OTHERS here are far better qualified than I to discuss some of the specific proposals for government regulation of the oil industry. I shall make no attempt to carry oil to Oklahoma. The question of public control, however, is inherent in other branches of the mineral industry in varying degrees, and my comments will be directed mainly toward some of the trends affecting the mineral industry as a whole, as a background for your more specific consideration of oil legislation. A proud American tradition has been the insistence on freedom of competition, on equality of economic opportunity, on a policy of laissez faire. Nowhere has this principle been given wider application than in the mineral industry. The mineral field has been open to all comers, and the job of mineral exploitation has naturally attracted daring and independent spirits. The laws governing conditions of discovery and development, as well as the anti- trust laws, have been devised to foster the spirit of private initiative. The result has been the building of a mineral industry on a scale never before approximated anywhere in the world. The impetus thus gained, the methods, the technique, the financial resources, have been projected be- yond our boundaries and have made the American mineral industry the purveyor to the world for many essential commodities and first in the exploitation of the world's minerals. Our habits of individual self-reliance and success are deeply ingrained, and there is hardly an individual in the entire mineral field who does not instinctively recoil fro111 the extension of collective control, whether public or private.

The Bolivar Cu-Zn skarn deposit in the Piedras Verdes mining district of Chihuahua is one of many base and precious metal deposits in the north-northwest trending Sierra Madre Belt extending across the states of Chihuahua, Durango and Sonora in northwestern Mexico. The information presented here is drawn from two papers on the Bolivar property1,4 plus new information. Historical mining and exploration for polymetallic Cu-Zn-Pb-Ag-Au deposits in the Sierra Madre Belt dates to Spanish Colonial days. Access to the Bolivar Property (Figure 1) is by paved road (approximately 305 km southwest from Chihuahua) and approximately 80 km by all-season gravel roads to the villages of Cieneguita (population ~1,000) and Piedras Verdes (population ~500) adjacent to the property. [ ] The Bolivar property comprises an old Cu-Zn producer (the Bolivar Mine), exploration concessions adjacent to the Bolivar Mine, and a new camp at the mine that supports mining, exploration and maintenance. From 1980 to 2000, former operators extracted approximately 300,000 tonnes of ore that was hand sorted to an average grade of 5-6% Cu and 25-30% Zn. From 2005-2010, Dia Bras produced from the mine just over 600,000 tonnes at an average grade of 1.7% Cu and 8.6% Zn. Dia Bras transported mineralized rock 275 km by truck and rail to its Malpaso mill, located about 30 km west of Cuauhtémoc in central Chihuahua, from 2005 until October 2011 when the new Piedras Verde mill was commissioned only 5 km from the mine. (Note: the Company cannot use the term ?ore? because it has never completed a feasibility study.)

Directionally solidified (DS) Rene 80 Superalloy was tested in thermo-mechanical fatigue (TMF) over the temperature range 500-900°C and plastic strain levels from 0.2 to 0.8% using a DSI Gleeble thermal simulator. Thermo-mechanical testing was carried out on the parent material in the conventional solution treated and aged condition (STA), as well as gas tungsten arc welded with an IN-738 filler, followed by solution treatment and ageing. Comparison of the base TMF unwelded alloy with that of the welded and heat treated alloy showed that varying crack initiation mechanisms, notably oxidation either by stress assisted grain boundary oxidation, or associated with grain boundary MC carbides fatigue crack propagation along grain boundaries and creep deformation were operating, leading to different "weakest link" failure initiation points.

FOR rapidly marking in geological and topographical features on parish plans, the author has used the Veeder cyclometer with very satisfactory results. A simple Veeder cyclometer, usually retailed at cycle depots at 4s., is fixed to the axle of the front wheel of an ordinary bicycle. The cyclometer is desigued to read in miles and tenths of miles, which are recorded through gearing actuated by a striker on a spoke of the bicycle wheel engaging one of the vanes of the cyclometer once every revolution.By using 80 strikers the reading would be in chains and tenths of chains; therefore the use of 8 strikers gives the reading in chains, utilizing all the figures. The cyclometer is designed to be placed on the right-hand side of the bicycle, and takes up a minimum of space, being only about the size of the top joint of the thumb. With some makes of cycles there is insufficient clearance, so the cyclometer must then be placed on the left side, and the 8 strikers made to engage the top vanes, as shown in the sketch (Fig. 1).Very accurate readings can be obtained by this instrument. "An autogenous grinding circuit was commissioned at the Brunswick concentrator in October 1998. The AG mill was subsequently converted to SAG operation in May 1999 for a number of reasons. The mill had 48 rows of the NORCAST top-hat integral lifter/liners configured in Hi-Lo mode. A charge motion simulation study, the results of which are the subject of this presentation, was initiated to develop a better understanding of SAG mill behaviour. Using a design of experiments approach, a lifter face angle was determined that would increase mill power draw. Once determined, lifter profiles were modified and installed in July 2001, and a second set installed in February 2002. Resulting changes in mill power consumption are presented.INTRODUCTIONThe Noranda Inc. Brunswick Mine, located near Bathurst, New Brunswick, is a large lead/zinc mine and began milling ore in 1964. The ore is massive sulphide with approximately 20% valuable minerals, 60% pyrite and 20% silicates. In October 1998, an autogenous grinding circuit was commissioned at the Brunswick concentrator (Cooper, Orford, Larsen, 2001).At the time, the autogenous grinding circuit replaced existing surface crushing plants, fine ore storage, rod mills and primary ball mills. The 8.54 m diameter x 4.27 m long (EGL) ANI mill was subsequently converted to SAG operation in May 1999.The mill had 48 rows of the NORCAST top-hat integral lifter/liners and was operated initially with all shell lifters at the same height. Following problems with packing and abnormal wear pattern, the profile was changed to a high-low configuration.Further, it was found that over the life of the lifters, mill power draw and throughput varied considerably. Although a change in mill power draw was expected following lifter replacement (predicted during mill design to be in the order of 300-400 kW), the replacement of the worn lifters with new high lifters resulted in mill power draw decreased by some 1000 kW."

There are no known published methods of estimating the degradation of coal measure rocks by water that are simple and efficient, yet still provide a quantitative, meaningful value for assessing the stability of coal mine floor, roof, and rib. The slake durability test, the standard index method for estimating the durability of rock subject to wetting, can provide misleading results for floor stability assessment. Additionally, slake durability testing is time consuming and requires specialty equipment. Methods based on humidity cycling have been demonstrated to be very effective for assessing coal mine roof, but require specialty equipment and do not address floor stability concerns. Visual observation techniques, such as that developed for the Coal Mine Roof Rating (CMRR) method, adequately qualify rock degradation, but lack quantitative rigor. This paper will describe an alternative method, coined the water sensitivity test, originally developed for floor stability analyses, but also found applicable for roof and rib stability assessment. The test was developed by CONSOL in the early 1990's, and in its current form, has been in use for approximately twelve years. The method is based on the basic slake durability principle of measuring the mass of the rock retained on a screen after submersion in water. The new test employs two screens of different sizes, and also uses modified submersion, drying, and data processing procedures. The method is relatively efficient and can be geared toward batched testing. As with the slake durability test, the resulting index value provides a quantitative measure of the susceptibility of rock to water degradation. In addition to discussing the test method and its development, this paper provides a comparison of results with those fiom standard slake durability tests, and tabulated results for various types of coal measure rocks. Examples of the technique's utility are provided, including assessment of longwall and development floor conditions, roof and rib rock weathering and stability, and drum-bit cutability.

A laboratory size solvent extraction apparatus has been constructed, which incorp- orates three stages of countercurrent extraction, followed by two stages of counter- current stripping. The model uses a gravity flow system from one stage to another and air lift pumps to recirculate organic and aqueous phases. A novel pump/mixer system is used to transfer solutions from the mixer compartments to the settler compartments. The model has proven valuable in the teaching of solvent extraction principles.

Award of the Design/Build Agreement for construction of Ontario Power Generation’s (OPG’s) Niagara Tunnel Project was made after an intensive 8-month international procurement process. The 14.4-m diameter × 10.4-km long rock tunnel will divert 500 m3/s of water from the Niagara River to the Sir Adam Beck hydroelectric generating complex. The procurement process and Design/Build Agreement included features to address the owner’s requirements regarding risk allocation and cost and schedule certainty, while encouraging innovative ideas from the industry, both technically and commercially. The process included an international expression of interest and prequalification, followed by an invitation for design/build proposals to qualified proponents, and comprehensive proposal evaluations and negotiations with several respondent proponents. An honorarium was provided to the unsuccessful participants in the proposal stage. The resultant negotiated Design/Build Agreement includes Owner’s Mandatory Requirements, negotiated contract terms and conditions, performanceincentive bonuses and liquidated damages for schedule and water delivery performance, a multistaged Geotechnical Baseline Report, joint risk management, references to preexisting community impact agreements and measures to reduce impact on tourism. It also addresses regulatory approvals and permits, an owner controlled insurance policy that required reference to the International Tunneling Insurance Group (ITIG) Code of Practice for Risk Management as a condition of coverage, site specific safety, security and environmental plans, formal team building, a dispute review board, and escrow documentation.

Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

"Gold and silver nanoparticles (NPs) were deposited on pyrite at ambient temperature from colloidal solutions prepared by reduction of hydrogen tetrachloroaurate or silver nitrate by sodium sulfide or sodium tetrahydridoborate. The nanoparticles were characterized using Ultraviolet-Visible (UV-Vis) spectroscopy and the experimental spectra were fitted using Mie - Gans modeling. The modified pyrite was investigated using Electrochemical Impedance Spectroscopy (EIS). Electrodes were prepared from both natural and modified pyrite samples and were modeled using an equivalent circuit (EC) based on the EIS data. The comparison of the results revealed a decrease in charge transfer resistance for the ferric ferrous redox couple associated with the modified pyrite. From this behavior it is concluded that the electronic transport between the nanoparticles and the electrode surface over distances in nanometer scale is enhanced. Nanoparticles below a certain size act as quantum dots due to electronic confmement. Decreased charged transfer resistance at the nanometer scale may be caused by electron transport through tunneling mechanism via quantum dots.IntroductionIn recent years, considerable attention has been focused on the synthesis and study of Metal nanoparticles due to their potential applications in the fields of physics, chemistry, biology, medicine, material science and their interdisciplinary fields[!]. When material is nano-sized, the physical properties deviate markedly from those of bulk material, however, this effect is highly dependent on the particle size, interparticle distance, and morphology of the nanoparticles [2].An extremely small region of space defmed in a semiconductor material in order of nanometers is called a quantum dot, a term coined by Reed [3]. The three dimensional confinement of quantum dots can change properties of the excitons in comparison to free excitons in a bulk material [4]. Nanoparticles behave electronically as zero-dimensional (restricted in all three dimensions) quantum dots when the de Broglie wavelength of the valence electrons and the particle are in the same size range.As Reed [3] explains electrons confined in a plane have no freedom to move the third dimension. Those confined in a quantum wire are only free to move in one dimension, and those confined in a quantum dot are not free in to move in any dimension. An electron inside a cube of material IO nm on a side is confined to a point."

Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

"Measurements obtained during load testing of two steel H-piles driven at a site in Northeastern Mississippi are discussed. The general site conditions, equipment used, testing procedures and results of the pile load tests are presented. Both piles were tested in compression and one of the piles was subsequently tested in tension. The piles were instrumented with strain gauges and extensometers to measure the mobilized soil resistance and pile movement. Three different “zero strain” conditions were used to determine the mobilized soil resistance and residual loads due to driving or a load cycle. It was concluded that the effect of residual loads on driven piles could be significant. Driving residual loads influenced the magnitude and distribution of the load transfer curves more than those due to a load cycle. Results of the tension test were impacted by the residual loads from the previous compression test performed on the same pile.INTRODUCTIONSeveral factors affect the performance of a deep foundation system including the subsoil conditions, loading settings, pile type and installation method. Residual stresses develop in piles particularly due to pile driving, but they are typically not accounted for in the analysis (Fellenius 2002). Siegel and McGillivray (2009) presented an assessment of residual loads measured during load testing of instrumented auger-cast-in-place (ACIP) piles. The magnitude and distribution of residual stresses along the pile shaft and toe depend on the pile installation method, previous load cycles and time effects. Poulos (1987) reported that residual load due to driving at the pile toe is independent of pile driving equipment and may significantly affect the results of a pile load test. Hunter and Davisson (1969) reported results of pile load tests performed in compression on fully instrumented piles driven in cohesionless soils along with a discussion of the effects of residual loads. Tension loads of about 445 kN (100 kips) were measured at the pile toe after driving. Unloading residual compression load at the toe was detected as “apparent” tension since the instrumentation was zeroed prior to the test. The researchers suggested a graphical approach to obtain the “corrected” load distribution curves considering that residual load will dissipate following the tension test. Holloway et al. (1975) conducted a study on the effect of residual stresses due to pile driving and developed a computer software that accounts for residual loads. Briaud and Tucker (1984) suggested a method to account for residual loads based on the results of 33 pile load tests performed in mostly cohesionless soils."

The Bureau of Mines investigated the resources, costs, capacities, market relationships, and short- and long-run supply of phosphate rock and phosphoric acid. The 206 mines and deposits evaluated in 30 market economy countries contain an estimated 35.1 billion mt of recoverable phosphate rock (demonstrated resource level). U.S. resources are sufficient to satisfy the domestic and export markets for phosphate products well beyond the year 2000. Because of resource depletion at current producers, however, new properties (with higher cost levels) need to be developed if U.S. production levels are to be maintained. Existing worldwide capacity can satisfy expected demand through the early 1990's. Expansion at existing mines or low demand growth could mean that no new property development will be needed before the late 1990's. Worldwide, almost $8 billion could be required for development of new phosphate rock properties between now and the year 2000, given 3-pct annual growth in demand. Most properties that could develop in the 1990's would require price increases of 20 to 50 pct to break even. To earn a 15-pct rate of return on investment, prices must rise to nearly double the present level of $24 to $29 per metric ton.

No one envisioned at the time that the Coeur d’Alene Mining District would become known as the “Silver Valley” and produce more than 37.2 kt (1.2 billion oz) of silver. Or that Hecla would become the United States’ largest primary silver producer and the last of the pioneer mining companies from this illustrious mining district.What is the origin of the name “Hecla?”That will forever be a bit of a mystery. Some say it was named for an Icelandic volcano. Or that it was the foresight of James Toner, who staked the original claim, that it would go so deep, fulfilling the medieval folklore definition of the word ‘Hekla’ which is the ‘Gateway to Hell.’ I kind of like that one as the Lucky Friday Mine is almost 3.2 km (2 miles) below the surface. It has operated for more than 70 years and has all the markings of being one of only a handful of mines that will exceed 100 years of operations.Is there a common theme, or thread throughout the 125 years?Yes, Hecla has always had a solid core of high-quality and long-lived assets, positioning the company to survive times of low prices and reap the rewards when cycles turn and higher prices are realized. But it is not just assets. Hecla has extraordinary expertise that gives us the perspective of how to acquire, explore, develop and operate mining assets, particularly underground. Hecla is one of the few companies to acquire assets in the last five to six years and we did not have to write down the value of them, which means we paid a fair price for the asset despite the metals price reductions that followed the purchase. And our culture has given us the persistence to develop mines and complete projects despite lower prices. For almost a decade we have been advancing the #4 Shaft project at the Lucky Friday. We will complete this project this year, positioning the mine to operate for decades. We have elected to spend capital on San Sebastian (Durango, Mexico) and Casa Berardi (La Sarre, Quebec, Canada) to start a new mine and increase production, respectively. And we are spending money on new techniques, new equipment and innovations to our operations. Our insistence is on developing for the future, and our persistence in doing so is in contrast to many companies that are reducing investment and shrinking production"

Paper presented at the IAGOD international symposium on mineralization related to mafic and ultramafic rocks, held in Orleans, France, 1-3 September 1993. Platinum-group minerals (PGM) in the enriched zone at Dust Mountain occur in two separate parageneses, the first representing primary magmatic PGM and the second primary magmatic PGM that have been reduced to alloys during serpentinisation. Minerals in the first group were unaffected by hydrothermal alteration on account of their textural setting or stable chemical composition. Despite substantial alteration of the serpentinised assemblage, most evidence points to the dominant role of primary magmatic processes in determining PGM occurrence. Several base metals have nevertheless been introduced hydrothermally. With respect to surficial dispersion the single most important paragenetic factor was the reduction of sulphides to alloys, rendering them more susceptible to mechanical erosion and less so to chemical leaching. The different textural setting of Pd-group and Ir-group phases results in different dispersion characteristics, with major implications for stream sediment sampling

There are three principle lines of evidence that indicate the clay minerals found in the Goathill North (GHN) rock pile at the Molycorp mine are predominantly a product of hydrothermal alteration, not weathering. The unweathered drill core and samples from GHN have similar types and abundances of clay-mineral groups based on XRD analysis. Chemical analyses from the electron microprobe reveal similar chemical compositions for the hydrothermal alteration clays in drill-core samples and clays found in the rock pile. Textural evidence gathered from petrographic and microprobe examination also suggests a hydrothermal origin for clay minerals.

The east span of the San Francisco-Oakland Bay Bridge (SFOBB), which is one of the most heavily traveled bridges in the world, will be replaced due to seismic safety concerns. The majority of the new bridge will be founded on large-diameter (1.8 to 2.5 meters), approximately 60- to 100-meter-long pile foundations The large-diameter steel pipe piles and soil conditions are similar to those used/encountered in many offshore structures. Thus, the design methods used are based on site-specific modifications to the procedures recommended by the American Petroleum Institute rather than the conventional procedures that have been formulated and used for the design of much smaller piles. Pile foundations will experience their maximum loads during the design earthquake. For the Safety Evaluation Earthquake, tension loads of up to approximately 80 to 90 meganewtons (MN) and compression loads of up to approximately 120 to 140 MN were calculated. Due to the economic importance of the SFOBB and the consequences of catastrophic failure in both economic and human terms, the design and analysis of the pile foundations supporting the bridge consider a number of aspects of pile-soil behavior that are normally ignored. Those aspects include: 1) the effects of consolidation and setup, 2) the behavior under dynamic loading, 3) the losses of resistance under cyclic loading, and 4) the load-settlement behavior of the piles under severe cyclic loading conditions. Since the treatment of complex aspects of pile foundation behavior is not codified in any guiding documents, several project-specific methods were developed for design and analysis of the foundation piles.

In the deformation of a metal or a single-phase alloy all the crystals composing the metal after their shape in a similar manner as the metal in bulk and to about· the same extent. This is not the case in an alloy consisting of two phases of different resistance to plastic deformation. In such an alloy the two phases take part in the deformation approximately in inverse proportion to their hardness, at least at the beginning of the deformation. (1) The hardness difference becomes less in the course of the deformation and thereby the deformation more equal. The phenomena occurring during cold-rolling of some two-phase alloys have been investigated by H. Unckel who made statistical grain measurements of the degree of deformation of the two phases after various reductions by rolling and also microscopical observations of the flow in the neighbourhood of the grain boundaries. Because of the different relative flow of the two phases, the normal flow is disturbed in the vicinity of their boundaries, and some additional plastic flow must take place in these regions, the disturbance being levelled out at some distance from the boundary. The deformation of the two phases present simultaneously in the material should thus be different from that of each phase separately. The investigation of theimportance and the effects of this interaction of crystals of different phases is the subject of this paper.The deformation of crystals occurs as a gliding of crystal layers following crystallographic laws. In consequence of this slip the crystals composing the material tend to assume a common orientation, i.e. some crystallographic axes tend to become parallel to each other in all the crystals. The type of this preferred orientation depends on the type of the crystal and the working process. Any change in the mechanism of deformation results, therefore, in a change in the preferred orientation. Such a change in kind and degree of preferred orientation will, therefore, also occur if the interaction of crystals in a two-phase alloy gives rise to a mechanism of deformation different from that in the free phases.The present paper describes a study of the preferred orientation, the microstructure and hardness in wires of brass drawn to various extents.The development of preferred orientations in the two phases with increasing reduction was followed up in various layers of the wire.EXPERIMENTAL DETAILSThe experiments were carried out with a commercial 5 S.W.G. wire (0,212 in. diameter) containing: 62·7% Cu, 37·3% Zn, very faint traces...

A Peer Review Panel for the Golden Cross Mine in the upperWaitekauri Valley, Coromandel was initiated in December 1989, before mining, as a requirement of the conditions of the Mining Licence and Water Rights. The panel's function is as a technical audit and advisory team - to provide independent technical review of design, construction, and execution of mining operations, slope remediation works, and reclamation/mine closure activities. The primary role of the panel is to act in the public interest by providing assurance to regulating authorities that the design and application of on-site mining operations accords with 'good industry practice'. Panellists are not involved in design nor as advisers, although until 1997 when explicit terms of reference were written, the panellists were a sounding board for some operational proposals. The panel functions to ensure that best mining industry technical standards are met. The costs of the peer review process are met by the mining company. Review of mining operations includes environmental matters such as land rehabilitation and water quality.
