Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

An approach of geological mapping and descriptive criteria has been used to identify hydrothermal eruption breccias, named the Onemana Breccia. These in part mantle a gold bearing fossil hydrothermal system located on the eastern side of the Coromandel Peninsula, New Zealand. Whilst eruption breccias are documented from active and recent geothermal centres within the Taupo Volcanic Zone and in Northland their recognition at Onemana is the first confirmed discovery for this lithotype within ancient hydrothermal systems of the Coromandel Volcanic Zone. At Onemana the widespread occurrence of silicification, sinters, volcanic lake sediments, eruption breccias and advanced argillic alteration allows classic hot spring epithermal modelling. The geological setting, distribution, lithological characteristics, hydrothermal alteration and trace element geochemistry of the Onemana eruption breccias are described. These breccias are closely comparable with hydrothermal eruption deposits elsewhere, particularly those in active ore forming hydrothermal systems. Consideration is given specifically to the role of the Onemana Breccia in an exploration strategy for discovering epithermal gold-silver deposits.

Ruthenium (Ru) is known as a platinum group element with a very small production volume. In fact, the worldwide annual production of primary Ru metal is only about 20-30 tons, and it depends on the amount of Pt produced, since Ru is a byproduct from Pt smelting. The primary uses of Ru are as a material for resistors, as a catalyst for electrode materials, and as a sputtering target for hard disk memory storage. In order to recover Ru from the spent sand-blasting abrasive media generated during the cleaning of the apparatus used for Ru sputtering, a hydrometallurgical recovery process using hypochlorite solution has been investigated. In this study, various types of recycling processes that are presently under development are also introduced, and their features and differences are discussed. The advantages and disadvantages of the new recycling processes are evaluated, and the possibility of establishing new recycling processes in the future is discussed from a multilateral perspective.

It deals with the physiological aspects of exposure to air contaminated by organic matter, noxious and toxic gases, and dusts that emanate from various sources in underground workings; part II will discuss the relation of abnormal mine temperatures and humidities to the health and efficiency of minors; and part III will describe theoretical and practical methods of air conditioning mines to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts or the world.

"Any economic calculation with respect to potential submarine mining activities requires reliable analytical data on the contents of valuable metals in these ores, including trace metals such as rare earth elements as well as Ti, Mo, V, Zr and Li. Due to the very special matrix of ferromanganese nodules (30% manganese oxides, 10-20% iron oxides, silicates; see Kuhn et al., this volume), their geochemical analyses pose a real challenge. Available ferromanganese nodules reference materials, e.g., NOD-P1 and A1, JMn-1, GBW07249, SDO-4 to -7 and NM2388, generally have only a few certified values for trace elements. Published data for these reference materials, collected in the GeoReM database (http://georem.mpch-mainz.gwdg.de/) are either rare for high technology metals or widely scattered for certain elements, especially the PGEs. Since most of these materials were released in the 1990s, many analytical procedures have seen significant advancement.In order to facilitate analytical quality assurance during exploration and potential future mining activities, the German Federal Institute of Geosciences and Mineral Resources (BGR) has contracted the Central Geological Laboratory of Mongolia (CGL) to produce a certified reference material for nodule analytics. Certified reference materials provide the highest level of reliability in geo-analytical measurements currently available and the CGL has a long-term experience in producing geological reference materials. Recently, the CGL was accredited as a reference material producer according to ISO Guide 34 by the American organization ACLASS (Assured Calibration and Laboratory Accreditation Select Services). Furthermore, it has been accredited as a testing laboratory according to ISO 17025."

In the Summer of 2011, emergency repairs to the Jefferson Memorial North Plaza and Seawall were completed. These repairs were necessitated by settlement and lateral movement of the seawall and North Plaza which prompted the National Park Service (NPS) to initiate an investigation as to the possible causes of the movement, and commission a design for its mitigation. Information gathered from extensive instrumentation on site led to the design of a movement mitigation scheme that included demolition of the Ashlar Seawall and reconstruction of a new seawall. The new seawall foundation is an A-Wall consisting of vertical caissons and battered pipe piles connected to the seawall itself. The scheme provides resistance to future vertical and lateral movement of the North Plaza and the new seawall. Repair to the seawall and plaza began in December 2009, and was completed in August 2011. This paper discusses the mechanisms believed to be responsible for settlement and lateral movement, summarizes the procedure followed for design of the mitigation, and describes the construction methods and some challenges faced during the repair.

Parts I and II in this series of papers presented the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical development of a process to effectively recover copper using medium-temperature pressure leaching and direct electrowinning (DEW). Part III reviewed the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona. Key features of the process were the use of superfine grinding of the concentrate (to a P98 of 12 to 15 µm and a P80 of 6 to 7 µm), pressure leaching at 160ºC with 1,380 kPa (200 psig) oxygen overpressure, DEW to produce LME Grade A cathode, recycling some of the lean electrolyte to the pressure leaching step, and treatment of a lean electrolyte bleed by solution extraction (SX). Recycling of lean electrolyte provided all of the acid required to effectively dissolve copper and convert approximately 65% to 70% of the sulfide sulfur to elemental sulfur, resulting in an acid-autogenous process for pressure leaching. This paper (Part IV) discusses the development and design of a full-scale commercial application for the Morenci operation in Arizona.

The role of government and the community has changed significantly over the last two decades in relation to environment protection, particularly in the mining sector. Increased community expectations have moved well ahead of regulatory requirements, and there is now a much greater appreciation generally of the concepts of ecologically sustainable development and intergenerational equity, and the gap between current practice and practices which would be in harmony with these concepts. Besides providing a `safety net' through regulations to ensure that basic environmental performance standards are met, government is now working proactively with the mining industry to encourage higher levels of environmental performance. This paper describes some initiatives between the Commonwealth government and the industry designed to achieve these higher levels of environmental performance, through programs aimed at the paradigms of best practice environmental management and continual improvement.

Block cave mining, in its broadest sense, has transitioned from an orebody/rock mass determined method of extraction, to a low-cost and high production mining method that may be applied to any large ore deposit. This inherently means that caving is now required in more complex rock mass conditions where assistive damage, through preconditioning, may be necessary. This requires comprehensive understanding of the geology, and its interwoven relationship with geotechnical parameters, and is made more challenging due to limited exposure in block cave mines. Limited mine development throughout the cave volume equates to a heavy reliance on drilling data in terms of observations, modelling of the mine geology, and collection of geotechnical data. This translates as increased uncertainty of geological and geotechnical models and has potential to impact significantly on the ability to make informed decisions in the design and operation of the cave mine.Modelling of cave propagation behaviour requires a complex, coupled system of draw of material, flow of material through the cave stocks, and propagation of the cave-back assisted by autogenic stress-related breakage of the rock mass, manifested as seismicity. The role of geological features in the process of cave propagation is not well understood and requires evaluation on a mine-specific basis, given the diversity of geological controls/settings of ore deposits and local variability of stress fields.Seismic monitoring systems can elucidate key geological features and domains, as heterogeneous seismogenic activity is observed ahead of the advancing cave-back. The observations made from analysis of seismic monitoring data may have potential to be used as a validation tool for numerical modelling of predicted cave behaviour in similar geological settings (eg next lift/panel).Understanding of the geological structure, at all scales, is critical to optimise the design and operating decisions made in a block cave operation. At present, intermediate-scale structure, anisotropy, mineralogy and model uncertainty may be neglected or under-represented despite their likely significant role in the mechanisms of cave propagation.Insights from an analysis of the Ridgeway Deeps block cave mine are discussed in this paper.CITATION:Murphy, T, Webster, A and Chitombo, G, 2016. It is easy to demonstrate the importance of aggregates in any conversation about infrastructure and other engineering artefacts. Peoples around the world have made use of stone to enrich and enhance their lives since the earliest days of civilisation. In New Zealand, Maori used hard durable rocks for weapons, tools, and basic structures. European settlement accelerated the use of quarried materials and formed the basis for development of our society as we see it today. Logic might suggest that the quarrying sector would be recognised positively for, and encouraged to continue to contribute to, this underpinning of the way we are. The reality is æNot In Most Back YardsÆ. Why? The rock is where it's always been (often overlooked) and our æsocialÆ environment is today's hard place. For a resource-based business in New Zealand, that environment is principally the Resource Management Act, with the widespread power it has distributed to anyone prepared to invest their time. This coupled with a lack of leadership and direction in the implementation of the Act has created a climate that stifles development and diverts energy and resources to æplaying the gameÆ rather than ælifting the gameÆ. Perhaps the real costs of this are not yet widely recognised. The paper will draw mainly on the experience of endeavouring to consent a ægreenfieldÆ quarry in the Waikato region. This is supported by commentary based on nearly 10 years of ælivingÆ with the RMA at sites across much of New Zealand. RMA Scorecard Summary: Effects based? Rarely. Level playing field? No. Maori Consultation? Could do better. Efficient use of resources? No. Timely? No. Is it working for other sectors? Certainly not the quarrying industry's customers and end users.

Failure and fracturing are often regarded as synonymous. While this is obviously true in an environment dominated by tensile stresses, it is still not clear how failure and macro fracturing are related in a compressive stress environment. Excavations at great depths are typically subjected to compressive stresses only. The fracturing observed around such excavations is therefore commonly assumed to be induced by such compressive stresses. The physics of such a phenomenon have unfortunately never been explained properly, so that the formation of these so-called extension fractures still remains a mystery. As the presence of fractures is an important factor affecting the stability of underground excavations, it is of practical relevance to understand their formation. In this paper, a possible explanation is proposed. It is argued that fracturing in a compressive stress environment is a secondary effect. Primary failure, in the form of micro fracturing and associated damage is assumed to precede the major fracture processes. The fractures are thus generated in response to material failure and may not directly be the cause of failure. The implications for material response and behaviour are discussed. "The lack of integration of mining and metallurgical information at sufficient detail to act is a problem. Without such data, mine cut-off grade can not be optimized on a per grade basis. It is difficult to determine economics without integration of mine transactions, stockpile inventories, process flows and assays. Actions also require real time information from manufacturing assets, but corrected for gross errors from trucks, shovels, conveyors, faulty sensors, bad instrument calibration. Validation methods must include process models to identify corrupt actionable information. This paper presents new tools that use the model the process to sift through available data, identify and eliminate gross errors, and use statistical data reconciliation to create material balanced, internally consistent values. Uses of models allow data to be unified for useby both monitoring and decision making processes.A Real Time Performance Management (RtPM) uses unifying analysis methods to empower everyone in the organization with unparallel real-time intelligence, enabling them to continuously improve performance.BACKGROUNDExtraction of metals has become a global business; new economic and environmental forcing factors are present today which were unheard a couple of years ago that are causing companies to focus on plant operations. High ROI actions can be achieved internally which will increase mining and metallurgical processing unit efficiency and reducing operating costs if the proper information is provided those in the complex that can act. Large changes are possible with many of these small steps if the barriers for action are removed. The chief impediments are lack of infrastructure including the data, computing tools and essential data and bad information.Increased demands will be placed on the types, quantity and priority of information. Metallurgical complexes are attempting to become better neighbors, increase productivity, improve customer service, and satisfy the regulators and compliance groups -- all with fewer people and less costs."

The mining sequence at Noranda?s Bell-Allard mine calls for two mining fronts retreating toward a central pillar known as the Retreat Zone between pyramids A and C. It is clear from numerical modeling and rock mass characterization that the induced stress level in the pillar will exceed the rock mass capacity. A mining plan was developed including the re-dimensioniong of stopes in the Retreat Zone, additional ground support and instrumentation in order to ensure the safety of the workforce and to maximize ore recovery while minimizing production delays. The mining strategy consists in allowing the rock mass to fracture and fail progressively while maintaining control of the existing openings with the appropriate support. A systematic analysis of rockbursting and caving hazards was conducted for all accesses and stopes in order to plan ground support and instrumentation needs.

"As the cost in time and money of data from sensors and small-scale tests has reduced, additional challenges have arisen. Although many mine data sets are not big relative to those in other disciplines, they are complex in other ways, and becoming too large to manage efficiently on personal computers. In order to take advantage of the opportunity offered by increased data, a diverse team from Universidad de Chile and CSIRO Mineral Resources has developed a virtual geometallurgical laboratory to support the computational requirements linking data acquisition with data-driven business decisions. A particular focus to date has been the development of user-guided workflow ensembles to enable comparison between plausible geometallurgical hypotheses.A case study has been undertaken using publicly available data from the Rocklea Dome iron deposit in Western Australia. A hypothetical mining schedule was produced from geochemical and hyperspectral drill core/chips data via the following steps: data preprocessing, exploratory data analysis, geochemical interpolation, block modelling, ultimate open pit design and scheduling. The key outcome of this study was the integration of workflow stages through new plug-in methods or modification of existing software. The Harts Range deposit, owned by Olympia Resources is located some 130 kms northeast of Alice Springs, in central Australia (part of Australia’s Northern Territory). The core economic minerals here are industrial grade garnet and alumino magnesio hornblende (AMH). The resource contains an estimated 2.3 million tonnes of recoverable garnet and 6.2 million tonnes of recoverable AMH, making Harts Range one of the most significant abrasive medium deposits in the world. Part of the general marketing axiom of Olympia Resources is to make high quality products from the garnet and also a special series of blended garnet/AMH products to match the needs for other sectors of industry. The deposit mineralization is of alluvial origin and thus, requires no significant liberation regimes. Over 50% of the head feed is in the form of SiO2/quartz and as much as 17% is –63micron clay slimes and mica. Original pilot scale testwork for flowsheet development centred around fairly conventional wet gravity systems, with spiral concentrators being the pre-eminent separating device. To a point, this type of flowsheet was going to achieve some of the aims albeit fairly predictably. The one area that this circuit would be very limited though is in the recovery of the very coarsest of the medium SG minerals. This was going to be a very important and longer-term costly flaw. Amongst the highest demand, greatest value of products to be produced will be the range of garnet & AMH in the +600 microns sector. A flowsheet dominated by spirals would be fated to forfeit a significant proportion of these coarse minerals to tails. At the Outokumpu Technology P/L test facilities in Perth, testwork was conducted using a pilot scale Floatex® Density Separator, the LPF-230 model. Using a twin stage approach, whereby a primary Floatex® underflow reports directly to a secondary Floatex®, recovery of the economically important +600 micron garnet was increased from 65% in the spirals-only flowsheet to 95% using the Floatex® based flowsheet. Finally, the other significant aspect of this approach is in substantial simplification of the circuit required and a huge reduction in plant footprint. Also, the nature of using hindered settling provides substantial opportunities for process control and automation.

Ion exchange is widely used in hydrometallurgical operations for the recovery and purification of valuable metals. Special chelating resins have a high affinity for specific elements, allowing the selective removal of low levels of impurities from a background of highly concentrated valuable metal. Solvent-impregnated resins have been added to this group more recently, expanding the treatment options. These products find application in the purification of cobalt-rich liquor prior to the production of high-purity metal or metal salts. Impurities in copper-cobalt circuits that are typically targeted by ion exchange include iron, uranium, copper, zinc, nickel, bismuth, and antimony. Ion-exchange resins can also be used to treat tailings, thereby recovering additional valuable metal and improving the Environmental and Social Governance credentials of the operation. "Experiments in the determination of friction factors for fan-pipe installations were carried on in a Butte mine during the fall and winter of 1922-23, under a cooperative agreement between the Bureau of Mines and the Anaconda Ccpper Mining Co. The results have been summarized in a separate paper,*** and this report, which is one of several giving more detailed data, discusses the methods used and the application of the results to fan-pipe practice.The use of canvas and galvanized-iron pipe, 8 to 20 inches in diameter, with small fans, usually electrically driven blowers, is an important factor in the ventilation of metal mines and is increasing in coal mines and long tunnels. In the Matte district the standard installation is an electrically driven small blower fan and 8 to 16 inch canvas pipe.The application of available data on friction losses in sheet-metal pipe to mine installations was doubtful, and very little has been published on canvas pipe, except general statements that the friction looses are greater than in galvanized-iron pipe. Experiments by Weeks and others,**** who determined friction losses under laboratory conditions for a few typical materials used in mine equipment, supported the statements.In 1918, one of the authors (Richardson) conducted tests for the Anaconda Copper Mining Cc. on the friction losses in canvas-pipe systems and the beet type of centrifugal blower for use with such pipe lines. He obtained the average total resistance per unit of length in use, without reference to the variable conditions of the lines. The results were of great value in developing more efficient equipment for average service conditions, and indicated that average friction losses for the commercial canvas tubing then used by the company were equal to or lees than these given for galvanized-iron pipe. Later on, the particular canvas tested was discarded for a heavier and more service-material."

The work described in this report was undertaken to evaluate and develop techniques for determining the oxygen content of titanium and titanium alloys. Early investigations of volatilization techniques involving halogenation were unsuccessful. Later efforts were concentrated on evaluating vacuum fusion and inert-gas fusion techniques. Two vacuum fusion methods and an inert-gas fusion method were found to be satisfactory in the 0.02 to 1.00 pct., oxygen range. These methods are described in detail. The coefficient of variation by any of the three methods is approximately 5 pct, While the main portion of this paper is devoted to the vacuum and inert-gas fusion methods, a resume of other suggested methods for analyzing titanium for oxygen also is given. INTRODUCTION The Federal Bureau of Nines has conducted research on titanium metal since 1938. This research included development of the Kroll process for the production of titanium (2)4, various sodium reduction processes for making titanium metal and lower valent titanium chloride-sodium chloride mixtures (17), and a fused salt electrolytic process for Me production of high-purity titanium metal and the recovery of titanium by electrorefining from off-grade materials (20).
