NO STRANGER phenomenon exists in the American mining industry today than the so-called bootleg anthracite industry in Pennsylvania which now produces probably close to 15 per cent of the total hard coal out- put of the State. Instead of being what - was first thought to be a temporary condition, countenanced because of the desperate condition of some of the miners at the depth of the depression. it is thriving now as never before. Re- ports of it have penetrated all over the world, as exemplified by inquiries concerning it in Durban, South Africa mentioned by John C. Cosgrove in his article in the July MINING AND META LURGY.

MINING occupies a position of less importance than manufacturing or agriculture in Canada, but its relative contribution has increased greatly during the post- war period. Mineral production was only 5.14 per cent of the net value I of production of all kinds of commodities in 1919, but by 1936 the pro- portion had risen steadily to 12.76 per cent. Mining felt the depression, hut unlike agriculture, which is still ' sorely stricken, it has passed from early convalescence to complete recovery. For each of the last two years new high records were established for the industry as a whole and for the quantity of most metals produced. Mining has had a notable effect on - the growth of the power industry in Canada. Water power has been developed in the same or adjacent areas wherever mining camps have been 1 established, with few exceptions. Consumption of electrical energy by the mining industry gained 72 per cent within a decade, rising from 1604 million kw.-hr. in 1926 to 2754 in 1935. WITH rapidly diminishing oil reserves: a great percentage of which are uneconomical at present prices, some of the existing methods of development and production will have to undergo radical re- visions to meet the changes continually taking place in the petroleum industry. Imagination in an engineer is a great asset. The fancy of today is found to be the realization of tomorrow, and with this thought in mind, there is here presented a more or less imaginative picture which, to my mind, has a meritorious basis. Directed drilling has reached a stage of accuracy sufficient to allow the prediction that this art will be used in the future development of oil structures, especially those \\,it11 thin sand bodies 'and steep dips. Directional drilling in a number of fields in California has gratifying results. Wells which practically laid pipe lines through the oil sands have enjoyed a greater drainage radius with a consequent greater initial and cumulative production. In one field where the vertical thickness of sands was approximately 550 ft., wells drifting at an angle as great as 55 deg. fro111 vertical had over 1100 ft. of perforated pipe in contact with these sands. A technical evaluation of actual performance of the preparation facilities at Beaver Consolidated Coal Co.'s Stinson plant is presented, with special emphasis on sulfur reduction in 1-1/2 x 3/8 in., 3/8 in. x 28 mesh, and 28 mesh x 0 size fractions. Evaluation of the heavy medium section of the plant and the treatment of the 28 mesh x 0 coal is included. Design criteria considered for sizing and selection of equipment required to process 1-3/4 million tpy of raw coal on coals of divergent washability characteristics are summarized.

THE interesting and carefully developed formula which Professor Bucky presents for answering the question of whether proposed new equipment will give a net return on investment equal to or greater than that on present equipment starts with an assumption that the management may make this relative return a determining factor in its decision whether or not the new equipment should be provided. I do not question that in some cases the management may take this position, but I would point out the error involved in so doing. The proper test is not a comparison of the return on new as compared with the return on old investment, but is rather a comparison of the return on a particular new investment as compared with the return which would be obtainable from some other new investment which now might be made. Then I would point out that I believe Professor Bucky is in error in using as a factor in his computations the item of unamortized cost of old investment. The financial advantage to be derived from a new investment does not depend on the extent to which we may in the past have written off the cost of old equipment, nor does it even depend upon what was the original cost of that old equipment. Even the salvage or resale value of the old equipment will only enter into the picture to the extent that the present salvage or resale value differs from the ultimate salvage or resale value otherwise to be obtained, after due allowance for the interest factor.

THE high prices which lead and zinc have commanded during recent months have given a great impetus to search for workable deposits of these metals, and there has accordingly risen a demand for information about deposits which have been worked in the past and which might possibly be opened up anew under these more favorable conditions. Production of zinc and lead in Canada has been on the increase during the last few years. In 1924, 175,- 485,499 lb. of lead with a computed value of $14,221,- 345 were mined. Of this, 96 per cent. was produced in British Columbia, 3 per cent. in Ontario, while Quebec and the Mayo district of the Yukon accounted for the remaining one per cent. During the same year the production of zinc amounted to 98,909,077 lb.. valued at $6,274,791. Of this 96,000,069 lb. were produced in British Columbia and the remaining 2,909,008 in Quebec. The large producer of zinc and also of lead is the Sullivan Mine at Kimberley, B. C. In comparison with the Sullivan, the deposits which are known to occur in eastern Canada are relatively small. Two, however, the Kingdoll lead mine at Galetta, Ontario, and the Tetreault zinc property at Notre Dame des Anges, Quebec, are steady producers. The object of this paper is to describe briefly these and other deposits of eastern Canada, to show their relation to geological events and to point out what are the chances of any of those which are idle at present developing into active producers or what are the possibilities of new deposits being discovered.

Cast-iron, or pig-iron, is iron which contains all the carbon that it could absorb during its reduction in the blast-furnace. As is well-known to chemists, carbon exists in cast-iron in two distinct forms. In chemical union, as "combined" carbon, it cannot be discerned, except as it may increase the whiteness of the fracture, in so-called white iron, or carburetted iron (sp. gr. about 7.72). Carbon mechanically mixed with the iron as graphite is visible, varying in color from gray to black, while the fracture of the iron, according to the color and amount of graphite it contains, ranges from a light to a very dark gray. The specific gravity of graphitic iron is about 7.40. Silicon in cast-iron is evidently to some extent combined with the iron and the carbon ; but whether it exists also in a form corresponding with graphitic carbon, mechanically mixed with the remaining mass, is a question still in dispute, which we have not in this paper endeavored to answer. It has been the opinion of many writers on metallurgy, and many foundry men, that silicon is in every way injurious to cast-iron. Yet

These mines, which belong to the Burma Corporation, Ltd., formerly a London company now incorporated in Rangoon, Burma, are situated in the semi-independent state of Tawng-Peng, one of the small divisions comprising the northern Shan states and erroneously known as part of Upper Burma. Bawdwin is approximately 23' 6' N. latitude and 97" 20' E. longitude, 450 miles north of Rangoon, 169 miles northcast of Mandalay and 50 miles south and west of the Province of Yunnan, China (see Fig. 1). Although the mines were worked by the Chinese during the Ming Dynasty, 1412 A. D., the most extensive operations took place between 1796 and 1851, when the mines contributed largely to the silver market of China. During the reign of Tung Chik, 1868 A. D., they were abandoned partly because of the Mohammedan rebellion in Yunnan, which made life and property insecure, but largely because of the difficulty of operating the mines on account of water and poor ventilation. Since that time practically nothing was done, although the Burmese kings are said to have made several sporadic attempts to work the mines, until 1891 when Europeans were attracted by the great slag dumps (assaying about 40 per cent. lead) which the Chinese had left after extracting the silver. After a railroad and smelter had been built and 200,000 to 300,000 tons of slag smelted for lead, exploration work was started and old workings cleaned out in order to locate the remnants of the orebody that it was supposed the Chinese had left. After two years of most discouraging work, the remains of a large orebody was discovered by the Dead Chinaman Tunnel or what is the 171-ft., or No. 2 level adit. From then on the development was rapid and today the Chinaman is considered one of

IN THE metallurgy of precious metals, it has been standard practice for years to use cyanogen compounds, so it was but natural that early investigators in the field of flotation should consider these compounds as possible flotation reagents. In Australian Patent 9508, of 1913, alkali cyanides were described as suitable reagents for the separation of heavy sulfide minerals, the reagents being employed either in an alka-line or neutral circuit. In U. S. Patent 1236501, of 1917, to John M. Tibbet, the use of cyanide in conjunction with soda ash or lime is described. One of the claims of this patent reads, "An improvement in the cyanide process for the treatment of ores comprising, mixing the ore with cyanide solution and oil and alkali: emulsifying the oil in the presence of the ore, the alkali and the cyanide solution, floating a portion of the values in the pulp by producing gas bubbles in the mixture-and removing the values floated." More recently, Sheridan and Griswold, in U. S. Patents 1421585 and 1427235, describe a somewhat similar process and have, successfully introduced it in. the mill of the Timber Butte Milling Co. U. S. Patent 1429544, of 1922, to Stevens, describes the use of double cyanides of copper, zinc, and lead. The success of cyanide as a reagent in the differential flotation of lead and zinc sulfides in highly complex ores is proof that these patents have a solid foundation.. Although the technique of their application to particular ores has been worked out in many cases, no one, so far as is known, has attempted to describe the nature of the action of the cyanide or to determine the ideal conditions for its, application. It was the purpose of the present investigation to gather information on these points. Naturally this would have been an exceedingly ambitious.

This paper was prepared at the request of Capt. A. F. Lucas, Chair man of the Institute's Committee on Petroleum and Gas; as a pre1iminary.discussion of the fuel oils which are used in the Southwest, giving their composition, uses, prices, etc. Should it afterward be found desirable, these observations may be extended over a larger area. In this connection, I suggest that samples of all kinds of fuel oils, including various tars, from all over the country, be collected and sent to some testing laboratory for examination. We would be glad to extend the facilities of the laboratory of the Bureau of Economic Geology and Technology, at the University of Texas, for this purpose, and to do the work free of all expenses. After such examinations are made and the results classified and studied, it would be possible to suggest specifications under which fuel oils should be purchased, and to arrive at some conclusions respecting the uniformity of such specifications, with due allowance for climatic and other more or less local conditions. While such specifications do not now depart from a common standard anything like as much as specifications for illuminating oils do, yet there are discrepancies which should not exist. Some of these discrepancies are of lessening importance, due to the pronounced tendency to distill every crude oil that can be distilled with profit, and to send residues into the market for fuel oil. Residues from the refineries are of a more uniform chemical composition and physical nature than many of the crude oils that go direct into the fuel market. The lower flash-point oils are disappearing from the fuel trade and in place of them we are getting oils that do not flash below 220" F., nor burn under 320" F. In the Southwest, it has not been long since we had fuel oils that flashed as low as 110" F., and the average flash point over a considerable period was 151" F. Now we are using oil that flashes at about 30" lower than the former burning point, which was 258" F. In other words, the flash point has risen, on the average, 100"; and the burning point about 75".

DuRing the past year, we have investigated the cause of 88 per cent, of the failures by breakage near the bit end of some 1-in. hollow, hexagon, drill steel used in a metal mine. This breakage in the region of the bit end of the steel was peculiarly interesting because we have been Ied to believe that breakage is most prevalent at the shank end of drill steels near the place where the steel is gripped in the chuck of the machine. Records from the mine showed, also, that the breakage was much more frequent in the short lengths of large gage than in the longer steels; this is shown graphically in Fig. 1. Because the shorter lengths of steels are usually those that have been made from broken pieces of long steels or from steels that have worn down in service, rarely being made from new stock, those who are wont to suspect steel of tiring and crystallizing in its old age through fatigue are quite apt to see in this instance an argument in favor of their idea. As usual, a careful examination of these steels reveals defects of a character hardly to be overlooked in favor of such a cause. The steel in question was rolled with a sand core and was of the usual drill steel composition: Carbon 0.85 per cent., manganese 0.60 per cent., silicon 0.25 per cent., phosphorus 0.02 per cent., and sulfur 0.02 per cent., with the exception that in some specimens there was vanadium, not exceeding 0.20 per cent. THE influence of cobalt and nickel on the properties of steel might be readily expected to be very similar. The two elements occupy close and somewhat unusual positions in the periodic table, their chemical behavior and compounds are so completely analogous and their various physical properties, including the ferro-magnetic characteristic, show such a remarkable correspondence, that there is no doubt of a strong resemblance existing between these two metals. However, the variety of, properties that are obtained from steel is due, largely to the fact that the element iron possesses allotropic forms. Alloying elements that affect these allotropic forms, or alter the nature of the allotropic changes, exert a profound influence on the resulting steel. In the case of nickel and cobalt, although these elements are very similar chemically and physically, it is found that they differ distinctly in their individual effects on the critical points of iron. Both nickel and cobalt form a series of homogeneous solid solutions with iron at temperatures above 1800° F. The difference in their behavior does not occur until changes begin to take place in the solid state below this temperature. An inspection of the respective thermal equilibrium diagrams at the lower temperatures makes the opposite effects of nickel and cobalt clearly evident.

Prior tests by Dorn, where the strain rate in a tensile test was suddenly changed, have shown a small, but definite rate-history effect to exist. If this effect is neglected in the calculation of creep behavior from tensile results, an error should occur. This paper shows that this error is smaller than experimental scattering, and may be neglected. DORN1 has found a small but definite rate-history effect in the aluminum alloy 250 at liquid-nitrogen temperature using tensile tests with an abrupt rate change. A GREAT CURTAILMENT of field activities among the geophysicists occurred last year, especially in prospecting for the common metals. In gold, however, an "outstanding achievement . . . was made by the engineers of Consolidated Goldfields. Here the suboutcrop of the Main Reef Series was traced from Middelvlei through properties of the westward area, a distance of from 30 to 40 miles. Here Drs. Reineche and Krahman prospected with the aid of a sensitive magnetometer and established the singularities of the various beds which heretofore had not been sufficiently appreciated. Several underlying shale beds were used to determine this suboutcrop under the dolomite. This area promises to be the equivalent of one-half the size of the present gold fields and to rank in value with the Far East Rand." The present temperature compensated magnetometers permit accurate field observations to less than 5 gammas. Since magnetic anomalies may have their origin due to a change of elevation as well as to the outcropping of a bed of another magnetically different material, intimate geological knowledge is of great assistance in the interpretation of these measurements. To what extent magnetic measurements reflect the basement when the material is homogeneous, consisting primarily of red granite, was determined by members of the Bureau of Mines and described by Dr. J. H. Swartz. Because of the diverse causes of magnetic anomalies, some of which were discussed and correlated by Stratton and Joyce upon known conditions, magnetometer measurements are often difficult to interpret.

Two comprehensive papers have appeared regarding the forms of copper that occur in smelter slags, one by Frank E. Lathe1 and the other by C. G. Maier and G. D. Van Arsdale.2 These authors comment on other published results and draw conclusions from their own investiga-tions. The development of X-ray examination of minerals and improve-ment in high-power microscopic methods make it possible today to get additional evidence by means that were not available to earlier investi-gators. The present work was confined to reverberatory slags obtained from five different plants. Some definite conclusions were reached regarding the forms of copper present in these slags. In most cases these agree with some of the findings of Maier and Van Arsdale but new methods of attack were used in the investigation.

WHEN the pipe lines from the Middle East to the Mediterranean are completed, the Middle East supplies will relieve the strain on Western Hemisphere petroleum resources, part of which are now shipped for Eastern Hemisphere use. A sketch of the world petroleum situation as it appears today and in the immediate future will help in understanding the future place of Middle East oil supplies. Anticipated 1951 world demand is slightly under four billion barrels. To meet this requirement, crude output and refinery runs throughout the world (including Russia) must be increased about two million barrels per day above the average of 1947. This increment, together with pipe lines, tankers, and other facilities, will require in excess of ten billion dollars of new capital in the next four years. We are, therefore, looking forward to the greatest expansion program in the history of the industry.

THE convention which met in Washington at the call of the Joint Conference Committee was called to order at ten o'clock on Thursday morning; June 3, by Richard L. Humphrey, temporary chairman, member of the American Society of Civil Engineers, who made a brief statement of the reason for the meeting. Lieut. Col. Charles W. Kutz, Corps of Engineers, U. S. A., and Engineer Commissioner of the District of Columbia, then welcomed .the engineers composing the convention on behalf of the District of Columbia and, the Washington engineers. Although an elaborate program had been prepared on which were many well-known speakers on interesting and important topics, , it was voted to intersperse this to fill in the usual and unavoidable hiatuses in the business program of such a convention[ Calvert Townley, president of the American Institute of Electrical Engineers, was elected permanent chairman, and J. C. Hoyt, of Washington, was elected secretary of the convention. The following committees were appointed: Consti¬tution and by-laws, Richard L. Humphrey, chairman; resolutions, Philip N. Moore, chairman; and program, F. H. Newell, chairman. Then, Gardner S. Williams, member of the, A. S. C. E. and the Grand Rapids Engineering Society of. Grand Rapids, Mich., and one-time member of the American Association of Engineers, offered the following resolutions:
