"The objective of this paper is to describe the potential impact of inter-provincial competition f or new output capacity on the Canadian potash industry. It will be shown that the ramifications of such actions are potentially severe, especially since the potash industry is one of the few non-fuel minerals in which Canada purportedly possesses a significant degree of market power. More specifically, the paper addresses the impact of possible expansions in New Brunswick, Manitoba and, perhaps, Saskatchewan. The findings suggest that such initiatives could result in substantial excess capacity and the dissipation of monopoly rents. In summary, given the market structure of the industry, it is unlikely that the employment and economic effects associated with industry expansion will offset the loss in national welfare attributable to rent dissipation.IntroductionThe objective of this paper is to discuss the potential impact of inter-provincial competition for new output capacity on the Canadian potash industry. "One approach to making new technology available is to demonstrate its value under full-scale operating conditions. Studies were undertaken to assess the feasibility of this approach to introducing a longwall mining system to the western Canadian coalfields.The longwall method of mining coal is described, world and Canadian usage is reviewed, and the merits of the system in comparison 10 other coal mining methods are discussed.The rationale for a longwall demonstration in western Canada is presented, along with a proposed organization for the design, operation and dissemination of the findings from such a trial. The factors which must be considered in the design of the demonstration, and in the assessment of a potential site are highlighted. It is concluded that a demonstration of this technology is both timely and essential to prepare the way for the western Canadian coal industry of future prospects for coal.IntroductionFor many years CANMET has encouraged research work organized on a cooperative basis. This requires that a working consensus must be negotiated by researchers and operators at the beginning of the project and continuously refined as work proceeds. The result is usually a more relevant selection of research problems, improved direct ion and con duct of experiment al work and often a validation phase in which research concepts are tested in an opera ting environment. All this tends to narrow the gap between obtaining research results and applying them.Even under the best of circumstances cooperative projects require a good deal of coordination and enthusiasm to maintain focus and the pace of work. The working perspective of a research scientist in a government laboratory is substantially different from that of a mine operator at a producing mine, and a common ground must be found. This is difficult to do and cooperative projects typically evolve over several years as experimental results progressively define the potential solutions to mining problems."

"Full-scale sections of three different types of Grade 483 line pipe have been evaluated extensively. The variations in chemical composition, optical microstructure, tensile properties, hardness and Charpy impact toughness with specimen orientation and location were determined. Significant variations in several properties, notably Charpy shelf energy, impact transition temperature, inclusion content and ferrite grain size, were observed for different locations in the pipes. The results indicate that current specifications call for test samples for the most conservative locations, except for impact tests. Minimum Charpy impact values generally occur at the II2-width location, which may be a more appropriate specified test location than the present I/4-width location. The anisotropy of impact toughness, and the importance of low sulphur content and inclusion shape control for adequate toughness in the transverse/rolling-direction orientation were demonstrated. The orientation of impact specimens is critical for spiral-weld pipe, and the current specification test is non-conservative in that it can give results which are two to three times higher than the minimum value for the steel.IntroductionThis report presents the results of an extensive metallurgical evaluation of three different Grade 483 line-pipe steels. The sample material came from full-scale sections of line pipe, which represented current commercial practice at the time of manufacture (1975-1977). Since then, significant improvements have been made in the manufacturers' procedures for producing skelp and pipe, and the line-pipe specifications have been revised. Hence, the information in this report is dated in terms of current design, but it is unique and significant in several respects:"

"The Fond-du-Lac uranium deposit was delineated primarily by percussion drilling and a small program of diamond drilling. Drillcore samples from three diamond drill holes as well as digitized gamma logs from percussion and diamond drill holes were utilized to define and implement an algorithm for the conversion of gamma-log data to equivalent-grade data. The procedures and detailed analysis for the provision of assay data for uranium reserve estimation are documented.IntroductionThe Fond-du-Lac uranium deposit is on the south shore of Lake Athabasca, approximately 2 km southeast o f Fond-du-Lac , northern Saskatchewan. It is on the northern rim o f the Athabasca sandstone basin.A train of mineralized glacial erratics was discovered in 1967 by Farnok, Limited by means of a helicopter-borne radiometric survey. In 1969, a program of diamond drilling by Famok was successful in locating in-situ mineralization in the Athabasca sandstone at the apex of the mineralized boulder train. Since 1974, exploration and development work have been performed under a joint-venture agreement between Eldorado Nuclear Limited and Famok Limited, with Eldorado acting as operator.From the discovery drill hole to the development of the gamma-log to equivalent-grade con version algorithm, the deposit had been tested by a total of 222 drill holes, 210 of which were percussion holes and 12 of which were diamond drill holes. The holes are generally vertical and collared at 10-metre centres on fences spaced 20 metres apart. The deposit is approximately 390 metres long, 10 to 40 metres wide and up to 45 metres deep, and is generally confined to the Athabasca sandstone. Uranium occurs as pitchblende, coffinite and uraniferou s goethite."

"This paper will examine the role of debt and equity in project financing and will illustrate the impact on the return to the project sponsor of each type. Conventional debt sources will be examined, as will product purchaser advances, foreign export-import bank loans and lease financing. The paper will review guarantees, charges against the project, dividend restrictions and other commitments. It will also discuss various features of sales contracts and the degree to which they can assist in securing financing. IntroductionThe cost of bringing new mining projects on stream is escalating significantly more rapidly than general rates of inflation. Reasons for this include the higher costs of safeguarding the environment and ensuring the health and safety of workers. The need to develop properties in more remote areas is also a significant factor. These higher costs have not been matched by increases in metal prices, making the task of financing these projects ever more difficult. At the same time, the imagination of borrowers and lenders seems boundless, and innovative schemes for financing projects are constantly being unveiled.It is probably safe to say that no two projects have ever been financed in precisely the same way and the number of financing options for any project is limited only by the imagination of the sponsors themselves. The objectives of the project sponsor represent the most important factor in determining the scope of possible financial arrangements. For example, the sponsor may wish to maximize over-all company leverage by isolating each of its projects in separate companies. In so doing, it hopes to facilitate more ventures than would otherwise be the case. These objectives point toward true project financing. Additional objectives may be to develop a number of its properties by joint venture and to reduce the amount of debt on the sponsor's balance sheet. Those sponsors whose objectives include minimizing over-all financing costs will wish to increase the number of financial options and, as a result, will not be so concerned with effecting true project financing. This approach may also provide ""greater certainty that tax benefits are utilized quickly."

"Cable TV networks are extensively used throughout Canada for TV signal distribution. Mobile/portable radio communications are also used extensively throughout all sectors of industry. There are numerous manufacturer supplying these industries with a wide variety of equipment and accessories.IAL's underground radio communications system combines the techniques of cable TV and mobile radio to produce a flexible communications system with most of the advantages of both systems. Standard off-the-shelf mobile, portable, base-station and repeater equipment can be used. The equipment may need modification to be customized to particular end user requirements, but does not require a complete new unit redesign. Likewise, the cable TV distribution equipment is off the-shelf, with some items requiring modification for underground system application.Radio communications can be provided wherever the cable system is extended. Where traffic or type of activity warrants it, multiple radio channels can be provided on the same cable. Certain radio channels could also be used with data channels for control or supervision of remote equipment or environmental conditions. In addition, the same cable can be used to distribute or monitor signals from remote TV cameras in selected or dangerous areas. The system can be interfaced to a telephone system, if required, to provide extended communications to above-ground workshops, offices, medical stations or even hospitals and other emergency services.IntroductionReliable communications among personnel throughout an underground mine area have long been the dream and goal of various mine operations personnel. "IntroductionThe Coal Branch region of west-central Alberta has been the focal point for unprecedented exploration and development activities over the past ten years prompted by the renewed markets for high-quality thermal coal. Although mines were developed and operated extensively throughout the region from 1910 until 1960, information relating to the detailed stratigraphy of the coal measures and their areal distribution tended to be localized to individual mine sites. Continuity along trend was impaired by a paucity of outcrop restricting geologic mapping to stream bank and roadside exposures. Recent studies and subsequent publications by Jerzykiewicz and McLean of the Geological Survey of Canada (1978, 1980) have established a detailed sedimentological model and defined the stratigraphic nomenclature for the region . The term Coalspur Beds has been adopted to describe the coal-bearing sequence between the overlying Paskapoo Formation and underlying Brazeau Formation. Complete sections of the Coalspur Beds have been compiled from sub-surface borehole data and published by Manalta Coal Ltd ., Dentherm Resources Ltd. and Luscar Stereo Ltd. This paper is an attempt to correlate this information on a regional basis to illustrate trends within the Coalspur Beds."

Preservation of groundwater quality is a major environmental concern. The disposal of hazardous material from urban waste dumps, milling wastes in tailings ponds, and industrial wastes in injection wells may contaminate potential sources of potable groundwater. The containment or migration of contaminants in the subsurface depends on bedrock characteristics and type of overlying sediments. Fractured bedrock and permeable sediments that may provide pathways for the transport of potentially harmful contaminants should be avoided when selecting a disposal site. The role of borehole geophysics in hazardous waste-site investigations is reviewed in three categories: (I) site selection; (2) determination of the extent of contamination at existing sites; and (3) long-term monitoring of migration of contaminants. In the first category, borehole geophysical techniques developed for lithology and fracture identification, and for porosity determination, provide some of the necessary information for understanding the subsurface hydrogeology. Lithological information can be obtained from gamma-ray, electrical resistivity, induction, magnetic susceptibility, and sometimes induced polarization logs; fracture detection and characterization can be accomplished with the use of caliper, density, resistivity, temperature, and acoustic televiewer logs. Estimates of porosity are derived primarily from neutron-neutron, resistivity, density, and soniclogs. Borehole geophysical techniques used in water quality determinations include self-potential, fluid resistivity, Eh (redox potentials) and pH measurements, and these can be used to map the extent of contamination at an existing waste site. Cross borehole and borehole-to-surface electrical methods can also be used in this application. Long-term monitoring of contaminant migration in boreholes can be accomplished with techniques that respond to changes in electrical conductivity, temperature and fluid chemistry caused by the presence of contaminants.

The federal government kicked off the new budget season in November 1978, when Finance Minister Chretien announced a handful of proposed amendments to provisions of the federal Income Tax Act and Regulations affecting mining. (See Tax Notes in the January 1979 issue of the CIM Bulletin.) Declaring in his budget speech that these changes were in response to the report of the joint federal/provincial task force on resource taxation, Mr. Chretien tossed the ball to the provinces-" I want to take the lead here... I feel confident that the provinces will do their part". Quebec and Ontario, picking up the ball in their spring budgets, have announced favourable modifications to the provincial taxes on mining, with these moves being paralleled in the recent Manitoba budget, which proposes a flatrate mining tax to replace the previous controversial two-tier royalty. In the meantime, the federal government passed a host of amendments to the federal earned depletion regulations. The result is yet another batch of complex tax changes for the industry to note and digest, but this time with the hopeful factor that most of the changes are favourable to the industry. This article reviews the current status of the federal budget changes, comments on the Ontario, Quebec and Manitoba proposals, and reports on the changes to the earned depletion regulations that were passed by Order-in Council in March 1979.

"Scientists throughout the world have observed radioactive disequilibrium in the uranium decay series. Radiometric and fluorometric determinations of U in plants from the Goldfields district and in sediments and rocks from the Beaverlodge district exhibit marked radioactive disequilibrium. The eU/U ratio in plants rooted in mineralized ground shifts from greater than unity to less than unity for those rooted in background soils. A similar shift is observed in the transition from rocks to stream sediments and to lake sediments in the Beaverlodge district.Results of a Rn-Ra-U survey of lake bottoms in the Key Lake district show that anomalous hydromorphic U from U mineralization is parallelled by anomalous Rn, even though there is much less Ra in the lake-bottom sediments than one would expect from the amount of U present. IntroductionDisequilibrium in the U decay series has been studied for many years and is observed in almost all surficial environments. Rosholt (1959) measured U, 234Pa, 23O'fh, 226Ra, 222Rn, and 210Pb in a large number of U ores and outlined six types of situations to explain disequilibrium. Davy (1974) outlines the geological significance of radioactive disequilibrium situations with respect to exploration. Levinson and Coetzee (1978) discuss possible mechanisms by which separations of parent and daughter elements are affected and suggest analytical pitfalls that may be encountered in the use of radiometric techniques when disequilibrium has occurred. Generally, it is the oxyphile and easily complexed parent 238U (with its associated isotopes 235 U and 234U) that is leached from rocks and soils at a faster rate than are the daughters, 230Th, 226Ra, 2loPb, and 206Pb. This mobilized U is adsorbed on sediments in streams and lakes, or enters groundwaters, where it is eventually precipitated under reducing conditions, occasionally in oregrade concentrations. "The Canadian Exploration Incentive Program (CEIP), which was announced by the federal government on May 3, 1988, promises to maintain the viability of flow-through shares as a financing mechanism which has proven to be so crucial to the health of the junior exploration sector. This month, Tax Notes examines, the main features of CEIP, which will come into play on January J, 1989. IntroductionOn May 3,1988, the Honourable Marcel Masse, Minister of Energy Mines & Resources, and the Honourable Gerald Merrithew, Minister of State (Forestry and Mines) announced the Canadian Exploration Incentive Program (CEIP). Under CEIP, the federal government will make cash payments to eligible applicants equal to 30% of eligible exploration expenses. CEIP payments will be available with respect to both mineral, and oil and gas, exploration. In essence, the program will replace the ""mining exploration depletion allowance"" (MEDA) presently applicable to mineral exploration, and the Canadian Exploration and Development Incentive Program (CEDIP) which is presently available to the oil and gas exploration sector.This paper discusses briefly the main features of CEIP insofar as the program will affect mineral exploration. The comments herein are based on the Canadian Exploration Incentive Program Act which received Royal Assent on July 21, 1988, and on a discussion paper which was released by EM&R in May 1988. The bulk of the rules relating to the program will be in the form of regulations which have yet to be finalized. It is understood that EM&R would like to have the regulations in force by October I, 1988, when the oil and gas portion of CEIP becomes effective. "Data from a standardized procedure for measuring methane desorption rates from samples of Western Canadian coals gave a good correlation (0.994) with the percentage of fines (-0.6 mm) found in the corresponding run-of-mine coal. The correlation was independent of the mining method and the top size of the samples. It is suggested that both methane desorption rate and the production of fine coal sizes are functions of the fissuration of the coal being mined.This relationship, in conjunction with established data of degradation by unit process equipment, may be useful in predicting the amount of fines that will be produced from new seams of coal and by planned new washeries. It also could be a valuable guide in modifying existing washery processes to minimize production of fines."

"A common practice in preventing gravity-fed tailing pipeline from plugging due to sanding is to add lime at relatively high dosage rates. The lime affects the rheology of the slurry ""vehicle"" which transports the coarser particles in a heterogeneous flow-regime. This paper describes a study of the effect of lime on the critical deposition velocities and friction head losses of Highmont Mining Company's mill tailing. Testwork using an extrusion viscometer was related to the surface chemistry changes brought about by the high lime additions. Lime additions which typically increased the tailing pH from 8.4 to 11.5 reduced the critical deposition velocities from approximately 3.2 to 1.7 m/sec.IntroductionCommon practice, at least in base metal concentrators in British Columbia, is to use high lime additions in tailing slurries when the pipeline becomes partially plugged with sands. Some concentrators, such as the Highmont Mining Co. Ltd. plant, add lime on a continuous basis during low tonnage periods and during startup/shutdown transition s. Although such high lime additions often solve temporary plugging problems, the effect of lime on slurry rheology has not been well understood.Slurry pipelines are designed to transport solids in suspension with a minimum of wear and without particle deposition. These two objectives are in opposition because the velocities required to maintain solid suspension can sometimes cause high head losses in the pipeline, as well as wear problems. Thus, the optimum velocity for a long distance slurry pipeline is in the range that provides just enough turbulence to keep coarse particles in suspension."

"This paper presents an overview of the state-of-the-art in industrial and utility power metering and control systems with particular emphasis on Digital Power Meters and Power Demand Controllers.IntroductionModern micro-processor technology, combined with very fast, high accuracy analog to digital converters, is rapidly allowing economical, digital power instrumentation systems to replace the traditional electro-mechanical meters and equipment previously used for instrumentation, control and protection in industrial power systems. Consequently, instrumentation and Supervisory, Control and Data Acquisition (SCADA) systems that were only practical for the very large utility or user are now available to smaller utilities and users. The information available includes sequence of event recording, trend logging, energy management cost allocation and automated load control, among others. The heart of any power monitoring system is the Digital Instrumentation Package (DIP) . These ""DIP's"" include Digital Power Meters (DPM's) and Power Demand Controllers (PDC's) as well as other specialized instrumentation packages such as Mini RTU's."

"A simulation study of the fill factor of a drum mill was conducted using two types of grinding media: balls and tetraballpebs. Each medium was composed of equal number of grinding bodies having equal weight but different shape. The difference was in the density of the two grinding media.Standard spherical grinding bodies (balls), which were used in practice, and equivalent (by weight) grinding bodies in the shape of spheroidal tetrahedrons (tetraballpebs) were studied. The simulation was conducted in a module of a 1.2 m diameter drum mill, whose length exceeded twice the diameter of the corresponding grinding body. The grinding balls had a few percent (3 to 6) higher fill factor than the grinding tetraballpebs in the same shell.Vertical sections of the grinding medium were taken across the studied shell module along its axis. They showed the location of each grinding body in the fill volume. Defects in the packing of the grinding bodies and the contacts between them and with the inner surface of the shell were also show. Differences in the contact points of the balls and the tetraballpebs were noted. For the tetraballpebs, we observed contacts both between the spherical surfaces and with the edges and vertices of the grinding bodies.The topography of the grinding media is shown visually.INTRODUCTIONThe grinding balls have been studied extensively. It is the traditional grinding medium in ore processing industry. The parameter characterising the grinding medium is its density. It is the mass of the grinding medium per unit of volume. The parameter may have a range of values. It depends on:• The physical properties of the material they are made of;• The shape of the grinding body;• The dimensions of the body;• Size distribution of the grinding bodies in the grinding media.In comminution, the fill factor of the mill shell is the process parameter that is representative of the grinding medium. Some publications have indicated the disadvantages of ball grinding. For example, Wu, Xiang, Glen, and Duan (2008) note in the analysis of the mechanism of grinding that the balls are not the best grinding media and disadvantages include among others:• Easy over-grinding resulting from the point contact between the balls;• Attrition surface is the smallest in the grinding media;• Poor selective exposure of minerals resulting from the accidental and often significantly more powerful impact on the feed;• The grinding efficiency drops as the fineness of grind is increased;In the Handbook of mineral processing, Polkin (1950) noted that the shape of the grinding bodies determines the volume of the void spaces therein and therefore the shape affects the grinding efficiency per unit of volume of the grinding medium."

"Gold dissolution by cyanide requires the presence of oxygen which is usually supplied by sparging compressed air into the gold containing slurry. For those ores that contain certain obnoxious substances that consume oxygen, maintaining the required minimum level of dissolved oxygen can be troublesome. One of the most economical solutions to the problem of low dissolved oxygen, especially in plants that have air compressors installed, is to enhance the rate of oxygen mass transfer.The oxygen mass transfer rate was measured in a two phase system using two different sparger arrangements, and with addition of a frother that is known to reduce the bubble size produced by the sparger. The common sparger system was shown to be inefficient compared to a readily available but under utilized method of gas dispersion which introduces air directly below the reactor turbine. Transfer of this technology to an operating plant confirmed the beneficial effect of the improved sparger system. The addition of the frother did decrease the bubble size, but it also reduced the oxygen mass transfer rate."
