WHEN Vice-chairman Calvert Townley calls the next meeting of the Executive Board of the American Engineering Council of the Federated American Engineering Societies to order in Washington on Sept. 30, it will be the first meeting in that city for almost a year. It is probable that the Board will decide at this meeting whether future board meetings will be held regularly at the headquarters in Washington or whether the plan of meeting at various engineering centers throughout the country, as has been done during the past year, will be followed. The most important business coming before this .meeting will be the election of a president to succeed Herbert Hoover, who resigned after he became Secre¬tary of Commerce. Nominations to fill this vacancy were ordered 'at the last meeting of the Executive Board, to be reported at the September meeting. Special attention will be given the plans for the engineering assembly, extension of employment service, question of licensing and registration of engineers. The engineering assembly, committee has been appointed, with A. P. Davis as chairman, the other members being Philip N. Moore, L. P. Alford, John C. Hoyt and F. A. Vaughn. This committee will work out detailed plans for an assembly to be held in con¬junction with the annual meeting of the American Engineering Council in, January. Tentative plans provide for a three-day session; one day to be given to special meetings of the executive boards of member organizations and committees of the American Engineering Council; one day to the sessions of the American Engineering Council; and at least one day to discussion of some, special topic.

WHEN I was getting data for my books on ore dressing, I traveled across the continent, visiting a great many mills, always accompanied by my vanning shovel, and I got to be a joke among the millmen. They would say "Here comes the Professor with his vanning shovel." With the aid of this vanning shovel, I examined the tailings of all the mills I visited and I found it to be universally true that they contained some extremely fine, free mineral. I looked everywhere to see if I could find a machine or a process that would save this fine mineral. But nowhere did I find anything that made any bid for success until I visited the Kennedy mill, with its Gates canvas plant, on the Mother Lode of California. There I found that the tailings of the Frue vanners were put into a one-spigot classifier of good design which yielded a spigot product entirely free from this fine, free mineral which only assayed 40c. to the ton in gold. The overflow was extremely fine and as¬sayed $3 to the ton. This overflow was fed to ten canvas tables each 10 ft. square, with the grain of the canvas running across the table to make for the roughest surface. The canvas used was No. 6 cotton duck sail cloth.

THE Climax district is in northeastern Lake County, Colorado, on Fremont Pass (elevation 11,320 ft.) where the continental divide runs east-west joining high peaks of the Mosquito Range with the Sawatch Range, prominent ranges of the central Rocky Mountains. The mining towns of Leadville and Kokomo are thirteen miles to the south and seven miles to the northwest, respectively. Good highways lead to Denver (100 miles) by way of Kokomo, Loveland Pass, and Idaho Springs, and to Colorado Springs by way of Leadville. The ore deposit and mine are about one mile east of Fremont Pass and 600 ft. higher on the southwestern flank of Bartlett Mountain, a peak in the Mosquito Range. The molybdenite deposit lies within the Colorado mineral belt extending across the Rocky Mountains from Jamestown and Boulder to Silverton and Telluride. (See Fig. 1.) Fremont Pass is a broad open divide separating the drainage of the Tenmile River (Pacific) from that of the East Fork of the Arkansas River (Atlantic) ; but the mountains to the east and west are extremely rugged; altitudes in the vicinity vary from 11,000 to 14,000 ft. A SYMPOSIUM on current. conditions in Mexico, particularly in the oil and mining industries, was a most successful feature of the May meeting of the New York Section of the A.I.M.E. Heath Steele, vice-president of The American Metal Co.. Ltd., with an intimate knowledge of Mexico gave the principal address, and asked that his analysis of the present situation he regarded neither as an endorsement of Mexico's policy nor as the criticism of a disgruntled operator. To explain the .attitude of the great mass of the Mexican people towards recent developments, he first described briefly the political, social, and religious beliefs and customs of tile Mexican Indian. In spite of their contact with foreigners these beliefs and customs have remained unchanged throughout many generations. The old communal spirit and the idea of common ownership of the land still persist especially in the rural districts and villages; the old custom of a council for local self-government is reflected in the present-day labor committee. Miller, Toronto, Canada (communication to the Secretary): In his interesting paper Mr. Lindgren says: " As to ultimate results, it would seem as if we should be justified in concluding, with Prof. Suess, that the gold-supply of the world will gradually decrease if no further important improvements are made in the processes for the extraction of this metal; but regarding events so far distant no predictions may safely be made." It seems to the writer that no very important improvements require to be made in order at least to keep up the present production for many years to come. IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government's suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government's suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

Although Australia is the world's second biggest producer of iron ore, the last few years have not been easy for companies in Western Australia's Pilbara region (see map) where more than 90% of the nation's iron ore is produced. For at least two years, the industry has been plagued by dwindling markets abroad, production-crippling strikes at home, skyrocketing costs (well above the official 13% annual inflation rate), an acute shortage of investment capital, increasingly ferocious competition from foreign iron ore producers-and, as if all this weren't enough, by an over-valued currency that has caused incalculable damage not only to iron ore producers but to the entire mining industry of Australia. (This last problem was mitigated less than two months ago, on November 28, 1976, when the Australian dollar was devalued by a whopping 17 1/2%.)

Methods of fair payment for excavating, supporting, and concrete lining tunnels have been sought by various owners for years. Tunneling techniques have changed with the development of equipment-from the hand-mucking operation to the machine mucker and, most recently, to machine-boring; from tunnel supports using timber sets to steel sets to rock bolts and, most recently, to shotcrete support; and from hand-placing the concrete lining using wooden forms to pumping or pneumatic placing using steel forms. As tunnel construction techniques advanced, so did methods for payment for the work performed. The recent development of tunnel-boring machines, or "moles," is precipitating another change. These changes have led to some difficulty in providing proper payment for the various items of work for different types of tunnels. As a major construction agency engaged in water-resources development in the western states, the U.S. Bureau of Reclamation has long been aware of the need for clarification of payment provisions in tunnel construction. The Bureau has some 150 miles of tunnels completed on its projects and about 50 miles of tunnels under construction. In this construction, the Bureau has benefited by the advance made by contractors in improving the techniques of tunnel excavation. To assure that the Bureau has an up-to-date approach to payment provisions, the Chief Engineer recently established a "standard" method of payment for all types of tunnels. It is believed that this new method of payment will be equitable for all contractors bidding on various types of tunnels using the diversity of methods of excavation now available to them. These payment provisions provide for different quantities for excavated tunnels using the blasting technique or using machine-boring techniques. In this way, the contractors have a choice in excavation methods and an equal opportunity to be low in their bids. We believe this will be an incentive to all contractors to be as progressive as the development of new equipment economically allows.

THE Adanac mine was opened by West Canadian Collieries, Ltd. in 1943, and the question soon arose as to which system of haulage should be selected. Compressed-air locomotives and ropes were rejected on the ground of high cost. Since under the Alberta Mines Act the use of trolley locomotives underground in coal seams is not permitted, the choice lay between storage battery and Diesel locomotives, The preference of the author, who had experience with both in gassy French coal mines prior to 1930, was for Diesel locomotives due to lower cost of installation and greater flexibility and reliability. It was realized that the adoption of Diesels would be somewhat of an innovation since in the United States the mining laws prohibit their use under- ground in coal mines, and in Great Britain in 1943 their use was only in the incipient stage. By 1945, 25 Diesel locomotives were in use underground in gassy mines in Great Britain, and approval had been granted for the use of an additional fifty of two approved types also for gassy mines. Numerous special regulations of the British Coal Mines Act have been formulated to govern the use of Diesel locomotives. For instance, they are not allowed closer than 200 yards from the working face; daily inspections are required; and a weekly checkup and cleaning must be given the engine by a competent engineer. Also, methane content of the air in the roadway can never exceed 1.25 percent, and daily checks must be made if it exceeds 0.75 percent. Under Alberta regulations, we were required to use a flameproof type engine, to be used only in fresh air intake. MINING geologists and mining engineer, rarely give due thought to the geography of mining deposits. They realize, it is true that what may be ore in one place would be only worthless rock in another because f the in accessibility of a smelter r a market; and they may consider the lack of a supply of labor, or water, or power to carry on operations. But they do not think (of these things in terms of geography. Geography may be defined as the science of relationships between earth and man, so geographers are vitally interested in the how and why of mining as it is carried on at different place, having entirely different environment-. Such environments are geographic complexes or composites of natural and cultural elements, which are listed and briefly discussed in the following paragraphs.

THE meeting of the Petroleum Division at Houston, Oct. 10-12-headquarters, Rice Hotel-was preeminently a technological success. Two hundred and twenty-five attended the Thursday morning session and approximately 200 attended the sessions on Thursday and Friday afternoons and Saturday morning. Harry Power, Chairman of the Division, in his opening remarks, credited Paul Weaver and M. Albertson, respectively chairman and vice-chairman of the local committee, with working long and prodigiously in organizing the program. The theme of the initial session was indicated by Mr. Albertson in a statement relative to the estimation of developed petroleum reserves. He said that the problem of securing more accurate estimates of developed petroleum reserves existed prior to curtailment of production. With curtailment, however, the problem became an acute one. Mr. Albertson gave some of the more important reasons for this situation. Since the decline-curve method became inapplicable, the volumetric method has become the chief one used. It depends on the factors of productive formation volume, porosity, saturation, and recovery. He briefly discussed the factors necessary for application of the volumetric method. P. P. BEFORE proceeding with the papers scheduled for the ore and foundry session*, the teller's report on the election of officers for the ensuing year was presented, a; follows: Chairman. G.C. F. MacKenzie; vice-chairmen, C.S. Robinson, J. T. MacKenzzie, C. E. Meissner; executive committee, A. L. Field, R. F. Harrington, E. F. Kenney lit. Waterhouse announced that the fall meeting will be devoted to alloy steel. This meeting will be held in Chicago the week of Sept. 22 in connection with the National Metal Congress. He also announced that oxygen in steel will be the central idea of the meeting which will be held in New York next February. The first paper, entitled "Sintering Limonitic Iron Ore at Ironton, Minn.," was presented by Perry G. Harrison (T. P. 284), the author. Sintering was first un¬dertaken in 1024 to treat Cuyuna range iron and manganiferous ores low in silica and high in moisture and containing objectionable qualities of fine... A Dwight-Lloyd machine was first installed. This machine was replaced by a larger one having a width of 72 in. The power cost was decreased from about $11.22 per ton of sinter on a 42-in. machine to about X0.14 for the 72-in. machine. The tons of sinter per man-shift was increased from 11.86 to 16.77. Improvements embodied in the larger plant reduced the cost of sintering to $0.41. The analyses of iron ore and manganiferous ore and the sinter produced from these materials was used to show the increase in value at the mine resulting from sintering. DURING the fury of the conflict it was believed quite generally that World War II was being fought for and would accomplish a permanent peace. Yet, before the guns were actually stilled on all fronts, the American people realized that the devastated world would continue to be dominated by suspicion and uncertainty. The misunderstandings which rapidly developed indicated that it may prove unwise to rely wholly on mutual international agreements and contracts to avoid war. Before the celebrations of V-Day died down serious thought was being given toward measures for preparedness for the next conflict. Along with a realization of the enormous loss of life caused by the destructive forces of war, the American people came to understand the seriousness of the rapid and unwarranted depletion of our natural resources. During the last half of 1945 the question of stock-piling strategic and critical raw materials for a future national emergency became an intensely live subject.

WHEN I was in South Africa during the latter part of 1904, there were three known tin-fields, which may be called the Cape Town, the Bushveld and the Swaziland fields. THE. CAPE TOWN TIN-FIELD. This district is situated near Kuils river, 20 miles west of Cape Town, and 5 miles from Kuils River station on the Cape Town & Stellenbosch Railway. The deposits are in granite, intrusive in the Malmesbury beds, which are supposed to be of Silurian or Cambrian age. The granite, resisting denudation better than the surrounding shales,, has formed low-lying hills, the highest of which, the Bottlelary Berg, is 1,510 ft. above sea-level. , The rock consists of quartz, orthoclase feldspar and biotite mica; tourmaline is also present. The feldspar occurs in large crystals. The rock is generally decomposed on the surface, and the decomposition sometimes extends as deep as 100 ft. This formation-granite intrusive in Silurian shales-extends for many miles to the northeast, but so far as I know the Kuils River deposits are the only ones now known to occur in it, though probably further prospecting will reveal other deposits. This particular discovery was accidental;. alluvial tin being found in the course of boring for oil. The Kuils River Deposit. This comprises both lode and alluvial tin. The lode strikes N. and S., and dips about 30° E. into the hill. It is 5 ft. wide, and composed of dense white quartz, in which pinkish-gray cassiterite is distributed in large crystals. The vein also contains considerable quantities of wolfram. Discussion of the paper of H. 0. Hofman, presented at the Canal Zone meeting, November, 1910, and printed in Bulletin No. 42, June, 1910, pp. 473 to 497. JAMES W. NEILL, Pasadena, Cal. (communication to the Secretary *) :-Professor Hofman's paper brings the art up to . date. As I was one of the pioneers in this business, I beg to give the following incomplete data regarding my efforts in this line. In the year 1883, while I was in charge of the smelting-operations at Mine La Motte, Mo., there was at the concentrator an unusually large production of a middle product, locally called "iron," which carried considerable values in nickel and cobalt, and which it was desirable, for this reason, to treat by itself. The works could not spare a furnace for the purpose; and to handle this product I improvised a "roast-hearth " from an old " lead-hearth." This was a small cast-iron furnace of the usual construction, about 2 by 4 ft. in dimensions, with a hollow cast-iron back, through which the wind circulated before entering the tuyeres. I had a cast-iron grate made to fit this hearth, and placed it flush with the lip, or apron, and above the tuyeres. On this grate, which had round holes about 0.25 in. in diameter, and a total surface of about 20 by 40 in., I roasted the nickeliferous pyrite product; starting the fire with kindling, then adding charcoal, and then gradually feeding the sulphides with a shovel, so as to cover the fire, choke down blow-holes, and get an even bed. Blast at a pressure of 3 or 4 oz. was supplied by a fail-blower. When a cake of roasted material had formed, it was removed with a steel bar, or fork, to the lip of the furnace, and thence into a wheel-barrow.. The fine material which had remained unmelted, but very hot, on top of the cake would promptly ignite when the cake was broken up and removed. (Pittsburg Meeting, March, 1910.) SYSTEMATIC exploitation in the Pittsburg coal-seam on a large scale is simple where the boundaries of the property do not interfere by forcing drainage-, ventilation-, and transport-lines of entries to be run to particular confined fronts. A prime condition governing development is the natural direction of the seam's perpendicular cleavage-planes, giving long lines of smooth faces near together and parallel, bearing about 65° to the left of the meridian and therefore crossing the basins. The gradients of dip into the basins change from 10 per cent at the east rim to practical flatness northwestward across the great coal-fields, a hundred miles wide; the clip being halved in rate at each successive crossing-over of an anticlinal crest. Elevations above sea-level on this transverse section, in scope of present development, differ by 1,000 ft. between low trough and high outcrop. Local irregularities of dip are found, but the main feature to be recognized is the pitch of the basins-the general rise northeastward at 20 ft. per mile, from 100 ft, below sea-level at the low point near the. SW. corner of Pennsylvania to 1,500 ft. and more above tide, and the appearance then, at the surface, of the lower coal-seams carried in the next deeper-lying thousand feet of rock-measures; below which series come the oil- and gas-sands of Oliphant's charted column of strata, reaching down altogether 3,000 ft. below the Pittsburg coal-seam. Because of -the general regularity of occurrence of the coal-seam, the mine-map depicting the courses of economic operation to be undertaken and the steps in controlled exhaustion, need be but a projection of two dimensions on the horizontal plane of space, and this for the most part composed of natural, almost unbroken lines, on the face and on the end of the coal, co-ordinating rectangularly.

IT IS doubtful whether anything new can be said upon this subject and, therefore, it is with considerable hesitation that l prepare this paper. On account of my recent connection with the Department of State as its law- officer, perhaps I will be pardoned if I discuss this subject briefly from the point of view of that branch of the Government. , I cannot, of course, speak for that department, since I have-no connection with it at-present, but it may be helpful if I set down certain* of the factors which in my opinion and from my experience have a bearing on this international problem. With oil-burning ships, motor vessels, motor vehicles, airplanes-all consuming, astonishing quantities of petroleum or petroleum products; with the United States having within its borders only 12 per cent. of the petroleum resources of the world, and consuming about 70 per cent. of the world's output; with the more enterprising nations wide awake to the necessity ; of obtaining and preserving as large a share as possible of the oil resources extant ; the 'problem is peculiarly and in a, very practical sense an international one.

SUFFICIENT testing has been .performed with the Dutch State Mines Cyclone for thickening and desliming flotation feed at the concentrator of the National Lead Co., Tahawus, N. Y., to prove its application for this work. It is the purpose of this article to present some of the test results, operational details and advantages of cyclone thickening and classification. The metallurgy of the mill operation was described by Frank R. Milliken, assistant manager of the titanium division.

Prof. H. O. Hofman, Massachusetts Institute of Technology, Boston, Mass. (communication to the Secretary): When Mr. Stetefeldt quotes me as saying that " silver-assays are uniformly made by scorification," he has evidently not understood that I was referring solely to the practice of silver-lead smelting-works. Everybody knows that silver-mills do not employ the scorification-assay for regular work ; and it is equally certain that in very few, if any, silver-lead smelting-works will the crucible-assay be found in use for determining silver. The second part of the quotation, "as it is adapted to all kinds of ores and gives excellent results unless organic matter is present," although, of course, also intended in a restricted sense, might very well be extended to a general one. Mr. Furman, in his Manual of Practical Assaying,* says, on page 123: "We believe that the Colorado practice is preferable, as most ores will yield higher silver-results by scorification." The fact that the scorification-assay is the accepted one in Colorado is strong presumptive evidence for its accuracy, as exactness would nowhere else be more jealously demanded. Mr. Stetefeldt cites Albert Arents- as a supporter of his preference for the crucible-assay, although I had already done so in favor of scorification. Looking up again the reference, I find that I was justified in quoting him, as, while Mr. Arents advocates the crucibleassay for low-grade gold ores, not on account of the greater accuracy of its results, but because it is quicker and less expensive, he condemns it§ for the assay of silver-ores, and prefers the scorifier for rich goldores, and for coppery ores, and in general for ores containing both silver and gold.
