M.S. Azun The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also, I do not agree with the conclusion implying that the main goal for state companies is to capitilize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondant government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

Recovery of Precious Metals from Chloride Solution by Magnetite The development of environmental-friendly lixiviants as alternatives to cyanide and the increasing recycling activities to recover precious metals from waste materials have prompted researchers to find efficient methods and alternative sorbents to recover precious metals, such as Au and Pt, from aqueous solutions. This study explored the use of magnetite (Fe3O4) as a sorbent to recover Au and Pt from chloride solutions. Magnetite is a semiconductor and has the capability of transferring electrons both within the solid state and across the solid-liquid interface and has the ability to reduce metal species on its surface. The sorption of AuCl4- and PtCl62- from NaCl solution on commercial grade magnetite powder was investigated by batch-sorption experiments. The effects of pH, contact time, NaCl concentration and precious metal concentration on the recovery were studied. Sorption experiments revealed that magnetite exhibited selectivity towards other metals with the strongest affinity for Au. Both Au and Pt recoveries showed similar pH dependence curves, with peaks at pH 6 - 7. At this pH range, a maximum of 4.4 ¦mol Au/g Fe3O4 and 3.0 ¦mol Pt/g Fe3O4 were recovered after 24 h at an initial metal concentration of 0.05 mol/m3. Increasing the initial precious metal concentration increased the Au and Pt uptake amount by magnetite. It was also observed that the recovery decreased with high NaCl concentrations. The SEM images of the magnetite particles after the treatment showed that gold, which was confirmed by the EDX analysis, agglomerated and were deposited on Fe3O4 surface.

"Early in World War II it became apparent that the known bauxite re- serves might not be adequate to supply the demands of the American aluminum-producing industry, as the transportation of bauxite from abroad to this country might easily be interfered with by hostile action. Consequently, the Bureau of Mines set up an intensive, well-integrated program for the production of cell-grade alumina from low-grade domestic ores. This pro-gram of investigation covered the production of alumina from clay, alumite, red mud, and other low- and marginal-grade ores. In line with the Bureau's usual policy of conservation of natural resources, it was decided that the investigation should be extended to cover the production of alumina and other valuable byproducts from aluminum dross.Statistical information showed that during the year 1943-44, an average of 2,900 tons of aluminum dross was generated monthly. This dross, after partial removal of free metal, had an average metallic aluminum content of approximately 9 percent. Some of this dross was produced by the melting of alloyed aluminum; but a large proportion 1,700 out of 2,900 tons - was generated by two producers of primary aluminum, and the dross did not contain an great proportion of alloying metals. Compared with dross from other sources, this 60 percent of the country's capacity can be assumed to have relatively uniform composition. Moreovcr, the problem of collection and distribution can be minimized because of the relatively small number of plants included in the organization of these two producers of virgin metal.Except for large pieces of metallic aluminum that easily can be mechanically separated for remelting, this dross has been discarded and scrapped. Inasmuch as chemical analyses show that the alumina content of dross is far higher-than ordinary ores - 111 percent alumina equivalent in dross compared to 57 percent alumina in bauxite - aluminum dross is a far richer source of aluminum than any known naturally occurring ores. The discard, of this waste material during the war and reconversion periods would be unsound economically. The work reported herein describes tests at the College Park Station of the Bureau of Mines on the recovery of metal, alumina, ammonia, methane, and abrasive-grade corundum from dross."

Fines and unnecessarily small rock fragments are created by as many as four identifiable breakage mechanisms which operate close to the charged section or sections of the blasthole. The peak blasthole pressure (Pb) should not exceed that value at which the rock starts to fail in compression. Excessive Pb values can be prevented by carefully selecting:1. the composition, density and/or diameter of the charge, and2. the initiation/priming system.The percentage of fines increases with:1. increases in the charge diameter:blasthole diameter ratio, burden distance, blasthole diameter, effective sub-drilling and size of blast, and2. decreases in blasthole spacing, stemming height and the length:width ratio of the blast block.Decked charges tend to reduce the percentage of fines.Excessive fragmentation is more evident in buffer blasting and sinking cut shots than in blasts fired to a clean free face. Initiation sequences which give effective burdens considerably less than drilled burdens encourage the minimization of fines, as does an inter-row delay time which promotes good progressive relief of burden.The wastage of explosive energy in creating fines is most pronounced where fully-coupled, energetic charges are fired in weak and/or highly porous rocks. This is especially so where forward movement of the strata is impeded by buffer rock, excessive burden distances and/or inadequate inter-row delay times.

The necessary uniformity of mixture to produce slags of regular composition and the choice of the slag—forming ingredients and products to be formed can be made only before the charge to dropped.It was found (R.I. 3096) at Kellogg, where the charge is mostly sinter, that the ratio of the slag—forming ingredients taken from each tuyere was nearly constant, in contrast to the irregular composition of slags taken similarly from a furnace whose charge consisted of ingredients differing greatly in chemical and physical nature, including size. If the charge consists almost entirely of sinter, the blast furnace should then operate more uniformly."

Fin I As far as continuous casting plant concepts are concerned, this specifically requires an optimal adaptation and flexible operation when converting liquid steel into a directly processable product without any in-between treatment. Continuous casters need to fully satisfy the requirements of both the upstream steelmaking facilities as well as the downstream rolling facilities.

Roof support systems are necessary to provide stable mine openings and much research has been conducted to design a variety of roof support systems that will function in various manners to ensure that stable ground conditions are achieved. Despite these advancements in technology, mistakes continue to be made in the evaluation and/or installation that significantly degrade the support capability or lead to erroneous determinations of support expectations. The purpose of this paper is to discuss misconceptions about how roof supports perform and factors that impact their performance. The goal is to present practical information that will assist mine operators and engineers in selecting, installing, and evaluating roof support systems properly, and help them to avoid mistakes that can lead to erroneous expectations and potentially catastrophic results that may lead to roof falls. The paper is limited to a discussion of secondary roof support systems and powered roof supports such as longwall shields.

Research on the solid-fuel reduction of Knob Lake iron or was conducted to upgrade lean and high-grade ores and recover metallized products suitable for ironmaking or steelmaking. The program included bench-scale tests plus a number of continuous campaigns in a 34-inch by 36-foot rotary kiln. In the laboratory, metallizations in excess of 90 percent were achieved by reduction of crushed ore with lignite at 950° C. Subsequent grinding (to minus 200 mesh) and wet magnetic separation yielded concentrates analyzing less than 3.0 percent SiO2 and more than 90 percent Fe. Virtually complete recovery of the iron occurred. During early continuous tests the crushed ore created a serious ringing in the kiln which was solved by balling the fines with bentonite. Unfortunately, at this temperature (950° C) the bentonite militates against the concentratability of the metallized product. For example, a run on direct-shipping ore produced concentrates of 89.5 percent Fe and 4.5 percent SiO2. At 500° C the adverse effect of bentonite disappeared and concentrates of 88.4 Fe and only 2.5 percent SiO2 resulted. However, with comparable feed r Los, the metallization dropped to 73 percent.

Regulations are needed to keep construction vibrations in tolerable limits. The existing regulations were developed for low-rise residential structures, but they are incorrectly used for different super and underground structures. The existing regulations cannot prevent most of harmful vibration effects on sensitive devices, people and structures from construction and industrial vibration sources. It is important to determine the areas of application of the existing regulations and bring attention to the necessity of measurement of the structural responses for assessment of vibration effects on structures. For multi-story residential, commercial and industrial buildings, the frequency-independent safe limit of 51 mm/s (2 in./s) can be chosen for the peak particle velocity of structural, not ground, vibrations. Specifications for construction operations with dynamic sources have to consider specifics of each construction site. Preventive measures can be used to mitigate harmful vibration effects on various structures and settlements in sand and clay soils.

The objective of this work is to quantify the effect of the rock mass surrounding a stope or a tunnel on the seismic signal so that the rockburst damage on the excavation can be derived. It has been shown that the transfer function of rock mass surrounding an excavation can be modelled using a damped oscillator. The method of estimating the transfer function is extended in this paper. The parameters of a damped oscillator are estimated using inversion techniques and the transfer function is modelled as a time-varying system. The technique is tested on data acquired at three different sites in two deep gold mines. Employment of a modal model of the transfer function was suitable in two cases. Application of this technique is essential to track the time variation of the natural frequency during ground motion caused by a seismic event.

The amount of airborne respirable dust generated from break- age of different coals varies widely. This research was conducted to identify the facets of airborne respirable dust liberation from the coal product. Laboratory crushing experiments were conducted on a range of low to high volatile bituminous coals to investigate the various factors influencing airborne respirable dust generation. Bituminous coal samples from 8 mines (5 U.S. and 3 Polish) were uniformly prepared and processed through a double roll crusher located in a low air velocity wind tunnel. Experimental factors studied included inherent coal seam constituents, specific energy of crushing, product size characteristics, dust cloud electrostatic field, and specific quantity of airborne respirable dust generated. The results of this investigation build upon previously published results, which indicated that a combination of several factors are associated with the generation of airborne respirable dust. One factor involved is the effect of coal rank, described by the inherent moist fuel ratio, on the product size characteristics, defined by Schuhmann size function parameters. However, since coals of high moist fuel ratio (high rank) are generally more extensively cleated, it is suggested in the present work that the degree of cleating is directly responsible for the quantity of respirable-sized particles produced in the crushed product material for eastern U.S. coals. This is implied by the relationship of ash content and at least one mineral constituent (pyrite, determined from pyritic sulfur analysis) to the percentage of airborne respirable dust. To validate this hypothesis, a description is offered that is based on known coal petrography. Another key factor is the effect of air dry loss moisture in the coal seam on the breakage-induced electrostatic field of airborne dust. The air dry loss moisture factor appears to control the amount of airborne respirable dust that is liberated from the product. The resultant effect of these factors is that different percentages of coal particles smaller than 10 µm are dispersed as airborne respirable dust with a well-defined peak in the normalized airborne respirable dust for a narrow range of air dry loss moisture - ash ratios. A clear delineation of coals, based on well-known proximate analysis characteristics, that generate the most respirable dust appears to be possible. "Combustion is used throughout the mineral processing industry to produce steam in boilers, to dry concentrates in rotary dryers, and to apply heat treatments in pyrometallurgical furnaces. Tight combustion control is very important in latter type of furnace since the combustion conditions directly affect final ore quality. However, achieving tight combustion control is not straightforward since most of the flames encountered in industry are turbulent non-premixed flames, they are affected by several unmeasured disturbances and are often produced by burning several types of fuel simultaneously, some of them coming from other parts of the plant. A novel method is proposed in this paper to improve process and product quality control as well as to optimize the combustion conditions based on digital flame color images. Multivariate Image Analysis and Regression is to used extract the flame color characteristics from images to predict the solids discharge temperature of an industrial rotary kiln. It is shown that this method yield extremely good 10 minutes ahead forecast of the temperature and should lead to a substantial reduction in product quality variability as well as in fuel consumption.INTRODUCTIONFuel-fired furnaces are often used in the mineral processing industry for various purposes, such as for the production of steam (utility boiler), in conjunction with rotary dryers to dry mineral concentrates or in pyrometallurgical processes for induration, roasting, and so forth. These furnaces are necessary in the supply chain from the mine to the metals, but their operating costs are constantly rising due to the fluctuations in fuel prices. Moreover, these processes are now targeted by the Kyoto Protocol since they are energy intensive and they produce significant amounts of CO2 and other pollutants such CO, NOx and SO2. To achieve both a reduction in operating costs (i.e. fuel consumption) and in pollutant emissions while maintaining or improving product quality, one needs to have a very good control of the combustion process."

The excavatability of the rock mass in a proposed open pit mine at Globe-Progress has been assessed. The rock mass was initially evaluated by determining variations in seismic velocity and by using the Revised Size-Strength Chart. These two assessments should be performed during the feasibility or early investigation stages of a project. A complete rock mass excavatability assessment using a suite of geological and geotechnical properties was then performed using three methods: RMR System; Modified Rippability Rating; and a productivity estimation method. These three methods should be applied during the investigation and design stages of a project. The preliminary assessments show that most of the open pit rock mass is expected to be rippable. The complete assessment differentiates weak, fair and good rock masses within the open pit. Weak rock mass exists along the Globe-Progress Shear zone, located along the northern and eastern pit walls and also in the western pit wall where the Chemist Shop Fault is located are both regions are expected to be diggable. Relatively weak rock mass also exists along the Globe-Progress Shear axial hinge. The Globe-Progress Shear limbs are generally fair to good rock where moderate to hard ripping should be expected.

"Explosives used in blasting operations, natural and anthropogenic sources such as septic systems,fertilizers, and decomposing vegetation can potentially contaminate groundwater with nitrate in thevicinity of construction sites and make identification of blasting impacts difficult. Blasting operationsfor a private construction project in Windham, New Hampshire were indicated as the source of water quality impacts to private drinking water wells prompting the New Hampshire Department ofTransportation (NHDOT) to implement a proactive approach to limit the potential for impacts fromblasting for ongoing NHDOT projects. NHDOT has developed a baseline drinking water monitoringprogram designed to detect potential impacts and to ensure alternative drinking water is providedthroughout the construction phase of projects. In 2013, the U.S. Geological Survey (USGS) andNHDOT began a study to determine the source and fate of nitrogen compounds near blasting sites using a combination of isotopic, time series, geochemical, hydrologic, and geologic data. Approximately 1.75 million cubic yards (1.33 cubic meters) of rock were removed by blasting in several locations for roadway construction at a major highway construction site in southern New Hampshire."

Paper presented at the conference: Risk assessment in the extractive industries, held in Exeter, UK, 23-24 March 1994, and first published London: IMM, 1994, preprint volume, 11pp., 15 refs. Hazards such as vibration, dust emission and fragment projection can result in an area called the Danger Zone being set around a blasting site. Traditionally Danger Zones have been set solely on the basis of consequences (e.g. based on the maximum distance of rock projection or expected ground vibration plus a defined safety margin). Advances in risk assessment and its growing acceptance as a safety management tool have led to the setting of Danger Zones based on both consequences and frequency of occurrence. This allows distances to be optimised on the basis of acceptable risk levels rather than the potential consequences of infrequent events. The setting of a flyrock Danger Zone is used to demonstrate a risk-based approach compared with a traditional consequence approach

The reduction of zinc from slags by a molten, carbon-saturated bath was examined in a laboratory study under conditions of continuous slag feeding. The results show that it is possible to reduce the bulk of the zinc from the slag before there is a net reduction of iron. However, the recovery of zinc was not as high as in batch tests performed in an earlier study. Lead in the slag was reduced simultaneously with the zinc to very low levels and was volatilised. Copper in the slag was reduced and dissolved in the alloy. An attempt was made to identify potentially commercial ways of treating zinc slags using an iron bath. The approaches that appear to have the greatest potential are reduction in a batch process using electrical heating and reduction in a continuous process with co- or countercurrent flow of the slag and alloy. In the latter the alloy would be prepared in a separate furnace before being contacted with the slag. The purpose of this would be to superheat and carburise the alloy so that no additional heat or reductant would have to be supplied in the slag-alloy reactor

The mineralogy and textures of a portion oC ore from the 25 level northern orebody, North mine, Broken Hill are described. This ore, in places, contains up to 70 per cent cubanite (CuFe2S3 ) which has crystallized directly with other sulphides and associated gangue minerals.Several breakdown reactions involving the cubanite are also considered.

In an effort to improve efficiencies and reduce costs, AngloGold has embarked on a process to develop and deliver consistent, high quality, tailings based support or construction products to stopes and tunnels on request. A three-phase approach of product conceptualisation, design and delivery has been adopted. To date a substantial amount of laboratory development has taken place with promising results, indicating that the project aims are achievable. Dans un effort pour améliorer le rendement et réduire les coûts, AngloGold s’est embarqué dans une opération qui vise à développer et fournir aux chantiers d’extraction et tunnels, sur demande, des produits de construction ou de support basés sur rejets qui sont réguliers et de haute qualité. Une méthode à trois volets a été adoptée : conception, création et livraison. A ce jour, un développement important en laboratoire s’est produit, avec des résultats pleins de promesses, qui semblent indiquer que les buts du projet peuvent être atteints. Vast improvement in methods of design and analysis of the long- term stability of overburden above room and pillar mines is needed. Improved methods are vital for planning and land development and for prediction above existing, presently stable, room and pillar mines. As shown on the flow chart in [Figure 1], the assessment of the long-term stability is an integral part of the site investigation process regarding mitigation of surface damage effects. In Illinois, flat farmlands with subjacent coal reserves cover vast areas. In some of these areas high extraction of the underlying coal layer(s) may not be possible since the resulting surf ace subsidence combined with a pre-existing shallow water table would make the land too wet. Thus recovery of this coal might only be accomplished by room and pillar mining where the ground surface does not subside and the hydraulics of the overburden are not significantly affected.

The physical beneficiation of iron ore that has a wide particle-size distribution is problematic, regardless of the process applied, whether dense medium separation, gravity concentration, magnetic separation, or flotation. The problem of particle size is further compounded when there is a significant -10 µm fraction. Generally the approach to a wide particle-size distribution is to split into narrower size ranges and treat each separately. More often than not the -10 µm fraction is not treated but discarded. This approach results in a more complicated and expensive flow sheet and the loss of any potential value in the -10 µm fraction. Wet high-intensity magnetic separation (WHIMS) bench-scale test work was conducted on a haematite-rich material with a particle size of -200 µm. What made this material different was that it contained a 60% -10 µm fraction, hence discarding the -10 µm material was not an option. The objective of the test work was to determine how to maximize the recovery of the haematite across the full particle size range. Given the unusual particle size distribution, it was concluded that WHIMS would be the only practical beneficiation route. The -200 +10 µm and -10 µm fractions were treated separately and together under varying WHIMS conditions. For a given concentrate grade, the mass yield obtained was greater when the total particle-size distribution was treated. The inferred optimum conditions, using the same material, were tested on a pilot-scale WHIMS and similar results were obtained.
