Demand for arsenic trioxide exceeded supply in 1978 and 1979, and the major domestic and foreign producers allocated available supplies to customers. Major demand has been from the cotton-growing and wood-preserving industries. Ample supplies of arsenic metal produced in the United States and Sweden were available in 1978 and 1979. Major demand for metal was from the automobile battery industry in Japan, Europe, and the United States. Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA), promulgated the final standard on the occupational exposure to inorganic arsenic, effective August 1, 1978.2 The need for the standard was a result of OSHA's conclusion that inorganic arsenic is a human carcinogen. The purpose of the standard was to minimize the incidence of lung cancer among workers exposed to inorganic arsenic. The maximum exposure to arsenic was lowered from the previous ceiling of 500 micrograms per cubic meter of air to 10 micrograms per cubic meter over an 8-hour time period. OSHA had originally recommended a ceiling limit of 4 micrograms per cubic meter in January 1975. Provisions of the new standard require exposed employees to wear respirators and undergo continuous medical monitoring. Other provisions establish regulated areas limited to authorized employees and require the construction of special lunch-room and worker hygiene facilities and the posting of signs and labels warning of the presence of arsenic. The new arsenic standard will have a significant economic impact on copper, zinc, gold, and lead smelters as well as consumers of arsenic trioxide. A number of copper companies have joined together to contest the standard in court. However, measures to comply with the standard have been initiated by ASARCO Incorporated at its Tacoma, Wash. plant.

"Under contract to the U.S. Bureau of Mines, a study was conducted to investigate the feasibility of using the microorifice. uniform deposit impactor (MOUOI) to measure the size distribution of aerosols containing various mixtures of coal dust and diesel exhaust particles. The project objective was to determine if the mass concentration of diesel exhaust particles, in an airborne mixture of coal dust and diesel exhaust particles, could be determined on the basis of the size distribution of the two aerosols. In general, the mass of diesel exhaust particles is in the submicrometer size range while that of the coal particles lie in the larger size ranges.The MOUDI is a cascade impactor with small diameter nozzles to obtain small cut sizes and rotating impaction plates to avoid particle overloading of the deposit. For this study, a 7 stage version was used. At the sample flow rate of 30 L/min, the cut sizes were 0.10, 0.23, 0.70, 1.0, 2.6, 4.9 and 10 pm.Size distributions of aerosols generated in the laboratory and in several underground coal mines were measured. The primary emphasize of the laboratory tests was to ascertain if the diesel exhaust particles could be separated from the coal dust, regardless of mass fraction of the diesel exhaust particles in the total aerosol mixture. Diesel exhaust, from a Caterpillar Type 3304 NA diesel engine, was mixed with coal dust generated with a· TSI Model 3400 fluidized bed dust generator. Experiments showed the size distributions of the mixed aerosols exhibited two definite modes with the minimum between the two modes in the 0.7 to 1.0 um size range. Distinct modal separation was obtained as the mixture fraction of the diesel exhaust aerosols was varied from 3% to 98%.The field study was conducted in three underground coal mines, two utilizing diesel-powered equipment and the third exclusively using electric equipment. Sampling sites were selected to obtain a wide variety in the diesel exhaust and dust aerosol concentrations. Size distribution data showed these aerosols are bimodal. The mass median aerodynamic diameters of the diesel particulate mode and the coal dust mode were approximately 0.15 µm and 3 to 10 un, respectively. The results, in all cases, clearly show a separation between the two modes in the 0.7 to 1.0 µm size range with the minimum in the vicinity of 0.8 pm. The separation was found to be independent of mass fraction of the diesel exhaust particles, total particle concentration and sampling site."

The value of nonfuel mineral raw materials produced in the United States in 1978 was $20 billion. In 1979, total value increased to an estimated $24 billion, up 20% from 1978. Of the principal metallic ores produced in 1979, about half showed increased quantitative output and all showed increased value per ton compared with that of 1978. Most nonmetallic commodities showed increases in quantitative output and in average value per ton. Because of its decreasing share of the world market, the domestic mineral industry's concerns were the increasing costs of capital, labor, and energy; withdrawals of public lands from mining; and the increasing cost of environmental regulations that tended to deter or delay investment in the Nation's capacity for producing essential minerals.

The term "fusain" was first adopted from the French by the American geologist J. J. Stevenson in 1911, according to Wheeler, (1),3 who applies it to that portion of coal resembling charcoal, which he treats as one of the four ingredients of banded bituminous coal. The term has since been adopted by American writers. The Germans use it with slightly different spelling - namely, fusit. It is the equivalent of "mother-of-coal" and "mineral charcoal" of the earlier British writers. The English word fusain is also applied to "a crayon of fine charcoal" and is derived from the Latin root fusus. OCCURRENCE OF FUSAIN IN COAL AND ITS RECOGNITION Fusain is fairly widely distributed in coals of all ranks in varying amounts. It is almost always present in very thin sheets between the bedding planes of the banded coal constituents and presents a jet-black silky appearance who n the coal is split away. As fusain has little cohesive power the coal splits readily along the planes where it occurs. Such fusain bands often attain appreciable thickness -- frequently 1/4 to 3/4 inch. -Beet (2) has reported a maximum thickness of 2 inches for fusain partings, and Sinnatt (3) has found it in the form of plates and lumps; one lump taken by him from the Peacock mine weighed 3-3/4 pounds. Bore (4) has found it in coal balls. Sinnatt (3) states that fusain occurs in two forms, "the first a hard compact variety occurring rather rarely, which can not be pulverized by pressure of the fingers the second type is the common substance" -- that is, a very friable, easily pulverized material. The writer has also found the two types of fusain in the same coal bed and has observed that the hard variety contained considerable calcium carbonate, which probably entered the material in situ by infiltration. Sinnatt further remarks that the layers of fusain (soft type) usually contain less moisture than the coal (or lose it more readily on exposure), and when exposed they quickly change to flocculent powder so that the fines of the coal as mined are likely to contain a major proportion of this substance.

The U.S. Bureau of Mines has designed and evaluated total mill ventilation systems at two different mineral processing operations. Both systems have proven very effective at reducing respirable dust levels throughout the mill in a cost-effective manner. A 25,500-cfm system installed at a clay processing mill provided approximately 10 air changes per hour. This system reduced respirable dust concentrations by approximately 40 pct throughout the mill building. The second evaluation was performed at a silica sand operation. Tests were performed with 50,000 and 100,000 cfm of ventilation to the mill building, corresponding to 17 and 34 air changes per hour. Average mill-wide respirable dust reductions were 36 and 64 pct, respectively. Not only did these systems reduce respirable dust concentrations and increase visibility throughout the mills, they were also easy to install and required minimal maintenance. A total mill ventilation system provides a general purging of the mill air; the system should be viewed as a supplemental technique to assist other dust control systems in operation.

The reaction between calcined dolomite and ferrosilicon has been studies with the aim of developing a continuous process for magnesium production. Small-scale tests were made in vacuum retorts similar to those used in the vacuum retort process as developed by Pidgeon (1)2/ and operated during the period of World War II in several Government-owned plants. Factors investigated with respect to the silicon efficiency were the reaction temperature, reaction time, amount of excess dolomite in the charge, and effect of adding sodium silicate to the charge to serve as a binder. Additional laboratory tests were made to study the reaction at elevated temperature but at atmospheric pressure. Silicon efficiencies exceeding 80 percent were found to result when operating in the temperature range from 1,750° to 1,800° C. for periods of 20 to 30 minutes.

The purpose of this paper is to encourage petrographers to prepare thin sections, as the demand for microscopic examination of rocks, ores, and metallurgical products is becoming more general in .the mining metallurgical-fields. This paper has been written with the knowledge that the successful thin-section methods and the several new techniques herein described will be helpful to all engaged in this field of work. Detailed instructions for making thin sections by methods developed at the Salt Lake-City laboratory of the Bureau of' Mines are given in this paper. Several new techniques are described for making thin sections of loose grains and fine sands and for making good thin sections of highly altered and friable rocks. The methods described insure superior bonding of the rock to the glass slide, thus virtually eliminating any failures due to parting of the section from the glass slide, and permit fast mounting, grinding, and finishing, thereby materially lessening the time required to prepare thin sections.

During the present war emergency, under the urge of the Federal Government to store coal, the following questions are frequently asked by coal users: (a) Will the coal lose any, of its heating value in storage? (b) Will it slack and give a smaller-size coal? (c) Will its burning characteristics change in any way? (d) Will it catch fire from spontaneous combustion? (e) What precautions should be taken when coal is stored? DISCUSSION (a) Loss of Heating Value Studies by the Bureau of Mines show that the loss of heating value of coal in storage commonly has been overestimated. Various types of storage tests were made on New River, Pocahontas, Pittsburgh gas, and Sheridan (Wyo.) coals. Hydraulic cutting tests made on samples of Pennsylvania anthracite (3,700 psi and 260 gpm) were promising enough for the Bureau to establish a full scale experiment in an anthracite mine. Water pressure and quantity for mining anthracite were arbitrarily established at 5,000 psi and 300 gpm (1,000 hp). For full-volume flow, hydraulic pressure is controlled by orifice size with the displacement pump. The hydraulic jumbo was designed for maneuvering on pitches from 0° to 20° in any direction and for a coalbed ranging in thickness from 10 feet 6 inches to 15 feet. All motions of the jumbo are by oil hydraulics. Jet flow is controlled (start-stop) at the face, through an interlocked pushbutton system. One button is in the operator's cab; one, at the pump station; and one (a safety shutoff), near the mining face. To December 1962, 7,400 tons of bed material had been mined at an average rate of 0.800 ton per minute, with an average power requirement of 14.125 kilowatt-hours per ton. In January 1963, the objective was changed from an engineering-development basis to a research basis--to determine, ultimately, the most efficient level of operating characteristics for maximum response, as measured by mining-out rate. This research phase of the project is not yet complete, but conclusions, and the method of arriving at them, will be made the subject of another Bureau publication. It should be noted that as of December 1963 nearly 13,000 tons of bed material had been mined, at rates as high as 1. 3 tons per minute for a complete face advance.

The mining law of Chosen, which was made effective April 1, 1916, was promulgated as ordinance 8, December 24, 1915, in accordance with the provisions of articles 1 and 2 of law No. 30 of 1911. The new le repealed the mining law, Fo. 3 of 1906, and the placer mining law, No. of 1906, and in effect annulled all prior mining legislation. An amendment to the mining law of 1916 (by virtue of law No. 30 of 1911) vas. passed December 16, 1918, as ordinence o. 17. The detailed regulations, which were to supplement the law proper, and rich in all probability follow closely the regulations in force in the Empire, were not available. Unless otherwise indicated, references in this paper are to the mining law of 1916.

Mining did not contribute significantly to the economy of Benin, a small country on the coast of West Africa, during 1978-79. During these years, Benin continued to be rated by the United Nations as one of the 25 least developed countries in the world; its gross domestic product was under $200 3 per person per year. Salt from seawater, sand and gravel, bricks, and imported clinker for cement were the only minerals which contributed to the economy. Minerals were not expected to play an important role in the commercial sector of Benin's economy during the next decade. Joint projects included infrastructure development to create a coordinated road and rail system between Niger and Benin that was begun in 1960 as ?Operation Hirondelle." In 1976, an agreement for the construction of a rail link from Niamey, Niger, to Parakou was signed. At Parakou, the rail line would join the existing line to the port at Cotonou. Construction of the rail line was expected to take 6 years, and the cost was estimated at $287 million in 1979. During late 1979, the Federal Republic of Germany granted Benin a loan of $12 million for reconstruction of the port at Porto Novo. Benin and Nigeria were discussing a joint adventure in crude salt exploitation.

The occurrence of dust in mines has always been a source of trouble, but for any years, and virtually up to the beginning of the present century, relatively little of a definite nature was known as to the numerous ill effects of dust in mining operations. Even today, with the west amount of time given and attention paid (for at least 40 years in various, countries) to research and observation en dust in mining, and in spite of the experience with it, much information remains to be obtained, before definite, well-authenticated statements can be made as to numerous features connected with the occurrence of dust in Dines an of its effect upon the health and safety of the worker. One statement that can be made with relatively good assurance of being uncontradicted in that dust is a real menace to the well-being of mine workers, and this includes both health and safety. In addition, dust in and around mines and mining plants is one cause of large financial losses to mine owners and operators. FORMATION OF DUST IN COAL MINES IN THE UNITED STATES One definition of mining is "the processes by which useful materials are obtained from the earth's crust; " since virtually all of the useful materials of or in the earth's crust either are solids or must be reached by penetrating through solids, the materials that are moved in mining must necessarily be broken or disrupted, so that almost every phase of the work of loosening the material and transporting it is likely to produce dust.

The Bureau of Mines investigated the occurrence of slickensides in mine roof in the Pittsburgh coalbed in a portion of the Valley Camp No.3 mine in southwestern Pennsylvania to improve the potential for prediction of slicken-sided zones and determine the orientations of the most prominent slickensided planes. Two distinct types of slickensides were identified; those which were associated with clay veins observed in the coalbed (genetic), and those which were unrelated to any visible structure (nongenetic). The study draws three conclusions: (1) Nongenetic slickensides are not the result of tectonic forces, (2) both genetic and nongenetic slickensides tend to dip at an angle of 30°, and (3) genetic slickensides tend to be alined parallel to the trend of the clay vein and usually dip toward the center of the clay vein. A schematic roof bolting plan is presented that may provide improved roof support where slickensides are present. Roof stability could be improved by supplemental bolting in the direction normal to the plane of slickensides.

In discussing safety in Colorado metal mines there are two important points for metal -mining men to consider , namely , the direct and indirect cost of accidents and the possibility and means of preventing accidents . For statistics on Colorado metal - mine accidents , reference has been made to published reports of the United States Bureau of Mines on metal- mine accidents from 1919 to 1927. This period was considered because only with the year 1919 are complete figures on nonfatal accidents available and because these years represent postwar activities ; 1927 is the last year for which the U. S. Bureau of Mines has published accident statistics . During the nine -year period 1919 to 1927 , inclusive , 153 metal miners were killed by mine accidents in Colorado and 5,035 miners suffered lost - time injuries . The accidentfrequency rate of number killed per 1,000 300- day workers for this nine - year period was 4.68 as compared with the general average of 3.26 for all the metal mines of the United States for the same period . In other words , the fatality rate in the metal mines of Colorado for this nine- year period averaged 40 per cent higher than that of the metal- mining industry in the United States generally . In 1924 and 1926 the Colorado metal mines had a better accident record than the average of those of the United States , but 1927 was a bad accident year and the State Bureau of Mines figures for 1928 and 1929 showing respectively 18 and 23 men killed in and about the metal mines indicate a continuing relatively high death rate from accident . The cost of accidents to the miner for the period 1919 to 1927 can be estimated from the accident figures just given . The United States Bureau of Mines as well as other authorities assess 6,000 days lost time for every fatality and every permanent total disability . These authorities have also agreed that a permanent partial disability costs 800 days lost time to the worker over his working lifetime , that lost time injuries of less than 14 days average about 6 days lost time and lost time injuries not involving permanent disability but having loss of more than 14 days average 32 days lost time . On this basis the Colorado metal miners have suffered in nine years a gross loss of 1,214,146 days , or , at $5 per day , $6,070,730 . The miner receives about one -ninth of this amount in compensation so that the net loss to the metal miner in Colorado for this nine - year period was about $5,400,000 .

Mine ventilation can be broadly defined as the branch of mining engineering primarily concerned with the controlled flow of air through mine airways to maintain an acceptable atmospheric environment wherever men work or travel underground. Martinson (1976) has defined three elements of mine ventilation, 1) an engineering element concerned with establishing quality control (removal of dust and gases), quantity control (regula¬tion of air direction and magnitude) and climatic conditioning (temperature-humidity control), 2) a biological element in which an understanding of biological response is used in assessing the mine environment, and 3) a philosophical element requiring judgements as to the degree of risk or worker discomfort that is socially acceptable. Most texts on ventilation, such as Hartman (1961), limit themselves to a discussion of the engineering element. Although also limiting his text to engineering control, Weeks (1928) thoughtfully addresses the other elements in the preface of his book where he states: "Life is brief and happiness elusive under the best of conditions; so beside the commercial aspect must be placed the humanitarian. Is it not reasonable that the operator should give his men a chance to spend their working hours in a comfortable environment, with the danger of sudden death or disability reduced as much as possible?" The statutory requirements of ventilation are, in most countries, established on the basis of biological response as determined by basic research or are dictated by social awareness, often touched off by major disasters, resulting in demands on regulatory bodies for more stringent requirements. "INTRODUCTION During the 6-year period, 1940-45, 481,485,000 gross tons of iron ore was shipped from the Minnesota, Michigan, and Wisconsin mines of the Lake Superior district. Approximately 367,000,000 tons, or 76 percent, of this ore was shipped from open-cut mines. The production of this large tonnage of iron ore from the open-cut mines of the Lake Superior district during the recent war was an outstanding achievement. It is questionable whether this record-breaking tonnage of iron ore, vitally needed for the successful prosecution of the war, could have been produced without the modern equipment and mining methods used in the district, The transportation of iron ore from the open-cut mines of the district is the most important phase of the mining cycle. Although some of the mines still use rail haulage advantageously, this method of haulage has been replaced at most nines with motor-truck haulage or a combination of motor-truck and belt-conveyor haulage.SCOPEThe transportation of iron ore in this report covers (1) power shovels, (2) rail haulage, (3) trucks, (4) belt conveyors, (5) shipping pockets, (6) accident statistics, and (7) safety rules pertaining to open-cut transporta¬tion. The purpose of the report is to discuss briefly and disseminate to the mining industry the modern methods, equipment, and safety practices used in transporting iron ore at the open-cut mines of the district.The 25 open-cut mines covered herein, located in the Marquette, Cuyuna, and Mesabi iron ranges of Michigan and Minnesota, shipped approximately 44,000,000 tons of iron in 1945, which amounted to 72 percent of the open-cut iron ore shipped from the Lake Superior district."

from 1990 to 1996, 16 states reported 92 injuries from falls of roof, rib or face in the more than 90 underground stone mines in the United States (Fig. 1). Missouri, Pennsylvania and Kentucky accounted for 48% of the total number of injuries (Fig.2). Of this total, 11 miners were killed. Of the 11 fatalities, 10, or 91 %, were associated with unrecognized loose or failed rock within the roof beam. Additionally, unrecognized roof beam failures resulted in a majority of the falls of ground injuries occurring in underground US stone mines from 1990 to 1996.

An FM-CW microwave system was investigated for measuring coal layer thickness. Measurements were made in three different mines near Pittsburgh, Pennsylvania, near Fairview, West Virginia, and near Coffeen, Illinois. Microwave frequencies in the range 1-2 GHz were used to measure samples up to 55 cm thick. All samples were backed with a naturally occurring shale. Measurements were also made on coal and shale samples compounded in the laboratory at the Bureau of Mines Pittsburgh Mining and Safety Research Center near Bruceton, Pennsylvania. The results indicate that layer thickness can be determined in most cases, although large anomalies may, in some cases, produce misleading results. Many anomalies that were detected with the FM-CW system were verified visually by drilling into the coal layer. The dielectric constant of coal apparently varies significantly within a coal seam. The form of the output signals from the FM-CW system seem to simplify the data interpretation and analysis process as compared to the manually swept microwave system used previously. It appears that this technique has the potential of measuring changes in the dielectric constant of a coal seam and providing an output that can be used for real-time corrections in layer thickness; measurement.
