INTRODUCTION Good ventilation bulkheads (stoppings) can be obtained only by conscientiously adhering to four basic principles: carefully selecting the site for the bulkhead, adequately preparing the site, properly constructing and sealing the bulkhead, and checking the results with a smoke tube before leaving the area. If all these guidelines are followed during each ventilation project, a poor job will result only from the use of improper materials and cannot be blamed on carelessness or oversight. SITE SELECTION A perfectly constructed bulkhead in the wrong location can be completely worthless. Conceivably, a bulk-head in the wrong location could cause dangerous ventilation conditions that are difficult to identify and isolate. If the suggestions herein are followed, a considerable amount of work, time, and material may be saved. Perhaps the single most important step is always to select the exact site for a bulkhead before starting construction. Although the latitude in selecting a site may be limited by instructions or operating conditions, it is common to find poor bulkheads built within a few meters (feet) of a site that would have been far superior but was overlooked during the planning process. The ideal site for a bulkhead should have as many of the following features and conditions as possible: 1) To provide a solid bulkhead, the selected site should be in firm and unbroken ground. 2) To minimize the amount of work and material required and to minimize the danger of later damage to the bulkhead, the site should have as small a cross section as possible. 3) The bulkhead site should not be encumbered by interferences such as pipes, wires, ditches, wire roof supports, trash, muck piles, etc. 4) The walls and timbers of the site should be free from oil, grease, or tar that would inhibit adhesion of the sealant used on the bulkhead. 5) Unless special precautions are taken, the site should not have water seepage, standing water on the floor, or water-carrying ditches. 6) To expedite construction of the bulkhead, the site should have reasonable access to transportation, supplies, communication facilities, and compressed-air lines. 7) The site should have a reasonably level floor, allowing direction of the bulkhead door swing to be reversed at a later time if so desired. In a steeply sloping location, it may be possible to open the door in one direction only. SITE PREPARATION Once a suitable site has been selected for the bulk¬head, it must be prepared properly. All site preparation work should be completed before starting any construction work on the stopping itself. Unfavorable site conditions can be identified during the course of thepreliminary site preparation, saving time, effort, and materials that otherwise might be wasted. The follow¬ing preparation steps help assure the construction of a good stopping: 1) If wire mesh has been used at the site, a strip 457 mm (18 in.) wide should be cut and removed from the walls and roof at the selected location. 2) The exposed strip of rock should be barred down thoroughly to provide a smooth surface. 3) All obstructing materials should be removed, including old timbers, pipes, rockbolts, wires, etc. If a conduit must cross the bulkhead area, it should be located or relocated away from the floor, walls, and roof to allow a 6.28-rad (360°) seal around the juncture between the conduit and the bulkhead structure. 4) All loose muck should be cleaned from the site and a trench about 152 mm (6 in.) deep should be dug from wall to wall in the floor. The trench must be wide enough to accommodate the entire bulkhead, including the posts. 5) The rock surfaces of the walls and roof should be cleaned with a wire brush to remove as much loose surface material as possible. Thorough cleaning promotes adhesion of the bulkhead sealant to the surfaces of the walls and roof, thus promoting an airtight seal. 6) It is quite difficult to seal landing mats that cross a bulkhead. If such a crossing cannot be avoided, the bulkhead should be placed between the end and the first hole in the steel so at least one side of the bulk-head can be sealed easily and completely. That may have to be done prior to actual construction if the end is located on the opposite face from the seal coating of the bulkhead. BULKHEAD CONSTRUCTION The three principal considerations in bulkhead con¬struction are the type of bulkhead, materials to be used, and construction method to be employed. For many projects, the bulkheads are specified by the requesting agency, with no latitude for independent choice of the type, materials, or construction method. In such cases, any deviations from the specifications, for any reason, must be approved in advance by the proper department or by the project senior ventilation engineer. Types and Materials When a choice of type, materials, or method is allowed, consideration should be given to factors such as cost, required useful life, proximity to blasting concus¬sions, availability of materials, direction of permissible air leakage, and degree of airtightness required. Other factors to be considered include the amount of time available, accessibility of transportation, potential for interference with operations or production, ambient water conditions, availability of connections to com¬pressed-air lines, etc. Despite the multitude of factors to be considered, most stoppings can be analyzed easily and the proper choices can be made without much difficulty. Reducing the contribution of heavy- and light-duty diesel-powered equipment to concentrations of aerosols and gases is essential to industry’s efforts to improve air quality in underground mining operations. The results of this study demonstrated a potential of control strategies based on retrofitting existing power packages with diesel oxidation catalyst (DOC) and diesel particulate filter (DPF) systems and repowering existing systems with advanced power packages to reduce contributions of diesel-powered vehicles to concentrations of diesel aerosols and criteria gases in underground mines. The implementation of viable exhaust aftertreatment systems and advanced diesel power packages could be instrumental in the underground mining industry securing a clean, economical and dependable source of power for mobile equipment.

The Cities Service Company's Pinto Valley mine and concentrator lie about 6 miles west of the town of Miami, Arizona at an elevation of approximately 4,000 feet above sea level. The concentrator started its first ballmill in July 74 and all six were available by November. Every effort was made to reduce capital costs, consequently, each unit process was studied critically to eliminate excess capital costs without loss of efficiency. Equipment selection was made on the basis of proven dependability and operating costs rather than on low bids. The result is a very workable plant with some important innovations. The concentrator is nominally 40,000 tons per day. The flowsheet is typical with 3 stage crushing, single stage closed circuit grinding, flotation, regrinding of rougher concentrate and cleaning of the rougher concentrate. Geometallurgical characterization is increasingly used in the mining industry to model ore types, predict process performance and identify potential recovery issues ahead of time. However, most geometallurgical assessments are based on bench- or laboratory-scale analyses of relatively sparse samples, leaving most of the orebody characteristics known only by inference until the rocks are actually mined. In this pilot study, we test drone- and tripod-based hyperspectral imaging for mapping mineralogy across mine highwalls, dumps and leach pads. The results show that hyperspectral imaging can successfully map the types and distribution patterns of key minerals (especially carbonates, sulfates, clays, other phyllosilicates) and other important features (such as lixiviant ponding on leach pads), bringing geometallurgy into the field to provide crucial inputs to process decisions.

"The San Juan Basin, New Mexico contains many heavy mineral beach-placer sandstone deposits of Cretaceous age. Beach-placer sandstone deposits are concentrations of heavy minerals that formed by mechanical concentrations (i.e. settling) of heavy minerals on beaches or in longshore bars in a marginal-marine environment. They have high concentrations of several elements, such as Ti, Zr, rare earth elements (REE), Sc, Y, U, Th, Nb, Ta and Fe. These elements are becoming increasingly more important to industry, because they are used in the manufacture of devices our society uses every day, i.e. cell phones, computers, and alternative energy devices, like solar panels. It is unlikely that any of the beach-placer sandstone deposits in the San Juan Basin will be mined in the near future because of small tonnage, low grades, high iron content, and distance to processing plants and markets. However, as the demand for some of these elements increases because of increased demand and short supplies, the dollar value per ton of ore rises, enhancing deposit economics. Current studies at the New Mexico Bureau of Geology and Mineral Resources are focused on the Apache Mesa (formerly Stinking Lake) deposit near Dulce, New Mexico. INTRODUCTION Beach-placer sandstone deposits are accumulations of heavy, resistant minerals (i.e. high specific gravity) that form on upper regions of beaches or in long-shore bars in a marginal-marine environment. They form by mechanical concentration (i.e. settling) of heavy minerals by the action of waves, currents, and winds (Fig. 1; Bryan et al., 2007). Modern examples are found along the Atlantic Coast, USA (Koch, 1986; Carpenter and Carpenter, 1991), southeastern Australia (Roy, 1999), and Andhra Pradesh, India (Rao et al., 2008), where they are mined for titanium, zircon, and monazite (a Ce-bearing rare earth, REE, mineral). Detrital heavy minerals comprise approximately 50-60% of these sandstones and typically consist of titanite, zircon, magnetite, ilmenite, monazite, apatite, rutile, xenotime, garnet, and allanite, among other minerals. Most of these minerals have a high specific gravity exceeding 4 and are dark colored, giving the sandstones a dark color, resulting in them being called black sandstones. Although beach-placer sandstone deposits are found in strata of all ages; the deposits in the San Juan Basin in New Mexico are restricted to Late Cretaceous rocks belonging to the Gallup, Dalton, Point Lookout, and Pictured Cliffs Sandstones (Fig. 2; Table 1; Chenoweth, 1957; Houston and Murphy, 1970, 1977). The beach-placer sandstones are black, dark gray, to olive-brown, resistant to erosion, and radioactive due to radioactive zircon, monazite, apatite, and thorium minerals. Anomalously high concentrations of Ti, Fe, Nb, Th, U, Zr, Sc, Y, and REE are characteristic of these deposits. Similar Upper Cretaceous heavy mineral, beach-placer sandstone deposits are found throughout Montana, Wyoming, Utah, Arizona, and Colorado (Dow and Batty, 1961; Houston and Murphy, 1970, 1977; Zech et al., 1994)."

A major design feature to consider from the initial pioneering works until reaching full mine production of icy regolith at the South Pole of Moon will be the ramp. This will allow the access of equipment and personnel in and out of the excavation area. Although most of the requirements considered when designing a ramp on the Earth are similar, the fact of working in low gravity, with zero atmosphere, the potential exposure to high radiation, extreme temperature levels and drastic changes of illumination, from intense light to total darkness, are new factors to be included. Transversal sections are obtained according to the progression sequence of the production levels, with changes in length, gradient, friction factor of the terrain and curvature when required by the location characteristics and the specification of the equipment utilized. A MATLAB script was developed to calculate all the variables, in order to obtain 3D generated surfaces from the range of possible profiles.

Lithium-ion (Li-ion) battery applications are increasing for battery-powered vehicles because of their high energy density and expected long cycle life. With the development of battery-powered vehicles, fire and explosion hazards associated with lithium-ion batteries are a safety issue that needs to be addressed. Li-ion batteries can go through a thermal runaway under different abuse conditions, including thermal, mechanical and electrical abuse, leading to a fire or explosion. The National Institute for Occupational Safety and Health (NIOSH) mining program is conducting research to prevent and respond to lithium-ion battery fires in battery-electric vehicles in the mining industry. In this study, experiments were conducted to investigate the effectiveness of different suppression systems including dry chemical, Class D extinguishing powder and water mist for lithium-iron-phosphate (LFP) battery pack fires. The effects of activation time and release time of the water-mist system on the suppression of the LFP battery (a type of Li-ion battery) fires were studied. The results of this study may be helpful for developing strategic firefighting and response plans for battery-powered vehicles used in mining.

During the past three years, coal samples covering a range of coal rank, ash content, size consist, grindability, and moisture content have been tested for their flow properties using a triaxial shear tester that measures the unconfined yield strength in a compressed sample of coal. The ratio of this unconfined yield strength to the sample bulk density is part of the equation used by handling system manufacturers to calculate the critical arching or critical ratholing diameter needed to ensure that coal will flow from bunkers or bins. This ratio also serves as an index to compare the flow tested. To test the applicability of the index to predicting problems with coal flow, a series of tests were conducted at CO Inc.'s Coal Quality Development Center (CQDC) in Homer City, Pennsylvania. Tests covering ranges in size consist, moisture content, and ash content were conducted by first filling a small two-ton bin with coal and then emptying the bin at a pre-set discharge rate. The actual discharge rate from the bin under the various conditions tested was measured. Samples of the coal discharging from the bin were collected. One sample was analyzed for ash, moisture, and size consist; another sample was sent to the Iowa state University for trivial shear tests (supplying an index measurement). Actual flowability results from the bin were then compared to the measured index to determine the applicability of the handleability index in actually predicting coal flow problems. This paper describes the correlation between handleability index and bin flow and explains the next stages of the project.

The West Gates Deicing Industrial Waste Pond Expansion project at Denver International Airport seeks to expand utilities to accommodate additional terminal gates. The project includes six tunnel crossings beneath taxiways and runways with lengths ranging from 239 to 2,025 linear feet. Excavation methods include shielded tunnel boring machines and steerable auger boring. Designed initial support includes liner plate, steel ribs and lagging, steel casing, and Fiberglass Reinforced Pipe and ranges in size from 24" to 132". This paper will discuss challenges associated with the overall layout and design of the project, including contingencies to protect critical infrastructure. In addition, a construction update is provided.

In recent years the widespread problems of air and water pollution generated by both population and industrial expansion have become a major public concern. Therefore, many municipalities are striving to achieve more efficient wastewater treatment processes so these wastewater's can be reintroduced into the waterways of our nation with little or no detrimental effects on the future beneficial use of that water. With this, improved treatment comes an ever increasing volume of wastewater sludge which must be disposed of in a manner of minimal impact on the environment. Furthermore, with demand for energy continually accelerating in this nation, our concern over high oil prices and our increasing dependency on foreign oil sources, there has been an ever growing interest in the largest energy source that are nation has, coal. However, surface mining of coal can cause many environmental problems when adequate precautions are not faithfully adhered to. These problems include water pollution from silt and/or clay erosion and acid runoff, produced by oxidation and hydrolysis of pyrite; i.e., FeS2 + 3/02 + H20 + FeSO4 + H2SO4. One method of wastewater sludge disposal which can utilize large volumes of sludge for a beneficial project that may not compound our environmental problems is spray irrigation, to either depleted farmland or to abandoned strip-mined soils. Sludge is characteristically high in organics, as well as having near neutral to alkaline pH properties. With these two qualities it possesses a potential for neutralizing acid strip mine spoils, which would enhance the establishment of a vegetative ground cover. This paper summarizes the direct operating cash costs for the Barrick Mercur open pit gold mine. A comprehensive, detailed system of cost management has been in effect for the life of the Mercur operation. This system provides the basic data for operations control and is the basis for drafting budgets as well as analyzing impact of change on operations costs. The ore body is complex geologically and metallurgically, requiring operators to pay close attention to mining and processing costs. The cost history provides data which enables analysis of changes in production levels, aging of the mine production fleet, and the impact of specific cost changes through time.

According to the 2010-2019 Mine Safety and Health Administration (MSHA) accident report database, 91% of reported ground control accidents in U.S. longwall mines were caused by roof instability. Gateroads are subject to significant changes in loading conditions from the development to the longwall abutment loading phases. When combined with thinly bedded shale roof, found in many U.S. longwall coal mines, the design of efficient roof support becomes challenging. In previous work, the Bonded Block Method (BBM) modeling of roof by UDEC was validated against field extensometer measurements in a longwall gateroad entry roof at a 180-m depth of cover. The BBM was shown as capable of capturing delamination and buckling of shale roof, one of the main roof instability mechanisms in longwall mines. This paper presents the recent findings on the roof-support interaction using BBM models of the same longwall entry. The effects of cable bolts, roof bolt density, and strap support on potential roof instability are studied. These types of studies are difficult and costly to conduct in an operating mine. Results show how the contribution of bolts, straps, and cable bolts can be quantified using the BBM models. The study demonstrates the potential for BBM numerical models to help understand the complex roof and support system interactions and to assist with optimizing gateroad support systems.

Petro-diesel is a common collector for fine coal froth flotation but partitioning of diesel range organics (DROs) in process streams has not been widely studied. Preliminary research suggested that under normal dosing schemes total residual DRO in process waters should be limited to the sub-ppm water-soluble fraction (WSF). Further, polycyclic aromatic hydrocarbons (PAHs) should partition proportionately with DRO. The purpose of this study was to confirm these findings in laboratory flotation tests. Total DRO and specific PAHs were measured in tailings and concentrate streams, and coal recovery and ash rejection were tracked. Results show that concentrate waters consistently had higher DRO than tailing waters, and DRO in both streams generally increased with increasing diesel dosage. DRO again appeared to be limited to the WSF and PAHs tended to partition proportionately with DRO. Results indicate optimal flotation performance should generally coincide with minimal DRO partitioning to process waters. Under typical operating conditions residual DRO should not present an environmental concern; however, conditions should be avoided that allow significant overdosing of diesel.

The CH Leaching process is a new, more sophisticated, form of gold, silver, uranium and sulfide copper heap leaching wherein each layer of a multi-layered heap is divided into a number of independent cells, each of which are successively formed and leached in the top layer of the heap to their maximum economic recoveries, and then rinsed and sealed from further leaching. Triangular earth berms form the outside walls of the heap and a gridwork of rock-filled berms on top of the bottom pad form independent under- heap solution storage zones. The high degree of solution recirculation and staging that occurs in this process produces a relatively small volume of very rich pregnant solution. The cellular heap design and its mode of operation result in a uniform, intensive, long-term leach for all of the ore particles in the heap. Besides improved metal recoveries, the process appears to have several cost and operating advantages. In the CR2MR process, sulfuric acid and a soluble sulfide are added to a gold and/or silver pregnant leach liquor to precipitate most of the contained silver, mercury, copper, etc. as sulfides at a pH below 2.5. The other product of the reaction is solubilized HCN. Following a liquid-solid separation step, cyanide is regenerated in the supernatant solution by raising the pH to a level above 9.0. This process regenerates a portion of the cyanide used in the leaching step, removes contaminant ion species (silver, copper, mercury, etc.) from the leach solution and, in a subsequent step, recovers the gold in an enriched form. It is believed that substantial cost savings may be experienced by the use of this process in some gold and/or silver leach systems.

"In 1995 and 2003, the U.S. Mine Safety and Health Administration (MSHA) conducted surveys to determine the number of atmospheric monitoring systems (AMS) that were being used in underground coal mines in the United States. The survey reports gave data for the different AMS manufacturers, the different types of equipment monitored, and the different types of gas sensors and their locations. Since the last survey in 2003, MSHA has changed the regulation requirements for early fire detection along belt haulage entries. As of Dec. 31, 2009, point-type heat sensors are prohibited for use for an early fire detection system. Instead, carbon monoxide (CO) sensors are now required. This report presents results from a new survey and examines how the regulation changes have had an impact on the use of CO sensors in underground coal mines in the United States. The locations and parameters monitored by AMS and CO systems are also discussed.IntroductionThe last survey conducted by the U.S. Mine Safety and Health Administration (MSHA) on atmospheric monitoring systems used in underground coal mines in the United States was in 2003 (Francart, 2005). A total of 146 active mines were surveyed. The survey report states that since 1995 there had been a steady increase in the use of atmospheric monitoring systems in underground coal mines as the technology of carbon monoxide (CO) sensors was improved by manufacturers. Atmospheric monitoring systems had become more reliable, and some CO sensors could be purchased with the capability to discriminate between the CO produced by a fire versus CO produced by diesel equipment. This increase in reliability had reduced the number of false alarms and the response time. The faster response time to a developing fire allowed miners to take the necessary action to put out the fire or exit the mine.At the time of the last MSHA survey, some mines still used point-type heat sensors to detect the presence of a fire on conveyor belts. This detection method works by measuring the temperature of the air around the sensor. As a fire starts to develop, smoke and hot gases are produced from the combustion process, and the air is heated up. Once the air and gases reach a designated temperature detected by the point-type heat sensor, a fire alarm signal is generated. Studies have shown that the response times for detecting the presence of a fire using CO sensors are much shorter than when using point-type heat sensors (Conti and Litton, 1995)."

In two case studies we look at strategies of acceptance that the analyst can employ to gain entrance and to see his problem solution out to use. The first example comes from metal mines. The problem area was excessive usage and cost of wear parts in the concentrator and an atmosphere of crisis over frequent and unexpected breakdowns. The second case pertains to coal exploration. Better methods were being sought for representing coal quality in developing reserve tonnages. The first strategy is - Develop a detailed Human Impact Statement. The second strategy is - Write down in plain language with the keeper of the problem what he will consider as success in dealing with his problem.

INTRODUCTION Classification of coal seams as thin, medium, and thick is both subjective and relative and is more a reflection of the statistical mode of the thicknesses en- countered in a mining region. A geological factor more precisely understood as defined than thickness is the inclination of the seams to the horizontal, commonly referred to as the pitch or the dip of the seam. Thick and steeply pitching seams present far more challenges to the ingenuity of the mining men to devise methods for their extraction than the thick and less steeply inclined ones. In a marginal case, where a thick coal seam may be minable by surface or underground methods, the decision bears a close relationship to the technological developments in the mining scene. Near surface thick coal seams are a special gift of nature and are not as wide- spread as the ones that call for the application of under- ground methods. Recent advancements in surface mining equipment have made it possible to surface mine to great depths. Stripping ratios of 30: 1 (cu yd of over- burden removed per ton of coal) have been achieved. The extraction of thick seams which preclude the use of surface methods is the concern of this chapter. Specifically, the objective here is to outline the special technological factors in underground mining of thick coal seams and to illustrate through several case histories the methods that are practiced in the North American continent. For the purposes of this chapter, a thick seam is defined as one which is not readily minable with currently available equipment without modifications to the extraction method or the equipment. At the present time, a thickness of 4.8 m (16 ft) can be considered as the lower limit, although developments in equipment and methods can be expected to push this limit upwards. The data for the case histories were collected from two extended mine visits in 1975 and 1978, and from other published accounts of the mines visited. Reference is drawn particularly to reports by Bise, Ramani, and Stefanko (1976) and Rarnani and Kenzy (1979). THICK SEAM MINING METHODS The various methods of mining thick seams can generally be grouped into three major categories: full face methods, where the entire thickness of the seam is re- covered in a single pass; slicing methods, where the seam is extracted to its full thickness by horizontal or inclined slices either in an ascending or descending order; and caving methods, where the seam is undercut and the en- tire coal seam is recovered by caving the top coal into the excavated cut, or some variations of the basic sub- level caving method. As shown in Table 1, in each of these methods, the coal is removed by either room-and-pillar or longwall methods. Hydraulic mining and transport of the coal in open flumes or in pipelines are also practiced. Addition- ally, the void created by the removal of coal may be filled with a packing material (stowing) except in the caving methods. The pitch (dip) of the seam, particularly when it is greater than 0.26 rad (150), imposes severe operational limitations on mobile equipment. A more detailed general discussion of the methods can be found in Bise et al. (1976) and Vorobjev and Deshmukh (1964). Surface subsidence is a phenomenon mainly associated with longwall mining, although it can also occur if the coal pillar left to protect the surface deteriorates with time and results in the collapse of the room and pillar system. A method has been developed that utilizes physical mine models and laser holographic interferometry. This method is capable of measuring displacements as small as 5 micro- inches by means of generating displacement contours on a surface, even that of granular materials. Analysis of subsidence in room and pillar mining using models of various extraction ratios ad overburden depths along with two different types of overburden model material (sand and gelatin) has been made. The sand represented the extreme brittle conditions of geologic material while the gelatin represented visco-elastic behavior of geologic material. This paper deals with the analysis of data which has been gathered up to date, and mainly associated with the use of sand as an overburden model material. The analysis included the effect of variation of geometric parameters on surface subsidence. Among these parameters are: variation in seam depth and thickness, surface and seam inclination, and extraction ratio.

Recently in Germany, novel artificial humus in combination with water-storing hydrogels has successfully been tested as soil improving material in pot experiments. The novel artificial humus (NOVIHUM®) is derived from lignite through oxidative ammonolysis. The product contains c. 5.5% nitrogen. Using NOVIHUM® as fertiliser, variable amounts of the contained nitrogen are gradually available to the plant, depending on the hydrolysis rates of the different N-compounds. NOVIHUM® is a unique combination of long-term fertiliser and stable humus. The tested hydrogel is a polyacrylate/poly-amide copolymer, which is able to improve the water holding capacity of the soil and to retard significantly desiccation. In May 2000, in Germany (Aue region), an experimental site was set up under extremely difficult growing conditions for trees (Quercus petraea) on a uranium spoil pile of the mining company WISMUT Ltd. The oak plots treated with NOVIHUM® and hydrogel showed increased total increment-values, which mainly are the result of the second growth phase. Obviously, these plants profit from the favourable physical parameters of the substrate and the use of the novel artificial humus as nitrogen source. The oak trees can better use the plant-available NH4-nitrogen released from the artificial humus during the planting year. In Greece, an experiment was set up in December 2000 aiming to the afforestation (Pinus nigra, Abies cephalonica) of a bauxite spoil pile of SILVER & BARYTE ORES MINING Co. S.A., on the Parnassus Mountain. The scope was to demonstrate, that the above soil improving materials are also appropriate for the recultivation of sites under extreme climatic and orographic conditions. The first results revealed, that where NOVIHUM® and hydrogel were combined, plant growth was greater than the average. The one-year results of the experiments fulfil our expectations concerning the application of NOVIHUM® in combination with hydrogel for the afforestation of problematic sites, such as the south-exposed steep slopes of the spoil piles of uranium mining. They may represent the most detrimental sites for afforestation in Europe.

Results from the first part of a two-part investigation of the stability of highwalls in open-pit coal mines in the Paleocene Fort Union Formation of the western Powder River Basin of Wyoming and Montana indicate that these highwalls are subject to time-dependent deformation. Field investigations and laboratory physical properties tests of coal and overburden rocks suggest that several factors influence highwall stability. Some of these factors are rebound of overconsolidated rocks, desiccation, water, orientation and spacing of fractures, and strength and deformation properties. Factors of safety for a typical highwall in the study area (calculated by the finite element method) may be less than 1.0 when open fractures are present and the highwall has degraded. Although it is concluded that most open-pit highwalls in the Fort Union Formation within the study area have adequate short-term stability, these highwalls do deteriorate and become progressively less stable. Because of this, postmining failures are common and stability conditions could become critical if mining were delayed and then resumed after a period of several months. The second part of the investigation will utilize field measurements of rock-mass properties and instrumentation of actively mined highwalls to obtain data for comparison with the results of the initial investigation. Because the height of highwalls will increase as the more shallow coal is exhausted, these data will also be used to predict the behavior of slopes higher than those presently found in the western Powder River Basin.
