Introduction In view of the fact that, during the past year, two Manitoba mines-Flin Fion and Sherritt Gordon-have entered the list of producers and have materially increased that Province's contribution to the metal production of the Dominion, it would seem appropriate at this time to review the progress of the industry in the Province, with particular reference to the out-standing metal-mining developments of the past decade. That these two mines have been able to continue their operations in spite of the low prices of copper and zinc adds a touch of brightness to the industrial life of the Province. Depression in metal prices is not encouraging to the mining industry, but it does stimulate efficiency in methods and costs of production. As two thriving towns have grown around the two mines, the will of the management to carry-on is of great consequence to Manitoba, this year so hard hit by the .agricultural depression. And, much as it is a pleasant feature in the mining situation that these mines have been able to continue operations, nevertheless it must be noted, in reviewing the mining developments of the past few years in Manitoba, that the Province was fortunate enough to profit by good times, in that an industry was established which gives evidence of permanency. In the metallic field, the section of Manitoba that first received attention from prospectors was the boundary district, west of the Lake of the Woods. Several claims were staked here at the time of the gold boom in the neighbouring Ontario area. But the first real interest in metalliferous deposits dates from the discovery of gold in March, 1911, in quartz veins on the shores of Rice lake, some twenty miles east of lake Winnipeg. Systematic and organized prospecting of the pre-Cambrian areas of the Province may be said to have commenced with that discovery. The first gold discovery in northern Manitoba was made at Wekusko (Herb) lake in 1914. This was followed by the discovery of the Flin Flan and Mandy copper ore-bodies in 1915 on Flin Fion and Schist lakes, respectively.

At both the international and country level, the issue of how the mining sector and indigenous populations should engage on issues of mutual interest or concern has emerged as one of central importance and controversy; involving the mining industry, Aboriginal communities, governments, the courts, and other stakeholders. At its heart, stakeholder engagement is an ethical issue, although it manifests itself in international instruments, domestic laws, industry guidance and agreements. At the international level, the concept of ?free, prior and informed consent? (FPIC), while not subject to widespread agreement on the finer details of evolving definitions, seems to be emerging as an increasingly recognized engagement norm. Within Canada, through a series of decisions, the Supreme Court of Canada (SCC) has articulated a fiduciary obligation of the Crown to consult with and accommodate impacted Aboriginal groups on resource management issues. Provincial governments have been variously attempting to adjust their resource management regimes to stay in alignment with SCC and lower court decisions. Mining sector organizations, working with First Nations partners, have developed agreements to work together for mutual benefit. At the individual mine and community level, there have been instances of constructive engagement, as well situations of physical resistance and legal challenges. The purpose of this paper is to examine the potential impact of new rules under the Ontario Mining Act introduced in 2012 and taking full effect in 2013, which amongst other procedural specifications, addresses the issue of mining industry-Aboriginal consultation in exploration and development activities. Leading up to the passage of the regulations, representatives from some junior mineral exploration companies have been highly critical of the new rules. Similarly, there have been a range of responses to the new rules from some in the First Nations community. The paper will review the regulation in terms of its apparent alignment with SCC decisions and the international norm, compare the regulations with existing mining sector organization guidance documents, and it will draw on the stated perspectives and commentaries of First Nations communities, mining firms, governments, nongovernmental organizations, and others. Building on the foregoing, the paper will provide a preliminary analysis of the perspectives and potential impacts of the new regulation on various stakeholders, and on that basis, possible avenues for further consideration will be suggested.

The St. Lawrence Valley of Quebec lies in an earthquake danger zone, the main centers of which appear to be Murray Bay, Montreal and Quebec City. This paper compares conditions in this "earthquake zone" with those of other, currently more active, earthquake zones of the Earth, deals briefly with the mechanics of earth movements and outlines the means by which earthquakes are re-corded. An account is then given of the earthquakes which have occurred in the Province of Quebec -from that of 1534-35 to the earthquake of 1925. A 50-year frequency cycle is implied. The general conclusion is that the 11robability of future earthquakes should be given more consideration in the construction of buildings in the St. Lawrence Valley region.

The development of the Granduc mine presents a number of problems which are peculiar to its location and surrounding terrain. Because the development tunnels portal onto an area which is covered by an extensive glacier, and the mountain-side is subjected to dangerous snow slides, it was decided to construct an underground powerhouse to supply the necessary electric power and compressed air. This paper deals with the special problems inherent in the design and -construction of an underground plant. It involves the installation of diesel-electric generating equipment having an aggregate capacity of 1,050 kw.,and of air compressors with a total capacity of 2,400 cfm. Items dis-cussed include the selection of equipment to meet site conditions, the ventilation and cooling of the underground room, and the protection of personnel and equipment from explosions and fire. A short discussion on the automatic supervisory and alarm installation is also included. THE Granduc mine is located 135 miles north of Prince Rupert and 25 miles north of Stew-art. "Many deposits have a geological model developed early in the project stages, which is not always reviewed or modified as the project matures and production commences. Conversely, ongoing pressures, due to a combination of declining head grades, a push for increased revenue and a multitude of other reasons, leads to processing plant modifications, with the primary aim being to increase production. Often, the ore deposit knowledge is not sustained or developed during the operational stages to the level carried out during the prefeasibility and feasibility study phases. This results in the variability within the deposit being poorly understood and a lack of data and knowledge being available to support (and ideally optimise) operations particularly in an environment where the flow sheet has changed and ore feed requirements are complex.INTRODUCTION This paper presents a case study of ore deposit knowledge development and corresponding process plant operating strategy at the Ladolam Gold Deposit, commonly referred to as the Lihir gold deposit in Papua New Guinea. The gold deposit is located in a tropical equatorial climate on the east side of Lihir Island in the New Ireland Province of Papua New Guinea. Gold mineralisation was discovered in 1982, and was followed by a major exploration campaign by a joint venture between Kennecott (Rio Tinto) and Nuigini Mining Limited. The first drillhole was drilled in 1983, and after an extensive period of drilling consisting of 343 holes for 83,500 m, the final Feasibility Study was completed in 1992. The feasibility study was based on a Reserve base of 37.9 Moz in refractory sulphide ore, with gold extraction proposed to occur via whole ore pressure oxidation due to the refractory nature of the mineralisation. The Lihir Special Mining Lease (SML) was granted in 1995 to a new PNG company – Lihir Gold Limited, and Rio Tinto established Lihir Management Company to develop and operate the mine on behalf of LGL. Mining and processing of the deposit commenced in 1997. Newcrest Mining Limited purchased Lihir Gold Limited in August 2010, and subsequently completed a major plant upgrade including the installation of additional grinding, autoclave and carbon-in-leach capacity. Post commissioning of the upgrade, Newcrest has continued to increase throughput and production. A reinvigorated ore body knowledge development program has significantly assisted this process in identifying operating strategies for the process plant and delivering recovery improvement projects to address declining head grade and recovery due to increased stockpile feed and flotation circuit use."

"AbstractThe slow progress of conventional geological reconnaissance of the northern Canadian Shield during the past twenty years clearly indicates the need for a radically new field technique. Operation Keewatin, involving the use of helicopters as the traversing vehicles, was planned and executed by the Geological Survey of Canada in response to this requirement.About 57,000 square miles of District of Keewatin, N.W.T., were mapped during the 1952 field season in appropriate detail for publication at 1 inch to 8 miles. The Operation disclosed about 14,100 square miles of Precambrian sedimentary and volcanic rocks ranging in •age from Archaean to Late Proterozoic. About 7,700 square miles of this area are underlain by greenstone. This work was accomplished in a field season of 113 days, including the spring break-up. Routine aerial geological observations were made from two helicopters flying about 300 feet above the ground; these observations were checked by more than 1,700 landings and about an equal number of aerial observations from heights of less than 50 feet. Logistical support was •provided by a Norseman aircraft on skiis or floats. Combined helicopter and Norseman flying time was about 990 hours. More than 1-00 square miles were mapped per helicopter-hour, and about 815 square miles were examined each day that both helicopters operated. The reconnaissance cost about $207,000, or $3.63 per square mile mapped.As a result of this trial use of helicopters there is now available a reasonably proven method whereby an acceptable geological reconnaissance of the barren grounds of the Canadian .Shield within the Districts of Keewatin and Mackenzie might be completed within a decade. Thus, within a few years, it could place at the disposal of the prospecting and mining fraternity data which, by conventional methods, might not be made available to this generation. Due weight must be accorded this time factor when evaluating the aerial technique."

"The metallurgy of nickel and cobalt and of copper is closely interlinked when processing sulfidic Ni-Co ores and Cu-Co ores. The respective furnaces are typically lined with magnesia-chromite refractories, which are exposed to multiple and complex stresses. The selection of the processing route, furnace type and slag system will be dictated by the specific ore type available, this will determine the individual refractory wear mode. This paper evaluates the common refractory wear mechanisms, namely infiltration, spalling and chemical attack by various slag systems, as well as sulfur attack, as observed when processing primary sulfidic ores. All these wear parameters, which are discussed in this paper, lead to a severe degeneration of the brick microstructure and a decreased lining life. Therefore, a detailed investigation and understanding of the wear mechanisms through “post mortem studies” is an important prerequisite for the refractory producer. Based on such research results, combined with specific process knowledge, appropriate brick lining solutions for nickel and cobalt processing furnaces can be recommended.INTRODUCTION The metallurgical production of cobalt and nickel and of copper is closely interlinked to the mineralogy of the respective ores: cobalt is found in African Cu-Co ores as well as in Co-rich nickel ores (laterites and sulfides). Also, Co-bearing secondary raw materials contain the mentioned elements in different contents. In pyrometallurgical processing of sulfidic ores, cobalt is generally recovered as a by-product during the production of copper and nickel, whereas it is normally not recovered separately during the processing of nickel laterites but remains in the FeNi product. Besides various hydrometallurgical production routes, the pyrometallurgical processes involved comprise smelting (i.e., production of a Cu-Ni-Co-Fe matte in electric or flash furnaces), converting and refining (i.e. removal of Fe and S as well as other elements from matte by oxidation). The ongoing trend to use higher oxygen enrichment in process air enables higher intensity processes but also increases the oxidation potential in the vessel. Therefore, during smelting and especially during the oxidative treatment in converting and refining, some amounts of valuable metals are also transferred to the slag in their oxides form. A subsequent slag treatment is then applied for recovering valuable metals from the slag, namely allowing an economic material stream handling and minimizing metal losses. This is often done in a slag reduction furnace. Additionally, copper and nickel are very good collectors for precious metals and platinum group metals (PGMs) - therefore, depending on the content of these metals, an additional refining process is used to recover these valuable metals from the matte or metal phase (Elvers et al., 1997; Davenport et al., 2002; Crundwell et al., 2011)."

The following paper deals with some of the aspects of the law as it relates to the oil and gas industry in the Province of Alberta, but it should be stated here that consideration of this large subject will be confined to discussion of only those laws, rules, and regulations which affect actual exploratory operations. The paper will not touch on those branches of the law which deal with such matters as income tax, customs, and other kind red subjects which are of a highly technical nature and which are more properly the field of the specialist. Generally speaking, any system of law consists of certain major components. There must be, firstly, a national authority capable of ensuring the existence of the state itself and of maintaining the stability and continuity of its institutions; secondly, a philosophy of government covering the relationship of the state to the individual and of the individuals to one another; thirdly, a body of law to effect the purposes of the philosophical principles; and, fourthly, a judiciary to arbitrate any disputes that may arise from such relationships. All of these components and the system itself are, of course, subject to a varying degree of modification with the changing times and with the influence upon them of other systems of law. Now. while it is true to say that all systems of law comprise these similar basic features, it is apparent that the end result of any two systems of law in their impact upon the individual may be quite different.

In order to obtain values of angle of shearing resistance and initial resistance for McMurray oil sand for use in general design calculations, the shear strength of this oil sand was measured in a controlled strain type tester, modified so that the rate of deformation could be varied between 0.01725 and 0.1869 inches per minute. Effect of temperature was investigated by adapting the equipment to operate at both 71 ° and 185 °F. The data are reported in terms of angle of shearing resistance and initial resistance for varying rates of deformation, composition and temperature. While the main sets of results reported here were obtained at a bulk density range of 108.7- 109.5 lb. / cu. ft., some results were obtained at a bulk density range of 101-102 lb. / cu. ft. Analysis of varance tables have been drawn up from the results obtained from least squares correlations and significance tests applied. It was concluded that oil content and temperature were significant variables for the degree of shear strength developed by the oil sand; increase of oil content and decrease of temperature each cause an increase in shear strength. The bulk density range 108.7 to 109.5 lb./cu. ft. gave angles of shearing resistance from 30° to 40° and initial resistance values of 0.37 p.s.i. to 0.85 p.s.i. For the bulk density range 101 to 102 lb. / cu. ft., lower values of shear strength were obtained, indicating that compaction density was also of importance

"An adequate level of R & 0 is crucial to achieve gains in productivity and to strengthen Canada' s position in an increasingly competitive world ." So stated Finance Minister Jean Chretien in his April 10, 1978 budget speech, on announcing a new measure designed to increase the productivity of Canadian industry and to assist in the creation of new technology. The effect of the new measure, which permits an income tax deduction of 150% of certain research and development (R & D ) expenditures , can reduce the after-tax cost of a marginal dollar 's worth of such expenditures to as little as 20 cents . This article discusses the income tax treatment of R& D expenditures in general, and describes in particular the income tax incentives which relate to R& D.

An area of about 7,000 square miles within the eastern part of the Grenville Sub-province is underlain chiefly by granitic gneisses. There are, however, some exposures of mafic rocks which warrant further investigation, and some attractive structures, particularly basins, which deserve additional economic consideration. T HIS paper describes in a very general fashion the economic and geological features of an area of about 7,000 square miles on the north shore of the Gulf of St. Lawrence in the eastern part of the Grenville Sub-province (Figure 1). The scarcity of published geological data on this part of the Cana-dian Shield (DePuyjalon, 1899 and Longley, 1944) justifies the presentation of these tentative results. It should be appreciated, however, that the information which follows was acquired in a rapid reconnaissance designed specifically to out-line what might be interpreted as favourable geological environments for the occurrence of economic minerals, rather than to produce an authoritative analysis of the geological history of the region.

Investigations into the effect of a variety of acid digestions on common rock-forming minerals demonstrated a considerable variation in the proportion of the total metal extracted. A similar situation applies to the analysis of a number of common rock types. In addition, grain-size variation has an effect on the amount extracted by certain digestions. This work indicates that considerable care needs to be given to selecting an appropriate acid digestion capable of determining metal held in particular components of a sample. By using partial extraction techniques, the identification of certain patterns of metal distribution, undetectable by normal methods involving total metal analysis, may be achieved.

This paper comprises a description of on-stream analysis instrumentation, including sample handling, X-ray optics and data processing. It also includes a discussion of some typical applications of an on-stream analyzer as related to the mineral processing industry. Introduction T WO automatic X-ray spectrometers have been developed for the simultaneous analysis of as many as six elements in a given sample. These instruments, namely the On-Stream Analyzer and the new Vacuum Simultaneous Spectrometer, have been designed specifically for process control in industry where large numbers of static samples or a number of flowing sample streams must be analyzed continuously with both speed and accuracy. This paper is concerned particularly with the application of these instruments for the continuous analysis of dynamic samples. The Instruments The On-Stream Analyzer and the Vacuum Simultaneous Spectrometer are intended to serve industry by offering two basic approaches to the problem of continuous sampling of flowing sample streams. The On-stream Analyzer (Figure 1) is designed for the completely automatic and unattended analysis of flowing sample streams in a programmed cycle of operation.

The introduction consists of back-ground information, of an historical and statistical nature, relating to the Thompson mine. The geological presentation is based on illustrations that are intended to provide a progressively closer look at the ore occurrence. The illustrations consist of an index map, a geological map of a 15-by 85-mile area including the Thompson mine, a series of four maps dealing with the geophysics and geology of a 6-by 4\f.j-mile area at Thompson, a mine level plan and corresponding section, two sto11e 11lans and corresponding sections, and photo-graphs and photomicrogra11hs of the various one types. T HE Thompson mine is located about 400 miles due north of Winnipeg. The ore deposit was dis-covered in February, 1956. Five years later on March 25, 1961, the Thompson production facilities were officially dedicated with the shearing of the first nickel produced at the Thompson refinery. Full production, at an annual rate of more than 75,000,000 lbs. of refined nickel, was attained later in the year.

Since 1949, a total of 59 disposal wells have been installed in Canada to inject liquid wastes from refineries, mining operations and chemical plants into subsurface formations at an ever-increasing rate. Well depths range from around 600 feet to almost 5,500 feet; injection rates range from 0.5 (U.S.) gpm to more than 1,000 gpm for individual wells; wellhead injection pressures range from a slight vacuum to over 500 psi. Apart from strictly technical considerations of well design, the geological, hydrodynamic and hydrochemical conditions at the disposal site have a strong bearing on the safety and success of such operations. Prevailing hydrogeological conditions in large portions of the country do not allow safe subsurface disposal.

"IntroductionThe difficulties to be overcome in shaft sinking and development at depth are centred at McIntyre in and around No. 12 shaft. Generally they have been due to increasing pressures and temperatures and to changes in geological structure. This paper describes the difficulties and the measures taken to meet them.No. 12 ShaftEarly in 1932 McIntyre decided to sink an internal shaft from the deepest level, the 3875, to explore and develop known veins extending below that horizon. The location selected was a point 1,500 feet south and 1,000 feet east of No. 11 shaft, the main operating shaft through which the men, ore, and most of the materials are handled Shaft and auxiliary equipment we1e laid out for 3,000 feet, that is to 7,000 feet below the surface. The shaft was to be capable of handling 1,500 tons of ore daily from the lowest level, and was to provide ventilation, compressed air, water, and electric power to service all levels.No. 12 is an internal, vertical shaft extending from the 3875 to the 6825 level and bottoming at 7,007 feet. It is a rectangular, four-compartment shaft, 21 ft. 9¾, in. by 6 ft. 3¾ in. outside the timber (Figure 1).There are two hoisting compartments and one airway compartment, each 4 ft. 10¾ in. by 5 ft. ¾ in. inside dimensions, and a combined manway, pipe, and cable compartment 4 ft. ¼ in. by 5 ft. ¾ in. Levels have been established at 150-foot intervals, pump stations and sumps at 1,000-foot intervals, and. there are two loading pockets, one at the 5525 and the other at the 6900 level.The shaft was sunk in two stages. The first stage, consisting of preparation above the 3875 level and sinking to 5585 feet, was completed by March 31st, 1935. The second stage of deepening the shaft from 5,585 to 7,007 feet was started August lst, 1946, and completed three years later."

The Syncrude open pit mine, located near Fort McMurray in northeastern Alberta, produces approximately 410 000 tonnes of oil sand feed daily, which, after undergoing a bitumen extraction phase, generates approximately 315000 tonnes of tailings solids daily. The tailings are used to hydraulically construct containment dykes and supporting beaches of the storage facilities. Tailings deposition commenced in May 1978 with the commissioning of the Mildred Lake Settling Basin which is currently composed of approximately 600M m3of solid sand approximately 300M m3of contained fluids with fine tailings in suspension for consolidation. Two other storage facilities, commissioned over the past six years, have been developed to store sand and consolidated fine tailings referred to as mature fine tailings. Fine tailings reduction initiatives being developed will be successful in reducing future production of fine tailings volume by 20%. These initiatives include spiking (addition of fine tailings to coarse tailings lines for deposition), composite tailings (addition of gypsum to promote consolidation) and freeze/thaw dewatering, also to promote consolidation. The mandate of research efforts is to enhance tailings disposal and to develop economical and technically feasible reclamation initiatives. Final tailings landscapes will be geotechnically stable and ecologically productive to minimize or eliminate long-term liability. This technical paper will review the design philosophies of the current facilities and provide an overview of the areas of continuous improvement in the field of tailings management practices through the concerted research efforts and their implementation.

"Block caving is the preferred underground mining method to profitably extract massive, low-grade orebodies; however, lack of cave access inhibits understanding the rockmass response to mining, which is needed for safer, more productive operations. Combining large datasets from multiple sources with virtual reality scientific visualization (VRSV) is an alternative method for understanding complex cave behaviour, by providing virtual access to the cave. A customized VRSV module was developed at UNSW Australia to investigate rockmass response to undercut developments at a case-study block caving operation. Time/sequence effects are investigated in rockmass response to blasting, which is an important factor in hard-rock mines.RÉSUMÉ La méthode d’extraction souterraine par blocs foudroyés est la méthode préférentielle pour extraire rentablement des gisements massifs à faible teneur. Toutefois, le manque d’accès à la chambre restreint la compréhension de la réponse de la masse rocheuse à l’exploitation, ce qui est nécessaire pour obtenir des opérations plus sécuritaires et plus productives. Let us first trace a line, mentally, across Alaska and Yukon, starting at a point in the west slightly south of the delta of the Yukon river and from there continuing eastward, loosely following the 63rd parallel of latitude until we have passed beyond the eastern border of Yukon. We will make two pronounced digressions southward to include the greater parts of the Iditarod and Tanana River valleys. That visualized line roughly defines the southern boundary of permafrost. North of it lies a vast region, fully three-fourths of the area of the two territories, which includes Seward peninsula, the great Yukon River basin, and the tractless wastes of the Arctic. During some frigorific cycle in the distant geological past, the ground there was frozen to a depth of many hundreds of feet. How deep the frost actually penetrated is not known, but it has been found to exceed three hundred feet in many places. Nature afterwards provided a perfect insulating cover in the form of heavy moss and dense grass, which has protected the ground from the heat of the sun's rays during the intervening ages. This frozen condition has always been accepted as something indigenous to the North and little thought was given to -it until recently, when the United States Government and, I believe, the Canadian Government, began extensive studies of it, particularly in respect to its effect and bearing on the development of the great oilfields of the Arctic. Within this large region and but a short distance south of the Arctic circle are the three principal producing placer gold fields in the sub-arctic, whose hubs centre at Nome and Fairbanks in Alaska and at Dawson in Yukon Territory. The geological structure and history of the gold-bearing deposits of Dawson and Fairbanks are very similar and probably closely related. They are typical placer deposits produced by stream action during periods of erosion and inundation and subsequently covered with a thick layer of fine, powdery silt mixed with decayed vegetation which, locally, is termed 'muck'. The depth of muck varies from less than 10 to more than 250 feet, with the greater depth near the lateral edges of the valleys. The gravel underlying it is medium in size, well rounded, and composed mostly of quartz and schist. The proportion of sand or fines is approximately 40 per cent. No large boulders and little clay are found, for those districts, as well as that of Nome, have not been subjected to glaciation. The most common bed-rock found is either decomposed or hard schist, but infrequently it is slate, quartz, diorite, or a porphyry. The vertical concentration of the gold is invariably on bed-rock and in the lower few feet of gravel which overlie it. The horizontal concentration or paystreak is roughly parallel to the trend of the valley but does not ordinarily coincide with the course of the present stream. The width of the paystreak usually expands from a few feet at the head of a creek to several hundred feet near its mouth.

Titanium aluminides recently replaced Ni-based superalloys as turbine blades in the last LP stage of aircraft engines. To extend their range of use at higher temperature their properties need to be improved, either by alloying or processing. An efficient solution is to reduce the grain size during the solidification process. In the first part of the paper, an overview is given on the possibilities for grain refinement of such alloys, based on literature data and new results. The most efficient grain refinement is obtained with boron addition which leads to boride formations that are detrimental for in-use properties of turbine blades. In this work, the use of the high grain refinement potency of inoculation with non-brittle particles has been used by developing new refractory-based inoculants. The effect of one of these inoculants on grain refinement of an as-cast structure in a Ti-46Al is presented; resulting in a reduction of the grain size by a factor of 3.While less efficient compared to the potency of boron containing alloys, the grain refinement is effective and does not introduce any embrittling particles.
