"SUMMARY This report reviews the status of the packaged-for industry as of 1941. A field study was made of 35 representative plants to obtain technics and economic data on different types of processes used to make packaged fuel in the Central States. The report includes a classification of processes, photographs of typical operations, designs of different plants, an analysis of costs of manufacture, and a study of the physical and chemical properties of fuel cubes.It was observed that many of the smaller plants were having troubles in the manufacture of packaged fuel as the price of materials and costs of labor advanced toward the higher levels of 1942. In some instances, the total cost of manufacture was as high as $5.00 per ton, while in the better, medium-sized plants it was approximately $3.25 per ton. The direct manufacturing costs, excluding investment and depreciation, ranged from $3.17 to $2.37. These costs permit almost no profit at small plants when packaged fuel sells for the same price as competing lump coal under conditions existing in 1941-42.It was found that the predominant troubles in plants were due to inadequate drying and insufficient mixing of the starch binder. It was ob¬served that in the better plants, where proper mixing of binder was attained high-quality packages were made if 50 to 70 percent of the moisture was removed in the drying ovens. Experimental data obtained in the laboratory show the relationship between the temperature of dry air and the time required to remove different percentages of moisture in wrapped orunwrapped coal cubes.The average physical and chemical properties of fuel cubes made by five processes are listed, and tentative standards for minimum physical qualities and methods for measuring quantity are giver."

I. INTRODUCTION. REPEATED failures in attempts to work gold-bearing gravels by means of suction-dredges have created the impression that this method is impracticable. The suction-dredges have failed from three special causes excessive wear and frequent breakage of pump-shell, runners and liners; inability to dredge compact gravel which would ,not. readily move towards the intake; and, most important of all, closing. of the suction-pipe by stones too large to enter it. In my opinion, all three causes of trouble may be remedied: the first, by making stronger the parts most liable to wear and breakage; the second, by means for loosening the gravel at the intake; and the third, by sufficiently... Increasing.. the diameter of the suction-pipe. In suction gold-dredges, this diameter has not usually exceeded 10 or 12 in.; whereas there are few profitable gold-fields which can bee considered dredgeable, in which stones more than' 12 in. in diameter, are-.not frequently encountered. II. AN EFFECTIVE SUCTION-DREDGE. In harbor-operations, much larger stones are handled by suction-dredges.., The large dredge of the Henry Steers Contracting Co. worked for nearly four years at League Island, Philadelphia, where it sucked up, passed through the pump, and forced through 3,700 ft. of discharge-pipe; gravel containing boulders up to 200 lb. in weight. This was done with no bad breaks and few shut-downs. The cutter; and liners were the only parts liable to damage, and these were easily replaced with brief interruption of work. This report covers the activities of a feasibility study of fiber optics technology fur use in mines. The objective of the study was to evaluate, both technically and cost-wise, the possible use of fiber optic technology for underground mine communication and monitoring systems. The first phase of the study was devoted to the collection of information on the present underground mine communication systems and monitoring techniques, and the status of applicable fiber optic technology. In the second ph se of the study, a communication and monitoring system for a hypothetical underground coal mine was designed and the costs estimated. The significant findings and conclusions are presented.

This: symposium was sponsored by the Bureau of Mines, U.S. Department of the lnterior, in order to critically examine the state-of-the-art of sulfide flotation chemistry and to define current and emerging problems that should be emphasized in future fundamental research. The topics covered through invited papers include both reviews and recent research results in the areas of thermodynamics of reagent-mineral interactions; collector adsorption processes; the effects of solid-state point defects on flotation; activation and deactivation phenomena; the electrochemical role of oxygen in sulfide flotation; environmental problems in flotation; and selective flocculation of fines. Papers riving perspectives on flotation research in relationship to our national mineral requirements and the relationships between industrial flotation research and academics are also presented. An edited summary of the symposium follows the papers.

"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mining-substances; to promote health and safety, in the mineral industries; to conserve Material resources , and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other Mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes reports and articles published during the period January 1, 1975, to December 31, 1979. This report records a chapter in the history of the development of an electrolytic manganese industry in the United States. Nearly all the manganese requirements of the United States have been imported. Although there are large quantities of manganese ore in the United States, most of it is low-grade and cannot be used for the production of ferromanganese. Since the electrolytic production of manganese carried out by a process developed in the laboratories of the Bureau of Mines offers a method whereby the extensive low-grade deposits may be utilized and since commercial development had proceeded slowly, the Bureau constructed a new and larger pilot plant at Boulder City, Nev., where abundant electric power was available. An authorization in November 1940 covered a plant of only several hundred pounds daily capacity. Additions to some sections author¬ized by subsequent appropriations have enabled the plant to produce over 2,000 pounds a day for extended periods.

In November 1989, the U.S. Bureau of Mines sponsored a 2-day conference to stimulate thinking and discussion about changing materials technologies and implications for the Government's materials information programs. On the first day of the conference, speakers provided overviews of developments occurring in each of the major materials groups. Emerging technological developments, applications, economic and national defense significance, intermaterial competition, and potential market growth in advanced plastics, polymer composites, ceramics, metals, and electronic materials were described. In general, the speakers forecast advanced materials market growth rates in excess of overall gross national product (GNP) though high costs will tend to limit growth outside of aerospace, defense, electronics, medical equipment, and other typically high value-added businesses. On the second day, a wide range of speakers representing several facets of the materials community described how advances in materials technology are creating a need for new types of data, statistics, information, and analysis. Reflecting the speakers' broad range of organizational, professional, and personal perspectives, an array of information needs was identified. Most requirements, however, seemed to fall into one of five major categories: Federal materials research activities, material standards, market and economic information, health and safety, and public policy.

This report presents information developed during Bureau of Mines contract H0242016, "Mine Shaft Fire and Smoke Protection Systems" from May, 1974 through June, 1975. Purpose of the metal and nonmetal health and safety project was to evaluate mine shaft fire and smoke hazard problems, and to develop and demonstrate a low-cost, reliable mine shaft fire protection system that would protect against such hazards and would be applicable to a majority of metal and nonmetal mine shafts, including raises and winzes, especially in deep mines. Program effort proceeded through five phases, culminating in the successful in-mine fire demonstration of a prototype system. In addition to this final report, a film is available which depicts components of the system and its successful shaft fire testing at an underground mine.

Optimising the throughput of a mining network comprising all equipment from shovels to semi-autogenous grinding (SAG) mills is a complicated task, yet the potential benefits can be significant. Key modelling challenges stem from the sheer number of possible routes which material can travel, different equipment operating under different constraints, and the rate of SAG mills being calculated through a nonlinear function of the blended materials’ rock attributes. Nevertheless, this is an ideal onapplication area of mathematical programming, a branch of operations research. This paper describes an application of mixed integer linear programming (MILP) to optimise the mining equipment network of one of the world’s largest copper mines.The model takes as input a year-long monthly mine schedule of shovels in different pits, pushbacks, sequences and faces which produce material to be moved through a network of crushers, conveyors, silos, distributors, stockpiles and SAG mills, ultimately outputting a daily operational plan for all equipment that maximises the throughput of the network. All operational constraints and business rules are considered, including three quality attributes of copper ore. Comparing model results with actual data shows an improvement of 4.47% in network throughput tonnage. Additionally, although the model is solved using a free, open-source solver, optimal solutions are still achieved within a practical timeframe.

RESEARCH in the steel industry, as in other lines of manufacturing, has for its principal purpose the increasing of profits. That is what manufacturing companies are for, and all departments of the organization must be so coordinated as to lead to profitable operation. To divide a payroll into productive and non-productive labor is misleading. Productive labor, in fact, is necessary labor, and non- productive labor is the labor we can get along without. One might as well say that the steering wheel is not a part of an automobile as to say that the directing minds of an industry are non-productive. Legitimate manufacturing profits in a steel company or any other company are the reward that the public pays for service rendered or risk taken. The desire for profits is the impelling motive that leads investors .to take risks and build up industries that give employment to others. Every department of a company, be it executive, manufacturing, financial, sales, or research, must contribute to the one end which brings success-profits.

This paper describes the research that has been conducted -in an effort to understand the nature and causes of sulphide fires -in the Sullivan Mine. Results of the investigation have led to several theories of the origin: of the fires, the nature of the chemistry and a method for assessing: the fire potential. Recommendations and the implications for the mining operation are also discussed.

Silver and silver alloys tarnish readily by the formation of tarnish on the surface when exposed to a wide range of sulphur-containing atmospheres. This tarnish is unsightly and undesirable and can be removed either with a silver polish or a chemical dip. Polishes are, however, not suitable for irregular and embossed surfaces such as on coins, medallions and jewellery items, because of uneven removal of the tarnish layer and excessive wear. Successful tarnish protection can be achieved by either storing the items away from the aggressive atmosphere or by coating/treating the exposed surfaces with a protective layer. Storage is feasible for collections but is not suitable for items that are handled or worn regularly, such as jewellery. A number of commercial coatings and treatments have been developed, but to date there has not been a systematic evaluation of tarnish protection. This paper details the performance of a range of generic coatings in an accelerated tarnish test. The degree of tarnish was evaluated by means of loss in reflectivity and change in colour. Four coatings/treatments improved the tarnish resistance of silver by more than tenfold. These include an organic lacquer, rhodium electroplating and an organic self-assembled monolayer (SAM) conversion coating. Research is continuing to optimise these coatings. Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

The U.S. economy made significant progress in 1984. The current-dollar gross national product (GNP), the market value of the Nation's output of goods and services, increased almost 11 percent over that of 1983 to slightly more than $3.66 trillion (table 1), and the real gross national product increased almost 7 percent.2/ Such rapid growth in real GNP has not occurred since the early 1950's. Real final sales increased only 5 percent during 1984, and real business inventories increased $24.8 billion ($57.9 billion in current dollars). Total employment of 106.7 million was an all-time record, and the unemployment rate declined from 9.5 percent in 1983 to 7.4 percent in 1984. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services (-$62.5 billion) and even larger negative net exports of merchandise (-$107.6 billion). The strong dollar and the substantial increase in net imports of goods and services helped reduce U.S. inflationary pressures and provided a major source of loanable funds for financing domestic private investment.

The environmental and health implications of artisanal gold mining activities at mining sites across Nigeria have rekindled research interest. This study aimed to assess the scalability of naturally occurring radioactive materials in gold mining sites in Iperindo, Nigeria. Soil samples were collected from three different mining sites and control locations and analyzed for natural radionuclides, mainly 238U, 232Th, and 40K, using gamma spectrometry having a sodium iodide detector. The average activity concentration values of 61.55 ± 3.71, 72.65 ± 4.45, and 1134.99 ± 38.12 Bqkg− 1 obtained from within the mining sites for 238U, 232Th, and 40K, respectively, were above the world permissible values of 33.0 Bqkg− 1 for 238U, 45.0 Bqkg− 1 for 232Th, and 420.0 Bqkg− 1 for 40K. The average activity concentration values of 15.26 ± 3.19, 21.46 ± 4.27, 381.04 ± 23.36 Bqkg− 1 estimated for 238U, 232Th, and 40K, respectively, for the control location were, however, lower than the global permissible values. The study also evaluated other radiological parameters such as radium equivalent, dose rate, annual effective dose rate, internal and external hazard indices, and alpha and gamma indices. The obtained values were 252.83 Bqkg− 1, 119.98 nGyh− 1, 147.15 mSvy− 1, 0.85 Bqkg− 1, 0.68 Bqkg− 1, 0.31 Bqkg− 1, and 1.89 Bqkg− 1 respectively. Except for radium equivalent, external and internal hazard risks, and alpha index, which were significantly lower than the recommended threshold, all other radiological parameters were higher than the recommended global limits. Moderate data reproducibility and a p-value of 0.000574 further reinforced the robustness and reliability of the results obtained in this study.

The US mining industry today is fighting for its existence. We are plagued by the shortage of materials, of equipment, of fuels, of capital, of manpower. If we solve those shortages, we are then frustrated in our attempts to open a new mine or, perish the thought, a new smelter. If we manage to make a profit, demagogues will accuse us of stealing from consumers; and, if we do not make a profit and have to shut down, the same demagogues will accuse us of creating unemployment. Meanwhile, in every aspect of our business - from research, exploration and development, to production, marketing and selling - we are hindered in every way by the bipartisan mismanagement and crippling controls of a government bureaucracy gone amok. We are fighting a war on every front. Some of you realize that ours is a war of ideas. In order to win, our industry must make its ideas heard. But to be heard, we must have something to say - which means: we must know our case logically and consistently, all the way down to essential principles. A principle is a primary truth applicable to a great number of instances. A principle is like a road map: it shows you all the possible alternatives for getting from where you are to where you want to go. Although practically everybody recognizes the usefulness of a map and the need to consult it to find the best way' to get from one city to another, most people are not as careful in charting the course of their life, or the course of their industry, or the course of their nation. And so they act blindly, at random, by the whim of the moment, and get nowhere fast.

HOWARD H. PRESTON, professor of economics and business at the University of Washington, presented a paper before the North Pacific Section, A.I.M.E., on Jan. 23, on the "Economic Aspects of Gold and Silver." He carefully reviewed recent governmental actions that have affected those metals and gave an interpretation of their effects. A brief excerpt from his address; follows: Including the proclamation of March 6, 1933, the principal steps of the present Administration which have carried the United States off the gold standard and led up to the present program have been: (1) The Presidential proclamation of March 6 controlling gold. (2) The monetary sections of the Emergency Banking Act of March 9. (3) Mobilization of gold under Executive orders issued March 10 and April 5. (4) The gold embargo by Executive order, April 20.
