Every two years, industry leaders and practitioners of tunneling and underground construction gather at the Rapid Excavation and Tunneling Conference (RETC) to learn from their peers about the most recent advances and breakthroughs in this unique fleld. Industry experts from around the world highlight their most recent projects and share real-world experiences. They also share with their colleagues new technologies and methodologies that attendees can take home to their respective projects. The 2013 RETC was held June 23-26 in Washing-ton, D.C., itself home to several major tunneling and underground construction projects. The conference is sponsored by SME. Attendance was 1,384 professionals. The accompanying exhibit hosted 159 companies in 188 booths. A few of the topics covered in the technical sessions dealt with caverns and large spans, contracting practices, tunnel linings, design and planning, geotechnical considerations and instrumentation. The conference was preceded by four short courses, all well attended. They were ?Grouting in Underground Construction,? ?Tunnel Lining Design,? ?Microtunneling Application? and ?Risk, Uncertainty and Hard Decisions.? In addition, a sold-out field trip to D.C. Water?s Blue Plains Tunnel took place following the conference. The Blue Plains Tunnel is part of the agency?s Clean Rivers Project. Also during the meeting, three students each received $5,000 scholarships from the UCA of SME, while another three students each received $2,500 scholarships from RETC (See page 53).

Underground longwall coal mining sections are operated as sealed gobs if the coal is prone to spontaneous combustion. Sealing along the gate roads during longwall face retreat limits the flow of fresh air (oxygen) into the gob and thus deprives the spontaneous combustion reaction of oxygen. In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), researchers at the Colorado School of Mines have used computational fluid dynamics modeling to simulate the flow of gases in sealed longwall gobs. The models were validated using measurements and observations from the field and demonstrate that targeted injection of nitrogen along the gate roads inby the face can be used to control the size and location of explosive methane clouds within the go band to minimize or eliminate the explosion hazard resulting from the formation of flammable methane-air mixtures.

Tunnel and shaft plugs have been designed to assist in construction of new and rehabilitation of existing tunnels and shafts. Tunnel plugs have been used to provide construction access for side by side tunnels, separation of raw and treated water, and to allow operation of one tunnel during construction of a nearby tunnel. Shaft plugs have been used to seal up surface openings to tunnels and to prevent seepage of water to the surface through adjacent tunnels or shafts. The design construction details of tunnel and shaft plugs are provided. Typical examples of tunnel and shaft plugs are provided.

The mineral kaolinite is one of the commonest minerals in the uppermost 10 m of the continental crust; ranking in abundance alongside minerals like quartz, mica, feldspar and calcite. Only very exceptionally does it possess all the necessary properties needed to make it worth commercially exploiting. The terms 'Kaolin' and 'Kaolinite' are derived from a locality known as 'Kau-ling', in Jiangxi Province, Peoples Republic of China; where samples of a white clay used by the Chinese to make porcelain were first obtained by European missionaries and explorers in the eighteenth century.

The Powder River Basin (PRB) of northeastern Wyoming and south-central Montana is the largest strippable reserve of compliant coal (0.6 or less lb of sulfur per million Btu) in the United States. In mining parlance, it is the Mother Lode! Wyoming’s portion of the Basin provides one fifth of the coal produced in the United States annually, and the state has been the nation’s top coal producer for the past six years. Based on 1993 production statistics and estimated strippable compliance coal reserves, Wyoming may remain the nation’s top producer for the next 76 plus years. Past articles on the PRB have focused mainly on production. After living and working in the Basin for the past five years, I have developed an appreciation for the area and its major industry that transcends size and production data. In the fall of 1993, MINING ENGINEERING’s publisher and I decided to present a series of articles that would cover many other aspects of the Basin. Ten topics were outlined, and specific individuals, selected for their knowledge and experience, were asked to contribute articles about their specialties. Although Montana has four large mines producing coal from the PRB, this series of articles will concentrate on the Wyoming portion of the Basin.

In the dimension stone industry, workers in processing shops may be exposed to harmful levels of respirable silica dust when conducting the different tasks in stone preparation, which include cutting, grinding, polishing, and thermaling. To protect workers from this health hazard, operators sometimes ventilate processing shops using fan-powered dust collectors to capture and filter dust. To investigate this issue, NIOSH, Pittsburgh Research Laboratory, in cooperation with a dimension stone operation, upgraded an off-the-shelf dust collector the operator was utilizing in a polishing/cutting shop. Initial dust surveys showed that the unit was under-designed for the amount of dust being generated in the shop. The objective of the research was to cost-effectively increase the air cleaning volume and improve dust capture efficiency of the unit with a larger motor and blower. The unit?s original stock 0.56 kw motor and blower was replaced with a 2.24 kw motor and matching blower to increase airflow. The unit was evaluated both in the laboratory and the shop before and after the retrofit to determine the improvement of the upgrade. The study showed that the 2.24 kw upgrade improved the performance over the original 0.56 kw motor resulting in more dust being cleaned from the ambient air in the shop. The 2.24 kw unit cleaned 19% more air and captured 32% more respirable dust than the 0.56 kw unit.

Mechanical excavation methods can significantly improve excavation performance and labor safety compared to drill and blast operations. Herrenknecht has developed a mechanized shaft sinking method for soft and medium strength rock. This system combines innovative technologies which allow simultaneous excavation, removal of cut material and the installation of rock support. This Shaft Boring Roadheader ?SBR? is flexible in diameter and can be used in shafts with changing diameters and different shaft support requirements for depth up to 2,000 m. During regular excavation personnel are not required to access or work on the shaft bench. The boom used to cut the shaft profile is based on roadheader technology.

A study has been undertaken on two 1.12 m diameter industrial booster fans operating under different blade settings powered by a 1200 rpm motor at the Missouri University of Science and Technology. The fans total pressure varies up to 1kPa forcingup to 25 m3/s through the workings. A pressure-quantity survey has been conducted inby and outby the booster fans with different blade settings. The study uses a variable speed drive (VFD) to determine the effect of rotational frequency on the system. The pressure drop across the bulkheads has been monitored during the experiments. The fans were operated with various blade settings to determine the optimal scenario that maintains the maximum airflow quantity and the lowest power demand at a particular ventilation station. Five scenarios were conducted with different blade setting and mostly with two different speeds. The experimental results show that alteration of fans? speeds by use of a VFD unit can reduce power consumption while maintaining airflow requirements. With the flow rate forced through the mine by the surface fan the blade settings 4 and 5 were determined as possible alternative for the mine ventilation system. In scenario 4, the airflow at the particular ventilation station for a number of speeds is over 20m3/s. The power consumption at 1080 rpm was measured to be 20.1 kW compared to 25.5 kW at 1200 rpm. The operating cost would be significantly less at lower speeds. Scenario 5 is the alternative making use of both booster fans and the main fan in series that meets the minimum airflow requirement at the particular ventilation station along with minimum power consumption. Reducing both booster fans speeds to 1054 rpm results in power consumption of both together dropping to 11.8 kW. Therefore blade setting 5 using two booster fans was determined to be the optimal setting. Separately it was determined that the combination with use of only one booster fan, the West booster fan, running in series with the main fan is the overall optimal scenario. The power consumption of the West booster fan was calculated to be 8.8 kW at 860 rpm with the minimum airflow requirement being met. Computational fluid dynamics is used for analyzing three dimensional flow structures in time domain and calculating the corresponding unsteady pressure fluctuations. The sliding and dynamic mesh techniques were used to study the unsteady flow interaction arising due to the rotation of the fan blades. The numerical predictions of the variables in the form of velocity vectors and contour plots detailing the flow characteristics are then analyzed according to the known physical situation and existing experimental data.

This article presents a novel design, called the Climax, High Capacity Processor (HCP), for pre-combustion cleaning of coal. This design is particularly suitable for the plant capacities of 400 ~ 660 TPH. The HCP is different from the conventional designs with an equivalent throughput in three major aspects: 1) the use of one large capacity HM cyclone to separate coarse and intermediate raw coal in a single circuit; 2) the elimination of the conventional secondary magnetics recovery system by use of the high efficiency Climax, magnetic separators; 3) the use of "single line" piping with a minimum requirement of ancillary devices. In comparison with conventional designs with similar capacity, the HCP plant costs much less in capital investment, operation and maintenance.

Estimation of high grade epithermal vein deposits can present challenges in correctly representing the continuity of grade within an undulating structure. One solution to this problem is to use dynamic anisotropy to follow local variations in the strike and dip of veins. Dynamic anisotropy (D.A.) allows the search parameters to change block by block throughout the model to account for the local variations. Presented here is a study of a vein that changes orientation down-dip. A traditional resource estimate using one search ellipse orientation was performed. The resulting estimated grades did not accurately reflect those of the sample data. Using a search ellipse with an average value for the two distinct dips caused the grade estimation to be less representative than desired. Rather than performing domain-based analysis with different search ellipses, the issue was corrected by using Datamine Studio 3?s D.A. function. The 3D vein trend was used to estimate the dip and dip direction of the vein in each block. The resulting D.A.-estimated model follows the two dip trends of the vein. This software makes a previously tedious task faster, and allows for more accurate estimations.

EXECUTIVE SUMMARY An approach borrowed from the petroleum industry was applied to the gas development evaluation for the Bulga underground coal mine in New South Wales, Australia. The results enabled the coal mine operator, Xstrata Coal, to systematically plan the extraction of gas in harmony with mine production planning of multiple coal seams. This has allowed for a more proactive approach in preparing the resources and infrastructure needed to capture the gas and accelerate coal mining while maintaining their high level of commitment to safety. Norwest has for decades used gas recovery simulation models to assist the petroleum industry and the coal bed methane (CBM) industry in understanding and forecasting fluid saturations and flow behavior. Norwest developed a similar process with Xstrata to migrate existing mine data at Bulga into reservoir simulation models to study various drainage alternatives. An interesting feature to the evaluation was also developing an understanding of test procedures and nomenclature from the mining industry to properly translate the data for input in simulators developed for the petroleum and CBM industries. The model was then calibrated to actual field data collected from drainage pilot tests that Norwest helped design and monitor at Bulga. The resulting calibrated predictions were then used to develop budgets, schedules, resource requirements, and alternatives for capturing the gas and delivering it to market ahead of mining. Increasing revenue, reducing emissions, improving schedules and cutting costs for the mining operations have all contributed to justifying this advanced approach at Bulga. It has also allowed Xstrata to expand their focus to the sizable gas reserves in seams not currently planned for mining. Several of these seams would be economic gas development targets once the gas recovery infrastructure is installed for the mine. The evaluation process was refined throughout this project and the resulting approach will benefit Xstrata with their broader strategic development of resources in the Hunter Valley and beyond to their worldwide operations.

The dewatering of stable phosphatic clay suspensions generated from phosphate beneficiation in the central Florida is an issue of practical and theoretical importance. Because of its tiny particle size and surface charge, the phosphatic clay takes up to 20-30 years to settle in water and causes environmental, aesthetic, economic, and handling problems. An efficient and cost-effective dewatering/consolidation process for phosphatic clay is of great interest to the phosphate industry in Florida. In this paper, the consolidation and dewatering behavior of phosphatic clay was studied by use of anionic flocculants with and without sand addition. The effects of pH, initial polymer concentration, polymer dosage, polymer addition steps, and metal cations (K+, Ca2+, and Al3+) on the flocculation of phosphatic clay have been studied. Experimental results indicated that clay suspensions were well flocculated at pH 10.5 by DPW-1-1355 and Magnafloc 5250 flocculants acquired from Ciba Specialty Chemicals. Sand particles from phosphate flotation added to the clay slurry promoted flocculation and increased clay consolidation. K+ showed good performance to improve the flocculation characteristics by neutralizing clay surface charge. The adsorption mechanisms of flocculants on clay particles were also discussed in this paper.

Beneath some of New York?s most iconic buildings ? The Met Life Building, the Helmsley Building, the Waldorf Astoria ? crews are busily at work on the Metropolitan Transportation Authority?s long-awaited East Side Access (ESA) project. In fact, it is 14 floors beneath the famed Grand Central Station where one of the centerpieces of the project, the new Long Island Railroad (LIRR) station terminal, is being blasted and carved into shape. When completed in 2016, the $7.3-billion ESA project will increase LIRR?s capacity into Manhattan and significantly relieve congestion at Penn Station. Currently, 37 LIRR trains per rush hour roll into the crowded Penn Station where many riders must then transfer to subway trains to complete their commute. When completed, the ESA tunnels will bring an estimated 160,000 riders directly to Grand Central Station, saving those riders 30 to 40 minutes. Studies have found that more people work within walking distance of Grand Central than Penn Station. ?The benefits of the project are tremendous,? MTA Capital Construction President Michael Horodniceanu told more than 340 industry professionals attending the UCA of SME?s George A. Fox Conference in New York on Jan. 26. ?The ESA is the first expansion of the LIRR in 100 years. It will increase the East River tunnel capacity by 50 percent and will help support job growth around Grand Central.?

The current state of the copper industry was the topic of discussion at the Copper 99 — Cobre 99conference held Oct. 10 to 13, 1999, in Phoenix, AZ. More than 700 copper-industry engineers, executives, consultants, academics, vendors and other interested parties attended. This successful and well-organized conference was the fourth in a series of international conferences devoted to the mineral processing and extractive metallurgy of copper. The 1999 meeting marked the first time that the conference was held in the United States. The meeting was co-organized by the Minerals, Metals and Materials Society (TMS); the Chilean Institute of Mining Engineers (IIMCH) and the Metallurgical Society of the Canadian Institute of Mining, Metallurgy & Petroleum(CIM). The meeting was also sponsored by The Society for Mining, Metallurgy and Exploration Inc.

It is important to study the ventilation system in order to better design and control of the working environment in deep underground mines. With increasing depth, heat, and humidity performance may be reduced and impair the attention of workers. The purpose of this paper is to apply a complex; development-end model configured in the MULTIFLUX program, developed at the University of Nevada, Reno, USA. The MULTIFLUX development-end model template has been benchmarked against measurement results from two UK coal mines in previous studies. The present study is a test of MULTIFLUX application in a metal mine. The model incorporates the simulation of the air flow field in the drift and the auxiliary air duct; simultaneous heat and humidity transport from the drift wall; heat and mass exchange between the air in the drift and the ducts; and the evaporation of process water and/or condensation of vapor as governed by the psychometric conditions. The results are compared with field data, measured at the Lucky Friday Mine (LF) in Idaho, USA, an underground mine and also shown between the results from the MULTIFLUX-based model, and those from another program, Kduct, developed at the Kyushu University in Japan.. "Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

This paper presents the calibration of a real-time aerosol monitor, the TSI DustTrak?, to the NIOSH 5040 method being used by the Mine Safety and Health Administration (MSHA) for compliance enforcement evaluation. The standard NIOSH 5040 instrument for compliance evaluation of diesel particulate matter (DPM) has an inherent time lag of up to two weeks for laboratory processing of sample results. Therefore, providing the underground mines with a means of quantifying DPM conditions in real-time, will enable them to efficiently and effectively manage DPM levels to ensure compliance with the regulated limit.

In recent years observational techniques of tunneling have become increasingly popular methods to facilitate complex underground infrastructure projects. The traditional design and construction management practices developed in Europe have been adapted for application in North America to suit a more restrictive management and legal culture. This paper will discuss three recent projects, the San Diego Mission Valley East Extension, Washington Dulles International Airport People Mover, and the Seattle Beacon Hill Station and Tunnels, with the objective of identifying the challenges of applying observational tunneling methods to established contractual practices in North America.

Included in this discussion is a summary of the basic supply and demand balance for gold and silver since the mid-1960's. an explanation of the price formation for the metals, some of the relationships between the prices of these metals and selected economic parameters, and how these factors affect the outlook.
