"INTRODUCTION The property was first examined by an engineer 3/ of the Bureau of lanes in December 1942 and was later investigated by the sane engineer in January and February 1943. Prominent outcrops and underground exposures of high-grade iron ore, together with mention of sizable intersections of hematite in logs of four widely scattered churn—drill holes, indicated the possible occurrence of a substantial tonnage of iron ore at this old copper producer.From March to May 1943, detailed topographic and geologic mapping of the property was done by the Federal Bureau of Mines, the Federal Geological Survey, and the Arizona Bureau of Mines.Funds were allotted for exploration of the property by churn and diamond drilling. This work was started in December 1943 and completed in June 1944.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. This report (System Safety 2.1) is the second in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 [IEC 1998a,b,c,d,e,f,g] and other recognized standards. The scope is “surface and underground safety mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system.

This report presents findings from a Bureau of Mines study on barriers that may prevent miners from correcting and avoiding groundfall hazards. Such barriers stem from four basic types of problems: (1) inability to recognize groundfall hazards, (2) inability to correct groundfall hazards, (3) lack of motivation to search for groundfall hazards, and (4) lack of motivation to correct groundfall hazards. Data are presented that summarize the views of miners, section supervisors, and mine inspectors about the contribution of these barriers to groundfall accidents and what they think should be done to reduce the frequency of injuries sustained by falls of roof and rib. The report also includes a summary of miners' responses concerning their recent experiences with groundfall accidents, along with industrywide statistics on accidents and injuries caused by ground falls in underground coal mines.

Detailed oil yield, lithologic, and mineral distribution data are presented for core and drill-cutting samples from the Western Oil Shale Corp. Project Utah EX-1 Corehole (WOSCO EX-I), drilled to sample a deeply buried oil-shale sequence in the Green River Formation of Utah's Uinta Basin. Drilling of this corehole was part of the evaluation of this site for possible oil-shale development by nuclear explosion. Sections sufficiently thick for nuclear development average 15 gallons per ton or less and consist predominantly of low-grade shales. Some properties of low-grade shales may be advantageous to a nuclear experiment by facilitating breakage, fracture development, and in situ retorting. The formation correlates precisely with the well-studied oil shales 25 miles east near the Colorado border. A 235-foot mineralized section containing nahcolite, shortite, and searlesite whose bottom lies 300 feet above the Mahogany zone is described.

The primary objective of this Bureau of Mines research was to measure the size distribution of respirable quartz collected at metal mines, nonmetal mines, and processing plants to select the best reference standard for use in quantifying quartz in mine and plant dust samples. The secondary objective was to size all the nonquartz particles collected at the same sites. Particle size measurements were made on 29 samples using a scanning electron microscope in the backscatter mode of operation, interfaced with an image analysis system. The Mine Safety and Health Administration, Denver, CO, provided the 29 samples, which were collected at mines and processing plants in 19 states. The accumulated particle size measurements indicate that NBS 1878, minus 5-f.lm Hin-U-Sil, and minus 5-f.lm Supersil would be preferred over Silver Bond B as reference standards for most quantitative determinations by X-ray diffraction and infrared spectrometry. The respirable dust samples collected at sand plants, however, would be better served by a new reference standard having a quartz particle size distribution of approximately 2.2 um, as none of the four existing reference standards matched closely with them. Commercially available NBS 1878 and minus 5-um Hin-U-Sil CQuid be used as reference standards for 28 of the 29 samples studied in this investigation.

The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be don and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treaty of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. [ ]

In the method used in the Health Branch of the Bureau of Mines for petro-graphic identification of the minerals in a rock, the sample is crushed, ground to a fine powder in a mortar, the powder is put on a slide, a drop of index oil and a cover slip are added, and the slide is ready for examination. The rock should be ground fine enough so that most of the particles consist of only one mineral, otherwise identification is difficult. Finally, the amounts of the minerals present in the sample are estimated to the nearest 5 or 10 percent. When quartz grains are mixed with some claylike minerals) of which by far the most common example is quartz and kaolinite in a shale, grinding in a mortar does not always separate the quartz from the kaolinite; instead, the quartz grains become coated with the kaolinite and are not visible, even after careful search. Talc acts Similarly, but muscovite and pyrophyllite do not. In evaluating the possible silicosis hazard of breathing dust from a shale, it is essential to be able to see and identify all of the quartz grains, as the other minerals present are relatively innocuous.

With the growing importance of fluid injection in recent years, the petroleum industry has been investigating and field- testing a variety of new methods designed to modify the physical properties of reservoir oil to improve the efficiency of gas and water injection. These procedures include condensing-gas drive, LPG (liquefied petroleum gas) injection, alcohol-slug process, high-pressure-gas displacement, detergent-solution flooding, and in situ combustion (30, 37).3 A new and different method to increase the effectiveness of gas and water injection has been tested by the Bureau of Mines, Consideration of both fundamental and practical factors that operate to limit the oil recovery attain- able by conventional oil-displacement mechanisms led to the concept of a displacement mechanism called the foam-drive method. This report describes the experimental study that tested this concept in the laboratory.

In recent years the Government and other large consumers of coal have appreciated more and more the desirability of definitely determining by chemical analysis and test the character and quality of the coal they purchase. Higher prices for coal point forcibly to the need of giving more study to engine room and boiler room efficiencies and economies; this implies an intimate knowledge of the character and quality of the fuel used. Analyses and tests of delivered coal furnish data whereby power plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for technologic investigation of fuels and the analyzing and testing of fuels belonging to or for the use of the United States Government, a laboratory is maintained at the Pittsburgh station of the Bureau of Mines, where samples representing deliveries of coal purchased for Government use are analyzed and tested.

This was a study to identify and evaluate known technologies employing electromagnetic resonance phenomena in solid minerals for their identification and assaying, particularly assay logging of exploratory boreholes. A comprehensive literature search and study revealed some little known NMR (nuclear magnetic resonance) techniques developed by Professor G. J. Béné's group at the University of Geneva, Switzerland. These are suitable for use in weak, inhomogeneous magnetic fields. Laboratory NMR tests of numerous U.S. ore minerals showed good identifying signals from phosphates, fluorspar, bauxite, oil shale, and spodumene (lithium) ores, but not from the copper, lead, antimony or manganese ores tested. Use of EPR "signatures" for such ores is suggested. A conceptual design for an NMR assay logging system is proposed.

The Bureau of Mines used several laboratory batch flotation schemes combined with magnetic separation to investigate the feasibility of recovering potash feldspar and glass sands from molybdenite tailings. Four molybdenite tailings or prospective tailings were used as test samples. Feldspar concentrates containing from 10.7 pct to 12.0 pct K2O were recovered from three of the four samples. The alkali content of the fourth sample met the grade for a mixed feldspar. All the feldspar concentrates contained iron in excess of the 0.10-pct-Fe203 specification for most uses. Electron-beam microprobe examination of the feldspar concentrates showed the presence of an iron-bearing potash feldspar in quantities that were excessive with respect to most iron specifications. However, a high-quality glass sand was produced from all of the samples.

Domestic bismuth supply was projected from production figures for the ores in which it occurs--copper, lead, zinc, and tungsten. Published and unpublished data concerning host ores were examined to determine bismuth reserves and resources, and mine production. Potential recoverable bismuth occurring with reserves and resources of copper, lead, and zinc was estimated to be 36.3 million pounds. A bismuth availability diagram was developed from quantity estimates and ratios of production cost to value for these host ores. Additional recoverable bismuth occurring with domestic tungsten reserves was estimated to be 1.5 million pounds. Domestic byproduct production of bismuth will approximate 1.3 million pounds annually by 1980. This quantity will provide about 37 percent of the 3.5-million-pound estimated requirement for that year. Known world supply of bismuth appears to be sufficient for world demand to the end of this century. The study indicates that bismuth reserves and potential resources in the rest of the world have not been adequately reported.

This investigation was undertaken to develop methods to improve the quality of titanium sponge produced by the Bureau of Mines modification of the Kroll magnesium reduction process. Research revealed that by systematic elimination of detrimental impurities introduced with the raw materials and by improved handling and processing techniques, high-quality ductile titanium with a hardness of less than 110 B.h.n. (Brinell hardness number) can be produced consistently. This improvement was accomplished by helium (or argon) stripping of residual atmospheric and other dissolved gases from the titanic chloride, preliminary dehydration of crude titanium sponge, and careful regulation of the titanium tetrachloride (TiC14) feed rate to the reactors.

This report contains the results of tests performed on three large diesel engines to determine their ability to meet selected criteria of the Mining Enforcement and Safety Administration Regulations for equipment used in gassy, non-coal mines. Study efforts were first directed toward determining the types of equipment expected to be used in underground oil shale mines. Three typical engines in the 800-1200 horsepower range were then selected for testing. Intake flame arresters, exhaust scrubbers, and water jacketed exhaust system were designed and built for each engine. During testing, each engine was evaluated for its gaseous emissions output, adequacy of the exhaust gas cooling system, ability to withstand internal explosions, and adequacy of the flame arresters. Surface temperatures of the engine and exhaust cooling system were determined under full load operation.

While developments in Australia dominated the minerals industry of the South Pacific area, New Caledonia's nickel, manganese ore from New Hebrides, gold from Fiji and New Guinea, and phosphate rock from several small islands were significant in world supplies of those materials. The total value of mineral commodities produced in this area in 1965 has been estimated at about $763 million an increase of nearly 16 percent over the value reported in 1964. Increases were recorded in mineral production value with respect to that of 1964 for all of the countries except Papua-New Guinea where lower gold output resulted in a drop of about $300,000 and in the several phosphate-producing islands that collectively recorded a value decline of around $1.3 million. Exploration and development activities continued at an intensified level, not only in Australia and New Zealand but also in the British Solomons, Bougainville, and Fiji. Substantial additions to world supplies of iron ore and bauxite are assured and recent discoveries of natural gas, manganese ore, and nickel combine to give Australia a brilliant mineral outlook. Important discoveries of copper on Bougainville Island and on Vanua Levu, the north island of the Fiji group, and a gold mine on Misma Island were being developed during the year, with plans for early production underway. In New Zealand progress has been made on the New Zealand Steel Company project, and preliminary appraisal of a new titano-magnetite beach sand resource on the South Island has aroused considerable industrial interest. Extensive geophysical investigations were carried out in the British Solomon Islands and on Fiji's goldfields. The expansion program that will double output of products by New Caledonia's Société Le Nickel continued through 1965, and several foreign private companies have expressed a desire to initiate additional industries based on nickel prospects in New Caledonia.

"Coal may be and has been hauled safely at approximately the same cost with permissible2 storage-battery locomotives as with trolley, cable-reel, crab-reel, or nonpermissible storage-battery locomotives. While in general, thinking mining men readily admit the relative safety of the permissible storage-battery locomotive there are some persons who question the safety of this type; however, the greatest opposition to the widespread use of storage-battery locomotives is from those who believe them to be more expensive to operate and to be more expensive in first cost than the trolley or cable-reel locomotive. Data collected during a comprehensive study- of storage-battery and wired transmission of power in some Pennsylvania and West Virginia coal mines indicate that there is but little difference between the cost of hauling with cable-reel or with storage-battery locomotives. It would appear that if this fact were mere generally known mine operators of the more progressive type would install such equipment and avail themselves of greater safety in hauling coal.The need for greater safety in haulage in coal mines is readily understood when it is considered that during the 12 month period, July 1, 1929 to June 30, 1930, trolley or cable reel gathering locomotives caused four explosions in which 407 lives were endangered, 11 persons were injured, and 30 lives were lost. Still another disaster was averted by the vigilance of a fire boss, who discovered a stratum of gas 3 feet thick at the top of an entry into which a gathering locomotive was about to enter. Other explosions not resulting in any fatality probably have not been reported. In addition numerous fires have been caused by trolley or cable-reel locomotives, and these fires probably would have been avoided had permissible storage-battery locomotives been used."

This publication is a compilation of tested methods for the analyses of titanium tetrachloride, titanium sponge, and various intermediate materials and products. They are presented in concise form without the detail usually found in publication of new methods because many of them are modifications of well known procedures. The Electrometallurgical Experiment Station, Boulder City, Nev., has been developing titanium production methods since 1945. Most of this development was on a modified Kroll Process but also included work on sodium reduction and electrolytic methods. During these years a large variety of samples were analyzed. Most of the analytical problems were solved using published methods or modifications of the same. At the start, there were no published procedures for analyzing titanium sponge using spectrochemical methods. A great deal of study was given to testing several of the well known techniques, and some of them, such as direct sparking of the metal, proved to be completely unsatisfactory. Solution-spark techniques were finally tried, and satisfactory procedures were developed for some of the more common impurities. These spectrochemical methods were then put into routine use for several months before their publication.2/ Some new modifications have been made, and techniques have been developed to determine other impurities found in titanium sponge and tetrachloride. All spectrochemical methods used in 1954 are included in this publication.
