The Juneau Gold Belt, centered on Juneau and approximately 120 miles long by 10 miles wide, stretches from Berners Bay on the north to Windham Bay on the south (fig. D-l). Access within the Juneau Gold Belt is provided by the Glacier, Thane, and North Douglas Highways. The Glacier Highway extends northwest from Juneau for approximately 40 miles to Echo Cove, and the other two roads end 5.5 miles southeast and 12.6 miles west from Juneau, respectively. None of these roads connect with other highway systems and access to other areas is restricted to airplanes, the State ferry system, and commercial barge lines. BUREAU ACTIVITIES The majority of lode gold produced in Alaska came from the Juneau Gold Belt portion of the Juneau Mining District. To evaluate the economic potential of the Gold Belt, the Bureau located 173 mines and prospects within the area. A total of 263 ad its and shafts were found and 56,650 feet of underground workings were mapped. The Bureau collected and analyzed 1,557 samples during the study. In addition, considerable detailed geologic map-ping was done in the vicinity of the mines and prospects from which ore control models were developed.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. Jets of hot gases issuing into explosive gaseous mixtures are efficient agents of ignition . The ignition temperature is defined as the temperature of the jet as it enters the cold explosive mixture which is just high enough to produce ignition . Such data have been published recently.5/ The investigators note especially that no correlation seems to exist between hot - gas ignition temperatures and spontaneous ignition temperatures , although there is a rather loose relation with limit flame temperatures . Before a more quantitative theory of the hot - gas ignition process can be attempted effectively , several questions must be answered : ( 1 ) Can the reactions leading to ignition be described by an Arrhenius type activation energy? ( 2 ) Is ignition preceded by an induction period ? ( 3 ) What is the rate - determining process of the ignition ? (4) And how does turbulence affect this type of ignition ?

It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

The work of the copper metallurgy section during the year was devoted to laboratory studies of sulphur recovery from smelter smoke and combination smelting of copper and manganese. Both of these subjects were new this year. Combination Smelting of Copper and Manganese According to published work, the affinity of manganese for sulphur is greater than that of iron for sulphur, so that if a suitable mixture of com-pounds of iron, copper, and manganese be smelted to form a matte and slag, manganese should concentrate in the matte, together with copper.

VANADIUM was discovered in 1801 by Andres Manuel del Rio, a professor of mineralogy at the School of Mines in Mexico City. Del Rio called the new element erythronium. Later, he decided that this was not a new element but a form of chromium. Not until 1831 did Nils G. Sefström, a Swedish chemist, positively determine that the metal was a new element which he named vanadium, after Vanadis, the Scandanavian goddess of beauty. From 1831 to the 1860's and 1870's, the comparative scarcity and high cost of vanadium restricted its commercial use. Shortly after 1870, more information was obtained on the physical and chemical properties of the element. Thereafter, research on vanadium has dealt largely with its use as an alloying element in steel and nonferrous metals. Vanadium is a widely distributed element in the earth's crust. It is more abundant than many metals but is disseminated in small quantities throughout a great variety of rocks. Relatively few deposits have contained ore of a grade suitable to warrant development for vanadium alone. It is produced in conjunction with uranium, iron, titanium, aluminum, and lead-zinc ores.

A study of the records on file in the Bureau of Mines reveals that moray fire in coal mines have been started by electrical equipment or circuits. There the fires were of undetermined origin, electricity often was Strongly suspected as the probable cause. While it is unfortunate that positive evidence as to the cause is so often lost in the general destruction resulting from fires, there are many lessons to be learned from fire s in which the origin was definitely established as electrical. For modern high-speed methods of producing coal, electrically operated machinery has become virtually indispensable underground. With increases in the amount of equipment it has not always been necessary to increase the number of circuits in the mine where direct current is mainly used, but it has been necessary to increase the carrying capacity of these circuits. For example, lends such as heavy-haulage units drawing 1,000 amperes or more have brought boat the introduction of 6/0 and "No. 9 section" trolley wires. This has not made the task of fire prevention any easier, for it has meant that circuit breakers s must be set so high that partial short circuits fail to open them, therefore an arc of considerable proportions can be maintained without causing the, beaker to open. Thus, if as fall of roof brought a trolley wire down against a loaded car of coal, an arc might be struck that would ignite they cowl without opening the circuit breaker.

Y., is one of the series of papers on milling methods and costs being prepared by the United States Bureau of Mines. It deals principally with the production of high-grade concentrate. These investigations were conducted to determine conditions for recovery of nickel and copper from Funter Bay, Alaska, sulfide ore and recovery of nickel from nickel-silicate ore, Nickel Mountain, Riddle, Oreg. Samples of Funter Bay cupriferous and nickeliferous pyrrhotite ore, were treated by beneficiation, roasting, electric smelting of roasted are for matte production, chlorination, leaching, and sulfatizing roasting with subsequent leaching. Funter Bay and Nickel Mountain ores were smelted together to produce matte. Total sulfide flotation, followed by magnetic separation of the tailings to recover entrained nickel-bearing pyrrhotite, resulted in the highest nickel recovery in beneficiation tests on Funter Bay are. Overall beneficiation resulted in recovery of 98.5 percent of the copper and 95.4 percent of the nickel in the concentrate that contained 3.5 percent copper and 1.7 percent nickel.

Organic materials utilized as cable Jacketing, cable insulation, standoffs, insulating boards and potting compositions were identified and d literature survey performed to obtain the required thermal oxidative and moist tracking data. Thirty representative compositions were procured and subjected to thermal and moist tracking evaluations. Tracking was found to invariably result in ignition or glow of the test specimen. Influence of parameters such as electrolyte strength and composition, temperature, conductor spacing, and electrode material were investigated. Volatile s produced by selected insulators on thermal oxidative and electrical stress were identified, quantitated, and their potential impairment action upon a current interrupter assessed.

THE information obtained by examining and analyzing the core drillings from 15 diamond-drill holes shows that with the proper equipment little difficulty should be experienced while sinking the shafts at the 15 selected sites. Although a number of holes penetrated formations containing a high percentage of silica,, the health hazard from dust can be removed by using proper dust-control equipment. Methane was detected in small amounts in only one (hole 5) of the boreholes. The methane hazard should present no difficulty if adequate ventilation is employed while sinking the shafts.

Simulation continues to hold the spotlight among the Operations Research applications in the operational side of mining. One reason for this is the need to solve the many waiting line and storage problems common to the industry. A second reason for using simulation is the central requirement of retrospect testing. Acceptance of a model by management is more likely to depend on its tested performance rather than on the underlying validity aspects of the model itself. Mathematics have not been and may not be developed that will allow all desired system elements to be considered simultaneously. It is in this realm that simulation bridges the gap between theory and useful design procedures. One of the earliest published accounts of simulation at work in the coal industry is demonstrated by the application cf Monte Carlo methods to explore changes in future operating policies for an existing track system (Manula, 1963). By modifying certain control parameters, revision in design changes were evaluated in the computer rather than in the actual production section. A second application which has found wide use in practice is the VFI-OCR Face Simulator (Prelaz et al., 1968). The model developed here has the purpose of allowing the comparison of methods for room-and-pillar face operations end observing their effect on mining prior to actual installation. Proposed changes are tried in the model and the best of these are selected as a guide for better mire management: IBM's own simulation package, the System 360 General Purpose Simulator, has experienced heavy use in solving similar problems and other steady-state situations.

The Bureau of Mines investigated the resource potential of 201 mines and deposits in 28 market economy countries and 17 mines and deposits in the U.S.S.R. and China. The 201 mines and deposits evaluated from market economy countries contain an estimated 34.2 billion metric tons of recoverable phosphate rock (at the demonstrated resource level), with Morocco and Western Sahara accounting for 61% (21 billion tons), followed by the United States with 19% (6.4 billion tons). The 17 mines and deposits evaluated in the U.S.S.R. and China contain approximately 1.5 billion tons of potentially recoverable phosphate rock. Potential annual capacity from low-cost, high-grade producing mines in the United States is estimated to decline significantly during the latter half of the next decade, and the United States will have to develop new, higher cost, lower grade mines in order to satisfy demand into the next century. Of the world's new production capacity which could likely be developed over the next decade, slightly over one-third could be produced at an estimated 1981 cost of $40 per ton or less, and about two-thirds would cost in the $40 to $50 range (including a 15% rate of return). In comparison, moot of the competing phosphate rock from producing mines in Morocco could be produced for under $40 per ton. The United States has sufficient demonstrated resources of phosphate rock (plus huge quantities at the identified and hypothetical resource levels) to satisfy domestic consumption for many years to come, but its future ability to compete in the major export markets against low-cost competitors is much more uncertain.

This study was conducted to provide experimental evidence on the effect of modifications of gasoline front-end composition on the photochemical specific reactivities of automotive emissions. Evaporative and evaporative-plus-exhaust emissions from an automobile operated with four fuels of different volatility and varying levels of C.-C5 olefins were irradiated in a 10040 environmental chamber at three sets of initial hydrocarbon-nitrogen oxides concentrations. Reactivity was measured and expressed in terms of rate-of-NO2 formation and dosages of oxidant, peroxyacetyl nitrate, and formaldehyde. The compositional changes that were necessary in reducing fuel volatility were found to have no significant effect on the reactivity of the emissions. However, replacing C4-C5 olefins with saturated components resulted in sharp decreases in all reactivity manifestations observed for the evaporative emission samples. A lesser influence (of C4-C5 olefin replacement) was found with the composite exhaust-plus-evaporative samples; the effect that was observed could be attributed to the evaporative emission portion of the sample. The data therefore suggest that saturation of front-end fuel olefins had no large effect on exhaust emission reactivity.

With production of coal per man-hour of work highest in history, the coal mines of the United States established a lower accident-frequency4 rate in 1942 than in any year since 1930, the first for which the Bureau of Mines, United States Department of the Interior, collected complete reports of nonfatal as well as fatal injuries. Reports from mine operators and State mining departments showed that 530,861 men were employed in and about coal mines during the calendar year 1942. This number does not include office employees or coke-oven workers. The figure represents a decrease of 15,831 men from the previous year, owing to losses of men to the military services and to more lucrative employment in the munitions and other industries. The loss of men was offset to some degree by an increase in the number of days of mine activity and the average number of hours of work per man during the year. The volume of work done during 1942 was 910 million man-hours, 11 percent more than in 1941. The average employee worked 243 days, 30 days more than in 1941. Production reached the unprecedented total of 640 million short tons, an increase of 12 percent over 1941; 582 million tons came from the bituminous fields of the United States and 58 million tons from the anthracite fields of Pennsylvania. To produce this quantity of coal 1,471 men sacrified their lives, and 69,564 men suffered nonfatal injuries that disabled them for more than the remainder of the day on which the accident occurred. The nonfatal injuries were divided into three groups: 65 caused permanent total disability, 2,045 caused permanent partial disability, and 67,454 caused temporary disability of 1 day or more but did not result in the loss of, or permanent loss of use of, any part of the body.

This Bureau of Mines publication reviews current recycling trends in the United States. Although near-term prospects are poor for recycling most present wastes, urban refuse is an important exception. Such wastes comprise a mine above ground, and much less processing energy is normally required to recycle the constituents of urban ore than to obtain them in equal amounts from natural raw materials.

This paper covers briefly the particular field of dolomite and magnesium limestone; certain uses of high-calcium limestone are mentioned only to show more clearly the limita¬ tions of the magnesian rocks. Such a comparison is helpful because magnesium carbonate is essential for some uses; for others it is immaterial; and for many its presence in an appreciable amount is objectionable. Magnesium carbonate, occurring as a rock resembling limestone or dolomite, is described in United States Bureau of Mines Information Circular 6437, Magnesite. Other com¬ pounds of magnesium are described in United States Bureau of Mines Information Circular 6406, Magnesium Compounds (Other Than Magnesite). Limestone, geologically, is a rock composed essentially of calcium carbonate; commercially, however, the term may include dolomite and magnesium limestone.

The technological work of the division is performed by sections. Thus, an efficient organization is provided to prosecute the various problems under investigation, and a logical system is set up for presenting the material contained in this report.
