Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

Three-point bending (TPB) tests were conducted on prismatic Nestos marble (Greece) specimens. The specimens were instrumented with piezoelectric sensors, and comprehensive recordings of acoustic emission (AE) signals were obtained. Machine learning in the form of artificial neural networks (ANNs) was then applied in an effort to investigate whether specimen load evolution can be predicted as a function of AE signals. A number of ANN models were developed, and the optimum model was selected based on the highest coefficient of determination (CoD) value as well as the lowest root mean square error (RMSE) value that was calculated for each model. The best performing ANN model exhibits accuracy above 99% with an RMSE value below 4%. It can be concluded that ANNs can potentially be applied to predict rock behavior under load especially when such loads lead to failure.

The strength of rocks and soil is a crucial design parameter in engineering projects, and it can be determined through various test methods such as uniaxial compressive strength, tensile strength, and shear strength. The point load index test is a popular indirect test method for predicting the uniaxial compressive strength of rocks. However, the reliability of the point load index’s estimation of uniaxial compressive strength of rocks is questioned due to the wide range of coefficients that are used to predict uniaxial compressive strength of rocks using point load index values. Factors such as the shape and type of rock specimen, practitioner, and test apparatus used can affect the accuracy of the point load index test. This study investigated the effect of four different specimen shapes used in point load index test (diametral, axial, block, and irregular lump tests) in predicting the uniaxial compressive strength. The rock samples were tested using four test procedures which are called diametral, axial, block, and irregular lump tests. The results showed that the irregular lump test was the most accurate in predicting uniaxial compressive strength, with the highest correlation coefficients and lowest mean absolute percentage errors. The point load index test can be used as a reliable predictor of uniaxial compressive strength of rocks when the irregular lump test is preferred.

This paper presents the authors? personal experiences in the design and operation of moly separation circuits in copper-moly concentrators. Topics discussed include column cells versus mechanical cells; use of nitrogen; use of CO2 and sulfuric acid for pH modification; and general equipment selection and sizing. A benchmarking of main operating parameters for industrial plants is presented. Upgrading curves for commercial column and mechanical cleaning circuits are also presented, showing that with average flotation kinetics and rougher concentrate grades, technical grade concentrates can be easily achieved with five column cells operating in counter-current configuration.

This study presents a method for recovering valuable metals and synthesizing anhydrite from steel slag using sulfuric acid leaching and solvent extraction. The process achieved high leaching efficiencies for V, Ti, Fe, and Mg, and produced anhydrite with 93.09% purity. The leachate was further processed to separate and recover V, Ti, Fe, and Mg using selective stripping and precipitation methods, offering a sustainable approach to steel slag utilization.

In September 1855, 55-year-old Noah Spencer Kellogg and his $3 jackass named Bill discovered what was known at the time as a “blow out” of high-grade lead and silver ore. The deposit was located on the side of a North Idaho mountain high above the South Fork of the Coeur d’Alene River. The ore was later assayed at 41,141 g/t (1,200 oz/st) silver. Kellogg named his discovery the Bunker Hill Lode, after the June 17, 1775 Revolutionary War battle of Bunker Hill. A thriving pioneer settlement sprang into existence around the resulting mine’s workings and was eventually— and appropriately — named Kellogg. The peak rising hundreds of feet above the mine’s adit was named “Jack-ass Peak” after Noah Kellogg’s hairy companion.

"A numerical conditioning analysis for mineral recovery estimation was performed for industrial flotation plants, considering the copper (Cu), molybdenum (Mo) and iron (Fe) separability. A modified relative condition number, ?, was presented that allowed sensitivity analysis to be evaluated for the component recovery by means of an analytical formula. This closed form made it possible for the error propagation to be determined from feed, concentrate and tail grades with different orders of magnitude. The ? parameter can be evaluated using available grade data from the design criteria or historical mass balances, in which the variability is typically unknown. Reconciled data from different Cu/Mo concentrators were employed to evaluate the effect of small numerical disturbances in the grade data on the mineral recovery estimation. Higher error propagation was typically observed for Fe. The Mo minerals presented numerical problems, mainly in second cleaners and in the first cell of rougher banks. Lower condition numbers were observed for Cu due to the higher flotation rates.Mass-balance data reconciliation without redundancy was evaluated for a typical Cu/Mo flotation circuit using relative error minimization. Significant relative errors in the mineral recovery estimation were obtained with nonreconciled data in ill-conditioned problems. Negligible improvements in the mineral recovery estimation because of the data reconciliation with regard to the nonreconciled approach were obtained in well-conditioned problems. In addition, the improvements in mineral recovery estimation by using Cu, Mo and Fe in the data reconciliation were nonsignificant with respect to using only the best-conditioned component in well- and ill-conditioned problems.Despite the effort in data reconciliation and data repetition, poor performance may be obtained in ill-conditioned problems, which can deteriorate the flotation rate characterization. The error propagation has a negative impact on the mineral recovery of the first cell, which may significantly bias the flotation rate characterization of both valuable and nonvaluable elements.IntroductionMass balances have been extensively used in flotation processes to determine the mass flowrates (production) and mineral recovery (efficiency) of valuable minerals. Simple relationships for steadystate processes based on the feed, concentrate and tail grades can be obtained by taking a black-box approach. However, the calculation of concentrate flowrates from different components of the system, such as size fractions, chemical elements or minerals, does not satisfy the mass-conservation principle because of measurement errors (Smith and Ichiyen, 1973; Romagnoli and Sánchez, 2000). Mass-balance data reconciliation allows for obtaining a unique solution that satisfies the total and component mass balances, making small adjustments to the process data and taking advantage of the information redundancy (Narasimhan and Jordache, 2000). This methodology, which is based on a constrained weighted least-squares minimization, has proved to be robust when measurement errors are normally distributed, in the absence of gross errors.Commercial software has been developed to conduct massbalance data reconciliation in flotation processes, including MATBAL (Algosys, 2002), BILMAT (Algosys, 2013), JKMultibal (JKTech, 2013), BILCO (Caspeo, 2013) and HSC Chemistry (Outotec, 2013), which accomplish the reconciliation using known data accuracy in the optimization problem. The data accuracy can be obtained by sampling a stream n times in a run, known as repeats, each with independent chemical assays. Some unmeasured variables can be estimated using the measuring redundancy and sensor location. At present, grade and flow rate sensors may be incorporated in flotation to conduct real-time mass balances. The "due diligence" means how carefully we do our homework before making the decision. The homework or feasibility study addresses different parts of the decision. The image-based On-line Particle Size Analyzer (OPSA) system has been developed at the University of Utah to measure particle size distributions under plant conditions where overlapped and segregated particles are being transported on a moving belt conveyor. Evaluation of the OPSA system at several plant sites has been completed. The results show a consistent agreement between the particle size distributions obtained from the OPSA system and those obtained from laboratory screen analysis of belt samples. These results and the stable performance of the OPSA system during the field tests suggest that continuous quality control of crushed products is possible using the OPSA system.

An atomic force microscopy (AFM) image analysis has been applied to study in situ the adsorption of hydroxamic acid collector, i.e., octanohydroxamic acid (OHA), on malachite in aqueous solutions. AFM images show that hydroxamic acid collector adsorbs strongly on malachite mainly in the form of insoluble copper hydroxamate complex. Increasing the collectors’ concentration and the adsorption time both increase the adsorption of hydroxamic collectors on malachite. Results from the attenuated total reflectance–Fourier transform infrared spectrometry (ATR-FTIR) also show that the collector adsorbs strongly onto malachite, with strong absorbance spectra being detected, and the ATR-FTIR results confirm those as obtained by AFM. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of malachite. The findings of present study also show that AFM image analysis is a powerful tool for the study of the hydroxamic acid collectors’ adsorption on malachite surface and it can help with the development of novel collectors for malachite flotation.

Stillwater Mining Company’s, Nye Operation has been producing PGM concentrate since 1987.Several expansions have allowed for increasing capacity from the initial rate of 500 tons per day, to its present capacity of 3,000 tons per day. The expansions were performed with minimal impact upon production and maximum utilization of the existing equipment. The latest expansion incorporates a 6’ X 18’ SAG mill, 13’ X 20’ Ball mill, pebble crusher, rougher flotation cells, 1250 Hp tertiary grinding mill, middling and scavenger flotation cells, and cleaner column flotation cells. This paper will describe the concentrator flow sheet, and controls for improved concentrator performance.

Sufco coal mine, a subsidiary of Arch Western Bituminous Group, recently purchased a reverse osmosis (RO) system. The systems intent was to remove impurities in the water being mixed with the hydraulic oil to maintain the viability of critical longwall hydraulic systems and to prevent degradation. This project not only ensured hydraulic components from corrosion, but also revealed a cost savings by reducing the percentage of hydraulic oil mixed with the RO water. SUFCO WATER TREATMENT HISTORY Sufco coal mine has been in operation for approximately 70 years. Old works extend up to 15 miles one way, not including adjacent mined out longwall panels. Due to the geologic conditions and strata, water treatment has been as simple as putting water in at a high point of a mined out area and recovering it at a low point to discharge. Doing this reduces the total suspended solids (TSS) to less than 25 parts per million (ppm) and the total dissolved solids (TDS) less than 1,200 ppm which complies with Sufco?s water discharge permit. Even though the requirements for the permit were met, the water is still corrosive in nature. A portion of this water is piped back into the fireline (makeup) water system. It is then boosted to pressures of up to 500 psi to support mining sections, belt systems, equipment, fire fighting systems and the longwall.

The Acid Drainage Technology Initiative-Metal Mining Sector (ADTI-MMS) has established a Pit Lake Committee to enhance the science and understanding for the long-term management of pit lakes. Participation in this new committee is from members of federal and state agencies, industry, and academia, including numerous individuals representing 10 states. Work has begun on a pit lake literature search and review, database, classification, and sampling and monitoring procedures document. Coordination with the International Network for Acid Prevention (INAP) has been established. Future work will include preparing a prediction and assumption verification document, a report identifying variables upon which water quality is dependent, and an applied remediation technologies document, including an evaluation of the effects of backfilling.

The South African deep-level mining industry is characterised by high operating costs and narrowing profit margins. Compressed air is commonly the largest consumer of energy in these mines, and any inefficiencies reduce profitability. Various methods aiming to optimise the compressed air networks have been implemented without an ideal economic dispatch strategy due to the lack of compressed air storage. In this study, a genetic algorithm was developed to evaluate the financial benefit of converting underground haulage to act as an air receiver (compressed air storage). By converting inactive haulage of 1.17 km in length into a volumetric air receiver, an annual monetary benefit of R2.5 million ($163 200) can be achieved, with a payback period of fewer than eight months. However, implementing the ideal size air receiver would result in an annual monetary benefit of R7.67 million ($500 700).

Iron is a key detrimental impurity in silica sands that determines their contribution to high-technology industries. Herein, a simple ecologically sound approach is investigated for iron removal from a silica sand sample obtained from the El-Zaafarana area-Egypt. The sample was subjected to a detailed microscopic mineralogical study supported by XRD and XRF characterization. The sample was beneficiated using distilled water attrition scrubbing and screening over a 25 μm sieve followed by leaching using a mixture of equal amounts of phosphoric and oxalic acids. Leaching experiments were designed and analyzed using the Box-Behnken design (BBD) methodology. A model was developed and evaluated using the analysis of variance technique to map the relationship between the residual iron oxide in the produced concentrate and selected variables such as leaching temperature, oxalic acid, and phosphoric acid concentrations. XRD and mineralogical analysis reveal that quartz is the most dominant constituent of the studied sand and other minerals such as kaolinite, iron oxide, rutile, and zircon exist in trace amounts. The head sample shows a silica and iron oxide content of 95.69% and 2379 ppm, respectively. Attrition and separation over a 25 μm sieve increase the silica content to 97.05% and decreases the residual iron oxide to 455 ppm. The final product after leaching under optimized conditions shows 99.82% silica and 55 ppm iron oxide.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. "INTRODUCTION Shotcrete lining forms an integral part of conventional tunneling and is widely applied for underground excavations. Early strength gain of the shotcrete is a crucial aspect for ground support and safety of operatives. Strength requirements are dependent on various factors such as lining thickness, ground type, excavation size and tunnel depth. The early strength gain is typically monitored using destructive tests, such as needle penetration, stud driving or coring samples for uniaxial compressive strength testing in the laboratory. Being destructive, these tests cannot be directly performed onto the lining without causing damage that must be repaired, which is a particular problem for permanent linings. For this reason and to avoid the need for operatives to work near to exposed ground and/or fresh shotcrete, these destructive tests are often performed on panels, which are sprayed at the same time as the tunnel lining. All current testing methods are also very local, testing only a small part of the lining or a panel, which may not be representative because the temperature history could be significantly different. Therefore, these tests do not provide an accurate or complete picture of the lining strength gain. New testing methods that are non-destructive and can scan the whole lining remotely would be extremely desirable. This paper describes a new method, using thermal imaging techniques, that achieves these aims. It also discusses the real-time on-site application of the method, providing insight into the experience gained and conclusions derived. Shotcrete Shotcrete used for tunnel linings requires immediate strength development. The strength development is a direct result of the hydration reaction of cementitious materials present in it. A progressive sequence of the hydration reaction changes it from a solid suspension (typically referred to as fresh concrete) to a solid skeleton with a porous network and thereafter, into a solid with predominantly discontinuous pores (Byfors 1980). In the case of shotcrete, early strength is needed to support the self-weight and then continuing early age strength gain is required to begin to support ground loads. These strength requirements, along with other workability needs, are met by careful concrete mix design, the use of admixtures, such as accelerator and superplasticizer (BS EN 934-5 2007), and supplementary cementitious materials, such as silica fume."

Thanks to strong industry support and longstanding partnerships, the University of Arizona has provided extensive pre-college mining education and outreach for more than a decade. These efforts to promote mining-related degree programs and the wide variety of indemand career opportunities reach thousands of middle and high school students and hundreds of teachers every year. The School of Mining Engineering & Mineral Resources is constantly looking at ways to help students overcome barriers into degree programs. But competition among degree programs for talent is fierce, and outreach has not made a big enough difference in the number of students pursuing mining engineering degrees. With workforce shortages threatening to undermine the industry, more is needed. The Bureau of Labor Statistics estimates 500 new mining engineering jobs each year, and according to a study by Deloitte (2023) nearly 50 percent of skilled engineers will reach retirement age in the next decade. At the same time, the 14 accredited mining or mineral engineering degree programs in the United States are producing fewer than 200 graduates annually (Society of Mining Professors and Society for Mining, Metallurgy & Exploration, 2021). To better understand mining’s competitive position, the School of Mining Engineering & Mineral Resources conducted a comprehensive study to determine (1) how prospective college students, parents and educators perceive the industry, related careers and the mining engineering degree, (2) factors affecting students’ choices of degrees and career plans and (3) the roles parents and educators play and how they influence students. This article is the first of two installments to discuss the results. This installment focuses on what students, parents and educators think about mining and where they get those impressions, as well as the role parents and educators play in influencing students’ choices of careers and degrees. The second installment, scheduled for publication in a later issue of Mining Engineering, looks at what students are seeking in their degrees and careers, and how mining compares with other degrees and industries.

Estimated natural zeolite production worldwide during 2004 remained at about 3.6 Mt (4 million st), about the same as in 2003. China continues to be the largest producer of natural zeolites followed by Cuba, Germany, Japan and South Korea. This may be changing, however. Since 1988, zeolite production from Australia, Indonesia, Malaysia, New Zealand, Philippines and Thailand has increased rapidly. Most of the production is consumed in aqua culture. Global demand for seafood has exceeded the ability of the oceans to supply it without over fishing. Zeolite minerals remove ammonia compounds from the ponds in which fish and shrimp are grown. It is estimated that, in Thailand and Indonesia more than 55,000 farms produce260 kt (286,500 st) of shrimp. Therefore, as shrimp production increases, so does zeolite consumption.
