The Mine Safety and Health Administration (MSHA) defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

The Bureau of Mines sampled a gold-bearing schist series 50 miles east of Nome near Bluff, a dormant mining camp on the southern shore of the Seward Peninsula, Alaska. Gold is unevenly distributed through a section of a schist series that extends from the coast northward 4,500 feet. In this section the schists dip westward 20 to 38 degrees and have an outcrop width of about 1,000 feet and a normal width of about 500 feet. An intensely fractured zone within the schists averages 0.015 to 0.017 ounce of gold and 0.03 to 0.05 ounce of silver per ton for outcrop widths of 200 to almost 500 feet. The grade of the remainder of the schist series ranges downward to scant traces. Gold eroded from these schists collected in solution channels in metalimestones to form the Daniels Creek placers, which also extend from the beach southward under the sea for an unknown distance. The lode sources of the gold placers elsewhere in the southern Seward Peninsula may be similar schists that occupy a similar position in the metasedimentary series.

"According to accident statistics, issued from time to time by the Department of the Interior, Bureau of Mines covering fatalities in coal mines, between the years 1870 and 1921 there were 4,897 deaths caused by explosives. The legislatures and safety commissions of the various mining States have Elected and formulated many excellent regulations in regard to the handling and use of explosives in an endeavor to keep this class of accidents as low as possible. An analysis or comparison of the explosive, regulations issued by over thirty States would make a very long paper, however, by subdividing according to phases and issuing several papers it is believed that the material will be more readily available. The first phase was treated in Serial No. 2405 of the Bureau of Mines (""State and Federal Electrical Shot-Firing Regulations,"" issued in October 1922) which gave a compilation of such regulations as apply strictly to electric shot-firing. The second phase under consideration is ""Who may set off blasts in coal mines.""In some States, the person who does the firing must be an ""authorized shotfirer,"" while in other States he must have proved his ability to do this work, and again in other States he is ""any person."" The present paper covers rules and regulations relating to this phase of shotfiring, and those States having similar regulations have been grouped as follows."

This Bureau of Mines report describes the preparation characteristics of three samples collected from the Kidney seam, in the Northern Field of the anthracite region. Removal of the sink 1.70 specific gravity material from the samples collected would result in greatly reduced ash contents at yields in excess of 90 percent. The Kidney seam, in the locations sampled, proved to be a low-ash anthracite containing an unusually high percentage of float 1.45 specific gravity material.

"One of the primary means of control of health hazards from respirable contaminants in mine atmospheres is through design and operation of mines to meet mine health and safety regulations and recommended practices. A U.S. National Academy of Sciences study concluded that for significant progress in coal mine dust control, research should be directed more toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust. Theoretical and experimental studies on transport of dust · in mine airways, particularly coordinated efforts to validate theory with practice, are scarce. Some empirical models, developed on the basis of experimental data, are available but these models cannot be applied to new conditions. The purpose of this paper is to present the results of theoretical and experimental studies on the transport and deposition of dust in mine airways. This study is a part of an ongoing research project in the Generic Mineral Technology Center on Respirable Dust.In the paper, the assumptions of the modeling phase of the project and the development of a convectiondiffusion equation for dust transport in mine airways are outlined. The important aspect of the modeling effort is the capture of the deposition phenomenon. The experiments performed under controlled conditions in a typical mine airway, as well as under normal mine operating conditions, are discussed. The comparison of the model predictions with experimental results are made to identify critical areas of agreements and deviations. The implications of the findings and areas for further research and development are presented."

"INTRODUCTION In September 1943, the Bureau of Mines conducted a limited program of churn drilling on the Winskell property in the Shullsburg area of Lafayette County, Wis. The work was undertaken as part of a general investigation by the Bureau of the zinc-producing area of southwestern Wisconsin at a time when special effort war being made to increase the production of metals necessary for the war program.Drilling described supplemented a previous drilling program conducted by the Vinegar Hill Zinc Co. The results of both programs encouraged subsequent investigation by the Cuba Mining Co. and eventual development of the Andrews mine.ACKNOWLEDGEMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. An accurate assessment of the vertical stress on a coal seam at depth is important for mine design. Vertical stress calculation techniques presently available either are not sufficiently accurate or cannot handle complex surface topography. Therefore, the U.S. Bureau of Mines developed a computerized method to calculate vertical stress exerted on surfaces at depth that includes the effect of topography. Two input data sets are required: a digital elevation model containing topographic elevations and a coal seam file defining coal seam elevations at depth. Boussinesq's equation then quantifies the vertical stress resulting from topography. The computerized method was tested on a coal seam overlain by a complex topography where a vertical stress map encompassing several square miles was produced. Results show that depth mitigates the affects of surface topography, while the coal seam topography has a direct effect on the vertical stress. In comparison to the computerized method, the direct stress method overestimates stress under hills and underestimates stress under valleys. The largest difference between the two methods occurs under the steepest topographic relief. A limitation of the computerized method is that stresses cannot be accurately determined near an outcrop.

Eleven steelmaking heats are described in this Bureau of Mines report in which acid practice was used to produce carbon steel from pre reduced iron ore pellets. Furnace slags obtained with no flux addition to the charge became quite viscous as they cooled, which precluded pressure casting from a ladle. Lime was added to the furnace charge at two levels to eight of the heats to modify slag characteristics in the furnace, and to the ladle in two heats to further modify the ladle slag cover. Selected ingots from nine heats were successfully rolled on a commercial mill to produce No. 10 reinforcing bar.

This paper describes a U.S. Bureau of Mines investigation of large-scale coal dust explosions in an experimental mine using a high speed electro pneumatic mechanism for the rapid grab-sampling of gases and dusts. This technique enables the monitoring of pyrolysis and charring in fuel dust particles, and the collection of gaseous combustion products, in both large and small-scale explosions. Data obtained from full-scale dust explosion tests at the Bureau of Mines Lake Lynn Test facility show the following: Rapid sampling appears to "freeze" the burned gas compositions at the flame temperature values. Gas samples taken entirely in the flame zone consist of pyrolysis and combustion products with very low residual oxygen. The particles collected in the flame zone show signs of extensive pyrolysis and charring. Measurements of gas concentrations and particle flame temperatures suggest that char burning may have occurred in the flame zone.

A two-dimensional plane strain analysis by the stiffness matrix method was used to analyze two basic pit slope configurations. The magnitudes and the directions of stresses are given for a V-shape and for a flat-bottom pit with the slope angle varying from 30° to 90° at 10° intervals, Stress effects due to irregular pit configuration or to in-situ forces are discussed. Equations of similitude for gravity loading are given. Expressions are also given for the stresses at the toe as a function of slope angle. Procedures are given for finding the stresses in any geometrically similar pit slope of different dimensions and material properties from the stresses and equations presented in this report. Numerical results show that the V-shape pit slopes have lower stresses than the flat-bottom pit slopes; hence, they are inferred to be more stable.

Several commercial processes for reclaiming used lubricating oil were duplicated on a laboratory bench scale. Laboratory tests were selected and in some instances modified to determine the physical properties of each oil produced. In addition, the hydrocarbon composition of some samples was determined using a liquid chromatographic technique, and compared with the composition of new oil in order to determine the severity of the re-refining technique. Selected samples of reprocessed oil were reformulated with an additive package for further estimates of quality as determined by wear, corrosion, foaming, and oxidation stability tests. Additionally, several samples of commercially re-refined oil and new oil were obtained and physical properties were determined for comparative studies.

SCIENTIFIC inquiries concerning phenomena that may influence mining technology were widely publicized during the year. The deep-hole drilling project "Moho," 3 the use of nuclear explosives underground, and the recovery of minerals from the depths of the sea became subjects of scientific and general discussion. The mining industry continued to watch these developments with keen interest: but its more immediate concern was the increasing tempo of competition between mineral commodities, the domestic producers of these commodities, and foreign sources of supply. The competitive situation has intensified the industry's efforts to develop more efficient new mining methods, as well as to improve the efficiency of present practices. The attitude of the industry was well illustrated by rapidly expended use of low-cost ammonium nitrate explosives, the establishment of rigid schedules for equipment maintenance, and close attention to the detailed costs of production. The complexity of planning a new coal mine is aptly illustrated by the editors of Mechanization in the April 1959 Issue, in which they outline the cost of developing a mine and the various problems, factors, and decisions involved.4

Coal mining is more widely distributed throughout the United States than is generally known, as 30 States are credited with having coal mines. In 1919 twenty-three of these States each produced at least a million tons of bituminous coal, and all the States produced about 560,000,000 tons. In addition, Pennsylvania produced about 85,000,000 tons of anthracite. Twenty-eight States have regulations prepared by commissions or have enacted laws governing the operation of coal mines. Pennsyl¬vania has separate codes for the anthracite and bituminous fields. The codes may be classified as follows: Twelve distinctly coal¬mining codes; eight codes that are essentially coal mining, but also apply to other mines; five codes that are subdivided, referring partly to coal mines and partly to other mines; and four codes that are essentially metal mining, but apply in part or in whole to coal mining. The first State to have a coal-mining law was Pennsylvania, which enacted a law, for Schuylkill County only, in 1869. The first State to enact a coal-mining law governing all the coal mines in the State was Illinois in 1872, followed by Ohio in 1873. Pennsylvania in 1879 enacted a law for anthracite mines only, but did not enact similar laws for bituminous mines until 1577. At least 10 other States enacted coal-mining laws between the years 1870 and 1890. Before 1890 electricity was little used in coal-ruining operations and therefore practically no provisions governing the installation, inspection, or maintenance of electrical equipment were made in any of the laws enacted up to 1890. In the law of Colorado, approved April 8, 1885, there is a reference to the use of telephones, probably the first reference to electrical equipment of any kind in a State-mining code. Most of the mining codes have been changed from their original form by amendment or by complete revision. An oil well penetrating the Pittsburgh bituminous coalbed in northern West Virginia was plugged and safely mined through 3 months later. A sensitive chemical tracer, introduced into the oil reservoir before the test, was not detected in the mine air following the plugging and during mining of the pillar and penetration of the well. Effectiveness of the plugging in preventing reservoir gas from entering the mine through the well hole was verified by continuous monitoring of the mine air for indications of sulfur hexafluoride, an inert gas detectable in amounts as minute as 112 part per billion. Expand- able cement and fly ash-gel-water slurry were utilized to seal the well above and below the coal seam. Three other wells were also plugged using various techniques.

Problem: Incident investigation reports do not usually contain enough information to aid in studying boom arm vertical speed for roof bolting machines to determine the impact that appendage speed had on an operator's risk of experiencing a contact. Laboratory experiments with human subjects are also not feasible because of safety and ethical issues. Method Researchers successfully developed a three-dimensional computer model that uses virtual human simulation software as the primary means to gather contact data when the boom arm touches the operator's hand, arm, head, or leg. Results: Data analysis of roof bolter simulations shows that the speed of the boom arm is the most important factor in determining the risk of an operator making contact. Regardless of other variables, contact incidents were always greater when the bolter arm was moving up, greater on the hand, and greater for the boom arm part of the machine. The reason why the subject experiences more contacts when the boom arm is moving up rather than down is that more risky behaviors occur during drilling and bolting when the boom arm is ascending. Based on the data collected, boom speeds greater than 13 in/sec result in a substantial increase in risk to the roof bolter operator of making contact. Speeds less than or equal to 13 in/sec are associated with a more modest relative risk of making contact, which represents a decrease in potential hazard. Impact on Industry: The use of such information can be quite helpful in making recommendations to machine design and task procedures to reduce the likelihood that roof bolter operators will experience injury due to contact with a moving roof bolting machine's boom arm.

Since 1991, Pittsburgh Research Center (PRC- formerly part of the Bureau of Mines) researchers have recorded extensive interviews with 30individuals who are experts in the area of mine emergency response. These individuals, who have an average of 35 years of mining experience and 29 years of mine emergency response experience, related stories and observations from events that they experienced during their combined 850 plus years in mine emergency response. The purpose of this effort was to gather information that could be passed onto both today?s and tomorrow?s mine emergency responders to train and guide them in handling future events. This is the second of two articles which report experts responses to questions about training for future mine emergencies. During the interviews they discussed how training should be conducted, who should be trained, and what topics should be included. This article will cover the third area: Topics that should be included in training for mine emergency response managers.

An accurate and reproducible procedure was developed using the gas-liquid chromatograph to quantitatively measure oleic acid on flotation products and in flotation water phases. The method comprised extraction of the oleic acid from the mineral surfaces with alcoholic NaOH, esterification of the extracted oleate, and chromatography of the methyl ester with an internal standard. Quantitative analysis of oleic acid on flotation products from test tube and bench-scale flotation tests with pure minerals and with natural ores proved the applicability of the method on a variety of minerals. The accountability of oleic acid added was 100 percent, ±5 percent.
