The authors identify the workable coal seams, their distribution in relation to quality and economic occurrence and relate their analytical characteristics to industrial use. Experiments with various industrial cathodes ranging from 35 wt.% to 100 wt.% graphitic and fully graphitized carbons were carried out in a laboratory aluminum electrolysis cell. Sodium and cryolite bath penetration into the cathode samples was measured by XRD and SEM-EDS analysis. For a higher cryolite ratio in the bath, the cathodes with lower graphitic carbons exhibited more sodium penetration than the fully graphitized. The increased graphitization in the cathode materials can reduce Na, NaF and Na3AlF6 penetration. SEM-EDS inspection reveals that the sodium and fluorides penetration within the cathode samples has different patterns for varying graphitization of the carbon materials. XRD quantitative analysis indicates that there is a large percentage of Na3AlF6 in the penetrated bath. The results can provide useful information for quality evaluation of the industrial cathode products.

"Best practice in the economic evaluation of mining projects and operations is based on the integration of geological, mining, metallurgical, environmental, marketing, economic and corporate information and strategies. Fundamentally, the economic evaluation takes into account mining, blending, stockpiling, processing, smelting, refining and marketing ore resources with grades estimated by geostatistical methodologies.Nevertheless, a realistic economic evaluation consists of a concurrent and integrated optimization process that maximizes the concentrates or products of liberated and selected ore minerals from mineral deposits. The optimum solution is obtained through a trade-off among mining, blending, stockpiling and processing ore reserves with distinct mineralogy and texture characteristics. The concurrent optimization determines both the practical mining sequence of ore reserves and the dynamic and robust mineral processing flowsheet design over the expected life of mining projects and operations.A combined risk-adverse and concurrent optimization process takes into account the spatial uncertainty of the mineralogy and texture characteristics of ore reserves. Additionally, a variety of mineral processing linear, non-linear, additive and non-additive parameters modeled spatially. The spatial uncertainty of these ore reserves characteristics and parameters has a direct impact in the expected mining sequence, mineral processing flowsheet design, concentrates or products quantity and quality, and economic value of mining projects and operations.Geometallurgical domain constrained stochastic geostatistical methodologies and multivariate mathematical models are applied for spatial uncertainty modeling of ore reserves characteristics and parameters. These mathematical models correlate the mineral processing liberation and selectivity responses of the mineralogy and textures within each geometallurgical domain. These models, in turn, are defined based on results of mineral processing and environmental testwork of unbiased and representative samples chosen for their variability. These samples are selected within mutually exclusive spatial geometallurgical uncertainty domains with similar mineralogical and textural characteristics in mineral deposits.Geometallurgical domains are defined by applying and combining multivariate statistical analysis and implicit modeling methodologies. These involve determining and constraining mineral processing liberation and selectivity properties explicitly contained in the extensive and integrated exploration drillhole database."

Infrastructure may be defined as anything necessary for the development and operation of a project, which is peripheral to the basic extraction, handling and processing of material. JAN. 17-In what appears to be a general spirit of post-Christmas emotional malaise, most adult Americans have bidden farewell to the Forties and turned with no perceptible enthusiasm toward the Fifties. The dying decade had started amid a phoney war which verged on the romantic, stirred the pulse with excitement and seemed far away. A phoney peace dominates the new decade. The romance is no longer there. Nor is the excitement. Nor is the distance. While most of the world preferred to be chronologically correct and hold off for another year before celebrating the demise of the first half of the twentieth century, the United States with true competitive enterprise and a great whirl of words scurried into the second half a year early. This undue haste might perhaps have been dictated unconsciously by a yearning for the pattern of history to be repeated. For many centuries, ever since Roman times, the second half of most centuries tended to be far more tranquil than the first half. In Washington, Mr. Truman got on both sides of the mid-century line with all the aplomb of a good politician. He told Congress early in January that "the state of the Union continues to be good," as it nears "the midpoint of the twentieth century." Later he spoke of moving forward into the second half of the century. He promised an infinitely better life for everyone, whichever side of the mid-century line, and reaffirmed his prescription toward that end: assistance for small businesses; more houses for the middle-income groups; tougher anti-monopoly laws, retention of rent controls; development of natural resources; better insurance against the hazards of old age, idleness and unemployment; better medical care and education, civil rights legislation; new labor relations law and production payments to support farm incomes. All this was to be coupled with suggestions on how to balance the budget. The bloody and confusing 1940's had brought to most men's minds a fear of the future such as they had not known for centuries, and Mr. Truman's objective is to temper that fear. Only time will tell whether the terminal point of such a philosophy would or would not belie the old English proverb citing inability to both eat and have a cake. Brave words to the contrary, the national budget persisted in sliding off into the red. The smell of further inflation was equally persistent. And just to impart a little more zip to the trend, the American Federation of Labor announced its intention of seeking "substantial" and "large" wage increases this year. The AFL forewarns of a business slump after June and a 10¢ an hr wage in¬crease for each worker "will be enough to reverse the prospective downward trend and start a rise." Thus it goes-"the way to halt a drop in demand for labor is to raise the price of labor." Elsewhere in the harassed world, beleagured individualists in New York achieved a local triumph of sorts for one of the freedoms denied by the Soviet and Nazi systems-the right of escape, some escape at least, from the servitude to decibels. Grand Central Station weakened perceptibly at Christmas on its 5-min commercials and bore down heavily on "Hark, The Herald Angels Sing," and on New Year's Day capitulated entirely by abandoning the broadcasting of canned music and slugs of advertising slogans. In Europe, M. Bidault's Assembly majority fell away and newspaper accounts of the incredible monstrosities of political trials beyond the iron curtain were supplanted by headlines marking the birth of Princess Yasmin. The latter was surrounded by Byzantine splendor but otherwise showed no apparent deviation from the accepted norm. In Western Germany, Dr. Adenauer began to speak up more boldly, and the whole fabric of Allied policy towards the defeated enemy further dossolved under the impact of rivalry with the Russians. In the Far East both the Americans and British seem somewhat embarrassed by Chiang Kai-shek's refusal to lie down. Dual thinking regarding the "squalid and useless struggle in the China seas" is such that newspapers give sympathetic accounts to an American ship running supplies to the Communists at Shanghai while calling for help for the recognized Chinese government in Formosa. And with Britain recognizing Communist China they may well have to team up with Russia against the United States to kick the Chinese representative off the UNO Security Council, the Far Eastern Commission and the Allied Council in Tokyo. Far Eastern policy has never been a bipartisan matter and as General Chiang retreated to his final redoubts in Formosa and Hainan, a number of Republicans pecked away at Administration lassitude. Senator Smith advocated the occupation of Formosa and Messrs. Hoover and Taft asked for use of the Navy. Mr. Acheson has stood firm, however, against military aid. None the less, a study will be made of the Generalissimo's chances. Mr. Truman has a private purse of $75 million for the Far East and some $94 million in frozen ECA funds. Mr. Truman will likely trade some of this money for support of new Marshall plan appropriations, always mindful, of course, of Mr. Acheson's plan to drive a wedge between the Chinese and Moscow, and his wish to avoid any revival of imperialist nightmares throughout the Orient. Pumpable cribs are being increasingly used in longwall tailgate entries and bleeders for roof support under abutment pressure. Their high peak capacity and confinement-controlled yield characteristics from reinforced-bags make them relatively safe and reliable standing supports for highly productive longwall panels. The pumpability of crib material over a long distance from the surface greatly reduces material handling and makes the underground installation more efficient and flexible. However, the performance of pumpable cribs is dependent upon crib properties, crib pattern, quality of installation, and geological and mining conditions. For proper crib selection and safe support design, it is critical to understand the basic technical requirements and performance of pumpable cribs in longwall tailgate entries and bleeders. Based on more than 10 years of experience using pumpable cribs for longwall standing support, the requirements and performance of pumpable cribs in longwall tailgate entries and bleeders under different mining conditions are presented. Experience shows that the load-displacement curve from full-scale lab testing is a good indicator of pumpable crib suitability for certain applications. Crib peak capacity, stiffness, and residual characteristics define its applicability to certain gate entries and bleeders under different cover depth. Crib pattern and spacing can be determined by abutment pressure level, roof, floor, and rib conditions, local roof stability, and ventilation requirements. To achieve proper in-situ performance, quality control of crib installation is also important.

"Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a "plateau" and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have "exemplary" safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensiveresearch since 1997 of organizations that suffered unexpected disasters.The Piper Alpha Oil Rig disaster in the North Sea, on the 6 July 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry.In short, an explosion and fire occurred when a pipe started leaking gas and ignited. A temporary flange, with no safety valve, was used to block off this pipe during a maintenance operation the previous shift. The permit to advise operators not to start the pumps on this line was misplaced and lost. Several deficiencies, problems and system failures coincided. A key factor was that the water deluge system was inoperable at the time and failed to extinguish the large fire that erupted, followed by an even larger gas explosion. The accommodation unit, situated on top of the oil rig, was the main "killing field" - most men gathered here to await instructions (which never came) and where they died from smoke inhalation. Later, a large explosion of the gas pipeline from an adjoined rig exploded and killed more people.The line of events and the associated system failures are all very relevant in the analysis of the accident, and provide the only insight into what caused the accident. But much "further back", inside the organization’s culture, lurks more dark matter. The first inclination is to ask what was "deficient" in the culture. Did they not care enough about safety, or about their people? Did they have a culture where production decisions were more important than safety considerations? Did they ‘coerce’ supervisors and employees to ignore safety precautions or did they just "fly by the seat of their pants"?Not surprisingly, it is very difficult to identify the true nature of the culture in that business because in such an aftermath of death and destruction, no one dare say that the safety culture was a ‘positive one, focused and caring’ or that the company was doing well in safety and that this is only a freak accident. Indeed, there were many deficiencies in the organization’s systems and procedures, such as the permit to work system.But there are some niggling questions: How is then that the Piper Alpha Oil Rig was actually considered the company’s most productive and safest oil rig in the North Sea? Why would this rig win a safety competition, 6 months before the disaster, with the deficient permit as its most outstanding successful system?"

"INTRODUCTION Abstract Tankhouse iron control through application of new treatment technology to mitigate conventional bleeding losses is considered. Implementation is discussed and the treatment economics explored. A representative case is assessed. Treatment benefits and application drivers for specific scenarios are noted. Background Hydrometallurgical ore processing has become a significant metal extraction/production avenue in recent decades. In copper mining; the focus for this examination, around 25% of global primary copper production and nearly 50% of US production result from various hydrothermal leaching extraction approaches coupled to Solvent Extraction/Electrowinning (SX/EW) metal production. Generally such processing is favored over pyrometallurgical processes for lower ore grades and as such is finding growing use and is expected to remain a key processing route looking forward with average world-wide ore grades falling as known ore reserves become exhausted. Target Problem And Motivation In hydrometallurgical processing the production circuit may be thought of as a chain of interlocked recirculation loops (Figure 1). Leaching dissolves the target metal from the ore along with other ore components which contaminate the Pregnant Leach Solution (PLS). Iron is a common component in copper ores and, as a result, occurs fairly ubiquitously in copper Pregnant Leach Solutions (PLS) generated by leaching. Leached components migrate through the production circuit from left to right (Figure 1) through a net combination of chemical and mechanical transport mechanisms. Selectivity at the recirculation loop interfaces tends to retard rejected component migration through the production process. As a result, overall relative contaminant migration fluxes are slower than the target metal (copper) and the contaminants tend to build up relative to copper in the more upstream portions of the processing circuit over time with iron often being a significant contaminant. Further, while copper is continuously removed from the system in appreciable amounts, little contaminant exit occurs and the absolute contaminant amounts and concentrations also increase throughout the EW circuit over time."

After emphasizing the importance of quantitative rock mass classifications in mining, originally directed to selection of rock support measures, but subsequently to estimates of rock mass properties such as rock mass strength and rock mass modulus of deformation, current attention calls for a classification specifically for rock mass excavability by tunnel boring machines (TBMs), which are used extensively in tunneling as well as in the mining industry. This paper introduces the Rock Mass Excavability (RME) index for predicting excavability of rock masses by TBMs using a quantification of machine performance and rock mass conditions. The RME index is based on five input parameters aimed at relating rock mass behavior and machine characteristics: (1) uniaxial compressive strength of the rock material, (2) drillability/abrasivity, (3) rock mass jointing at mine drift face, (4) standup time of the excavation, and (5) groundwater inflow. Development of the RME index entailed the collection of extensive data from more than 28 km of tunnels and some 400 case records from projects in Spain involving double-shield TBMs. In the process, a number of statistical correlations have been established between RME and such output parameters as degree of machine utilization, advance and penetration rates, thrust and torque of the cutterhead, and the specific energy of excavation. It was found that the RME index provides a particularly significant correlation for predicting the average rate of advance (m/day). In essence, the RME index is a classification system that features interaction of rock mass conditions with boring machine characteristics for use in the early stages of a project. It should be noted that the RME index does not replace the Rock Mass Rating (RMR) or Q-systems as used in mining and tunneling; indeed, one of the RME input parameters, standup time, is determined from the RMR. However, the approach presented introduces a specialized tool relevant to excavating tunnels and drifts. Possible applications to hard-rock mining are explored.

Controlling coal mine roofs subjected to high-horizontal stress conditions has always been difficult and uncertain. Traditional supports such as wooden cribs and posts, concrete donut cribs, and standing supports collapse and fail when the roof and floor move horizontally as mining progresses. The former U.S. Bureau of Mines (USBM) (currently the U.S. Department of Energy (DOE)), in cooperation with Western Fuels-Utah, Incorporated, conducted research to provide an alternative for traditional secondary support systems in a 3-entry gate road system subjected to high horizontal movements. The support system used in several other coal mine operations, consisted of internal high-strength galvanized resin-grouted cable supports. The system virtually eliminates the necessity for external crib, timber, or concrete supports. The support system consisted of 2.4 m (8 ft) full-column resin grouted bolts and 4.8 m (16 ft) long cable supports installed in conjunction with wire mesh and "Monster-Mats." Cable loading and roof deformations were monitored to evaluate the behavior of the immediate and main roofs during first and second panel extractions. Additionally, cable trusses were installed on the longwall headgate to protect the coal conveyance system from roof and pillar falls created by the formation of cutters and gutters. The test results indicated that the designed support system successfully maintained the roof during the extraction of two longwall panels and dramatically reduced the cost of secondary support. This paper describes the theory of high-horizontal roof movements, the advantages of vertical cable supports and cable trusses, and presents the roof and cable measurements made to assess the support performance during longwall retreat mining.

The Bureau of Mines has started an engineering study of oil recovery by miscible-phase displacement. As a preliminary part of the investigation a literature and patent study was made to prevent duplication of work already done, to become acquainted with those actively engaged in research of this type, and to learn where the recovery method has been attempted. This bibliography gives results of this study. The bibliography includes 254 references to U.S. and foreign patents and published literature relating to miscible-phase displacement processes of oil recovery. It is divided into the following sections: (1) U.S. patents, (2) foreign patents, (3) literature references, (4) author index, and (5) publication and source reference. In 1999, 1,100 million short tons of coal were produced in the United States, 38 percent from the Northern Rocky Mountains and Great Plains region. This coal has low ash content, and has sulfur content in compliance with Clean Air Act standards (U.S. Statutes at Large, 1990). The National Coal Resource Assessment for this region includes geologic, stratigraphic, palynologic, and geochemical studies and resource calculations for 18 major coal zones in the Powder River, Williston, Green River, Hanna, and Carbon Basins. Calculated resources are 660,000 million short tons. Results of the study are available in U.S. Geological Survey Professional Paper 1625-A (Fort Union Coal Assessment Team, 1999) and Open-File Report 99-376 (Flores and others, 1999) in CD-ROM format.

This investigation compares the results from an experimental and numerical study of air flow in a scaled-down underground coal mine model. This was done in order to determine if numerical analysis can be relied upon when searching for ventilation solutions to control high concentration of coal dust and methane gas in underground coal mines. Steady state analyses were used to identify flow patterns and recirculation regions within the mining section while transient state analyses were used to determine the time taken to extract the initial air from the model. The agreement between the experimental and numerical results indicates that numerical modelling is useful in this regard. The study went further to devise a method of determining the optimum position of the jet fan that is responsible for mine-gas dilution at different stages of mining.

Work is being done to web enable the FHWA Deep foundation Load Test Database. Originally designed to function in the client server environment via modem, access to the database both for data maintenance and user queries has been upgraded to take advantage of the Internet and current and future information technology innovations. The DFLTD will be part of an Automated Geotechnical Information and Design Aid System, the object of which is to assist those involved with managing and maintaining our nation's highway infrastructure. The system will also meet the needs of university and other research institutions for a statistically meaningful source of high quality data for the development and verification of improved analysis methods, in-situ testing methods, etc.

During recent years underground production for the Pennsylvania anthracite region has reached the lowest output per man per day figure of the last decade and a half. This fact, combined with increased unit costs for labor and material, has forced the market price of anthracite ever higher. Over the years the mines have become deeper, and haulage distances have increased, thus adding to the mining costs. The industry now recognizes the need for new mining techniques to offset increasing costs. The Federal Bureau of Mines, through its Anthracite Research Laboratory, is engaged in a program of underground-mining research in cooperation with anthracite-producing companies to aid in reestablishing the economy of the region by introducing methods and/ or machines that will reduce underground-mining costs and, at the same time, enhance the safety of the workmen.

THERE was an, extensive mining and industrial exploitation of Russia, about 20 years ago, by Belgian, French and British capitalists; but the results were discouraging. It is said that the Belgian and French public together lost approximately $400,000,000, chiefly in the coal and iron industry of southern Russia. This loss is largely accounted for by the fact that most of the companies were formed, as usual in " boom " times, to sell stock; and that thorough investigations were not made. In 1906, renewed interest was taken in Russian mines, especially in those of gold and copper, and a considerable literature is growing on this subject; but as yet I have seen no account of one of the large Russian mining estates. The following notes on such property, where the conditions are so different from those in the mining regions of the United States, should be of interest This inadequate and probably somewhat inaccurate account is made up, partly from my own notes made on the ground, in the summers of 1904 and 1905, and partly from a volume on the geology and resources of the estate issued several years ago, containing surface-and mine-maps, and from a pamphlet published in 1904, giving a general account of the condition and prospects of the property. This pamphlet includes a report made by Arthur L. Pearse, a member of this Institute, in 1899. Both these books are in Russian, and were prepared by the Bogoslovsk Mining Co., which owns and operates the property. Articles in many other languages have appeared dealing with various matters connected with the estate; but I know of no other general account of it. This paper discusses the progress of the Deep Mill Level Zone (DMLZ) mine from the pre-feasibility study completed in 2005, through commencement of development access in 2008, completion of the feasibility in 2010 and cave initiation in late 2015. This fourth lift of caving in the East Ertsberg Skarn System (EESS) is located 500 m below the currently producing Deep Ore Zone (DOZ) mine and represents approximately half a billion tonnes of ore and around 1900 planned drawpoints, scheduled to be mined at a peak of 80 000 t/d.The paper reviews the mine design, access requirements, planned footprint sequence and major fixed facility installations such as ventilation, oreflow and shops.
