The Jim Bridger Mine is operated by Bridger Coal Company and is located in Sweetwater County, 35 miles (56 km) northeast of Rock Springs, Wyoming (USA). The general location of the mine site is shown on Figure 1. Bridger Coal is a joint venture of NERCO Coal Corp, the operator, and Idaho Energy Resources Company. The permit boundary encompasses in excess of 20,000 acres (81 km2) and is nestled against the western side of the Continental Divide. Production started on July 3, 1974, and the mine has produced approximately 90 million tons (82 million t) while moving approximately 450 million cubic yards (344 million m3) of virgin earth. Annual production averages 5 to 7 million tons (4.5 to 6.4 million t) of run-of-mine coal. Coal is consumed on site by the Jim Bridger Power Plant, a 2,000-megawatt generating station, and the electricity is transmitted to the Pacific Northwest power grid (Oregon, Idaho, Northern California, etc.).

Total world energy consumption is projected to continue its strong growth of recent years. Because coal is the most abundant fossil fuel, it will likely remain an important energy source, particularly for power generation, into at least the early years of the next millennium. Clean coal technologies are available today that can economically reduce air pollution, primarily SO2 NOx and particulates, and for the higher efficiency technologies, CO2, from power generation. U.S. Department of Energy analyses show that the adoption of clean coal technologies could decrease carbon emissions worldwide while creating a strong export market with attendant creation of jobs in the U.S.

A composite material consists of two or more dissimilar components. These dissimilar components retain their identities when mixed together and contribute to the properties of the composite. A composite usually consists of two parts, the matrix and the reinforcing material, or extender that is added to the matrix. Typical materials used as the matrix in composites are metals, polymers, and ceramics. The reinforcing material can be added for any number of reasons. For instance, if the matrix is expensive, an inexpensive filler may be added to the matrix to lower the cost of the product without sacrificing properties. An example of this is calcite (CaC03) which is added to systems such as polyvinyl chloride (PVC), to lower the cost. Reinforcements may also serve as a means to enhance the properties of the matrix material. For example, carbon fibers are frequently added to plastics to increase their strength, and glass spheres may be added to plastics to improve flexural strength. Mg(OH)z is added to polymers to give the property of fire retardancy. The latter is the focus of this paper.

In the last two decades, acid iron ore pellets have established their predominant position as the iron-bearing burden material for blast furnace ironmaking in North America. It is a general practice that pelletization plants are asked to produce pellets of certain chemical composition and in a narrow range of sizes. A minimum amount of fines created during handling and transportation is desirable. Such a requirement is often expressed indirectly by the minimum compression load causing a pellet to break. The behavior of pellets inside a blast furnace, of course, is very important for a smooth and efficient operation. Before its melting in the lower part of a blast furnace during this period of several hours the behavior of pellets depends on their properties after induration as well as conditions inside each furnace. Among properties of indurated pellets, the ability to maintain their physical integrity in the burden and to be reducible are most important. To maintain the integrity of pellets (i.e., minimal low temperature breakdown, swelling and softening) so that there will be adequate overall permeability for certain wind rate and local permeability for gas/solid contact for reduction. A higher reducibility will moderate the adverse effects of swelling and softening and contribute to a smooth operation and efficient use of heat and reductants in a blast furnace. An article devoted to the relationships between the quality of iron ore pellets and blast furnace practice has been published elsewhere(1); therefore, no further discussion is needed here. The mechanism of strengthening of iron ore pellets during firing has been the subject of investigation of many authors(2). There is no doubt that the bridging of the growing hematite grains, particularly starting with magnetite concentrates, is very significant in the production of strong pellets. Recently, there are many reports from blast furnace operators that they have noticed the adverse effect of LTB in their plants. It is obvious that the strength derived from bridged hematite grains may disappear when hematite is converted to magnetite with thorough breakdown of grain structures. It is suggested that some other strengthening mechanism may be required in order to improve the LTB index of acid pellets. The influence of porosity on both compression strength and reducibility follows regular patterns. It has been suggested(1) that the amount of liquid slag in pellets during firing determines to a large extent the porosity, hence, indirectly, strength and reducibility.

A problem that has continued to plague the Florida phosphate industry is the loss of coarse phosphate in the flotation circuit. Attempts to remedy this problem such as floating the coarse material (plus 425 µ m) in a separate circuit have resulted in limited success, but recovery is still not optimum. The Bureau of Mines is investigating ways to improve the recovery of coarse phosphate through improvements in the conditioning step. Studies to optimize conditioning parameters such as agitation energy, conditioning time, conditioner solids, and residual clay content have resulted in improved P2O5 recovery. Optimizing these and other conditioning parameters resulted in a rougher concentrate grading 30 pct P2O5 with a P2O5 recovery of 97 pct.

The term bauxite was first used by O.P.A.P. Dufrenoy in 1845 for an ore which was discovered by Pierre Berthier in 1821 near the village of Les Beaux de Provence near Arles in southern France. His data suggested that this mineral was an alumina hydrate with two molecules of water. However, it was subsequently shown by thermal analysis that the mineral was a fortuitous mixture of the mono-hydrate and the tri-hydrate. Diaspore had been previously discovered in 1801 and gibbsite in 1822. The term was however retained as a rock name. The name of the village was changed to Les Baux around 1885; Sainte Claire Deville suggested that the mineral name should reflect this, and it was changed to bauxite (Bracewell, 1962, Rkgnier, 1988). Mining of bauxite began around 1860 in the Auriol region in the Bouches du Rhine area in the south of France. This ore was transported toMarseilles by carts and was processed in the Salindres plant, which at that time was the only plant producing alumina using the Deville process and aluminum by the chemical process. During that period white bauxite (low iron content) was particularly sought after for the production of aluminum sulfate, refractory bricks, and quick setting cement. Export of bauxite from France began in 1880 and was initially delivered to Chemische Fabrik, Goldschmischen near Breslau, and to Guilini's Ludwigshafen plant in Germany in 1885. These companies produced alum and aluminum sulfate (RCg- nier, 1988). The next bauxite mining operation was in Antrim County in Northern Ireland in 1873. This was first used for the manufacture of alumina refractory bricks and quick setting cement (Bracewell, 1962). It is important to emphasize that initially almost all of the bauxite which was produced came from France and was mainly used for non-metallurgical purposes. At that time even the production of alumina was mainly for use as a mordant in textile dying. However, with the development of the Hall-Héroult process, the alumina which was available was increasingly used for smelting to aluminum. In spite of this the demand for non-metallurgical bauxite continued to increase and a set of applications were developed. These include refractories, abrasives (including the recently developed proppants), high alumina cements, aluminum chemicals, activated bauxite, and alumina. It became increasingly evident that the high alumina-low alkali raw materials have special advantages. The question however was one of cost benefit. Chin (1989) has pointed out that the non-metallurgical operations have been traditionally grafted on a bauxite/alumina/aluminum industry tree. The intimate association of iron formation and massive sulfide deposits has been documented by many investigators (McAllister, 1960; Hutchinson, 1972). In a classic example of such an association four distinct facies (oxide, carbonate, silicate, and sulfide) were identified in an Algoma type iron formation occurring in Paleozoic rocks, but exhibiting physical features (banding) and chemical composition (SiO2 + A1203 + Fe2O3) typical of Precambrian iron formations. The geochemical variation of the iron formation was studied by analyzing 62 samples for Si, Al, Fe, P, S, and CO2. Following a model proposed by James (1954), the geochemical and mineralogical variation of the iron formation can be used as an excellent tool for the exploration of massive sulfide deposits.

In addition to the safety and equipment protection requirements, control systems are now called to implement intelligent drive controls derived from dynamic analysis modelling, as well as to provide fast and accurate diagnostics while keeping operator controls simple. These requirements led to the development of a new and innovative approach to control system development. This paper describes the control philosophy used by Conveyor Dynamics, Inc. (CDI) and some of the key features of our approach to the architecture of control systems.

According to the American Coal Ash Association, 105 million tons of coal combustion products (CCP) were produced by the power generating utilities in 1997. Of that total, 1.68 million tons were used in mining applications (ACAA, 1997). Results have ranged from the environmentally beneficial to neutral and, in some cases, detrimental. Twenty years ago coal ashes: bottom and fly ashes constituted nearly all CCPs. With the shift to new emission control technologies at power plants, however, large volumes of new products are being generated. Many do not lend themselves to traditional ash applications such as cement formulation. Many CCP disposal sites are not documented with reliable pre and post application monitoring. In this report we discuss types of CCP, their relevant characteristics and the mining environment. We have attempted to identify a range of documented applications and to draw conclusions about their environmental effects including benefits and adverse impacts.

The market for thermal coal has recently been growing rapidly and it is projected to continue to do so in the foreseeable future. Both the national and international markets often demand high Btu low sulfur thermal coal in order to minimize the cost of utilization and meet the environmental restrictions. High quality thermal coal can be prepared to compete in the utility market by desulfurizing the high Btu midwestern coal and blending it with low sulfur western coal which is usually low in Btu content. The methods that can be used for optimizing the coal preparation plant operating parameters for physically desulfurizing coal is presented.

This paper discusses the relationship between frother types and coal flotation as a function of particle size. It has been found that each frother has a unique size fraction that it will float effectively. This fact is very important when it comes to selecting a reagent scheme that will provide maximum recovery of both coarse and fine particles. Improvements in recovery can be attained when the chemical relationships between frother type and particle size floated are understood. Data from plant evaluations using commercial and developmental frothers are presented to verify the importance of frother types versus size fraction floated.

This paper will deal with the type of rocks so called evaporites, which are sedimentary rocks produced by water evaporation from seas, lakes or marginal lagoons, in warm and arid climates. Salts derived from these deposits are precipitated according to their solubility; that is, the more soluble precipitates first, overlain by other sediments like silts, shales, limestones, sands, etc. The most common evaporites, according to their chemical composition, are : Chlorides Sulphates Carbonates Nitrates Borates Common salt, or halite, sulphates like anhydrite and gypsum, are the most important. Potassium chloride (silvite and carnalite) and potassium sulphate are of great commercial value.

Lithium-ion battery pack fires pose great hazards to the safety and health of miners. A detailed experimental study has been conducted at the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) to investigate the effectiveness of different fire suppression systems on Li-ion battery pack fire extinguishment. Tests were conducted in a well-ventilated container. Two sizes of battery packs (12V, 24V) were heated by heater strips to trigger thermal runaway and fire. Water mist with different flow rates, ABC powder, type D dry chemical, and water mist with F500 additives were used as the fire suppression agents. Multiple thermocouples were installed on the battery packs to measure the temperature evolution during the tests. The results indicated that the water mist with F500 additives is the most effective suppressant among the agents tested. Dry chemicals, however, do quench the fire for a moment, but cannot prevent re-ignition of the battery since they do not provide enough cooling. The findings of this paper can be used to develop safer battery fire suppression techniques in mining environments.

Treatment of refractory gold ores containing arsenic have always presented a major problem in their processing to recover the contained precious metal values. The major difficulties are concerned with lower recoveries, production of hazardous fumes, effluents and residues. Because of'these arsenic related problems, many otherwise economically attractive precious metal deposits and dumps all over the world are not exploited. In recent years, treatment processee for refractory gold ores and concentrates have been explored and a few commercial operations employing roasting or pressure leaching have resulted. Roasting has limitations due to environmental constraints related to off gases. Pressure leaching involving high temperatures (180% to 200%) and pressures (400 psi) is accompanied by high capital and operating costs. An alternate route to roasting for treating pyrite and arsenopyrite ores and concentrates ia the "lime-oxygen hydromet" process carried out at a moderate temperature (100%) and pressure (100 psi). A simplified process for treating such arsenic containing ores and concentrates utilizing low temperature and pressure oxidation is presented. This low cost treatment with compressed air and lime renders arsenic as an inert component in the residue, meeting all the requirements of the EPA Toxicity Test. The precious metal values are then extracted from the autoclaved residue by standard cyanidation. This paper discusses this new development.

The Combined Sewage Storage Tunnel (CSST) is part of the Ottawa River Action Plan and will greatly reduce the frequency of sewage overflows into the Ottawa River during storms. The project consists of the design and construction of two TBM tunnels running EastWest (EWT) and NorthSouth (NST) along 6.2 km in total, and multiple shafts and support buildings. Contractor Dragados Tomlinson JV (DTJV) was awarded the 169 million CAD construction contract in 2016 and the CSST will be in operation in 2020. Dr. Sauer & Partners (DSP), supported by Intecsa-Inarsa, was responsible for the detailed design of the precast concrete tunnel lining as well as the geotechnical risk management program. This paper addresses TBM selection, critical tunnel sections, geotechnical risk management and rock mass grouting as a geotechnical risk mitigation measure. Shallow underground voids resulting from early coal mining and other resource recovery activities over the past several decades are now being recognized as a significant cause of ground subsidence problems. Uncertain knowledge of abandoned coal mines also imposes potential hazards in current mining operations since water inundation or the release of methane gas is a serious hazard when mine excavation operations break into an abandoned mine. Requirements for detecting and mapping subversive man-made tunnels in previous work has led to the development of a surface- operated automatic earth resistivity survey system and associated computer data processing system for military applications. Field demonstration tests of this system have resulted in successful detection of tunnels at depth-to- diameter ratios greater than ten to one. Under the sponsorship of the Bureau of Mines, a similar high-resolution earth resistivity system was designed and constructed for use as a potential means of detecting coal mine workings. The hardware and software aspects of the new system are described together with applications of the method to the survey and mapping of abandoned coal mine workings. Field tests are presented showing the detection of both air-filled and water-filled mine workings.

This paper summarizes the results of an investigation into possibly the largest coal pillar failure in the USA. The newly opened drift mine is located in Southeastern Kentucky and worked an 11 feet thick coal seam, all other mines in the District worked seams 4-5 feet thick. The initial mine development consisted of 14 main entries (Fig. 1) which were driven in two sets of 7, under increasing depth of overburden. As the left seven entries came under deeper overburden the pillar ribs began sloughing which caused many of the concrete-block ventilation stoppings to crack. The mine management stopped the advance in the left seven and continued with the right seven entries. During the spring of the following year development resumed in the left seven, rib sloughage occurred again and this time severely cracked many stoppings and many were totally disintegrated from the excessive deformation. Within few weeks the sloughage was so heavy that many of these entries behind the active face were filled with piles of sloughed coal slabs. When the face reached a depth approximately 1150 feet, the sloughage became a slow, massive squeeze. The entry convergence (closure) reduced their height from 11 to 7-8 feet and the squeeze spread back to shallower depth covering an area roughly 300 pillars.

"INTRODUCTION Mining activities must be safe and profitable. These two requirements influence each other. The purchase and implementation of safety improvements costs money. Injuries and illnesses at mines stop or delay production and may result in additional costs or a loss of profit. Other effects of injuries and illnesses include the negative influence on employee morale, corporate reputation and conflicts with contract partners. Based on this researchers asked the question: are mines with lower rates of injuries and illnesses more profitable than mines with a higher frequencies? One aspect of this research is the evaluation of the safety situation and the measurement of benefits of safety improvements in the German mining industry. In the following paper, this part of the research will be examined. The main aim is the evaluation of injury rates in different German mining sectors and regions in Germany. SELECTION OF GERMAN MINING OPERATIONS The research team decided to focus the study on the salt and potash and the aggregate and industrial minerals mining industries in Germany. These two mining industries are different in the number and size of operators, structure of the industry, pricing and markets. The selection of two different industries adds to the clarity of the evaluation. Salt and potash mining industry The German salt and potash industry is primarily located central Germany. All salt and potash mines in Germany are underground operations. In 2015, the German potash industry employed 8,100 employees and generated a total revenue of 2 billion Euros. German potash reserves include magnesium compounds like kieserite (MgSO4·H2O), in addition to sylvite (KCl) and carnallite (KMgCl3·6(H2O)). The German salt industry employed 2,300 people in 2015 and generated revenue of 800 million Euros (Krueger, 2015) There are seven mining companies with salt and potash operations: esco-european salt company GmbH & Co. KG, K + S Kali GmbH, Saline Luisenhall GmbH, GSES Glückauf Sondershausen Entwicklungs- und Sicherungs-gesellschaft GmbH, Südwestdeutsche Salzwerke AG, Wacker Chemie AG and Südsalz GmbH. In this way, esco – european salt company GmbH & Co. KG is an affiliated company. Esco was founded as a joint venture of K + S and Solvay in 2002, since 2004 K + S is the sole holder (esco - european salt company GmbH & Co. KG, 2016). Likewise, the Südwestdeutsche Salzwerke AG has a controlling interest in Südsalz GmbH (Südsalz GmbH, 2016). Aggregate and industrial minerals mining industry The aggregate mining industry in Germany is comprised of many small mining operations and relevant companies. According to the German Department of Economics (BMWi, 2015), the following industrial materials are classified as aggregates: fluorite, barite, kaolin, quartz and quartz sand, quartzite, silica, loamy and foundry sand, pegmatite sand, shale, clay, bentonite, schistose, limestone and dolomite, gypsum and anhydrite, basaltic lava and lava sand, gravel and split, pebble and silicic sand and peat."

In anticipation of RCRA reauthorization and subsequent rulemakings, the Bureau of Mines is studying potential economic impacts of RCRA on mining. For U.S. copper heap and dump leaching operations in a variety of terrains, the cost of liners and closure caps to comply with RCRA Subtitle D ranges from $55 million to $158 million per site, or about $500,000 per hectare ($200,000 per acre). If RCRA technology requirements and financial assurance had been required on current operations, 27 to 100% of production from heap and dump leaching would have been non-competitive at market prices between $2,310 and $1,650 per metric ton ($1.047 and $0.75 per pound) copper. This result is based on an analysis that considers return on capital, corporate overhead, marketing, and freight costs as well as operating and maintenance costs at the mine. Over the same price range, economic analysis using the IMPLAN input-output model on one-or two-county regions indicates potential net job losses of about 570 to 2,700 jobs. Total economic output of those counties could be reduced by about $180 million to $360 million.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs.
