I consider it an honour to be the opening speaker in this afternoon's session on "Canadian Exploration". I also think it most appropriate that this joint meeting of the MMIJ and AIME should consider this subject, because Canada is a major exporter of mineral products and Japan and the United States are our two largest customers. Clearly, therefore, both countries have a valid interest in developments on the Canadian minerals scene. I represent the Mineral Development Sector of the Canadian Department of Energy, Mines and Resources. I will therefore speak from the point of view of the Federal Government. At this point I would like to acknowledge the help and constructive criticism I have received from several of my colleagues in Mineral Development Sector in the preparation of this paper. In any discussion of exploration in Canada, it is essential to emphasize at the outset that Canada has a federal system of government, with powers shared between Ottawa and the provinces. Under our constitution, the federal government has jurisdiction over the north, and over offshore areas, while the provinces own the natural resources within their boundaries. They control the systems of land acquisition for exploration and the terns under which mining titles are issued, and are therefore able to determine the rate and conditions of exploration and development of these resources. It follows that the Federal Government can influence the exploration and development of the provincial resources only indirectly by consultation with provincial authorities. However, once the resources are developed and begin to flow to market, the Federal Government can exert a much stronger influence because of its constitutional right to control both inter-provincial and international trade, as well as through its general fiscal and tax powers.

In parallel work, the cyanide/silver impregnated activated carbon system was studied for the purpose of developing an alternate cyanide removal system. It was found that free cyanide can be reduced from 20 ppm to below 10 ppb with a fixed bed of silver impregnated activated carbon, since such cyanide removal might be applicable to gold mill effluents, the investigation was extended to the cyanide/gold impregnated activated carbon (GIAC) system. Batch tests were conducted varying the gold content of activated carbon, carbon/CN ratio, stirring speed, pH of the initial solution, and the reaction temperature. The adsorption isotherm of cyanide/gold impregnated activated carbon system was also studied. The results of these batch tests show that the behaviour of the cyanide/GIAC system is very similar to the cyanide/silver impregnated activated carbon system variation of the gold content of the impregnated activated carbon has some influence on the cyanide adsorption rate. The latter is mainly increased, however, by increasing the GIAC/CN ratio. The activation energy was determined to be 3.12 kca1/mole (13.08 kj/mole) and the Au(CN)2 saturation at 194 µ M/g NORIT ROX O.B. The experimental results of reaction temperature and stirring speed show that the adsorption of free cyanide on such activated carbon is controlled by pore diffusion inside the activated carbon particle or by surface reaction. The adsorption isotherm follows the linear model and it is favourable for the cyanide/gold impregnated activated carbon system.

The function of the mine surveyor is to (a) provide a network of points of accurately known position, covering the entire mine property, (b) obtain the required data for the preparation of useful maps and sections! (c) provide position and directional control for the guidance of the operations, (d) measure the progress of the work, (e) measure the movement of rock masses, and (f) make miscellaneous surveys as needed. Mining properties range from the very small to the extremely large, and from those which involve only surface operations to those involving extensive underground workings. Active mines undergo constant change, necessitating continual updating of the surveys. The differences in the character of the deposits, the scale of mining and the mining methods result in large differences in the surveyor's activities and techniques, but many of the problems involved are common to most mines. The surface work of the mine surveyor is very similar to that, of the plane surveyor in that control points are established by triangulation, trilateration and traversing. Detail is taken by direct measurement, by stadia and by aerial photography. The equipment used, the techniques and the methods of processing the resulting data are likewise very similar. However, the underground work is quite different : A. The lines of sight frequently must be carried through constricted openings, often involving short lines of sight and awkward setups. B. The lighting often is poor, requiring illumination of the backsights and foresights, and the crosshairs. C. The ambient conditions often are difficult, involving falling water, high tem- peratures, poor visibi 'kv and heavy traffic through the area being suneyed. D. The surrounding rock map be unstable, resulting in movement or loss of the surveying stations, as well as hazard to the surveyors. E. The points to be measured often are difficult or impossible to reach. F. Steep vertical sights often are necessary, requiring the use of special equipment. G. Many working levels commonly are involved, requiring the transfer of position and orientation to each with a high level of precision. This section therefore will concentrate on surveying problems peculiar to the mine surveyor, chiefly underground work. 22.1-THE MINE COORDINATE SYSTEM A system of coordinates is essential for all permanent mining operations It is very desirable that all mining operations in a ,given area b~ tied into the same system, as this minimizes problems of boundaries and connections Whenever possible this system should be tied into and made part of the state or regional grid system. It is desirable to orient the coordinate grid on a true-north line and to position the origin of the coordinates so that all of the work will be in the "northeast" quadrant, making the north and east coordinates always positive. This can be done by subtracting suitable constant values from the north and east coordinates of the regional system The residual values are of more convenient magnitude and can be used as the local mine coordinates. Accurate estimation of resources is one of the major challenges in mineral project evaluation. Contemporary mineral resource estimation practice calls for contribution from several disciplines and execution of several interdependent tasks. 3D estimation domain modelling is obviously one of the most essential components of such a substantial process which forms the basis of this research. The study constitutes a comparative analysis of four major domain modelling techniques; (i) explicit modelling, (ii) implicit modelling, (iii) indicator kriging, and (iv) conditional simulation. It involves comparison of outcomes for alternative scenarios to assess the implications of the modelling decision on resource estimates of a polymetallic massive sulfide deposit located in western Turkey. Thus, identical grade estimation method and parameters are considered to identify the discrepancies arising only from the choice of the domain modelling approach and underlying assumptions. Economic implications are demonstrated in the form of range of outcomes for the extends of the ultimate pit, ore tonnages (min:37.0 Mt, max: 46.7Mt), waste tonnages (min:201.2 Mt, max: 251.2 Mt), stripping ratios (min:5.18, max: 5.71), and total pit values (min: $1.05B, max: $1.45B). Examination of solid models as well as cross-sections revealed that major discrepancies are observed beyond outlying drillholes. Therefore, it has been proposed that assumptions regarding extrapolation distance is the main source of mentioned dissimilarities. Key words: Domain modelling, explicit modelling, implicit modelling, indicator kriging, conditional simulation INTRODUCTION Resource estimation is apparently a challenging process calling for extensive expertise and input from several sources, each of which introducing its related uncertainties. In the last decades, substantial role of quantitative analysis of several forms of risk and uncertainty in evaluating projects’ upside potential and downside risks has been realized. Studies indicated that mining companies have been severely impacted because of not meeting project expectations. As noted by Vallee (2000) “… in the first year of operation after start-up, 60% of mines surveyed had an average rate of production less than 70% of designed capacity”. Several other studies on mining projects also revealed that uncertainties related with the resource model are one of the major contributors of mentioned shortfalls. In this perspective, quantification of uncertainties associated with each component of estimation process is critical. 3D estimation domain models capturing major mineralization controls are the fundamental components of contemporary mineral resource estimation. Domain models are key guiding tools for estimation and are products of a complex process involving many unknowns and assumptions. There exists a number of 3D modelling alternatives which are distinct with respect to complexity, time and effort involved. Acknowledging potential influences on downstream mining practices and relavent economic implications, risks and uncertainties associated with 3D domain modelling are critical yet poorly studied aspects.

Demand by precious metals explorationists for cost effective means to target subsurface geologic structures worthy of evaluation by means of drilling has led to the use of the predictor-correlator technique. To locate polarizable targets, the predictor-a localized inhomogeneity in electrical properties-is placed at various locations in the computer-simulated subsurface region, and correlated with the potential distribution observed in the field. The correlation coefficient obtained is assigned to the subsurface location. IP targets are extracted by calculating a second correlation section based on higher-frequency illumination and subtracting it from the first. The locations of correlation difference correspond to the locations of polarizable mineralization.

The economic developments and industrial behavior patterns that led to a lasting excess capacity in the world non-ferrous metals industries from the aid-1970s are explored. Detailed attention is devoted to analyzing and defining crucial concepts like "capacity", "excess capacity", "capacity maintenance" and "investments". Empirical evidence of capacity utilization and capacity growth in the industries under study is provided. The coincidence of excess capacity and low prices on the one hand, and investments in capacity maintenance and capacity expansion, on the other, is seen as a consequence of substantial declines in the metal industries' investment and production costs during the period studied.

Spreadsheet software is an effective tool for simulating dynamic stochastic systems such as mineral processing plants. The two-product formula is used to show how to set up a Monte Carlo simulation in a spreadsheet template and how to calculate variances of dependent variables. The key to a reliable and realistic simulation model is to obtain unbiased estimates for all independent variables and variances in the set that defines the stochastic system. Monte Carlo simulation is also a powerful tool for optimizing sampling procedures, for applying sensitivity analysis and for designing and evaluating experiments.

In the U.S. today a number of tentative synthetic fuel plants have been sited by a number of major corporations. Each of these for a number of reasons have deferred construction. The only synthetic fuel plants under active development are those being built with the Energy Research and Development Administration (ERDA) under the authority of the Non-nuclear Energy Research and Development Act of 1974 (Public Law 93-577). Under this Act in joint sponsorship with industry, a series of coal conversion pilot and demonstration plants are being built to produce environmentally acceptable fuels from high sulfur coals. Before entering into a discussion of the factors associated with the siting of the ERDA coal conversion program, the difference between a pilot plant and a demonstration plant should be explained. The terms pilot plant and demonstration plant iridicate a size of plant rahter than technology. A pilot plant will vary from an "add-on" to an existing facility to an independent unit. Demonstration plants are a wholly independent, self contained plants, capable of independent operation to demonstrate the environmenta1, economic, and technica1 feasibility of a technology. These plants are from one-third to one-tenth the scale of a commercial operation and often described as plus 1000 tons per day of coal consumption. Their purpose is stated in the Act (Section 6, (3)(E),) "to accelerate the commercial demonstration of technologies for producing syncrude and liquid petroleum products from coal: Provided. That the Administrator shall invite and consider proposals from potential participants based upon Federal assistants and participation through guaranteed prices or purchase of the products .... " In site selection and plant design it has been suggested that special interest groups should be allowed to dictate the site and specify the design. "Intrepid Potash, Inc.’s Carlsbad East facility has refined sylvite and produced muriate of potash (MOP) since 1965. In addition to MOP, Intrepid Potash began recovering the mineral langbeinite from a mixed ore reserve in 2005. In 2011 a new langbeinite recovery process for the coarse (+850 micron) size fraction was constructed to enhance the overall langbeinite recovery. Based on the limited mixed ore reserve and an abundance of langbeinite ore reserves the transition of the East plant to a langbeinite only facility was targeted for 2021. Due to a decreasing grade of the mixed ore reserve, declining sales pricing, and high sylvite operating costs a strategic decision was made to accelerate this transition into 2016. To enable a successful transition, a fines recovery system needed to be developed, constructed and implemented. This paper describes the advancement of langbeinite processing at Intrepid Potash and the planning, development and successful execution of the transition to a langbeinite only operation. BACKGROUND Langbeinite (K2SO4·2MgSO4) is a double salt containing potassium sulfate (K2SO4) and magnesium sulfate (MgSO4). It is used as fertilizer and in the industry is described as Sulfate of Potash Magnesia. It is attractive as a specialty fertilizer and in addition to containing a ready source of a primary nutrient potassium, it also provides two secondary essential nutrients, magnesium and sulfur. It is especially attractive for chloride sensitive crops. Langbeinite has a specific gravity of 2.8, a Mohs hardness of 4.2, and is brittle thus very friable. It is the hardest of the saline minerals, and despite its relative softness on the Mohs scale can be very abrasive in process environments and in field applications, probably due to its conchoidal cleavage. Its solubility at 240 g/l is less than the solubility of sylvite (KCl) or halite (NaCl) and due to even slower relative dissolution kinetics washing with cold water has been a common practice for upgrading langbeinite ores. The solubilization/crystallization relationship for langbeinite is different from the majority of other evaporite minerals in that once langbeinite is solubilized it does not form langbeinite again. Instead it gives up one mole of magnesium sulfate, takes on various waters of hydration and precipitates out as either schoenite (K2SO4·MgSO4·6H2O) or leonite (K2SO4·MgSO4·4H2O) depending on temperature. Due to its partial solubility and phase transitions at its surface when exposed to moisture, there is strong cohesion between wetted particles; the resulting stickiness of the upgraded products can create significant materials handling issues unless processed in slurry form or at relatively low moisture levels. Langbeinite has been produced commercially from two locations, the Kalush and Stebnik regions in the Cartpathian Mountains of former Poland and now the Ukraine and from the Permian Basin in New Mexico (Garrett, 1996; Smith 1949). Current production is from two operators in the U.S., Mosaic and Intrepid Potash."

"Continuous miners are often equipped with a flooded-bed dust scrubber to clean the air from close to an active underground coal mining face. However, its impingement screen is prone to clogging due to an accumulation of dust, thereby lowering the scrubber’s efficiency and potentially exposing the mine workers to higher levels of dust. Fans can compensate for the increased resistance by varying their operating parameters, but the scrubber screen needs significant maintenance which leads to downtime. The authors have proposed a suitably sized Vortecone as an alternative to the conventional flooded-bed dust scrubber system. Water is used as the filter medium, which is replaced and recycled continuously. Preliminary CFD investigations of Vortecone scrubbers have indicated higher cleaning efficacies, especially in the respirable range. This paper presents the results including the flow characteristics and capture efficacies of a full-scale Vortecone. Multi-phase flows, including free-surface modeling and particle tracking methods, have been adopted. These miners extract coal by the shearing action of the wethead cutting drums. Strategically placed water sprays on the drum not only cool the bits extending their useful service life, they also suppress the dust at the point of generation itself. A flooded-bed dust-scrubber (Campbell, et al. 1983) is usually integrated onto the continuous miner to arrest dust from close to the active face. These fan-powered scrubbers have an impingement screen flooded with water, which also serves as the filter element. A demister downstream of the screen removes the excess water from the air cleaned. These conventional scrubbers have been found to be very effective in alleviation of respirable dust levels underground (Chao and De-sheng 2000) (Colinet, Reed and Potts 2013). However, the inefficiencies of the flooded-bed dust scrubbers arise out of their internal components. Depending on the mining conditions, the screen may be clogged by the accumulation of the trapped dust particles. The resistance of the scrubber system is increased reducing the airflow. The flooded-bed dust-scrubber system would, therefore, require frequent maintenance of the screen and the demister (Listak 2010). Since any maintenance needs to be carried out under supported roof, this leads to loss of availability of the equipment as well. In addition to this, the continuous miner operators could be exposed to elevated levels of dust when satisfactory airflow at the face is not achieved."

The Mississippi embayment ball clay region, including western Kentucky, western Tennessee, and northwestern Mississippi, accounted for more than 95% of the total U.S. ball clay production during 1985. Other producing states during the year were Texas and Maryland. The U.S. Bureau of Mines reported total domestic production for 1985 of 910,000 short tons. The United States exports approximately 20% of the annual ball clay production. Geologically, the ball clay deposits are sedimentary in origin and occupy the north- eastern flank of the Mississippi embayment. The commercial deposits have been confined to the Claiborne and Wilcox formations within mid to lower Eocene and upper Paleocene age strata. The deposits are lenticular in nature and highly variable in areal extent and thickness. They exhibit very abrupt lateral boundaries and are bounded laterally and vertically by unconsolidated sands, silts, and waste clays.

When I wrote the Railroad portion of "Mining Engineering" magazines 94 Powder River Basin (PRB) Coal Article I described to you some definite destinations the Railroads had in mind. As with many destinations, the ones I wrote of turned out to be merely stops on the way to places that we have yet to reach. Somewhere along the way we discovered that making it better is a continuous process not just something that you can do in phases I, II, III, & IV. We always knew this I suspect, but perhaps not at the awareness level that exists in RR environments in 1997. The purpose of this article is to update the 94 article, which I could do very quickly. Everything I told you we were going to do in 94 is done, end of story! But in addition to making it a very short article it would not be telling you the things RR has done beyond what we were planning in 94 and for the future.

With new mineral deposits found in areas of difficult terrain, and annual production capacity increasing in mines over the last decade, the aerial ropeway is proving to be a viable, economic method of transportation from mine to processing plant. Of the more conventional designs, a bicable ropeway is more suited to difficult country than the simpler monocable. The bicable, however, does have limitations in the difference in levels it can accommodate in one section at a given capacity. This is noticeable where hilly terrain and high capacity imposes a limit on the length of each section. Increasing the number of sections for a relatively short conveying distance tends, in the case of conventional bicable, to unbalance the normally favorable economics of the ropeway. In addition to analyzing hauling rope stresses, other areas have to be considered when looking at high capacity ropeways. Bucket capacity, speed, and the wheel load on track ropes are examples. These and other factors led British Ropeway Engineering Co., of Sevenoaks, Kent, UK, to produce the twin-track system. Using twin track ropes, larger capacity buckets, and, if the height differential warrants, the installation of twin hauling ropes, BRECO produced a ropeway design for areas of hilly terrain and at higher capacities than had been considered suitable for aerial ropeways. Designs have been produced for systems handling 1.5 kt/h (1,650 stph), and the potential exists for expansion to above 2 kt/h (2,200 stph). The arrangement of ropes provides high stability of the cars and is especially suited to areas where high winds occur during normal operation. This development allows the aerial ropeway to be applied economically in difficult areas and at the increasingly high capacities demanded by engineers. Ropeway Transports Limestone to Sudan Cement Plant Maspio Cement Corp. of Atbara, Sudan, will soon use an aerial ropeway to deliver its entire limestone requirement 20 km (12 miles) from quarry to plant. The Atbara plant is located north of Khartoum, near the east bank of the Nile River. The quarry is west of the river, in hills rising from flat desert country. The original transport system was a 24-km (15-mile) railway from the quarry to the west bank and a monocable ropeway that crossed the Nile and continued to the fac¬tory, a distance of about 2.5 km (1.5 miles). This original ropeway had a capacity of 60 t/h (66 stph). With the extension of cement-making capacity in the late 1970s, 2.5 kt/d (2,755 stpd) of limestone was required and a new mono-

As most of you have probably surmised from the title of my paper, I am here today to talk with you about the use of diesel engines in the American mining industry and whether or not the free choice to use such equipment will continue to be available to mine operators. Of course, I will present to you my prepared remarks, however, these remarks may be essentially academic in light of a news release, parts of which I would like to read to you. Washington, D. C., The Department of Health, Education, and Welfare today announced proposed new regulations to reduce occupational health risks to workers in the U. S. mining industries by requiring the removal of all diesel powered equipment from American mines by December 31st "While we do not have complete and conclusive information to quantify these health risks we feel it is prudent to undertake this restriction on the use of diesel powered equipment without waiting for the completion of studies that are currently underway to identify and quantify these health risks," said a Department spokesman. HEW has been concerned about the health risks of diesel emissions in the underground coal mines for some time and have investigations underway designed to conclusively demonstrate the nature and magnitude of any health risks. However, HEW has decided to proceed with these regulations without waiting for the final results of these investigations. Further, HEW feels there is sufficient probability that diesel health risks do exist in all mining applications and consequently, the proposed regulations will apply to all surface and underground mining operations. It goes on a little further and indicates that due to the necessity of finalizing these regulations without delay, a period of fifteen days has been provided to receive comments regarding these proposed regulations.

Thirteen kinetic models that mathematically describe the flotation process have been statistically evaluated for the flotation of copper, lead and zinc ores. Comparisons have been made for a variety of circuits involving roughing, cleaning, scavenging and regrind followed by cleaning. Variations in collectors, frothers, depressants and activators have been considered. Based on the statistical criteria used for the evaluation, and the reagent, circuit and ore variations studied, the most reliable flotation models have been identified and subsequently used to characterize the metallurgical results.

Prior to the commissioning of the Sansu Sulphide Treatment Plant (STP), Ashanti Goldfields' treatment facilities were capable of producing some 700 000 ounces of gold per annum. Ore sources were underground refractory sulphides, surface oxides and old tailings dams. In order to increase the mines production to 1 million ounces per annum and to accommodate the change in ore sources as surface mining moved into fresh sulphides, a part of the strategy adopted was -the construction of a new sulphide treatment plant with a capacity to mill 2.2 million tonnes per annum and produce 400 000 ounces of gold. The STP has been designed, built and commissioned. and has been in operation since February 1994. The Plant boasts the world's largest Bio-oxidation facility which is capable of treating 790 tonnes of sulphide concentrate per day at a grade of 11.4% sulphur and is currently undergoing an expansion to increase its capacity to 1050 tonnes per day. The following sections describe the reasons for selecting the BioX® Process, the plant design, the commissioning experience and the plant performance to date.

Introduction Evidence from blast furnace operations has indicated that using pellets with a higher ISO low temperature reducibility, a lower SiO2 content, and better resistance to low temperature degradation results in considerable coke savings and improved furnace operation. Although these benefits could not be directly related to reducibility differences alone, we believed there was sufficient evidence of the advantages in improved pellet reducibility to warrant laboratory investigation of ways and means to effect such improvements. It is well known that pellet reducibility can be significantly altered by changes in the basicity and the amount of non-iron oxide constituents. Past work (Friel and Erickson, 1980, 1982; Saeki et al., 1977; Thanning, 1974) has shown that with increased MgO contents, and at optimum CaO/S1O2 ratios, significant improvement in low temperature reducibility can be attained. The improved properties of such fluxed pellets have reportedly led to increased blast furnace efficiency and productivity (Saeki et al., 1977; Ilmoni, 1975). Less well known, however, is exactly what factors control reducibility in acid pellets. Because of this gap in knowledge, studies were undertaken of the factors affecting reducibility in acid pellets and to estimate their relative significances in modifying reduction behavior. This paper describes that part of our work done to determine the effect of bentonite on reduction behavior. Our approach was to first examine the effect of bentonite's presence on as pure an iron oxide as possible (i.e., a magnetite "superconcentrate" containing about 0.2% SiO2) so as to eliminate any gangue-binder interaction. The next step was to look at bentonite effects on concentrates with only limited amounts of gangue (containing about 1% SiO2), but of two different types, simple and complex silicates. Last, we

The Blair Athol Coal Mine (BAC) is a large open cut operation in the Bowen Basin of Queensland, Australia. Current mine capacity is about 11 million tonnes per annum (Mtpa) of export coal. On-line analysis at BAC consists of two Coalscan 9500s installed directly on the output of the crusher plant and immediately before the product stockpiles, while a third Coalscan 9500 is installed on the transfer conveyor feeding the train loading bin. The two product Coals cans have a dual purpose. The first is to provide real time coal quality data directly back to the mining operations. The second is that of modeling the product stockpile with accurate on-line information. This modeling enables both production and coal quality personnel to accurately examine the coal quality of each stockpile with a degree of resolution which previously had never been achieved.

The Federal Coal Mine Health and Safety Act of 1969 (FCMHSA) begins with this statement: "Congress declares that the first priority and concern of all in the coal mining industry must be the health and safety of its most precious resource -- the miner; . . ." At the Federal level this responsibility is shared by the Department of the Interior and the Department of HEW. The health research and standard setting activities under the Act are largely the responsibility of the Department of HEW, and with the exception of Title 4, Black Lung Benefits, have been delegated to our Institute, which I will refer to henceforth as NIOSH. In addition, we bear certain joint responsibilities with the Department of the Interior. These include dust sampling and respirator approval. To complete the picture, the Department of Labor has recently assumed Black Lung Benefit respon¬sibilities from the Social Security Administration under Title 4 of the Act.
