"INTRODUCTION The Central District of the Florida phosphate industry is located in southwest Polk and southeast Hillsborough Counties, with the Southern Extension lying in western Hardee, eastern Manatee and northwest De Soto Counties. (Lawver, 1983) Figure 1 shows the major phosphate formations in Florida. Almost all Florida phosphate production has been in the Central district with additional production from a mine in the Northern District. The Central District is comprised of the Bone Valley Deposit, a relatively thin layer of high grade ore which has been the main source of phosphate mining for decades, and the Hawthorn formation, a thick but low grade formation which covers most of peninsular Florida. (Lawver, 1983) Florida phosphate producers use the Crago process where calcium phosphate is floated with anionic, fatty acid type collectors followed by cationic reverse flotation of silica with amine type collectors. The phosphate matrix is put through various size separation techniques to obtain a typical -28 Mesh (< 700 µm) particle size for fine flotation and a -16 mesh (< 1190 µm) to +28 mesh (> 700 µm) particle size for coarse flotation. In some cases this coarse fraction can be sent to shipping as an intermediate product. The +16 mesh (>1190 µm) to – ¾“ (19 mm) fraction is sent to shipping as a final product called pebble. Figure 2 demonstrates a simplified diagram of the mining and processing of calcium phosphate (matrix) through a Central Florida mine. Particle size and mineralogy are important considerations in the Crago process for two main reasons, the mass of the particle and the particle surface area. Both of which are dependent on the coordination of the anionic collector to available Ca2+ sites on the minerals’ surface. The increased surface area, and available Ca2+, of the smaller apatite particles will allow for more fatty acid molecules to coordinate than the larger particles, with a lower availability of Ca2+. So, the larger particle would require more collector to be introduced in the system to sufficiently cover the apatite particles to produce a surface sufficiently hydrophobic to attach to air bubbles allowing flotation to occur. (Guan, 2009) The Bone Valley deposit has very favorable flotation characteristics when compared to other mining ores around the world. The matrix of the Bone Valley is relatively high grade, BPL (Bone Phosphate in Lime) values typically range from 6-18%, BPL recoveries, from such a matrix, can often be achieved above 85+% with fatty acid based collectors dosed below 1 #/ton. As mentioned, the sizing is an important step as there is also high grade apatite in the +16 mesh (1mm) that is screened to a final product grade, 60-65% BPL. The lack of quartz in the larger size fraction has allowed the Central District to produce high quality, low cost phosphate product, called pebble, through effective screening with no further beneficiation. "INTRODUCTION Mine Ventilation has come a long way over the years. The main purpose of mine ventilation is to keep conditions in the mine safe for the worker so that the mine will be productive and profitable. Technological developments to the mine ventilation system itself and the development of mining techniques have helped improve the safety and productivity of the miners and the mine. Most of the developments to mine ventilation and to safety devices came as the result of serious mining disasters. Another effect of those mining disasters, especially in the late 19th century and after, was legislation to set specific safety standards for mines, especially in the underground coal mines. This paper will focus on the connection between mines disasters and the mine safety legislations promulgated because of those disasters. A BRIEF HISTORY OF MINE SAFETY LEGISLATION Mine legislation has a long history in the U.S. dating back well in the 1800’s. However, mine safety legislation is considerably newer. In 1891, the U.S. Congress passed the very first version of mine safety legislations setting up minimum safety standards. By today’s standards, the 1891 legislation was incredibly basic (7). It took a series of horrific mining disasters for Congress to take action a second time. In 1910, Congress established the Bureau of mines. The role of Bureau developed and changed over next 60 years. In 1995, Congress voted to disband it (27). Initially the Bureau was only charged with investigating and coming up with ways to reduce accidents in coal mines. It was not until 1941, when Congress formally allowed Bureau of Mines’ Inspectors into the mines. In 1947, the Congress enacted and adopted a set of federal safety regulations for the inspectors to follow (1). Finally, in 1952 Congress granted the Bureau of Mines the authority to inspect the mines and to issue citations and/or orders of withdrawals. This act was known as the 1952 Coal Act and the penalties were limited to civil penalties. It would take a couple more iterations of mine safety legislation for monetary and criminal penalties to be introduced (10). Up until 1966, mine safety legislation was directed primarily at underground coal mines and surface coal mines. Congress passed the Federal Metal and Nonmetallic Mine Safety Act of 1966, thus providing a set of standards for all mines to follow (1). The 1952 Coal Act was amended again to be the Federal Coal Mine Health and Safety Act of 1969. This amendment was the beginning of modern mine safety legislation (13). In 1973, Congress created what can be considered the first ‘version’ of the modern day MSHA (Mine Safety and Health Administration). The initial version was the Mining Enforcement and Safety Administrations or MESA. Congress created MESA to act as the enforcement agency, relieving the Bureau of Mines of that responsibility so they could focus on their initial purpose, the development of countries natural resources (14). As mining industry grew, mine safety and health became a greater concern and priority. More efforts were put in legislating the industry. The Federal Mine Safety and Health Act of 1977 provided the platform for today’s mine safety and health legislation. Under the Federal Mine Safety and Health Act of 1977, also known as the Mine Act, MSHA came into being (1)."

"In 2016, the estimated value of total nonfuel mineral production in the United States was $74.6 billion, a slight increase from the revised total of $73.4 billion in 2015 (Table 1). Increased construction activity spurred increased production of industrial minerals, especially those used in infrastructure and residential construction. Although starting the year relatively low, prices for several metals, especially for some of the precious metals, began to trend upward. Decreased production of most metals produced in the United States, however, contributed to an overall decline in the value of metal production.Several U.S. metal mines and processing facilities were idled or closed permanently in 2016, including iron ore mines in Michigan and Minnesota; three primary aluminum smelters in Indiana, Missouri and Washington; one secondary zinc smelter in North Carolina; a titanium sponge facility in Utah and titanium mineral operations in Virginia. In addition, in May, the weekly average rig count for oil and gas drilling reached its lowest level since the 1940s when that measurement was first recorded. The reduced drilling activity resulted in decreased production of some industrial mineral products used in the drilling sector. Trends in mineral-related sectors of the domestic economy declined or held steady, except in the manufacturing of nonmetallic mineral products and nonferrous metals excluding aluminum, which increased. Overall, mining trended downward as the result of significant declines in coal mining, oil and gas extraction and metal mining (Table 2). Discussion of mine production is frequently segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. Metals tend to have higher unit values but very low production quantities compared with those of industrial minerals, which have higher production quantities but are lower-valued materials, such as crushed stone or construction sand and gravel. Therefore, for discussion and analysis of the performance of the nonfuel minerals industry, the value of production is used rather than the tonnage produced. "In 2017, the total estimated value of nonfuel mineral production in the United States increased by 6 percent from 2016 (Table 1). The value of metals produced domestically increased by 12 percent and the value of industrial minerals produced domestically increased by 3 percent. Some metal commodity values (cobalt, magnesium metal and palladium) increased by more than 35 percent in 2017 from 2016 owing to higher prices.Some U.S. metal mines and processing facilities remained idle in 2017, including three primary aluminum smelters in Indiana, Missouri and Washington; a titanium sponge facility in Utah and a byproduct vanadium production facility in Utah. In contrast, new gold mines opened in late 2016 and 2017 in Nevada and South Carolina, respectively, and iron ore mines in Michigan and Minnesota restarted or operated for the full year. In addition, increased oil and natural gas drilling activity led to increased production of some industrial mineral commodities that are used for oil and gas drilling. Production of some industrial minerals, especially those used in infrastructure and residential construction, remained essentially unchanged in 2017, a reflection of the limited growth in construction activity. The production of some metals, including iron and steel, aluminum and other nonferrous metals and nonmetallic mineral products increased. Overall, mining activity trended upward as the result of increases in coal mining, oil and gas extraction and metal mining (Table 2).Discussion of mine production is commonly segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). A coal&apos;s size distribution, clay content and moisture content can affect its handling behavior, but the combined effects of these properties and the effects of other properties are not known. Research underway at CQ Inc.&apos; s (formerly EPRI&apos; S) Coal Quality Development Center (CQOC) and at Iowa State University (ISU) will answer these questions as part of a four-year project to develop a coal handleability index for utilities to use when specifying coals. This paper will present preliminary data from the first year of the project, which focused on obtaining data on the chemical and physical properties of various coals and their measured handling properties. Additionally, size, ash and moisture analyses and shear test data for several coals used at one power plant will be presented along with correlations between these physical and chemical properties and the measured handling properties. These data lead to the conclusion that, while moisture content-is the most important variable, the amount of -325M (-0.044 mm) coal fines is a significant factor in determining coal handling behavior.

Controlled blasting experiments in small development drifts were conducted at CANMET&apos;s Experimental Mine, from August 1992 to November 1993. The objective of these experiments was to develop suitable controlled blasting techniques for small development headings drilled by jackleg with 32 mm diameter holes. The experimentation also aimed to provide insight into blast damage mechanisms. Particular attention was given to the physical-mechanical properties of the rock and the rockmass structural data in order to make the results applicable to other geological environments. The drift faces were approximately 2.4 m by 2.4 m with 36 to 43 holes drilled to a depth of 2.4 m. Cartridged water gels, emulsions and semigelatin dynamite were used in the cuts and as primers, ANFO as the main explosive and decoupled 19 mm diameter semigelatin dynamite charges were used in the perimeter holes. Smooth blasting techniques and pre-splitting were tested in the underground mine. All the blasts were monitored with a multi-channel blast vibration monitor to which was attached sets of high frequency geophones and accelerometers. This first set of experiments has illustrated the efficiency of con-trolled blasting techniques to reduce blast damage and demonstrated the need for further research to improve the safe and efficient use of explosives.

Flexible synthetic membrane liners have become a standard facet to copper and gold heap leach pad design. While gold heap leach operations have utilized most types of synthetic liners, copper leach operations have commonly only been lined with polyethylene. The objective of this study was to determine if there are any chemical reasons why other synthetic membrane types could not be used to line a copper heap leach facility. With engineered consideration, the flexible membrane liner under the ore pile serves two purposes. The first provides a near impermeable boundary which aides greatly in the collection of the metal laden process solution. The second advantage to the flexible membrane is the almost non-permeable barrier to benefit increased environmental awareness that has led to an increase in solution containment technology. The Environmental Protection Agency (EPA) has developed a compatibility test for solutions and membrane liners. The EPA Method 9090 is intended for use in determining the chemical effects of a solution on the physical properties of the flexible membrane liner material intended to contain them. Data from these tests would assist in deciding whether a given liner material is acceptable for the intended application.

The existence of a critical size buildup in an autogenous or SAG mill can be predicted from proper examination of drill core and ore samples. Methods of dealing with such critical size in a primary mill are reviewed in the context of ore properties, whether or not pilot plant-scale testwork has been conducted, and also with respect to the design of new plants or the retrofitting of existing operations. The implications of not planning for pebble crushing in situations where it is appropriate are discussed.

"The City of Atlanta’s Water Supply Program Tunnel project includes a 7,315-m (24,000-ft) long, 4-m (13-ft) diameter, hard rock tunnel. A complex aspect of the project involves connecting five, blind bore shafts to the tunnel in a location close to current drinking water reservoirs. During the supplemental geotechnical investigation following the initial contract award, results from additional borehole geophysics were reviewed. Unfavorably oriented fracture sets forced a change in the original pre-excavation grouting program designed for that site. Real-time grout monitoring and geophysical data were compared to provide assurance that the program, as designed, correlated with the in situ ground conditions. Following grouting, results were modeled, and all grouting data were reviewed to determine if grouting was complete.Project backgroundThe current water supply system operated by the city of Atlanta’s Department of Watershed Management (DWM) consists of four, aged, raw-water pipelines, one of which dates back to 1893. Based on previous assessments completed by the DWM, the entire water supply system is at, or will soon reach, its recommended useful life. As such, the city acquired the Bellwood Quarry in 2006 with the intention to create a water storage facility with a volume of approximately 9.1 billion L (2.4 billion gal) to serve approximately 1.2 million people.The project location is shown in Fig. 1, which is generally in the northwest part of downtown Atlanta, GA. The overall project has been divided into two phases. The Phase 1 project connects the quarry and the Hemphill Water Treatment Plant (HWTP), and the Phase 1 Extension project connects the HWTP to the Chattahoochee Water Treatment Plant (CWTP) and the Chattahoochee River. A 7,315- m (24,000-ft) tunnel with a finished diameter of 3 m (10 ft) connects all three elements. The HWTP location is also where the city’s two most proximate drinking water reservoirs are located."

This paper illustrates the consequences of poor mentoring, offers an example of positive mentoring practice at the college or university level, reviews some guidelines for stable and fruitful mentoring, and proposes a plan to spread appropriate mentoring practices. Feed-forward control (i.e. the forward flow of information in a control system ) is a simple and flexible approach to over-all control of a ball mill-rake classifier grinding circuit. The system described here uses mill power, feed rate, mill dilution water flow rate, and classifier dilution water flow rate only, to control mill load, throughput, mill solids, and classifier solids as well as classifier overflow grind. The mill load is controlled by a simple feed-back control loop, while mill solids and overflow grind are controlled within close limits by a unique non-linear feed-forward water control system. In effect the control follows a limited mathematical model of the grinding circuit. The configuration minimizes deviations in overflow grind due to changing ore conditions, but since it is open-loop, and the model is not complete, it is affected by changes in total ball charge and liner wear. These effects are fortunately gradual, and changes in the grind can usually be kept to within ± 1% of a target continuously for several days without adjustment. Control adjustments are made with feed-back from laboratory composites. This control system has won enthusiastic operator acceptance; it is easily started up and shut down; grind-outs have been eliminated along with flotation machine flooding and mill spills. Standard measurements and components are used throughout providing a trouble-free system design at a moderate cost.

The present research work deals with the effective utilization of hematite ore containing goethite, kaolinite and gibbsite losson- ignition (LOI) phases in pellet making without deteriorating product pellet properties by optimizing the induration cycle especially drying and preheating of pellets. Adequate drying and preheating of pellets before sintering is of prime importance to sustain the desired properties of pellets. Green pellets of + 8 to − 16 mm size were prepared in a laboratory disc pelletizer and indurated by varying drying and preheating temperatures in a laboratory Raising Hearth Furnace (RHF). Produced pellets were assessed for physical and metallurgical properties. Improvement in drying and preheating temperature simultaneously helped in mitigating fired pellets’ property deterioration. Drying at 300 °C and preheating at 750 °C helped in the maximum removal of matrix LOI from the pellets before firing and enabled the production of pellets of desired properties. Laboratory scale findings successfully implemented at existing 4.2 MTPA capacity pellet plant of JSW Steel Ltd. Vijayanagar and high LOI iron ores (IOs) utilised which resulted in reduction of average monthly pellet fines generation by ~2 wt. %.

For compliance with the Hazard Communication Standard and other federal and state regulations, numerous minerals, chemicals and products need to be evaluated for crystalline silica content at a threshold of 0.1 %. The polymorphs of crystalline silica that can occur in chemical and mineral products are quartz, cristobalite and tridymite. Other natural, industrial and synthetic amorphous silicas and hydrates must be distinguished from these polymorphs to prevent over-regulation in the workplace and environment. A number of industrial silica products are composed of glasses, expanded perlite, diatomite, slags, and precipitated and fumed silica products. Amorphous silica hydrates used for industrial products, include opal (hydrated silica of biogenic or inorganic origin), perlite, pumice and tuffs. In addition, crystalline and amorphous silicate minerals and chemicals, abundant in nature and industrial products, must be distinguished from the polymorphs of crystalline silica.

This project will expand sanitary sewer within the City of Columbus. It consists of 2.5 mile long, 72-inch finished diameter pipe grouted inside 10.8-foot diameter tunnel excavation in shale. This paper describes the multi-faceted geotechnical exploration to minimize the underground risks. The tunnel will cross below a buried valley with minimum cover of highly weathered rock. The risk mitigation to cross the valley includes contingencies and cost allowances. Provisions to prevent impact on adjacent groundwater resources will be described. Latest construction updates will be provided including contractor alternate shaft support and pre-excavation probing to mitigate tunneling risk below the valley.

The mineral aggregate industry is the world&apos;s largest mining and processing endeavor, yet it is graced with little of the romance or public awareness that accompanies mention of gold, silver, iron, copper, uranium, or aluminum mining efforts. Much of this reaction is undoubtedly due to the fact that the uses to which crushed stone and sand and gravel are normally put are not fully recognized or appreciated by the general public. Few individuals ever have occasion to purchase mineral aggregates for anything other than use for decorative shrubbery beds or walkways. They may, however, buy ready-mix concrete for a new patio, bituminous concrete for a new driveway, concrete blocks, or other building materials for a new room and never realize that the primary ingredients of their purchases are either direct or indirect products of the mineral aggregate industry. The average person driving past an operating crushed stone quarry or an active sand and gravel pit rarely realizes the economic impact the industry, represented by that operation, exercises on the general economy. He is not aware, nor does he really care, that elements of the modern comfortable environment to which he has grown accustomed rely to a great extent on the products of the crushed stone and sand and gravel industries Iron and steel, glass, cement, agriculture, and highway and building construction are but a few of the major industries to whom the products of the mineral aggregate industry are basic. Without these industries or without the stone, sand, and gravel basic to them, most of the major elements of our modern day civilization would be non-existent.

Caro's acid (peroxymonosulfuric acid) was successfully field tested as a cyanide detoxification agent at a North American gold mine. An on-site FMC generator injected Caro's acid into a mill tailings slurry sump. The WAD cN-(weakly acid dissociable plus free cN-) was reduced from 40-108 ppm to below the target level of 20 ppm using a 1/1 mole ratio of CA (Caro's acid) /CN-. At an inlet CA/CN-mole ratio of 1.8/1, WAD CN­concentrations as low as 4 ppm cN-were achieved. Raw material costs for the cyanide detoxification were cut by 60% compared to using hydrogen peroxide (H202) alone. Detoxification time with Caro's acid was much faster compared to H202. This resulted in completion of detoxification before the treated slurry reached the tailings pond thereby substantially reducing the probability of wildlife fatalities.

The capacity calculation of complex transportation systems involving variable activity times such as encountered in the mining industry are often worked out by means of simulation, which reconstructs waiting times and cycle times. The queuing theory, which mathematically calculates waiting times, has been used mainly to describe the, phenomena. This is due partly to the difficulties encountered in modelling complex systems and partly to the difficulty of reconciling the required time distribution laws with the real phenomena by means of the queuing theory. It is, however, obvious that formulas for capacity calculations would be preferable to simulation procedures because of their higher calculation speed, shorter and more flexible programs and shorter programming work. The calculation procedure presented in this paper is composed of some rather simple models, which are based on the queuing theory, and on some probabilistic and some deterministic considerations. The models are supported by observations, and to some extent by simulations. It has been attempted to find all the components of the cycle time and to include them in a comprehensive model. It is the intention to demonstrate that even quite complex mine transportation systems can be treated by means of the queuing theory with the advantages mentionned above and, without sacrificing the precision of the estimates. The speed of calculation of a wide range of parameter combinations is such that the procedure can be used extensively by a project engineer in the search for optimal modifications of the entire transportation system.

Any of you who served in the military remember the admoniton to "get the lead out," In the military environment, where cost wasn&apos;t always a factor, "get the lead out" was more often a call for activity of any sort than activity of a particularly productive nature. As a result, when the top sergeant yelled "get the lead out," lots of people started moving.. . usually to get out of his way. Now there&apos;s a new cry, ..one that comes not only from the military but from an entire nation threatened with dependence on foreign sources for its energy needs. That cry ...get the coal out, Like the earlier order, it&apos;s a call to activity. A signal that the coal reserves of the United States must be tapped so that Project Independence can succeed by 1985, But it&apos;s more than a mere call to activity; it&apos;s also a call to achieve productivity. ,a call to produce coal both efficiently and acceptably. And that leads us to the key questions of where the coal is going to come from to meet that 1985 goal, and how can it best be mined. Where will the coal come from? There&apos;s no doubt much of it must come from surface mining in the West. How can this coal be mined? There are several options available but there is an excellent case to be made for using mining shovels and haul trucks due to their versatility in stripping, loading and reclamation, We&apos;ll explore this approach in this talk today.

The National Institute for Occupational Safety and Health (NIOSH) conducted field tests to evaluate the effectiveness of a wet head continuous mining machine for reducing dust exposure for continuous miner operators. Wet head technology delivers water via sprays to the continuous miner?s cutter head as opposed to traditional standard sprays located on the boom and body of the mining machine. The sprays, positioned directly behind each bit on the cutterhead, deliver water at the point of attack, serving to cool the bits during mining to reduce the potential for frictional ignitions. The sprays also flood the coal with water to potentially suppress dust generation. Dust surveys were conducted at several mines to evaluate the wet head?s effectiveness to control respirable dust exposure at the continuous miner operator location and in the immediate return. Results show that the wet head miner generally improved air quality at both sampling locations to varying degrees in some, but not all, mines when compared to a continuous miner with a standard spray system.

The Australian longwall mining industry spends millions of dollars per year on proactive and reactive ground consolidation applications across most of the operations currently in production. The design and effectiveness of the applications and products vary widely and are based predominantly on-site precedence or what were considered successful applications at other sites in similar situations. In the continual improve the effectiveness of how consolidation products are used and when by enhancing our knowledge of the mechanical properties of products used in underground coal applications and applying this increased understanding to geotechnical design. One of the current challenges to further developing more appropriate and accurate geotechnical design methods for consolidation activities is the lack of standardised materials testing and knowledge of rock mechanics data on in situ performance. The lack of industry standardisadesign of consolidation programs, with a reliance on experience-based guidance for rockmass consolidation design. consolidation products. The program was designed to provide the industry with a set of geomechanical property index tests and a data set that can be utilised by rock mechanics engineers as baseline information for product evaluation and engineering design. The laboratory work undertaken is critical to understanding the exact small-scale mechanical properties of these products and testing was carried out at Monash University for various states of curing of each product. Recognising that the speed at which a mixed product develops its desired properties to act as a support element in underground coal mines is critical to its serviceability. This paper presents the testing rationale proposed, the testing results, and a framework for how the data set can be used to improve the engineering basis for ground consolidation design, in terms of expected rockmass performance under various mining conditions and application parameters.
