W. R. Ingalls, since 1905 editor of the Engineering and Mining Journal, retires from that position with the issue of Mar. 22, to open offices in New York City as a consulting engineer. The severing of this connection .will not be complete, however, as Mr. Ingalls will continue as consulting editor, and will handle the metal-market quotations in the Journal which are now the accepted authority for the government settlements of ore importations and the basis of practically all the ore settlements between miners and smelters throughout' the country. No greater compliment can be paid to Mr. Ingalls than this, unless it is the recognized fact that these quotations have been made what they are by his ability and his integrity, which secured for him channels of information vital to the accurate estimating of the market, but denied to anyone else. The Journal, under the. strong hand of Mr. Ingalls, has always been the acme of ethics in technical journalism, and the best wish that can he given to his successor, not yet announced, is that the Journal may long continue to live up to the standards not originated, but so consistently maintained and strengthened by Mr. Ingalls. His spelter statistics are accepted as authoritative wherever the English language is read and zinc ore is mined. He has found time during his very arduous years on the Journal to he the author of several works on the resources and metallurgy of zinc, lead, cadmium, etc.; for 5 years was the editor of Mineral Industry; and was consulting engineer for the Bureau of Mines and joint author of their voluminous and authoritative work on mine safety rules. His retirement from the Journal is a distinct loss to every one of the Journal's readers individually and to the profession as a whole. Universal good wishes go with Mr. Ingalls to his new field, which has for a long time been offering him professional attractions that his confining editorial work has not permitted him to accept.

In the mining and handling of sulphide ores, some degree of oxidation takes place on the sulphide surfaces, which are exposed to the atmosphere. It is, moreover, well known that the oxidation compounds formed are a factor when such ores are subsequently treated by flotation. Modern operating technique and reagents are capable of contending with this condition to a major degree, provided that the proportions of the reagents used are varied correctly. This is particularly true at the Tennessee Copper Co., where the ore treated contains pyrrhotite in addition to other sulphides. A number of soluble salts, some of which are unstable, can be formed during the oxidation of the sulphide ores. Those unstable salts, whose oxygen requirements are unsatisfied, are constantly changing to more stable forms because oxygen reacts with them during the crushing, grinding and other operations of ore preparation. We add no chemicals of any kid to the ore pulp in its preparation for flotation feed. Consequently the only compounds that are present in the flotation feed are those produced by the natural oxidation of the ore in the presence of air and water. The Tennessee Copper Co. ore is composed of from 60 to 70 per cent sulphides and from 40 to 30 per cent non-sulphide material. It is not the purpose of this paper to discuss the nature of these various oxygen-sulphur compounds nor their effect on flotation, but to describe a method for correcting the effect. Suffice it to say that we have found that the reducing sulphur and oxygen salts have a depressing action on our bulk flotation process.' From long experience we find that the best means of correcting for this variation in our work is to increase or decrease the quantity of xanthate, the promoting agent, as the quantity of the reducing salts increases or decreases. THE electron diffraction pattern as seen in the electron microscope represents an approximately plane section of the reciprocal lattice. Identifying the zone axis of a diffraction pattern is often laborious for a crystal of low symmetry, especially if several crystal orientations are present. A program has been written in FORTRAN II (Version 2) for the IBM 1620 which will assist in plotting out reciprocal lattice sections. The calculation is performed by choosing a zone axis [uvw] and determining the d spacings and angle between the planes (Ow - v) and (wO - u). (This procedure is varied slightly for zone axes with Miller indices equal to zero.) Cartesian coordinates for the reciprocal lattice points are then calculated for these planes and for (ww— [u + v]). Any reciprocal lattice points within the parallelogram formed by the origin and these three points are then computed. The input and output are best described by use of an example (Monoclinic ZrO2) used in the author's work. Input consists of two cards: 1) The crystal parameters: a, b, c, a, 8, y, e.g., 5.1477, 5.2030, 5.3156, 90.000, 99.380, 90.000. 2) Three numbers, D, E, F, e.g., 5, 3, 3.0710-the first is the limit of the sum (u + v + w) considered; the second limits the absolute value of u, v, and w to (E- 1), e.g., 2, so that zones (221) would be the highest order considered in this example; the third, F, is the required constant, yL. Output is in the format shown in Table I. The reciprocal lattice sections may then be plotted on standard graph paper and compared with the unknown diffraction pattern. Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

As far as technology is concerned there has been no development in Bolivia during the year 1936, because the country, just emerging from the war with Paraguay, is only beginning to rebuild its economic foundations. Great steps, however, are being taken in order to secure a rapid and sound development of its oil resources, as follows: 1. The new Petroleum Law, which contemplates the problem of proration and conservation of natural resources, prohibiting the wasteful use of gas, and regulating the number of wells, their spacing and the permissible output per well, for each particular pool according to the conditions prevailing therein. 2. The creation of an official entity with the object of developing and exploiting a large petroliferous area. This entity has been called Yacimientos Petroliferos Fiscales Bolivianos (Y.P.F.B.), and the region assigned to it is all the sub-andean zone, which is approximately one hundred miles wide and borders the eastern part of the Oriental Andean range, from Argentine to Peru. It is said that drilling will be started immediately in various localities. At the present time a wide geological survey of part of the area is being made in order to find out which regions offer the best possibilities of commercial development. Y.P.F.B. has been authorized by the Government to draw up contracts with private companies for the exploitation of limited zones. Production The only company that has been producing in the country in 1936 is the Standard Oil Company of Bolivia, and only from two of its fields: Camiri and Sanandita. New wells were not drilled. During the first nine months of the year 12,762,958 liters (80,275 bbl.) was produced, 34,985 bbl. from the Camiri field and 45,290 bbl. from the Sanandita field. Reports for October, November and December are not yet available. The total for the year 1935 was 25,978,737 liters (163,388 bbl.).

At the annual meeting of the Institute in February, 1927, we had a comprehensive discussion of Petroleum Engineering Education. This discussion covered basic training and prerequisites, laboratories and equipment, graduate courses, availability of lecturers, geological engineering, petroleum production engineering, refinery engineering, transportation engineering and economics and management. However, there are several phases of petroleum engineering education, which many members of the Institute felt should be further discussed at this year's meeting. The first was expressed by me in a letter to those participating in the written discussion, from which I quote as follows: "We fell that the question of handling engineering graduates who enter the petroleum industry should be thoroughly discussed. "During the first five years after graduntion from college, how can these young men be best trained to be of the greatest service to the industry and at the same time do work which will be interesting and of a character which will make them feel that they are accomplishing something and making progress leading toward personal advancement?" Both the written and oral discussion would indicate three groups of opinion; first, those who advocate letting the young engineers go into the industry and take care of themselves without any supervision, direction, or guidance; second, those who advocate the taking of young engineers into the industry and letting them go through all the steps that any laborer or any other mian without a technical education would take, but with some supervision, and third, those who advocate that young cngineers should be given special training for several years after entering the industry. Of course all of these different groups are found in rnost of our industries. The Doherty training school of the Empire Gas & Fuel Co., finds its counterpart in the practice of the Gcneral Electric and Westing-house companies in the electrical industry and the Baldwin and Brooks Locomotive works in mechanical engineering.

The specifications for cast-iron pipe that have been submitted at this meeting are practically the outgrowth of those which were originally adopted, about 1860, by Mr. Kirkwood of Brooklyn, N. Y. They have been changed but little since that time, the mode of testing pipe in the hydraulic press, as well as the method of coating, not having departed from the original practice. The chief addition to the specifications has been in the adoption of a test-bar 2 in. by 1 in. in crosa-section, broken between 24-in. supports by a transverse strain applied on the flat side. Test-bars were first introduced into pipe-specifications about 1870. At that time a satisfactory test-piece had to stand a tensile strain of 16,000 lb. per square inch. The present test-bar was adopted in order to give some idea of the deflection of the iron that was being used. These deflection-tests have been so satisfactory to both engineers and manufacturers, and have met the requirements of the pipe-trade so accurately, that it is considered best to hold to the . 2-in. by 1-in. bar instead of adopting the short " Arbitration Bar," which yields but little information from the stand-point of deflection. The new feature in these specifications is the effort to reach standards to which pipe shall be cast in the future, thus permitting the manufacturer to make up stock and the purchaser to find material on hand when he asks for deliveries. Heretofore there has never been ally standard weight for pipes? although in some sizes certain weights are more frequently asked for than others. The fixing of standards for pipes permits the adoption of definite standards for fittings. Discussion of the paper of Robert R. Abbott, presented at the New York Meeting, October, 1913, and printed in Bulletin No. 82, October, 1913, pp. 2389 to 2400. ALBERT SAUVEUR, Cambridge, Mass.:-Mr. Abbott has certainly made a strenuous effort to ascertain the influence of the various elements on the absorption of carbon by steel-a subject of great importance to those dealing with the case hardening of that metal. Because of the extensive and careful character of Mr. Abbott's experiments, one is all the more disappointed that his results, as he himself recognizes, are not more satisfactory; for, indeed they leave us just about where we were,-still entertaining uncertain views in regard to the carbon-absorbing power of various alloy steels. It might be asked whether Mr. Abbott's method of estimating the amount of carbon absorbed-namely, by weighing the specimens before and after the carburizing treatment-was the best one to select. Are not serious sources of error. inherent to such procedure because of the difficulty of satisfactorily removing the earburizing material attached to the specimen ? The method of least squares has certainly failed to solve the problem satisfactorily. By manipulating Mr. Abbott's results in a different manner I have obtained the following expression: P = 100 - 50 C - 7 Ni + 20 Cr, in which P represents the carbon-absorbing power; C, the percentage of carbon; Ni, that of nickel; and Cr, that of chromium. It is assumed that the carbon-absorbing power of pure iron, or what might be called its carburizability, is represented by 100. Applying the formula, for instance, to a steel containing 0.15 per cent. C, 3 per cent. nickel, and 0.50 per cent. chromium, its carbon-absorbing power would be 100-50X0.15-7X3+20X0.50=81.50; that is, 81.50 per cent. of the carbon-absorbing power of pure iron.

Discussion of the paper of. C. L. DAKE, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 103, July, 1915, pp. 1429 to 1436. A. C. LAWSON, Berkeley, Cal.-It appears that our bog-iron ores are due in a large measure to the activity of certain iron bacteria, and a paper dealing with this subject that makes no reference to that particular agency strikes me as rather curious. C. L. DANE, Rolla, Mo.-Mr. Lawson's criticism that this paper makes no reference to the activity, of iron bacteria is scarcely true. On p. 1430 I stated: "Certain bacteria precipitate iron by building the hydrated oxide into their body cells," and again, "There are many other means by which, under special conditions, iron may be precipitated in nature. Oxidation, evaporation of CO2, and iron bacteria have been held to be the most important." Thus the activity of bacteria receives as extended mention as the action of any other agency in precipitation of iron. The paper makes no pretense of covering exhaustively the origin of bog ores, but, as its original title suggested, refers to Some Principles Controlling the Formation and Distribution of Bog Iron Ores. Mr. Lawson seems to have entirely missed the main thesis of the paper, which attempts to establish some relation between glaciation and abundance of bog ores now forming. Unfortunately, I have no immediate access to the literature of the subject, but my best recollection is that the data regarding iron bacteria throw no light whatever on the cause of bog ores being so much in ore abundant within the limits of the glaciated regions, and being reported much less frequently from the tropics. This lack of data is suggested in the following (p. 1434): "It has already been shown that bacteria aid in the precipitation of iron. Whether tropical conditions increase or decrease the activity of such bacteria is unknown."

Shoveling ore cost so much at Tyrone during the year 1917 that it was deemed advisable to conduct tests to see where the fault lay. These tests were in the nature of time studies and extended over a period of very nearly a year. No data were available on this work to supply a starting point, so it was necessary to begin in a very elementary way, to find out the capacity of the average Mexican laborer. To' obtain a basis for comparison, it was necessary to determine the capacity of various types and sizes of shovels, so as to know whether the 21-1b. (9.5-kg.) load was the best load underground as well as on surface. A list of essential factors influencing shoveling was also made out during the course of a short series of preliminary time studies, and the motions involved in shoveling were analyzed and subdivided for convenience in studying. The necessary forms and record sheets were also decided upon at this time. A second short series of tests was then conducted on the surface, so as to be able to estimate the negative effects of underground work on the shovelers, and to minimize, as far as possible, the need for studying obviously poor types and sizes of shovels under the difficult conditions to be encountered in the mine. The test work underground consumed by far the greater proportion of the time and was divided into three series: Shoveling directly into a chute; shoveling into a wheelbarrow and tramming to a chute; and shoveling into a car and tramming to a chute. In each series the following points were determined for various lengths of time worked: Number of shovelfuls handled per minute, effect of distance thrown on shoveling speed, amount of rest required, amount of time consumed in tramming and dumping, proportion of working day occupied in shoveling, total tonnage handled during various working periods, effect of distance on tonnage handled during the day.

These unique copper-deposits occur on the top of the Kaibab Plateau, in Cocouino county, Arizona, and extend from the northern edge of the Grand Cañon of the Colorado river to near the Utah State line. The best-developed deposits are near Jacobs Lake, 30 miles south of the Utah line, where they are 16 ft. thick, of unknown width, and are more or less continuous for 5 miles. From Jacobs Lake to the edge of the Grand Cañon, a distance of 40 miles, outcrops of ore have been found, but no explorations have been made except those of wandering cowboys and hunters. The Kaibab Plateau, the highest of the Colorado river plateaus, is a great uplift, about 90 miles long from north to south, and from 10 to 20 miles wide from east to west. Its southern face is the Grand Cañon; its western boundary a N—S. fault plane, which separates it from the Eanab Plateau, lying 1,500 ft. below. Its eastern edge is a monocline which brings the horizontal beds of the high plateau to the level of the plateaucountry of eastern Utah. The elevation of the plateau near the Colorado river is over 8,000 ft., and about 6,000 ft. at the Utah line. Its structure, as shown by the western fault, consists of about 500 ft. of Aubrey limestones underlain by 1,000 ft. of red sandstones. The limestone is the upper member of the Carboniferous, and is overlaid by the marls and shales of the Permian, 25 miles to the north on the Kanab Plateau. At the town of Kanab, near the Utah line, the Permian strata pass under the magnificent redsandstone cliffs of the Triassic, that rise to heights of 1,000 ft. above the desert. The Grand Cañon exposes a section a mile deep at the southern end of the plateau, showing all the formations from the Archean to the top of the Carboniferous.

It is generally realized and very often admitted by both producers and consumers of coal that there is great need for a revision of existing commercial classifications, and this will involve, of course, determination of a standard classification and a constant revision of marketing practices as they are affected by coal classification. I recently sent out some 200 letters to producers and consumers with a request for their views on the subject of commercial classification. Nearly all of the replies from both sides were that there was needed some change in the present method. There were three or four dissenting voices but the great majority of opinion was in favor of the formulation of some standard commercial classification. The classifications in commercial use today can best be described as a hodgepodge. They are made upon different bases, have different names and have different ways. There are, for instance, about 11 single bases of classifications as used commercially and some 17 or 18 combination bases. Then there were the Tidewater Pool Exchanges. The classification which they put in force is still used in the tidewater markets and has several different bases of its own. It will be considerable of an undertaking to bring about a change in marketing methods as affected by coal classification but it is well worth doing and I think the committee which has been appointed under the auspices of the American Society for Testing Materials realizes the importance of the subject and is on the way to at least bring about some provision for adjusting matters. By way of starting, each member of the Committee on Commercial Classification has been assigned to a general market district and each member is now engaged in collecting the commercial market practice data for submission at the next meeting of the Committee. About a year ago I made up a list of the commercial classifications in the different markets and the total was 171. The 11 single bases I found used in commercial practice were:

FROM the point of view of the metallographist, the adaptation of x-rays to the study of the crystal structure of metals is of the greatest importance. While one may hardly consider the findings resulting from x-ray study as revolutionary, their positive nature, compared with the deductions we have been forced to accept from the work that had gone before, gives firmer ground on which to build and furnishes new fields for speculation. Prior to the advent of the crystallogram, the best work on the crystal structure of steel was that of Osmond and Cartaud.1 They concluded, from their investigation with percussion figures formed at various temperatures, that alpha, beta, and gamma irons belonged to the cubic system and that they showed well-marked specific characteristics and could not have the same internal structure. What the internal structures were, they had no direct method of determining; but from a consideration. of the fact that the 001 plane (that parallel to the cube face) is a plane of perfect cleavage and minimum hardness in alpha iron and that the 111 (octahedral) plane is by far the most important in the crystallography of gamma iron, they were led to suggest the simple cubic arrangement as that of alpha and the face-centered cubic arrangement as that of gamma iron. They suggested the body-centered cubic arrangement as that of beta iron. The atomic arrangement of the various crystal forms of iron has been quite definitely determined in recent years by means of x-rays and the work of Westgren2 and Westgren and Phragmèn3 has been rather conclusive. They not only determined the atomic arrangement of alpha, beta, and gamma iron but also that of the high-temperature modification delta.

W. ROWLAND Cox,* New York, N. Y. (written discussion?).-The process described by Mr. Malcolmson undoubtedly represents a great stride toward conservation of our natural resources. Without discussing the subject from an economic standpoint, I wish further to emphasize the fundamental principles of the Smith process in order that its economic value may be fully appreciated. The process is essentially a means of producing an ideal fuel, as regards its combustion qualities, by the removal of the so-called volatile matter from the coal, in the form of byproducts, which have value for other purposes far in excess of their fuel value. In other words, coals which contain. large amounts of gas, tar, and ammonia, and are not suitable for domestic or industrial fuel, or for treatment in byproduct coke ovens or gas retorts; because they possess poor coking qualities, can he prepared for commercial use by the. Smith process with a very high degree of efficiency. Much work has been done along this line, both in this country and in Europe, in developing a means of preparing coal, as the economic advantages have long been recognized. To the best of my knowledge, the Smith process is the only one that has proved its commercial adaptability. Distillation of coal at 900° to 1000° F. (480° to 540° C.) yields a large amount of tar and oils. The residue of the distillation, however, is a very friable semi-coke, wholly unsuitable for use as a fuel, unless it can be charged directly into a byproduct gas producer. The problem which confronted the inventor was then to convert this carbon residue into a commercial product, and it is in this step that the Smith process has overcome the obstacles which prevented a number of other methods from becoming commercially practicable.

SINCE the discovery of von Laue, that a crystal forms a natural grating for X-rays, our knowledge of the structure of solids has gone forward with rapid strides. This progress is not only of purely scientific interest, but has also yielded direct technological results. One of the most valuable results is the broadening of our knowledge of the structure of pure metals and alloys. To promote these studies it is often desirable to have at our disposal pieces of metal consisting of one single crystal. As is so often the case in the natural sciences, we obtain the best results by making our earliest experiments on pure, simple materials and avoiding unnecessary complications. The Cryogen Laboratory at Leyden followed this method with much success, because the work was done at such low temperatures that the heat movement of the atoms was almost absent. Similarly we can simplify the studies of metals by leaving out of consideration the influence of the grain boundaries and the mutual influence of the crystals by using unicrystalline instead of polycrystalline metal. Methods of making single crystals have been scientifically studied during the past few years. Some methods were already known in the arts, but these have been improved and new methods have been developed. Since the discovery of von Laue, that a crystal forms a natural grating for X-rays, our knowledge of the structure of solids has gone forward with rapid strides. This progress is not only of purely scientific interest, but has also yielded direct technological results. One of the most valuable results is the broadening of our knowledge of the structure of pure metals and alloys. To promote these studies it is often desirable to have at our disposal pieces of metal consisting of one single crystal. As is so often the case in the natural sciences, we obtain the best results by making our earliest experiments on pure, simple materials and avoiding unnecessary complications. The Cryogen Laboratory at Leyden followed this method with much success, because the work was done at such low temperatures that the heat movement of the atoms was almost absent. Similarly we can simplify the studies of metals by leaving out of consideration the influence of the grain boundaries and the mutual influence of the crystals by using unicrystalline instead of polycrystal-line metal. Methods of making single crystals have been scientifically studied during the past few years. Some methods were already known in the arts, but these have been improved and new methods have been developed. George W. Maynard, New York, N. Y.:—It is well known that there are many magnetite-mines of which the ore is too low-grade for direct use in the blast-furnace. For carrying out the sintering process, the preliminary step, in the case of magnetites, is the separation of the ore from the gangue by magnetic concentration. The resulting fine-grain product is very objectionable in the blast-furnace, and when used must be a very small percentage of the charge. The sintering process has saved the situation by furnishing a product which is absolutely ideal on account of its cellular structure. (In reply to questions by W. J. Tudor, and Joseph W. Richards, the following additional information was given by Dr. Maynard.) The percentage of iron in the product is determined entirely by the degree of concentration of the raw material and is practically not increased by the sintering operation. The magnetic concentrates at Port Henry and at the Benson and one or two other mines contain from 65 to 67 per cent. of metallic iron. The cost of sintering is from 39 to 41 cents per ton of product, including superintendence, depreciation, and repairs. The itemized figures are about as follows : Mixing (including labor), 24; power, 9; ignition, 5; repairs, 3; total, 41 cents. Prof. J. W. Richards, South Bethlehem, Pa.:—From a metallurgical standpoint I question the accuracy of the statement on p. 374: " C.—An increased reducibility of the iron so treated. (This has been conservatively estimated as 5 per cent. better than the best available ore.)" It seems to me that when a material is' sintered in this way, the constituents present, as lime, silica, and alumina, have a chance to form a compound with the iron oxide; that such a compound, if formed before the material goes into the blast-

Cobriza can only be described as the Machu Picchu of the mining business. This relatively new mine of the Cerro de Pasco Corp. in Peru, subsidiary of The Cerro Corp., was put on stream in December 1967. The best way to get there is to go in the company's HelioCourier with pilot Paco Perez. The plane is mostly engine and the pilot is without nerves. The trip starts at an elevation of 12,000 ft at La Oroya and ends at the Cobriza air strip near the top of the Continental Divide at 14,200 ft. Perez says this is the highest air strip in the world. The flight is made at an altibude below many of the peaks and it is easy to pick out the Inca Trail which follows the ridge line of the top of the Andes. Inca ruins are also visible from the aircraft. The drainage pattern, with a surprising number of lakes and rivers, can be seen and so, too, can a great deal of structural geology and numerous agricultural settlements dotting the altiplano. Cobriza is in the monta[n]a on the east side of the Andes, which is characterized by tropical climate and vegetation, an abrupt change from the frosty mountain atmosphere. The mountainsides are precipitous and the bottoms of the steep valleys are channels for roaring rivers. Such is the setting of Cobriza, above the swift cataracts of the Mantaro, benched out precariously at about 8700 ft elevation. The mountains rise in majestic splendor and the sun comes up late and sets at 3: 30 on winter afternoons. One of the lowest of the Cerro de Pasco camps, it is the most remote.
