the results of MRMR estimates. The intended audience for these 2019 MRMR Best Practice Guidelines includes Practitioners at all levels of skill and experience, government agencies, academic institutions, and the public.

In conjunction with the research study of the Coronation Mine recommended by the National Advisory Committee on Research in the Geo-logical Sciences and coordinated by the Geological Survey of Canada, Canadian Aero Service Limited per-formed a detailed, low-altitude air-borne survey over a block of ground encompassing the .Coronation Mine. The in-phase/out-of-phase air-borne electromagnetic data are com-pared with "horizontal-loop" ground data with reference to: size and nature of conductors detected; criteria in selection of targets for drilling. In-formation provided by Hudson Bay Mining and Smelting Company on their drilling of the numerous conductors in the area is employed in this comparison. The merits of combining a sensitive airborne magnetometer with an air-borne electromagnetic unit are discussed. The magnetic data are considered very important in assessing conductors as prospects for commercial sulphida deposits in this area of numerous electromagnetic anomalies. "Between 1934 and 1956, nearly 31 million grams of gold were produced in the Matachewan area from deposits on properties belonging to Young-Davidson Mines Limited and Matachewan Consolidated Mines Limited. In 1979, production from these properties was renewed by Pamour Porcupine Mines Limited.Most of the gold produced has come from relatively lowgrade deposits (3.4 gl t or less) that occur in an east-trending belt of dykes and irregular bodies of trachytic syenite. Although small by comparison, these deposits have some of the characteristics of porphyry copper-molybdenum deposits. The mineralized syenite contains up to 5 per cent disseminated pyrite and is highly fractured and cut by quartz and quartzcarbonate veinlets. Gold occurs as native gold along fractures, in quartz veinlets and as minute inclusions in pyrite. Minor chalcopyrite and trace amounts of scheelite, molybdenite and galena are also present. Mineralization was accompanied by potassic alteration, consisting mainly of potassium feldspar.Some gold was also produced from small, but higher-grade, deposits in volcanic rocks. These deposits occur near the syenite-hosted deposits and consist of quartz veins and stringers mineralized .with pyrite and gold. Minor gold is present in some low-grade, porphyry-type copper-molybdenum occurrences and, locally, in large, isolated quartz veins.Lead isotope analyses suggest that the gold deposits were formed at about 2700 Ma and were locally remobilized at approximately 2400 Ma, following the Kenoran orogeny. The deposits appear to be genetically related to felsic magmas emplaced in an epizonal environment and deposited from hydrothermal solutions relatively concentrated in S and K20."

Silver and gold happened to occur, although in small amounts, in those countries where the early civilizations developed. Their persistent brightness certainly amazed the primitive people, who also found it easy to shape them into ornaments •and implements. Ever since then their properties have made them seem desirable possessions.Use of precious metals as money was the natural consequence of man's desire for them. The possibility of changing an ornament into a tool or food at any time, and the ease with which such medium of exchange could be carried and hidden, further increased the demand for the two metals.Silver was probably discovered after gold and copper, and was undoubtedly found by prehistoric man as native silver. The oldest silver articles have been discovered in Chaldean tombs and date back to 5000 B.C. The earliest ascertained producers of silver were Asia Minor and the Iberian Peninsula. The Romans worked deposits in Spain, Britain, and France. In the Middle Ages, some silver was extracted from German deposits, and near the end of the Middle Ages systematic workings were carried on at Freiberg, Schneeberg, and Joachimsthal (1).Before the discovery of the New Continent, the Aztecs and Toltecs in Mexico, and the Incas in Peru, had made extensive use of silver. In the 16th century the Mexican deposits became the largest source of the world silver."

The Thompson-Moak Lake nickel belt lies along the root of a Precambrian mountain range of the island-arc or alpine type. This range coin-. cides with the boundary between the Superior and Churchill blocks of the Canadian Precambrian shield. The nickeliferous peridotites and nickel ores occur along a negative gravity strip, which also coincides with strong thrust faulting and the axis of greatest deformation of the mountain range. Similar structures and highly nickeliferous peridotites occur in present-day island arcs. Much of the belt is covered by Paleozoic rocks, but a length of 270 miles may be explored by present-day methods. Nickel deposits have been located along 60 miles of the belt. The length of the favorable structure and the size of the known deposits suggest that this will be one of the world's major nickel regions. The regional gravity anomalies, which consist of a branching negative strip bordered by two positive strips, are best explained by major warps of a crust consisting of a granitic and basaltic layer. THE gold mining industry, in Canada as in other countries, has passed through trying times in the past year. The strains and stresses of war have drawn away much of its man-power, both from the labour and the management. The urgent needs of the war machine have greatly curtailed the amounts of steel and explosives that can be allotted to the mines; and the loss, by enemy action, of supplies of such essential things as rubber, bids fair to reduce operations still further, if not cripple them entirely in time. And, as if these difficulties were not enough, war on the psychological front has been declared on the gold mines. Earnest supporters of the war effort, well-meaning theorists, and perhaps others whose intent is less disinterested, have all combined to clamour against the continuance of gold mining. We have been asked, what is the use of taking gold out of one hole in Canada to put it into another in Kentucky. We have been assured that gold will never again have any value, except for filling teeth. We have been repeatedly adjured to look at Germany, how well it has got along without gold. We have been told that it is unthinkable, when this nation is girding her loins for war, that labour and materials should be diverted to this useless effort. Gold miners should be diverted to the base-metal mines, where they can produce something of real value to the war effort; or to war factories; or, in fact, almost anywhere, so long as they are got out of the gold mines. And, what has made the situation even more disturbing, it has seemed as if all this clamour might be convincing governments. In fact, as you all know, the government of the United States did actually take the step of ordering its gold mines to cease operations. Fortunately, however, for Canada, the facts that no large favourable effects resulted from that action, and that, in Canada, gold mining is a much larger part of the national economy than in the United States, have caused our government, so far at least, to avoid this drastic step. In talking about this, however, let me emphasize that I have no more inside information on the subject than any of you. Like Will Rogers, all I know is what I see in the papers.

Until quite recently-practically up to the present time-all but an insignificant amount of the copper produced in Canada was shipped abroad in the form of ore, matte, blister, etc., there to undergo the further treatment necessary to bring it to the refined state in which it is required by fabricators of copper. Consequently, Canadian manufacturers were forced to import nearly all the copper required in their business; and a considerable portion of the ultimate value to be derived from a Canadian raw material was lost to the country of its origin. In the early days of Canadian copper mining, when both the production and consumption of copper in Canada were much smaller than now, such a condition of affairs was perhaps economically unavoidable, and, in any case, was not a matte~ of sufficient importance to attract general attention. Later on, however, when there had been large and rapid increases both in the production and consumption of copper in Canada, it formed the basis of much adverse criticism, deserved or not, of producers of Canadian copper-criticism that became intensified during the war and subsequent years. Happily, the chief grounds of complaint have now been removed, and there are today copper refineries in Canada, either operating or under construction, that are capable, in the aggregate, of turning out amounts of refined copper greatly in excess of any indicated Canadian consumption.

A mathematical model of a decision is represented by the table in Figure 4. The numbers in the matrix are a measure of the effectiveness of each alternate for an objective. In this case, it is the per cent of desired profit that is satisfied by each alternate for each objective. By adding all of the values in a row, we have a measure of which alternative is best for both objectives. However, if you think that alternate 1 is necessarily better than alternate 2, you are wrong. Why? Because the weight of the objectives may not be equal. It could just be that this plant can sell more than it can produce, so that the loss in profit represented by increased sales is more than twice as important as reductions in costs. (See Figure 5). In that case, let us weigh objective 1 as 30 per cent and objective 2 as 70 per cent. It must also be obvious that the sum of all the "objective weights" must equal 100 per cent. The present-day metallurgical community is quite familiar with the use of jarosites [MFe3(S04)2(0H)6 where M = K, Na, NH4, Ag, 1/2Pb, etc.] as a means of controlling iron, alkalis and sulphate in hydrometallurgical circuits. This modern precipitation technology has found an increasingly widespread application in the zinc industry111 and is gradually also being extended into the hydrometallurgical processing of copper and cobalt121 . The chief advantage of jarosite precipitation is that the iron precipitate settles and filters well, and gives low losses of divalent metals in the washed residue. Although this jarosite precipitation technology was developed only within the past twenty years, man's involvement with jarosites extends back to antiquity, and jarosites have played an important role as a source of silver in several ancient metallurgical centres. In the early days of this century, argentojarosite was an important local source of silver at the Tintic Standard mine, Dividend, Utah, where over 200 000 oz of silver were recovered from highgrade natural jarosite over a three-month period 131 . At the Matagente mine in Peru, pockets of argentiferous plumbojarosite up to 40 m thick were mined and processed by the Indians prior to the arrival of the Spaniards14-51 . In Cyprus there are vast jarosite deposits associated with the ancient mining sitesl51 , but exploitation of these jarosites has been insignificant because of their low silver values. The most extensive mining of silver-bearing jarosite, and certainly the oldest documented instance of such jarosite exploitation, was in the vast pre-Roman workings at Rio Tinto, Spain. This mine, the greatest single miningmetallurgical site currently known from the ancient world and also the oldest site of more or less continuous metal production, has witnessed many metallurgical firsts. Aside from the initial processing of jarositic ores for their silver values, the development of large-scale hydrometallurgy also seems to have occurred at Rio Tinto. As early as 1737, copper was recovered by cementation on scrap iron from the mine waters at Rio Tintol51 . Large-scale heap leaching of calcined ore commenced with the British operations in 1876 and, by 1900, raw pyrite was heap leached to recover associated copper values161 .

The battle of the gold standard is not limited to one country alone, or even to a single group of countries. It is being waged merrily in many important commercial and industrial quarters. Though it is not always a practical issue calling for immediate attention, it is none the less, quite widely, engaging the thought of bankers and other students of finance. The controversy arises, in the last analysis, because of the desire of men to secure a stable currency. There are two ways of restoring a reasonably stable currency system: (1) the re-establishment of the gold standard, or (2) the deliberate and artificial management of a paper currency. Both systems are well known. The gold standard was in use prior to the war in the principal commercial countries. A currency of inconvertible paper has been at times employed in the past in various countries; for example in Britain from 1797 to 1821, and in the United States from 1862 to 1879. The gold standard, as all are aware, implies the selection of gold as the standard of value. The unit of value is a fixed weight of gold and, so long as the standard remains unimpaired, all other means of payment are maintained at a parity with standard gold coins. And gold coins alone constitute the standard money, inasmuch as their value as bullion equals their value as coins. Under the gold standard this would not be true of any other form of money, although all other varieties of money, including bank notes, government notes and silver coins would be freely convertible into gold money. Strictly speaking, the gold standard also implies that the gold money in turn shall itself be freely convertible, through melting, into gold bullion and freely exportable.

The paper looks at the basic theory of tri-bological wear and the role played by the lubricant and its additives. It presents the argument that the “real cost of lubrication” is not the purchase price of the oil or grease, but rather the costs associated with not using the correct lubricant. A number of examples are presented, covering oils, greases and additives, in which a detailed evaluation of the application has shown that when all of the benefits of using the best lubricant/additive are evaluated, the savings achievable greatly surpass the incremental cost of the superior lubricant. One of the emerging classifications of costs in industry today are those associated with environmental protection. Two of the examples used describe the replacement of more conventional lubricants with environmentally acceptable products, compounded to compete in all aspects of serviceability, but which have the added bonus of being not only biodegradable but also of being of low toxicity.

In addition to increasing grain boundary area during hot working of austenite, the dislocation substructures create potential sites for nucleation of ferrite both at original grain boundaries and at transition boundaries between deformation bands. This development gives rise to a marked increase in the rates of nucleation, of growth and of transformation to ferrite. The combined net effect is product grain refinement that requires less stringent cooling between finish rolling and coiling; hence determination of the above rates would advance process optimization. The important control parameters are the preheat temperature (degree of homogenization), finishing temperature, strain (accumulation near finishing) and the extent of recrystallization after finishing. These effects vary greatly with steel composition; nevertheless, some general rules have been formulated. Moreover, there is also potential for deformation of the refined ferrite. There are other thermo-mechanical processes such as warm forming of metastable alloy austenite to provide a dense substructure that is carried into the martensite on quenching. In other processes, the austenite may be deformed during cooling through the transformation to develop a dense substructure in the ferrite that is stabilized by fine carbides.
