No commodity agreements now exist for sulfur and a lack of reference to sulfur commodity agreements exists in the literature. Law (1975) made a passing reference to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement and the following discussion centers on the world sulfur market of the early 1980's in this context. GENERAL THEORY OF COMMODITY AGREEMENTS The upsurge in demands for commodity agreements seen in the last decade or so stems largely from agitation by the less developed countries (LDC) for better economic treatment by more developed countries (MDC). Several economic factors, real or imagined, adversely affect the LDC's as follows (MacAvoy, 1977): 1) variable demand in MDC's causes wide fluctuations in commodity prices which hurt the economies of commodity producers, who are often LDC's although consumer economies may also benefit from more predictable prices; 2) a general decline of commodity prices relative to the price of manufactured goods which hurts commodity producers in their balance of trade while their stocks and overcapacity rise; 3) instability of LDC economies enhanced by the above factors lowers internal stability, inhibits foreign investment, and retards economic growth; and 4) a lack of self respect when dealing with developed countries o, following the OPEC lead, LDC producers want the stature related to cartel market power.

Underhand mining with cemented mill tailings for backfill has proven to be a safe and effective alternative to conventional overhand mining for rockburst prone mines. The ability of the cemented sandfill to survive a rockburst shock wave without failing has been observed at mines in the Coeur d?Alene Mining District many times in the last twenty years. To better understand the dynamic loading of this commonly used support material the National Institute for Occupational Safety and Health (NIOSH) performed laboratory experiments using a split Hopkinson Pressure Bar (SHPB) to quantify the maximum stress and energy absorption of cemented mill tailings from the Galena mine. Cylindrically shaped cemented backfill specimens aged 28 days were placed in the split Hopkinson pressure bar testing apparatus and a dynamic load was applied. The measured peak dynamic compressive strength of the cemented sandfill was 10.6 MPa (1540 psi) and is approximately twice the static unconfined compressive strength (UCS) of 5.5 MPa (800 psi). These test data showed about 95% of the initial energy was reflected away from the backfill and only 5% of the energy was absorbed. This may help to explain why backfilled stopes could withstand seismic events up to 3.5 Richter magnitude (Ml). When a compressive rockburst wave impacts a stope a large amount of the stress and energy is reflected away. The reflected wave is a tensile wave which creates tensile cracks and spalling in the entire wall of the stope. The backfill supports the damaged wall rock and holds it in place. Some of the stress and energy of the rockburst is transmitted into the backfill and because the backfill is being dynamically loaded it has a strength that is twice its static value and absorbs a substantial amount of rockburst energy. Although mining in deep underground mines is an extremely hazardous occupation, the use of underhand mining with cemented backfill for static and dynamic ground control increases the safety of the workers.

One of the most intensive of material rivalries is the confrontation between zinc die castings and plastic injection moldings. Pressed hard by the plastics industry, zinc die casters are learning how to make parts with less material yet without sacrificing quality. The key to this new trend is the technique of Thin Wall die casting. The obvious benefits of Thin Wall are lighter weight and lower cost. Again, obviously, these are the very selling points that put plastics into many appliance and automotive parts formerly made of zinc. One of the factors that has been most conducive to the outstanding growth of plastics has been the increasingly prevalent concept that "adequate" properties are sufficient, especially if there are cost advantages. Most of modern design today is oriented around the reasonable life of a product, rather than indefinitely extended life. This is simply an acknowledgment of the existence of a design environment that pervades many areas, reflecting the life-cyclic desire for change. Too often, so-called "weight-saving" materials end up being very costly - not only in production, but in durability and dependability. Change for the sake of change usually doesn't effect a change for the better. In the majority of cases, the best bet is to design in traditional materials and minimize the material needed, while maximizing the efficiency of the production process. Component prices of products to be produced from either plastics or zinc must be studied in detail to determine which material will produce the lowest cost of manufacture. It is not uncommon for two parts, similar in appearance at a casual look, to have a considerable difference in energy requirements and production costs. Detailed cost estimates of the advantages of each material should therefore be prepared for zinc and plastic parts before the final design and material selection decisions are made.

Dak., April 30-May 1, 1963, under the cosponsorship of the University of North Dakota and the Bureau of Mines. This symposium, the third in a series, had as a general objective the dissemination of information concerning advances in technology and utilization of solid fuels, with emphasis on lignitic coals. Approximately 150 representatives of industry, government, and educational institutions from 21 states and 3 Canadian provinces were present at the symposium. Those attending were welcomed by Marling J. Ankeny, Director of the Bureau of Mines, representing the Bureau, and Dean T. H. Clifford, Vice President of the University, representing the University.

In 1961, West Australian Petroleum's Eneabba No. 1 bore encountered 22 seams of coal totalling 40 ft in thickness between the depths of 6373 ft and 6441 ft. On analysis, this coal had a similar calorific value (8000-HOOO B.T.U./lb, assuming 20 per cent water) to the coal from the Collie Coalfield, Western Australia's only known area of commercially exploitable coal. Being buried to depths in excess of 6000 ft, the coal at Eneabba had developed weakly-coking properties, and thus, although much younger than the Permian coals of Collie, gave promise of being a major potential source of power for Western Australia.West Australian Petroleum undertook a programme of stratigraphic drilling and shallow test drilling to determine whether this coalhorizon persisted into the outcrop of the Lower Jurassic sediments in the Hill River district, 140 miles NNW. of Perth, and, if it was present, if the quality and quantity of the coal would warrant development of the deposits by open cutting. The coal horizon was identified in the near surface, but the poor quality of the coal and the complexity of the structure made development (in the area examined) uneconomic at the time.A strong seismic reflection in the Eneabba area occurs at the same depth as the Jurassic coals. This event originates within the upper beds of the Lower Jurassic and it is probable that the velocity contrast between the higher velocity siltstones and the very low velocity coals enhances this very strong, distinctive seismic reflection.This event can be followed on continuous seismic data over a large area of the northern Perth Basin, from 13 miles SE. of Dongara to 20 miles SW. of Coorow. It can be followed from a depth of 4000 ftnear Dongara to over 17,000 ft to the SE., so development of thisvast potential source of power will depend on the economics ofprocesses being developed for the production of power from theburning of coal seams in situ.INTRODUCTIONThe discovery of 22 seams of economically useable coaltotalling 40 ft in thickness in the Lower J urassic sedimentsof the Eneabba No. 1 bore (Fig. 1) led to the search forthese seams at economically workable depths. This report is in fulfillment of Contract H0230031 awarded to Bituminous Coal Research, Inc., on May 23, 1973. The scope of work to be performed under this contract was divided into four phases: Phase I - Design, Phase II - Construction, Phase III - Field Demonstration, and Phase IV - Analysis and Final Report. During Phase I, an agreement was finalized with the Rochester and Pittsburgh Coal Co. for conducting field tests of the proposed shearer spray systems on a longwall panel in the company's Jane Mine in Indiana County, Pa. A drum was then designed which could be used on the Eickhoff shearer, Model EW170-L, being used on this longwall and which would utilize the following spray systems: 1. One spray nozzle located in front of each cutter bit with the jet directed at the cutting surface. 2. One spray nozzle located in back of each cutter bit with the jet directed at the back of the bit. 3. Standard Eickhoff nozzles located in a header along the drum scrolls. 4. A fixed header mounted on the shearer directly behind the drum to simulate the spray system originally used on the Eickhoff shearer.

Polkowice region (Lower Silesia, Poland) is an area, where the copper mining activity started about 40 years ago and new technologies were applied. There are 3 underground mines, 3 processing plants, tailings pond (the biggest one in Europe), pipelines for flotation waste transport, railways. Although new technologies were applied during the copper ore exploitation, the environment in this area were polluted mostly by dust containing copper, lead, zinc and arsenic. Estimated values of heavy metals in polluted soils were compared to the natural contents of this metals. The geochemical background for Polkowice area was defined. The pollution zones occur around mining facilities. Copper ore exploitation and processing is planned for the next 20-40 years depending on market situation. After mines and other facilities closing the most important problem will be sustainable development of this area. To evaluate the scope of revitalization activities the analysis of recent soil environment condition will be necessary as well as forecasts for pollution migration. Geostatistic methods used also in mining will be very helpful for this task.

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The alluvial gold industry of New Zealand is based on the placer deposits in Otago and on the West Coast. Production from these since discovery in the 1850s has been an estimated 480 t (15 Moz) of gold. Annual output has expanded continuously since 1980 and is expected to be over 2 t of gold for 1989. Following a historical review, the characteristics of typical operations, which use hydraulic excavators and mobile trommel units are discussed. Descriptions are then given of alluvial activities in Otago and on the West Coast.

In many parts of the world, rockbursts have become a major problem of mining at depth. As orebodies are being mined deeper, rockburst phenomena have become familiar to deep hard rock mines. Rockbursts are generally characterised by sudden release of energy in a volume of highly stressed rock, which can cause local violent failure of the rock mass around the opening. One method of controlling these failures is to precondition the rock mass by detonating fully confined explosive charges at the appropriate locations. This method known as destress blasting, was first tried in the deep South African gold mines (Roux et al., 1957), and was widely used later in Canada, United States, France, Poland and Japan.

Professional sport venue construction follows a very simple rule. Once the decision has been made to move the team to a new place, construction shall begin immediately, so that not more than one or two seasons pass by stuck in the old home. Such tight construction schedules require a different approach than traditional design-bid-build contracts. Design is mostly done on the fly, the construction schedule becomes a main risk factor and an early contractor involvement is desired. As specialty contractors become more and more sophisticated, owners, their construction managers or the general contractor have realized the value of ideas and modern technology they can bring to the table for a successful and fast project completion. Local knowledge and experience in a variety of solutions play a key role in the specialty contractor’s ability to provide added value to the project. This is also true for the specialty foundation contractor, who needs to understand the complexity of such modern structures from its integrate foundation, over the delicate concrete structure to a potentially fancy movable stadium roof. Not to mention all the modern high tech equipment which shall make such a place a great customer experience. His expertise shall enable him to propose the most suitable foundation element for the given ground condition and application. Rather to build what others have designed, his strength is to propose alternate concepts which will be faster and (hopefully) more cost effective. This paper highlights different value engineering (VE) input a specialty foundation contractor had on 3 major sports arena projects in California. Together with the entire team from owner to GC, including the Geotechnical (GEOR) and the Structural Engineer of Record (SEOR), the most efficient and best performing foundation solution can be found every time. But such an approach also requires the open mind of the owner to entertain last minute changes when the permit drawing set has already been submitted for approval.

The deposit comprises two vertical, lenticular bodies emplaced in the allochthonous block of a Variscan thrust. Epigenetic mineralisation occurs as replacement of carbonated volcaniclastic rocks of Cambro-Ordovician age. The dominant sulphide minerals are sphalerite and galena with minor chalcopyrite; the main non-metallic mineral is quartz and there is hydrothermal silicification, chloritisation and sericitisation. Sulphur isotope values for sphalerite and galena are heavy and reflect the fundamental relationship between delta-34S in ZnS and in PbS, suggesting isotopic equilibrium. Four sphalerite-galena pairs yield temperatures between 163 and 218 degrees C, in good agreement with the 187-207 degrees C estimated by the Ga/Ge-sphalerite geothermometer. The ore sulphide was leached by the hydrothermal solution from diagenetic pyrite in the host rocks and disseminated sphalerite and galena in Cambrian carbonates

Copper mineralization associated with minor molybdenum, silver, and gold occurs in a hydrothermally altered brecda within a granodiorite mass of Upper Permian age. A dyke system of rhyolite, dacite, and andesite forms plug-like bulges near the breccia and probably caused mineralization as a late stage effect.Base metal sulphides occur as disseminations, fracture and cavity fillings in the breccia. A pyritic halo in hydrothermally altered granodiorite surrounds the breccia and grades into unaltered granodiorite. Drilling during 1969 indicated the grade is subeconomic.

The Bureau of Mines human factors research program is directed toward reducing accidents and improving the overall efficiency of the person-machine environment interface found in surface and underground mines. The focus of the hum factors program therefore, is to insure that sound knowledge is available concerning human capabilities and limitations, and that this knowledge is applied to the design, of mining equipment, work tasks, and management procedures. The papers presented in these proceedings summarize some of the recent Bureau research in hum factors. The papers focus on two broad areas, human resource issues and human engineering of equipment, tools, and work procedures found in mines.

The annual consumption of sand and gravel aggregate in 2006 in the Phoenix, AZ metropolitan area was about 76 Mt (84 million st) (USGS, 2009), or about 18 t (20 st) per capita. Quaternary alluvial deposits in the modern stream channel of the Agua Fria River west of Phoenix are mined and processed to provide some of this aggregate to the greater Phoenix area. The Agua Fria drainage basin (Fig. 1) is characterized by rugged mountains with high elevations and steep stream gradients in the north, and by broad alluvial filled basins separated by elongated fault-block mountain ranges in the south. The Agua Fria River, the basin?s main drainage, flows south from Prescott, AZ and west of Phoenix to the Gila River. The Waddel Dam impounds Lake Pleasant and greatly limits the flow of the Agua Fria River south of the lake. The southern portion of the watershed, south of Lake Pleasant, opens out into a broad valley where the river flows through urban and agricultural lands to its confluence with the Gila River, a tributary of the Colorado River.

Displacement of soil and groundwater during helical pile installation can produce excess pore water pressures (PWP) in fine-grained soils. Pore water pressure reduces effective stress in the soil immediately adjacent to the helical pile shaft and near the helical piles. Previous studies have shown generation of PWP may affect the capacity to torque ratios of the helical bearing elements. Large diameter helical piles that generate much of their torque and capacity from shaft adhesion are affected by PWP and therefore exhibit significant pile "freeze" after installation. Computer modeling is used herein to evaluate PWP immediately adjacent to helical pile shafts during installation in various soil types. The models show the degree and distance from the shaft that is influenced by PWP during installation and the amount of time required for the PWP to dissipate. Pile freeze has been measured on several project sites by re‐torque measurements. These re-torque data are compared with computer modeling and correlations between saturated hydraulic conductivity and dissipation time are presented and discussed. INTRODUCTION Helical piles are full-displacement piles, meaning installation does not produce drill spoil. Soil is displaced laterally as the pile progresses into the ground. This displacement of soil causes an increase in PWP, which reduces adhesion between the pile and the soil. For helical piles with small-diameter shafts, adhesion contributes little to the overall capacity and torque of the pile, so PWP changes are not typically considered in determining pile capacity. In modern construction, the use of larger diameter helical piles has become very common. For large-diameter helical piles, changes in PWP immediately adjacent the shaft can be quite large during installation. Increased pore water pressure and reduced adhesion can have a temporary effect on pile capacity and installation torque.

In the course of the last twenty eight years the copper lodes of New Caledonia have been periodically worked or abandoned, until quite recently, probably attracted by the higher price of the metal, British capital has again been induced to embark upon the further development of several copper properties, which at present give reasonable promise of becoming regular producers. Owing to its proximity to Australia (only a three day's journey by mail steamer from Sydney) New Caledonia becomes of additional interest to Australian commerce in general, and it is to be hoped that the French Government may see their way before long to make the best of this natural position, to the mutual benefit of both countries concerned.Op till now all copper ores and concentrates which have been shipped from New Caledonia, were treated in Australian smelting works furthermore, Australian mine managers and miners have from time to time been connected with New Caledonian mining ventures, but, unfortunately, it must be said that nearly everyone of them returned to Australia thoroughly disgusted with his experience over there. Even to the casual observer, it is not so very difficult to find a proper explanation for these shortcomings in the peculiar economic conditions of the 'French colony, as many of the objections which have hitherto existed in connection with mining operations, were the direct consequences of a system of colonisation which could not possibly have been productive of better results.

The objectives of this paper are two-fold. First, it will show what problems can arise when single estimated values are substituted for a distribution of values when evaluating an open pit mine project in the face of uncertainty. Secondly, it will show how the ability to deal with uncertainty and risk in mine project evaluation can have a significant impact on the ownersÆ and stakeholdersÆ investment decision-making. Here a new mine evaluation framework, the integrated valuation/ optimisation framework (named IVOF), is introduced as an alternative tool for mine project evaluation where uncertainty and risk are incorporated in the evaluation process.
