Project management is not a task to be undertaken lightly. Mining projects generally present even more challenges due to ChinaÆs remoteness and complexity. Having experiences in project management in the West is certainly an asset, but China can present the uninitiated with any number of headaches. To undertake a project there can have many problems that are unique to China. For the last 15 years, China has seen an increasing number of foreign capital investment projects in the mining industry. Practices involved in mining project development have experienced/are experiencing an evolution. Since 1996, Sino Gold Mining Ltd has delivered three mines in China, ie Jianchaling Gold Mine, Jinfeng Gold Mine and White Mountain Gold Mine. Through the work, Sino Gold has established a solid knowledge base and a capable and skilful workforce in effectively undertaking mining projects in China. This paper is concerned with the experiences accumulated so far by Sino Gold in project management in China. An overall review is conducted regarding the reform of the mining project development in China. Opportunities and challenges are highlighted within the political, economic and culture context. Brief summaries of the development of the three gold mines are presented.

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

Canadian leadership in a global mining context will depend not only on entrepreneurship and best practice but also on technological innovation. This paper argues for more ambition and commitment to R&D for technological innovation in Canadian mining. It focuses on underground hardrock mining, where past R&D initiatives have simply not stood the test of time, and it is important to examine why. Concerns arise because industry’s commitment to R&D has not been sustained over time. Innovation through exploration, processing, and environmental technologies has been more significant. Meanwhile, R&D capacity and synergies in government institutions and universities have not been exploited. There is a need for more commitment, coordination, and collaboration by industry, governments, and universities. This paper examines some corporate models that have achieved sustainable innovation, along with some that have not. A strategy for innovation is discussed that relates to culture, commitment, coordination, and collaboration.

A quality characteristic analysed through construction of the Shewhart control chart is required to be normally distributed. In mining applications, this assumption is often violated as many quality characteristics follow skewed or lognormal distribution. In this paper, two methods were investigated using a heuristic approach for setting up the control limits for a skewed population. Based on these approaches a Mode chart, and a Weighted Variance (WV) control charts were constructed. The performance of the proposed methods was compared with the normal based Shewhart method through a case study conducted in a surface mine supplying iron ore to a steel plant. A simulation study was also conducted to evaluate the effectiveness of the proposed methods over the Shewhart method. The study revealed that the Shewhart control charts generated more out of control alarms compared with the Mode and Weighted Variance control charts for a skewed population of Fe%. The simulation results also revealed that for extremely high skewed population, the WV control chart and Mode control chart provided higher probability of coverage than the Shewhart method; although the detection rate (probability of detection) of out of control condition for these methods was slightly reduced compared with Shewhart method.

DEPOSITS of iron are widely scattered in the folded Cretaceous rocks and the associated igneous intrusives of Puerto Rico. Most of them are too small for commercial development, but a few have aroused some scientific and economic interest, among them the large body of residua] limonite at the west end of the island near Mayaguez1-6 (Fig. 1) and the mixed hematite and magnetite deposit on the southern slopes of the Sierra de Cayey, about four miles north of Arroyo.7-9 Neither of these orebodies has been developed, nor have investigations of the widely distributed deposits of magnetite, which include all the remaining occurrences of iron deserving of economic consideration, proceeded beyond the exploratory stage. With the possible exception of the mixed deposit near Arroyo, the magnetite is directly associated with andesitic and dioritic intrusives, which invade the Cretaceous rock section, and the bulk of it, occurring in calcareous sediments, is clearly of contact-replacement origin. The Project alignment initiates north of Pinerolo, along the State Road 23[S.S. 23] that is one of the principal arteries to the northwestern Alps where a number of Olympic events for the 2006 Winter Games will be held. The 3.5 km ring road bypasses the Porte habitat by traversing twice the Chisone River. It consists of the following principal structures [Figure 1]: San Martino bridge [130 m in four bays] Prarostino viaduct [130 m in four bays] Craviale tunnel [1055 m] Turinella bridge [a 50 m long bridge that connects the two tunnels] Turina tunnel [665 m] Malanaggio viaduct [350 m in 9 bays]. The road section is 13 m wide and is made up of two 3.75 m lanes, a hard shoulder [1.50 m wide] and a 1.25 m wide curb for each lane. The Project maximum velocity is 100 km/h.

A significant increase in the side shear capacity over a period of time is often observed in case of driven piles. This phenomenon is referred to as ?setup? or ?freeze?. This phenomenon cannot be predicted based on the knowledge of the engineering properties of soil. Different kinds of mechanisms have been proposed in order to explain set-up in cohesive soils. In engineering practice, set-up is incorporated in design on the basis of empirical formulae and depends to a large extent on personal experience and judgment of the design engineer. Set-up is a natural process which cannot be accelerated by any existing practice. A research was initiated to investigate the mechanism of pile set-up in clayey soils and explore the possibility of accelerating the set-up process by an electro-kinetic method. The system chosen for the present study consists of a prototype steel pile driven in kaolinite clay. A laboratory test program was developed at Cleveland State University in order to meet the goals of the proposed research. Results obtained from these tests are very encouraging and show pile capacity increase of 200% within the first 5 days of electric gradient application versus those that experience natural set-up. In this paper, theoretical considerations and laboratory test results are presented and discussed.

Application of the carbonate leaching process to carno-tite ores has often been limited by the difficulty of obtaining simultaneous high recoveries of uranium and vanadium. The chemical aspects of this problem are discussed and the effect of prior roasting procedures on this discovery is described. IN treating carnotite ores by carbonate leaching it is often necessary to subject the ore to a prior roast. Among the advantages that may result from roasting are: 1) improvement in settling and filtering characteristics of the ore; 2) destruction of carbonaceous impurities that would otherwise contaminate the leach solution and consume carbonate reagent; and 3) substantial increase in extraction of vanadium, which is usually low when the un-roasted ore is leached. Recovery of vanadium may be an important factor in processing carnotite ores, and the fact that vanadium is usually recovered in good yield by acid leaching has often been an economic advantage over results obtained with carbonate leaching. It has been found that response of an ore to carbonate leaching, following roasting, depends primarily on its composition and on the conditions of the prior roast treatment, particularly with regard to the roasting temperature, the atmosphere maintained above the charge during roasting and cooling, and the presence of certain reagents. These factors, especially the last, virtually determine the extractions of uranium and vanadium attainable by carbonate leaching, as well as the reagent consumption on leaching, whereas adjustment of the leaching conditions has only a limited influence. These variables were examined systematically to elucidate roasting and carbonate leaching of carnotite ores and to establish a treatment yielding high recoveries of both uranium and vanadium. Tests were conducted on samples of four different Colorado Plateau ores, described in Table I. Roasting Procedure: The roasting tests were conducted in an electrically heated furnace in which the temperature was controlled to ±15°C. The ore (usually a 500-g charge) was ground to —100 mesh, mixed with the desired reagent, and spread in a silica tray to a bed depth of about 1/2 in. During the roast the charge was rabbled at intervals of 15 min. To provide free access of air the furnace was usually ventilated; however, in a few experiments a controlled atmosphere such as carbon dioxide or hydrogen was maintained above the charge. Leaching Procedure: The pulp, generally comprising 500 g of ore and a 2000-cc solution containing 80 g per liter of Na2CO8 and 20 g per liter of NaHCO3, was agitated in an autoclave at 120°C, under 30 psi 02. The use of consumable.-electrode arc melting as a production technology is growing. One advantageous feature of this process is that it avoids ingot contamination by soluble crucible materials by employing a chilled metal crucible. Because the thermal balance under these conditions is rather delicate and does not necessarily provide a favorable environment for solidification, catastrophic imbalances can occur. The effectiveness and mechanistic roles of various factors are mostly unknown, and more intelligent insight regarding the distribution of temperature and heat is needed. Experience has provided several pertinent observations, some of which are quite superficial. The most meaningful data have resulted from studies of molten pool shapes and sizes and from measurements of heat flow through crucible walls. Overall experience, intuitively interpreted and supplemented, is sufficient nevertheless as a basis for a boundary-value treatment of the problem. A mathematical analysis based on a separation of variables, using conventional differential equation methods, provides a useful solution. For a cylindrical ingot, the temperature varies as a Bessel function of an argument proportional to the radius and as an exponential function of longitudinal position. Trial calculations using the problem solution seem to verify the general correctness of the result as compared with experience. The role and nature of solution parameters are also clarified, though not entirely resolved. It is revealed that the barrier to heat flow at the ingot-crucible surface has a prominent influence. Utility of the model embodied in the problem solution is readily demonstrated by considering a variety of contemporary questions about arc melting, and it is hoped that utility can be enhanced by improvement of the model.

The National Institute for Occupational Safety and Health (NIOSH) has collected pillar and span data at 34 stone mines in 10 states to develop pillar and roof span design guidelines for underground stone mines. Pillar, floor and roof conditions each contribute significantly to the overall mine stability. The roof may be stable for a century, or it may appear to be stable but fail with little warning. Clearly, an assessment of the mine roof is critical to the safety of these operations. However, up until now, the assessment of the mine roof came primarily from exposures in roof falls or portal areas. This provides only limited information, and a more proactive approach is needed to assess changing mine conditions. A separate effort was undertaken to examine the roof structure with the use of a borescope. Numerous physical and geologic roof structures were observed with a stratascope/borehole video camera. The objective of this work was to develop a technique of assigning numerical values to features seen within the mine roof and apply those values to formulate a roof stability evaluation. Such features as changes in color, grain size, and general lithologies are readily observed. Minor structures in the rock, fossils and fractures are also readily identified. Each feature may have a variable and site-specific impact on roof quality. A number of mines were visited and a series of holes were borescoped in each mine. The features identified in the roof were classified and potential for roof damage related to each feature was assessed. A process is presented that relates the structures and their locations to provide a numerical value, or roof quality index that can be used to assess roof stability.

Amodified load transfer method computing the displacement, axial compression, skin resistance, toe resistance, and other static bearing behaviours of piles, is propoesd in this paper. Through deriving a new concrete computational method with simple integration, many complex factors, such as different soil properties of each layer in layered soil, variation of soil parameters with the changes of the depth, different elastic moduli of piles under different loads, and even different areas in the same pile, can all be easily considered. This method fits in with many types of piles, including friction and point bearing piles, precast and cast-in-situ piles. Observation of static loading test on pile is given, and the computed values from the modified load transfer method are found to agree with practical measured results.

Lateral displacement in the immediate roof beam at the Waste Isolation Pilot Plant (WIPP) is a significant factor in assessment of excavation performance for the design of ground control systems. Information on roof beam lateral displacement, expansion, fracture formation, as well as excavation convergence, is gathered using a variety of manually and remotely read instruments. Visual observations are also used when possible. This paper describes the methods used to measure lateral displacement, or offset, at the WIPP. Offset magnitudes are determined by the degree of occlusion in drillholes that intersect the offset plane. The Borehole Lateral Displacement Sensor (BLDS) was developed for installation at WIPP to monitor offset at a high degree of accuracy at a short reading frequency. Offset measurements have historically been obtained by visual estimation of borehole occlusion. Use of the BLDS will enable relationships between time dependent roof beam lateral displacement and expansion to be established in much shorter periods than is possible using visual observations. The instrument will also allow remote monitoring of roof beam displacement in areas where visual estimations are not possible. Continued monitoring of roof beam displacement, convergence, and expansion, is integral to timely and pertinent assessments of WIPP excavation performance.

"At a current mining rate of 3,750 tons per day, La Mine Doyon is currently the largest gold mine in Canada. La Mine Doyon is an open pit gold mine located in the Abitibi area of Northwestern Quebec. The project is a joint venture between Soquem, a Quebec Crown Corporation in the resource development field and Lac Minerals Ltd., a publicly-held, resource development company. Lac Minerals is the managing company and operator of the project.Doyon went into production in 1980 on a very limited basis at 600 tons/day, and has seen a step wise increase to the current rate of 3,750 tons/day. Initially, all the ore was processed at Noranda Mines, Horne Division as flux for the copper smelter. The East Malartic Mill in Malartic was then upgraded and began processing Doyon ore. The third step in the progressive increase of throughput was the commissioning of the Doyon mill in November of 1982. Doyon ore is currently being processed at all three locations.During 1983, an exploration ramp was driven to explore the ore below the ultimate pit depth. Current plans indicate the sinking of a shaft and the commencement of underground mining during the next 2 or 3 years.Since its humble beginning, La Mine Doyon has always been a success; ore reserves have been extended to the east and the west and will soon be confirmed at depth, the mining and processing rates have been increased 6 fold, and the recovery has been increased from a designed recovery of 85% to over 95%. The intent of this paper is to trace the history and reasons for these rather dramatic improvements."

The practice and comparison test have showed that the new hammer is faster in pile driving and bigger in capability of penetrating layer than general one. Now, the vibratory pile driving hammer with pressing device has been applied widely in China. RESUME: The vibratory pile driving hammer based on vibratory principle to design have applied wide­ly in foundation engineering in many countries over the world. In order to suit the needs of deep foundation, at present, how can quicken speed of pile driving and increase depth of pile driving have become even more value to many countries in the world. This paper introduces a kind of rapid vibratory pile driving hammer which can drive pile deeper and more faster comparing with common vibratory pile driving hammer. Therefore, a kind of simple and reliable method has been offered for rapid vibratory pile driving in deep foundation.

In this study, a 3D model of the shovel motion based multi-body system dynamics in the Automatic Dynamic Analysis of Mechanical Systems (ADAMS) environment was developed. The kinematics model of the shovel was modeled as a multi-body system, which comprises the lower, upper, and the attachment mechanisms. The Euler-Lagrangian equations were employed as the computational framework to describe the dynamic behavior of the model. A virtual prototype of the shovel was built in the ADAMS software environment. This environment allows the visualization of a 3D motion of the general mechanical system and the prediction of interference of the moving components of the shovel. The numerical analysis and animation of digging, swinging and dumping motions for the shovel were performed. The superimposed display of the deployment for the shovel in three phases allows a detailed examination of the dynamic interference among assembly components. "INTRODUCTION For the past six years the United States Bureau of Mines in cooperation with the University of Alabama, Tuscaloosa, Ala., the Missouri School of Mines and Metallurgy, Rolla, Mo., and certain operating companies of the Florida land-pebble phosphate district have conducted an investigation to determine the amenability of phosphatic sands to concentration. 4 This paper discusses briefly an investigation of the concentration of fine phosphatic sanads of the land-pebble district of Florida. The process used - namely, the tabling of material previously given a selective oiling treatment - is new in its application to the phosphate industry, although old in principle.The feed to the standard phospidate washery is a hydraulically wined mixture of phosphate pebbles, quartz sand, and clay in which the quartz sand grains are segregated in the fine sizes. Me standard method of concentrating (washing) consists of wet-screening. at about 20 mesh to recover the plus 20-mesh material. 5 Lately some of the washeries have introduced hydraulic classifiers for sizing of the screen undersize to recover the coarser spigot products, but even this additional treatment allows much of the fine phosphate to be wasted."

The advent of the more efficient and effective rare-earth roll (RER) separator in the early 1980s began a new era of dry magnetic separation. The RER units quickly became the separator of choice within the materials processing industry. Though RER separators are now commonplace throughout the world, only modest advancements have been made to the original design. This paper details recent, more significant, rare-earth magnetic separation developments. These developments maintain the best features of existing technology while minimizing shortcomings. The discussion includes discerning features that aid in better metallurgical performance. Also discussed are improved mechanical aspects that allow for both easier operation and maintenance. Performance details from various test programs are included.
