Mining is an inherently risky business; from the technical, environmental, social, and economic uncertainties associated with advancing an exploration prospect to a viable project to the operating, market, and safety risks and uncertainties attached to a developed mine. Since we cannot totally escape the risk and uncertainty related to resource projects, as an industry we should improve our presentation of the upside and downside risks in the context of the project?s development path and maturity. More transparent, consistent, and balanced views of technical confidence will better inform both internal and external stakeholders about the expected risk in the project. International reporting codes set out the minimum standards, recommendations, and guidelines for public reporting of Exploration Results, Mineral Resources, and Mineral Reserves. However, the reporting code principles of transparency and materiality are largely subject to the interpretation of the competent person(s), which may introduce a degree of subjectivity in reporting, particularly the level of disclosure regarding supporting information. It is fundamental that Mineral Resources, Mineral Reserves, and study outcomes are reported so as to unambiguously present the level of inherent technical uncertainty (or confidence) in a project, while conveying a balanced view of the opportunities a project presents. Reporting needs to consider various stakeholders who may rely on this information, and present the data in the context of the changing risk profile associated with project development paths and project maturity. This paper discusses the interdependence of resource-to-reserve conversion, the consideration of various technical-economic study types, and the level of confidence conveyed to stakeholders relying on these technical reports and other company public announcements.

The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.

Since 1994, South Africa has been the subject of international attention, especially in regard to its transformation initiatives, which aim to redress the post-apartheid imbalances. Mining, as a major employer and one of the major industries in South Africa, has been the focus of the government?s Black Economic Empowerment initiative with the introduction of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The historical background to South Africa?s transformation and the role of the mining industry are pivotal to an appreciation of certain aspects of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The issues around Black Economic Empowerment and the enabling of a smooth transition to the South African mining industry of the future are explored in this paper.

The data base of failed pillar cases as used by Salamon and Munro (1967) in their original analysis to determine the strength of coal pillars empirically, has been updated for this study. It is shown that the Vaal Basin and Klip River coal fields exhibit similar behaviour that differs from the failures in other areas, i.e. failure at high safety factors within a short period of time. Those collapse cases have been omitted from the new data base. Failures in the other areas that occurred after 1967 have been added. Using a technique to minimize the area of overlap between the populations of safety factors of failed and intact pillar cases, the new data base was re-analysed in conjunction with the original Salamon-Munro data base of intact pillar cases, from which the cases in the areas of weak coal were likewise eliminated. It was found that a linear formula reduced the overlap area by22%. The new formula predicts higher strength for pillars with a width-to-height ratio greater than approximately 2.0 to 3.0 and a lower strength for smaller pillars. It was also found that in order to obtain the same relative measure of stability as with the Salamon-Munro formula, the strength constant in the new formula should be within a range of 2.8 to 3.5 MPa. For most current South African coal mining conditions, using the new formula for pillar strength will result in leaving smaller pillars without sacrificing stability. The reason for this is that the Salamon-Munro formula under-estimated the strength of larger pillars and over-estimated the strength of smaller pillars. The new formula will thus result in improved reserve utilization without sacrificing stability.

In recent years the requirement for high carbon ferro-manganese (HCFeMn), which is the key product of our company, has increased due to bullish demand for steel products. In our Tokushima works, we have 2 closed types of electric furnaces (1F and 2F), with which we are manufacturing HCFeMn. In order to meet the increase in demand, we made various modifications to these furnaces and we tried to increase the furnace operating loads. Especially for 1F, we deepened the furnace. In this paper, we report the results of this modification. The operational situations of the above-mentioned two furnaces are different because they have different individual profiles. As for 1F prior to modification, the depth of the furnace was one meter shallower than2F, because 1F was designed for the manufacturing of SiMn. On the other hand, our Tokushima works specialized in HCFeMn 14 years ago. However, the profile of 1F was not optimized for HCFeMn. In comparison to 2F, 1F was more difficult to stabilize due to the smaller tolerance for the adjustment of the electrode length, the metal / slag level, and the coke-mixing ratio. We deepened 1F by 770mm by disposing of the furnace rolling mechanism. We consequently achieved a 10% increase in production capacity. This meant the operating load was enhanced from 24.5MW to 27MW, the furnace became more stable and the tapping speed of both metal and slag increased, all which made the tapping easier than before.

The rockfall hazard is the major contributing agency to fatal accidents in South African platinum mining operations. The majority of these accidents occur in close proximity to the working stope face. The collapse of fractured or blocky ground between individual temporary support units or the closest permanent support line to the stope face has not yet been adequately addressed. A large-scale stope support system testing facility funded by the Safety in Mines Research Advisory Committee (SIMRAC), has been designed and constructed to test support systems and stimulate innovative thinking by mining personnel, support manufacturers and suppliers by providing a facility where the interaction of stope support systems, a rigid stope face and a discontinuous hangingwall beam can be observed during quasi-static and dynamic conditions. Tests have been carried out on various types of stope support systems, focusing on the temporary support systems used in the immediate stope face area. The interlinking of the temporary support units with mesh or safety netting has been explored in the prevention of falls of ground between support units during gravity driven falls of ground. These tests illustrate the facility?s ability to be used to stimulate innovative thinking and provide a testing ground for the development of temporary support systems in order to reduce the risk off all of ground injury to mining personnel at the stope face.

The paper proposes two numerical models ot the mechanical behaviour of chalk. First, an elasto-plastic constitutive law reproduces the different plastic mechanisms of the chalk and the influence of pore fluids by introducing the concept of suction. Secondly, a model able to reproduce time dependence behaviour. Eventually, the paper gives a simulation of an academic reservoir during depletion and waterflooding phase. Der Artikel stellt zwei numerische Modelle des mechanischen Verhaltens der Kreide vor. Das erste ist ein elasto-plastisches Modell, das verschiedene plastische Mechanismen der Kreide und den Einfluss von Porenflüssigkeit, unter dem Begriff der Suktion, reproduziert. Das zweite Modell berücksichtigt darüberhinaus das zeitabhängige Verhalten. Schliesslich zeigt die Veröffentlichung eine Simulation einer theoretischen Lagerstätte während der Entleerung und der Wasserinjektion. L'article propose deux modèles numériques du comportement mécanique de la craie. Le premier est une loi élasto-plastique qui reproduit les différents mécanismes plastiques de la craie et l'influence du fluide interstitiel par l'introduction de la notion de succion. Le second est un modèle prenant en compte les effets différés. Enfin, l'article présente une simulation d'un réservoir académique durant les phases de déplétion et d'injection d'eau.

Anisotropic behaviours of OhshimaOshima granite were investigated by carrying out uniaxial compression tests, together with observations of microcracks under an optical microscope. The elastic modulus tensor of Oshima granite at 10 per cent strength,E10, were calculated using theoretically formulation of elastic modulus tensor in terms of the second-rank crack tensor for pre-existing open microcracks. Furthermore, with the assumption of orthorhombic elasticity, the nine moduli of Oshima granite E10were determined by uniaxial compression test. Twenty-onemoduli of samples, calculated without assuming any symmetry, also showed orthorhombic features. Direction of the symmetry axes agreed well with the orientation of preexisting cracks. Comparison of crack tensor-based formulation results with the experimentally determined one show that the anisotropy of elasticity of Oshima granite is caused by pre-existing open microcracks, not by pre-existing healed microcracks and also crack tensor formulation can be used, as a first-order approximation at least, to describe the anisotropy of Oshima granite induced by pre-existing open microcracks. ZUSAMMENFASSUNG: Das anisotrope Verhalten des Oshima-Granits wurde mit Hilfe voneinachsigen Kompressionstests und durch die Betrachtung von Mikrorissen unter einem optischenLichtmikroskop untersucht. Das Elastizitätsmodul von Oshima-Granit bei 10 Prozent Kraft E10wurde berechnet, indem man die Formulierung des Elastizitätsmodultensors, ausgedrückt alsRisstensor zweiter Ordnung theoretisch auf bereits existierende Mikrorisse angewandt hat.Außerdem wurden die neun Module des Oshima-Granits unter der Annahme orthorhombischerElastizität E10mit einem einachsigen Kompressionstest bestimmt. The Konkola Deep Mining Project (KDMP) seeks to exploit the deep level potential of the Konkola Deeps orebody, producing high grade copper concentrates for treatment at the Nkana Smelter and Refinery. As an alternative to smelting, Konkola Copper Mines (KCM) has examined a processing route involving pressure leaching of the Konkola concentrates at Nchanga, with the leach liquor being treated by solvent extraction and electrowinning to produce high purity copper cathode. The solvent extraction circuit would be operated to achieve a high ?delta? copper, thereby providing a strong acid raffinate which can be used in the existing Tailings Leach Plant (TLP) to treat Nchanga oxide copper materials. The main focus of the hydrometallurgical option is to capitalize upon the synergy that exists between the treatment of sulphide copper concentrates (acid producing) and oxide copper ores (acid consuming). The paper discusses the key features of a comprehensive piloting campaign carried out at Anglo American Research Laboratories, which involved the co-treatment of Konkola copper concentrates and Chingola refractory ore in a fully integrated pilot plant circuit.

The use of coal for power generation is being questioned in many developed countries, as a result of ever-tightening environmental restrictions and concerns about the potential impact of CO2emissions on climate. Coal will continue to be the fuel of choice for new power plants for many developing countries with large percentages of the world?s population, because of its relatively low cost and broad availability. Even in many of the developed countries that are under pressure, coal will continue to fuel large percentages of power due to the installed base. Using coal efficiently and in an environmentally responsible manner will be a challenge for technology and politics in this new century, with the politics played out on the world stage. Coal use will vary in the next few decades, including short-term changes such as the use of more diverse coals and the increased use of efficient ultra-supercritical boilers to longer term ?refining? of coal to produce a range of energy and chemical outputs. This paper outlines EPRI?s Global Coal Initiative aimed at needed developments and demonstrations that support the long-term vision of environmentally sound and economical coal use for power generation, and discusses some of the forces that are driving this development effort.

The paper deals with the importance of design and of codes of practice in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included, which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

The correlations between the modulus ratio and penetration rate of rotary and percussive drills were statistically investigated using the raw data obtained from the experimental works of different researchers. An inverse power law was found between the modulus ratio and the penetration rate of rotary and diamond drills. The penetration rate of rotary drills and diamond drills decrease with an increasing modulus ratio. The penetration rates of percussive drills increase with an increasing modulus ratio. There are significant linear correlations between the penetration rates of percussive drills and the modulus ratio. In one of the cases of percussive drilling, a strong correlation between the penetration rate and the modulus ratio was found for the rocks having a porosity value lower 1.23 %. It can be concluded that the modulus ratio might be a representative measure of rock drilling efficiency. However, further study is necessary to check the validity of the derived equations for other rock types. The effect of porosity on the correlations between the modulus ratio and penetration rate needs to be further investigated.

Electrostatic separation has been a mainstay of minerals sands flowsheets for over 50 years. Recent electrostatic developments have shown better conductor/non-conductor separation than technology previously available. Results to date show significantly increased separation efficiency over prior-art high-tension roll electrostatic separator (HTR). These improvements allow greater simplification of MSP circuits by minimizing re-circulating loads. The distinct features of the eForce include: 1) A provision that minimizes the affects of particle size to improve separator performance, 2) an enhancement of the design and arrangement of the static electrode providing a greater attraction force for separating fine conductive particles, and 3) inner roll and outer plate electrode configuration to improve separation efficiency and throughput capacity. The efficient and accurate design of pipe and pumping plant for non-Newtonian mineral slurries remains a problem. The objective of this paper is to present the development of the Balanced Beam Tube Viscometer (BBTV), an instrument which could facilitate more accurate design for these slurries. The background of rotational and tube viscometry is reviewed and the fundamental principles and inherent advantages of the BBTV are given. The design, data acquisition and processing techniques are introduced and results showing the reliability of the new instrument are presented and discussed. It is concluded that the BBTV is a reliable and versatile instrument for both routine analyses and research work, and has the potential to provide data for the refinement of the design procedure for mineral slurry pipe and plant design.

Mintek has been involved in the development of bioleach technology for many years, initially for refractory gold extraction, and more recently also for base metals extraction. Mintek, in collaboration with its Australian technology partner (BacTech), is the technology provider for the Beaconsfield refractory gold bioleach plant. At present Mintek, BacTech and Peñoles are constructing a demonstration bioleach plant for copper-zinc concentrate treatment. Bioleach liquors produced in all applications have to be neutralized. In the copper-zinc case, neutralization is required for bleeding iron from the circuit and for adjusting the pH value ahead of solvent extraction. In the refractory gold bioleach circuit, neutralization is required for producing a stable iron-arsenic residue. Some of the challenges encountered in each of these neutralization applications are discussed, and examples of results obtained are presented.

The 20 Mt reverberatory furnace slag dump at Nkana in Zambia contains a substantial quantity of cobalt. A 40 MW DC arc furnace has been built at Chambishi for the purpose of recovering cobalt from the slag. The technology was jointly developed by Mintek and Anglovaal Mining Ltd (Avmin), and the furnace was designed by Bateman Titaco. Testwork at the 150?250 kW scale was conducted at AVRL, and larger scale piloting was conducted at Mintek (in partnership with Avmin) in a 3 MW DC arc furnace. Approximately 840 tons of Nkana dump slag (ranging from 0.66% Co) was processed at power levels around 1-2 MW. Good overall cobalt extraction was achieved, and approximately 100 tons of cobalt-bearing alloy was produced (containing 5 to 14% Co). This testwork demonstrated that the Nkana dump slag could be processed in a DC arc furnace of suitable design, to produce a cobalt-bearing alloy suitable for further hydrometallurgical processing. Bateman Titaco were contracted to design and build the furnace, and the design team contained representatives from Avmin and Mintek. The project was conceived as a fast-track exercise, and many activities had to be run in parallel. Notable features of the furnace include an ABB power supply, a Concast conductive hearth, the refractory design, and copper cooling in the sidewalls. Power to the furnace was switched on during January 2001.

Following study of historical South African practice and a review of recent experience gained during the design, construction and testing of the high pressure plugs at the South Deep Water Barrier Project, this paper makes recommendations to improve practice. Initially, site investigation requirements are described with reference to geological, hydrogeological and seismic considerations, including site preparation and pre-grouting of the surrounding rock mass, if permeable. Structural and hydraulic aspects of plug design address topics such as residual permeability, aggressive mine water, plug materials, mortar strength and bleed. In situ thermocouples and piezometers are recommended to optimize the timing of plug tightening and monitor plug performance during service. Plug construction covers aggregate preparation, mortar quality control, plug tightening grouts, injection pressures, records and the overriding need for a method statement specification to control all aspects of plug construction. On completion of the plug, tests to establish surrounding rock stress regime, plug strength, and residual permeability are described to enable a comparison with original design assumptions. Monitoring and maintenance procedures are proposed to ensure satisfactory long-term performance of the plugs.

Bateman, like other engineering contractors, carries out or participates in many studies of potential projects in the Minerals Industry. This paper aims to explain the contracting approach to feasibility studies as practiced by Bateman, particularly where this differs from a traditional mining company approach. A brief description is provided of the usual phases of a project and the types of estimate needed to proceed from one phase to the next. Possible organizational structures involving different forms of association between owner, contractor and consultants are then outlined. The bulk of the paper then demonstrates that the cost estimates prepared stem directly from the mining plan, metallurgical process design and engineering design philosophy. The steps to be followed in order to prepare a credible estimate which accurately reflects the design constraints are described. The importance and the methodology of carrying out value engineering and of preparing contingency estimates based on a thorough risk analysis exercise are then discussed. Financial modelling techniques are described briefly. The paper concludes with short summary case studies of two recent investigations of potential projects in Africa.
