Most existing impoundment ponds and dams leak effluent into the soil or rock upon which they are constructed. However, proposed environmental legislation will require very stringent control on the release of toxic effluents such as cyanide. More exacting investigation, design, and construction techniques than have been used in the past will be required to satisfy these new regulations. This paper discusses the types of field and laboratory investigations required to develop the data for the design of an impoundment system containing toxic effluent, and discusses in detail technical considerations necessary to design this system. Design topics include reservoir sealing with natural and man-made materials; embankment sealing; embankment design considering stability, surface hydrology, capacity, and downstream catchment basins; and special implications of cyanide effluents.

The business of mineral exploration and development has become much more than simply a problem of locating orebodies and designing mines. Favorable economic analysis of mining and processing feasibility is no longer sufficient to justify the development of a mine. New laws, enacted by virtually every level of government, require comprehensive land use planning, environmental analysis, mineland reclamation, mine safety studies, and many other considerations. This profusion of new laws says in effect, that the mining company is no longer responsible only to its stockholders. Mineral development today can be compared to a partnership. As in all partnerships, the risks and liabilities as well as the benefits are held jointly by all the participants. In addition to the mining operator, this partnership consists of the public, through its many levels of government, interest groups, and individual citizens. Therefore, you'd better know your partner very well - his responsibilities and capabilities. Mining is considered a high risk venture. The risk on the part of the operator and the lending institutions has long been recognized. The risk that the public and its government take in these mining ventures has now been recognized also. The people and their government have learned that they inherit, through abandonment or forfeiture, the mistakes and problems of individuals and companies regarding these natural resources. In looking through the "Mining Engineering Handbook" recently published by the Society of Mining Engineers, I noted that in their discussion of liability for excavations, the authors quoted from the book of Exodus, 20th chap., where Moses said to his people: "When a man leaves a pit open, or when a man digs a pit and does not cover it, and an ox or an ass falls into it, the owner of the pit shall make it good; he shall give money to its owner, and the dead beast

The Ohio River Tunnel Project encountered multiple unexpected geotechnical challenges such as crown and invert instability due to the overstress condition affecting the strata above, below, and in the tunnel alignment during and after TBM excavation along with the potential for methane inflow. This paper showcases how the orientation of a tunnel alignment has a significant impact on how in-situ geological stress can impact the excavation of a tunnel from the contractor’s point of view and how geological features influence gas inflow to the alignment over time.

Uranium mill tailings, waste products of uranium extraction, contain hazardous constituents that if released into the atmosphere and groundwater could threaten our health and environment. To provide for safe disposal and control of these tailings, Congress enacted the Uranium Mill Tailings Radiation Control Act of 1978 (Public Law 95-604). Subsequently, the Environmental Protection Agency (EPA) established standards for tailings disposal that limit radon emission into the air to 20 pCi m-2s-1 on an annual average basis (EPA 1983). The design life of the impoundment is to be 1000 years where practicable, but 200 years at least. To facilitate the design of containment systems that will meet the EPA standards, the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE) are sponsoring research at the Pacific Northwest Laboratory (PNL)* to develop the necessary technology. Earthen and asphalt materials have been evaluated for use as radon barriers (Hartley 1983) and as liners to minimize leaching (Buelt 1983). Herbicide and rock barriers against biological intrusion have been evaluated (Cline 1982). Surface stabilization techniques have been investigated to maintain the long-term effectiveness of a containment system that must be protected from wind and water erosion, chemical and physical degradation, and biological disturbance.

Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

There is recent evidence that high frequency screening can be a viable alternative to hydrocyclone classification for a wide variety of grinding applications. However, since high frequency screening is a relatively new development, the decision to use screens generally must be based on full scale screening tests of a slurry material of interest. In this paper the authors employ mathematical simulation models as an aid to evaluating the use of screens versus hydrocyclones for closed circuit fine grinding. This approach is validated in a pilot plant study and then demonstrated for the design of full-scale grinding circuit, including classifier cost comparisons. For the case of maximum production rates versus product size, without a constraint on fine product solids densities, results indicate that screening with Derrick sandwich type cloths can give higher grinding circuit production rates with more narrowly sized products than when hydrocyclones are used. These results are explained in terms of the bypass and Sharpness Index of the respective classifier partition curves. Classifier cost comparisons for the full scale circuit show that although the installed cost of screens is substantially higher than equivalent capacity hydrocylone operations, even modest increases in circuit capacity caused by screens; can significantly reduce total grinding costs.

Past failures of coal refuse embankments have resulted in intensified efforts in inspections of coal refuse sites by the Mining. Enforcement, and Safety Administration (MESA). MESA inspections however, are mainly qualitative and are often time consuming, Therefore, in August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in MESA inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photo interpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Based on CH2M HILL results cost for monitoring by rapid system was approximately 25 percent of cost by conventional ground survey.

In some cases, the extraction and separation efficiency of metals with a combined extractant are better than those with either extractant alone. However, the extraction and separation efficiency of metals with a combined extractant are not always better than those with either extractant alone. As part of the fundamental studies on the extraction and separation of metals with combined extractants, the extraction and separation efficiency of Au and Fe(III) added as an oxidizer in the leaching of Au from a sulphuric acid solution containing thiourea, and the extraction and separation efficiency of Nd and Sm from hydrochloric acid and sulphuric acid solutions were examined. The mining industry is constantly in a state of flux -boom or bust; mine openings and closings. Part of the reason is the nature of ore deposits -they are there or they are not. Once they are mined, they are reclaimed and the move is on to the next deposit. Risks are usually high, and payoffs can be great or not so great. Many factors go into making a property payoff, and mining companies are continually searching for ways to remain profitable as long as possible. Computers and the people who can make them work are one of the ways available to improve productivity and ensure this happens. Computers have been used in the mining industry for the last 30 years (and more in a few cases). During the past 10 years, the explosion of micro-computing has changed how many mining companies do their work.

"Comminution circuits are widely used in nonferrous and precious metals milling. Steel crushers, grinding mills and grinding media are typically used in comminution circuits. Comminution circuit wear products, in the form of metallic iron (steel) fines, are unavoidably produced and report to undersize products in the classification circuit, i.e., flotation or leach feed, while tramp grinding steel (TGS) reports to classification oversize products and returns to the grinding mill, building up in the circulating load. In laboratory studies, TGS reduced grinding efficiency significantly, the impact being dependent upon the size of the TGS present in the mill. Because iron fines adsorb flotation reagents effectively, iron fines increase reagent consumption and reduce flotation recovery. Iron fines are also capable of reducing gold recovery in cyanidation circuits via a cementation reaction. When using filtered gold solution from the cyanidation circuit of an Alaskan gold mine, the gold concentration in solution was reduced by 0.2 to 2.6% over various reaction periods when iron fines were present in the solution.IntroductionComminution circuits are widely used in copper, lead, zinc, nickel, cobalt, molybdenum and precious metal mills. Flotation and leaching processes are usually preceded by comminution (crushing and grinding) circuits in order to liberate valuable minerals for effective separation, concentration or dissolution by the subsequent flotation or leaching processes.Steel crushers, grinding mills and grinding media are typically used in comminution circuits. Comminution circuit wear products, in the form of metallic iron (steel) powder, are unavoidably produced and report to undersize products in the classification circuit (flotation or leach feed), while tramp grinding steel (TGS) reports to oversize productions during classification and returns to the grinding mill, building up in the circulating load. As one example, a comminution circuit product of 80% passing 200 mesh at the Pogo Mine, AK is estimated to contain approximately 2 kg/t of metallic iron. A finer grind will generally produce a comminution circuit product with higher metallic iron fines content."

"Most of the gold produced worldwide is still obtained by cyanidation, in spite of the difficulties encountered in the processing of some gold ores such as the dissolution of copper-bearing minerals in cyanide solutions. The leached copper forms complexes with cyanide and causes several operating problems, which have led to the development of copper removal/recovery processes, among them the industrially accepted SART process (sulfidization, acidification, recycling and thickening). Although the SART process is in use in gold production plants around the world, new challenges are appearing with the continuous varying of the mineralogy of ores (such as higher copper grades, changing the solution composition and complexity). The optimal SART operating conditions for a specific solution are not the same when the composition of the solution changes; consequently, the efficiency of this process can decrease.The present study is a thermodynamic approach, corroborated by laboratory experiments, to explain how the main variables of the process affect the efficiency of copper precipitation as cuprous sulfide (Cu2S). The variables considered were pH value, copper concentration, cyanide/copper molar ratio and sulfur/copper molar ratio, all of which werevaried within the limits encountered in typical cyanidation solutions presenting the problem of copper.It was found that the variable that most affects the efficiency of the process was the pH value, since poor or no control of it can cause cuprous sulfide redissolution. The S/Cu molar ratio is also important: raising this ratio increases copper removal, but high ratios will also cause sulfide and cyanide losses. The effect of changing the CN/Cu molar ratio was negligible between 4 and 8. For a solution containing 300 mg/L copper and 490 mg/L cyanide, copper removal as high as 98.8% can be obtained with the addition of 0.6 moles of sulfide per mole of copper at pH = 6.IntroductionThe main process for gold production is cyanidation, because it is the most economical and efficient process so far. Precious-metal leaching occurs when the ore is placed in contact with a dilute alkaline cyanide solution. The dissociation of cyanide salts provides free cyanide ions, which allow the formation of the aurocyanide complex Au(CN)2 -. This complex can be retrieved from the solution by adsorption on activated carbon or by zinc precipitation. Although the use of cyanide represents an issue to health and the environment, there are technologies for its management and treatment that can be easily applied. Furthermore, it is a low-cost process compared with other methods that are available or under development."

A new minitest of in situ uranium leaching processes at reservoir conditions is proposed. The test which consists of a single observation/ production well and two observation wells is designed to permit the evaluation of both restoration and leaching parameters. It is shown that by using a straight forward history matching procedure, sometimes called a type curve analysis, both the rate of leaching and the ultimate uranium recovery can be evaluated based on the results of the test. Type curves are presented for the case in which the reaction rate is kinetically controlled and there are no other minerals competing for oxidant. Other situations can be approached using the same techniques as those presented here.

Increased coal production on longwalls has brought with it higher levels of dust generation. Most U.S. longwall mining operators have difficulty complying with Federal dust standards, which are stricter than European standards. Longwall operators faced with a longwall that is "out of compliance" have implemented a variety of practices designed to reduce dust levels. Mining conditions and other important variables, however, can cause fluctuations in dust levels that may overshadow the performance of a new dust control technique. This can result in the continued use of an ineffective technique or lead to the abandonment of an effective dust control technique. No single technique can keep a longwall in compliance. Maintaining compliance requires a fundamental approach to dust control -- proper application and continued use of effective dust control techniques.

Blast vibration induces sounds within neighboring residences. A housewide vibration and sound monitoring system was installed in a West Virginia home subjected to blasts from various distances and directions. Eighty-nine blast events were monitored and analyzed. Fifteen channels of data were collected, including data from three triaxial geophones, one airblast microphone, one uniaxial geophone mounted on the wall of the house (response channel) and four microphones that recorded CD-quality sound waves inside the house. Each of these channels was recorded on the same time scale. The response channel signal was easily separated into ground vibration and airblast-induced movement, due to differences in the time of arrival. This response channel was then compared to the sounds recorded to determine which component of blast vibration induced the maximum sound response. Blasts at distances less than 762 meters (2,500 feet) had maximum sound responses from both ground vibration and airblast, while for blasts beyond 762 meters (2,500 feet), the maximum sound response was caused by ground vibration without exception. When airblast was identified as the dominant sound generator, the peak amplitude of the sound was directly related to the amplitude of airblast. When ground vibration was identified as the dominant sound generator, the peak amplitude of sound was not related to the amplitude of ground vibration. Findings from frequency analysis showed that the frequency content of sounds inside the house was not related to the frequency content of airblast or ground vibration, regardless of source. This finding suggests that residents will have difficulty determining the source of blast-induced noise in their homes. The proposed airblast response factor (ABRF) can aid blasting operations to determine the dominant source of sounds inside a complainant’s house based on the time-of-arrival relationships. With this site-specific information, public relations responses can be developed accordingly.

Tables showing world trade in metallic mineral raw materials during the years 1953 through 1957 have been prepared for the following twenty-one commodities: alumina, aluminum, bauxite, chromite, copper concentrates, partly refined and fully refined copper metal, iron ore, pig iron, iron and steel (simple shapes), lead concentrates, lead metal, manganese ore, mercury metal, nickel ore, concentrates, and matte, nickel metal, raw pyrites, sintered pyrites, tin concentrates, tin metal, zinc concentrates, and zinc metal. In each instance, the amounts given by the importing country were used except when statistics from the importing nation were lacking, incomplete, or misleading. To show the considerable divergence between importing and exporting country totals for the same years, the complete mercury table is given and, in parallel columns, shows the comparable tonnages of importers and exporters. Tables for the other twenty commodities are presented in summary form. The data of the concentrate tables are used with those of the corresponding metals as a basis for a discussion of trade in concentrates versus trade in metals. The data of all twenty-one tables provide the basis for testing the thirteen rules governing international trade in metal raw materials which I first published in Mining Engineering for July 1955. Because the 1953 through 1957 data are far more complete and considerably more extensive than those on which the 1955 rules were based, it was found possible to deduce five additional rules and to modify three of the original thirteen appreciably. Dwindling near-surface mineral reserves emphasize the need for the development of exploration techniques capable of greater depth penetration; geochemical techniques tradition- ally have been restricted to the search for deposits having at least a sub-outcrop expression. Rock geochemical techniques developed in Cyprus in 1967-1968 recognized anomalous conditions in volcanic rocks up to one mile from an ore de- posit. Research by the Exploration Geochemistry Group at the University of New Brunswick has shown that some massive sulphide deposits in New Brunswick have well-defined halos of major, minor, and trace elements in the host rocks extending up to 1,200 metres (4,000 feet) laterally along the same stratigraphic horizon, and up to 450 metres (1,500 feet) vertically in hanging wall rocks which apparently post-date mineralization; well-defined halos have also been found in foot- wall rocks. Some of these halos are readily identified as individual elements or as element pairs; others are so subtle as to be recognizable only through computer-calculated multivariate analysis. Research continues to extend the dimension of rock geochemical halos for regional exploration and for identification of more restrictive anomalous conditions which may closely define the location and extent of buried sulphide deposits.

A portable electronic instrument was developed which will measure change of longitudinal wave velocity with change of uniaxial stress in rock columns. The instrument is a solid-state device powered by nickel-cadmium batteries. It uses a probe of two piezo-electric crystals spaced inches apart to send and receive a pulse through a stressed rock. A one-inch cathode ray oscilloscope visually displays the longitudinal wave. A reference chart is used to find the stress. Laboratory results have indicated that the average stress on a sandstone column can be found to within 35 psi. The feasibility of using this instrument to determine stresses in mine pillars is to be studied. The instrument may be used to investigate physical properties of rock.

US coal consumption reached new heights in 1985, but production was constrained by excess consumer inventories. Domestic consumption of coal reached a record 742 Mt (818 million st) during the year. This is a 3.4% gain over the previous consumption high 718 Mt (791 million st) in 1984. An additional 84 Mt (92.7 million st) of US coal were shipped abroad in 1985, up 13.7% from exports a year earlier. Coal production in 1985 totaled 804 Mt (886 million st), 1.1% below the record 813 Mt (896 million st) produced in 1984. The slight decline in coal output is attributed primarily to a 13% drawdown of large consumer stockpiles built up in 1984 in anticipation of a miners strike that never occurred. Coal demand, and hence production, were also restrained by slower economic growth in 1985 and additional gains in nuclear generation of electricity. Domestic market requirements for coal in 1985 were mixed. Electric utility consumption rose 4.4%; coke plants consumed 6.7% less coal; coal requirements in the other industrial sector expanded by 2.1% and consumption in the residential and commercial sector fell 14.8%. The 2.2% increase in electric power generation in 1985 resulted in a 4.4% rise in utility coal consumption, totaling 630 Mt (694 million st) for the year. Twenty-nine of 45 states where coal-fired electric power plants were operating shared in the 26.7 Mt (29.5 million st) increase in 1985. Coal receipts at utilities fell by 16 Mt (18 million st) as these facilities worked off 21 Mt (23.4 million st) from stockpiles during the year. Electricity generation at coal-fired power plants similarly climbed 4.4% to 1.4 trillion kWh in 1985. This gave coal a 56.8% share of electricity generated from all energy sources compared with 55.5% in 1984. The average price of coal delivered to these facilities remained essentially unchanged during the year. It declined on 1.5% from $38.26/t ($34.71 per st) during the fourth quarter of 1984 to $37.70/t ($34.20 per st) in the fourth quarter of 1985. Coal consumption at coke plants continue to reflect a depressed steel industry. After rebounding 18.9% in 1984 for the first time in five years, coal consumption at coke plants again declined 6.7% to 37 Mt (41.1 million st) in 1985. Coke consumption 26.5 Mt (29.3 million st) exceeded production, 26 Mt (28.7 million st), in 1985. This resulted in a 1-Mt (1.2-million st) decline in coke stocks at producer and distributor levels during the year. The average price of coal delivered to coke plants decreased 7.6% from $64.30/t ($58.34 per st) during the final quarter of 1984 to $59.42/t (53.91 per st) in the last quarter of 1985. Coal consumption in other industries, including all manufacturing and industrial consumers except coke plants, totaled 68.3 Mt (75.3 million st) in 1985. This was the highest level attained in more than a decade. But the lower percentage rise last year (2.1% compared to 11.8% in 1984) reflected slower growth in the nation's economy in 1985. The average price of coal delivered to industrial firms declined 4.5% from $42.32/t ($38.39 per st) in the fourth quarter of 1984 to $40.39/t ($36.65 per st) in the last quarter of 1985. Coal-producing states in Appalachia mined 9.8 Mt (10.8 million st) tons less in 1985 than in 1984 for a 2.4% loss. The largest contributors to the region's production decrease to 393 Mt (433 million st) were Pennsylvania, down 14.7% to 60 Mt (66 million st); Ohio, down 8.3% to 32.6 Mt (36 million st); and West Virginia, down 2.9% to 115 Mt (127 million st). Conversely, eastern Kentucky production was up 4.8% to 111 Mt (122.8 million st) in 1985, while production in Tennessee climbed 9.7% to 40 Mt (44 million st). No coal was mined in Georgia last year. Coal production in the interior region in 1985 declined 3.9% to 173 Mt (190.4 million st). Substantial production losses occurred in Indiana, down 8% to 31 Mt (34.5 million st); and in western Kentucky, down 7.9% to 36 Mt (40 million st). Coal production in Texas rose 5.7% to 39 Mt (43.5 million st) in 1985. Louisiana began mining lignite 140 kt (151,000 st) during the year. Production in the western region increased 3.4% to 238 Mt (262.5 million st) in 1985. Wyoming, up 5.3% to 125 Mt (140 million st); and North Dakota, up 16.5% to 23.5 Mt (26 million st) contributing the largest amounts. Production gains were also shown in Washington, Utah and, notably, in Alaska where coal output climbed 72.9% to 1.3 Mt (1.5 million st) in 1985. Most of the additional coal produced in Alaska last year was shipped abroad. Coal stocks held by consumers totaled 154 Mt (170 million st) at the end of the year. This was 27 Mt (30 million st), or 13.7% below the inventory level at the end of 1984. Stocks held by producers and distributors declined by 868 kt (957,000 st), or 2.8% in 1985 to 30 Mt (33 million st). A drawdown in stockpiles occurred in each consumer sector during 1985. Stocks held by electric utilities totaled 142 Mt (156 million st) at the year's end, 13% lower than stock levels at the end of 1984.

As national and international health and safety management system (HSMS) standards are voluntarily accepted or regulated into practice, organizations are making an effort to modify and integrate strategic elements of a connected management system into their daily risk management practices. In high-risk industries such as mining, that effort takes on added importance. The mining industry has long recognized the importance of a more integrated approach to recognizing and responding to sitespecific risks, encouraging the adoption of a risk-based management framework. Recently, the U.S. National Mining Association led the development of an industry-specific HSMS built on the strategic frameworks of ANSI: Z10, OHSAS 18001, The American Chemistry Council’s Responsible Care, and ILO-OSH 2001. All of these standards provide strategic guidance and focus on how to incorporate a plan-do-check-act cycle into the identification, management and evaluation of worksite risks. This paper details an exploratory study into whether practices associated with executing a risk-based management framework are visible through the actions of an organization’s site-level management of health and safety risks. The results of this study show ways that site-level leaders manage day-to-day risk at their operations that can be characterized according to practices associated with a risk-based management framework. Having tangible operational examples of day-to-day risk management can serve as a starting point for evaluating field-level risk assessment efforts and their alignment to overall company efforts at effective risk mitigation through a HSMS or other processes.
