Heap leaching provides a method of economically recovering gold from low grade ores with low capital and reasonable operating costs. As with conventional methods, alkaline cyanide solutions are used for leaching. Since gold (and silver) is (are) present as the native metals, oxygen (as air) is required to oxidatively complex the metals with the cyanide. Oxygen depletion can readily occur adversely affecting recovery. The addition of low levels of hydrogen peroxide during leaching can lead to significant increases in both rate of recovery and total recovery. This process allows for the use of shorter pad times or deeper heaps and increases the gold (silver) concentration to the recovery circuit and thus can reduce cyanide losses by virtue of permitting the use of less total leach solution per ton of ore processed.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. Silica sand has been mined in Illinois from the St. Peter Sandstone since the turn of the century, especially in the area around Ottawa on the Illinois River in the north-central part of the state. Production of this sand, consumed mainly by the glass and foundry industries but also sought after for many other uses, has grown with the economy, and last year's output in Illinois exceeded 4,000,000 tons. Such an important commodity was given the early attention of the Illinois State Geological Survey, and a very complete report was issued in 1928, authored by J. E. Lamar. The mining and processing of the sand has changed very little during the intervening 40 years, so that much of Lamar's data and descriptions are applicable today. More recently, the stratigraphy of the St. Peter Sandstone in north-central Illinois has become better known from the work of Willman and Payne (1942). The present authors have borrowed generously from Lamar's publication, and we wish to acknowledge the contribution of both of these studies to our work.

For the past 50 years, the primary crushing of stone at the Dolase Bros. Co. Richards Spur Quarry. 13 miles north of Lawton, Oklahoma, has been accomplished by a Traylor 42-inch gyratory crusher. The production capacity of the primary system, consisting of a feeder, grizzly, and the gyratory crusher, was approximately 2100 tons per hour. Shot-down scone was hauled from the working face about one mile to the feeder by a fleet of Caterpillar Model 773's and WABCO 60- and 65-ton trucks. In order to maintain production, nine to ten trucks and four Caterpillar Model 992 front-end loaders were required to be operational at all times.

America's industry uses about 44% of the total energy consumed by the nation directly as fuel burned in industrial plants or indirectly as fuel burned by utilities to provide electric power. In addition, industry requires raw materials or feed stocks derived from fuel sources or having fuel value. This represents about 11% of total U. S. energy consumption, bringing industry's portion to about 55%. Adding that portion of energy consumption required by the transportation sector to move raw materials, intermediates, and finished products, the total energy impact of industry approaches 213 of total U. S. consumption. It is obvious that American industry has the largest share in the task of balancing energy demand and supply. What are we going to do? -- We must increase the supply of energy and increase the beneficial results obtained from each unit expended. Both avenues, unfortunately, are limited in extent and speed. Increases in supply cannot occur without drastic and permanent increases in cost. These increases in cost are un- desirable and inflationary but do provide incentive for the rational businessman to expend the effort and money required to improve the effectiveness of energy in industry.

The midwestern area referred to is the Illinois basin. The coals presently worked are mainly the No. 5 and No. 6 coal seams which vary in thickness from five to eleven feet. Present average of the more important No. 6 id about nine feet. The coal can vary considerably in toughness within the same mine with some coal perhaps rashing very easily and other coal being extremely difficult to cut. Top is generally well laminated shales with some fortunate areas having limestone roof. There are local areas with troublesome top of poorly laminated shales, shale with slickensides and shale intermingled with small partings and traces of coal. The bottoms are generally one to three feet of clay which softens readily on exposure to moisture. The mines are dry although some water is released and collects from rapid penetration of the seam by continuous miners. However, there are locally wet areas. Most of this material refers to mines of the Freeman Coal Mining Corporation. The mining operations written about are underground mines in southern and central Illinois.

Any increasing number of restrictions are being placed on mining management's ability to pursue profit. Raw materials pricing, the cost of capital equipment, labor cost, and overhead costs, are becoming more difficult to control. Cost reduction is one of the few remaining areas in which management may still exercise its profit making ability. Equipment maintenance is an area where mine and mill management can readily reduce costs and increase profits. Why is this possible? First, maintenance costs comprise a large portion of total operating cost. Thirty to sixty percent of the operating cost dollar is not unusual. Even a relatively small percentage reduction in this cost represents a very sizeable increase to mining profitability.

Agglomeration techniques have been successfully applied to commerical heap leach cyanidation operations for the recovery of precious metals from low-grade ores, mine wastes, and tailings. The major parameters important for successful agglomeration pretreatment of these feed materials are discussed. Several commercial agglomeration-heap leaching operations are described. Two of the operations converted from conventional heap leaching to agglomeration-heap leaching after coventional heap leaching proved unsuccessful. Heap performance before and after agglomeration is discussed. A fairly recent operation that began production using agglomeration-heap leaching technology is also described. Two operations that processed milled tailings by agglomeration are discussed. The tailings feeds could not have been economically processed by means other than agglomeration-heap leaching.

Economical and environmental pressures necessitates the recovery of the minus 0.6 mm x 0 coal generated by todays mining machines. This size fraction, dependent on the type of production unit, maintenance of the production unit, and the Hardgrove Grindability Index, can be a substantial portion of the Preparation Plant feed. Historically, dewatering of the collected 0.6 mm x 0 product has often been rather expensive and marginal with respect to surface moisture reduction. The Freeman United Crown II Preparation Plant more than adequately demonstrates that the continuous scroll type centrifuge can dewater 0.6 mm x 0 coal to acceptable surface moisture levels.

When maintenance of a plant or operation is under discussion immediately three "M's", all in short supply, are brought to mind - money, men and markets. This paper will present what currently is being done at our plants and its effect on the 3 "M's". Examination of coal realization figures (F.O.B. Mine) from 1945 to the present reveals the fact that open and free competition can and will meet market conditions. The industry, without benefit of advantages afforded tax and transportation wise to oil and gas, remains the backbone of the energy market of United States. Figure No. 1 shows the realization figures from 1945 through 1962 compared to the hourly earnings. Note that through 1945 to 1948 F.O.B. prices increased $1.93 per ton while hourly earnings increased $.66 per hour. Since 1948 (with the ex¬ception of 1957) F.O.B. prices have declined $.45/ton, while hourly earnings have increased $1.23 per hour. Basically the maintenance men possibly represent the highest increment rate in the overall hourly earning.

The requirements for controlling air and stream pollution are a most timely subject for all concerned people. The coal industry has taken great measures to reduce both types of pollution. Through the use of more efficient scrubbing equipment on their thermal dryers, pollution has been considerably reduced. In many cases, the complete elimination of thermal drying by using centrifugal dryers to dewater fine coal products and meet customer specifications has completely eliminated air pollution from this source. To help eliminate stream pollution and the hazards created by tailing ponds, the coal industry is using centrifugal dewatering equipment. Use of centrifugals to dewater fine refuse for disposal would eliminate refuse ponds or extend their life. In doing this effectively and economically, preparation plants have the option of recycling the clarified water to close the water circuit or of discharging the water into receiving streams with the assurance that it contains an acceptable amount of refuse solids.

The primary method of slope stabilization is ground water-control. Recent research has established the properties which slope materials must exhibit in order for stabilization measures to be feasible, but there is little guidance in the literature about suitable field tests to develop the parameters needed for this evaluation. This paper presents a proven method for large scale testing which allows an evaluation of the feasibility of ground water pressure control in a reasonable cost and time frame. Methods of performance and analysis of the test are presented, and the method is illustrated by reference to case examples.

Accurately predicting coal seam discontinuities is an important part of modern underground coal mining. Conventional methods of coal exploration sometimes fail to identify rapid variations that may seriously impact mining and quality. Radio Imaging Method (RIM), a geophysical approach to mapping longwall panels, has been developed where electromagnetic signals are transmitted and received though the coal block. The amount of signal loss for a given distance, when compared to the coal seam characteristics, identifies anomalous areas. A comparison of RIM predictions with actual geologic conditions encountered during longwall mining demonstrates the accuracy and usefulness of the data.

Sedimentary deposits contain an appreciable portion of the world's supply of uranium. Predictions of nuclear fuel usage in the United States indicate that these reserves will have to be tapped if the domestic industry is to be the major supplier of fuels for the nuclear reactors. A new gage for monitoring fractures in underground openings was successfully developed utilizing the reflection photo-elastic technique. The gage may be used to detect crack initiation in mine openings or tunnels so that remedial action may be taken to prevent further deterioration. Fringes concentrated around the cracks were spread by the use of rubber backing. Crack growth as little as 0.003 inch up to as much as 0.1 inch width were detected in this study. Variation of gage materials will provide alternative ranges. The feasibility of the method was tested and calibration was made in the laboratory study. Field study successfully demonstrated the capability of applications in detecting mine roof crack development.

This paper reviews the postwar changes that have occurred in the expenditure and financial behavior of mineral corporations, and in particular the relative importance of factors that affect the industry's supply and demand for funds. This quantitative statistical investigation of factors affecting sources and uses of funds of mineral corporations is achieved through the formulation of a simultaneous equation model of sources and uses of funds. After a description of the study sample in Section I, the postwar cyclical and secular financial behavior of mineral corporations is analyzed in detail in Section II. Section III formulates an econometric model of mineral corporate financial behavior which is then estimated and reviewed in Section IV. Section V discusses policy issues regarding depletion allowances, investment tax credits, and industrial organization of the mineral sector. Finally, the optimum financial structure of mining firms is discussed in Section VI, which analyzes the effect of corporate financial structure on the mining corporations' average Cost of capital.

The most widely used machines for grinding coal to the sizes prescribed for the pulverized coal firing of furnaces, boilers, and kilns are the vertical ball-race, roller-race and roller-bowl types of mills. However, the increased use of coal has led to an increased use of tumbling ball mills for coal grinding. Specifically, air-swept ball mills are now a part of many dry pulverized coal firing systems, offering the advantages over vertical mills of lower maintenance costs and the ability to handle strong or abrasive (high ash) coals. The current use of wet ball mills is to prepare coal-water slurries for direct combustion, although in time they may also find routine application for preparing slurry feed for coal gasifiers. In either application, wet ball mills ofer the advantages that coal grinding and wetting can be accomplished in a single step, and that the mills are readily used with fine wet screens to assure top size control in the slurry product. The simulation of tumbling ball mills with mathematical models has reached a fairly advanced stage, but the concepts have been applied only recently to coal grinding. As this paper will demonstrate, however, significant progress has been made in the use of models in ball mill circuit design for coal grinding. Included is a description of the techniques used for simulation, recommended parameter estimation methods, and demonstrations of process engineering calculations for large scale coal grinding circuits.

The grinding of coals for coal preparation has been studied extensively by previous investigators, but no similar work has been done on coal lithotypes (l-4). However, the different natural breakage characteristics of coal lithotypes have been recognized and utilized by the coal industry (5,6) to develop the Longway Burstlein process (7) for the concentration of macerals(8). The specific objective of this research was to determine the relative grindability of lithotypes, obtained from both anthracite and bituminous coals. An attempt was made to relate the findings, wherever possible, to the chemical and physical properties of the tested lithotypes. Another aspect of this research was to ascertain the size distribution and grindability of lithotypes ground at a various number of revolutions in a Hardgrove mill.

A concerted effort to determine the quantities and effects of trace elements in the environment requires the application of a number of different analytical techniques in the same or in different laboratories. The interpretation of analytical data is often difficult because of differing results between analysts or even by the same analyst at different times. Standard Reference Materials (SRM), which are certified for their trace element content and are in a matrix similar to the one of interest, can greatly increase the accuracy of analysis and the reproducibility between laboratories. The United States National Bureau of Standards (NBS) has developed a number of SRMs applicable to the determination of trace elements in environmental materials. Two of these, SRM-1571, Orchard Leaves, and SRM-1577. Bovine Liver, are excellent for biological tissue analyses. Several new standards are of value for fossil-fuel analyses. These are: SRM-1632. Trace Elements in Coal; SM-1633, Trace Elements in Fly Ash; SM-1634, Trace Elements in Residual Fuel Oil: and SRM-1635, Trace Elements in Gasoline. In cooperation with the US Environmental Protection Agency, the NBS has recently concluded an interlaboratory comparison involving analyses by more than 60 laboratories on these fossil-fuel materials. The resulu of this intercomparison and the broad range experience with the biological materials will be presented showing both intratechnique and intertechnique variations, and the sensitivities and comparisons with the values certified by NBS.
