During the past two years the Bureau of Mines has issued a series of mimeographed reports giving the results of research work and experiments conducted as part of its war minerals investigations. In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. Electric smelting of domestic manganese ores, by H. W. Gillett and C. E. Williams. 11. Use of manganese alloys in open-hearth steel practice, by Samuel L. Hoyt. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

This paper is based upon a review of studies of mostly Canadian mining companies in Chile, northern Canada, Tanzania, Guatemala, Ghana, Sierra Leone, and the Democratic Republic of Congo. In spite of often well-meaning efforts most mining firms produce wealth in developing areas that largely benefit those immediately involved, sometimes neighboring communities, and often those in the governing strata. Typically mining takes place in enclaves and fosters enclave development, rather than the kind of inclusive wealth development favored by the recently UN published Inclusive Wealth Report. One way by which mining operations can foster more inclusive wealth development is to adopt much broader approaches towards the construction of the various physical and social infrastructures ? roads, water, electricity, health services, schools, security ? required for their own operations by collaborating with diverse regional, provincial, and/or national agencies and businesses to develop these infrastructures for larger populations and areas beyond the immediate sites where they are operating. Established mining firms can also foster more inclusive wealth development by establishing more formal, collaborative relationships with artisanal miners.

The profitability of individual ore blocks can be classed as clearly profitable, clearly not profitable, and those in between which are by nature quite sensitive to their major cost and revenue drivers. It is often the case that the most effort goes into the least profitable ore blocks to ensure that these will in fact not generate a loss. In these cases a cut-off grade policy is often not sufficiently live to separate individual sources given the volatility of financial markets and individual circumstances of some sources particularly in remnant operations such as Mount Isa MinesÆ Lead Mine. Standard sensitivity analysis can determine which factors stope profitability is most sensitive to. However, this does not usually indicate the likelihood of any input change, nor the combined effect of multiple inputs changing. The author attempted to modify the Lead Stream financial model that determines cash margin by inserting probability distribution functions and then using Monte Carlo simulations to determine the probability of any particular ore block making a profit. This effectively demonstrates the combined effect of varying a number of inputs simultaneously to provide a probability of making a profit. The limitations of this analysis lie in the accuracy that individual probability distributions can be specified. Attempts to generate valid functions from first principles have proved difficult for a number of reasons and these are discussed along with some practical alternatives.

Until quite recently-practically up to the present time-all but an insignificant amount of the copper produced in Canada was shipped abroad in the form of ore, matte, blister, etc., there to undergo the further treatment necessary to bring it to the refined state in which it is required by fabricators of copper. Consequently, Canadian manufacturers were forced to import nearly all the copper required in their business; and a considerable portion of the ultimate value to be derived from a Canadian raw material was lost to the country of its origin. In the early days of Canadian copper mining, when both the production and consumption of copper in Canada were much smaller than now, such a condition of affairs was perhaps economically unavoidable, and, in any case, was not a matte~ of sufficient importance to attract general attention. Later on, however, when there had been large and rapid increases both in the production and consumption of copper in Canada, it formed the basis of much adverse criticism, deserved or not, of producers of Canadian copper-criticism that became intensified during the war and subsequent years. Happily, the chief grounds of complaint have now been removed, and there are today copper refineries in Canada, either operating or under construction, that are capable, in the aggregate, of turning out amounts of refined copper greatly in excess of any indicated Canadian consumption.

This volume constitutes the Survival Subsystem portion of the final report for the Coal Mine Rescue and Survival System (CMR&SS) program, which was conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated June 17, 1970). The program was directed by the Special Systems Department of the Westinghouse Baltimore, Maryland, facility. The basic objectives of the CMR&SS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major sources: the Request for Proposal from the Bureau of Mines1 and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering2 (NAE).

These volumes report on the study initiated by the U. S. Bureau of Mines to develop and apply a methodology to quantitatively assess the probability and potential benefits of technological innovation over the next twenty-five years. The potential was recognized for new technology to solve copper industry problems in the United States. Objectives of the study were to: (1) Develop a methodology to obtain the opinions of mineral experts about future events -their likelihood of occurrence, and, conditional on occurrence, when and to what extent they are likely to occur; (2) Identify, select, and describe potential technological innovations which would have significant impact on copper production; (3) Implement the methodology and obtain the opinions of the mineral experts regarding selected copper technologies; and (4) Analyze the expected future benefits of successful technological innovations :n the copper industry. Although individual technologies are continuously examined throughout the copper 'community', this study is the first known comprehensive forecast of future copper technology. This study is also believed to be unique 1n that it represents the consensus opinion of over sixty expert copper technologists on the expected use of innovative technology in the industry over the next 25 years. The report is contained in three volumes.

Researchers, medical organizations, statisticians, and others often use data on the nature and rate of occurrence of occupational diseases in directing their efforts and plans. Very often this information is developed from the reports of the States which describe the nature of work¬men's compensation claims and awards and the frequency with which they are made. To be meaningful, the statis¬tical information must be viewed in the context of the State laws involved. There is considerable variation among the laws of the different States. The Bureau of Mines has responsibilities for protecting the health of persons employed in the mineral industries and for the development of useful mineral products. To assist the Bureau in the accomplishment of its objectives, this compilation has been undertaken. For the benefit of the mineral industries, and any others who may have a similar interest, this volume is made available. An earlier compilation of the Bureau of Mines on this subject was published in 1952.4 However, during the intervening years, sufficient changes have been made in State laws to warrant completely recompiling the information. This publication includes the laws of the States, the District of Columbia, Puerto Rico, and the Virgin Is¬lands through 1964. Only those portions of the workmen's compensation laws which apply to or as ' related to occupational diseases are presented, and in each case enacted additions to and deletions from the basic law have been incorporated into the text of the law, thus snak¬ing it unnecessary to search out the various amendments made each year.

Although the exact date of the commencement of such activities in India is not certain, Indians are known to have been familiar with gold, silver, copper, tin and lead and to a lesser extent with iron at least since the Vedic period (Table 1).

In coal mines equipped with electrically driven mechanical mining equipment, the problem of protection for electrical circuits and machinery important, because the hazards of fires and explosions resulting from electrical failures is greater than in most other industries. There is need for better methods and improved protective devices for this service. Studies and tests designed to determine possible value of the short-circuiting contactor as an electrical device for coal mine service were investigated. Preliminary made to determine the operating characteristics of the device, after which tests were made under actual service in three coal mines. Ordinarily, electrical protection in coal mines is divided into three classes, as follows: 1. Overload protection that is intended to protect against damage from overheating and excessive mechanical strain due to overloading. 2. Short-circuit protection that provides a means of de-energizing the equipment instantly when an accidental short circuit occurs in the equipment or on the power system. Short cm protection tends to damage from fires and, explosions resulting in the dissipation of large amounts of electrical energy in a short circuit. 3. Ground fault protection that, in its various forms, is intended, to maintain the frames of electrical equipment at or near the same potential surfaces in contact with the earth for the purpose of safe-guarding human life.

?POWDER METALLURGY? is the production of semiformed or fully formed metal products by compressing metal powders. It had its beginnings in the fabrication of tungsten and molybdenum bars and wire by compression, sintering, and swaging. Powder metallurgy, although still in its infancy with other metals, has shown remarkable progress in recent years. Production of Metal Powders-The first step in any powder-metallurgy process is the production of metal particles of suitable shape and size. Mechanical processes for producing metal powders, as by crushing, stamping, or grinding, are usually not suitable, as the resulting particles may cause laminations and decreased strength in the finished articles. The principal metal powders now in use on a large scale are produced by electrolysis or by reduction of metal oxides by gases.

The design and development of selective flotation collectors has been the key to the remarkable success of flotation in beneficiating complex, difficult-to-process ores. Sustained research efforts in the field over the past hundred years have led to delineating the scientific basis of selective mineral flotation in terms of the crystal chemistry and the surface and colloid chemistry of minerals including their solubility, and the aqueous solution chemistry of added reagents. It is now well-established that the electrical double layer theory (EDL) is the most powerful means of quantifying the relative strength of mineral-reagent interactions in the case of nonsulfide minerals. We illustrate the utility and the power of the EDL in delineating the science underlying selective mineral flotation with the help of a few examples taken from our own work, in particular on the selective flotation of rare-earth minerals (bastnaesite) from associated semisoluble minerals (barite and calcite) using alkyl hydroxamate collectors and the flotation separation of lithium-containing minerals (spodumene) from associated alumino-silicate minerals with oleate (fatty acids). Both of these mineral separation systems are of contemporary research interest and of immense value to the industry today. Recent advances in utilizing molecular modeling computations, particularly in the context of quantifying the effect of crystal chemistry and the relative distribution of adsorption sites available on mineral cleavage planes, are also reviewed.

This project, sponsored by the U.S. Bureau of Mines, Division of Environment, addresses two major subjects: refuse removal and subsidence monitoring. The refuse removal task consisted of developing a methodology for selecting the most economical combinations of coal mine breaker refuse and rock banks, disposal sites and material moving systems (trucks, trains, belt conveyers and pipelines). To prepare plans for moving refuse in the Lackawanna Valley of Northeastern Pennsylvania, refuse banks were inventoried, underground disposal sites identified and unit cost data prepared for the various material moving systems. The subsidence monitoring task consisted of defining the phenomenon of coal mine induced surface subsidence, establishing operational requirements, cataloging sensors and techniques to detect and measure subsidence and testing of the most promising techniques (photoelastic patch, tiltmeter, strain gage, microseismic and precise surveying). A preliminary system for a 700 acre area in Scranton utilizing 267 grid sensors, seven microseismic sensors and precise surveying techniques was designed with initial and annual operating costs determined. Two minor tasks supported both main subjects: zoning in the Northern Anthracite Field of Pennsylvania and Technology Transfer of subsidence vulnerability prediction techniques.

"The common-held view of the future of copper mining is one of declining quality of mineral resources and increasingly limited long-term development options. This decline, in turn, is viewed as inevitably leading to increasing economic, socio-political and environmental costs. As a result, new technologies and innovations will be required to mitigate cost escalation. The future is therefore typically summarised as a battle of a ‘below-ground’ declining quality asset base pushing costs upward versus ‘above-ground’ technology and innovation driving costs downward. The role that high quality new mineral discoveries could play in mitigating industry cost pressures is typically understated, if considered at all. New high quality discoveries can be mined at lower cost than existing assets and potentially if discovered in the right locations within a more amenable contemporary environmental and socio-political setting. Such deposits, once discovered, would improve the overall quality of the industry asset base, as well as benefitting their owners substantially through higher margins. However, to target new high quality deposits explorers need some understanding of the nature of high quality copper mines in the long-term future. Conventional scientific and economic techniques for analysing the future of copper supply, generally by studying the project pipeline, ignore as yet undiscovered resources and also struggle to fully incorporate the multiple internal and external factors that could impact upon copper mining practices in the future.Scenario analysis is specifically designed to consider multiple factors interacting in the future, and is thus more creative than simply looking at the visible project pipeline. The use of scenarios is therefore potentially capable of providing insight into aspects of the future of copper mining about which little is currently known or that remains considerably uncertain. In this study, the Oxford University Scenarios methodology was employed to analyse different plausible futures for copper mining and the consequent implications for exploration targeting strategies. The scenario analysis highlights two key dimensions or axes that serve to map out potential industry futures: firstly the technical and economic optimisation of the existing industry; and secondly the generation of new prospects or ‘search space’ for the copper industry. These two axes in turn frame four different scenarios for the future of the copper mining industry. These copper mining scenarios are then compared to the 20 largest existing copper mines and projects, and their owners, to determine if any represent an appropriately robust exploration targeting proxy: none do. The paper therefore concludes that efforts by industry are required to generate mine concepts that would be viable across all scenarios, and thus act also as exploration targeting proxies. In the interim, companies will have to seek to build portfolios that create an overall robust asset base, out of individually less robust assets. Failure to do this implies that consequential, irreversible strategic decisions lie ahead for the copper mining industry, which may be a threat to both incumbents and the very industry itself. MANY metals by virtue of their place of occurrence as ore, and their uses are travelers! Iron and steel, for instance, is one of the greatest of travelers in the form of ships and the romance of iron in this respect is only just beginning to be superseded by the stories which can be told of the travels of aluminum and its alloys, used in the building of airplanes. Tin is a traveler from the Straits Settlements to this country and Europe, for use in the canning industry; afterward traveling all over the civilized world as a part of the container for preserved foods. Silver is somewhat of an aristocrat, when its uses are measured against those of the baser metals. From earliest times it has been used for adornment (first perhaps o4 the person and later for the embellishment of weapons and' buildings), for the making of fine ar¬ticles used in the household, and as money. While its uses have been widened by the discoveries in chemistry, electricity and other sciences, its early uses are still much in evidence in our modern life.

The founder of social psychology is sometimes identified as Kurt Lewin. In a 1947 article, Kurt Lewin coined the term ‘group dynamics’. He described this notion as the way that groups and individuals act and react to changing circumstances. Lewin theorised that when a group is established it becomes a unified system with unique dynamics that cannot be understood by evaluating members individually. The discipline of social psychology really emerged out of World War II and tackled questions associated with human judgement and decision-making by the Nazis. For a comprehensive look at the development of social psychology look at Abelson, Frey and Gregg (2004).Social psychology is concerned with the way social arrangements affect human judgement and decision-making. What the author has done is apply the knowledge of this new discipline to an understanding of risk, safety and leadership. This paper will explain some of the developments in social psychology, such as the discovery of the bystander effect, Groupthink, bounded rationality, heuristics, risk homeostasis and the Milgram effect.The social psychology of risk tackles the way decisions are made about risk in their social context. Unless organisations understand that decision-making is socially conditioned, they are unlikely to be able to tackle the complexities of culture change or the development of risk maturity.The paper will offer a new understanding of why people do what they do, how risk makes sense and why a ‘dumb down’ approach to safety is dangerous. An attempt is made here to collect together various reports and publications that are based on research supported all or in part by Contract No. H0155008 for the past two years. The subject matter deals primarily with the excitation, transmission, and reception of electromagnetic waves in mine environments. This contract from the U.S. Bureau of Mines with the Office of Telecommunications supports the efforts of James R. Wait (Principal Investigator and Consultant to OT), David A. Hill (Co-Investigator), and various associates within the Boulder scientific community. The contributions of Samir F. During the hydrometallurgical processing of the major base metals Cu, Zn, Ni and Co, the presence of iron is normally a serious complication, and iron separation from the pay metals usually constitutes one of the main challenges for the metallurgist. There are many instances, however, where the presence of iron is beneficial, or is even required. Two cases are presented where iron is required during the processing of base metals. The first example deals with the use of ferric sulphate to oxidize sulphides, more particularly copper and zinc sulphides, under atmospheric conditions. The results presented confirm that ferric ion leaching is efficient, particularly when the oxidant is regenerated during the process. The second case is the use of iron to solubilise refractory cobalt oxide minerals; examples, including pilot plant results, are presented for various ores from Africa and Central America. In both cases, this paper reviews the basic concepts involved and provides details of their application.
