A number of wells were drilled at two phosphogypsum stacks, one at P-21 owned by IMC and the other at Agrico's South Pierce Stack. Each well was sampled, and composites representing 5-ft increments were leached with synthetic rainwater to determine the extent of metal and nonmetal migration. To simulate what was occurring in the stack, composite samples were placed in a column, so that the column represented the stack in miniature form. Leaching experiments showed that both metals and nonmetals moved down the column when water was added to the top of the column. Data obtained from P-21 showed that with time the concentration of metals and nonmetals reached equilibrium values. The concentration of Ca, SO4, F, Si, and PO4 were -600 ppm,~1,500 ppm, 32 ppm, 14 ppm, and 22 ppm, respectively. Column leaching of South Pierce material, representing 0 to 55 ft of stack, showed that after 355 in. of water, the stack was near equilibrium values down to the 33-ft level. With continued addition of water, the portion of the stack at equilibrium would continue to increase and eventually reach the values observed for P-21. The test showed that the sulfate concentration of the effluent from the stack would never reach the USEPA standard value of 250 ppm. During the leaching test, it was determined that the permeability of the phosphogypsum in the columns was 0.000103 cm/sec. This number was used in the modeling. The data obtained from the leaching experiments cast some doubt on the practice of entombment now being practiced for closure of phosphogypsum stacks. The data clearly shows that with time, the amount of material leaching from the stack is low in concentration, with only the calcium and sulfate at higher levels. When a stack is closed at an existing operating plant, allowing rainwater to fall on the stack and capturing the solution in the existing pond system would eliminate the need for covering the stack, since with time the closed stack would continue to leach and at some point reach the equilibrium values of the P-21 stack. Entombment means that the leachable material in the stack will always be there and will require monitoring forever. Allowing rainwater to decontaminate the stack may be the best environmental solution to the problem.

The U.S. Virgin Islands consist of three major islands (St. Thomas, St. John, and St. Croix) and some 50 smaller islands that are located primarily along the coasts of St. Thomas and St. John. St. Croix, the largest of the islands, is located approximately 160 km south-southeast of San Juan, Puerto Rico and is about 218 km in area (Fig. 1). St. Thomas, the second largest island is located 64 km east of Puerto Rico and incorporates approximately 77 km2. St. John is located immediately to the east of St. Thomas and incorporates approximately 49 km2. The climate in the U.S. Virgin Islands is maritime tropical. The average annual rainfall at higher elevations is 127-152 cm and at lower elevations 51-76 cm. There is no well-defined wet or dry season. Temperatures generally average in the 80's (F°) with only a 5°-7° F variation throughout the year.

Flotation pulps with boron minerals such as colemanite and borax using primary amine collectors, e.g. dodecylamine, exhibit collector precipitation above a critical pH depending on the amine concentration. This was earlier attributed to the formation of a mine hydroborate. However, results from this current study indicate that the precipitate is dode-cylamine, rather than dodecylamine hydroborate. A systematic study involving solubility, zeta potential, microflotation, adsorption, and surface tension measurements is presented to elucidate the role of a mine precipitates in boron flotation systems.

The stability of a hemispherical cavity, intended to model a perforation opening in the vicinity of a borehole, is analyzed for the case of poroelastic-plastic material behavior. Two plasticity models of differing complexity are considered, with the emphasis in either model being the use of strain softening to calculate inelastic stiffness. Sample results illustrate the effect of steady fluid flow on the response, and possible collapse, of the near perforation region.

The operation of large opencast mines in a densely populated area in the centre of Europe involves an inevitable interference in the region. Thus, this is only possible with general acceptance by the regional stakeholders. In order to achieve this general acceptance, it is necessary to develop sound common concepts and to engage in a continuous dialogue with the stakeholders. The aim is to create seminal structures of relevance to the regional economy, taking into account the interests of the various stakeholders like e.g. authorities, local governments, the regional public, and churches. The recultivation of the mined-out areas represents the offset for the mining activities. RWE Power has reached high acceptance of its recultivation. This high acceptance is illustrated by various examples, from biotopes to high-yield agriculture and recreational areas. Thus, recultivation covers all the elements of sustainable development from social compatibility to ecological as well as economic aspects. This is only achievable through an intensive stakeholder dialogue in the region: The communities concerned are intensively involved in the planning and approval process for the new landscape. As far as social compatibility - one of the aspects of sustainable development - is concerned, the necessary resettlement of whole villages is one of the principal challenges. Over the last few decades, RWE Power has developed an approach that is broadly recognised by the stake-holders in the region. The best proof for this is the high proportion of resettlees taking part in the joint resettlement scheme offered. This can only be achieved by constant involvement of the stakeholders in the resettlement process. In conclusion, it can be stated that RWE Power has implemented a well-functioning stakeholder dialogue that guarantees the general acceptance necessary for mining operations.

It is no longer adequate to use the maintenance program to merely repair or sustain equipment operation. Ever increasing operating costs place a huge premium on lost production time. The focus within the economical optimization of projects, which are conducted underground, shifts more and more towards the conduction of construction work underground. Underground operations can be defined in a wide range of various projects, from underground mining tasks to the construction of engineering structures. Within these projects the conduction of construction work cannot only be defined as absolutely necessary, but sometimes also as optimizing for underground processes (e. g. installation of workshops underground to support the mining processes). Even though the conduction of underground construction might cause positive outcomes concerning the productivity, it also tends to be challenging due to local (sub-surface) conditions and influences. To minimize the risk of failure and sudden events within in the conduction of construction work underground, the tool “work preparation” shall be used. Under the given constraints, such as local influences, expected construction work and set time frame, the conduction of the construction work will be planned in advance by consideration of the construction logistics as well as the selection of a fitted construction technique. PROBLEM DEFINITION Economic Challenges - Raw Material Extraction Enterprises in the construction, mining and raw material extraction industries are increasingly under the pressure to perform economically to sustain their position on the global market. Profitability, efficiency and productivity are the basic conditions to be an active participant on the global market as well as a business partner and contractor for mining and construction projects or projects related to the extraction of raw materials. The completion of large-scale as well as common construction projects above ground has been under the pressure to minimize costs and time whilst maximizing the potential outcome, in the meanings of quality and economic gain, for more than a decade now. Whereas the construction industry has to fight the competition on the market with efficient project outcomes, the mining industry has to find ways to perform efficiently to further conduct the extraction of decreasing raw material deposits. The ongoing exploitation of existing raw material deposits to satisfy the constantly increasing raw material demands world-wide, led to the predicament that economically mineable deposits have decreased dramatically. Even tough mineral deposits do still exist on a global level, near-surface deposits decrease rapidly. Therefore, the extraction of raw materials within mining operations will be relocated further away from the surface in greater depths. With the growing distance from the surface to the mineral deposit, the extraction costs will increase many times over. With that in mind, the extraction costs will increase whilst the economic efficiency will decrease. The extraction of certain deposits will no longer be profitable with the common approach. To further extract raw materials efficiently even in greater depth, companies have to change their practice in different ways. That leads to the fact, if the deposits are in the depths, where the extraction processes won´t be economically, other (support) processes have to be in order to guaranty an economical corporate process itself. This precept will divert the focus from the actual mining process to support processes, where potential for optimization still can be found, as shown in figure 1.

A project's rates of return (RORs)1, be it the internal rates return (IRRs) or one of the many IRR surrogates, frequently needs to be approximated. The success and efficiency an ROR- approximation procedure depend on the quality the approximation-initiating parameters, such as bounds or seed values (guesses). The existing approximation procedures commonly use bounds and guesses suggested by intuition rather than supported by mathematical considerations. This paper presents three mathematically founded ROR-bounding and eleven ROR-guessing approaches and examines their suitability by using examples of typical project cash-flowpatterns (CFPs). The calculated bounds and guesses not only improve the approximation efficiency, but also allow the process of the ROR discovery to be automated, thereby making it more convenient and reliable.

Three run-of-mine bituminous coals, which ranged in rank from low volatile to high volatile A, were floated at nominal -28 mesh (590 µ m), -100 mesh (150 µ m), and -400 mesh (37 µ m) feed particle sizes with selected pyrite depressants and a dispersant. For the coals tested, pyrite and ash-forming minerals were usually rejected best at a -100 mesh feed particle size. Depressant additions tended to improve flotation selectivity between pyrite and coal. When joint dispersant-depressant systems were used at -100 mesh (150 µ m) feed particle sizes, the total sulfur content of the clean coal decreased further. For a comparable coal yield, less fuel oil collector was required for the flotation of -100 mesh coal than was required for the flotation of either -28 or -400 mesh feed.

With more than 20 major mines extracting copper, gold, coal, molybdenum and lime, Arizona is recognized as one of the better mining jurisdictions, not just in the United States, but in the world. However, that is not to say the road to production is always paved with gold, or in many cases, copper. Earning the license to mine in Arizona is a complex process with years of paperwork and permitting before the first tons of ore are ever processed. Now, get the federal government involved and the process becomes even more complex, and the path to production can become even longer.

Semi-autogenous grinding mills play a critical role in the processing stage of many mining operations. They are also one of the most intensive energy consumers of the entire process. Current forecasting techniques of energy consumption base their inferences on feeding ore mineralogical features, SAG dimensions, and operational variables. Experts recognize their capabilities to provide adequate guidelines but also their lack of accuracy when real-time forecasting is desired. As an alternative, we propose the use of real-time operational variables (feed tonnage, bearing pressure, and spindle speed) to forecast the upcoming energy consumption via machine learning and deep learning techniques. Several predictive methods were studied: polynomial regression, k-nearest neighbor, support vector machine, multilayer perceptron, long short-term memory, and gated recurrent units. A step-by-step workflow on how to deal with real datasets, and how to find optimum models and final model selection is presented. In particular, recurrent neural networks achieved the best forecasting metrics in the energy consumption prediction task. The workflow has the potential of being extended to any other temporal and multivariate mineral processing datasets.

"HISTORY Tube bundle systems have been used in the coal mining industry for gas detection since the 1960’s. At the time there were developments were underway for improved gas monitoring systems. The primary gas detection systems in use were the flame safety lamp, colorimetric stain tubes and the taking of samples for analysis by gas chromatography. The MSA D6 hand held methanometer was approved in the UK for statutory methane measurements in 1972 and became very popular due to its smallness and simplicity of use. In 1973 Sieger Limited also developed a BM1 methanometer which could be installed underground and relay methane concentrations to the surface. Similar developments were underway for carbon monoxide detection and one was developed in 1982 by the Yorkshire Regional Laboratory of the NCB commercial development was undertaken by Sieger Limited who named it the ‘SCO1’. The UNOR 1 carbon monoxide and methane analyzers were approved for underground use in the United Kingdom in the late 1960’s.5 The technique was developed by Dr Luft of Bergbau-Forschung Essen and the equipment was manufactured by Maihak in Germany. The apparatus was flame proof and provided an intrinsically safe output which allowed the result to be telemetered to the surface through colliery communication systems. Both analyzers work on the same principal and each of the gases adsorb a certain wavelengths of infrared radiation. The detector measures the residual transmitted radiation and determines the percentage of gas present in the sample. These flameproof versions had proven to be robust and reliable. The UNOR 1 had been used in the Saar region of Germany and Scotland in the UK. The development of tube bundles for hydraulic controls enabled the development of the tube bundle gas monitoring systems we know today. A bundle of tubes are taken underground through a shaft, a borehole or drift then distributed to the required monitoring points. This enabled the ongoing monitoring of the underground environment when the power was isolated at 1.25% CH4. In 1972 the United Kingdom (UK) National Coal Board (NCB) produced a hand book for tube bundle systems which was subsequently updated in 1974. This is a useful guideline into the operational aspects of tube bundles systems at coal mines6. Many of the processes identified are being followed today. The United State Bureau of Mines (USBM) prepared a circular similar to the NCB handbook on tube bundle systems.7 The circular was prepared by Litton C and it was targeted at the design criteria for tube bundle the systems. The circular also states that “pneumatic monitoring systems can be used to monitor for hazards that develop quite quickly”."

"The third phase of the Bagram Drainage System project at Bagram Air Force Base in Afghanistan included construction of a shallow, 540-m long, 1.8-m inside diameter drainage tunnel. The tunnel penetrated mostly stiff to hard clayey and silty soils. The contractor’s Value Engineering Change Proposal (VECP) to use pipe-jacking with a microtunnel boring machine (MTBM) instead of the specified two-pass Earth Pressure Balance method was evaluated and supported using hand calculations. Contractor support was provided throughout the project by providing design reviews and instrumentation monitoring during construction. This paper compares the value-engineering proposal to the specified method and describes the construction conditions encountered. INTRODUCTION As part of a larger improvement project at the Bagram Air Force Base in Afghanistan, a shallow, 540-m long, 1.8-m inside diameter drainage tunnel was constructed to provide additional capacity for Coyote Creek to pass below several critical structures, including taxiways and the main runway, for mitigation of recurring flooding (see Figures 1 and 2). Overburden over the tunnel crown ranged from about 3 m to 5.5 m. An existing cast-in-place twin barrel concrete culvert runs approximately parallel to the new tunnel and is within about 8 m at its closest point. The contractor’s Value Engineering Change Proposal (VECP) to the specified two-pass Earth Pressure Balance (EPB) method (steel ribs and lagging or steel liner plate with a carrier pipe later grouted in-place) called for installation of the required drainage pipe by pipe-jacking (one-pass installation) using a slurry microtunnel boring machine (MTBM). The critical nature of the operations at the air base resulted in significant construction coordination challenges and a greater than usual need to avoid excessive settlements. Substantial restrictions were placed on drilling of investigative borings and installing instrumentation near runways and taxiways due to drill mast height. The prime contractor was SERKA TAAHHUT INSAAT A. S. (SERKA), the microtunneling subcontractor was Ludwig Pfeiffer Microtunnel GmbH & Co.KG (Pfeiffer), the jacking pipe designer was Gollwitzer Pipe and Shaft Technology GmbH (Gollwitzer), and the contractor’s tunnel engineer was Lachel & Associates, Inc. (Lachel). Lachel provided contractor support throughout the project including preparation of a VECP/Design Summary (including interpretation of existing and new geotechnical information), design reviews for jacking pipe, estimating settlement of an existing drainage structure above the new tunnel, and instrumentation planning, monitoring, and analysis during construction."

WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. The analytical pillar design procedure employing the Wilson equation is based on the site-specific material strength of the floor, pillar, and roof rock. Stable pillars so designed will sometimes be larger than those designed using empirical methods thus providing more stability or at other times smaller than empirically designed pillars thus conserving natural resources. Presented here is a detailed procedure for the analytical design of soft rock pillars using the Wilson Equation. An example of this procedure is presented that uses data from a mine in the Owl Seam in Southern Appalachia. These Owl Seam pillars are now in use and are performing as expected. Also addressed is an assessment of the Dr. Scovazzo?s analytically designed pillars based on pillar performance data gathered by Dr. Mark in the Southern Appalachian Coal Field.

Separation of refractory rock phosphate (P2O5 = 11.5%) from the Dalir area, Iran, containing quartz, calcite and other impurities, by calcination and flotation processes has been successfully used to upgrade the phosphate values. Petrographic studies of this ore showed that collophanite was the major phosphate mineral and the main gangue minerals were calcite, dolomite and quartz. The results of characterization studies showed that the liberation degree of apatite occurred below the average grain size of 140 µm. Preliminary flotation tests were used to process the phosphate samples. Results of preliminary flotation tests showed that they don?t contain any desirable efficiency (grade or recovery) of P2O5. Calcination was the best process for preconcentration of this ore. In the desliming stage, about 14.4% of total P2O5 was removed. Encouraging concentrate grades were obtained after flotation with anionic and cationic flotation, successively. The reagent schemes that have been used in this study consisted of COCO-amine acetate and fatty acid as silicate and apatite collectors, respectively, as well as fuel oil and anionic poly acryl amid as promoter collectors. The optimum pH values for direct and reverse flotations of phosphate were 11 and 6, respectively. Experiments conducted using d80=140 µm deslimed fractions has yielded an acceptable grade of more than 30% P2O5 with a recovery of more than 62%. Finally, a laboratory flowsheet for the processing of Dalir refractory phosphate ore has been proposed.

In this study, the "Mine Project Risk Management" methodology, MPRM (Botin et al. 2011), has been applied to characterize the sources of uncertainty and to quantify risk in the mining engineering stages of Block Caving mining method. As the result, rock mass caveability and ore fragmentation were identified as the two most relevant parameters of this process and a methodological model has been developed to quantify the risk associated to each of these two parameters. Furthermore, the applicability of the proposed model has been validated using as a case study the Chuquicamata Underground Mine Project in Chile.

Often an in situ leach is the only practical economic method for copper recovery from small low grade oxide deposits. The decision to develop a copper property by an in-situ blast and leach is strongly dependent on ore grade, tonnage, hydrology, and the copper extraction and acid consumption rates. The inherent "leachability" of the ore will in part determine the desired amount of fracturing of the ore deposit by the blast in order to obtain a copper extraction rate that is economical. For the last several years Occidental Research Corporation (ORC), the corporate R&D for Occidental Petroleum has under-taken a modest effort to address the question of "how to best identify and determine the information necessary to predict and control the operation of an in-situ leach for the economic recovery of copper."

The importance of grinding as a unit operation in all industry has caused much effort to be expended toward improving the facility with which grinding can be done. Endeavor has continued nearly 100 years to formulate laws governing crushing and grinding. This has not been without controversy. However, grinding is an experimental science and our useful knowledge originates in experience. The recorded experience is grinding history. Today, many types of size reduction equipment, each with variations, are available to industry. Frequently, more than one type of grinding equipment will meet a requirement of grinding. However, an economic evaluation of installation and operating costs generally indicates a preferred type. The selection of grinding equipment requires' a consideration of the purpose in grinding, the characteristics of the material to be ground, equipment available for grinding, and the manner in which it can be applied best.
