Editor’s note: Mining companies doing business in Central Asia, and parts of the developing world, should look for ways to promote community development through the introduction of appropriate technology. This article should be of interest to SME members. It shows sustainable development type projects need not be massive or expensive. Smaller, utilitarian projects are equally valuable to developing communities as they seek to develop their own economic and social infrastructures. Joint Development Associates International (JDA) began humanitarian relief and community development in Central Asia in 1992, following the collapse of the former Soviet Union. Appropriate technology has played an important role in the company’s efforts to assist those segments of society that are most vulnerable to poverty and disease.

The Walnut Creek Mine was developed in 1989 to supply lignite to the Texas-New Mexico Power TNP-ONE power plant. Being new, we had the opportunity to start from scratch and rethink many of the traditional methods of managing a mine operation. We had the opportunity to create a team environment, encouraging people to get involved and make decisions. The founding philosophy of the mine, "A Quality Product by Quality People", acknowledged that the key to a productive, quality operation was the people. This paper will explore methods employed by Walnut Creek in selection of team members, building the team and the relative success of these methods.

The 112th Annual National Western Mining Conference (NWMC) hosted by the Colorado Mining Association (CMA) drew some political heavyweights, if by voice only, into the fray of two of the hottest topics that the mining industry is currently facing ? climate change and the new energy economy. A changing political landscape in Colorado, as well as in Washington D.C., has given rise to questions about the economic future of the United States and the mining industry?s role in that future. While there has been a recent push away from traditional energy sources to a ?new energy economy? that is rich in renewable energy sources such as wind and solar, the NWMC?s agenda emphasized the role that minerals will play in new energy technologies. The conference was also full of talks about the industry?s role in reducing the United States? reliance on foreign oil and other mineral commodities. To that end, an impressive lineup of speakers were invited to attend the three-day conference Feb. 8-11, in Denver, CO. Unfortunately, Mother Nature had other plans and three of the four headliners, including Denver?s mayor and Democratic candidate for governor of Colorado, John Hickenlooper, were unable to get to the conference because of a massive blizzard on the East Coast locked them in Washington, D.C. However, with modern technology, a full auditorium heard presentations from Hickenlooper, National Mining Association (NMA) president and chief executive officer Hal Quinn and Glenn Kelly, vice president, government affairs for NMA. Republican candidate for governor of Colorado, Scott McInnis, did speak to the crowd in person.

A new pillar strength formula is presented, incorporating a function P of size and shape, which takes into account the size-shape interaction effect as well as the enhanced strength exhibited by wide pillars. Existing pillar formulas, lacking these capabilities, are not suitable for extrapolating small-specimen test results to mine-pillar sizes and shapes. Interpreting compressive-strength test results as function of P clearly reveals wide-pillar behavior in much old test data. Model relationships are discussed, along with their scaling implications.

Introduction Inco is the major North American nickel producer. Initially based in Sudbury, Ontario, its past exploration activity was directed toward finding new nickel deposits. New nickel sulfide discoveries outside Sudbury have included Thompson, Manitoba; Shebandowan, Ontario; and Widgiemooltha in Western Australia as well as a host of nickel laterite deposits. The company is currently diversifying into other commodities, including gold. Inco's exploration department participated in uranium discoveries in Saskatchewan and chromite discoveries at Tiebaghi in New Caledonia. In addition, it found new gold deposits at Lupin, Northwest Territories; Crixas, Brazil; Hoyle Township, Ontario; and Casa Berardi in Quebec. Crixas and Casa Berardi are currently being evaluated by underground exploration. Figure 1 shows some Canadian Shield gold locations where Inco is or was an active participant. Base metal developments Base metal exploration in shield areas has been greatly eased by applying scientific studies. Archean nickel sulfide deposits have been found using komatiitic-flow models (Fardon, 1971). Volcanogenic massive sulfide model has been applied to copper-zinc deposits (Sangster and Scott, 1976). Such deposits were subsequently seen developing on the sea floor through black smokers (Spiess, MacDonald, and Atwater, 1980). Sedimentary processes were recognized early as important in ore formation, particularly in the southern hemisphere (King, 1976). And many ore deposits are now regarded as a simple part of the geological column (Stanton, 1960 and 1972). Petrographic work on alteration patterns in and around ore bodies was used to develop standard porphyry copper models (Lowell and Guilbert, 1970). Epithermal models for precious metals followed. Stratigraphic zonation patterns have been formulated for base metal deposits, including keel facies, ore facies, and cap or distal facies. Gold developments The work on base metal deposits naturally spilled over into precious metal exploration when the gold price was allowed to float on world money markets. Early work on elements associated with gold deposits, especially arsenic, tellurium, selenium, and mercury, pioneered more detailed geochemical work (Bagby and Berger, 1985; and Groves, Ho, and Houstoun, 1984). Geochemical patterns have been recognized around microfine gold deposits. And the study of gold precipitation patterns in modern geothermal systems has helped understand gold deposition. In the late 1960s and early 1970s, it was noticed that numerous Archean banded iron formations contained anomalous gold values. From this and other observations, the syngenetic exhalite gold model has developed. Gold deposits also occur along shears in some plutons such as the Belmoral mine in Quebec. This indicates the importance of epigenetic processes in ore formation. Shield ore settings Initial studies recognized that the major gold camps in the Canadian Shield were mostly in greenstone belts and found along "breaks," especially zones of faulting and sedimentation. Gill (1948) wrote, "Only recently, as a result of detailed mapping, has the importance of major schist zones such as the Larder Lake, Cadillac, Porcupine Creek, and Destor Breaks been recognized. These zones of persistent adjustment mark broad belts favorable for ore occurrence." The importance of shearing in ore location and regional greenstone stratigraphic position close to late sedimentary packages was clearly understood. And structural models have been further developed for some Canadian ore deposits (Hubert, Trudel, and Gelinas, 1984). In the Beardmore-Geraldton camp of northwest Ontario, the importance was soon recognized of fold noses in banded iron formation, as localizers for gold ore. This importance had also been recognized in Western Australia,

The most frequent causes of accidental injury and fatality are carelessness and ignorance; and the most common accidents are haulage accidents, fall, drowning, and fire. However, in this modern day and age, severe injury has become the dire consequence of an ever-increasing number of industrial and mining accidents as well as sport-, military- , etc. Mine accidents have declined dramatically in number and severity through decades of research, technology, and preventive programs. However, preventing recurrence of disasters like those of the past remains a top priority requiring constant vigilance by management, labor, and government. The goal of the present research is to investigate and identify root causes associated with types of mining accidents (victim being caught by an equipment, bodily motion, over exertion, etc) and nature of injuries such as (sprain and strains, fracture, dislocation, amputation, etc). Further, we hope to discover the impetus of the root causes occurring more and more often in this modern day of technology and quality awareness. With the different dimensions of accidents and injuries brought into the fold, there is the need for researchers and mining operators to comprehend and better still visualize significant patterns of associations among these variables of interest. We assume that, there is a high correlation between many dimensions of nature of injuries and types of accidents. This suggested a principal component analysis to reduce the dimensions for easy and amenable interpretation.

Until not so long ago most ring geared mills were operated with fix speed motors only. By using the latest generation of medium voltage frequency converters, new possibilities have arisen to improve the grinding process. Beside all the direct and indirect advantages, several dedicated functions have now been implemented for ring geared grinding mills in the minerals industry. The sophisticated operational functions ensure a smooth, safe and reliable operation with minimum stress for the mechanical equipment and therefore utmost availability of the mill. Several papers have already been presented concerning the benefits of using this state of the art technology for mill drives. Now this paper is focusing on the experiences gained with this kind of sophisticated ring geared mill drive system rather than only show and explains the operational benefit of the different functions. Several measurements of different operating conditions, starting, frozen charge remover, controlled roll back, backlash, etc., made on an installed and commissioned 2 x 5 MW dual pinion ring geared mill drive system will be shown and discussed. The accuracy of the load sharing between the two 5 MW motors during starting, normal operation and stopping will be demonstrated using real measurements from an operating system. Finally the inherent features of these drive systems are briefly discussed.

This study developed machine learning (ML) models for predicting rock formation reactive forces experienced by a hydraulic shovel bucket during excavation. To do this, rock formation in the form of muckpile was modeled as granular ball elements in three-dimensional particle flow code (PFC) using linear bonding logic. A typical field-size hydraulic shovel bucket modelled in AutoCAD was used to excavate the rock formation and the three-dimensional shovel bucket resistive forces required to cut through the rock formation were measured and recorded. The experiments involved different muckpile height, bulk densities, repose angles, and average fragment size. Six ML algorithms, artificial neural network (ANN), K-nearest neighbor (KNN), linear, random forest (RF), regression tree (RT), and support vector machine (SVM), were evaluated on their ability to predict the shovel bucket resistive forces. The input variables used for the prediction of the resistive forces were the muckpile bulk density, angle of repose, height, and fragment size. The results showed that the ML techniques are useful and reliable methods of predicting rock formation resistive forces based on the rock formation properties. This research is a preliminary step towards developing reliable models for accurate prediction of excavation forces/torques which could potentially enhance hydraulic shovel process automation.

Conventional methods of drill hole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drill holes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drill holes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

The Appalachian coalfield, located in eastern Kentucky, Pennsylvania, Virginia and West Virginia, has been one of the most productive in the United States. Total production from the Appalachian coalfield during 1994 was 340.8 Mt (375.4 million st), or 37% of the 929 Mt (1 billion st) produced in the United States that year. This region contains various coal types from high- to mid-sulfur coal in Pennsylvania and northern West Virginia to low-sulfur, compliance steam coal and premium-grade metallurgical coal in eastern Kentucky, Virginia and southern West Virginia. The region's product is in high demand in domestic and export markets. Productivity continues to improve, resulting in the primary coal operators solidifying their market positions.

In Huoqiu region of Anhui Province, Fe2O3 occurs mainly in the form of specularite. Besides quartz, the gangue minerals include iron-bearing silicates such as chlorite and sericite which account for about 10% of the total gangue. The separation effect of conventional collectors is poor in the flotation of the minerals, that is, the average grade of iron concentrates is only 60-62%. Using the developed amphoteric collector can successfully realize not only the separation of specularite from various gangue minerals with results of iron concentrate grade above 65% and iron recovery of above 80% but also low temperature flotation at 15°C.

Methane is a powerful greenhouse gas and the principal component of natural gas. Coal seams often contain significant quantities of methane, and underground coal mines must ensure that methane released into the mine during coal extraction does not build to dangerous levels. This is accomplished in part through the use of large-volume ventilation systems that remove methane from the mine and release it to the atmosphere. Although the methane concentration exhausted is quite low (typically <1 percent), the volume of air that ventilation systems move is so great that they actually constitute the largest source of methane emissions from underground coal mines. Each year underground coal mines throughout the world emit more than 500 billion cubic feet of methane from their ventilation systems. An air pollution control technology, thermal oxidation using a flow-reversal reactor (TFRR), has emerged as a potential solution to ventilation air methane (VAM) emission mitigation. One manufacturer of TFRRs has demonstrated its oxidizer design (the VOCSIDIZER?) at coal mines in the United Kingdom and Australia. These demonstrations tested the technology?s effectiveness at oxidizing low-concentration methane, as well as its ability to tap the excess heat to produce steam for electric power generation. In early 2007, the first U.S. demonstration of this technology began operation at an abandoned mine in West Virginia. The project is designed to prove the technology?s operational robustness, its ability to reliably oxidize methane at concentrations typical of mine exhausts, and its safety. If the technology is employed at active underground coal mines, it offers the potential to mitigate substantial quantities of global methane emissions. This paper discusses global VAM emissions, options for the recovery and utilization of VAM, and existing projects such as WestVAMP in Australia and the ongoing U.S. VAM demonstration project.

Demand for construction raw materials depends on investment in housing, other buildings and infrastructure. The provision of these materials requires early knowledge of future trends in construction investment. By using scenarios possible future developments and bandwidths can be explored. Policy makers in government organisations as well as in the private sector can base their policy decisions upon these insights. In this paper we discuss the case of sand and gravel in the Netherlands. We will show that, depending on the future role of government and the degree of internationalisation, the long term demand for construction raw materials will strongly diverge. Nevertheless there are some common developments such as a decreasing population growth, a smaller share of the labour force in total population and a growing wealth. In different scenarios we will encounter different conditions for minerals provision and for sustainable development.

R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm&apos;s project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama&apos;s Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. "Risk quantification may be used as a sustainable development index in the mining industry, since it encompasses both economic and social factors. In addition, it may assist in the development of a framework, which is also indirectly related to sustainable development, to prevent accidents and improve health and safety standards. However, risk quantification in the mineral sector involves diverse activities and is considered a very difficult task. Although statistical data report accident severity rates, incident rates and accident frequency rates, none of these allow for accurate risk calculations. In this paper, two risk calculation formulas, which may be used to quantify risk, as well as to identify hazardous activities in a workplace, are proposed. Numerical examples are given based on statistical data available through the MSHA database. Also a combination of a decision/fault/event tree that allows risk quantification is presented."

Kidd Mine in Northern Ontario is now producing from Stage 1 of the Mine D expansion project ? mining between 2100 m and 2700 m below surface. Planning for Stage 2 of the Mine D project is already well advanced and will see the mine extended potentially to 3100 m below the surface. To ensure adequate ventilation is maintained at such depths, two large axial fans have been installed on the 6000 Level (1800 m below surface) as exhaust booster fans to operate in series with the surface exhaust fans. The Kidd Mine 6000 Level Booster Fans are a unique installation with unique and often unexpected challenges. These challenges have been met and attacked through the combined efforts of mine and fan manufacturer personnel with a common focus.

The planning and operation of ventilation network systems for uranium mines require special considerations since ventilation is the primary technique of controlling ambient concentrations of radon progeny. The major environmental challenge facing the ventilation engineer is the requirement to dilute radon progeny to below the Working Level Month per year of worker exposure required by law. The application of large airflow volumes and the utilization of low residence times constitute some of the factors considered by the design engineer. Good mine planning and sequencing are also critical for protecting the health of miners. The mine ventilation must have such characteristics as flexibility, high air distribution efficiency, rapid air transit times, zero recirculation and no short-circuiting. A well established maintenance program for all ventilation appliances must be in place to guarantee control of the distribution system. Real-time monitoring systems permit assurance the adequate quality of air is delivered to working places. A case study for an operating mine is used to demonstrate how the ventilation system is successfully managed and operated using the above concepts.

Inertisation is used to enhance the safety of underground mine areas either to avoid the potential for a combustion event or to stabilize a situation after an ignition, fire or heating. The primary objective of a recently completed Australian Coal Association Research Program (ACARP) study was to review coal mine inertisation and in particular to focus on use of the Polish mine fire simulation software Ventgraph to gain better understanding of how various inertisation units interact with the complex ventilation behavior underground during a substantial fire. Critical aspects targeted for examination under the project grant included location of the unit for high priority fire positions, size of borehole or pipe range required, time required for inertisation output to interact with and extinguish a fire, effects of seam gases on fire behavior with inertisation present and main fan management. A major accomplishment of the project has been to take findings from the simulation exercises to develop inertisation related modifications to the Ventgraph fire simulation program in conjunction with the Polish program authors. Selected mines were ?evaluated or audited?as to the ability to deliver inert gases generated from GAG units to high priority underground fire locations .A coding system has been developed and many potential underground mine fire sources cannot be successfully inertized with the GAG docked at the current specified point; this is particularly so for fires in extended areas of workings or in panels. There is a limit to the ability of the GAG jet engine to deliver exhaust down smaller dimension borehole. There is a need to examine the use of the GAG for production or proactive uses in a wider application in Australian mines responding to recovering from mine fires, spontaneous combustion heating?s, elimination of the potential explosibility of newly sealed gobs or inert mines or mine sections on closure. Some of the current uses of low flow inertisation facilities could be more effectively undertaken with the GAG unit.

INTRODUCTION Prior to excavation in soil and rock, it is useful to know the subsurface structure. This is important information both for safety and for equipment scheduling reasons. It is useful to know whether parts of the subsurface might be potentially troublesome or of different character than is generally thought present. By using geophysical probing, it is possible to infer the location and size of these unusual regions. The ground structure is commonly estimated from core samples taken from boreholes. These cores give a detailed knowledge of the structure in the borehole. However, knowledge of the structure exterior to the borehole can only be extrapolated from core data. By using seismic and electromagnetic cross-borehole geophysical probing, remote probing can be used to sense the region exterior to boreholes. A recent advance has significantly improved the state-of-the-art for defining the ground structure between boreholes. This new procedure utilizes large amounts of data and provides a detailed picture of the subsurface. The data processing algorithms used are similar to those in medical imaging of the human body using x-rays, a science called x-ray tomography. This imaging of the ground is called geotomography, which is a shortened acronym for geophysical tomography. Several examples of geotomography applied to imaging ground structure are presented. Our approach has been to probe the ground with electromagnetic and seismic waves. We map the region of interest with signals transmitted between multiple source and receiver pairs lowered in boreholes on opposite sides of the region (Figure 1). Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.
