Some unique hydrogeologic issues are inherent in the problems of siting, designing and licensing a mined geologic high-level nuclear waste repository. The problems involve hydrogeologically unfamiliar rocks for which little proven technology has been developed, long containment periods, elevated temperatures, and externally-imposed management constraints. In evaluating the existing national program, it should be recognized that hydrogeology is only one aspect of the total nuclear waste disposal problem, that the use of multiple barriers requires that the hydrogeologic system be considered in its entirety as a total system, and that engineering modifications can improve the isolation capabilities of certain barriers. Important research questions involve the mechanics of transport through dense fractured and unfractured rocks, methods for measuring vertical hydraulic conductivity, and a variety of geochemical questions. Current expectations for "high quality data" from either in situ or laboratory testing are unrealistic, and a modified approach to repository hydrogeology is needed. The dilemma is that the hydrogeological characteristics that make a potential host rock more satisfactory for respository siting are the same characteristics that are difficult to characterize and make the particular site more difficult to license. Finally, evaluation of the containment potential of any candidate site will become meaningful only with detailed underground exploration, mapping and testing in the host rock formations at the repository levels.

The following discussion was held on August 2.2, 1927, during the meeting of the Institute at Salt Lake City. It. IIIatch, Garfield, Utah.—The object of the meeting, I belicve, is to determine the proper chemical composition to insure long wear of a ball in a mill. This might also apply to rods. I feel that there is only one way of determining accurately the wearing qualitites of balls in mills, and that is by actually wearing out 400 or 500 tolls of different kinds of balls. Two things add to the wearing qualities of a ball: (1) the tenacity, with which the particular particles of iron or steel are cemented together; (2) the individual hardness of each partiele. My cxperience is that a ball that has a Brincll of 550 to 650 will give comparatively long life. There is considerable difference of opinion as to the best steel and iron alloys neressary to produce a satisfactory grinding ball. Some favor chrome, somr manganese and some nickel. Personally, I believe cast iron alloyed with chrome makes the best ball for small sizes; for large sizes (31/2 in. arid up) steel alloyed with mangancse is best. L. O. As I am connected with the Climax Molybdenum Co. you would hardly expeet me to. We have been much interested in trying to work out this grinding-ball problem and have spent a, great deal of thought and effort on it. As we are associated with the American Metal Co. and have a number of Proprrties of our own, we are in poaition to try our ideas on ourselves first. We have tried different compositions, but, have not done anything very remarkable with them yet,, except that we have been able to say that the combination of chrome and molybdenum has given the best, wearing ball. Mr. Hatch feels that iron is the best. medium for grinding, hut since toughtiess as well as hardness is a factor in wearability we feel that a well made steel is better for this purpose. Another difficulty with cast, or chilled, iron is lack of uniformity front day to day or from heat to heat, and the impossibility of protlucing balls free from blow or shrinkage holes which matcrially affect their life. If cast iron is made hard it becomes brittle and lacks strctc11 or toughness. This prevents its use in the larger sizes, aS break:lgc, is a sorious hantlic:~p to efficiency. We have trirtl hard and brittle balls and softer but very tough balls and have proved that maximum hardness, with sufficient toughuess to prevent hrcakagv, is the most important factor. in resistarnce of a steel to abrasion. It is well known that. chromium is one of the best hardening agencies for cither iron or. steel; and molybdenum is recognized as an clerment capable of introducing tonghness. In other words, the proper combination of chromium and molybdenum permits unusual hadness with still sufficient touglmess to stand up under severest impact. It is yet too early to give any actual mill results of this new Combination and though we are proving our ideas at our own properties we have to depend on others to help us make the data more general and more worth while and would like to get some testa 206

Properly constructed stopes are necessary underground for proper ventilation and safe, healthful working conditions. Mining companies are concerned with providing the best possible stoppings at an economic cost. It is important to consider 1) proper materials, 2) construction that ensures maximum performance from the material used, and 3) keeping costs within reasonable limits for the unit operation—stopping—involved. The authors investigated all aspects of the problem and have attempted to layout a study program to provide information on all phases. Mining companies every year purchase huge amounts of material for the construction of ventilation stoppings. This material by the time it is in place in the stoppings will cost the company many thousands of dollars. In addition and more importantly these stoppings are supposed to confine air travel along certain well defined paths into areas where it is needed to provide safe and healthful atmospheres for workmen. The cost of forcing this air through the mine is large and in general increases as the total quantity increases. Consequently, if the stoppings leak, increased cost results and in addition unsatisfactory ventilation may prevail in the mine. Therefore, it is essentia1 to provide the best possible stoppings at an economic cost. When attempting to provide the best stoppings possible at an economic cost, three aspects of the problem must be considered. These are 1) getting the most suitable material for stopping constructions, 2) constructing the stopping so as to get the best performance from the material used, and 3) keeping the cost of stopping construction to a minimum for a suitable stopping. This investigation is concerned with all phases of the problem and has attempted to lay out a study to provide information on all of them. In order to develop information on the best stopping material available it seemed wise, after con- sidering the job a stopping must do, to investigate the following aspects of material used for stoppings: 1) strength in compression, 2) compressibility or yield under load, 3) porosity, and 4) permeability. To provide information on the best manner of construction the following aspects of air leakage through the stopping were investigated: 1) when the stopping is built of dry stacked materials—i.e., the joints are not mortar-laid (See Fig. 1); 2) when the stopping is built of dry stacked material and then plastered on one side (see Fig. 2); 3) when the

Since the annual meeting held in February, 1917, when the Woman's Auxiliary to the A. I. M. E., was formed, the work of organization, which of necessity must be slow, has steadily gone forward. Under the Chairmanship of Mrs. C. C. Burger of the Welfare Committee, three active sub-committees have been formed: that of Americanization; under Mrs. Levi Holbrook, who is eminently fitted for such a position, by her active and valuable work in a number of the fine patriotic societies of our country; the Belgian Relief Committee, under Mrs. Henry H. Knox, which has clone phenomenal work in the three months of its existence, and whose report is later given in detail; and the Emergency Committee under Mrs. Herman A. Prosser, which has a fund already established, and is. in close touch with Major Arthur S. Dwight, ready to act when necessity arises. The officers of the Auxiliary feel more than gratified at the response so far received, and in a later issue will print extracts from letters, if permission can be gotten from the writers, showing the interest and enthusiasm that have beer aroused by the formation of a Woman's Auxiliary. Answers have even come from far Korea "the hermit nation," from Australia, from South America, showing what a bond of sympathy and, helpfulness is in process of growth. It is our sad duty to announce the death of our Treasurer, Mrs. George D. Baryon, who, from the very inception of our plan to organize, was an inspiring and valuable co-worker. Her place will be difficult to fill. Mrs. Arthur S. Dwight is Acting Treasurer at present. The Auxiliary wishes to express its heartiest thanks to Mr. Stoughton, the genial and efficient Secretary of the A. I. M. T HE OPEN FORUM on this subject called by Mr. Hoover at the recent meeting of the Institute' brought out a large number of very able papers, and a very full discussion of all the problems involved. The criticisms of the bituminous industry were: 1. That it was over-developed with the possible output nearly 50 per cent. in excess of the present requirements; that during the summer there were plenty of cars and no orders, and during the winter there were plenty of orders but no cars. 2. That the mines were not properly developed from an engineering standpoint, and that the recovery of the coal varies from 50 per cent. to 95 per cent. 3. That this industry, employing over 600,000 men, could, if running full time, release 100,000 men for other work. 4. That the studies made by the engineers of the Fuel Administration showed that the cost of production increased with a loss of time and that with a 50 per cent. operation the increase in cost was about 40 per cent.

IT was pointed out in an earlier paper1 that our understanding of the atomic mechanism by which diffusion occurs in metallic alloys is scarcely in an advanced state. This unsatisfactory condition is the result not of any lack of interest, but of the difficulty of designing experiments that will yield suitable data. The diffusion coefficient of an alloy, measured in the usual way, is simply a number specifying the rate of homogenization of a nonhomogeneous metal; this number, of itself, can furnish neither the rate at which the individual atoms move nor information as to the mechanism by which they move. It does not necessarily follow, however, that such information cannot he obtained, even if the path to be followed is still not clear. Much success has been attained in the study of diffusion in ionic crystals. A number of experiments, for which there are few counterparts in connection with metals, yields information often indicating a detailed mechanism by which diffusion probably occurs. From such work, quite acceptable theories of lattice imperfections have been developed by Wagner, Schottky, Frenkel, Jost and others.2 It is postulated that real crystals of stoichiometric composition contain, in equilibrium, certain imperfections of which the most important types are: (I) vacant cation sites, with an equal number of interstitial ions; (2) vacant anion sites, with an equal number of interstitial ions; (3) equal numbers of anions and cations in interstitial positions; (4) equal numbers of vacant anion and cation sites. The classification of a particular crystal according to this scheme then follows from studies of the variation of electrical conductivity with pressure of the electronegative component surrounding the crystal, with ion size, and with temperature; other physical phenomena, such as the Hall effect, have aided in establishing the classification. The relative mobility of the anion and cation may be determined by chemical analysis of the salt at the electrodes following electrolysis. With such information, and knowing that one ion never occupies the lattice site normally belonging to an ion of opposite sign, it is usually possible to ascertain the diffusion mechanism. It is clear that the same experiments are not applicable to metal crystals, and substitute experiments that yield as much information have not yet been devised. Much can be learned, however, about the mobilities of the two* kinds of atoms in alloys by the use of radioactive metals as indicators. Only one such experiment has been performed in the past. The uranium industry is booming. In Texas alone, there are about 22 different companies with active exploration programs. Twelve solution mines have been permitted; three surface mines have been authorized; and two mills are currently in operation. However, the industry also has a problem, and that is the disposal of radioactive wastes. Over the past several years, stories concerning nuclear wastes have appeared frequently in the news. One of the most frequently cited cases occurred in Grand Junction, Colorado. In 1966, after ten years of investigations, the U. S. Public Health Service (PHS) discovered that tailings from a uranium mill were being used as fill material and aggregate for local construction purposes. It was estimated that between 150,000 and 200,000 tons of material had been removed and used under streets, driveways, swimming pools, and sewer lines. In addition, tailings had been used under concrete slabs and around foundations of occupiable structures. Further studies prompted the Surgeon General to warn that the risk of leukemia and lung cancer could be doubled at the measured radiation levels. More recently, the L. B. Foster Company discovered that its building site in Washington, West Virginia, was radioactive. While digging a foundation, the ground erupted and a ball of fire 30 feet high shot out. Evidently, the dirt was laced with radioactive thorium and zirconium, a potentially explosive mixture contained in a Nigerian sand which had been used by the previous site owners in the manufacture of nuclear fuel rods. Just this month we have read about legal suits to stop exploration for a nuclear waste disposal site in Randall County, Texas. The U. S. Department of Energy is trying to locate a deep underground nuclear waste depository for final burial of over 76 million gallons of high-level wastes. The problem is acute, the wastes are accumulating at a rate of about 300,000 gallons per year. Nor do these numbers include the spent fuel elements from nuclear power plants that are in temporary storage facilities. Fortunately, public awareness of these and other related issues is high. Unfortunately, the differences in the waste products from the nuclear fuel cycle are not always apparent to the general public. There are two distinct types of radioactive wastes: "high-level", which consist of spent fuel or wastes from the reprocessing of spent fuel; and "low-level", which, in general, are by-product wastes. There are numerous non-technical definitions that can be applied to help the layman differentiate between high-level and low-level wastes. For this latter purpose, it is best to think of them in terms of what we can see and feel. In general, high-level wastes are physically hot and can cause acute radiation sickness in a short period of time. Low-level wastes are not hot, but may cause chronic health effects after long exposure. The wastes which we are concerned with in the uranium mining and milling industry are low-level wastes. As recently as ten years ago, there were very few controls or regulations governing tailings disposal methods. At the same time, mine reclamation was not enforced through either state or Federal laws and the long-term viability of abandoned tailings ponds was not assured. The regulatory climate has changed significantly in the last decade, however. The low-level radioactive wastes generated by uranium mining and milling are generally contained in a tailings pond. Approximately 85-97% of the total radioactivity contained in uranium ore is present in the mill waste that goes to such tailings ponds. The isotope Radium-226 is probably the most potentially harmful radioactive parameter in the ponds. Radium emits gamma radiation and is also an alpha particle emitter. Because gamma radiation is very penetrating, it presents a potential health problem when a source is located external to the body. Gamma radiation will go through the body, causing damage to each cell encountered on the way. Although alpha particles have very little penetration capability, they can cause extensive cell damage. For this reason, alpha particles are a problem after inhalation or ingestion. Radium creates a health hazard by both of these mechanisms. Radium decays to radon gas which can be inhaled and serve as an alpha particle emitter. Additionally, radium is very soluble and readily enters the natural hydrologic cycle if allowed to leach from a tailings pond. With a half-life of 1620 years, radium has plenty of time to be taken into the food chain and end up in our bodies, emitting alpha particles. Because the potential health problems are better understood today than ten years ago, and because the Nuclear Regulatory Commission (NRC) has developed increasingly stringent government regulations, the uranium mining industry applies a high level of technology to the disposal of nuclear wastes. In most cases, low-level radioactive wastes are disposed of at or near the site where they are produced. There are six commercial burial grounds for low-level wastes, but it would not be economical to ship all mine or milling wastes to these sites. THE need for a clear understanding of the physical nature of the flow of gas-liquid mixtures in vertical pipes is ever becoming more apparent. This type of flow is encountered when gas and oil are produced from a well; when water is removed from gas wells with siphon lines and when liquids are elevated by means of air or gas lift. Although a number of investi-gators1-7 have published data on the flow of gas-liquid mixtures, in only a few cases has the experimental setup been devised to permit visual study. In the fields of heat transmission, such as the boiling of liquids and the study of the critical phenomena of the hydrocarbons, researchers have been able to throw additional light on heretofore unexplainable happen-ings through actual observation in glass apparatus. This investigation was therefore undertaken in order to obtain qualitative as well as quanti-tative results for air-water flow. EXPERIMENTAL APPARATUS AND PROCEDURE The flow column used in these tests was made of standard 2-in. pipe and was approximately 98 ft. in height. Pyrex observation sections 2 ft. long having the same internal diameter as the wrought-iron pipe were placed at 14-ft. intervals in the column. The bottom of the tube was cut off square and terminated in the mixing chamber. No perforated nipple or footpiece of any kind was used. To the top of the column was fastened a semicircular return bend having a 4-ft. radius. The flow column was supported by a standard cable-tool drilling derrick (Fig. 1) into which were built observation platforms at each Pyrex section.

THE tendency all over Europe, just as it is with us, is to go to the use of turbines for new construction or replacement of old steam or even gas engines. 'The lower construction cost and the lower operating cost, when they can have high steam temperatures and pressures, together with their efficiency, is the cause of this change to turbines, both high and low pressure. The present trend is to equip plants with modern, efficient steam boilers, turbines, etc., and gradually work into high-pressure superheated steam equipment to accomplish a saving. One company has just completed a 375 to 400 lb., 700 deg. superheated steam installation and turbo-blowers with this end in view. Some of our new steam plants are using 350 lb. working pressure.

IN reviewing the field of mineral industry education last year reference was made to recent assertions, mostly emanating from sources not in a position to know the facts, that mining engineers as a class are disappearing. Attention might also then have been called to a statement that appeared in Engineering News, August 11, 1892 (p. 130), ". . . the great absolute decline in number of mining graduates, which last amounts almost to a complete abandonment of mining engineering as a distinct branch of study." During the last quarter of 1948, two new machines, which may revolutionize the coal mining industry, made their first public appearance within two months of each other. Both are designed to mine and load coal continuously. On Oct. 27, the "Colmol," invented by C. H. Snyder and A. E. Lamm, president and executive vice-president, respectively, of the Sunnyhill Coal Co., was demonstrated at the No. 8 mine of that Company at New Lexington, Ohio. The "Joy Continuous Miner," invented by H. F. Silver, president of the Silver Engineering Works, Denver, and developed and manufactured by the Joy Manufacturing Co., was demonstrated at the Mathies mine, near Finleyville, Pa., in the Pittsburgh coal seam.

BINARY- alloy phases having the A15-type crystal structure have been described as occurring at a simple and more or less invariant stoichiometric composition (A3B) which corresponds to the relative number of atoms occupying each of the two crystallographi lattice sites in this structure.1,2 It is frequently assumed, therefore, that each crystallographic site is occupied exclusively by one kind of atom. In most cases, however, there have been insufficient experimental data to establish whether atomic ordering is, in fact, complete. Recent studies have shown that binary A15-type phases are sometimes stable over an appreciable composition range3''* and, occasionally, the composition range of stability does not even include the "ideal" A3B stoichiometric composition.5-7 We have observed the existence of nonstoichiometric A15-type phases in the binary systems Cr-Pt and Cr-Os. This has not been reported in previous work on these alloy systems.1,8-11 A series of alloys, each weighing approximately 30 g, was prepared by are-melting in an Ar-He atmosphere using 99.999 pct Cr, 99.999 pct Os, and 99.99 pct Pt as starting materials. Each alloy was melted four times with a total weight loss of less than 1 pct. The stoichiometric (A3B) alloys were sealed in evacuated quartz tubes and annealed at 1200°C for periods of time ranging from 3 days to 2 months. Examination of the alloy microstructures revealed that little change had occurred over this time interval and it was therefore assumed that the microstructures were fairly representative of equilibrium conditions. No evidence of contamination was observed although there was apparently some loss of chromium which was confined to a thin layer at the surface of the specimens. The quartz tubes were quenched from the annealing temperature into cold water. X-ray diffraction and metallographic examination of the stoichiometric alloys revealed an estimated 10 to 30 pct of second phases which were tentatively identified as phases previously reported in these binary-alloy systems.8-11 A second series of alloys was prepared by mixing -325 mesh metal powders having a nominal purity of 99.9 pct and compressing these mixed powders in a cylindrical die at a pressure of 43,000 psi. These alloys, each weighing 15 g, and some of the arc-melted alloys were annealed in a high-temperature vacuum furnace heated by tantalum strips at a pressure of 10-8 Torr and were rapidly cooled by turning off the furnace power. X-ray and metallographic examination of both series of alloys served to establish the composition ranges of the A15-type phases. Although some chromium losses occurred during the vacuum annealing, they were largely confined to a thin layer on the outer surfaces of the samples. It was established that the A15 phases occur in the Cr-Pt system at 21 ± 1 at. pct Pt after 1 week at 1200°C and in the Cr-Os system at 28 ± 1 at. pctOs after 1 day at 1400°C (see Table I). We also observed that an arc-melted stoichiometric (A3B) alloy in the Cr-Ir system was single-phase (A15-type) in the "as-cast" condition in agreement with previous work.8,13 In addition we obtained a sample of the Cr-Os A15-type phase from Argonne National Laboratory. This alloy contained less than 1 pct second phase12 and was submitted to a density measurement. The density measurement yielded a value of 11.14 g per cu cm in comparison to a theoretical value of 11.25 g per cu cm calculated using the observed lattice constant (4.6806Å) of this alloy. The uncertainty in measurement was 0.1 pct but the sample may have contained some cracks or minor imperfections which could account for the low experimental value. We have also studied the atomic ordering in these phases by means of integrated line intensity measurements using thick, flat, rotating powder samples and CuK a radiation in an X-ray diffractometer. We have obtained order parameters of 0.90 for the Cr-Pt phase, 0.89 for the Cr-Ir phase, and 0.64 for the Cr-Os phase using the formula: where s is the usual Bragg and Williams order parameter, ra is the fraction of chromium atoms in A sites, and FA is the fraction of chromium atoms in the alloy. The values obtained are estimated to be accurate within ±4 pct. If the unusually small value for the order parameter of the Cr-Os A15 phase were due to the existence of lattice vacancies on the "B-atom" sites, then a density of 10.04 g per cu cm would be expected in contrast to the observed value of 11.14 g per cu cm. The results of an inquiry into the structural nature of some 70 iron alloys containing both nickel and chromium over a considerable range of concentration are briefly described in this paper. This study is a part of a comprehensive program of investigation into alloys involving chromium in progress at the Union Carbide and Carbon Research 1aboratories. All the compositions studied contained carbon in amount comparable to commercial alloys. The B Constituent In addition to locating the limits of composition for the three principal types of structure (polyhedral ferrite, martensite and austenite) and their combinations, certain other features of the system were observed. A hitherto undescribed brittle constituent (designated here as the "B constituent") was discovered. It is very hard, non-magnetic and forms in two modes from chrome-ferrite by recrystallization. It is the stable low-temperature condition for the equal-proportion chromium-iron materials containing less than 10 per cent. nickel. Although it partakes of the nature of an inter-metallic compound, yet it may exist over a considerable range of composition. It is non-existent above a temperalure zone, varying with composition, from 800° C. to 950° C., and heating above this critical temperature develops chrome ferrite persistent after average cooling rate; a few hours just below this temperature will develop the complicated brittle crystalline type. The B constituent, when found in the grain boundaries of alloys of lower chromium content, contributes a serious brittleness removable, however, by heating and cooling rapid enough to prevent its re-format'ion. By suitable means of precipitution, the hard B constituent can be made to strengthen the already stiff alloy matrix in the manner of submicro-scopic particles, as exemplified in duralumin or the Sykes iron-tungsten and iron-molybdenum alloys. Jasper County lies just north of the geographical center of Georgia, bounded on the west and north by the Ocmulgee River. The county seat, Monticello, is approximately 65 miles east-southeast of Atlanta and 40 miles north of Macon. It is served by the Macon-Athens branch of the Central of Georgia Railway Co. and by five paved highways converging from adjoining county seats. Farming and lumbering are the principal local occupations. About half the county is covered with pine and mixed hardwoods; a large part of the forested land is owned by the Soil Conservation Service of the Department of Agriculture in its Piedmont Land Utilization Project. The topography is one of gently rolling field and forest with occasional hills rising 100 ft or: more above the creek beds. Though annual rainfall is in the neighborhood of 60 in., most of it falls in torrential downpours of short duration which tend rapidly to erode the red soil and convert the country roads to greasy tracks of red mud.
