The Forestry Reclamation Approach (FRA) recommends that the upper 1.22 m (4 ft) of spoil material on reclaimed surfaces should be left as uncompacted as possible to facilitate efficient tree root growth. However, the main concerns about applying the FRA to steep slopes is that the upper 1.22 m (4 ft) of loose spoil material could cause instability. Successful application of the FRA on the flat and rolling surfaces precipitated this investigation. Details of a field investigation conducted at a steep-slope mine site are available in an earlier publication (Kumar and Sweigard, 2011). A total of 70 survey monuments were driven into the slope in a regular pattern to monitor any type of slope movement. Quarterly surveying of the monuments were done to quantify slope movement, either horizontally or vertically. The methodology developed in this research for field slope movement monitoring was validated using computer model results. Analytical models based on the limit equilibrium method (LEM) and numerical models based on the finite element method (FEM) were developed for slope stability analysis. The LEM analysis was done using the Geo-Slope/W program following the simplified Bishop method. However, numerical models were developed using the PLAXIS computer program following the Mohr’s Coulomb failure criterion and strength reduction technique. The slope stability analysis was performed for two different scenarios: first with the top 1.22 m (4 ft) of loose graded spoil material and second without top loose graded spoil material. Finally, the field investigation results were compared with stability analysis results. Both of these approaches showed that application of the FRA on steep slopes is not causing any significant instability problems, due to 1.22 m (4 ft) loose graded spoil that would not exist otherwise for overly steepened slopes.

Vanadium is a transition metal, ductile and silver-gray. It is harder than most metals and steels and it has a good resistance to corrosion. It is stable against alkalis and sulfuric and hydrochloric acids. Vanadium is oxidized in air at about 660° C (1,220° F), although an oxide layer forms even at room temperature. The chemistry of vanadium is noteworthy for the accessibility of the four adjacent oxidation states, 2-5. In aqueous solution, the colors are lilac V2+, green V3+, blue VO2+ and, at high pH, yellow VO42-. Considered to be as abundant as zinc, metallic vanadium is not found in nature, but it is known to exist in about 65 different minerals. Economically significant examples include patronite (VS4), vanadinite (Pb5(VO4)3Cl), associated to the uranium mineral carnotite (K2(UO2)2(VO4)2?3H2O) and in a vanadium mica called roscoelite K(V3+,Al,Mg)[(Si,Al)4O10] (OH)2. Other important vanadium ore oxides are montroseite (V,Fe)O(OH) and corvusite (Na,Ca,K)V8O2.4H2O. Much of the world?s vanadium mine production comes from magnetite-hosted deposits and, to a lesser extent, sedimentary-hosted sandstone.

The City of Toronto’s Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the project to date and reviews the risk mitigation measures utilized on the project to move the project forward through tough geological conditions during shaft excavation and tunneling phase of the project.

This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills. Understanding the energy-size reduction relationship is vital to grinding process; therefore, this paper aims to show the energy-size reduction of magnetite-calcite binary mixture in a laboratory wet conical ball mill. Single magnetite, single calcite, and blended magnetite-calcite mixture at three weight ratios in four particle sizes were ground in a laboratory wet conical ball mill at four grinding time periods. The results showed that the particle size distribution of both fine particles and coarse particles of single and mixture ground product fitted well with the PSD computed by Rosin–Rammler-Benne function. The larger mass percentage of calcite is, the higher t10 of binary mixture ground product is. On the contrary, t10 in the mixture decreases as the percentage of magnetite in the mixture increases. The different breakage behaviors in blended samples are due to the hardness and particle size. The results of calculated ratio of energy absorption factor showed that the calcite consumed more energy in the breakage process of binary mixture than ground alone. The JK size-dependent breakage model based on the t10 method fits all the experiment data, be it generated from pure minerals, mixtures at different weight ratios, or each component separated from the mixture.

This paper presents the preliminary test results obtained using a 0.38-kg/s (3,000-lb/hr) beta prototype MagMill. In processing Upper Freeport coal, the beta prototype recovered 82 % of the weight of the feed and 91 % of the heat content while reducing the potential emissions of sulfur by 61%. Pyritic sulfur in the MagMill product was reduced by 78% compared with that in the feed. For all runs, the mill product particle size was controlled to between 70% and 80% -741m (200 mesh). Recoveries of mercury, arsenic and selenium ranged from 35% to 45% of the amounts found in the feed. Power draw was reduced by 26%, and mill throughput was increased by 9% compared to the pulverizer operating with no magnetic separator attached.

Since it was first introduced, the Coal Mine Roof Rating (CMRR) has been widely accepted as a tool for geologic characterization and mine planning. This paper discusses the application of the CMRR to another practical ground control problem. Extended cuts (cuts greater than 6 m (20 ft) in length) are commonly used with remote control continuous miners. Extended cuts can greatly increase productivity, but they have been associated with a number of fatal roof fall accidents. When extended cuts are attempted in weak roof, the roof may collapse before it can be bolted, causing hazardous conditions. Until now, it has not been possible to predict where conditions may not be suitable for extended cuts. In this study, data on the CMRR and extended cut experience were collected at 36 mines in 7 states. It was found that when the CMRR was greater than 55, deep cuts were routine in nearly every case. When the CMRR was less than 37, extended cuts were almost never taken. Between 38 and 55, extended cuts were feasible sometimes but not others. The data also shows that extended cuts are less likely to be stable if either the entry span or the depth of cover increases.

Open pit blasting can be a low cost routine or a high cost bottleneck depending on geology, environment and the operator's ability to master site conditions. Because blasting is a repetitive operation, there should be ample opportunity to optimize the process; but ordinarily this optimization is rarely achieved and then only if conditions remain consistent and predictable. Often, however, and particularly with porphyry coppers, hidden differences in rock characteristics nullify the operator's best efforts. At a porphyry copper deposit being mined by Kennecott Copper Corporation, there are all of the following rock types: oxidized and fresh porphyry, altered and silicified limestone, explosion breccia, rhyolite, sandstone, shale and several others. The units can cover large areas or be limited to a few tens of feet in maximum dimension. They are rarely visible on the bench surface and often do not show up in the bench slope. Even though the blastability of these rocks varies substantially, a generally-uniform blasting pattern was formerly used with disappointing results. Secondary blasting was often required and high bottoms occurred frequently; overblasting wasted drilling time, and explosives caused excessive throw. Several possible methods for improving the blast design were considered and a geophysical method was chosen for testing. There had been reports in the journals that seismic methods were being used in Europe as aids for blasting design. A literature search turned up work by Haxby 1/ on use of a refraction seismograph for measuring pit bench rock strength. Using his work as a springboard, equipment was purchased and a program was planned and carried out for developing, evaluating and implementing the seismic method for routine mine use. The Missouri River Intake Screen Structure and Tunnel (MRISST) is one phase of the Red River Valley Water Supply Project (RRVWSP), a vital piece of infrastructure in the state of North Dakota to transport water to drought-laden communities in the eastern half of the state. The scope of work consists of constructing a cofferdam in the Missouri River, mining a 1,600-foot by 74-inch tunnel from a secant pile shaft near the riverbank into a cofferdam, and erecting a 40-foot Y-shaped vertical pipe structure in the cofferdam to support the intake screens. Construction personnel worked in the river through the North Dakota winter to construct the cofferdam and contended with high hydrostatic pressures and raveling sands, gravels, cobbles and boulders while mining the tunnel. Diligent planning and meticulous execution were essential to overcoming the challenges encountered below the Missouri River.

Numerous orphaned strip mines and old refuse piles scar the landscape, contributing to stream pollution and degradation of the natural environment. Field experiments to reclaim acidic surface-mined spoil and refuse banks with fly ash from bituminous coal-fired powerplants were conducted at several sites in West Virginia. Fly ash served as a neutralizing agent and soil amendment, permitting vegetation of waste lands and disposal of large quantities of ash. Reclamation of land by this method is estimated to cost about $300 per acre of leveled site, depending upon the topography of the land and quality and availability of the fly ash.

The Piney Branch CSO 049 Storage Tunnel (PBST) will be the last major project for the DC Clean Rivers Program. The project includes construction of a 2,200-foot-long, 18-foot-internal-diameter storage tunnel; two connections to combined sewer infrastructure; and two shafts. Major challenges include excavation underneath an existing live outfall that must remain in service; excavation of the tunnel through several areas of low rock cover and mixed-face conditions; and negotiations with a variety of federal, regional, and local stakeholders to address project impacts. This paper describes the overall project scope; geotechnical conditions along the alignment; design and construction challenges; and construction procurement.

"Mining operations can create a negative environmental impact, especially when considering the tailings that are produced through the processing of ores. Tailings are finely grained residues that form sludges. The tailings are deposited into giant basins, or sludge ponds, where they create a burden on the environmentby limiting the use of processed water.Tailings are one of the most important environmental liabilities for mining operations because of their large proportion in relation to the ore mined — generally 90 to 98 percent. To get to the valuable minerals, mining companies must move large amounts of rock. The rock is ground and then treated, usually with the addition of chemical solutions and large amounts of water. The lower the concentration of the valuable resources, the greater the proportion of accumulated excavated material sludge.Sustainable tailings management requires responsible handling, making it one of the mining industry’s greatest challenges. The proper technology should include consistent control of the environmental risks and impacts, as well as a proper relationship with the communities that surround the mining operations.The tailings, which can remain partly contaminated with chemicals, are pumped into the large sludge basins, which are secured by earthworks. During the mining operations, the basins must be stable enough to withstand the pressure of the stored excavated material. The storage option is still used, but it has failed on occasion. And when it does, it increases the risks to the environment and binds the unused process water. The more complex the availability of fresh water required for industrial use and for human consumption and their economic activities — for example, farming and agriculture — the more complex the conflicts that have the potential to shut down mining operations. With modern separation technology solutions, it’s possible to process the sludge and recover the processed water. However, the responsible use of the water is critical. Therefore, mining companies must rely on technologies that allow for proper reclamation of the water, whether re-using in their own processes or treating it to return it to the environment."

A case study of a systematic approach to grinding circuit steady-state optimization is presented. After overall review of the flowsheet, two circuits were prepared for detailed testing. Functional performance analysis was chosen as the primary modelling system, and on this basis a quality assurance program for data gathering was implemented. A number of circuit design and operating variables were experimented with statistical analysis of plant test results revealed relationships previously unquantifiable by any other modelling technique. Improvements in classification system and mill grinding efficiencies were demonstrated and significant energy cost savings thus realized.

In order to float coarse sylvite particles, Potash Corporation of Saskatchewan Inc. (PCS) uses amines and extender oil (Esso 904 oil). Since the content of polycyclic aromatic (PCA) compounds in Esso 904 oil is high, PCS has sought a suitable replacement. Various types of physicochemical tests, including measurements of the electrokinetic potential of emulsified oil droplets, oil/water interfacial tension and wetting of KCl plates by oil, did not provide conclusive results. However, captive bubble contact angle measurements on KCl plates in brine in the presence of flotation agents correlated reasonably with the flotation response. A few non-toxic oils were found to provide good results in the flotation experiments and are now tested under industrial conditions.

Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). "The 13.2 m external diameter double deck Istanbul Strait Road Tube Crossing is one of the most challenging underwater tunnel projects in the world. Subjected to 11 bars of hydrostatic pressure, variable geology, and being in a very active seismic area, the execution of the project required innovative solutions, sophisticated construction techniques, and prudent risk management approach. The 5 km tunnel consists of 3.4 km TBM bored tunnel, 1 km twin NATM tunnels, and cut and cover sections. The project is being delivered in a Build-Operate-Transfer (BOT) contract in a public-private partnership. The technical challenges, coupled with financial and commercial risks required the implementation of sophisticated risk management tactics including the provision of Independent Design Verification. Presently, the project is in its advanced stages of construction with a recent successful TBM breakthrough on August 22nd 2015. The paper presents the technical challenges of the project from the design, construction, and risk management aspects and provides the status of the construction. PROJECT BACKGROUND The $1.245 billion Istanbul Strait Road Tunnel Crossing project, dubbed the Eurasia Tunnel, is one of several major infrastructure projects being implemented in the Republic of Turkey in a public-private partnership approach. The project provides a direct and easy connection between the Anatolian (Asian) side of Istanbul and the heart of its historical district on the European side across the Bosphorus Strait which connects the Black Sea with the Sea of Marmara. Upon its completion in 2017, the project will improve connections to a wide network of motorways on both sides, increase capacity across the Bosphorus by 100,000 vehicles a day, reduce congestion and save motorists an average of 45 minutes of commuting time in each direction, and bringing significant economic benefits to the city and the region; it will ease traffic across the strait, reduce congestion, decrease pollutants and emission while maintaining the historical silhouette of the city. Figure 1 provides a general view of the project location and alignment. The overall project consists of three parts totaling 14.6km. Parts 1 and 3 consist mainly of widening existing motorways, providing connections to existing roads, reconstructing local bridges and underpasses on the European and Anatolian sides respectively. Part 2 is the tunnel crossing across the Bosphorus; it is the most complex part of the project with the greatest challenges and risks. Part 2 is 5.4 km long consisting of 3.4 km of 13.2m external diameter TBM bored tunnel under the Bosphorus Strait, 1-km of twin NATM tunnels on the Asian side, cut and cover transition boxes in the Asian and the European sides and depressed approaches on both sides. In addition, this segment includes the toll plazas, ventilation buildings, and the tunnel control and maintenance facilities."

There are no particular nor unique features of iron mining that are not shared in some degree by all mining ventures everywhere. There are, however, at least three problems that have acquired a special emphasis from a unique cause. That cause is the embarrassment of riches under which the industry is suffering. The most obvious' feature of iron mining today is the copious abundance of usable ore and its almost universal distribution over the face of the earth. By the term "usable ore" is meant ore that is amenable to reduction by the usual and conventional processes. Amidst this plenty, three problems become acutely emphasized: 1. The geographic location that will provide a mine with the best market opportunity. 2. The size of the orebody that will be required to' return the preproduction investment. 3. The geometry and configuration of the orebody that will permit quality control measures to be effectively executed.

Over the last 20 years, the manufacturing sector of our country has been called upon to comply with ever core stringent environmental standards. The primary metals sector was particularly hard hit early on, to develop the technology, acquire the equipment, and implement the programs to eliminate or reduce the by-products of metal making. To this end, through a combination of technological innovation and extensive capital expenditures, the metals industry has met, and in many cases, exceeded the minimum standards. It is to this escalating cost - liability exposure issue - that Dereco has addressed itself. As we move into the decade of the 90's, the challenge facing the metals industry concerning the environment will be even more difficult than the previous decade. To focus in on one major aspect of legislated environmental regulations, the issue we will address today is; now that the by-products of metal production have been identified, accounted for and collected, how are they to be disposed of? In the same way that a blueprint communicates information about a structure, a useful systems architecture should provide information that guides the construction and implementation of computing systems. Taking the blueprint analogy a step further, a plot plan can also show where in the "bigger picture" a particular design fits (if in fact it does) and what a builder needs to know about the environment in which he or she will operate. In the context of business systems, a meaningful architecture should convey the following: 1. The primary purpose of computer based systems relative to particular task or operation. 2. The relationship of systems to each other and an indication of their interaction and dependencies. 3. The relationship of systems relative to the organization and its objectives. 4. Indications of where IS/IT resources can best be allocated to support the organization. 5. The overall context in which new systems and technologies can be assessed for both their impact on current system and on the organization itself.
