This paper briefly reviews the Government's foreign investment policies and procedures and highlights some trends.

Establishment of the Cadia East Panel Cave Stage One (PC1S1) commenced with the firing of the first bell in early 2011. Production began with the completion of the undercut in May 2014. PC1S1 used a post-undercut composed of 114 drawbells covering a footprint area of 73 438 m². The extraction level is located at a depth of 1200 m below the surface and is based on a 32 × 20 m El Teniente layout. Cave establishment required the construction of multiple conveyor drifts, a large-capacity jaw-gyratory crusher and ancillary ventilation and pumping infrastructure. Preconditioning via hydraulic fracturing and blasting was implemented at various locations of the cave block height. The minerals industry in Australia is currently regarded as the country's economic saviour; the bastion of economic security. As Fitzgerald (1974) stated, 'Australia's natural endowments in minerals are the envy of most countries of the world'. As a result the proposed new mineral developments are on a scale that hitherto in the sixties would have been completely un-envisaged. It is reported that Australia is poised on the verge of a 16 billion dollar mining-based investment boom: a boom that will see Australia dominate the energy export field, the mineral processing field, and create the 'coal dollar'. This growth scenario has many inherent dangers, and it is the authors' contention that these should be carefully considered before further development proceeds. Two of the major problems related to the mineral industry growth scenario are the predictability of the future metal market, and the energy cost of mining. The latter problem is the one discussed here. The mining-mineral processing industries in Australia currently use about 36 per cent of Australia's primary energy budget. This large energy input is dominated by two major industries, iron and steel and the rapidly developing a1uminium industry. These two combined use over 20 per cent of the total Australian energy budget. In an industry which is export oriented about 96 per cent as expressed in ex-mine value terms û much of the energy input is exported along with the product. The authors therefore urge that serious consideration by the mineral industry be given to the relatively high energy intensiveness of process operations, especially in respect of the aluminium industry.

There are circumstances where the ordinary techniques of experimental variography in geostatistics û now in common use despite their recent origin û are not quite successful. This paper describes a new addition to the geostatisticians tool kit developed by one of the renowned leaders in the field to cope specifically with these circumstances. Possible application of this technique will be outlined when it will be seen that there are still problems remaining to be solved in its use for economic evaluation of deposits with irregular mineralisation.

The excavatability of the rock mass in a proposed open pit mine at Globe-Progress has been assessed. The rock mass was initially evaluated by determining variations in seismic velocity and by using the Revised Size-Strength Chart. These two assessments should be performed during the feasibility or early investigation stages of a project. A complete rock mass excavatability assessment using a suite of geological and geotechnical properties was then performed using three methods: RMR System; Modified Rippability Rating; and a productivity estimation method. These three methods should be applied during the investigation and design stages of a project. The preliminary assessments show that most of the open pit rock mass is expected to be rippable. The complete assessment differentiates weak, fair and good rock masses within the open pit. Weak rock mass exists along the Globe-Progress Shear zone, located along the northern and eastern pit walls and also in the western pit wall where the Chemist Shop Fault is located are both regions are expected to be diggable. Relatively weak rock mass also exists along the Globe-Progress Shear axial hinge. The Globe-Progress Shear limbs are generally fair to good rock where moderate to hard ripping should be expected.

There has been a gradual increase in the volume of internationally traded thermal and coking coal, with emphasis on blending of coals rather than single coal usage. New Zealand can take advantage of this situation, especially with its low ash and sulphur content coals. However, there is a need to clarify the thermal and coking behaviour of these coals as they relate to other market players, to benefit both the consumer and supplier. The high volatile matter contents of New Zealand coking coals are due to their high vitrinite content, which causes them to demonstrate stronger coking properties over a wider rank range than Gondwana coals. These same high vitrinite levels appear to correspond with lower initial softening temperatures than for Gondwana coals of similar rank. Preliminary results using thermogravimetric analysis also suggest that New Zealand high volatile bituminous coals can be used to substitute for higher rank Gondwana coals in combustion processes.

Two magnetic parameters are proposed as a basis for the assessment of ironsands beneficiation. The parameters are determined for raw sand prior to dredging and for magnetic separator head feed over a production period of five months. The relationships between these parameters and the performance of the magnetic separators are examined to establish the value of magnetic assessment compared with the traditional soluble iron assay method. The results illustrate that the first parameter, true magnetic fraction (TMF). Has a value superior to that of soluble iron when relating raw sand grade calculated by triangulation to magnet performance. In terms of the relationship between magnet head feed grade and magnet performance, TMF and soluble iron perform equally as assessment parameters. For the ironsands mined during the five month period, the second magnetic assessment parameter, composite fraction (CF), is shown to merely reflect TMF and offers no additional information for assessment. Conclusions are that true magnetic fraction has many advantages over soluble iron in terms of time and cost of determination and that it is a meaningful and reliable parameter upon which to base all calculations relating to the mining and beneficiation of ironsands.

When a collapse in its services shaft caused rapid gas build up and its premature closure in. 1951, the Blackwater Mine at Wiauta was in full production with significant ore reserves yet to be mined. A total of nearly 23 tonnes of gold was produced from the mine during its 44 year life. It was New ZealandÆs deepest underground mine, producing gold from an extensive sub-vertical mineralised quartz reef that averaged 0.6 m in width. Mining was by stoping between adits and short shafts, latterly with the main mine access through the 840 m deep Prohibition shaft. Macraes Mining Company Ltd are presently investigating the possibility of reopening the mine. This paper outlines a preliminary assessment of the main geotechnical factors for achieving the reopening, using recent exploration and old mine information. The greywacke host rock mass in the vicinity of the quartz reef has been evaluated using both these sources, and the paper discusses how the geological structure, intact and rock mass strengths, the rock mass defects, in situ stresses, and groundwater inflows may effect the reopening and support of the prohibition shaft, the excavation methods and support for a new supplementary shaft, and the likely excavation and support requirements for working adits and stopes in the rejuvenated mine.

The dominant heat loads in a deep underground mine are the surrounding rock mass, autocompression and machinery. In addition heat can be contributed to by other sources. Many block cave, sublevel cave operations and coalmines utilise conveyors to transport broken rock out of mine, in some cases completely, in others in combination with other forms of transport. This broken rock can be loaded onto the conveyor at virgin rock temperature and can represent a major heat input to the ventilation airflow as it is transported out of the mine. The purpose of this paper is to review established knowledge regarding heat flow, from conveyed rock to determine the main factors influencing the heat flow and to develop a methodology for predicting heat flow from caved rock. The pyrite-sphalerite-galena and barite orebodies at the Rosebery mine are concordant with the shale host rock and have been deformed into one system of folds with an associated axial plane cleavage. The folds are tight and overturned with east-dipping axial planes. Folds in the sulphide ore are commonly disharmonic, particularly between adjacent bands of different composition.Concentric style folds occur in the competent bands, e.g. pyrite-rich bands. Similar style folds are predominant in the less competent sphalerite-galena-rich bands and also in the shale of the host rock. The trends and plunges of the fold hinge-lines are variable but axial planes are of reasonably constant orientation throughout the mine area. The folds in the orebodies are of limited axial extent, approximating to conical folds, and are arranged in en echelon patterns. The fold system was possibly formed in one period of folding by heterogeneous strain that may have been caused by the presence of a mass of tectonically mobile sulphide ore. Lineations parallel to the ore/host rock contacts appear to reflect movement between the ore and the host rock during folding.

The source and transport regions of fluidised (transported) breccias outcrop in the Cloncurry Fe-oxide-Cu-Au district, providing insights into the origins of other fluidised magmatic-hydrothermal breccias such as kimberlites. Discordant dikes and pipes with rounded clasts of metasedimentary calc-silicate rocks and minor felsic and mafic intrusions extend several kilometres upwards and outwards from the contact aureole of the 1530 Ma Williams Batholith into overlying schists and amphibolites. The brecciation initiated at depths >10 km and may have resulted in surface breaching. We used analytical equations for particle transport to estimate clast velocities (eÆ 20 ms-1), approaching volcanic ejecta rates (up to 80 ms-1). The wide range of CO2 fluid inclusion densities (up to 150 MPa), the localisation of the base of the breccias in contact aureoles, and the scale and discordancy of the bodies suggests the breccia transport process was triggered by an abrupt release of overpressured fluid. At these depths, such extreme behaviour may have been achieved by release of dissolved fluids from crystallising magma, in combination with a strongly fractured and fluid-laden source, sitting under a strong, low permeability barrier, and such parameters may be analogous to the asthenosphere/lithosphere boundary in the case of kimberlite initiation. The relationship of these breccias to the Ernest Henry iron-oxide-Cu-Au deposit suggests they may have been either fertile or æfailedÆ orebody feeders.

Macraes Mining Company Limited operates a 2.1 million tonnes per annum gold processing plant at Macraes Flat, Otago. This uses a conventional CIL route to treat oxide ore, and a flotation, grind, CIL route for sulfide ore. This paper describes the design and operation of this process plant.

In this work, preheating and roasting tests of pellets made from blends of Western Australia ultra-fine (WAU) magnetite concentrate and Chinese domestic magnetite concentrate or Brazilian hematite concentrate were carried out. The results showed that pellets made from 100 per cent WAU magnetite concentrate possesses inferior preheating and roasting performance when preheating at 1050°C for 20 minutes and roasting at 1300°C for 40 minutes, the compressive strength of preheated and fired pellets is 502 N/pellet and 2313 N/pellet, respectively. When 40 per cent Chinese domestic magnetite concentrate or 20 per cent Brazilian hematite concentrate was blended with 60 per cent or 80 per cent WAU magnetite concentrate, the appropriate preheating temperature of the pellets are reduced from 1050°C to 950°C and 975°C, and also the firing temperature of two types pellets are decreased from 1300°C to 1250°C and 1280°C respectively. Moreover, the compressive strength of fired pellets is obviously improved up to 2746 N/pellet and 2630 N/pellet respectively. Microstructure analysis of the fired pellets made from 100 per cent WAU shows its poor growth of Fe2O3 grains, low interlinkage degree of hematite grains, small size of crystallised grains and high porosity of pellet; however, the fired pellets that blended with domestic magnetite concentrate or with Brazilian hematite concentrate have fully growth of Fe2O3 grains, closer interlinkage of hematite grains, lower porosity and stronger consolidation.
