Understanding the variability of sulfur and calorific value in coal seams is critical to planning mining operations and marketing the mined coal. In this study, statistical and geostatistical techniques were used to explore the underlying spatial trends present in a large coal deposit. Eight prediction models for the sulfur content of the coal seam were developed. Six of the models were created using geostatistical techniques, while the remaining two models were created using other techniques. The performance of each model was examined by conducting cross validation exercises. The results of the study showed that very pronounced trends and anisotropies were present in the sample data, which had to be accounted for in the modeling. The study found that a cokriging model using sulfur and ash is the best prediction model for predicting sulfur content in this coal reserve.

The rare earths in elemental form are required for a variety of scientific and technological purposes. They are not easily obtained in this form, due to the great chemical stability of the rare-earth compounds and the strong tendency of elemental metals to react with everything they come in to contact with, especially at high temperatures. Beginning in the 1950s, when sufficient quantities of separated rare earths became available, as the result of intense research and development, three processing routes were developed to accomplish the preparation of all 16 naturally occurring rare-earth elements. They are chemical reduction of the halide intermediates, the oxides and electrochemical reduction of chlorides and oxide-fluoride mixtures. Not all the processes are effective with all the rare earths. In spite of the celebrated similarity of trivalent rare earths, the physical properties of individual rare-earth elements are sufficiently different that a variety of techniques are required for their preparation. The development of reduction processes for the rare-earth metals are covered in this paper, with focus on the oxide reduction routes. The strong reliance of effective reduction processes on the fundamental science of reduction reactions is highlighted.

Armine Frederick Ban?eld Jr., past chairman and founder of Mintec, Inc. located in Tucson, AZ, will be honored as the 2014 Hall of Fame Inductee at the awards banquet. Banfield founded Mintec from his Tucson apartment in 1970 and expanded it to a global operation. Under his guidance, Mintec won the 2013 President?s E-Award for Exports ? the highest recognition any United States company may receive for making a significant contribution to the expansion of U.S. exports. Medals of Merit will be awarded to Corale L. and James A. Brierley, founder and principal of Brierley Consultancy LLC; David Nicholas of Call and Nicholas Inc. and Scott M. Shields of Joy Global. The Brierleys are being recognized for their true scientific partnership with parallel achievements in academia and in business development. Nicholas is being recognized as the co-founder of Call & Nicholas and for his noted expertise in mining geotechnical engineering. Shields is being recognized for his innovative work with GPS integration and for playing a key role in laying the foundation for autonomous mines of the future. As representatives of mining heritage, the Hall of Fame will induct Patrick E. INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. For thousands of years gold has been not only a commodity, valued for its comparative scarceness, immutability and homogeneity but also a medium of exchange which has no nationality. Approximately 90% of the gold produced is still accessible in the world, although some of it in museums, galleries, jewellery and dental work is not immediately available for circulation. The majority is held as bars by central banks for their reserves; the balance circulates as coinage or bullion held for investment. The value is further enhanced by the political aspect that gold cannot be debased as paper currency can and, therefore, it always becomes an investment refuge. It has always been possible to buy and sell gold at a price which is readily established by reference to bullion's weight and purity; and it is this fact which makes a loan denominated in gold, rather than one in currency, a viable alternative means of finance. The purpose of this paper is to discuss some general aspects of what is considered to be one of the more effective and presently popular methods of financing the development of a gold mine - the gold loan. This is not intended to discuss all the minute details which must be uniquely designed to fit each individual situation, but rather to provide general guidelines. You will all be aware of the traditional sequence whereby companies primarily finance exploration work by the raising of equity through the sale of shares to the public or by that unique Canadian form.

INTRODUCTION The past few years has seen an increased interest in the determination of statistically valid properties of a rock mass. The increased use of computer modelling for the study of rock excavation behaviour has created a need for upper and lower statistical bounds for the properties of a rock mass being modelled. Obviously, to determine the statistical properties of a large volume of rock, many samples must be tested - an expensive proposition when using conventional testing facilities and procedures. As a result of high costs per sample, sufficient tests for statistically valid results are rarely done. In an effort to reduce both sample preparation and test facility costs, an instrument called the Bemek Advanced Rock Tester (BRT) was developed in Sweden. With a total weight of approx. 35 kg, the BRT is portable and sells at a small fraction of the cost of a conventional testing machine. It is comprised of a small 65 KN loading frame with attachments for a variety of tests (see Table 1) , a hand operated hydraulic pump, an electronic balancing unit and a programmable microprocessor. The microprocessor is capable of storing data, performing arithmetic operation on, and printing signals from, a transducer and two strain gauges. A detailed description of the apparatus is given by G. Swan et al. (1). The proposed test strategy involves first a 3-point flexure test on a notched core specimen, followed by a 4-point flexure test on the separated specimen halves. Finally, point load and Brazilian tests can be carried out on the quarter parts of the original specimen. Thus specimen preparation is kept to a minimum. These and other perceived advantages have prompted the purchase of this machine and an evaluation of its suitability to provide data on mechanical properties of intact rock for numerical modelling and rock mechanics design at Noranda's underground mines. Details of its performance evaluation and experiences with the unit are discussed in the following sections. [ ] INITIAL OPERATING EXPERIENCE During the commissioning stage the BRT had, or developed, a series of problems, some of which seriously affected its operation. Below are some examples. Poor documentation was the most serious problem encountered. Confusing instructions for the 4-point bend test installation and its microprocessor programing, as well as poor and ambiguous information on the calculation of gauge factors, are some of the difficulties which had to be overcome. Meehan~cal problems occurred, including failure of the hydraulic pump, as well as electronic difficulties with the microprocessor. Other problems with the printer, requiring its replaceqent, were fortunately covered under warranty.

"It is not surprising that the most popular key takeaway from the Developing Diversity in Mining workshop (see box) held on the first day of the SME Arizona Conference in December was, “Have more parties!”The adage that mining professionals work hard and play hard was clearly demonstrated at the two-day conference in the JW Marriott Tucson Starr Pass Resort & Spa in Tucson, AZ. Nearly 550 participants, some of whom had left behind frigid temperatures and thick parkas in their hometowns, attended a full slate of technical sessions, shared industry experiences and knowledge, reconnected with buddies in the industry, and made strategic new contacts in the conference’s collegial environment, aided by the mild Arizona winter.To start off the technical sessions, John Mansanti, president and chief executive officer of Crystal Peak Minerals and 2017 SME president, entertained a packed lecture room with his keynote lecture on “Tariffs, Embargos, and Cartels ... Oh My! A Perspective on Potash.” Mansanti gave the audience the benefit of his more than 35 years of experience at companies including Barrick Gold, Newmont Mining Corp., Placer Dome, Freeport-McMoRan and Intrepid Potash, where he was senior vice president for operations, technology and strategy. At the luncheon, Justin Cross, general manager of Freeport-Mc- MoRan’s Bagdad operations, spoke on how the role of a leader in mining is transforming from one based on technical expertise to one based on the ability to collaborate, to lead and to adapt to changes in technologies and skill sets, in his talk on “Knowing When to Learn, When to Lead and When to Manage.”"

Goldcorp is one of the largest gold producers in the world with projects in South, Central and North America. Goldcorp?s flagship operation is Peñasquito, a world class, polymetallic deposit that started production in 2010 and is one of the largest mines in Mexico. Since the early stages of the project, Goldcorp has used the most advanced technologies available to maximize its value. However, the implementation of optimum mine plans has been challenging to put into practice. This is due to the fact that the mine operation involves more complexity than the plans usually reflect. This challenge is an industry-wide issue that presents opportunities for improvement. This article discusses the mine planning methodologies and procedures used to connect long-, medium- and short-term planning strategies in order to bridge the gap and produce optimum mine plans that can be practically implemented in the field.

The use of solid state track deters allows totally passive, integrating measurements of 222Rn (radon) or of 220Rn (thoron) plus radon. A track-detecting solid is placed in a holder that is closed by a selective membrane and exposed to the atmosphere of interest to produce an accurately time-averaged record over times of interest that range typically from a week to a year. By selection of the proper membranes, dosimetry can be done for radon or for the sum of radon and thoron. A different membrane is appropriate for measuring radon under humid conditions such as are found in the ground. Large numbers of measurements have been made with these systems both in the ground, where radon levels are high, and in indoor environments, where levels are orders of magnitude less. Calibrations have been carried out at both high and low concentrations of radon. New results in the air at the site of the Shirley Basin mine and mill give reproducible results with month-long integrating periods. The off-site background levels are in the range 0.7 to 1.0 pCi/l (26-37 Bq/m3). The average yearlong on-site level is 1.5 pCi/l (56 Bq/m3); at the mill it is 2.6 pCi/l (96 Bq/m3); and the level measured at the backhoe in the open pit mine is 3.9 pCi/l (144 Bq/m3). The region of significantly elevated radon levels is confined to a radius of 1.6 km of the mine and mill. All of the on-site radon concentrations are less than but comparable to the typical values found in the living areas of modern energy-efficient homes.

New Mexico is the leading domestic producer of perlite, a hydrated volcanic glass that can be expanded thermally to form a white, very porous, lightweight material. The United States is the leading consumer and producer of perlite in the world (Pettifer 1981). New Mexico produced, at five mines (Fig. 1), about 86% of all domestic crude ore mined in 1984 (Meisinger, 1985). Perlite is mined in 6 other western states, ore is expanded in 33 states, and the expanded ore is consumed in all states (Meisinger, 1985). Gross value of domestic ore mined in 1984 was about $16,500,000 (FOB mine; Meisinger, 1985) with much value added by expansion and processing prior to sale to end users. In contrast to the ubiquitous nature of perlite products in the U.S. economy, facilities for testing perlite ore, expanded perlite, and perlite products are notably lacking on a commercial, cost-effective, or readily accessible basis. The New Mexico Bureau of Mines and Min¬eral Resources (NMBM&MR) established a perlite¬testing facility in 1984 to mitigate this lack and to further the mining of perlite in the state.

The Bureau of Mines has studied the problem of cracking in residential structure walls from vibrations produced by blasting in surface mines. Direct observations were made of blasting damage consisting primarily of cosmetic cracking in plaster and gypsum board walls. Measurements of structure response and also application of the response spectra analysis single-degree-of-freedom model were used to quantify the frequency dependence of the safe level criteria. An overall summary analysis was performed using the new Bureau of Mines damage observations and data obtained from nine previous studies, including the three analyzed earlier by the BuMines for Bulletin 656, published in 1971. Separate analysis of the high- and low-frequency damage cases, structural response, and two types of construction resulted in the establishment of safe vibration levels ranging from 12 mm/sec to 50 mm/sec (0.5 in/sec to 2.0 in/sec).

Gas outbursts occur as sudden eruptions of gas and minerals from the face of a mine heading as the heading approaches potentially burst-prone (or anomalous) zones of rock. Such outbursts have resulted in considerable damage to equipment and in some cases lives have been lost. Characterizing these anomalous zones and detecting their presence is therefore vital to safe mining. Certain significant characteristics associated with the outburst-prone zones are: (1) the presence of fluid inclusions, (2) unstable stress conditions, (3) characteristic geologic structures, (4) certain physical properties of the rock, and (5) micro-seismic activity. Geophysical and engineering methods for detecting these characterisitcs are discussed and are considered with respect to their past success and future potential for predicting gas outbursts.

Ongoing economic success for mining companies is dramatically enhanced when they really know what they are harvesting, such that they can accurately forecast their head grades for any time period in excess of a month. This is an uncommon experience. It is a very common scenario for resource/reserve estimates to overstate the concentration (grade). Grade is a critical input of revenue, and hence, it is to cashflow projections. With the current direction being taken by the legal climate, it is no longer adequate for directors to accept the resource/reserve estimates of experts at face value. This is because resource/reserve estimates are the foundation of primary mineral economic decisions. Directors of mining assets need to undertake their own due diligence analysis of these estimates, in the best interest of themselves, and the company's shareholders. In the light of the industry's past achievements, this is quite a challenge. This paper suggests a set of new objective tools for directors to undertake an overview of the unique commodity concentration pattern and assess associated economic dynamics of each mineralization. These tools allow the examination of global graphical trends that can be helpful to directors and others in undertaking due diligence of resource/reserve statements. Ensure that it smells right.

Introduction This paper attempts to describe the characteristics of the industrial minerals segment of the minerals industry that make it different from the other segments. Also described are the trends, strengths, and shortcomings in the industrial minerals segment. This may help professionals in the minerals industry determine if there is a place for them in industrial minerals. Industry Overview It is difficult to generalize when describing the industrial minerals industry. Some products, such as cement and potash, are produced exclusively by large, well capitalized and technically sophisticated companies. Others, such as sand and gravel, are generally produced by small, family-owned companies operating on a shoestring budget. Still other products, such as feldspar, are produced by both types of companies. Not only are the companies vastly different, the products and marketing of their products are also different. Industrial mineral products are sold based on their physical characteristics (abrasives), or their chemical characteristics (trona), or both (glass sand). Marketing can be direct by the producing plant, a corporate office handling products form several plants, or through distributors. The geologic, mining, and processing skills needed can be minimal or sophisticated. There can even be large differences in the technical skills needed in two plants producing the same product. One feldspar producer may only need to mine and grind his ore, while another may use a delicate flotation process. One easy generalization is that there are industrial mineral operations in all geographic locations. A second is that industrial minerals offers more opportunities to entrepreneurs than the metals field because of the variety in the sizes and types of operations. Industry Growth Industrial minerals must be considered a mature industry. Consequently, little exciting growth can be expected. Over the past 30 years, industry sales have grown at a rate of 6.2%, compared to a 6.7% growth rate of the GNP (Kliff, 1978). A 3.8% growth rate has been forecast for the remainder of this century. The fortunes of those plants producing a product for local consumption will depend on the prosperity of the local economy. The fortunes of those plants that sell into the national market will depend on their competitiveness in their industry. Major industrial mineral products are shown in Table 1. The first three commodities account for 66% of the industrial minerals market. Typically, deposits of stone, sand and gravel, and the limestone, silica, and clay needed for cement are easy to find and mine. Role of Mining Engineers and Geologists Because a sophisticated techcical knowledge of geology or mining is not required, very few geologists and mining engineers are employed in industrial minerals. Geologists working for these companies function less as geologists than managers and executives dealing with permitting and land acquisition. Likewise, mining is done mostly by open-pit methods. It is generally supervised by an individual experienced in the operation and maintenance of heavy equipment, not a mining engineer trained in rock mechanics or computer methods of mine planning. What of the geologists and mining engineers employed by the industrial minerals industry? Many gained their positions as a result of their experience dealing with the regulatory agencies that control the operations of all mines and mills. Their technical expertise in geology or mining becomes only a side benefit. "This paper outlines a comprehensive, cost-effective testing program for the acid-ferric sulfate heap leaching of oxide, supergene and primary copper ores. It is based on extensive experience in copper heap leaching and uses the many technological advances in the field developed over the past several decades. The approach described requires firstly a detailed resource evaluation, then a hydrodynamic characterization of representative samples and, finally, a focused metallurgical testing program. The principles communicated here can be applied to other acid leachable minerals. The program varies considerably from conventional testing in its disciplined, orderly, step-by-step approach, its application of hydrological and chemical principles to leaching, and its reliance on fewer, more tightly controlled column tests. The purpose of the test program is to optimize the financial, time and other resources devoted to the program, while minimizing the financial risks to the development company or companies and the project funding providers. IntroductionThe major goal of any process development testing program should be the successful implementation of the project. With respect to heap leaching, the metallurgical testing program plays a critical role in the larger objective, as described in Scheffel (2013, 2014). McNulty’s series of papers (1998, 2004, 2014) confirm that the success of any project is directly proportional to the extent and quality of the testing program on which the process is designed.Therefore, a key development objective is to conduct a well-focused metallurgical test program. While the primary focus of this paper is copper, the acid leaching of any substance would benefit from a similar approach.This paper addresses primarily the sulfate system, which is compatible with the bioleaching of sulfide minerals. Nicol et al. (2011) described the advantages of the chloride leaching of copper sulfide minerals. United States patents Nos. US 2009/0173188 A1, US 8,597,933 B2 and US2015/0232963 A1, assigned to BHP Chile Inc. and BHP Billiton S.A. Ltd, describe methods for both the oxidative and nonoxidative leaching of primary and secondary copper sulfides. Reyes (2013) and Ipinza and Flaquer (2014) described commercial applications of chloride-based heap leaching. The testing disciplines discussed in this paper will also apply to the development of an acidic chloride leaching system."

There are four main requirements which must be considered when selecting a wire rope for the best serviceability. A proper choice is made by correctly estimating the relative importance of each of these requirements and selecting s rope which has those qualities best suited to withstand the combination of destructive forces expected under continued service. A wire rope should possess: 1. Strength sufficient to support the maximum load expected and with s proper safety factor. 2. Ability to withstand bending and to resist bending fatigue without failure of the wires. 3. Ability to withstand surface abuse such so abrasive wear, pounding, and wire scrubbing. 4. Ability to withstand abuse such as crushing and distortion.

The Lower Indus Basin deposits form a substantial unconfined alluvial aquifer of excellent quality. This aquifer contains basically highly saline groundwater, overlain in places by considerable amounts of freshwater whose origin can be traced to the present and historical courses of the River Indus. In the past the main source of groundwater recharge has been direct river seepage and water tables were generally deep. Since the establishment of a perennial irrigation regime however, deep percolation from the increased irrigation supplies has predominated and the water-table has risen to within a few feet of the surface. The river system itself is being progressively developed for irrigation and very shortly a situation will arise where the entire low winter flow will be utilised. Fresh groundwater will then be exploited to supplement the surface supplies, and at the same time a drainage system, mainly based on wells will be used to stabilise the water-table at safe depths. This paper discusses some of the methods used to ensure optimum-economic development of the fresh groundwater and describes the general design philosophy evolved by the authors firms for both irrigation and drainage wells, with respect to both well configuation and operation. Water quality standards are discussed in as much as they affect subsequent use of the groundwater. A few particular aspects are considered, including that of the values of the relevant aquifer constants, the construction of wells and the determination of screen losses. A major problem solved during the Lower Indus Project investigations has been the design of wells to-produce fresh water from layers overlying saline water. This solution is also discussed.

An atmospheric ammoniacal thiosulphate leach system was developed to recover gold and silver from residues of the ammoniacal oxidation leaching of sulphidic copper concentrates. Extractions of 88 - 95% Au and 83 - 98% Ag were attained within 2 to 4 hours at 40 - 60°C in thiosulphate leaching of the oxidation leach residues of Manitoba chalcopyrite concentrates analyzing 24.6% Cu, 0.18 oz/ton Au and 4.26 oz/ton Ag and a complex British Columbia chalcopyrite/tetrahedrite concentrate analyzing 18.5% Cu, 0.27 oz/ton Au and 276 oz/ton Ag. Parameters affecting the Au and Ag solubilization included thiosulphate, ammonia, and cupric ion concentrations, temperature, retention time and the degree of Cu extraction and sulphide oxidation in the primary oxidation leach. The precious metals were recovered from the thiosulphate liquors by zinc dust cementation.

All life on Earth relies on the ocean and yet the ocean is 95 percent unexplored, unknown and unseen by human eyes,? said Paula Keener, director of education programs for National Oceanic and Atmospheric Administration?s (NOAA) Office of Ocean Exploration and Research. ?To better understand, manage and protect the ocean and its resources, NOAA believes it is critical to use the best technology to explore, discover, inform, educate and motivate? (MTS, newsletter, January 2011). In the last few decades, our understanding of the global mineral resource base has been drastically changed by some surprising new developments. The potential for commercial minerals per unit area in the oceans and seabed appears to be similar to that of the terrestrial lands. Thus, almost three-fourths of the global mineral resources are in, or under, the sea and are virtually undeveloped. The area of the Pacific seabeds alone is greater than the total area of the global lands. Half of the global seabed minerals are now controlled by nation states within their Exclusive Economic Zones (EEZ). The other half is controlled by the United Nations (UN) through the International Seabed Authority (ISA) within the ?areas beyond national jurisdiction? known as The Area. Thus, the Law of the Sea, ratified in 1994, has resulted in the largest transfer of control of natural resources in the history of mankind. This paper was prepared by the Society for Mining, Metallurgy and Exploration (SME) Committee on the Offshore Technology Conference for the SME Board of Directors and other interested parties. As the premier professional society for the mining and mineral community in the United States, with a history dating back to the 19th century, SME?s mission is to encourage and support young men and women engineers in the minerals industry, provide the services they need, improve the image of the industry, strengthen the networking among global industry professionals and engage in proactive collaboration among industry, government, academia and nongovernmental organizations (NGOs). The accomplishment of this mission can be strongly advanced by highlighting what is probably now the most significant development in the history of the modern minerals industry - the exploration of the marine environment and the understanding of the potential for the development of the minerals therein.

This section is unique to the Handbook in that it is the only section that deals with underground excavations for nonmining purposes. The editors were of the opinion that the section should be incorporated because the subject matter covered by the chapters is closely related to mining, and many mining engineers are currently involved in these activities. As we enter the decade of the 1990s activities in this category will increase, enhancing the relevance and utility of the material discussed. As the population increases, especially in metropolitan areas, the necessity to go underground will be greater. At the present time, not only are subsurface shopping malls and pedways connecting buildings becoming commonplace, but structures as diverse as the Civil and Mining Engineering Building on the University of Minnesota campus, a road-and-fleet maintenance facility in Multnomah County, OR, and even an ice cream parlor (Dairy Queen) in northern Wisconsin have been constructed underground. Placing utilities below the surface has numerous advantages and is now customary. Rapid transit and highways through tunnels in urban areas have been the norm for many years, but subterranean stormwater reservoirs, power plants, industrial warehouses, and food storage silos are relatively new innovations. The philosophy of underground defense installations is ancient, but their requirements and designs have trans-formed radically as technology advances. The use of under-ground space for disposition of wastes is modern, since it is recently that environmental concerns and waste disposal costs have assumed increased significance.
