A world-class example of sustainable development in practice, the Local Resource Development Initiative (LRDI) grew from agreements between the Ambatovy nickel mine developers and the Government of Madagascar. A program of training and community development, the LRDI aims to maximise local benefits by optimising the integration of local resources during the construction period of the mine. By local resources, we mean the local labour force as well as local goods and services. Begun in 2007, the foundation of the LRDI is to integrate local resources into the mining project and where gaps are identified, design and implement training, mentoring and other programs to fill those gaps. The principal accomplishments are: the establishment of training centres that trained over 4000 people in little over one year, 96 per cent of whom hired to work at the mine; a support program for local micro, small and medium enterprises that has led to the award of 65 contracts for goods and services with training and mentoring of over 100 local businesses; and a number of special projects that have, among other results, strengthened local agricultural development and created employment for young people. The LRDI provides unique insights into key indicators and lessons learned to strengthen the social and economic sustainability of mining projects in developing countries. The paper will discuss these in terms, among others, of: the importance to project success of upstream planning to address socio-economic issues; the role of civil society and other local partners to strengthen and expand sustainability outcomes, and to spur governments to demand that major projects promote economic and social sustainability; and the integration of mine sustainability with sustained regional social and economic development.

Safescape Laddertube provides an improved system for emergency egress in ventilation shafts. The addition of Laddertube in a rise has very little impact on ventilation flow, studies have indicated that the difference in flow velocities are difficult to measure due to the minimal impact. Due to the size and open-ended nature of Laddertube, the air velocity inside and out of the Laddertube is mostly linear. Laddertube can be used either permanently or during an emergency as a secondary ventilation duct. One project involved a 385 m ladder installed in a surface return air raise that could be made to bypass the primary circuit and supply fresh air to a sea container fresh air base at the bottom of the raise. Laddertube has been designed to be installed to any feasible length and can be fitted with a climb assist system ensuring enhanced speed and reduced fatigue during ascent. The climb assist used in association with Laddertube is a Tractelift system which applies a weight relief of up to 36 kg off the climber’s body weight when using the ladder. This system has successfully been tested for ladders up to 600 m in length and is currently in use for a ladder of 185 m length. The use of refuge chambers in underground coalmines has long been a contentious issue due to the concern that while it may provide temporary shelter, the risk of being exposed to high heat or the inability for rescuers to access them due to fire or explosive atmosphere means that they may be effectively trapped. The additional application for coal environments includes Laddertube installed alongside a refuge chamber concealed behind a blast proof door ensuring a secondary means of emergency egress. In certain operations designs may allow for this chamber to be provided withpositive pressure fresh air.

Narrow vein gold mineralisation generally contains both fine (<100 ¦m) and coarse (>100 ¦m) gold particles. The in situ size and shape, deportment, distribution and abundance of the particles controls deposit sampling characteristics, grade distribution and metallurgical properties. Particles can range from individual disseminated grains, clusters of particles and masses above 1 cm in size. At each end of the coarse-gold to fine-gold spectrum, the samplability of a deposit ranges from relatively simple for fine-grained disseminated gold particles, through to extremely difficult for very coarse particles. Deposits generally show a background grade of mineralisation dominated by disseminated fine gold particles. Drilling will resolve the background grade well, though is likely to considerably understate the grade related to the coarser gold particles. Gold mineralogy has a significant impact on metallurgy, with key factors affecting recovery being particle size, deportment, liberation parameters and silver content of gold minerals. For coarse gold particles the focus should be on liberation and the early removal of the particles from the mill circuit by gravity concentrators and gold traps. Finer particles will require more grinding to liberate prior to flotation or cyanide extraction. The determination of gold particle sizing is thus required to minimise evaluation and geometallurgical uncertainty and lower project risk.

Private equity (PE) firms are comparatively free of mandatory requirements for the level and scope of due diligence applied prior to making investment decisions in minerals projects when compared to listed entities, sovereign funds or financial institutions adopting the Equator Principles (Equator Principles Association, 2013). While this freedom allows for flexibility, agility and innovation in making investment decisions, it can also expose PE firms to material risks that may impact their ability to successfully list the projects or attract later financing.Financial institutions and investors with mandatory due diligence and disclosure standards may refrain from investment in or acquisition of a project if it fails to meet various performance requirements. There are many high-profile projects that have suffered significant write-downs on book value after acquisition because specific non-mining issues were not adequately assessed. Thus, a PE firm may be left with an asset that is difficult to divest and incapable of securing development finance.PE firms can manage this risk by being aware of the growth trend in the adoption of ‘international standards’ in addition to host nation standards and legislative requirements. This paper outlines key issues for PE firms to address to maximise the chances of obtaining funding or successfully taking an exploration or mining project through to listing or divestment. Closure is an inevitable part of the life cycle of every mine. Successful closure outcomes critically depend upon early and ongoing integration of closure planning and mine planning. Early and holistic integration minimises residual risk and maximises opportunity to leave a cost-effective, positive legacy for the company, investors and future land users. Both disciplines are inherently interconnected and aim to maximise ‘value’ via trade-offs. Historically, integration of closure into mine plans has been poorly implemented across the industry. There is still a perception that closure planning only starts as the end of a mine life approaches. This inevitably leads to tension when making business decisions, with progressive closure often being deferred due to short-term drivers and incentives. To create a positive legacy after production has ceased, this tension can be managed by transparently and fully informing business decision-makers, such that the impacts of short-term decisions on long-term closure objectives are understood. BHP recently updated a business-wide standard ‘Our Requirements for Closure and Legacy Management’ designed to strengthen collaboration, education and integration of closure across the entire life cycle of the asset. Concurrently, the ‘Life of Asset’ definition was refined to include the postproduction phase, until closure objectives have been met. This paper discusses the criticality of mine planning integration with closure and how updates to Our Requirements sharpen the focus from transactional to transformational planning. These concepts are applicable to any mining operation aiming to achieve successful closure across the full asset life cycle, from exploration to post-production.

Raise boring is a critical aspect of mining at Xstrata Copper’s Mount Isa Copper Operations (MICO). MICO’s internal raise boring department regularly develops ventilation rises, orepasses and stope cut-off rises and reams approximately 2500 m per annum. Developed, trialled and implemented as standard practice over the past two years, procedural changes in constructing the raise bore machine’s foundations have significantly reduced operator exposure to raise boring’s inherent risks of working around open holes and manual handling. An additional cost benefit of this newly-adopted procedure is derived from reducing the likelihood of damaging the machine while de-rigging.When conforming to standard industry raise boring practices, exposure to an open hole begins when the reamer breaks through the concrete pad and ends when it is removed from the hole – a process which, depending on the size of the hole and the raise boring machine, can take up to three days to complete. Although wearing fall restraint equipment, operators working on and around the raise bore machine during de-rigging are continually exposed to the risk of falling from heights. In contrast, MICO’s newly-developed and successfully-implemented presink raise boring system reduces this exposure to a maximum of four hours, regardless of hole size. Exposure to manual handling hazards is also substantially reduced as the presink procedure eliminates manual placement of a 100 kg drill bit under the machine to commence pilot-hole drilling. Outcomes of implementing the presink System at MICO have been so beneficial that it is now standard procedure for all reaming in excess of 1 m diameters.

"Spring Creek Mine uses high pressure water to extract the thick Main seam in the Upper Rewanuicoal measures. The extraction method results in the creation of large voids which collapsespontaneously. This can result in the displacement of large volumes of methane, which may create a signifi cant hazard if not correctly managed. A system of automatic dilution doors is employed to mitigate this risk. This paper describes the evolution of the system and gives some examples of its eff ectiveness."

A central aim of rehabilitation is to ensure that disturbed land is returned to a post-mine condition that is safe, stable and self-sustaining. This paper describes initial results from a grazing trial at the New Acland open-cut coal mine in southern Queensland (-27.27 lat, 151.72 long) that aims to assess the sustainability and viability of cattle production from rehabilitated mined land compared to production from surrounding unmined lands (Newsome 2014). The grazing trial was established in 2013 by the Acland Pastoral Company, a subsidiary of New Hope Coal, on lands previously used for dairying, beef and crops before open cut coal mining of the Walloon coal measures began in 2002. The area has a mean annual rainfall of 640 mm. There has been much progress on the issue of acid drainage over the past 20 years; however, significant challenges remain. The International Network for Acid Prevention (INAP) is attempting to address them by globally coordinating acid drainage information sharing and research. INAP pursues three branches of activities: it links AD research, practice, and people; it organises, sponsors, and participates in regional workshops as a forum for technology transfer; and it instigates and funds key acid drainage research projects. Through these activities INAP is helping the industry deal with what is arguably its most serious legacy issue.

Tailings management is typically constrained by many factors that are taken as given. These include the tailings production rate that must be accommodated, the desire to deliver the tailings cheaply and easily as a slurry using centrifugal pumps, and a tailings footprint limited by the desire to minimise capital costs leading to a rapid tailings rate of rise and a low settled density. Other constraints include wall raises being delayed due to limited capital, inadequate tailings water and rainfall run-off management, and the net present value (NPV) approach to capital expenditure that puts off expenditure at the expense of performance. All of these constraints result in the tailings occupying much more volume than is necessary, being difficult to rehabilitate, and not being capable of supporting a beneficial post-mining land use or function. Ultimately, such constrained tailings storage facilities will assume very large dimensions, but each will typically be developed as a series of smaller storages that are filled rapidly and added to progressively. The optimal stage to efficiently recover process water is in the process plant, but this is limited by the desire to use centrifugal pumps rather than the more costly positive displacement pumps, which also require greater management of tailings deposition. Process water can also be recovered from the tailings storage facility (TSF) decant. Tailings water that is not recovered from the plant or the decant will be lost to entrainment within the tailings, seepage to the foundation or through the wall, or evaporation. However, tailings water is not always suitable for reuse in the plant, particularly when it becomes contaminated by the processing, and it may simply be stored on the TSF. This will exacerbate the seepage of contaminated water to the environment, and will limit the densification of the tailings that would otherwise occur due to desiccation of the tailings on exposure. If a larger tailings footprint were developed early, cycling of tailings deposition in thin lifts between a number of cells could occur, maintaining the dormant cells dry to enhance desiccation and densification, and ultimate rehabilitation. The end result would be a much reduced stored volume of tailings, the potential for upstream raising, and ease of rehabilitation to a high level. Within 22 months of commencing decline development, the Prominent Hill Ankata Underground Project achieved its full production rate of 1.2 Mt/a.In 2010 construction of the Ankata Underground Project was approved. Decline development commenced in November 2010 and the turnout for the first sublevel was reached by August 2011. The first stoping ore was produced in the first quarter of 2012 and production was successfully ramped up to full production during the third quarter of 2012.Diamond drilling commenced in October 2011 and was conducted concurrently with the underground development. This presented challenges as mining and production targets had to be balanced with underground exploration activities. To achieve production on schedule, without adversely affecting the diamond drilling program and future development, meticulous and adaptive planning techniques were required. This included involvement from engineers, geologists, underground operators and underground diamond drillers.The granularity of these planning techniques allowed the management and prioritisation of development and diamond drilling down to an almost hourly basis. A constant flow of information from drill assay results was fed back into the planning systems. This resulted in a constantly evolving mine plan as the orebody was further refined. "An Outotec e500 TankCell, with 500 m³ of actual flotation volume, was commissioned at the Kevitsa Cu-Ni-PGE concentrator in northern Finland during 2014. This flotation cell was implemented at the head of the existing copper circuit as the first Cu rougher flotation cell. This was the first flotation cell of this size to be run under production conditions by any supplier anywhere in the world.The cell has been in continuous operation since start-up in October 2014 and has provided improvements in metallurgical performance at very low specific power consumption. On average, the cell has recovered 71 per cent of copper contained in the 0.37 per cent Cu flotation feed at a concentrate grade of 17 per cent Cu. The specific power consumption for the cell (excluding blower power) is typically around 0.4 kW/m³.After start-up, the impeller speed and superficial gas velocity were varied and the impact on metallurgical performance measured. In this paper a review of the cell operation at Kevitsa is given. The paper also describes the future work currently planned by the OZ Minerals technical team to quantify the various risk factors in terms of space, time and magnitude. This may better inform the future mining practices within not only the Carrapateena province but also the wider Gawler Craton.

The mining industry faces concurrent pressures of reducing water use, energy consumption and greenhouse gas (GHG) emissions in coming years. However, the interactions between water and energy use, as well as GHG emissions have largely been neglected in modelling studies to date. In addition, investigations tend to focus on the unit operation scale, with little consideration of whole-of-site or regional scale effects.This paper presents an application of a hierarchical systems model (HSM) developed to represent water, energy and GHG emissions fluxes at scales ranging from the unit operation, to the site level, to the regional level. The model allows for the linkages between water use, energy use and GHG emissions to be examined in a flexible and intuitive way, so that mine sites can predict energy and emissions impacts of water use reduction schemes and vice versa. This paper examines whether this approach can also be applied to the regional scale with multiple mine sites.The model is used to conduct a case study of several coal mines in the Bowen Basin, Australia, to compare the utility of centralised and decentralised mine water treatment schemes. The case study takes into account geographical factors (such as water pumping distances and elevations), economic factors (such as capital and operating cost curves for desalination treatment plants) and regional factors (such as regionally varying climates and associated variance in mine water volumes and quality).The case study results indicate that treatment of saline mine water incurs a trade-off between water and energy use in all cases. However, significant cost differences between centralised and decentralised schemes can be observed in a simple economic analysis. The haulage system used to convey ore from an underground mine to a surface stockpile at the mine process plant is a vital component of the mine’s overall infrastructure and economic viability. The system selected has a significant impact on the set-up of the mine and the access to the underground mine. In turn, the set-up of the mine and the access to the underground mine have a significant impact on the system.A number of haulage technologies are available to transfer the ore from the underground workings to the surface stockpile, including hoists, conveyors, rail and trucks.This paper focuses on the shaft hoisting and inclined conveyor haulage technologies. These technologies have been used consistently to deliver ore from at depth and/or at high tonnage. Previous reviews of the appropriate vertical haulage systems have nominally been restricted to the respective systems only, with no consideration for any other scope or issues that may affect the selection. Prior to mine development, exploration drilling within the Luise Caldera on Niolam Island encountered gold mineralisation to the northwest of the main Minifie and Lienetz orebodies. This mineralisation was referred to as the Kapit orebody, and ten diamond drill holes were subsequently completed over the area to investigate its economic potential. Several significant mineralised intercepts were returned. These were interpreted using the orebody model developed for Lihir at that time which invoked a strong horizontal control to mineralisation. Additional consideration was given to the elevated geothermal temperatures encountered, the proximity of the mineralisation to the ocean, and its perceived depth below sea level, resulting in the Kapit area being given a low priority for follow up investigation. As a result, no further work was completed over Kapit until recently. The Kapit orebody was the target of an intense diamond drilling programme during 2002/2003. Data from this latest round of drilling has significantly improved understanding of the mineralisation and associated geology. The significant orebody now delineated at Kapit substantially differs from past interpretations, and the latest data has upgraded its economic potential. A resource estimate and other critical studies completed in 2003 enabled an updated reserve statement to be issued in February 2004 including the Kapit mineralisation for the first time. Total Probable Reserves at Kapit stand at 25.2 million tonnes (Mt) at 5.28 grams of gold per tonne (g Au/t), for a total of 4.3 million ounces (Moz) of contained gold.

The properties of tailings that emanate from laterite nickel processing plants are significantly different to most other mine tailings. They typically comprise a mixture of fine materials that are made up of altered clays, chemical residues and salts. Neutralisation processes that are undertaken prior to tailings discharge result in a high proportion of gypsum in the tailings. The salinity of the pore fluid is commonly higher than 140 g/L of salts, dominated by magnesium sulfate. Hydraulically-placed tailings that undergo solar evaporation typically reach dry densities of less than 1 t/m3 of insoluble solids. In situ water contents after many months of drying may be as high as 80 per cent, and peak undrained shear strengths are unlikely to be greater than 20 kPa.This type of material is not conducive to upstream raising, from both a practicality and overall slope stability perspective. Even at rates of rise of less than 1 m/a, it is difficult to effect upstream raising on unaltered laterite nickel tailings. However, the authors have successfully designed and implemented upstream-raised laterite nickel tailings storage facilities. The upstream raises have been formed from both imported natural materials and air-dried and compacted tailings borrowed from the tailings beaches.Drying and associated strength gain has been achieved through various means of mechanical intervention, repeatedly exposing a zone of tailings to the atmosphere for evaporation. Field trials have been undertaken to optimise the approach, and the findings from the trials have been implemented in practice to allow stable upstream raises to be constructed. The Warraua and Mount Poole Inliers form part of a discontinuous series of basement complexes in the northwestern corner of New South Wales. The Inliers comprise mainly clastic sediments of low metamorphic grade (Wonominta Beds) and minor sills, dykes and intrusives, particularly within the Mount Poole lnJier. The Warratta rnlier has received attention due to the occurrence of auriferous quartz-veins where reef mining activities havetaken place.The deformational history of the Warratta and Mount Poole Inljers is characterised by a continuous subhorizontally WSW-ENE directed compression. Deformation was associated with the development of NNW-trending and steeply west-dipping major faults, which bound or biscct the inliers. Chevron folds and a penetrative axial planar cleavage characterise the deformational architecture and document crustal shorterung of at least 40 per cent. In zones adjacent to the major faults and within pelitic and semi-pelitic uruts, a multiple deformational evolution becomes apparent, comprising two events (D1 and D2). Deformational structures considered significant in this study were the result of D1. Tight, northeast-vergent fold patterns FI' and associated axjal plane cleavage SI' and reverse dip-slip movements at major faults indicate early northeast-directed thrusting during D1. This was followed by dextral strike-slip deformation displayed by tight, recumbent folds, en-echelon fold patterns (F2'), a northeast trending crenulation cleavage (52'), and two sets of second order faults, the latter showing high angular relationship to the major faults. A final stage of the deformational history (D2) is represented by WSW-ENE trending kink folds (F2).Auriferous quartz veins, predominantly occurring within pelitic and semi-pelitic units, were generated syntectorucally during the early deformational event (D1) in the course of commencing development of cleavage (S2'). Vein textures point towards vein formation by repeated hydrauJjc fracturing and fracture healing (crack-seal process), and by simple accretionary vein growth. Folded pelite-dominated horizons, considered as low permeability units, are suggested preferential sites where migrating metamorphic Ouids pooled and were trapped, causing high fluid pressure.Hydraulic fracturing and vein precipitation was controlled by lithology and structural constraints such as cleavage.K-Ar dates of approximately 440 Ma (Benambran Orogeny) marking the peak of metamorphism, and coinciding with the development of cleavage S1', also indicate the time of auriferous quartz-vein formation. A period of deformation of at least 30 Ma is proposed for the development of cleavage S1', as constrained by K-Ar dating and the intrusion of a syntectonic granitoid, the Tibooburra Granodiorite.

In open pit mining, it is common that the bottleneck to productivity and profit lies in the truck-shovel mining operation, especially as strip ratios and mining intensity have increased with resource depletion and advances in mining equipment capabilities. This paper outlines a study of truck-shovel productivity using a new proprietary discrete event simulation platform for truck-shovel operations called MineDES. The study will specifically address the issue of whether truck queuing at shovels should be considered productive or not, and how mining engineers can determine the optimal truck fleet size for specific operational configurations.The MineDES simulation platform will be described and illustrated, highlighting the features that make it an appropriate tool for conducting the experiments at the heart of this study. The study encompasses a set of experiments, consisting of a number of simple truck-shovel operational scenarios for a benchmark open pit mining operation, which are simulated using MineDES. Each experiment is designed to highlight different factors, which are most important in calculating the ideal truck fleet size and for understanding the marginal productive impact of each additional truck added to the fleet. The scenarios will principally address the issues of how different types and levels of unscheduled equipment downtime and process variation, combined with the traffic delays/congestion arising in more intense mining operations, will affect productivity. The results of the experiments are interpreted using a simple fit-for-purpose cost and revenue model in order to highlight the indicative cost of over- or under-trucked configurations.The study has found that the optimal fleet size that maximises productivity and value will, in the presence of even small process variation, lead to non-zero trucks queuing at shovels on average. As process variations and unscheduled downtime events increase in the truck-shovel system, the required fleet size to optimise productivity and value increases. Determining the environmental consequences of green field projects is becoming an increasingly important component of new projects. Feasibility studies are regarded by potential investors as incomplete if a comprehensive Environmental Impact Assessment (EIA) has not been completed. These EIAÆs need to meet various local and international requirements in order to achieve bankability. Heavy mineral mining projects are often located in ecological sensitive coastal zones, and bring with them a suite of social impacts in the mainly developing countries within which they are usually located. This paper draws on experience gained in undertaking EIAÆs for heavy mineral mining projects in Kenya, Mozambique and South Africa, and uses these case studies to identify potential pitfalls. Important lessons include the need to initiate the EIA process as early as possible in the project, in order to develop management systems to mitigate the environmental impacts of exploration. Close and on-going consultation with affected communities is also seen to be critical to the success of the EIA. Proactive participation on the part of the environmental consultants with the project team and all interested and affected parties (IAPs) is important. An EIA commissioned later in project planning makes it difficult for the EIA to contribute in a positive manner to the project. Early engagement with environmental consultants allows the environmental assessment to develop from a report to an actual process, and to become fully integrated with project planning. The proviso is that an initial æfatal flawÆ assessment is required to identify any potential æshow stoppersÆ, in order to meet one of the important objectives of EIA, namely an assessment of whether or not the proposed project is the preferred development intervention in the study area. For more controversial proposals this may require the commissioning of a Strategic Environmental Assessment (SEA), which circumvents some of the limitations of the project level EIA. Whilst confidentiality is a constraint to full disclosure, an open participatory approach to public consultation is essential to add credibility to the EIA process and to gain, at least, the acceptance of the process from the majority of IAPs. Full disclosure is encouraged by organisations such as the International Finance Corporation, who acknowledge that good public consultation costs a lot of money, but bad public consultation costs a lot more! An open approach to disclosure presents understandable difficulties for proponents, as they are required to give up some of their control over the project, and to trust the social scientists engaged in the process. However, independence in the EIA process is critical to its success. This paper will highlight these and other issues by drawing on five case studies to identify lessons learnt, and explore the above themes in more detail.
