Energy Incorporated has prepared this final report presenting the results obtained from the program for extracting alumina from anthracite culm along with the recovery of energy. This work has been accomplished under the auspices of the U.S. Bureau of Mines with technical coordination through the bureau's Reno, Nevada facility. The objective of this program was to develop a process to recover alumina and energy from Northeastern Pennsylvania anthracite mining waste. The program included Identification of sufficient resources to support a commercial facility, identification of the operating parameters which maximize alumina and energy recovery, the development of a conceptual process design, preparation of material and energy balance(s), and the performance of a system economical analysis. The program was conducted in three major phases. In the first phase the program concentrated on selecting several anthracite culm banks capable of supporting a commercial alumina producing facility. The chosen banks were then sampled and analyzed leading to the selection of two banks which were chosen far testing. The Harry E. and Eckley culm banks were the ones selected. Material from these banks was tested in Energy Incorporated?s Idaho Falls, Idaho testing facility. Parametric testing was accomplished in an eight-inch-diameter fluidized bed test facility. The test program consisted of twelve separate tests. After critical operating parameters were determined, the second phase started: process development in EI's 18-inch fluidized bed test facility. Three material and energy balance tests were completed in this facility. Following these tests a 72-hour demonstration test was performed. The data acquired from these tests were used in the last phase: the process conceptual design and economic analysis. The design basis was a commercial scale facility capable of producing 500,000 tons of alumina per year for 15 years. Based on the test program, It is technically feasible to build and operate such a plant today. The facility would produce, along with the alumina, 81.5 MWe of electricity for outside consumption. A preliminary rate of return indicates that the plant is not feasible with today's economic conditions. An increase in the market price of either the alumina or the electricity is required to provide an attractive rate of return for the facility.

The goal of the U.S. Bureau of Mines diesel engine research program is to reduce exhaust emissions from diesel-powered equipment used in underground mines. This research has led to significant advances in aerosol measurement and to the development of more effective emission controls. This Information Circular contains reports of some of the presentations made at the Bureau's Information and Technology Transfer Seminar on Diesels in Underground Mines given in Minneapolis, MN, on September 29-30, 1992. The seminar emphasized the measurement and control of diesel particulate matter emissions. Topics covered include a discussion of the health issues associated with the use of diesel equipment underground, an overview of regulations, measurement techniques for diesel exhaust aerosol, levels of diesel exhaust pollutants found in mines, and modern emission controls. An appendix is included that contains a report describing the capabilities of the Bureau's diesel emissions research laboratory, two papers describing the effects of engine maintenance or: emissions, a paper describing the monitoring of carbon dioxide in mine air as an indicator of air quality, a glossary, and a list of abbreviations and acronyms.

There are no producing or developing mines in the study area. The only mineral production was stone from a basalt deposit near Indian View Point. Cinders and sand and gravel have been produced from deposits within 1/2 mi (0.8 km) of the boundary. Stone, sand and gravel, and cinder deposits inside the area are not considered resources because equal or better quality material is found closer to markets. The study area has no known oil and gas, coal, geothermal, or other energy related deposits. However, in 1982 application was filed on 25,000 acres (10,125 ha) of petroleum and on 15,000 acres; (6,0/5 ha) of geothermal leases.

1. Estimates have been made for eight coal beds in Marion County, but only the Pittsburgh is important from a production standpoint at this time. The Pittsburgh bed has the largest recoverable reserve, and the Sewickley is second in importance. 2. Known measured and indicated reserves thickness of 14 inches and on 1,800 short tons estimated at 3,141 million tons, as of January lion tons is in beds 28 inches and more thick in all beds, based on a minimum per acre-foot of coal in place, are 1, 1955. Of this total, 2,983 mil-Areas in each bed were omitted from the estimate because available data relative to the bed characteristics were too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

"INTRODUCTION The mineral found in natural-chromite deposits is never pure Fe0.Cr203, but rather one in which the Fe0 and Cr203 are in part replaced by Mg0 and A1203, respectively. The purest gravity concentrates from many domestic de¬posits consist of a mineral referred to as ""picotite,"" in which this isomorphous replacement is such that the ratio of chromium to iron is low. The Bureau of Nines has investigated methods of chemically beneficiating ores that contain too much iron to be classed as ""high-grade"" chromite 3/ Early investigations 4/ demonstrated that high-iron chromite or picotite ores can be roasted with carbon to obtain selective reduction of the contained iron, and that most of this reduced iron can be removed by acid-leaching the roast products to produce residues of higher chromium-to-iron ratios. tests 5/ indicated that commercially acceptable reaction rates cannot be obtained at roasting temperatures below 1,3000 C., using solid carbon as reducing agent. By this high-temperature reduction and subse¬quent acid-leaching, however, all ores investigated, regardless of the original composition, readily yielded residues considerably better than the minimum specifications for high-grade chromite.In an effort to obtain satisfactory reduction of chromite at lower temperatures, liquid and gaseous seducing agents were tested with varying success. Of the several reducing agents used, methane appeared to be the most promising and was shown to be highly effective at temperatures between 1,000º and 1,100º C., roughly 300º below the roasting temperatures necessary in solid carbon reduction. Further experiments indicated that mixtures of methate with some diluent (hydrogen or other nonoxidizing gas) gave better reduction than did methane alone."

STATISTICS of injuries in the quarrying and related industries in the United States first became available when the Bureau of Mines collected reports from the operating companies for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1952, is the 33d publication containing statistical data on injuries at quarries and related plants, and it is the first to be published since 1944. The last publication was Bulletin 458, Quarry Accidents in the United States during the Calendar Year 1942. The unpublished statistics for 1942-51 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries at quarries, but there is no Federal law that compels operators to supply such data, and the reports received from operators are voluntary responses to the Bureau's requests for information. Although the figures presented herein may not be complete for the entire industry, every effort has been exerted to make them so, and the figures given are believed to be thoroughly representative of the hazards to which quarry workers are exposed. Moreover, the figures are com¬parable as between States -which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or to comprehend the relative importance of the various causes of injuries in the industry as a whole.

On 26 August 1971, the Bureau of Mines, through the Spokane Mining Research Center at Spokane, Washington, approved initiation of the evaluation of oscillatory energy toward enhancing flow of polymer into shale. The effort was an outgrowth of work performed under Bureau of Mines Contract H0210055, "Feasibility Study of Surface Impregnation equipment for the Chemical Stabilization of Coal Mine Structures," wherein feasibility of the impregnation concept was expressed and the detailed design of a machine for impregnation of coal mine roofs with polymer (under static pressure head) accomplished. Under these efforts, the potential enhance¬ment of polymer uptake into the shale thru superposition of oscillatory energy on the static impregnation pressure was suggested. A proposal for investigation of this phenomena entitled "Feasibility Study of the Application of Oscillatory Energy as an Aid to Afford Chemical Stabilization" was presented to the Bureau whereupon a three month program for initiation of investigation was approved.

The data published in this retort cover only one phase of a special study of tile physical and chemical properties s of only Alabama coals made by the Bureau of Mines. In addition to determinations of friability, the survey included determinations of grindability, B.t.u. value, and ash-fusion temperature. Assay distillation tests, both for high- and low-temperature carbonization, and proximate and ultimate analyses were made also. However, this preliminary paper is concerned only with the results of friability tests and is issued to expedite the release of this information to the public. The friability, test measures the liability of a coal to break into smaller pieces when subjected to repeated handling, as occurs in the mining, preparation, and transportation operations. Friability depends on many physical characteristics of the coal that vary not only between different seams but also in the same seam. The laboratory methods of determining friability have been developed to give a practical means of estimating degradation of size. So far as is known to the authors, no data on the friability of Alabama coals have ever been published. This caper makes available for the first time fairly comprehensive3 information on this subject. Because the procedure for the tumbler test for determining the friability of coal is relatively new to the coal operators, the authors Lave included a, complete description of it in this report.

1. The Pittsburgh bed is the most important bed in Brooke County and virtually the entire production of coal in the county comes from this bed. 2. The Bureau of Mines has developed a portable recording methanometer that utilizes the Bureau's methane sensor. The methanometer can operate continuously for at least 30 hours on small, sealed, rechargeable lead-acid batteries.

Because the cutting and polishing of stones are parts of the work of the Bureau of Mines in its study of rocks and minerals and in the determination of specimens sent in for identification, it was decided that a circular covering the subject in a general way would be of practical interest. As several books and periodicals give details of the problems in cutting and polishing, this report will not duplicate their information more than necessary. The Bureau of Mines is sponsoring a variety of long-term, high-risk research to advance state-of-the-art technology in U.S. underground coal mining. This report reviews the status of many Bureau projects that support fundamental underground coal mining operations; the project areas include cutting coal from the solid (extraction), hauling coal from the face (transport), and activities that sustain daily operations (logistics). Innovative equipment and technology have been developed, with these major objectives: to significantly improve coal mine productivity, to further advance coal recovery and personal safety within the mining industry, and to reduce the time needed to develop longwall panels. The majority of the prototype equipment covered in this report either has undergone or will undergo comprehensive evaluation at Bureau surface test facilities so that performance and reliability can be improved before the equipment is tested and evaluated in a working section underground.

Literature review and extensive field survey of line and check curtain materials and practices showed: ? Miners, in general, know how to set tight curtains, and do so when needed. ? The tradeoff is economic; tight ventilation is labor-intensive. Line and check curtain techniques found are catalogued and evaluated. A fieldworthy 10 ft extensible brattice to maintain a 10 ft setback was found in use in two mines on continuous miner faces. This technique was evaluated in the laboratory for leakage and methane control at the face. Significant results include: 1) Air leakage through a gap in the extensible curtain depends upon the ratio of the cross-sectional areas between entry and return as well as gap area; 2) Gap shape has no significant effect on methane concentrations at the face -increasing gap area diminishes ventilation effectivness; and 3) Substantial reductions of CH4 concentrations at the face were accomplished by brattice extensions with gaps of up to 5 ft2 in area. An "inby hook," inserted in the roof automatically to make possible the deployment of a longer (20 ft) brattice extension in the context of a remotely controlled miner, was tested in various roof types. Insertion of this design succeeded only in coal.

The first use of the new cationic reagents indicated their superiority- as collectors in the flotation and a. agglomerate tabling of micas, feldspars, quartz, clay, and other acidic mineral, but the separation n of these minerals from each other necessitated study of the flotation of each mineral.]

West Virginia University researchers examined risk and exposure in the roof bolter operator's job and developed approaches for preventing accidents and for evaluating system and human performances that may be appropriate as a general application to improve safety and efficiency in the industry. Using a microanalysis of accident data and underground observations, the researchers classified bolting injuries within one of four work routines: 1) drilling bolt holes; 2) bolt installation; 3) machine tramming, (re)positioning and setting the ATRS; and 4) general face preparation. Time and motion studies were then combined with injury data analysis to develop risk and severity indices, as well as a severity-weighted index that served to determine the degree of risk and exposure by work routine. More than two dozen bolting-related problems were identified as potential situations that could lead to injuries or expose workers during their job. Approaches to avoid these situations were suggested and then applied at six mining operations to evaluate specific problems in roof bolting operations. These suggestions encompassed the three E's of Safety (Engineering, Education, and Enforcement) and emphasized the analysis of worker behaviors that lead to human error accidents.

The rare metals are becoming increasingly important to our industries. Rare-metal alloys have properties which indicate that we are only on the threshold of the possibilities of their utilization, not only in making nonferrous alloys, but also as special steels. Not only are their uses broadening rapidly, but the metals are affecting our industries in other ways. The oxides and some salts are used as pigments; others have medicinal value. The pure metals are made into filaments for incandescent lamps, and targets for X-ray tubes. By their efficient use in alloys, the weight of automobiles is reduced, • and the wear and tear on tires and roads is thus minimized; in machine shops they help to give greater efficiency to tools and reduce production costs. Their development has marked a milestone in the progress of civilization. There has been considerable uncertainty regarding analytical methods for the rare metals. A great deal has been published, but the weak and the strong points of the various methods have not been investigated as carefully as is needed. The Bureau of Mines at its Rare Metals station in Colorado necessarily had to do a great deal of analytical work in connection with the metals covered by this bulletin, which aims to give the results of the experience so acquired. No claim for much originality is made, although some published methods given have been modified, and some new ones have been developed by members of the staff. The principal methods available were studied critically, and it is to be hoped that the work will assist those interested in analytical work in connection with the metals named.

The Bureau of Mines Minerals Availability System collected and analyzed data for 34 nonlaterite and 9 nickeliferous laterite domestic chromite deposits in order to assess their viability as sources of chromium under present technologic and economic conditions. These 43 deposits, none currently in production, contain approximately 6.3 and 22.3 million metric tons of Cr203 at the demonstrated and identified resource levels, respectively. Approximately 4.6 and 15.6 million metric tons of Cr203 are recoverable at the demonstrated and identified levels, respectively, for the 34 nonlaterite deposits. None of these resources are economically recoverable at January 1981 market prices. Production of metallurgical-grade chromite (market price $128 to $144) would require a minimum chromite market price of $237 per metric ton. Chemical-grade chromite production (market price $74 to $85) would require a chromite market price in excess of $188 per metric ton. From the 34 nonlaterite deposits, roughly 5.4 and 17.6 million metric tons of ferrochrome could be produced at the demonstrated and identified resource levels, respectively; however, a minimum market price of $770 per metric ton of ferrochrome would be required to stimulate production. The nine nickeliferous laterite deposits were not evaluated through production stages because of uncertainties in process technology and cost.

"INTRODUCTION AND OBJECT OF EXPERIMENTAn explosion in and rupture of a gas-tight switch box on an electric loader in a mine located near Pittsburgh indicated that the cause was an internally generated inflammable gas-air mixture. This led to the suspicion that moisture condensation or ""other unusual conditions might have caused a spark or are across the surface of the material and that the heat may have created a carbonized path across the synthetic plastic base which would then conduct a large current with the generation of considerable heat and thermal decomposition of the base materials base in the box which exploded gave every indication that this series of events had taken place, and accordingly it was desired to determine what explosive gases such a decomposition of these insulating materials would produce.ACKNOWNLEDGMENTSThe desirability of making this investigation was suggested to the authors by L. [A few studies on the relationship of the fusion temperature of the ash of coke to that of the corresponding coal have been made on commercial high-temperature cokes. R. J. Rose3/ in 1921 compared the' fusion temperatures of the ashes of 10 coals and. the cokes produced from them and concluded tat they were in such close agreement that either figure could be used. More recently, Quarfort4/ found that the ash of coke fused at a somewhat lower temperature than that of the original coals As the ash of a coal and that of the coke produced therefrom have the same origin their chemical composition should be identical, provided that carbonization has not altered the inorganic, or ash-forming, constituents of the coal, and such alteration seems highly improbable. However, it has been shown5/ that coke is liable to contamination by iron during crushing and preparatory to sampling. Pieters6/ found that coke ash was cantaminated in this manner up to 0.4 percent. extraneous iron would lower the ash-fusion temperature because such iron may form ferrous silicate, which is readily fusible,7/ These results provide a basis for the prediction that the ash of coke will fuse at a lower temperature than that of the corresponding coil., especially if the fine grinding of the coke was done by rubbing surfaces of iron, as in a disk pulverizer or bucking plate.]
