Heatings, fires and explosions in New South Wales (NSW) and Queensland coal mines since 1972, are reviewed. Geological and mine settings are outlined. Where available, gas analysis and critical decisions are discussed. This paper updates work by NSW Department of Mineral Resources (1995) and the Queensland Department of Mines and Energy in a report on fires and explosion in Queensland coal mines (Richardson and Ham, 1996). Incident data has important applications in terms of evidence-based risk assessment and identifying key issues to be integrated into competency based training programs. Predictive indicators are reviewed in terms of coal parameters in seams where the incidents occurred.

Chlorination of organic matter by direct injection of chlorine gas or hypochlorite has been investigated metallurgically worldwide with little understanding of the basic chemistry of the passivation mechanisms in- volved. In this paper, chlorination of carbon is attributed to oxidation-reduc- tions, resulting in surface halogenation of graphitic or amorphous carbon. It is proposed that chlorine and carbon interact to form thin coatings of chioro-carbon complexes that block the adsorption of gold cyanide com- plexes, thus passivating the gold adsorption sites of carbonaceous matter. Analytical, spectrographic, microscopic and electron-optical methods have been applied to demonstrate the proposed mechanism of chlorine-carbon bonding, as well as to evaluate the advantages and limitations of chlorination in the pretreatment of refractory carbonaceous gold ores.

"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? A case study examining the procedures and financial benefits of introducing dump leaching to augment the Mt Gibson Gold Project CIP operations is discussed. Metallurgical testwork, followed by pilot dump leach operations, confirmed that gold recoveries of greater than 60 per cent could be achieved by dump leaching Mt Gibson laterite ore. Capital and operating costs were determined. Pit optimisation using the Whittle FOUR-D optimisation program calculated an optimum cutover grade between CIP and dump leaching for one orebody. The resultant recalculation of reserves based on CIP and dump leach operating costs showed that reserves for that orebody could be increased from 329 000 tonnes at 1.9 g/t An, to 1 488 000 tonnes at 1.2 gh An. NPV for the CIP only option of $1.4 m, was increased to $4.0 m for the combined CIP/dump leach option. This technique can be applied to existing gold projects and to new Developments.

Quantitative mineralogy is an established discipline in the geosciences and is aimed at providing mineral grade and texture information for geological and mineral processing applications. The two core technologies underpinning Quantitative Mineralogical Analysis (QMA) are Scanning Electron Microscopy (SEM) in combination with Energy-dispersive X-ray Spectroscopy (EDS). Technologies such as QEMSCAN and MLA are now routinely used to optimise the performance of large-scale mineral processing plants in the base and precious metal sectors. One of the major disadvantages of the QMA methods used today is extensive sample preparation requirements which make application of this technique to real-time mineralogical characterization not feasible. A breakthrough has been achieved by the National Research Council Canada in collaboration with CRC ORE by developing a novel Laser Induced Breakdown Spectroscopy (LIBS) based technology capable of real-time mineralogical characterization of process streams without sample preparation. The potential applications of this technology include, but not limited to, in-pit muck piles, underground draw points, cross-belt analysis as well as slurries. This paper describes the development of the LIBS-based technology from a proof-of-concept (TRL2) to the construction of a prototype sensor and its validation in a simulated environment (TRL5). Future work is being planned to test and further validate the LIBS sensor on a mine-site which will progress the technology to its next readiness level (TRL6).

This paper discusses the challenges, solutions and lessons learnt as tunnelling work continues on the Melbourne Main Sewer Replacement (MMSR) project.The MMSR project is a $220 million dollar project for the Melbourne Water Corporation. It involves the construction of approximately 4.2 km of new sewer from the southern fringe of the CBD through the inner metropolitan suburbs of Port Melbourne and South Melbourne.Of the 4.2 km of sewer currently in construction approximately 2.2 km will be constructed using a 2.95 m diameter Lovat EPB tunnel boring machine (TBM) with approximately 1.9 km of small diameter (300 to 600 mm) reticulation sewers constructed using trenchless techniques.These sewers are being constructed in a dense urban environment, which means that the tunnels and shafts are often in close proximity to buildings and structures. The underground constructionof the sewer is further complicated by the variable geology of the ancient Yarra River delta which includes weathered basalts, the infamous Coode island silt formation and fine loose sands.Some of the key challenges and lessons learnt so far during construction include:· steering and alignment control of the TBM through very soft silt with little residual strength,· development and refinement of a monitoring and alarm system for leaving the machine dormant on a day works only project,· control and measurement of tunnel lining defl ection during ring build and grouting,· prediction and monitoring of surface settlements during tunnel excavation,· improved understanding of the geology and hydrogeology at this previously unchartered area of Melbourne,· consolidation settlement due to dewatering at shafts required careful construction controls, and· ground support and excavation in close proximity to the existing 110 year old sewer which requiredvery detailed risk control measures.

CRONIMET Australia in cooperation with Speciality Metals International, the mining lease holder of the Mt Carbine Tungsten mine, have demonstrated the preconcentration and processing of large (>12 million tonnes) tailings and mine waste dumps on site in far north Queensland. The first stage of this project has proven the economic viability of preconcentration using sensor-based particle sorting whilst ensuring high recovery of industry critical tungsten minerals – wolframite and scheelite. Sensor-based sorting technology have enabled the production of a sorter product to feed the existing wet gravity plant ensuring higher recoveries and increasing concentrate production. Processing of 1,000 tonne low grade samples using the TOMRA x-ray transmission (XRT) ore sorter installed on site, has reduced the volume of material entering the downstream wet processing plant by up to 60%. The sorted 10-25mm size range produced the highest upgrade ratio (product/feed) of 24:1 and achieved sorter concentrate grade of 1.52% WO3, sorter waste grades below 0.014% WO3 and metal recoveries of up to 93.4%. The appropriately sized, barren sorter waste material is also sold as aggregate and other quarrying products and thus adding to the overall economic benefit of the project. The utilisation of the sorting technology on site has produced an economically viable project, significantly reduced capital cost, and reduced the time to market of the final tungsten concentrate. The next phase of the project includes design and installation of a larger two sorter plant capable of over 150t/h feedrate.

Brisbane’s Airport Link is Australia’s largest road infrastructure project, worth a total value of A$4.8 billion. The project is using surface and underground blasting to excavate hard volcanic rock, Brisbane Tuff. This paper tells the story of the most challenging and difficult blast of the whole project: the removal of a remnant pillar of rock (approximately 2250 m3) next to a major arterial road and within 100 m of existing infrastructure including a number of heritage listed buildings, residences and privately owned sensitive receivers. The pillar consisted of a hard rock wall (Brisbane Tuff) between 2 m and 6 m thick, 15 m high and 35 m wide; with in situ precast concrete piles embedded within 1 m of the boundary of the pillar. Orica Australia Pty Limited was contracted by Thiess John Holland, to perform the work in this area, including design, modelling, drilling and loading of the explosives, as well as blast clearance and shotfiring. Access to the area was limited so all explosives and equipment, including the 20 t drill rig, had to be lifted in and out by crane. Due to the nature of the blast, with infrastructure 5 m directly in front of the 15 m high face, there was only ever going to be one chance to get this blast right. This was an extremely complex blast which required the use of a number of different types of packaged explosives, as well as special timing techniques only made possible by using electronic initiating systems. This type of blast is high risk, and is more typical of a building demolition in the urban environment. The blast was fired on the 25 September 2010, and was highly successful. The environmental results for vibration and overpressure were well under the imposed limits, and the embedded concrete piles remained undamaged.

Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

Flash flotation plays an integral role in many of the gold and sulfide mineral concentrators around the world, and yet despite this widespread use, very little information on this unit process is available in the published literature. For operations to maximise the performance of their flash flotation circuits, understanding how these cells operate, the nature of the particles they target and how to predict whether a flash flotation cell should be used on a specific ore type is of vital importance. This paper provides a summary of the key findings of a large flash flotation research project based in the operating environment of a refractory gold concentrator. The influence of key flotation performance criteria including gas dispersion, residence time and particle segregation within the cell will be discussed and recommendations for process improvements will be made throughout. The nature of the particles within the flash cell will be examined, as will the impact on the type of particles that are passed to downstream processes when the flash flotation cell is taken off-line. Several studies have been conducted on the economic analysis of mining near-Earth asteroids for resources for use in Earth orbit. While these studies use detailed economic figures of merit, they often use many invalid assumptions in the trajectory design. Factors such as the energy and propellant requirements are estimated with analytic methods, however, the stay-time at the asteroid and the spacing of repeated launch opportunities are not taken into account. The work outlined in this paper attempts to combine detailed trajectory design methods with newly defined economic figures of merit to improve the economic assessment of asteroid mining missions. The MMG Century mine, which is the largest zinc/lead mine in Australia, began operating in 1999 and ceased mining from the open pit in July 2015, with processing completed in early 2016. Closure plans were developed from 2006, and detailed planning for closure commenced in early 2011 with the appointment of a dedicated closure planning resource. The site will continue to be managed during the active and passive closure phases to complete rehabilitation commitments and demonstrate that closure completion criteria have been achieved.Completion of the mining/processing phase of the project provides an opportunity to reflect on successes, missed opportunities and lessons learnt with respect to planning and execution of mine closure. This paper highlights examples of success at Century and also identifies key learnings and areas for improvement in progressive closure outcomes. Specific examples examine mine planning and execution involving bulk movement of waste rock and construction of permanent waste encapsulation landforms. The paper also provides recommendations for other sites that are planning for closure.Decisions made during the operational phase of the project life can result in a significant increase in closure liability and reduce the likelihood of achieving lease relinquishment. Without adequate soil available, it is difficult to rehabilitate a large area of acid mine waste dump with sustainable plant communities, which has a strong potential acid generation. In the present project, paste tailings capping method has been put forward to reconstruct plant ecosystem on acid mine waste rock dump. This rehabilitation method uses paste tailings as capillary break and plant growth media. The tailings used contained 26.3 per cent of particles of less than 20 ¦m which satisfy the requirement of grain of paste tailings preparation. The tailings are not acid- producing materials. In addition to Cu, total contents of Zn, Pb, Cr, Cd, As and Ni in tailings are lower than those in local soil. Paste tailings concentration 70 per cent ~ 72 per cent was prepared by concentrating ten per cent tailings by using polypropylenecrylic sodium as flocculation. The potential pollution risks are low by using paste tailings as capillary break layer. Plants directly grown in the tailings did not particularly accumulate Cu, Zn, Pb, Cr, Cd, As, Ni in roots, stem and leaves, which were 0.01 ~ 1.6 times of those grown in soil.CITATION:Yibin, Z, Lianbi, Z, Bin, P and Youhong, Z, 2012. The development of robust, economical transport infrastructure has been identified as a key driver to sovereign economic growth. Notwithstanding the value of undeveloped mineral resources, unless they can be brought to market they are of little value. Within a global context, the continent of Africa probably faces one of the most significant transport driven economic development programs as countries strive to unlock their much sought after resources.The UN’s Africa Review Report on Transport (United Nations Economic and Social Council, 2009) provides an excellent context for the issue facing African countries and the potential for investment in transport to solve many of the intrinsic problems they are confronted with. With little exception, economic development in Africa is very likely to be driven ‘off the back’ of transport development – and more specifically from heavy-haul rail as a means by which economic wealth can be derived from export of the continent’s vast natural and mineral resources to the world. The report found:transport is a key driver of economic development and poverty reduction;road transport is the most dominant mode in Africa;the ‘Cost to Market’ of African goods is hampered by the reliance upon road transport;the cost of road transport is not just economic – 19 per cent of the world’s road fatalities were recorded on African roads;African railways are seen to be disjointed and under-utilised;Africa’s ports are key to export trade - yet only six ports (three in Egypt, and three in South Africa) handle about 50 per cent of the continent’s total container traffic;the cost of transport is increasing making African trade even less competitive; andsignificant negative impacts of Africa’s reliance on road transport – health, and greenhouse emissions.We understand that mining the resource is only part of the solution – it has to be put to market at a competitive landed cost.Most African countries face huge costs associated with transport development and ongoing operation – in many cases beyond their available resources.The Australian rail industry has faced and solved many of these challenges.

Corrosion affects the performance of rock support and reinforcement at various underground mines, including the George Fisher Mine, where recent studies showed that this risk to mining operations is generally not well understood. Corrosion reduces the capacity and life expectancy of ground support and generally is undetected unless the traditional destructive pull out test is employed to detect defect bolts. Where it is still acknowledged that the pull out test has still an important role to play in determining critical bond lengths for static and quasi static ground support designs, it does not provide an underground operation with any reassurance regarding its bolt's integrity, which has been compromised by in situ aggressive conditions. Non-destructive rock reinforcement calibration testing on single and twin strand cable bolts, rebar bolts and friction bolts at the George Fisher Mine enabled the testing team to detect bolts with compromised integrity in one area of the mine. The non-destructive rock reinforcement integrity testing conducted uses a complex 'Stress Wave Analysis' package based on the processing of clear seismic signals imparted into the rock reinforcement element that is being tested. The seismic signals are processed by 'Fourier Transform' into various criteria which can be used to produce models of the element such as mechanical admittance, frequency spectra and velocity which are all being used in the final modelling of the rock reinforcement element under analysis. This paper highlights the enormous potential to effectively manage the geotechnical risk that corrosion presents for an underground mining operation.

With the burgeoning opportunities for new gold mines to be developed the opportunity now exists for a reassessment of the optimal processing path for these gold ores. Projects have traditionally followed the path of whole ore cyanidation with either Carbon In Pulp (CIP), Carbon In Leach (CIL) or Merrill Crowe. The challenge ahead is whether these traditional processing methods are the best option for stakeholders, or to go beyond CIP and use a combination of currently available technologies that can be used to provide gold recovery at a significantly reduced capital cost and minimal deleterious impact on the environment. Either stand alone or combinations of gravity concentration and flotation, can produce a gold bearing concentrate that can then be fed directly to a batch or continuous intensive cyanidation unit. Treatment of a gravity/flotation concentrate by intensive cyanidation may be processed by the InLine Leach Reactor (ILR) developed by Gekko Systems of Australia. The advantages of the technology combining gravity/flotation followed by intensive cyanidation are significantly reduced capital costs; improved safety due to reduced cyanide inventories; the majority of tailings un-contaminated by cyanide; less energy required due to an opportunity for an increase in grind size û reducing green house gas emissions; detoxification of concentrate tailings can minimise tailings disposal and containment requirements.

Dust suppression is an important environmental control in most mining operations. The poorest quality water within a mine site is often used for dust suppression since it provides an effective means of reducing the volume of poor quality water. The ultimate fate of contaminants or salinity associated with water used in dust suppression is important to consider for optimising water management and assessing the environmental impact and life span and maintenance requirements of roads associated with dust suppression.The propensity for remobilisation of contaminants or salts depends on a range of factors such as the application rate, climate, road construction, water chemistry and soil geochemistry. This paper describes a typical study approach which could be used to assess the short- and long-term impacts of mine water application for dust suppression. The steps of the study are: reviewing the environmental setting, estimating water requirements for dust suppression, reviewing source water chemistry, developing a mass balance model and assessing the mobility and fate of contaminants with a geochemical model.This approach identifies which salt species are likely to form and whether they are prone to remobilisation. It is possible to quantitatively assess the risk of exporting contaminants or salt from roads and to refine the dust suppression strategy to minimise the environmental risk. The approach can be applied at mine sites to address regulator concerns, aid decision-making and improve the understanding of short- and long-term environmental risks.CITATION:Gimber, C, 2013. The Nova Ni-Cu-Co Operation, located in the Fraser Range of Western Australia, commenced commercial production in July 2017 only five years after discovery. Owned by Independence Group NL (IGO), the operation has successfully ramped up over an accelerated schedule and currently deploying leading technologies. This paper begins with a description of the Nova Operation, and its journey to achieve full production in such a short time frame. It includes discussions on development and production design, selection of fixed plant infrastructure, and the features challenges of running a low-pressure primary ventilation circuit. The paper also discusses key technologies that have improved overall safety for the underground workforce, and improved operational efficiencies. Investigations continue into the implementation of further technological applications for safety and productivity enhancements. This paper also discusses the findings from a study into transitioning from a diesel to an all-electric underground mining fleet, based on a review of Nova if it were to be developed today with the current EV offerings. The study indicates compelling savings will be available to future mines when considering development design, project schedule, capital outlay and operational savings, and the ‘next Nova’ is expected to be all electric.

The Basil Cu/Co deposit comprises a 26.5 Mt Inferred Resource of copper and cobalt, grading 0.57?per cent Cu and 0.05 per cent Co. It lies in the Harts Range, Central Australia, within the Riddock Amphibolite of the Irindina Province. Analysis of drilling within the mineralised zone of the deposit determined a spatial association between pyrrhotite with high magnetic susceptibility and chalcopyrite, following a strong magnetic trend as determined from airborne geophysics. A study was commissioned to examine if geophysical inversion could predict the distribution of sulfide mineralisation based on pyrrhotite from drill hole intersections, as well as predicting further mineralisation at depth or in the vicinity of the deposit. Petrophysical and geostatistical analysis of drilling susceptibility and mineralisation provided a basis of property distribution inside the model. This was followed by 3D geological modelling of mineralisation based on domain kriging of drill hole susceptibility sensitivity testing of signal to source depth, and distribution was performed using 3D forward modelling. Stochastic inversion generated alternative 3D geological models, which were tested for behaviour and adherence to observed drilling data and geostatistical limitations using GeoModeller software. Predicted mineralisation distribution was compared with conventional geostatistical modelling and found to be in agreement in planar behaviour but exhibiting possibly isoclinally folded trends, with reliability increasing closer to the surface. Predictions of mineralisation at greater depth and beneath weaker anomalies were more diffuse due to small model cell size having limited influence on the signal at depth.The Blackbush uranium deposit comprises a 64.5 Mt Inferred Resource, grading 230 ppm U in the Pirie Basin south of Whyalla, South Australia. It directly overlies the radiogenic Samphire Granite and is considered a tertiary unconformity deposit. Sensitivity modelling was performed using high-resolution ground gravity to see if a deposit signature could be detected using gravity. This required 3D implicit modelling of the geology and mineralisation from drill hole data and characterisation of an associated physical property model using domain kriging in GeoModeller. Density models relied on exploiting an observed relationship between logged density and measured uranium oxide percentage. The residual gravity response of the background geology model identified the location of the uranium deposit. Stochastic inversion of the litho/property 3D model has refined the known distribution of uranium from drilling and provided structural insights into the deposit.These projects have become excellent case studies for exploiting the relationship between mineralisation and potential fields and for testing the applicability of using domain kriging of properties determined from drilling to build robust 3D geological models for stochastic geophysical inversion, leading to robust methods for exploration targeting and mineral deposit prediction.CITATION:Zengerer, M, 2014. The products of Lower Miocene calc- alkaline activity on the east coast of Northland, New Zealand are described and contrasted with coeval rocks of the northern North Island. These rocks, the Eastern Volcanic Belt (EVB), occur in four main centres aligned north-west to south east as either plutonic/hyabyssal bodies or as agglomeratic piles and dyke intrusions. Significantly the plutonic members always occur to the north-west of the volcanic members, probably indicative of differential uplift along faults (upthrown to the north) aligned perpendicular to the EVB. A full basalt-rhyolite (diorite-granodiorite/ adamellite) spectrum is represented, with a temporal progression towards the silica-rich endmembers indicated by cross-cutting field relationships. Modal mineralogy parallels this trend, consisting of two-pyroxene, hornblende, biotite, quartz/alkali feldspar modal assemblages, and with rare occurrences of olivine and garnet-bearing volcanic phases. Chemically the EVB is medium-K, calc-alkaline (with respect to AFM and total-Fe/MgO vs. Si02 indices) and quartz and hypersthene normative. The thirty two available K-Prisotope dates indicate that activity was largely confined to the Lower Miocene (24Ma-16Ma), with an apparent younging towards the south east. Initial B7Sr/e Sr ratios (0.70335- 0.70679) are indicative of a continental- arc-type setting, however it is unlikely that a straightforward tectonic reconstruction for this part, of the Pacific Margin is possible. Evidence from xenoliths, both petrologic and isotope, within EVB magmas and from regional geologic studies suggests that hypotheses pertaining to a volcanic arc sited over a subduction zone may hold little relevance in this case. The review concludes that the EVB developed from the partial melting of a geochemically evolved lower crust as indicated by xenolith evidence. This occurred in response to thickening initiated by a short-lived obductive event in the uppermost Oligocene, and controlled spatially by pre-existing basement structure. Intra-suite chemical and mineralogic variation reflects not only crustal variability, but localized differences in physico-chemical conditions best illustrated by the rare occurrences of olivine and garnet.
