As I drove in from the airport on Sunday somebody said 'On the right you will see Duntroon, which is the military training school of Australia.' So I asked the driver, where did they get that name? 'Oh,' he said, 'from some people who built a house there. That was it's name- Duntroon.' It strikes a note with me because, that's the name of a 12th century castle on the west coast of Scotland where I spend what leisure hours I have and, therefore, it establishes the long connection between Australia and my native land. There is also a story I should tell you about the oil industry and its upsurge in Scotland recently which has resulted in great prosperity. And in Edinburgh, the walls of the banks are bulging-because of the incursion of foreign exchange and other resources. Charlotte Square, as some of you know, is the centre of the Scottish financial world and at one of the corners of Charlotte Square, where ho streets intersect, there are three stores-three emporia on the ground floor. Two of them at opposite corners are banks: The Royal Bank of Scotland, and not to be beaten by that, The Bank of Scotland. But the third building is occupied, or was occupied, by a furniture store over many years-very high-grade, high quality furniture that the elite of the Edinburgh society always supported. And suddenly, the store was cleared out and in came a bunch of carpenters and other people busily engaged in rebuilding the store, and finally the new tenants arrived on the scene.

Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

Filtration of hot (60°C) supersaturated zinc sulphate solution (sp gr 1.540) from slimy leach residues at the electrolytic zinc plant of Sullivan Mining Co., Kellogg, Idaho, is de- scribed. Separation of liquids and solids in the finished leach is by Burt filters modified to meet conditions of high-acid, high-density process for electrolytic zinc. Operating characteristics of the Burt filter on this pulp are presented.

Many publications to date have advocated under- seas mining operations, optimistically overlooking the paucity of information on mineral distribution and the ocean environments in which minerals occur. Such articles (smattered with opinion, as is this article) are herein tempered by my more conservative views on the economics of mining under the seas. For purposes of this paper, underseas mining refers only to the deeper surficial deposits of the continental shelf and the deep sea floor, i.e., the deposits of phosphorite and manganese nodules.

THE approximate status of education in ore dressing in 1871 is reflected by Rossiter W. Raymond in an article written at that time presenting the curricula and descriptions of the laboratories at the various mining schools in the United States. For the most part, the curricula in which ore dressing was taught were for mining engineering. They comprised courses in geology, mining, and pyrometallurgy about equal in point or credit weights; a short course in ore dressing, and a somewhat longer course in assaying; and courses in surveying, hydraulics, power, and strength of materials-all superimposed on a broad foundation of physics, chemistry, and mathematics. Some curricula contained a fair content of the humanities. Then, as now, the emphasis on fundamentals was greater in the older colleges and universities. The report on the Columbia School of Mines, then relatively young, emphasized that a large percentage of its students were college graduates. As technical and scientific knowledge grew, first metallurgy and then geology were set up as separate curricula. So far as curriculum designation is con-

In counter-distinction to the situation during the World War; the industry is well constituted as LO existing equipment, processes, and capacity together with planned additions to handle any demands that may be made upon it by the defense program needs. Evident throughout was the growing sense of ability to manipulate oil molecules for the production of materials not hitherto considered as being available commercially from petroleum The development and application of catalytically-induced reactions on a broad front is one of the distinguishing characteristics of refining progress during the year.

THE 129th meeting of the American Institute of Mining and Metallurgical Engineers convened at New York City, in the Engineering Societies Building, Feb. 18-20, 1924. On February 21 an excursion was made to the Bethlehem Steel Co., at Bethlehem, where about 200 members and guests were splendidly entertained. An illustrated description of the Bethlehem Plant will be published next month. The meeting and excursion were largely attended; the registration at New York totalled 1276 versus 1201 in 1923. William Kelly, long identified with the iron-mining industry of the Lake Superior district, was elected President of the A. I. M. E. for the coming year, at ,the annual business meeting, Feb. 19, succeeding E. P. Mathewson. The following Directors were also elected (the date signifies year of termination of office; the final figure indicates the "District" the Director represents).

FROM the viewpoint of the oil producer, the oil refiner, the oil marketer, and the investor, in oil securities, a brief picture of the crude oil supply and demand in the present critical season of the year will be timely and interesting. Although crude oil production has been in a comparatively poor statistical position this year, increased sales and sustained refinery and crude oil prices have allowed increased profits for many oil companies. The large amount of crude oil going into storage during the present period of peak consumption, just previous to the major yearly fall decline in consumption, has caused oil producers to make plans to leave the oil in the ground for the present in several of the areas of large flush production. The present moment is looked on as the turning point in the current year.

THE farmer pays the phosphate miner! Phosphorus is used in fireworks; goes to battle in military smoke screens, incendiary shells, and tracer bullets; and, in vermin destroying pastes, does its part in the war against insects. A lemon phosphate can be had for a nickel at most soda fountains, and tens of thousands of tons of phosphate rock are mined annually for use in the food industries, chiefly for making monocaleium phosphate baking powder. Sodium phosphate cleaning, washing, and scouring compounds consume substantial quantities: the iron and steel industries buy a few thousand tons yearly to make ferrophosphorus and to balance foundry-iron furnace charges; and even nonferrous metallurgists use a little for phosphor bronze and other alloys. Phosphoric acid, its salts, and diverse other derivatives of this versatile element have countless applications, and industrial outlets are increasing rapidly, especially in the United States. Nevertheless, in this country nearly 90 per cent and in the whole world fully 95 per cent of the phosphate rock consumed is absorbed ultimately in agriculture.

BECAUSE of its magnitude, and the type of occurrence, the deposit of boron minerals in the Kramer district, Kern County, California, is unlike any other in the world. Discovery of this vast deposit has brought about many changes in the borax industry, so a discussion of the geology, and the occurrence, would not be complete without a brief history of the development of the borax industry. Until the discovery of boron minerals in the desert regions of California and Nevada some seventy years ago, borax was imported from Tibet and India, principally for medicinal purposes, at almost prohibitive prices. Following the discovery of commercial deposits of boron minerals in California and Nevada, and the subsequent development of new uses for borax and boric acid, the consumption has steadily increased until today borax is used in some form or other in every household.

THE stage is set for the 1930 Annual Meeting. It will take place in the Engineering Societies Building. Feb. 17, 18, 19 and 20, and an unusual pro- gram of technical papers, symposia, lectures and addresses, interspersed with luncheons, dinners, excursions and worthwhile entertainment for the four days has been arranged. The curtain rises on Monday morning and the first act is by the entire company-registration. Then the meeting hits its stride, for there are ten technical sessions on Monday, and the range of subjects includes most of the Institute membership. The Committee on Coal and Coal Products, which is about to become the Coal Division, presents a symposium of a dozen or more papers on Coal Classification, concluding its afternoon session with several papers on general subjects. At its luncheon between sessions, C. E. Bockus, president of the National Coal Association, will be the honored guest. Papers of theoretical character will be discussed at the morning session of the Committee on Geophysical Prospecting; at its afternoon session there will be presented summaries of results obtained at various properties by methods described at previous meetings of this group and permanently recorded in "Geophysical Prospecting," published by the Institute early in 1929. Members of the Petroleum Division should not overlook the paper by Theodor Zuschlag, on this Committee's program. It is entitled, "Oil Structure Mapping by the Sundberg Method." Members of the Iron and Steel and Institute of Metals divisions will find it profitable to attend the session on Engineering Education on Monday afternoon. E. A. Holbrook has arranged a program of ten-minute talks on Metallurgical Education which are designed to get down to "brass tacks." and the practical man may, in discussion, contribute as well as learn. At 5 p. m. Thomas T. Read will lecture+ at Columbia University, on "Recent Progress in Economics of the Mineral Industries."

READERS of this journal are familiar with the danger of coal-dust explosions in mines and with recommended means for preventing them. The subject was treated in a paper by R. R. Sayers in the January 1943 issue, as well as in several previous articles. Similarly the danger of dust explosions is generally recognized in the handling of grain dust, flour, starch, sugar, and other carbonaceous products. However, until recently, few people realized that an analogous, real explosion hazard exists wherever dust suspensions of certain finely divided metal powders are formed. This lack of knowledge was in part due to the fact that until a few years ago only a small number of metal powders, such as aluminum, magnesium, zinc, iron, and tungsten, were produced, in comparatively small volume, and partly because information on the explosibility of metal powders was lacking.

Under a cooperative agreement between United States Bureau of Mines and the Truax-Traer Coal Company, some operating-scale experiments have been made with the cyclone thickener in the preparation plant of the Shamrock No. 1 mine at Kayford, West Virginia. These tests were made with a 14-in. cyclone of the type developed by the Dutch State Mines in Limburg. It was applied experimentally to the thickening of solids in washery water to obtain performance data to show the range of sizes that may be recovered and other operating characteristics that would indicate the field of usefulness of this device in coal preparation practice. This is a progress report only. It covers results obtained in a series of 17 tests of the operation of what has been considered a unit of commercial size operating on suspensions of fine coal mixed with a relatively small amount of freeimpurities. The underflow material, after further dewatering in centrifuges, is a marketable grade of coal.

SULPHIDE ore-bodies of more or less lenticular shape occurring in metamorphic crystalline schists, gneisses, and. slates, and conforming closely in strike and usually in dip to the inclosing rock, have been recognized and described along the, Atlantic seaboard from Quebec to Alabama. The ore-bodies do not entirely conform, in all cases, to the structure of the inclosing schists, but they sometimes cut across the foliation in dip, though conforming more closely with the direction of strike. In composition the principal sulphide mineral is usually pyrite or pyrrhotite; or both, accompanied by copper, frequently gold, and almost always some sphalerite and galenite. Other. metallic ores are, so far as these sulphide bodies have been investigated, less common; silver is not uncommon, and in some of the pyrrhotite masses nickel is present in quantity sufficient to be commercially valuable. Cobalt frequently accompanies .the nickel, usually in smaller amount, and the two vary much in relative proportion. Quartz and calcite are probably the most common of the, non-metallic minerals. A number of silicate minerals are frequent representatives in one place or another; garnet, amphibole, biotite, pyroxene, zoisite and others. The sulphide bodies of Virginia, comprising both pyrite and pyrrhotite, are among the most extensive along the Atlantic seaboard. Among the pyrite bodies may be mentioned the well-known and extensively worked mines of Louisa and Prince William, counties, located on' the main pyrite belt (A, Fig. 1) of the middle and northern, eastern Piedmont region in Virginia, and among the pyrrhotite bodies is the famous " Great Gossan Lead "(B, Fig. 1) of the Floyd-Carroll-Graysou coun-

(New York Meeting, February, 1912 THE U. S. Geological Survey, I believe, has almost completed a study of the Harney Peak quadrangle, preliminary to the publication of a report on that, district. As I was engaged for some months on an investigation of the mode of occurrence of the ore-bearing formation in this area, it has seemed to me timely to make public the results of my study, as a contribution to the consideration of this subject. It seems scarcely necessary to describe the locality and general geology of the Black hills of South Dakota, for since 1846 many have contributed information concerning this region, some of the reports bearing such well-known names as those of Walter P. Jenney, Henry Newton, S. F. Emmons, and C. R. Van Hise, while we have only to glance at Bulletin No. 4 of the South Dakota School of Mines, in which Prof. C. C. O'Harra, of that institution, has given us a bibliography of contributions to the geography and geology of the section, to find that other well-known men have studied the district, and have given us the benefit of their researches. The U. S. Geological Survey has made geological maps of nearly the whole of the Black hills, the only quadrangle yet to be completed being, as stated, the Harney Peak district. During the late summer and autnmn of 1910, it was my lot to examine and report. on a considerable area in this neighborhood, which once had been prospected, and in some cases exploited, for tin. This paper gives an account of certain geological phenomena, noted at that time, which greatly influenced my conclnsions. The predominating formation of the district is pre-Cambrian, represented by a highly-cleaved mica-schist, usually very garnetiferous, and sometimes hornblendic. In the early fall of 1925, the writer was conducting, in the Ledoux and Co. laboratory, New York, experiments directed toward ascertaining the effect on its impurity content when cathode copper was subjected to a current of various gases at an elevated temperature below the melting point. The apparatus consisted of a vertical I-in. dia. silica tube about 12 in. long, heated on the outside. The cathodes were broken to pass 3/8-in. mesh, and a current of various different gases was passed up through a 4-in. long column of these loose cathode particles in the vertical tube furnace. Temperature was maintained to 1500º to 1600ºF. and the gas treatments lasted from 3 to 6 hr. The writer observed that whenever reducing gas (H2 or CO) was used, these cathode particles stuck together at points of contact with each other. The cohesion was so marked and tenacious that an examination was made of the fractured surfaces, when cathode particles were broken from the cluster. Crystal growth was always found to have taken place across the surfaces where separate particles were in contact, but only after all oxides, sulphates, etc., had been completely removed. The idea of a possible new process was then conceived and was disclosed to A. M. Smoot (V. P. Ledoux and Co.) with intent to obtain his views. The first conception as given Smoot was "to gas-clean broken cathodes, put them in an extrusion press, solidify and extrude them at around 1500ºF." Smoot's reaction, after a few moments considera- tion, was, "It looks perfectly all right to me.'' The writer and his assistants, W. H. Osborn and H. H. Stout, Jr., after conferring as to ways and means, decided to go ahead with preliminary laboratory experiments, which, it was thought, would move the new process from the possible to the probable. This program followed a course indicated by three basic considerations: 1. Since brittle cathodes were often unintentionally produced, it seemed probable that the laws controlling this type of deposition could be ascertained. 2. We had already proved the gas-cleaning feature. 3. There remained to prove: whether a sound, homogeneous metal billet could be produced with crystal growth established over the entire surface of each individual particle in the billet; and, if so, what would be the physical properties? Osborn arranged with Columbia University for conducting experiments in its research laboratory to prove or disprove the third item; Columbia assigned C. A. Phillipi, Jr. to assist in the project. A press with a cylinder 2 in. high and of I-in. dia. was used. It was surrouilded and heated by a resistance coil 01 Nichrome wire. Broken tough cathodes were used. Experimental Procedure The first run took place March 18, 1926. The resistance wire gave out when temperature of 1000ºF. was obtained. ONE Of the most significant developments in the iron industry in recent years has been the discovery and opening of enormous reserves of low-grade ore in eastern and northeastern Cuba. The two principal fields are the Mayari and the Moa, situated on Nipe bay, in the Province of Oriente. A less well-known district of the same type is that of Baracoa, at the east of the island, and another is in Camaguey province in central Cuba. In the comprehensive estimates of the iron-ore reserves of the world, published during the summer of 1910 by the International Geological Congress in Sweden,' these Cuban deposits are estimated at about 2,000,000,000 tons. Certain it is that the reserve is a large one. The Spanish-American Iron Co., the Juragua Iron Co. (Bethlehem Steel Co.), the U. S. Steel Corporation, and others have been active in this exploration.. The Spanish-American Iron Co. has established a port for the handling of these ores at Felton, has built a railway 16 miles to the ore-fields, and has opened up deposits for steam-shovel mining. Its expenditures have reached an aggregate of about $6,000,000 in preparation for the handling of these ores. Shipment of the ore to Sparrow's Point, Md., has begun and may be expected to rise to a considerable amount in the near future. The ore reaches this point at a cost per unit of iron considerably lower than Lake Superior ores, and the presence of a low percentage of nickel gives a desirable steel. It is not the purpose of this article to consider these ores from a commercial stand-point, but rather to discuss their-origin. INTRODUCTION. MINES are interesting by reason of what they have done for man, or of what has been done for them by nature. Not all are interesting on both scores. Many profitable mines are commonplace to the geologist; and many presenting unique geological conditions have been sad failures commercially. The Standard group at Bodie has produced in 25 years, $14,500,000, paying $5,000,000 in dividends.' On the other hand, this output has been mined (almost wholly above the 1,000-ft. level) from a system of more than 100 veins, ranging in thickness-from 0.5 in. of "specimen rock" to 30 ft. of clay and quartz; distributed through a zone about 2,000" ft. in width, and representing from three to five distinct periods of formation. This group, therefore, by reason of its industrial record as well as its geological features, may fairly be regarded as doubly interesting. The Bodie district occupies an island of recent (Tertiary) hornblende-andesite, surrounded by a complex of igneous rocks and breccias. It lies at the summit of the eastern foot-hills of the Sierra Nevada mountains, and within the Great Basin, a few miles from its western edge, marked here by Mono lake on the line of the Great Fault. The average elevation of the outcroppings of the veins may be taken at about 5,700 ft. The andesite projects from south to north in a great tongue, 12,000 ft. long and 5,000 ft. wide, reaching an extreme height at the northern end of perhaps 1,000 ft. above the adjoining small canyons. (Wilkes-Barre Meeting, June, 1911.) OF the several extensive deposits of brown iron-ore in Cuba, including those of Mayari and Moa, that of Mayari was the first to be systematically explored, and was selected as the scene of the first operations in the development of this class of ore. Construction-work, begun in the spring of 1907, involved the building of 16 miles of standard-gauge railroad and two large double-track inclines, the installation of mining-machinery, a nodulizing-plant, power-plant, shops and shipping-facilities, and the dredging of an extensive basin for deep-draught vessels. Unusual weather-conditions delayed the completion of portions of this work so that the entire plant was not in operation until December, 1909. The ore in its natural state contains a very large percentage of water, which increases to some extent with the depth below the surface. Near the surface it is red in color, with somewhat granular structure. The color gradually changes with depth, finally reaching a bright yellow. The consistency also changes towards, the bottom to a clay-like, sticky mass. The relative proportion of red and yellow ore is quite variable; in some places the yellow reaches close to the surface, while in others the red extends almost to the underlying serpentine. Fig. 1 is a map showing the Mayari division of the Spanish-American Iron Co. The ore lies on an irregular plateau about 15 miles long and 5 miles wide at the widest point, entirely covered with pine trees and brush, which grow directly on the ore. The elevation at the northern extremity, which is approached by the railroad, is about 1,700 ft. above sea-level. At the southern end the general elevation is about 2,000 ft. Ore is removed by means of scraper-bucket excavators and steam-shovels, these machines loading into special standard-guage, side-dump steel cars of 100,000 lb. capacity. A short haul
