The original Radum aggregate plant, built by Henry Kaiser in 1931, is the oldest of the nearly 200 individual operations established by the Kaiser companies. Since that time it has been producing aggregate products primarily for the San Francisco Bay Area. Currently, and for many years, this plant has been listed as the Nation's No. One aggregate producer. Early this year a new $10,000,000 facility went on line replacing the old plant. Construction of the facilities was performed under the direction of Kaiser Engineers construction management teams. The existing plant continued to operate without interruption during the entire construction period.

A new method of measuring the viscosity of unstable suspensions has been developed, using a Heinz viscometer. The technique was applied to kaolin-water suspensions. Spreads in viscosity with lime additive were measured.

New global industry standards and regulatory changes regarding mining tailings management are driving installation of tailings filtration plants to decommission existing tailings dams and implement dry stacking. Target of this project was to reduce ultrafine slime tailings deposition. Previous investigation at Samarco concentrator has showed a 35% decrease in tailings filtration throughput when feeding a mix of 95% flotation tailings with 5% slime tailings (compared with 100% flotation tailings), also worsening geotechnical aspects such as material workability during dry staking. Industrial trials using a proper filter aid at tailings filtration plant feeding a mix of 94% flotation tailing and 6% slime tailing (equivalent to 30% of total slime generation) have provided filtration performance maintenance (throughput and cake moisture), and dry stacking the dewatered material. Results achieved will enable life expansion of existing slime disposal structures, as well as potential life of mining extension. Furthermore, reagent chemistry influence is discussed by the light of geotechnical aspects, which has been showing improved KPIs, such as workability, compressibility and permeability.

Since 1950, rotary-drilled, large-diameter holes, "big holes", with depths to over 300 feet and diameters of over 30 inches have become numerous and widespread. Fifty such holes have been drilled for access shafts to LPG mined caverns, Over 70 holes have been drilled for various other commercial activities. Over 150 holes have been drilled by the AEC for atomic testing purposes. These holes have ranged up to 300-inch diameters with 1600-foot depths, 120-inch diameters with 570-foot depths, and 72-inch diameters with 4800-foot depths. Equipment is now available to drill a wide range of ?big holes? for varied requirements. At least a dozen drilling contractors are participating or have participated in the drilling of "big holes". The accompanying tables show pertinent historical, technical and economic data on over 250 holes. The illustrations to be presented concurrently with this paper show the various equipment and accessories now in use. (See Appendix I for captions of illustrations.)

Several years ago it became apparent to some of our people that; there was developing a very definite need for largee coal reserves in the West to satisfy- the need for fuel for the furnaces of electric generating plants with the rapid development of, the West, of both population and industry, it was impossible for hydro-electrics plants to keep up with the ever increasing demand for electricity. In 1960, Mr. E. R. Phelps, then associated with the engineering department of Peabody Coal Company, began a search for and development of coal deposits in the very remote northeast section of Arizona near the village of Kayenta. Travel to this section of the country was not easy even at this late date, and it was an eight hour drive from Farmington, New Mexico to Kayenta, Arizona, a distance of some 130 miles. The trip was over roads that even' a-horse and wagon had trouble negotiating and a four wheel drive vehicle was about the only type of transportation that could satisfactorily traverse these roads, as testify many badly beaten sedans and coupes that tried it. Since that time a very excellent road has been constructed from Shiprock; New Mexico to Cameron, Arizona where it junctions with another excellent road that runs north to Page, Arizona and the Lake. Powell area and south to Flagstaff, Arizona on highway 66. Kayenta is a small village nestled at the foot of the Black Mesa near its northeast extremities. The coal deposits of interest were on the surface of the mesa. This location presented another problem, as the only trail to the top of the mesa was intended for walking, horseback, or a brave soul In a horse and wagon. Once again the four wheel drive vehicle was about the only answer. To reach the coal deposits you must climb the mesa, which is vertical ascent of some 1,500 feet, and then proceed southward into the bowl of the mesa with an ensuing descent of some 1,000 feet, finally coming to an elevation of 6,500 feet, at which elevation the coal outcrops become apparent.

Introduction The theoretical analysis of tumbling mill energetics and performance has largely neglected mill dimensionality, and, in particular, the importance of the length/diameter (L/D) ratio. This is in spite of the fact that practice varies substantially: geographically, for semi-autogenous and autogenous mills, as between North America and South Africa/Scandinavia, and historically, for overflow ball mills, for which the L/D ratio has increased significantly from the earliest small mills to the largest mills currently. The present study is concerned primarily with the influence of the L/D ratio on the design and operation of overflow ball mills, on the occurrence of the overload phenomenon, and on the limits, if any, it may impose on mill capacities because of critical pulp axial velocity limits. It will be shown that the shape factor is of major importance in this area and that its adjustment to the extent that this is practical should remove the diameter limitations previously postulated for this mill type. Dimensionality in mill design Ball mill shape factors in the period prior to 1927 (Taggart, 1927) averaged 1.1/1 for 29 center discharge mills and 1.0/1 for 30 peripheral discharge mills. With the resumption of new plant construction after the 1930s depression, the Morenci concentrator continued the 1/1 ratio with its 3.1 x 3.1 m (10 x 10 ft) mills. The ratio was increased progressively from then on, reaching 1.6 and 1.8/1 for the largest overflow mills currently. As shown recently (Arbiter, 1989), this is in sharp contrast to autogenous and SAG mill shapes, for which the ratio averages 0.4 in North America. On the other hand, South African practice, starting at the turn of the century with autogenous mills having 4/1 ratios, moved toward 1/1 until recently, when a 2.5/ 1 ratio mill was installed. The reasons given for such divergent practice for mill shape factors are in some respects contradictory and generally inconclusive. The most complete discussion from a practical viewpoint (Dor and Bassarear, 1982) is limited to primary SAG and autogenous mills. Considerations of ball mill dimensionality have had a twofold direction. On the one hand, it has been argued that ball mill efficiencies should increase with increasing diameter and that the specific energy for a particular grind should be reduced accordingly. An inadvertent test of this idea at the Bougainville operation (Burns and Erskine, 1983) resulted in drastic underpowering, which led to failure to reach design capacity until additional mills were installed. This can be taken as strong evidence against any increase in efficiency with diameter. In another direction, it has been argued (Arbiter and Harris, 1982, 1983) that there is a limit to ball mill diameters because of the demonstrable limit to axial flow velocities evident in the overload phenomenon, which as a fact is incontrovertible. But that it places a limit on mill diameters overlooks the evidence given below that appropriate variation in the L/D ratio will permit major increases in diameter, limited only by constructional or economic factors. The present study was directed toward quantifying the overload phenomenon through examination of the influence of mill dimensionality variation and mill operating variables on its occurrence. It is shown that varying the operating conditions, specifically the load fraction and the fraction critical speed, can reduce the risk of overload for existing operations; while appropriate decreases in the L/D ratio can minimize the risk in the design of new circuits. Ball mill overload Ball mill overload is a consequence of the approach to a critical velocity with increasing feed rates or circulating loads. Although the effect has been known for over 50 years, there have been no previous attempts to quantify it. The following description of the ball mill as a flow system is the preliminary to a quantitative analysis: 1) In the absence of a ball load, axial flow of pulp through a mill resembles open channel flow, except for disturbances near the shell due to shell/lifter rotation. 2) For a given ball load (Lf), the void fraction available for pulp hold-up (H) for the ascending portion of the load is approximately 0.4 Lf. In the descending portion, it is greater than this and increases with fraction critical speed (Fc) because of load expansion. 3) Increasing the feed rate increases pulp hold-up and progressively fills the available void space. At a critical flow rate, which depends on system geometry, hydraulic head and pulp rheology, void filling reaches its limit; a pool forms rapidly and fills available space outside the ball load and up to the overflow level. Prior to this, pulp discharges mainly along the ascending rim of the overflow. 4) For a small mill (Lo et al., 1990), it has been shown that with increasing feed rates the critical filling is at or near 50% of the mill volume. Power drops rapidly when this level is reached, as required by the torque formula. 5) The transition to overload is associated with the following phenomena: a) The decrease in power draw. b) Damping of mill sound. c) Reduced comminution of coarser feed sizes, probably due to reduced direct impact in the presence of a pool. d) Increased circulating loads, which further intensify the overload, and increased density of cyclone underflows, which can lead to roping. e) Conditions beyond overload are not known because feed rates are not delibelrately increased beyond this point. f) The existence of the phenomenon limits the capacity of a mill with a fixed set of operating conditions and can prevent the balancing of hard ore feed rate decreases by increases in soft ore rates.

Recent expansion programs have made the Yunkang underground coal mine the number one producer in Shenxi Province. The mine is the newest in the Datong Coal Administration, currently rated at around 3 Mt/a of coal. Located in the Wa Chushi mountain range about 23 km north of the city of Datong, the mine has undergone a series of expansion phases since startup in 1973. Initial design capacity was 1.5 Mt/a and ultimately, production will be brought to an estimated 7.0 Mt/a by 1985, according to mine superintendent Li Jia-zhi. How Coal Occurs The coal, Jurassic in age, occurs in three economically identifiable seams designated No. 2, 3, and 7. Seams are 100-250 m below the surface. Reserves from this economic zone were not quantified, but Superintendent Li indicated that there was enough mapped out to sustain the expanded production rate for over 20 years. Below the Jurassic coal is another possible economic zone, a Permocarboniferous coal lying 400-600 m below the surface. Little development drilling has been conducted to ascertain its potential. The Jurassic beds are relatively flat and coal quality is reportedly one of the best in China. Heat content of the coal runs around 33.5 MJ/kg and the ash content is less than 10%. In some areas, it is less than 7%. Coal preparation is simple and involves a washing and screening separation into four principal size fractions. Washed coal is stored in one of six storage silos, each with 4000-t capacity. Mining the No. 2 Seam Since startup, primary production has been derived from the No. 2 seam. The coal is relatively hard and is topped by a hard cement-like conglomerate. These factors, coupled with an average thickness between 4 to 6 m, precluded the use of conventional longwall techniques, according to mine engineers. Discontinuities are geologic occurrences in rock and when present within a pillar, reduce the strength of the pillar. Empirical formulas that are commonly used to determine pillar strength do not explicitly take into account the presence of discontinuities and thus can overestimate the pillar strength. The effect of discontinuities on the strength of pillars has been investigated using numerical models, but in these models, the discontinuity strike was parallel with the pillar faces. In this study, fully three-dimensional hard rock pillars were simulated using numerical modeling to understand the effect of the discontinuity dip direction on square and rectangular hard rock pillars. Based on the results, recommendations to assess a pillar’s strength in the presence of a discontinuity are discussed.

The dissolution process of phosphate rock from the Semikan area (Mardin-Mazidagi, Turkey) using dilute phosphoric acid has been investigated. The work involved studying the effect of important variables, such as reaction time, stirring speed, particle size fraction, phosphoric acid concentration and temperature. Van der Sluis et al.?s model was used to determine the rate of the partial dissolution of phosphate ore. Mass-transfer coefficients (kL) varied between 2.8 and 28.5.10-3 m.s-1. The activation energy of the process varied between 16 and 20 kJ.mol-1. It has been found that the dissolution process is controlled by calcium ion diffusion, rather than by chemical reaction.

Silver bearing bulk sulfide concentrates from several Peruvian mines were autoclaved in a 19 liter (five gallon) laboratory autoclave in Lima, Peru. Cyanidation of autoclaved concentrates following a hot lime jarosite destruction step extracted over 98 percent of the silver and over 95 percent of the gold. Autoclave operating parameters such as time, temperature, pulp density and autoclaved solids recycle were investigated and reaction rates determined. The problems of excessive heat generation, silver solubility during autoclaving, and formation of pellets containing unreacted sulfides were addressed. The data presented will be used to design a continuous autoclave pilot plant to pro-vide reliable scale up data for a 50 -100 ton per day facility.

Model pillars of limestone, marble, sandstone, and granite, with length-to-diameter ratios of 3, 2, 1, 0.5, and 0.25 (0.286 for granite), were broken in axial compression to determine to what extent an increase in end constraint increased compressive strength. Radial end constraints of 13 to 23 percent of the average axial stress in the pillar, produced by solid steel rings bonded with epoxy to the ends of dogbone-shaped specimens, increased compressive strength somewhat above that of cylindrical pillars without ring constraint. However, when the results were compared with those obtained by other investigators for straight specimens of several rock types taken collectively, with L/D ratios greater than 0.5, the resulting strengths were not significantly different. Thus, the amount of end constraint produced by the solid steel rings was about the same as that produced by the friction from the steel end plates. In other tests a radial prestress of 3,000 psi or 5,000 psi was applied prior to axial loading by adjustable hardened steel rings to increase the constraint above that obtained for the solid rings. The average radial constraint stress, expressed as a percentage of the average axial pillar stress at failure for the 3,000 psi prestress, was 54.3 percent for limestone, 40.3 percent for marble, 44.7 percent for sandstone, and 23.4 percent for granite. The average radial constraint stress, expressed as a percentage of the average axial pillar stress at failure for the 5,000 psi prestress, was 74.2 percent for limestone, 51.2 percent for marble, 61.6 percent for sandstone, and 29.7 percent for granite. These constraints increased the compressive strength significantly above the strength of straight specimens and solid-ring constrained specimens. These results suggest that large horizontal stresses in orebodies mined by the room and pillar method should increase the strength of the pillars and allow an increase in ore recovery by a reduction of pillar size when major structural defects are absent.

Central Mexico's mining districts, opened centuries ago during the Spanish conquest, still form the backbone of metal mining in the country today. Beginning at Chihuahua City, the Second Mexican Mining Rail Excursion traveled southeast from camp to camp through this major mining area to Taxco. Improved exploration, exploitation, and beneficiation methods have permitted continuous mining of many old deposits, and led to the discovery of new ones. Minerals not sought by early miners-lead, zinc, copper, and fluorite-now contribute substantially to mining activity in central Mexico. Of Mexico's five physiographic provinces, the rail excursion passed through two: the Mesa Central, and the Sierra Madre Occidental. The Mesa Central province is a wide tableland with basin and range topography, containing important base metal deposits. Mining in this region is primarily of limestone replacement ore bodies. Massive deposits form horizontal mantos or vertical chimneys. In northern Zacatecas, the Santa Eulalia and Naica mines demonstrated this character. The Sierra Madre Occidental lies west of Mesa Central in northern states, then widens to almost the entire width of the country from outside Mexico City to the southern border. The area consists of volcanic beds, several kilometers thick. These intermediate volcanics are primarily andesitic, of Tertiary age. Resting on older strata of adjoining physiographic divisions, the volcanic beds are overlain by a thick series of acidic flows and tuffs. Economic mineralization in the Sierra Madre Occidental is vein-type, primarily gold and silver. Mines at Fresnillo, Guanajuato, Pachuca, and Taxco contribute to the claim that this region is the center for precious metals in Mexico. A third type of mineralization, contact metamorphic deposits, is commercial at Santa Eulalia. First Stop, Santa Eulalia Mine tours began with the Santa Eulalia unit, located 25 km east of Chihuahua City. Mining in the region dates back to the early 1700s. The oxidation zone was worked until 1790, but mining declined until Asarco arrived in the early 1900s, building a selective flotation plant for treating primary sulfides. Asarco still owns 34% of Industrial Minera Mexico, S.A. (IMMSA), operator of the Santa Eulalia mine. Santa Eulalia currently has a milling capacity of 850 t/d. The San Antonio and Buena Tierra mines provide feedstock. Head grades at San Antonio, the mine participants toured, average 80-120 g/t of silver, 1.5-4.5% lead, 4-16% zinc, and 0.1-2.5% copper. Tin and vanadium were also recovered between 1930 and 1940. Estimated proven and probable reserves total about 7.6 Mt, although 1.8 Mt of reserves are located in areas of high water pressure and volume, which makes extraction difficult. Water is a significant production problem at the San Antonio mine. In one area, an AX drill hole encountered 2.6 m3/min (700 gal/min) at a pressure of 2.5 kPa. Within the metal/nonmetal mining sector, fall-related incidents account for a large proportion of fatal and non-fatal injuries. However, the events and contributing factors leading up to these incidents have not been fully investigated. To help provide a clearer picture of these factors, an analysis of imminent danger orders issued by the Mine Safety and Health Administration (MSHA) between 2010 and 2017 at both surface and underground metal/nonmetal mine sites revealed that most orders are associated with fall risks. Of these cases, 84% involved the workers not using fall protection, fall protection not being provided, or the improper use of fall protection. Fall risks for workers most frequently occurred when standing on mobile equipment, performing maintenance and repairs on plant equipment, or working near highwalls. In most cases, a single, basic, corrective action (e.g., using fall protection) would have allowed workers to perform the task safely. Overall, these findings suggest that a systematic approach is needed to identify, eliminate, and prevent imminent danger situations. Furthermore, to protect mineworkers from falls from height, frequently performed tasks requiring fall protection should be redesigned to eliminate the reliance on personal fall protection.

Extensive testing in the past ten years has shown that where a uniform natural gamma background is present in the strata bordering the seam, the thickness of the boundary coal left in place after mining can be determined by measuring the attenuation of that radiation (Nelson and Bessinger, 1989). Measurements made by the authors in underground mines in Pennsylvania, West Virginia, Ohio, Illinois, and Kentucky, and by others in Wyoming and New Mexico, have shown the presence of such a gamma background (Nelson, 1989). Natural gamma coal thickness sensors of several configurations have been tested in mines owned and operated by the Consolidation Coal Company in Pennsylvania and west Virginia (Nelson and Bessinger, 1988).

The asbestifom habit is most commonly developed in certain amphiboles and chrysotile, but other minerals may also crystallize with this unususual habit, The habit may be characterized by 1) a fibril structure, single or twinned crystals of very small widths (generally less than 0.5 inn) which have gram with a common fiber axis direction but which are disoriented in the other crystallographic directions, 2) anomalous optical properties, primarily parallel extinction, 3) unusual tensile strength, 4) high aspect ratio, and 5) flexibility. In addition, there is evidence to indicate that some amphibole asbestos may have unusual surface properties.

The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

A unique freeze conditioning agent (FCA) which functions by forming structurally weak ice rather than suppressing the freezing point of water has been successful in alleviating frozen coal problems. Frozen coal treated with FCA has been quickly unloaded at temperatures below -17.SoC (O°F). Other areas where FCA has found utility has been de-icing conveyor belts, idler, idler arms and other moving parts that have been impeded by ice.

In the 1990?s, Técnicas Reunidas developed the Modified ZINCEX® Process to recover zinc from ores and secondary materials. The heart of this process was the use of solvent extraction to produce purified zinc electrolyte instead of traditional zinc dust cementation. This development was commercialized by Reunion Mining and Anglo American for primary ore at the Skorpion mine in Namibia with the first SHG zinc produced in May 2003. Horsehead Corporation through Horsehead Metal Products, Inc., its wholly owned subsidiary, is presently commercializing the MZP for the treatment of Waelz oxide. This paper will review open source information about the lessons learned and process modifications that have occurred at Skorpion over the past decade. It will also provide an update on Horsehead?s facility being constructed in Rutherford County, North Carolina.

Pillar collapses are events that due to their severe consequences can be classified as high risk. The design of pillars in underground room-and-pillar operations should migrate to risk-based design approaches. The authors of this work proposed a risk-based pillar design methodology that integrates stochastic discrete element modeling for pillar strength estimation, and stochastic finite volume modeling (FVM) for stress estimation. This paper focuses on the stochastic FVM component for stress estimation. The mining and geomechanical aspects of a case study mine (CSM) are described and pillar stresses are estimated by using three approaches: (1) analytical solutions, (2) 2D finite element modeling, and (3) 3D finite volume modeling. This operation extracts a 30° dipping deposit, which makes current underground stone mine design guidelines inapplicable for this CSM. This work compares results from each stress estimation approach and discusses uses the point estimate method as a simplified stochastic approach to evaluate the effect of rock mass elastic properties variability on pillar stress distribution. Results from this work show that the three estimation approaches lead to different estimations, possibly, due to the wide range of assumptions each estimation approach considers. It was also determined that the horizontal to vertical stress ratio has a significant impact on pillar stress magnitude. Therefore, it is recommended to perform in situ stress measurements, or assume worst-case-scenario values to account and reduce uncertainty due to this parameter. The stochastic stress estimation approach used in this paper provides results that can integrate a risk-based pillar design framework.
