In vol. xxxviii. (1889) of the American Journal of Science, under the heading " Pseudomorphs of Native Copper after Azurite from Grant County, New Mexico," Mr. W. S. Yeates describes a most interesting mineral form. His account is, that a material having the appearance of native copper, but brittle and much lighter than native copper (its specific gravity being but 4.15), was submitted to him by the United States National Museum for examination. The substance was reported to him as occurring in masses, varying in weight from one ounce to seventy pounds, and composed of tabular crystals, variously grouped. The specimens, when submitted, ex hibited on the outride a covering of clay; and they were subse quently found to consist of particles of the same clay, intimately mixed with others of native copper, producing the aspect, without the weight, of pure copper. The forms of the azurite crystals, found at Bisbee, Arizona, having been suggested by the specimens, actual goniometer-measurements were made; and the two crystallizations were thus proved to be identical. To these statements I may be permitted to add some further in formation, derived from personal examination, and illustrated with a suite of characteristic specimens collected by myself (Fig. 2).* Grant County, New Mexico, in which these specimens were found, is a region noted for variety of mineral species. The sixth edition of Dana's Mineralogy mentions many of the silver, copper, and lead minerals, and also turquois, aragonite, wulfenite, barite, fluorite, vanadinite, etc. I have noticed also green and red garnet, molybdenite, native alum, smithsonite, bornite, etc., some of which presented peculiar modes of occurrence. COMPARED with the equipment used in most industrial processes, the open-hearth furnace has a relatively short life. The most important quality of an open-hearth refractory, therefore, is its rate of failure. This discussion of the physics and chemistry of the individual refractory materials will keep upper- most the question "Why, how, and where does it fail?" CAUSES OF FAILURE The principal causes of failure of open-hearth refractories are, in their order of importance: 1.Reaction with iron oxides. 2. Reaction with slag. 3. Flow and failure under load. 4. Melting. 5. Spalling. 6. Mechanical breakage. Reaction with Iron Oxides and Slag. Reaction with iron oxides and slag is by far the most important cause of failure. Liquid iron oxide comes near to being the "universal solvent" sought for by the alchemists. Among the materials commonly used in the open-hearth furnace, magnesia has the greatest resistance to this liquid and fireclay the least. The relations of iron and oxygen at high temperatures are illustrated in Fig 14-18. The liquid iron oxide that forms wherever iron is in contact with air or combustion gases cannot be given a definite formula. The percentage of oxygen at steelmaking temperatures may range from 21 to 28 (iron 79 to 72), depending upon the temperature and the oxygen pressure and also upon whether or not the liquid is in equilibrium with metallic iron. I WAS led some time ago to draft a statement of economic principles immediately affecting our national welfare from the standpoint of the engineer. It was the intention to offer this to the American Engineering Council as a resolution to be adopted, or a declaration to be made, of course after suitable con-sideration and debate. The presentation has not been . formally made, but I have been asked to let it be made to the mining engineers through the medium of MINING AND METALLURGY, the American Institute of Mining and Metallurgical Engineers being a constituent part of the Federated American Engineering Societies. I shall welcome any expressions of opinion that this statement may inspire. The statement follows: The engineers of, the United States, functioning through the American Engineering Council of the, Federated American Engineering Societies, feel it their duty to advise the American people respecting the present state of economic affairs in the nation, just as an individual engineer would his client. The people of the United States constitute a great corpora-tion, whose business affairs are analogous to those of a commercial company -multiplied many times. The engineers feel constrained to offer their opinion owing to the responsibility to do things which rests upon them. Confronted by the steady impoverishment of natural resources and the operation of the economic law of diminishing returns it devolves upon management, functioning through the engineering profession aided by scientists, to make such improvements leading to increased production and such elimination of wastes as to offset the increasing adversities of nature merely to hold our own; and to do more than offset them in order to improve the scale of living of the people. The engineers accept this responsibility, but in so doing they demand attention to their advice respecting fundamental economic matters, lest they be unduly hampered in the performance of the professional duties, which they acknowledge. The American Engineering Council therefore declares the following as the advice of engineers to the American people:

At the beginning of the 1960's, the Hannoversche Portland-Cementfabrik A. G. needed to open a new quarry. The land on which this quarry was to be developed was completely flat and separated from the existing quarry by a navigable canal. The area had been exploration-drilled previously, so that enough reliable data on the chemical properties of the deposit were available. From the geologic point of view, the deposit under a very moist surface belongs to the Turon (Upper Chalk) formation, soft on the surface and medium to very hard farther down. Between the 15% sloping banks of chalk (with a calcium carbonate content of 75 to 90% and running from west to east), there are numerous beds, up to 3 m deep, which are rich in alumina and iron oxide but contain only 50 to 60% CaCO3. In the old quarry-worked conventionally by deep-hole drilling, a 2-cu-m shovel, and 900-mm track with 6-cu-m dump cars-an adequate and modern crushing plant was available. The plant crushed the moist material (11 to 13% H2O content) down to 0 to 50 mm. INSTALLATION OF ORIGINAL MOBILE CRUSHER It was decided to employ a mobile crushing unit in the new quarry; the moist and soft ground did not permit the use of heavy trucks for transporting the material, and a road network would have entailed a large investment. The use of a rail system was eliminated from the beginning, since the ground would be very uneven after the quarry was developed. At that time only one prototype of a crawler-mounted mobile crushing unit existed. This unit was operating in a nearby works as a primary crusher. IN a recent paper1 the authors presented information on a refinement of the Rohn type of creep test with data on pure iron that exemplified the behavior of the apparatus. The present paper extends that work to nickel and cobalt and to the examination of the comparative high-temperature properties of two widely used commercial alloys. Careful attention has been given to the effect of plastic deformation in decreas-ing creep rate, using the elementary metals iron, nickel and cobalt for purposes of analysis. In any, endeavor to develop new materials for high-temperature service one soon encounters a real problem as to the sort of test to be employed in evaluating the commercial possibilities of the alloys. At one time it was considered satisfactory to determine the tensile strengths at elevated temperatures and to use these values as a criterion for the commercial application of the alloys. More recently the proportional limit has been used as a means of classification. Data obtained from a form of bend test has also shown promise as providing a "merit index" of high-temperature serviceability.2 Koerber and Pomp3 state that since the influence of testing time is small, the high-temperature yield point of steel furnishes sufficiently reliable and concordant values up to about 350° C. The function of the geological engineer is to assist in mine planning and operations by collecting, interpreting, and applying geologic data to the solution of engineering problems. The geologist supports this effort by collecting additional geologic information specifically useful to the engineer. This use of geologic information reinforces the value of mine geology to the mining process beyond the traditional role of orebody definition. Work discussed includes: evaluation of caving strategies at the Climax and Henderson mines, support definition and slope stability at the Climax mine, and some uses of geology in cavability estimation for the Mount Emmons project.

Discussion of the paper of PHILIP W. HENRY, presented at the New York meeting, February, 1915, and printed in Bulletin No. 97, January, 1915, pp. 23 to 30. C. ,E. GRUNSKY, JR., San Francisco, Cal. (communication to the Secret ary*).-The difference of opinion of engineers on the subject of depreciation is justified, to some, extent, by the many viewpoints from which such a subject can be considered when applied to properties of widely differing physical characteristics. Mr. Henry takes up the subject of depreciation as applied alone to oil properties, and in doing so makes a clear distinction between amortization and the repair or renewal requirement. After carefully reading the paper the purpose of its author in suggesting a "depreciation" reserve or fund to keep the property at a constant value does not seem clear. As shown by Mr. Henry, the depreciation element as compared with the operating expense per gallon of oil is very large because of the comparatively short life of the oil properties, and it is also evident that such a "depreciation" fund would in a short time contain a very large amount of money. It seems desirable and permissible in income-tax matters to take into account the depreciation of property and to separate from the income such money as is necessary to amortize the invested capital to an extent warranted by the depreciation. However, it does not seem either necessary or desirable to create a large fund which will in time approximate the entire invested capital and which may he invested by the directors, as Mr. Henry suggests, "in the property itself or in outside securities." This method seems cumberome and liable to offer in the reinvestment of such a fund temptations to a directorate that might show more devotion to its own interests than that of the stockholders. A reserve fund is very frequently desirable in mining and oil operations, but to keep up a fund of this magnitude or to reinvest it in outside securities does not seem desirable from a stockholders' standpoint. The. money withdrawn from the receipts to be placed in the depreciation fund (not including replacements and the drilling of new wells necessary to keep up the productiveness) should he returned to the stockholders of the company, not as dividends, but as an amortization of the invested capital.

THE substances or materials employed in this manufacture, are the same as those used in the preparation of mortar and concrete, viz., the different kinds of lime and sand. Instead of, or in conjunction with, sand there may be used calcined clay, blast-furnace slag, clinkers or ashes from furnaces, natural puzzolana, powdered chippings from stone quarries, etc. Of the different kinds of sand, pit-sand-siliceous sand, as it commonly occurs mixed with gravel-and the sand found on the seashore, where the salt has been washed out by long exposure, whilst out of reach of the tide, may be used. The purer the above-named materials are from admixtures of clay, earth, or organic substances, the more complete will be their combination with the lime, the quicker will the manufactured brick or block set, and the more satisfactory will be the quality which it ultimately attains. For this reason, subdivided blast-furnace slag is preferable in most cases to sand, and the only sand which, in reference to setting capacity, is analogous to blast-furnace slag, is the volcanic sand occurring in different localities in North and South Wales, as an almost pure calcined silica. The lime used for the manufacture may be either slaked or unslaked. In the first case, (slaked), in order to obtain satisfactory results, the lime must be strongly hydraulic. The use of unslaked lime, however, is by far preferable. A process for using fresh or unslaked lime has been patented in England by Major-General Scott. Lime thus prepared is called " selenitic lime," and consists of a mixture of fresh (un¬slaked) lime with sulphate of lime, or plaster of Paris. The gray-stone lime, for instance, found by the Medway, is mixed with from 5 to 7 per cent. of plaster, which has the effect of keeping the lime from slaking when water is added. This mixture also partakes of the nature of cement, and when used for mortar, or concrete, attains in a shorter time a greater degree of hardness than the same lime would ever have obtained after being slaked. Bodmer's process for the manufacture of artificial stone bricks consists chiefly in the use of automatic measuring, forwarding, and mixing apparatus, by means of which the materials are supplied and unite in a continuous stream, and are accurately measured. WhEN a collimated beam of protons or other energetic particles is scattered by a single crystal, the emerging particles produce patterns that contain much crystallographic information. Calculations of the trajectories of individual particles can predict with reasonable accuracy the complete pattern (which is related reciprocally to channeling, now studied in detail6) but the task is a lengthy one which has been completed for very few cases. A many-beam dynamic diffraction calculation of the patterns would be even more difficult and in some cases may be invalid. Because of these complexities, simple methods that will predict to a rough approximation the relative intensities of the lines in films of the back-scattering patterns of a given crystal are wanted. I have found a method which, although it is not a valid computation of intensities or of film darkening by either dynamic or kinematic diffraction principles or by trajectory calculations, nevertheless is found to be useful in practice. It has been tested on several crystal types,7 and is here tested on additional ones. The method consists in first calculating the structure factor F(hk1) for the (hkl) plane, of spacing d, by the familiar equation: where the summation extends over the atoms in the unit cell and fj is the atom scattering factor of the jth atom (using tables computed for electron diffraction, preferably those computed without exchange). In recent investigations of the isothermal transformations of the retained 0 phase in a titanium alloy having 13 pct V, 11 pct Cr, and 3 to 4 pct Al, there have been indications that the w transition phase is the initial decomposition product at temperatures below about 950°C (510 c).' This metastable phase, found in a number of titanium-base alloys rich in stabilizing elements and known to have an adverse effect on their ductility and toughness, is not easily observed by the usual experimental techniques. Since wis coherent with the /3 matrix,495 distinct interphase boundaries are not revealed metallographically. However, in some cases, an etching effect (i-e., a "mottled" /3 surface) poorly resolved by light microscopy has been found to correspond with the presence of w.6 X-ray diffraction examination has generally been the most suc- cessful means for identifying this phase and crys-tallographic determinations have been made.4'5 Dynamic elastic modulus7 and electrical resistivity measurementse have also aided in the identification of w. In the current study, the electron microscope was utilized to examine microstructures in aged Ti-13V-11Cr-3A1 that were unresolvable by light microscopy techniques. THE purpose of this paper is to demonstrate the similarity of the oil-producing structures in the Mexia1 fault zone, and to show how the apparently very irregular well logs in these fields may be used for the practical interpretation of subsurface conditions. The Mexia oil field, in Limestone County, Tex. (Fig. 1) is closely associated with a fault that trends about 30° east of north and has a displacement of between 200 and 400 ft., with downthrow on the west. Minor slips accompany this major fault, some being roughly parallel to the main break while others are transverse to it. These faults belong to the so-called Mexia fault zone, a belt of fracturing that has been traced in its characteristic features southward to near Kosse, 15 miles south of Groesbeck, in southern Limestone County, and northward at least as far as the Trinity river at the eastern border of Navarro County, and possibly as far north as Hunt and Hopkins counties.2 The Balcones fault zone, from 30 to 40 miles west of the Mexia fault zone, differs from the latter in that its principal displacement is a down-throw on the east. In this respect, it is exactly the opposite of the Mexia displacement. Between these two zones of major faulting lies a great down-dropped block, or graben, which is broken by numerous minor faults.

William B. Phillips, Birmingham, Ala.: The questions raised by Messrs. Wilkens and Nitze are in the highest degree interesting to owners of low-grade iron-ores, aizd no less so to blast-furnace managers. If it can be shown that ores heretofore considered worthless can be brought within the limit of economic use, many large and readily accessible deposits may come into market on the one hand, while on the other the possible increase in the output of the furnace per ton of ore used will prove of advantage to the iron-maker. It cannot, of course, be claimed that this process has been employed on a working-scale with respect to iron-ores, and in so far as concerns results on a large scale no one is any wiser than his fellow. Granting that the results obtained in an experimental way (and certainly the experiments were conducted with a great deal of care) can be attained in practice, we would still be facing the question, what it would cost to get them. In the absence of any specific data, we have to fall back on general principles, helped along, as far as possible, by indications afforded by the experiments. I must confess that as regards the Clinton ores, which I have studied to some extent, I am not sanguine of making a ton of 53 to 54 per cent. concentrates from less than 1.75 tons of 40 per cent. raw ore. It may be possible to get the iron in the heads to 56 to 57 per cent., but the lesser richness of the middlings will probably reduce this to 53 to 54 per cent. in the salable stuff. As the authors remark, it is not worth while to discuss the concentration of the better grades of " soft" Clinton ore; for the price at which they are now delivered at the furnaces, and the comparatively limited amount now remaining, render their concentration unadvisable. INTRODUCTION In 1975 278x10 3 tonnes of zinc was consumed in the United Kingdom, of which 69.3x10 3 tonnes was obtained from secondary sources. Of this secondary zinc 37.7x10 3 tonnes was used in brass making, the remainder was used in non metallic applications - eg oxides and salts. Many forms of zinc-bearing wastes arise, for example as galvaniser's drosses and residues, fumes from ferrous and non-ferrous metallurgical processes, and filter cakes from rayon manufacture and metal finishing. In the case of zinc-bearing dusts and fumes, the quantities available for recycle are at present restricted by the failure to collect them efficiently, hut environmental factors are leading to improvements in gas cleaning, with the result that quantities collected will increase and then exceed those required for the production of chemicals, so that some dusts may either have to be dumped or processed to metal. The recovery of zinc from steelmaking dusts is practised in W. Germany (1) and Japan (2) employing processes based on reduction in rotary kilns in order to produce sponge iron and a zinc- rich oxide suitable for feeding to the zinc-lead blast furnace. Although the zinc-lead blast furnace is the only zinc-making process used in the UK, no similar treatment of steelmaking dusts is carried out, a pilot scheme was tested by the British Steel Corporation, but development was abandoned for economic reasons. It appears to be cheaper to pelletise suitable dusts and export them for treatment elsewhere.

The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President's proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government's contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

TWO American students entered the École des Mines in 1856, Joseph Lesley of Philadelphia and Thomas Egleston of New York. Lesley remained there only one year, but Egleston completed the whole curriculum and received, in 1860, the certificate given to foreign students in lieu of the official appointment and degree awarded French students. Returning home he received, in 1861, an appointment by Secretary Henry of the Smithsonian Institution to sort, label, and arrange the collections of mineralogical and geological specimens which had been brought to Washington by the various government exploring expeditions in the West. Thomas Egleston, born in New York City on Dec. 9, 1832, was the son of Thomas Jefferson Egleston, who came to New York from Massachusetts some time before 1829. The first American ancestor of the family had settled near Dorchester in 1630. T. J. Egleston and Joseph Battell established an iron-merchandizing business* at 166 South St., New York, which prospered exceedingly; so much so that when Thomas J. Egleston died, July. 12, 1861, his estate had a book value of over $500,000. Since an older brother was expected eventually to take over this business, Thomas, who had a liking for science, went to Yale, where he completed the regular four-year course in 1854, and then remained another year for advanced work in chemistry under Silliman. One biographer says he went to Europe, early in 1856, on account of his health. It was the custom at that time for wealthy young men to make a tour of Europe after completing their academic education. It has been 5 years since the writer left the Philippine Islands and while in that country his chief work did not lie in this field, though he has visited all but one of the localities mentioned in this article. The principal field studies relating to oil were M de by his colleague, Mr. Wallace E. Pratt. The writer's investigations ealt with the general stratigraphy and paleontology of the Philippines. with the exception of the investigations made by Mr. Pratt and the writer very little information on this subject is available. A number of geologists in the employ of large oil companies have visited the Islands from time to time but, following the general rule, the public has scarcely ever been permitted to learn anything of the results. The writer is indebted to the Bureau of Insular Affairs, Washington, for late information regarding recent legislation in the Islands relating to petroleum. All the known oil seeps, petroleum residues, such as ozocerite, and natural-gas emanations are associated with Tertiary sediments. The chief seeps and most promising prospects are located as follows: 1. Bondoc Peninsula (lower end), Tayabas Province, Southeast Luzon. 2. The west coast of the island of Cebü from Alegria north to, and perhaps beyond, Toledo. 3. Central Mindanao not far from Lake Lanao. 4. The ozocerite veins on the Island of Leyte in the northwestern part in the vicinity of the town of Villaba. 5. Natural gas from some deep wells in Tertiary shale formations on the eastern flank of the Cordillera and extending out under the plain on the island of Panay. The first mention in geological literature, to the writer's knowledge, of gas or petroleum in the Philippines is found in the description of the Island of Panay by the Spanish geologist, Abella, in the year 1890. A quiet revolution has taken place in the conveyor belt industry. Man-made materials, improved production facilities, better splicing techniques and emphasis on repair and maintenance have all contributed substantially to lowering material handling costs for the mining industry. Formerly the rubber industry had only cotton for a belt carcass and tree grown rubber for the protective cover. Monofilament rayon, with desirable elongation and elastic properties, was the first synthetic fiber to be used in place of cotton. But wet strength and other limitations restricted its use, and the conveyor belt industry turned to nylon.

I. The Property. The Homestake Mining Co. has acquired through consolida tion the ground and equipment of the Father De Smet Con solidated Gold-Mining Co., the Deadwood-Terra Mining Go., the Caledonia Gold-Mining Co. and the Highland Mining Co., at and near Lead, Lawrence county, South Dakota, in the northern portion of the Black Hills. The company owns or controls 250 claims, comprising 2,616 acres and covering about 8,000 ft. along the strike of the lode. At the surface there are several veins, of which three have united in depth, where the main vein ranges from 300 to 500 ft. in width. The 1,100-ft. level is the lowest at present. The rock of both walls is, so far as known at present, carboniferous alate, and the country is penetrated by a system of porphyry dikes, and in some places capped with porphyry. The output of the company up to January, 1903, has been, approximately, $70,000,000. II. The Ore. The oxidized, open-cut ore is nearly all treated in the three mills on the northern part of the property, which are as follows : The Mineral Point (formerly the De Smet), of 100 stamps, the Monroe (formerly Caledonia), of 100 stamps, and the Pocahon tas (formerly the Deadwood-Terra), of 160 stamps. A cyanide plant, to treat the leachable portion of the tailings from these North End mills, has recently been installed and put into oper ation at Gayville, or Blacktail as it is now known. The Homestake lower-level ore, which comprises the greater part of that being milled at Lead, may be described as a horn blende, garnetiferous schist or slate, which has been crushed and infiltrated with free silica and pyrites, the latter being

The electrical methods for surface-prospecting have been well developed in the last 20 years. The method involves, in the classic form, the sending of an electrical current into the soil, by means of two electrodes A and B, and studying the potential distribution at the surface, by measuring the difference of potential between pairs of points such as M and N. The points M and N are usually placed on a line between, and equidistant from, A and B. By increasing the distance AB, the current sent into the Earth, and likewise the distribution of surface-potentials, become influenced by regions of greater and greater depth below the surface. By varying the form and dimensions of the electrode-arrangements AMNB, called a "quadripole," one may make valuable deductions concerning the nature or thickness of beds, if one knows the electrical properties of these beds. On the other hand, if the form and dimensions of the electrodes AMNB remain fixed, the depth of penetration of currents in the Earth remains, so to speak, almost constant, although it tends to increase where the subsoil is more conductive, and conversely. Therefore, if one moves the constant-dimension quadripole over all the terrain to be Investigated, one achieves approximately a horizontal exploration. When the particular problem becomes deep, of the order of 2000 meters, or more, it is ne-cessary to Increase the distance between the current-sources AB to a length such that the work 'comes very troublesome, especially if the region is wooded. At the same time, the separation the points M and N must be likewise great (for example, one km) in order to obtain differences potential which are not too small; the measurement of potential differences across MN is then difficult because of the presence of parasitic potentials, due to a flow of telluric currents in fourth, and the order of greatness of these currents may exceed the quantities to be measured.

The emission of firedamp from the strata surrounding active workings of longwall coal faces normally follows a cyclic pattern associated with the mining operations being carried out on the face. Mining a coal seam disturbs the uniform distribution of overburden weight such that the working is enveloped by a region of high stress, both above and below the seam, advancing with the coal face. There is a decrease in stress as the strata is relaxed following the passage of the face (1). The paper describes experimental results obtained during the initial investigations of a study intended to examine the permeability of samples of coal measure strata under various triaxial stress conditions. Several investigators have studied the effect of stress on the permeability of rock, usually in the field of oil reservoir engineering. Two general lines of approach are evident. One used by among others Fatt and Davies (2), McLatchie et a1 (31, Brace et al (4) and Gunther (5) was to subject a rock sample to hydrostatic pressure. Gas or water would be passed through a sealed core mounted inside a high pressure hydraulic bomb. The second approach, favoured by Wilhelmi and Somerton (6) and also by Gray et a1 (7) was to employ a so-called 'triaxial' state of stress. Here radial confining pressure and axial stress are applied independently. The permeability is measured in the direction of the axial load. With the exception of Gunther who tested coals and Brace et a1 who tested a granite, the rocks used have been sandstones with permeabilities generally appreciably higher than British coal measure rocks.
