Most types of nuclear power reactors use uranium dioxide fuel. Power reactors using natural uranium dioxide'fuel are of special interest to countries such as Australia that have their own uranium supplies. A wide range of uranium dioxide powders can be fabricated and the ideal one flows readily, presses without the need for binders or lubricants, sinters to the required density and gives low reject rates at all fabrication stages. Sinterable uranium dioxide is usually produced via the ammonium diuranate route. The A.A.E.C. is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and calcination-reduction steps. Solvent extraction from sulphate media is also under study with a view to developing a process to produce a nuclear grade product at the mine treatment plant site,

"Several mine scheduling tools exist for use in optimising and scheduling the reserve according to in situ value. These tools generally value the ore on a per block basis according to regressed recovery models based on ore grade and type. It is then the task of the plant metallurgist to ensure that these ore blocks are fed to the plant in a manner that satisfies the prevailing plant constraints. This task is often completed in complex Excel® spreadsheets that are modified over time with factors applied to account for plant modifications or limitations.It is the authors’ experience that this approach is difficult to audit and replicate in a consistent manner. Furthermore, operational decisions, such as primary grind size or autoclave oxidation are made on the metallurgist or managements’ perceived optimum value and does not necessarily represent a cash flow based optimum.Many processing plants contain multiple internal constraints. As ore feed grades and properties change over the life-of-mine (LOM), processing-bottlenecks shift from one unit process to another and different operating strategies need to be adopted to maximise cash generation from the process.This paper presents a unified optimisation approach to scheduling ore based on a circuit mass balance to describe the process plant with individual models for each significant unit operation. The approach allows for optimisation over multiple input variables and the inclusion of linear and non-linear constraints.This optimisation process has been applied to different complex gold operations. The end result is an automated scheduler that selects the optimum blend of ores as well as plant operating conditions that satisfy all internal plant and shutdown constraints while maximising the objective of choice (metal production or cash flow). The models are also valuable for evaluating expansion or debottlenecking opportunities of individual processing units. As Australia’s coal and iron ore export volumes increase to meet international market growth, port terminals, mining operations and rail transport systems can be the source of increased dust emission. Current and future sustainable expansion must minimise dust emission from bulk handling and transport operations located in close proximity to residential areas. Lower level dust emissions can be controlled by operational measures such as water addition to products, and use of water spray on stockpile surfaces. Recent research has shown that higher levels of dust emission can be more effectively controlled by understanding and treating the dust characteristics of each individual bulk product. Application of this research, progressively being applied at Australia’s coal and iron ore port terminals and rail transport systems, is achieving compliance with health standards and minimising dust nuisance effects to an acceptable level.

The Norman B Keevil Institute of Mining Engineering, or the Department of Mining Engineering (the Department), at CanadaÆs University of British Columbia (UBC) is addressing the integration of sustainable development concepts into mining education and research on behalf of industry and society. Over the past decade, the DepartmentÆs education and research model has been evolving to incorporate collaborative and multidisciplinary strategies, where sustainability initiatives are taught in classes, supported in research and discussed in a voluntary collective of mostly graduate students û the Sustainability Working Group (SWG). The SWG has brought together a diverse array of disciplines from academia, industry, government, non-governmental organisations (NGOs) and mining communities. The operational mechanisms and structure of the SWG have enabled momentum to be gained through several multidisciplinary educational and research networking initiatives. It acts to attract new students with diverse backgrounds, foster innovative research, develop relationships and networks, and create the space to discuss progressive ideas and projects. The original cohort of SWG graduate students laid the foundation for sustainable research initiatives within the Department at UBC. Novel research has incorporated topics such as: community resilience, artisanal small-scale mining, sustainability indicators and corporate social responsibility, environmental assessment and impact benefit agreements and the recycling of waste. Propelled by the support of the Department and inspired by the works completed, a host of new graduate students have embarked on their research quests to integrate sustainability principles into their projects. Such projects include: social impacts and benefits of mining, artisanal small-scale mining, community health, the production and transport of mine pollutants, mine waste management, mineral process plant design and the evolution of community education and mine policy. This paper reports on the departmentÆs continuing research and development towards an understanding and evaluations of the ongoing contributions of mining to sustainable development.

By combining genetic theories on the formation of particular deposit styles, with geological, geochemical and geophysical criteria relevant to ore location, it has been possible to more effectively focus exploration effort to the regions and local targets which have the best chance of success. However, such models have their limitations, and must be carefully and critically applied and continually updated as new technical and research information becomes available.

The New Zealand Minerals Industry Association was incorporated as the NZ Mineral Exploration Association in 1982, with a membership that consisted of the gold exploration companies then active in New Zealand . As its membership broadened, it changed its name to the Mining and Exploration Association in 1994, and more recently the Minerals Industry Association. It is a non-profit-making incorporated society relying on voluntary membership, and is not funded by industry levies.   It has employed a full time executive director since 1988 when Robyn Ross was appointed, followed by John Pfahlert (1991 - 1996) and now with Doug Gordon managing the Association.   The Association is one of a number of organisations that represent the mining industry in New Zealand. Others include the Coal Association of NZ (CANZ), the Aggregate and Quarry Association (AQA), The West Coast Commercial Gold Miners Association and Minerals West Coast.   NZMIA membership comprises the main exploration and mining companies that account for over 80 per cent of New Zealand Æs mine output, and nearly all of its exploration investment. Its membership has expanded from gold exploration to encompass exploration and mining companies active in coal, gold, aggregates and industrial minerals.   The Association has developed a National Minerals Strategy that determines its priorities, implemented via a Minerals Industry Advisory Committee. This group was established six years ago to advise the Associate Minister of Energy on issues relating to the long term development of the minerals sector in New Zealand.

The DeGrussa copper-gold deposit is located 900 km North of Perth. Copper-gold bearing massive sulfide lenses occur in lower greenschist facies meta-sedimentary and mafic volcanics of the Bryah Basin. Regional folding, faulting, and tilting of the stratigraphy primarily occurred during the Capricorn Orogen (Johnson, 2013). The Shiraz Fault and Merlot Fault are regional oblique-sinistral faults that offset the DeGrussa massive sulfides lenses into three fault blocks by ~350 m and ~120 m, respectively. A network of deposit-scale brittle-ductile faults splay from, and in one example are cut by, the Shiraz and Merlot faults. This results in localised ore displacement, selvage alteration and degradation of the rock mass integrity. Historically, only the Shiraz and Merlot Faults were modelled and validated during mining and grade control. The requirement for a comprehensive structural model became more relevant as mining became advanced and confining stresses on local rock mass became more complicated. The DeGrussa Structural Model has been developed to delineate areas of structural complexity and is an important tool in mitigating rockfall risk through well informed technical design. During this process, every accessible excavation was walked and structurally mapped. New workflows in Leapfrog Geo and new technology, including an app that runs on mobile phones streamlined the validation process. Drill hole orientation was a limiting factor during validation. At the time of writing this submission, the DeGrussa Structural Model consists of 34 faults, and is now an important tool for the Technical Service team when developing mine plans and schedules. Applied structural geology is often seen as exclusive to those with a PhD in the field. Faults at DeGrussa have been modelled and reconciled by a Mine Geologist and Geotechnical Engineer, using first principles geological characterisation. This is a simple process that demonstrates any geologist can contribute to a structural model, provided they understand the fundamentals of unbiased structural measurements and consistent record of observation

The pervasiveness of poor sampling practices in and around mineral processing plants could seem intriguing in view of the various documented evidences both for causes and consequences. To this extent, this paper revisits the well-documented but lesser-known fact that failure to care sufficiently about how samples are selected and managed is the mother source of almost all sampling biases. The authors believe that the potentially huge leverage between causes and consequences as well as the diversity of people involved in sampling call for a globally integrated solution rather than for a point solution. Such a globally integrated solution has already been put forward by the AMIRA P754 Metal accounting – code of practice and guidelines (AMIRA, 2007) that inherently requires accuracy to be targeted, measured, reported and managed. Furthermore, always in order to avoid a point solution, several layers of protection against biases must be put in place with each one involving a different ownership whenever possible. This is exactly the role intended by the supervisory bias detection method described in this publication. It is based on the continuous monitoring of the expected value of reduced residuals obtained from statistical data reconciliation conducted in a metal accounting context. AngloGold Ashanti Australia’s (AGAA) Tropicana gold mine (TGM) geology department seized the rare opportunity of building a new geology department for a new operation: the philosophy, the people and the processes. Not satisfied with the status quo, or simply repeating what was familiar and already known, the vision was for an innovative, agile, multidiscipline, high performance team, capable of delivering on expectations.To achieve this, the geology department has operationalised key components of human resource management (HRM).This paper describes the operational design and implementation of key HRM components: job analysis, organisational design and organisational development. The benefits of this approach are presented in terms of engagement and autonomy in roles, opportunity for role variety and flexibility of the organisational structure. The result is a geology department that provides the functions of mine geology, resource development, regional exploration, survey, data management, geographic information systems (GIS), resource modelling, scheduling, sample preparation, resource coordination and hydrogeology, and even geotechnical engineering for a year!Considerations for application in other geology departments are presented in terms of fundamental requirements and lessons learnt. Fundamental requirements for success have been the sustained support of the general manager, valuing the scrutiny that comes with continuous improvement, high quality HRM systems and tools within the organisation, and a committed leadership group within the department. Managing water is a key aspect of mining, whether a site is in water surplus or water deficit. Water in tailings storage facilities (TSFs) needs to be managed carefully to maximise the density of the solids, maximise the re-use of available water and to minimise the risk of water overtopping the spillway in the event of heavy rainfall. Developing a water balance models is a standard method for monitoring the major flows of water around a site. However, models created by specialist consultants are often overly complex and are not suited to being used by process plant personnel after they have been handed over to the mine operator. Models typically offer information on water management at the time that they are created, but then ‘sit on the shelf’ and offer no further insight or value for operating mines. Advisian has developed a customised water balance model for a mine in Sub-Saharan Africa, which can be adapted to other locations, to assist in managing water at the site and in particular to predict the current and future water level and volume in the TSF under various rainfall scenarios. The model was developed using Microsoft Excel and requires no specialist skills to operate. Site personnel enter in daily production, water transfer and rainfall data and then view the output dashboards to observe the current water level and volume, decant rates, licensed water abstraction and water supply versus demand. The output dashboards were developed in close consultation with the client to ensure that all of the relevant key performance indicators were included, from the perspectives of all the key stakeholders. This modelling approach focusses on the needs of the people who will actually use the model to actively manage TSFs with the need to involve the model developer as part of ongoing operations eliminated. The term Engineer of Record (EoR) is commonly used in North America and South Africa to define the responsible person for the design, construction and operational phases of a tailings storage facility (TSF). Recently, this role has been elevated in prominence within Australia, but what does it really mean? Recent updates to international TSF guidelines suggests appointing an EoR is good practice, but where does the responsibilities of the EoR start and finish. Interestingly, both Samarco and Mount Polley failures had active EoR’s in place. This suggests that nominating an EoR alone, is not the full answer to mitigating the potential for a TSF failure. Appropriate construction and operational practices are key to the success of the design of TSFs, where all too often, operators ignore the operating plans developed by the designer. To be successful, a key consideration of the EoR role, is involvement in the operational phase of the TSF. This requires ‘buy-in’ from the mine managers and a change in the way TSFs are perceived by site. This paper explores how the roles and responsibilities of the EoR can assist in improving governance of TSFs if implemented effectively and what role the client has to ensure the success of the EoR.

Over the last decade the adoption of autonomous technology has proven its potential to fundamentally alter the mining industry, offering significant improvements in safety and productivity. Automation levels are now increasing exponentially across all parts of the supply chain from drilling, haulage, processing, rail and shipping to the maintenance of the above. However, the management of human error risk is also becoming increasingly complex as the disconnect between the people who operate and interact with mining equipment and those that design the autonomous systems grows in terms of skill and expertise. Furthermore, as comfort levels with automation increases amongst operators, complacency is increasing as the initial functional safety benefits have been realised. This paper introduces an innovative concept that unites two distinct fields, functional safety and behavioural economics, to address the complex issue of human error risk in autonomous mining operations. Functional safety, a well-established field in engineering involves identifying potential hazards, assessing risks and designing systems in a way that minimises the chances of accidents and limits their consequences. Meanwhile, behavioural economics takes a data centric approach to analysing the psychological aspects of human decision-making, acknowledging and seeking to understand the errors that can originate from cognitive biases and heuristics. This paper seeks to bridge these domains by emphasising that human error in autonomous mining is not solely a technical issue but is deeply influenced by human behaviour and decision-making processes. By incorporating insights from behavioural economics, we can better predict, prevent and manage human errors in the mining sector. By applying principles from both disciplines to a recent incident example we will explore how cognitive biases can impact peoples’ interactions with autonomous mining equipment. This interdisciplinary approach will not only enhance the design and implementation of functional safety measures in mining but also lead to the development of people centric solutions that consider the inherent fallibility of people. We will explore how human centred design can help bridge the gap between these two domains and apply systems thinking for a universal approach. Through an indepth case study analysis and empirical data, our research aims to provide actionable insights and practical recommendations for mining industry professionals, regulators and stakeholders involved in the safe integration of autonomous systems.

About 15 years ago the debate on the reliability of sampling procedures for agricultural food and feed commodities was initiated by a few brave scientists who questioned the representativeness of what, at the time, were routine sampling procedures established exclusively on the basis of tradition and practical feasibility. Over time several national and international organisations contributed to the discussion, developing standards and publishing papers either to underline the fact that sampling is always a source of error, in itself, which cannot be overlooked, or to minimise the relevance of sampling on the basis of argumentations linked to time and money limitations. The latter dominated, but is nevertheless impossible to accept from both a scientific and a responsible management perspective. Here the author presents an historical overview of these past 15 years, illustrating the most controversial issues, reporting major achievements in food/feed sampling, highlighting milestones, as well as unresolved problems that still need the attention and contribution from the sampling community. The need to incorporate Theory of Sampling (TOS) into food/feed safety assessment (pre-market), as well as into food/feed safety monitoring (post-market) has recently been highlighted, and the practical applicability of TOS to base food/feed safety decisions on representative sampling, has been explored and documented via concrete examples of risk analysis in different areas of food/feed industrial production chains. Now it is time to move forward and ensure that TOS is fully integrated into the well-established Food and Agriculture Organization (FAO) / World Health Organization (WHO) risk assessment approach, in order to guarantee a transparent and correct universal frame for risk assessment and the subsequent management decision-making process. WCSB8 offers the ideal platform to explore the best way to do so, switching from a theoretical discussion of correct sampling principles for food and feed agricultural commodities to practical recommendations in the interest of consumers, worldwide. These 15 years have also been a personal journey of interesting dimensions, indeed a veritable roller-coaster ride in-and-out of the scientific, technological, industrial and (last but not least) regulatory worlds. The start was WCSB2 in 2004, when I flew to Australia to discover if in other areas sampling had been identified as an unavoidable issue and, if so, what the solution was. There, I found a good travel companion who today is still on my side, to assemble the puzzle and explore how to shape the future, to concretely answer to the 15 years’ quest for proper sampling in the assessment and monitoring of food/feed safety.CITATION:Paoletti, C, 2017. There is no doubt that the mining sector is considered to be the backbone of many countries. Furthermore, it has played an important role in the prosperity of nations, whether developed or developing. Saudi Arabia is one of these countries that has a large variety of metallic and non-metallic mineral resources that range in size and value occurrences of limited potential to deposits large enough to sustain profitable exploitation. Therefore, the Saudi government needs to reinforce the capacity of the sectoral institutions to better regulate and promote the sustainable development of the sector. The ability to overcome the administrative and legal complications that constrain private sector participation in the minerals sector, through new mining code which will streamline the procedures for obtaining licenses and will add more predictability and transparency to the application process, are proposed for increasing the sustainable development. This paper will outline how the Saudi government is tackling the major challenges that face the minerals industry. This paper provides the background to the Saudi Arabian mineral sector and its industrial base. Finally, the paper identifies the problems and constraints that face the minerals sector in Saudi Arabia and provides an assessment of the effects of government policies and planning efforts in the minerals sector, particularly during the period of the development plans which started in 1970.

A key issue in maintaining the mining industryÆs social contract to access community-owned resources, is the need to be able to demonstrate professional management of resource extraction and the risk associated with mining hazards. Significant failures such as disease relating to coal dust and asbestos and mine disasters such as Moura, Appin and Gretley have resulted in judicial and legislative interventions that respond to the community outcry but do not necessarily effectively manage the longer term risk in a sector driven by new technology. With the implementation of recent amendments to the Queensland Professional Engineers Act, senior engineers in all industries including the mining industry are required to be registered and to demonstrate that they have æmaintained competency in the practice of engineering in the area of engineering for which the (engineer) is ... registeredÆ. This may be facilitated through a report produced by an æAssessing EntityÆ. These entities are approved by the Minister on advice from the Board of Professional Engineers, Queensland. Engineers Australia and The Australasian Institute of Mining and Metallurgy (The AusIMM) are the two professional bodies approved as æassessing entitiesÆ charged with facilitating successful implementation of the process established by the legislation. The scope of the legislation covers engineering enterprises in Queensland and engineering activities elsewhere that may have been designed in Queensland. There is currently a challenge to determine what the necessary health and safety competencies for the mining industry are and how the maintenance of these competencies will be assessed. The different approaches taken by the two assessing entities are compared and contrasted. At the legislative level, establishing an obligation to assess professional competency is simple, but at the level of the profession, it is new ground that warrants a substantial research and development input. The challenge is to develop criteria by which the quality of such system can be assessed. The comparison is made by considering such issues as equity, effectiveness, efficiency, objectiveness and transparency. These five indicators are considered in terms of how they are applied in other sectors and how they might be applied in the mining sector.

All tunnels have unique characteristics that result in different fire and life safety risk. The fire safety systems for each tunnel also give different benefits at different costs. It is therefore neither pragmatic nor cost-effective to prescribe specific fire standards requirements for all tunnels. Each tunnel needs to be assessed individually but using a common process.The owner/client is normally the risk owner and needs to make the decision on what fire and life safety provisions will be provided within the tunnel. To make this decision they need to be appropriately informed. The low probability and high consequence nature of fire events creates a challenge such that traditional analysis processes, which tend to focus on a major event after it has happened, are not easily applied and do not give the best value for money. Therefore a process is required that provides the relevant information to the owner for decision-making.A quantitative risk assessment (QRA) provides a process and framework for the consideration of fire life safety risk when applied properly. This involves a risk assessment of the ‘do nothing’ option together with assessments of improvement options and their costs. It also involves consideration of benchmark safety levels for other tunnels and the open road.This paper will outline a QRA process for assessing fire and life safety risk in tunnels and how this has been used for three existing tunnels, Homer Tunnel, Lyttelton Tunnel and Mt Victoria Tunnel. Key challenges include determining an acceptable safety level, defining realistic inputs, providing sufficient complexity to get meaningful results but not so complex that transparency is lost and interpretation to enable decision-making by non-technical personnel.CITATION:Weaver, S, Wright, B and Ireland, T, 2014. An ongoing challenge in the coal industry is pyrite removal using the flotation method for fine particles. The use of a æseparation in frothÆ (SIF) technique to recover coarse particles of up to a few millimetres in size has presented a potential solution. However the commercial success of SIF is still limited due to the poor understanding of the separation mechanism. The particle floatability in SIF is determined by the constructive or destructive stresses resulting from the forces exerted by the particle on the bubble films. Hence, the surfactant properties and the mineral characteristics (eg hydrophobicity, shape, etc) are the key factors that control the interaction between the particle and froth. In the present work, the interaction forces between different particles (ie crushed glass, pyrite and coal) and a single air bubble are measured in a non-ionic surfactant solution (pentaethylene glycol mono n-dodecyl ether, C12E5) using an atomic force microscope (AFM). Experimental results show that the interaction is primarily dependent on the contact angle (ie the degree of hydrophobicity of the minerals). For crushed glass, the transition from repulsion to attraction was observed as the contact angle increased. As the concentration of C12E5 increased, the adhesion force was suppressed due to wrapping effect. For coal and pyrite with much higher hydrophobicity, long-range attraction was observed. The effect of shape factor was only visible at high surfactant coverage where sign of destabilisation became noticeable on the retracting force curve. These results provide a fundamental understanding of the direct interaction forces of a complex real system between an irregular particle of either crushed glass, pyrite or coal and a single air bubble. Theories developed for interpretation and modelling are thus far based upon the study of ideal systems of glass or polystyrene spheres and an air bubble and were incapable of explaining the interactions in complex real systems. The presented measurements were a first approach to the problem of real mineral-bubble interaction in flotation systems. Thus, the results can only best be interpreted semi-quantitatively.
