In 1960, the Secretary of the Interior, acting under the provisions of Public Law 454, 80th Congress, appointed a Lignite Advisory Committee to aid in programming research on coal (lignite) of the north-central area. The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. The Bureau of Mines is developing estimates of capital investment, operating cost, and selling price for underground mines producing bituminous coal by various mining methods. This study estimates the required capital investment, operating costs, and selling prices for two hypothetical mines designed to produce 1.5 and 3 million tons per year (MM tpy)3 by using a longwall system in conjunction with a continuous-mining system. The coal properties being mined are assumed capable of sustaining a 20-year product Lon period. Wages and union welfare payments used in this study are those in effect as of December 6, 1975, as set forth under the National Bituminous Coal Wage Agreement of 1974. Costs of materials and equipment are based on January 1976 Indexes. Initial capital investment is $33.8 million for the 1.5-MM-tpy mine and $61 million for the 3-MM-tpy mine. Capital requirements, including deferred investments, were estimated to be $52.5 and $94.2 million, respectively. These figures translate into total capital investments of $34.87 and $31.31 per ton of annual production. Assuming a desired 15-percent discounted cash flow rate of return, with Federal income taxes at 50 percent, the required selling prices would be $12.06 and $10.94 per ton for the 1.5- and 3-MM-tpy mines.

Many bituminous coal-mining companies have inaugurated extensive safety programs, but the failure to have approved or permissible equipment or safe practice in only one part of a mine has resulted in disaster. The necessity of using only equipment bearing the U. S. Bureau of Mines approval plate is emphasized by the fact that many accidents are the direct result of carelessness on the part of trusted employees using non-permissible equipment. A concrete example is found in the case of an explosion on October 26, 1926, in a mine in the Pittsburgh district, Pennsylvania. Story of the Explosion At about 10 o'clock on the night of the explosion an examination was made in No. 2 butt left and parallel off No. 14 north, and was found to be clear of dangerous accumulations of gas. (See figure). Several hours later a crew of two men brought a self-propelling rock-dusting machine within 50 feet of the face of No. 2 butt parallel before they examined for gas. The machine operator found an accumulation of explosive gas about 13 inches from the roof. He began to wave his arms thoroughly mixing the gas and air. Undoubtedly a highly explosive mixture was created, and as the men attempted to run the machine back to fresh air as explosion occurred.

Before listing the laboratories and the work performed there, it is proper to make clear what is done and what is not done by Federal bureaus, States, and Territories, as well as by Canada and Mexico. FEDERAL Bureau of Mines. - The Bureau of Mines does not make assays, analyses, or tests for individuals or firms unless they be incidental to investiga¬tions that are of possible benefit to the entire mineral industry. All significant results obtained in this way are made public through published reports. Any mineral sample sent to this Bureau for simple identification will be subjected to a cursory examination.

The Bureau of Mines inventoried the land in southwestern Alaska to classify ownership and availability and compared this land with known mineral terranes and mineral deposits. This report discusses and quantifies the potential for favorable location of mining claims for metalliferous (locatable) mineral deposits. Of the nearly 24 million acres that constitute the study area, approximately 3.6 million acres or 17% are available for mineral location, 3.4 million acres or 14% are available with restrictions, and 17 million acres or 71% are unavailable. Mineral terranes are known to underlie about 7.8 million acres or 33% of the study area; 3 million acres or 38% occur on land available for mineral location, 1.3 million acres or 17% occur on land available with restrictions, and 3.5 million acres or 45% occur on unavailable land. The State of Alaska has opened over 91 % of its land in the study area to mineral location; in comparison, the Federal Government allows mineral location on 0.07% of the land under its jurisdiction. There are 117 known mineral deposits or occurrences within the study area, including 77 lode deposits and 40 placer deposits. Of the 41 lode deposits occurring within a mineral terrane, 2 occur on available land.

At the Sinclair Study Site it was found that the deeper the soil the greater the yield of corn, soybeans, wheat, alfalfa, and timothy. Yields at this location were generally lower than those at the Alston Surface Mine. At Alston the non-prime land treatments generally produced greater yields for all crops than did the prime farmland treatments, however, the intermediate soil thickness, 20 cm topsoil over 40 cm of subsoil, gave the best yields, provided it's subsoil had been limed. From a chemical point of view, acidic spoils do not need to be buried by 120 cm or 4 feet of soil, provided adequate lime is applied to these spoils as a barrier prior to placement of good quality topsoil and only forage crops are to be grown. The burial depth must be increased to as much as 75 cm when grain crops such as corn or soybeans are to be grown. This response to burial depth appears to be related to water storage needed by the crop and not due to toxic effects of the spoils. A conventional farm tractor-mounted subsoiler increased yields of soybeans and corn the first one or two years, but the effect was diminished with time. Subsoiling did not produce significant increases for alfalfa or wheat. However, ripping with a bulldozer produced significant yield responses, especially for corn and soybeans, that have lasted for at least three years. The ripping effectively reduced the bulk density at least within the zones through which the ripper had passed. Liming the upper 20 cm of subsoil significantly increased yields of alfalfa, corn, and soybeans. There also appeared to be an interaction between this lime treatment and soil depth. Yields of some grain and forage crops may be high enough to meet target levels for bond release for prime farmland. Based on the present study, one should not expect corn yields to be high enough to meet bond release. This statement should not be considered final since the experiment is not complete.

"INTRODUCTION The Bureau of Mines, in cooperation with the Federal Geological Survey, explored the Crowell fluorite mine by core drilling in 1945. Claims investigated are in sec. 14, T. 12 S. R. 47 E., M. D. B. & M., in southern rye County, Nev., about 5 miles east of 'Beatty.The twelve holes drilled by the Bureau totaled 3,661 feet. During 1945 the mine operator drove extensive exploration drifts, in part to verify results of the Bureau's work. The drilling program was designed to test for extensions of ore bodies known in the mine.The Crowell mine has shipped Ore to steel plants on the west coast for the past 20 years. During the war this market called for all the fluorite the mine could produce, but previously there were periods when it was difficult to sell ore or concentrates.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Although the explosion-fatality record for the fiscal year 1944 showed considerable improvement over those of the preceding 4 years, it is still fur from creditable, and the coal-mining industry and agencies interested in the prevention of coal-mine accidents should not be satisfied until accidents from explosions and fires are eliminated. In view of present knowledge of the methods of preventing explosions and fires, such disasters are inexcusable and discredit the mining industry. Despite this knowledge, far too many coal¬mine operators and employees continue to follow procedures that have resulted in disasters in the past. Included in the appendix to this circular are a number of safety measures designed to prevent coal-mine explosions and fires and metal-mine fires. Their adoption is essential if explosions and fires are to be prevented, as certainly they should be. An epidemic of disastrous mine fires of electrical origin during the past 2 years emphasizes the need for better methods of protection of underground electrical circuits. At present, committees of mining-electrical engineers, electrical-equipment manufacturers' representatives, and others are cooperating with the Bureau of Mines seeking means to solve this problem.

The paper presents some interesting features in connection with the methods employed in Russia and describes certain variations in standard methods which might conceivably be applied to a limited extent in this country.

This report describes the engineering work leading to the design of an underground coal mine piping system to transport approximately 2,000,000 cubic feet per day of methane gas to the surface from degasification holes drilled horizontally into the coalbed in existing coal mines. Safety instrumentation for detection of gas leaks and provisions for automatic emergency shutdown are included in the design. It also includes specifications for a safe system of handling gas, water, and drill cuttings during drilling of the horizontal holes and recommendations for compressor and metering facilities at the surface. The main pipeline is recommended to be constructed of polyethylene plastic pipe joined by a butt fusion method while lateral lines and separator and meter piping at the horizontal holes are recommended to be screwed steel piping. The materials used are to be resistant to the forces of impact exerted by falling rock. The pipelines are to be suspended from the ceiling with pipe hangers. All steel components are protected from chemical corrosion by applying protective coatings and the vertical casing to the surface is protected from electrolytic corrosion by a rectifier station. Methane gas detectors monitor the mine atmosphere to detect the presence of gas leaks and a pneumatic plastic tubing line provides for control of the safety shutdown system. Both the recommended design and the required construction procedures are in compliance with the applicable Federal codes for coal mine safety.

THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) become law April 5, 1644, and a period of intensive research and development in this field was begun by the Bureau of Mines. As part of this program bulletins were published on a pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and oil shale.5 The Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because coal gasification is prerequisite to Hither the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable, collection of technical information in this form will be valuable. The material is presented in three parts, as follows: I. United States Patents. II. United Kingdom, Australian, Canadian, and South African Patents. III. Belgium, French, German, Italian, and Swedish Patents. The domestic patents for this bulletin were collected between 1963 and 1955. Some of the Foreign Patents were collected at the same time and a few of them later in 1961. Part I was published in 1960; Part II was published in 1962.

Samples were taken of industrial mineral waste materials which are potentially capable of being used for filling underground coal mines for subsidence control in the Pittsburgh and the Scranton-Wilkes Barre areas of Pennsylvania. The samples were subjected to potentially relevant standard tests which are commonly used 1n the evaluation of soil materials and mineral "aggregate materials. Measurements of plasticity, liquid limit, and gradations, particularly in the -200 mesh size range, indicated a comparative lack of clay minerals. Cementitious reactions between sources of alkali, such as calcium hydroxide or portland cement stack dust, and of silica, such as clay or fly ash, were found to occur in various mixes of high-bulk materials. Strengths of up to about 400 psi at 84 days were observed. The possibility of emplacement of high-bulk material by both turbid flow (or density currents) below water and by mud flows above water were considered and both appear to be reasonable and possibly simpler than the current mechanisms of emplacement.

In the Coastal Plain sedimentaries of northeastern Mississippi, high-alumina clays and kaolins, which are bauxitized locally to varying degrees, are found in many places along the contact between the Midway (Paleocene) and the Wilcox (Eocene) series. The trace of the contact extends from Tippah County, on the Tennessee border, south to Winston County, thence southeast to Lauderdale County, and into Alabama. Its length within Mississippi, disregarding sinuosities, is 185 miles (fig. 1). Commercial production of bauxite from the region has amounted to about 400 tons, shipped from one outcrop in Komper County. In December 1941 and January 1942, the Bureau of Mines and the Federal Geological Survey made a reconnaissance survey of the contact zone and selected the most promising areas for further study. In 1942, four areas in Benton, Union, and Pontotoc Counties were investigated by auger and rotary core drilling, and in 194, core drilling was done on five areas in Kemper, Noxubee, and Winston Counties. The present report records the work done by the. Bureau of Mines and the factual data obtained from the investigations of the nine areas in the two projects.

The purpose of the study was to 1) examine the social and economic impacts of surface mine blasting in relation to variations in conditions of terrain and geology, population density and type, levels of ground motion and air blast; 2) consider technical, legal and government policy issues; and 3) examine the potential, nature and extent of surface mine blasting impacts and its regulations upon both communities and surface mining companies. Phase One designed the empirical research and technical analyses of Phase Two, focused upon surface coal mining and quarrying in the Eastern U.S. Several broad conclusions are evident: 1) blasting is not the major issue for communities or surface mine companies; 2) while the number of instances of severe cracking or annoyance are relatively small, the impact can be severe for individuals immediately involved; 3) blasting/drilling cost curves tend to rise significantly at intervals below 1.0 particle velocity, in/sec, dependent upon the size of a permit area and the size of a mine; and 4) the legal, complaint, cost and density analyses do not suggest the need for a general lowering of present regulations.

The zinc-lead ore reserves of the Tri-State district of Kansas, Missouri, and Oklahoma, as of December 31, 1947, are estimated at a total of 66,100,000 tons of crude ore containing 2.18 percent metallic zinc and 0.38 percent metallic lead. The Bureau of Mines began estimating the reserves in October 1945 and completed the' work December 31, 1947. A total of 38,900 acres of land representing approximately 5 percent of the area of the district is covered in this report. The work was confined for the most part to properties developed or partly developed by drilling and underground workings, and to acreage sufficiently drilled out to indicate ore of enough tonnage to make a commercial undertaking. The acreage in which ore reserves exist is widely distributed in all three States. A map of the Tri-State area is shown in figure 1. The remaining 95 percent of the area is not necessarily nonproductive but represents, possibilities for future exploration and development of additional mineral resources when and if economic conditions or national necessity encourage such work. Of the total reserves, 41 percent are in Missouri, 38 percent in Kansas, and 21 percent in Oklahoma.

In this two-year study, an evaluation of mining and reclamation practices at 159 randomly sampled surface coal mines in the United States was conducted. It is concluded that reclamation practices in most of the 22 coal-producing states were adequate during 1975, but that improvement in reclamation performance was desirable in the acid area of the central U. S. and in mountainous southwestern Virginia. Productivity improvements should result from research to determine efficient or optimal operating procedures for dragline stripping of single and multiple seams, surface mining of lignite, multicut and multiseam haulback mining on steep slopes, mountaintop removal, and surface mining in swampy or deeply glaciated areas. Specific candidate research projects are discussed in this report.

The data in this bulletin were obtained during an investigation of screening practice by the University of Illinois engineering experiment station and the United States Bureau of Mines under a cooperative agreement between them and the State of Illinois Geological Survey Division. Earlier work on this subject includes a study of the general practice of coal preparation in Illinois, made in 1914 and published in 1916,1 and an investigation of Illinois coal-washing methods, results of which were published in 1912 in a bulletin 2 that contained complete information on the methods then in use for sizing washed coal. OBJECTS OF THE INVESTIGATION The present investigation was limited to a study of screening as applied in preparing mineral products with the expectation of obtaining more comprehensive information on screening machinery.

This publication contains routine analyses and related source data for 377 natural gas samples from 19 States and two foreign countries. Of this total, 373 samples were collected during calendar year 1970. The remaining four samples were collected during previous years, but releases granting per-mission to publish the analyses were not received until 1970. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Twelve previous publications have presented the results of 9,050 gas analyses prior to 1970.
