Coeur d'Alene Mines Corporation's newest precious metals property is located in the old Rochester Mining District approximately twenty-five miles northeast of Lovelock, Nevada. Built at an elevation in excess of 6 000 feet, the Coeur-Rochester gold silver heap leach property encountered cold weather operational problems typical of most northern Nevada heap leach properties, soon after the start-up of operations last fall. Due to the size of the heap area under leach at Rochester, it was decided that 1 the usual practice of spraying to an "ice field" and waiting for the spring thaw was impractical. Further, the delivery schedule for a solution heating system of the size required was unacceptable. Accordingly, Rochester personnel embarked on a program to seek out a leach solution distribution system that would enable an operation through the winter and yet be cost effective. The findings of this program were rather dramatic and, as a result, the whole perception of heap leach solution application at Rochester has changed forever.

A methodology was developed wherein. the increase in compressive strength, mineralogical changes and pore water composition were all studied simultaneously as a function, of moisturized spent shale curing time. From these results the relationship between the nature of cementation process and the composition of pore water was established. Heavy metals were entrapped in the cementing constituents and the pore water became mainly a solution of alkaline sulfates. While the specific data are applicable only to the material studied, the methodology and general conclusions are useful for evaluating the environmental factors in spent shale disposal and expected leachates composition.

Process development is one of the principal tasks required in the course of turning an exploration discovery into a mine. Exploration geologists should have an understanding of the more important metallurgical processes and the test work required for each process. The paper discusses the important metallurgical processes, the test work and sample requirements for each, and the costs and time requirements to accomplish the testing. The limitations of reverse circulation drill samples for metallurgical testing are discussed. The level of process definition required to support engineering studies: scoping, pre-feasibility and feasibility studies are also described.

The knowledge concerning the lubrication of open gearing for mining machinery has contained many unknowns and at its best has relied to a great degree on a "Rule of Thumb" procedure. It will be within the scope of this paper to explain what we have learned to date and what must be learned in the future. The results in the lubrication of open gearing have spanned the spectrum of unsatisfactory to satisfactory. With the advent of larger mining machinery, we are faced with the necessity of a more thorough knowledge of open gear lubrication. We have avail- able, better steels for the gearing, advanced technology and machinery for cutting proper tooth profiles, and better means of aligning the teeth in the gear train. This has made it possible to transmit more horsepower through the same size gear set than ever before, if we have the proper lubrication to complement the factors previously mentioned. We have set up computer programs which can calculate the data fox the tooth forms, the correct operating center distances, the contact stresses, the bending stresses, and the PVT factor of the gear teeth. This program does not, at the present, have sufficient data available to calculate the type of lubricant which should be used.

In-pit crushing and conveying of waste has been utilized in the mining industry for over 30 years. In recent years, innovations in crushing, conveying, and particularly waste and leach stacking technology have sparked a renewed interest in continuous haulage systems for large-scale open pit applications. A review of the advantages/disadvantages and operating techniques of crushers, feeders, conveyors, and stacking systems currently available is made. The paper examines some operations that are currently using large scale continuous haulage systems. Finally, a case study is presented that evaluates the application of a continuous waste haulage system in a large open pit mine in the Western United States, The case study includes a economic comparison with the existing truck haulage system.

Diesel engines are a major source of underground miners? exposure to nitrogen dioxide. In an effort to reduce the exposure of underground miners to regulated and unregulated diesel emissions, primarily particulate matter, mining companies in the U.S. are retrofitting existing and introducing new engines with various exhaust aftertreatment technologies. Different aftertreatment devices, or changing the operating temperature of a selected device, can have unexpected effects on the concentration of nitrogen dioxide emitted by a diesel-powered piece of equipment. This paper provides an overview of the effects different exhaust aftertreatment technologies available to the mining industry have on no2 emissions.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.

Ore deposit models are defined largely by physical geologic features that relate conveniently to remote sensing. New Landsat, SPOT, RADARSAT and other multispectral and hyperspectral sensors with improved spatial resolution are currently in development. Near-infrared and thermal airborne hyperspectral scanners hold outstanding promise for both mineral exploration and feasibility stage mapping at potential new mining projects. These scanners are capable of identifying silicification, differentiating silicate alteration types, and mapping compositional variations within igneous and metamorphic complexes. Research in 'mineral and rock spectrometry is helping to advance applications of remote sensing. Hyperspectral scanners are capable of differentiating compositional variations within individual mineral species. Innovative data processing techniques continue to enhance computer software applications and facilitate imagery analysis by the geologist. Today, . remote sensing imagery is commonly integrated with multiple data sets in GIS format to form the core data base for regional exploration programs.

The Van Stone zinc-lead mine is located in northeastern Washing- ton in Stevens County. It is about 24 km (15 miles) south of the Canadian border and 48 km (30 miles) west of the Idaho line. The deposits occur in late Cambrian age limestones and dolomites of the Metaline Formation. The bedding controls the trend of the zones containing the lenses of zinc-lead mineralization. The Van Stone property and vicinity is almost entirely covered with glacial drift averaging perhaps 6 m (20 ft) in thickness. Outcrops are very sparse. Outcropping gossan with zinc mineralization was first discovered by George Van Stone in 19 13, in what is now known as the South Ore Zone. Only minor trenching was done at that time. The property was idle until the mid- 1920s when Hecla Mining Co. drove several short adits and performed minor diamond drilling. In 1938, Willow Creek Mines of Nevada Inc. acquired the Van Stone plus adjacent parcels and commenced drilling on the known South Ore Zone. In the course of an expanded drilling program, the nonoutcropping North Ore Zone was discovered and was drilled out along a N30°E strike for about 305 m (1000 ft), beyond which point no mineralization was intersected.

I have to express my .surprise and must send a note of warning concerning the use of polyurethane foam as described in a paper by R.N. Torbin and R.F. Kovar, entitled "Innovative Shaft Lining Method," published in your February 1989 edition. In September, 1986, 177 miners lost their lives when they were exposed to fumes downwind from a fire in a tunnel lined with polyurethane foam. Whilst polyurethane exhibits reasonable fire retardent properties in small-scale tests, mass use in a tubular configuration, exacerbated by the furnace effect of cross-radiation, can lead to a rapid, uncontrollable conflagration. I do not wish these comments to detract from the engineering achievements of the authors but rather to sound a loud warning as to the application of the system. Any shaft designed for human access- be it for transport or shaft work - and any intake airway, should not consider the use of polyurethane foam. It only needs a slip with a cutting torch or an electric fault to initiate a disaster. Many countries have banned or restricted the use of polyurethane foam in the workings of a mine and maybe alternative foams (e.g. phenolics) can be used or developed

The paper describes the exploration and development activity associated with a series of open pit gold deposits in the Laverton region of Western Australia with an aggregate resource base of 4 million tonnes at a grade of about 3 grammes per tonne. In September 1988, Hill Minerals N.L., now a wholly owned subsidiary of Ashton Mining Limited, completed the purchase of the Cork Tree Well treatment plant from Austwhim. This CIP plant had a rated capacity of 235,000 tonnes per annum, and is located within the Hill Minerals Laverton Project area. Ore is trucked by haulage contractors from each open pit mine to the central treatment plant at Cork Tree Well. Studies were completed and a plant expansion undertaken lifting throughput to 500,000 tonnes per annum. A contract was let for this expansion in November 1988, and construction completed in April 1989. Concurrent with the above project development work, heap leach metallurgical studies are being undertaken on low grade mineralisation associated with higher grade ore zones at several of the open pit mines, notably King of Creation and Craiggiemore. It is anticipated that heap leaching will provide a useful adjunct to gold production from milling higher grade ores.

The Mission mine, located in southern Arizona near Tucson, is a recently developed open pit which produces 15,000 tons per day of copper ore. The mine lies on a wide and gently sloping bajada sweeping northeasterly from the Sierrita mountains. It derives its name from the nearby Mission San Xavier del Bac, built circa 1700. The ore body is everywhere covered by about 200 feet of alluvium, as are the adjacent Pima and Palo Verde mines. The geology of the Mission deposit is known principally through the study of diamond drill holes spaced 150 to 300 feet apart. The open pit is in an infant stage and has not yet revealed much of the deposit, although information obtained there by the operating staff, and from a few thousand feet of exploratory underground workings, has added significantly to the general fund of knowledge. Permission to publish was granted by the American Smelting and Refining Company. I am indebted to Kenyon Richard and J. H. Courtright for criticism of this paper and for their direction during the several years in which I studied the Mission deposit. Acknowledgment is given to consultant in petrography, Robert L. DuBois of the University of Arizona. In 1988, the National Institute of Occupational Health and Safety (NIOSH) published an information bulletin stating that whole diesel exhaust should be considered a probable carcinogen. Since then, regulations across Canada and the United States (Mine Safety and Health Administration, MSHA) have looked at appropriate exposure limits for underground mine workers. In Canada, an interim standard of 1.5 mg/m3 Respirable Combustible Dust (RCD) has been adopted by some provinces and is being looked at by others. MSHA is considering levels as low as 0.5 mg/m3 soot. Golden Giant, being aware of regulatory developments, decided to look at means of reducing diesel particulate on thier large production machinery. This machinery (LHDs and haulage trucks) is powered by Detroit Diesel 71N Series engines and is used to produce 3000 tonnes of ore/day with a longhole mining technique. Having looked at the various control technologies, it was decided to evaluate the potential of using diesel particulate filters with a copper-based fuel additive for regeneration (the process by which collected particulate is burned off). This paper outlines the control technology used and the results of the field evaluation indicating the benefits to the underground mine worker.

Evaporation and crystallization processes are used extensively in the mining industry to provide many pro-ducts. In the case of solution mining evaporators are used to concentrate, or to concentrate and crystallize the raw materials being mined. In the case of underground, or strip mining dissolving and crystallization are used in many processes in order to purify the ore to saleable materials. Presently evaporators and crystallizers are being used in the production of sodium chloride, potassium chloride, sodium carbonate, sodium sulfate, lithium chemicals, aluminum, and many others. The evaporator is a device designed to remove water or solvent from a solution. In an evaporator the energy released by steam condensing on one side of the heat transfer surface is transferred to the product solution on the other side of the heat transfer surface. As long as the boiling temperature of the product liquor is below the condensing temperature of the steam, the product solution will absorb heat. This heat absorption causes vaporization of the water (solvent) in the product solution resulting in concentration of the product. The simplest evaporator is the single effect evaporator. If we assume the feed introduced into the single effect evaporator is at its boiling point, ignore radiation losses, and assume the steam into the heat exchanger is dry and saturated, then the heat transferred will correspond to the latent heat of vaporization. Therefore, one kilogram of condensing steam will produce one kilogram of evaporation. Economies in energy usage compared to the single effect evaporator can be made by using multiple effect evaporators, or vapor recompression evaporators.

Experiments conducted with limestone dusts and dolomitic marble dusts have indicated that when rock dust is wetted and subsequently dried, it becomes a solid, non-dispersible cake. However, in order to be effective, rock dust must be able to disperse as individual particles to inert. To counteract this, rock dust manufacturers created treated rock dusts that will resist caking after moisture exposure. National Institute for Occupational Safety and Health (NIOSH) researchers conducted a series of laboratory-scale experiments on four base rock dusts and their treated counterparts to assess the effectiveness of various anti-caking additives after being exposed to moisture and then dried. The dusts were exposed to moisture using humidity cabinets having a high relative humidity (99% RH) and by also exposing the rock dust bed to water through bottom wicking. The dusts were then evaluated for dispersibility after drying using the NIOSH-designed dust dispersion chamber. The anticaking additives were different concentrations of stearic acid, oleic acid, and xylene-based surfactants. All results were compared to a reference rock dust used to conduct large-scale experiments in the Lake Lynn Laboratory (LLL), Fairchance, PA. When the untreated dusts were dried after exposure to moisture for one day, no dispersion was measured. However, rock dusts treated with anti-caking agents were readily dispersible even after exposure to moisture for six months. This report details the analysis and characterization of anti-caking additives using the NIOSH-designed dispersion chamber and the 20-L explosion test chamber. INTRODUCTION In order for a coal dust explosion to propagate, five elements are required. In addition to the fire triangle in which three elements are necessary to sustain a fire—fuel (coal dust), heat (ignition source), and an oxidizer (oxygen in air)—a combustible dust explosion requires dispersion of a dust cloud (pressure wave) and confinement of a dust cloud (underground mine entry) (1). Coal dust explosions can originate anywhere in a mine. For example, when a small volume of a flammable methane and air mixture is ignited in a closed end, the high-temperature gases rapidly expand to create a pressure wave, sometimes referred to as a “pioneer wave,” that may steepen into a shock wave as it propagates away from the ignition source. The shock wave produces a wind that disperses the dust preferentially from any elevated and exposed surfaces (roof, ribs, belt structure, cribbing, etc.). Factors that are known to affect the intensity of an explosion are the dust particle size, the location of the dust within the entry, the dust dispersibility, and the volatility of the coal dust (1). Particles less than 75 μm (< 200 mesh) in size are most reactive (2). Dusts that are located on the roof, ribs, and elevated surfaces are more readily dispersed than dusts on the floor. Therefore, application of quality rock dust in sufficient quantities is essential to inert coal dust and to prevent continued flame propagation. 30 CFR 75.402 and 75.403 require 80% total incombustible content be maintained within 40 ft of the face, and 30 CFR 75.2 defines rock dust acceptable for use in underground coal mines. It also defined that “when rock dust is wetted and dried, will not form a cake”.

Aggregate producers nationwide well recognize the numerous problems often faced in securing local approval to open and operate new gravel pits and rock quarries. Similar problems are faced in Colorado, but this region also presents certain political, social, and geological complexities that have become particularly troublesome in the last 10 years. The gravity of the local permitting dilemma can be related directly to the worsening supply-demand imbalance for aggregates in the state&apos;s most populated area, the Front Range urban corridor, particularly the Denver metropolitan area. The drive to develop crushed-rock reserves to supplement dwindling alluvial supplies and to meet increasing regional growth demands was somewhat predictable but perhaps more a "last resort" alternative forced onto producers by a hesitant and often apathetic government.

There has been an increasing trend in recent months by regulatory agencies to require that estimates be made of the hydraulic head acting, under operational conditions, on the surface of primary leach pad liners. This move towards inferred performance standards, rather than specifying a prescriptive standard for all sites regardless of economics, is to be generally welcomed. The theory of flow on a sloped beach pad, which was developed by East et al, 1987 (Reference 1 and 3) has been refined and extended. Unitized curves have been developed by graphically displaying the seepage losses and resulting dissolved gold lost as seepage through the primary liner as an aid to pad liner selection and design. Very little information is available of actual hydraulic head profiles acting on the liners beneath heap leached ores. Attempts have been made to measure these by drilling from the top of the heap and installing piezometers at the base. With this procedure it is difficult to obtain accurate data due to the fact that the drilling operation itself creates a highly permeable vertical flow path which may not exist to the same degree elsewhere in the heap. Combined with the fact that it is almost impossible to ensure that the piezometer tip is sitting directly above the liner without the risk of causing some damage to the liner itself. The best time to install hydraulic head monitoring devices on the pad liner is during construction and when piezometers can be carefully placed directly above the liner and suitably protected hydraulic lines laid to ensure full hydrostatic head measurement with simple manometer devices.

The U. S. Bureau of Mines conducted a multi-faceted geomechanics research project at a bump-prone longwall coal mine in eastern Kentucky. This mine presented a unique opportunity to study coal mine bumps in that the problem appeared to be confined to areas beneath a sandstone channel of limited areal extent. The Bureau&apos;s research plan sought to exploit the uniqueness of the site by monitoring strata behavior and longwall support reactions as the longwall face approached and passed beneath a sandstone channel. The study incorporated static pillar stress and strata deformation measurements, shield support leg pressure measurements, and microseismic monitoring as well as geologic mapping and the collection of observational data. Data collection was underway when a major coal bump occurred on the longwall face at the mine. Pillar behavior (load and deformation), shield loading, and microseismic activity were monitored prior to, during, and after the bump. Observations in the tailgate indicated that these pillars were failing prior to and after the face bump. Shield load data which were evaluated in an effort to identify trends which could be used to forecast coal bumps appear to provide a measure of the effectiveness of destressing operations conducted on the face (e.g. shot firing). Analyses of microseismic data revealed anomalous values associated with microseismic "energy" prior to the face bump. In addition, microseismic source location data and underground observations provided some insight as to the sequence of pillar and face bumps.

Extensive deposits of bituminous, subbituminous, and lignite coals occur in the western United States (Figure 1). Over one trillion tons of identified resources have been located and inferred by geologists and more than 200 million tons of western coal are mined annually (1). In the future, production of western coals will increase significantly and approach national production levels of higher-rank eastern coals. Western coals will be utilized in new power plants as a replacement fuel for oil and gas and may be used in advanced technologies such as diesel engines or in direct-fired turbines. Since these applications require low-ash, low-sulfur coals, crushing to fine sizes and significant cleaning to remove minerals and sulfur will be required. Coal cleaning traditionally has been associated with reducing pyrite and other mineral matter from high-rank eastern coals. To date, insignificant quantities of western coals have been cleaned before utilization and limited data on their washability characteristics exist. Because of this lack of data, it is difficult to predict how these coals will react to standard washing techniques.
