Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

Investigation and uptake of filtered tailings continues to grow throughout the globe. This is driven by a wide range of site-specific considerations, which include such factors as tailings characteristics (e.g., amenability to filtration), production rates, climate, water availability, cost drivers, environmental requirements, and social factors. Despite the aforementioned technological growth, the currently available filtration technology is not able to meet the needs of many operations and projects that would otherwise adopt the technology. Experience with large-scale industrial filtration shows that vacuum belt filter systems meet the needs of many modern users, exceptions being the inability to effectively dewater tailings at altitude and/or with a fine particle size distribution: a potential fatal flaw. This paper presents a case study on the utilization of the patented Viper Filtration technology on gold tailings to overcome this challenge and shares the resultant full-scale plant design, highlighting the features designed to overcome cost and scalability deterrents. This technology is a novel mechanical process which complements the vacuum pressure in dewatering the filter cake as it travels along the belt filter. This project commenced with a pilot testing program, which successfully met the objective to rigorously test, measure and record any performance improvements achieved when engaging the Viper technology. Of the two tailings products tested, gross improvements of 4.2%w/w and 5.7%w/w were achieved when compared to the conventional vacuum belt filter operation. This pilot testing facilitated measurement of operating and design data, which forms the basis of the full-scale system design and resultant equipment supply of three vibration roller assemblies for retro-fitting on the existing vacuum belt filter.

This paper describes some concepts developed in a geologic data recording system at the Victoria, Nevada breccia pipe-skarn copper mine. The recording system is not fundamentally new, but represents expansion of earlier ideas. The paper is based on the philosophy that a high quality geologic data base is necessary and that it should be complete, clear, standardized, neat, quantitative, and readily useable. It may be multi-colored or simply black and white. Graphic, descriptive and quantitative recording of data is essential. A format for core logging is presented and discussed and as well as a multiple overlay system for recording data gathered in surface mapping.

Particular emphasis will be given to the differing levels of technical work (and their relative cost) which must be accomplished to supply the information necessary to satisfy potential investor groups, whether they be other mining companies, equity investors, or financial institutions such as venture capital firms or commercial banks.

In this study, recovery of copper from solid material (obtained by leaching of chalcopyrite with oxalic acid in the presence of hydrogen peroxide) with a copper oxalate structure was carried out selectively using HCl. The chemical composition of the solid was as 29.3%, 9.7%, and 13.3% for Cu, Fe, and S, respectively. Selective recovery of copper by degrading the copper oxalate structure with a low-solubility product (Ksp = 4.43 × 10−10) was performed by conventional leaching in the presence of HCl. The optimum leaching conditions were determined as 5 M of HCl concentration, 318 K of leaching temperature, 120 min of leaching time, 25 ml/g of liquid–solid ratio and 400 rpm of stirring speed. Under these conditions, approximately 77% of copper and 3% of iron were taken into the solution. According to the characterization of the leach residue that was obtained, the oxalate structure was degraded. Moreover, the results of XRD analysis showed that the sulfur (S) and cubanite (CuFe2S3) phases were mostly observed in leaching residues, and this was supported by the SEM-EDX data. Based on the results, it may be stated that selective copper extraction can be obtained from a chalcopyrite concentrate by a two-step leaching method using a conventional hydrometallurgical technique.

Sanshandao Gold Mine is the only undersea metal mine in China. To deal with the collapse and pumping of stopes and roadways caused by complex ore-rock occurrence conditions, the mine conducts filling and sealing of some areas, and the remaining ore reserves will be mined after treatment. Therefore, it is urgent to evaluate the stability of rock masses, fault fracture zones, and aquicludes during the secondary mining process. In this study, displacement and microseismic methods are employed to monitor rock deformation and fractures. Additionally, FLAC3D was used to simulate the process of secondary mining, reproducing the evolution of stress fields, displacement fields, seepage fields, and plastic zones at different mining stages. The combination of numerical simulation and on-site monitoring verification demonstrates that the deformation of surrounding rock presents a rapid growth at the initial stage of mining, followed by a gradual decrease in the growth rate, and finally tends to stabilize; the fracture zone area at the 151–159 exploration line on the − 320 m level (near the 7# and 8# stopes) exhibits poor stability, and monitoring measures should be strengthened; the deformation value of the aquiclude is less than the deformation value of I protection level in the Code for Design, the impact of secondary mining on the aquiclude is limited; fault and fracture zone deteriorate rock mass stability, and their impact is related to their spatial locations. Hanging wall fault has a more significant impact on the settlement of the aquiclude, while the footwall fracture zone has a greater impact on the development of the plastic zone.

Ground water inflow into a mine and the re¬sultant impact on district hydrology can be pre¬dicted on a site specific basis once the ground water flow systems at the site are sufficiently well under¬stood so that a valid conceptual model can be de¬veloped. Ground water flow systems are controlled by the hydrogeologic properties of the materials at the, site, including hydraulic continuity along flow paths, and boundary conditions. Preliminary delin¬eation of hydrostratigraphic units for conceptual models frequently can be based on surface water data; specifically, spring locations and the gain-loss reaches of streams. Quantitative predictions of mine water inflow and its impact on regional hydrology require col¬lection and analysis of numerous types of data. Hydraulic conductivity must be defined quantita¬tively both parallel and perpendicular to bedding as well as areally for each hydrostratigraphic unit. The characteristics of the Davis shale in case his¬tory number 2 illustrate this concept very well. The storage characteristics also must be determined for each hydrostratigraphic unit and the potential or hydrostatic head should be quantified vertically and areally for each unit. The potentiometric measure¬ments in the Bonneterre Formation as discussed in case history number 2 illustrate this point. The data collection and data analysis techniques constitute the weak link in the analysis of mine inflow and district impact. The technology for char¬acterizing a mine site in the field has lagged behind the technology for mathematical simulation; we at¬tribute this development to the fact that computer modeling is relatively inexpensive compared to field data collection and analysis. On-site tests provide the best means of quan¬tifying hydraulic conductivity parallel to bedding and the storage characteristics of the unit. Pump tests with multiple observation wells provide the best information from on site tests. Hydrogeologie boundaries can be located from such multiple well tests. Multiport piezometers provide a means for determining the vertical potential in a single borehole. Borehole geophysics can facilitate the def¬inition of hydrostratigraphic units. Vertical hy¬draulic conductivity is difficult but not impossible to quantify with existing field test methods; labo¬ratory tests of cores fail to give a value represent¬ative of the field situation. The storage characteristics of a confined (artesian) hydro¬stratigraphic unit can be difficult to quantify when pumping changes the confined unit to an uncon¬fined (water table) case after depressurization and dewatering. Transmissivity and storage coefficient can be approximated to some extent for given field con¬ditions by computer modeling if enough is known about hydrogeologic boundaries. Modeling can be used in a trial-and-error approach to match transmissivity and storage coefficients to existing water level data corresponding to estimated discharge rates. A solution can also be obtained using a tech¬nique referred to as the inverse method. Unfortu¬nately, such a solution is seldom unique. Fracture flow models exist but practicality usu¬ally necessitates reversion to a basic Darcy flow model. Data requirements for fracture flow models could be difficult to fulfill where fracture aperture, spacing, orientation, and length are required. Ob¬taining such data at depth prior to mining would be impossible for any mine simulation in fractured media. We are of the opinion that most fractured media simulations can be accomplished using con¬ventional Darcy flow models by viewing the field problem on a macroscopic scale. The real challenge is to delineate hydrostratigraphic units properly in the field. The question of whether a broken-up fault zone is an aquifer or a barrier boundary is seldom simple. The fractures usually can be treated as an equivalent porous medium in either case. Only a few techniques exist for predicting un¬derground mine water inflow. These techniques fre¬quently are designed to evaluate shaft or tunnel inflow under steady-state head conditions in a sin¬gle layer rather than in multiple hydrostratigraphic units. Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35°C (95°F) [1]. The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by >5.6°C (10°F) in mines with elevated mine strata and air temperatures. In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35°C (95°F) AT limit in mines with elevated temperatures. The information in this paper is useful for RA manufacturers and mines that may choose to implement a cryogenic air system as a heat mitigation strategy. INTRODUCTION The apparent temperature inside an occupied RA could be significantly affected by the surrounding environment’s thermal conditions, such as mine air temperature and mine strata temperature. Apparent temperature (AT) is a temperature-humidity metric for the perceived temperature caused by the combined effects of air temperature, relative humidity (RH), and air velocity. It is used to assess the perception of indoor temperatures. Depending on factors such as geographic location and season, mine air temperature, relative humidity, and mine strata, temperatures can vary significantly [2]. RAs located in cold mines may pass the 96-hour 35°C (95°F) AT limit test that poses a challenge for RAs located in hot mines. One solution in these cases is that the occupancy of the RA could be derated (i.e., the RA occupancy could be reduced) to ensure the AT limit is not reached. However, this would require mines to purchase additional RAs to accommodate all personnel in the mine. For mines with high temperatures (above 26.7°C or 80°F), the occupancy might have to be reduced so much that the necessary number of additional RAs would be impractical. In these cases, RA cooling systems could provide a solution.

The grinding mill is probably the most common unit operation in mineral processing. There is, however, much that can still be done in the way of optimization. This paper discusses the results of a well-controlled pilot-scale test in which the performance of a tumbling mill equipped with a conventional rubber lining and lifter bars was compared to a tumbling mill equipped with a smooth rubber lining of the magnetic type. The results indicate that the smooth lining is about 14% more effective with respect to energy consumption. By optimizing the size of the grinding media, the mill capacity can be increased in many grinding operations. In this specific case, grinding with a -20-mm ball charge required 26% less grinding energy than grinding with a -30-mm ball charge. The energy savings can, in most cases, be converted to an increase in capacity. The wear of the grinding media is difficult to assess over a short test period, but the results suggest that the wear is somewhat less when a smooth lining is used. A determination of the wear of the linings was not included in this study, but it is generally accepted that the use of magnetic linings reduces the lining costs dramatically. Computer simulation using the Millsoft code developed by Mishra et al. confirms and explains the increased effectiveness of comminution when a smooth lining and smaller grinding balls are used.

Field criteria are needed to help the prospector recognize a potentially expansible shale, clay, or slate. Certain criteria have proven useful in California even though the physical-chemical mechanisms of expansion are not thoroughly understood. Three conditions must be satisfied before expansion can take place, The raw material must partially fuse at a low temperature (1800-2000°F.), Concurrently a gas must form. The raw material must be sufficiently impermeable to trap the gas within the particle. Low temperature melting, which is controlled by bulk chemical composition, is difficult to assess in the field but most common shale, clay, and slate is suitable in this respect, The presence of organic carbon, the most common source of an expanding gas, is indicated by dark color of the rock, A large proportion of clay-sized particles promotes impermeability; fine grain-size is indicated by conchoidal fracture, The shape of the expanded particle is commonly indicated by the texture of the raw material. Rocks with well-developed slatey cleavage produce accordion-shaped particles; massive rocks tend to form rounded particles. Undesirable materials commonly present with expansible shale include: weathered shale; sandstone and other coarse-grained sediments; and limestone, Weathering, which is indicated by color, reduces or eliminates expansion; therefore, surface samples seldom are representative of the shale found at depth. Sandstone does not expand and will increase the average weight of the finished product, Limestone or particles of carbonate minerals can be actively harmful because they are converted to free lime (CaO) during the firing process, If free lime is present in concrete, hydration will cause expansion of the lime particles which result in surficial ?popouts.?

Face ventilation and water sprays are the primary controls used on continuous miner sections to protect workers from respirable coal and silica (quartz) dust. Laboratory tests were conducted by the U.S. Bureau of Mines to determine the impact on respirable dust concentrations when increasing airflow from 3000 to 9000 cfm (1.42 to 4.25 m3/sec), water flow from 15 to 35 gpm (0.057 to 0.132 m3/min) , and water pressure from 80 to 200 psi (5.52 x105 to 1.38 x106 pa). The effective limits for each control and interactions between these controls were of particular interest. Initial analysis concentrated on defining the impact of the control parameters on the respirable fraction of the feed dust, which was a blend containing 90% coal and 10% quartz. Gravimetric sampling indicated that airflow had the most significant individual impact on respirable dust levels and resulted in reductions of 99% at the operator and 57% in the return. Regression modeling was used to predict dust concentrations at the operator and in the return. Significant interactions were observed between control parameters and often, defined the level for a control parameter where increases above that level did not significantly benefit dust control. Increasing airflow to 8400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.65 x105 Pa) typically provided respirable dust reductions at both sampling locations, while optimizing use of control resources. After determining these relationships for the total respirable fraction, selected filters were analyzed for quartz content to define the impact on the quartz component of the feed dust. For the individual control parameters, airflow again had the most significant impact and resulted in reductions of 98% at the operator and 26% in the return. Regression modeling of the quartz concentrations indicated that no significant interactions between control parameters were present. At the operators location, airflow was the only parameter identified as having a statistically significant reduction for quartz dust. A reduction in quartz approaching 95% was observed for increasing airflow to 6000 cfm (2.83 m3/sec). Increases above 6000 cfm had little additional impact. In the return, a linear relationship between control parameters and quartz levels was observed with reductions of approximately 27% predicted for increasing any one control parameter to its maximum level. The synergistic impact of increasing all control parameters to maximum levels resulted in a maximum predicted reduction of 81%.

INTRODUCTION "On many projects, the tendency is to drop interest and support of the geological service as soon as it seems safe. That . . . is a short-sighted policy . . . It would be of further service perhaps to learn whether predictions were reasonably true to life." --C.P. Berkey, 1938 (3) This paper quantitatively compares predicted and encountered shear zone size and location and rock type for tunnels in the Colorado Mineral Belt. The Colarado Mineral Belt is composed of igneous formations with associated metamorphic rocks and faulting. As such, it represents the most complex of provinces for at-grade predictions (27). Shear zone and rock type data are assumed to be statistically homogeneous because of the common geology of the seven tunnels. It is often felt by geologists and engineers that the amount of information from which a geological model is created is so low that any statistical inferences are unstable. In other words, the addition of new data may drastically alter the means and variances suggested by the model. Therefore, predictions are rarely couched in quantitative statistical terms but modified with "probably," "most likely" or "possibly." Comparison of predicted and encountered data from past geological models will permit the "probably's" to be quantified and distilled from the art of geological prediction. To date, two other studies of the validity of predictions have been made (26 and 16). Together, these two studies indicate that

INTRODUCTION The U.S. Department of Energy's Waste Isolation Pilot Plant (WIPP) is being constructed to provide permanent storage of radioactive TRU waste materials emanating from military weapons production. These wastes are contaminated with radioactive elements heavier than uranium, thus the name trans-(or beyond) uranic (Uranium wastes). The WIPP site, which is located 26 miles east of Carlsbad, New Mexico, was chosen thru a selection process after the National Academy of Sciences recommended salt deposits as a promising host strata for the storage of radioactive wastes. Throughout the United States numerous DOE facilities have produced and stored defense-generated TRU wastes. Once WIPP becomes operational in the fall of 1989, all sites may ship directly to this repository. A companion project has developed special shipping containers (TRUPACT) for safe transport of materials to WIPP. The WIPP facility is currently composed of surface buildings, three shafts, and underground storage and experimental rooms and tunnels. Frontier-Kemper Constructors, Inc. (FKCI) has nearly completed the construction of the fourth shaft, an intake shaft, to provide additional ventilation to the underground workings. PLANNED SHAFT EXCAVATION METHOD Full-face raise boring ( upreaming ) was the allowable method selected by Frontier-Kemper Constructors for the excavation of the shaft. After arrival of an oil-field type rotary drill rig in December 1987, a 9 inch diameter pilot hole was drilled from the surface to the mine level, a depth of approximately 2145 feet.

Gold extraction along the Carlin trend requires large withdrawals of ground water, which can be perched, unconfined at shallow depth, and (or) confined at depth. Five hydrogeologic units-Quaternary basin-fill sediments, Tertiary basin-fill sediments and sedimentary rocks, Tertiary volcanic rocks, Devonian to Ordovician siltstones, and Devonian to Ordovician carbonate rocks--form the framework for two aquifer systems that discharge along some reaches of the Humboldt River and its tributaries and are recharged by streamflow along other reaches. Ground-water withdrawals eventually could affect these stream-aquifer interactions. Further work is needed to quantify regional hydrologic processes and evaluate potential effects of mining on water resources.

Project engineering and development is a process of optimisation of capital, operating and financial costs, and extraction rates in the light of current and forecast economic conditions for the sale of the product. The aim of the process is to maximize financial returns to the sponsors (project owners) within many often conflicting constraints. Thus, the sponsor's engineering and financial staff have a common goal, with performance measured in financial terms. Consequently, each group must be aware of, and responsive to, the constraints imposed upon the other. For financial staff, the increasing size and complexity, and escalating capital costs of new ventures have required them to seek finance in larger amounts, and by non-traditional methods. In addition, senior management are requiring indications of the availability of finance as a pre-requisite to a decision to commence project development activities.

"Location. The iron formation of the Gogebic district (including the Penokee) comprises a narrow belt south of the western part of Lake Superior extending from Michigan for a considerable distance into Wisconsin. From the mouth of the Montreal River (about twenty-five miles west of Ashland) the iron formation is only about twelve miles distant, but it is about twenty miles south of Ashland. Beginning on the east at a point about eight miles east of Wakefield, Mich., it extends through Sunday Lake, Bessemer and Ironwood in Michigan, and thence south of west through Hurley, Wis., and only a short distance south of Mellen, Wis. About eight miles westward from Mellen, the formation disappears, but six miles further west it is known to reappear and continue thence for about eight miles. The total length of the range is about sixty miles, two-thirds of this distance being in the State of Wisconsin; but nearly all of the ore has been obtained from the eastern third of the district, which is in the State of Michigan.History. This iron range was first noted in 1848 by Dr. Randall, assistant geologist to Dr. David Dale Owen, while following the fourth principal meridian northward. It was also reported by Charles Whittlesey in an account of a survey made in 1849, and published by Owen in 1852. Analyses of the iron ore are given with the following account. ""The bed of magnetic iron ore south of Lac des Anglais is of extraordinary thickness,25 to 60 feet. * * In the wild and deep ravines where the Bad River breaks through the range, there is a cliff of slaty ore * * * probably three hundred feet thick. * * * I estimate more than one-half of this face to be ore, and in places the beds are from ten to twelve feet in thickness, with very little inter-mixture of quartz * * * . The position of the best exposures of ore which I saw is such as to require from eighteen to twenty eight miles of transportation to reach the lake."""

The People's Republic of China has abundant coal resources with proven reserves amounting to 582 Gt (641 billion st). Recognizing coal as a major energy source on which to build the country's industrial and economic base, there has been a rapid increase in production since the founding of the People's Republic. In 1949, only 29.4 Mt (32.4 million st) of coal was mined. Production has increased to 576.5 Mt (635.5 million st), exclusive of Taiwan, at present, making China the third largest coal producing country in the world. Plans call for a 4-5% increase in annual production for the next 20 years. Coal constitutes 70% of the primary energy consumption in China. The remaining 30% is divided between petroleum and natural gas with 26% and hydropower with 4%. Coal use and consumption is divided as follows. General industrial use comprised 48.9%, power generation uses 20.1%, and coking accounts for 10.5% (6.3% for metallurgy and 4.2% for chemical industry). Domestic use such as home heating and cooking makes up 17.8% and coal-fired steam engines for railways uses 4.7%. Coal Districts Coal underlies about 1/18 of China's land area. It occurs in 30 provinces, autonomous regions, and municipalities. In addition, the western interior region, which has not been explored, may contain sizable reserves. Based on geology, geography, and administration, the coal fields can be grouped into five districts as shown in Fig. 1. The north China district, the heart of the industrial base for the country, has the most extensive and largest deposits of the five districts. This amounts to almost 40% of the country's total reserves. The largest coal basin with proven reserves of 181.4 Gt (200 billion st) and the most exploitable seams is located some 300 km (186 miles) southwest of Beijing (Peking) in Shanxi Province. Centered around Taiyuan, the compound field extends from Datong in the north to Xian in the south. Its western extension is not known fully. The Northwest and Northeast districts contain the second and third largest deposits. The biggest coal field in South China is located in the Sichuan and Guizhou Provinces near Chongqing. At present, it is not known if sizable coal measures exist in the Tibetan district. Coal Types China's coal varies widely both in age and rank. Geologically, coal measures were deposited from the lower Carboniferous (Pennsylvanian of the US) and Permian of late Paleozoic, mainly during the Jurassic of the Mesozoic and peri¬odically throughout the Cenozoic. The handleability monitor has been specifically designed to provide a simple, rapid and on-site assessment of the whole or part consignment of a coal blend in its ‘as-received’ condition. Evaluation has been carried out at a number of coal-handling plants, on both metallurgical and power station coals from a variety of sources world-wide. The results which are used to predict which coals could routinely pass through a handling plant at line capacity, without causing blockage or delay, have also been correlated with moisture, ash and size analyses of the coal to develop a predictive model of handleability.

Woods (1) defined "Mineral Aggregate--An aggregation of sand, gravel, crushed stone, slag, or other material of mineral composition used in combination with a binding medium to form bituminous and portland cement concrete, macadam, mastic, mortar, plaster, etc., or alone as in railroad ballast, filter beds, and various manufacturing processes, such as fluxing, etc. " This definition is too all inclusive for the purposes of this paper; therefore, this discussion will be confined to specifications for natural aggregates which means sand and gravel and crushed stone, and limited primarily to coarse aggregate which is aggregate larger than one-quarter inch in size. To the uninitiated, this may seem to be a very limited subject on an unimportant material. However, aggregates are essential in all types of construction. The tonnage and value of these two aggregates produced in the United States during 1959 as reported by the Bureau of Mines were as follows: Sand and Gravel 729,895,000 tons valued at $728,527,000 Crushed stone 581,721,000 tons valued at $824,411,000

As indicated in the introduction to this paper, it is a sequel to that which I gave to the last annual meeting in Atlanta in march. This paper goes further into aspects of crushing and screening, primarily from the standpoint of circuit control. There has been little published by equipment manufacturers on this subject and this is the first paper on crushing circuit control to be sponsored by Allis-Chalmers corporation. By proper control over the use of crushing energy, we will be able to produce finished products from feed materials uti¬lizing minimum capital for the lowest cost of production. The subject will be discussed as follows. Firstly, we will look briefly at what we are trying to accomplish; Secondly, what is presently available in the way of technology; Thirdly, we will look at a suggested new system of control which will best fit the parameters of the normal crushing and screening operation; As a conclusion, I will summarize the advantages of the new system.
