This is the fourth paper in the series on Australian w,ar materials and the work was undertaken as part of the programme for producing hard carbides. It had been intended to determine the influence of tantalum and columbium' carbides in mixtures with tungsten carbide. Owing to other, urgent developments, it has not been possible to proceed with that programme.1. THE PROCESSING OF A TANTALITE ORE(a) The OreThe minerals in which tantalum and columbium most commonly occur are tantalite and columbite. These two minerals are the end members of an isomorphous series of tantalates and columbates of iron and manganese, but in nature the series grade into each other.Some of the best deposits of tantalum and columbium ores in the world occur in the north-west of Australia. Until recently tantalite low in columbium was the only mine~al in demand but discoveries of extended uses for columbium, e.g., addition of ferro-columbium to high chromium I steels inhibits intergranular corrosion (weld decay), have created a demand for columbite low in tantalum as weB. Both of these types of' ore occur in the Pilbara district in Western Australia and most of the ore mined is exported to America after a preliminary grinding and concentration by gravity.A sample from the Bynoe Harbour locality, west of Darwin, was used in this investigation. Owing to the number of chemical processes now in use for the separation of metals from their ores, and the consequent employment of chemicals at the mine, it is sometimes necessary to be able to produce them on the spot. This particularlyapplies to sulphuric acid which may be required for the manufacture of chlorine and of sulphate of copper, or for the treatment of'sulphides and other purposes. It can be made from brimstone for rather less than £3 per ton, but when delivered to any distance from the works, the cost of packages and other charges would amount to more than the value of the acid.I hope therefore, that to any of the members of the Institute who may find it necessary to make sulphuric acid for their own requirements an outline of the process, and some details of the plant etc may be useful, and perhaps lead to their devising improvements, mechanical or otherwise. Though acid can be made from pyrites in Europe for about 15/- per ton, it is probable that for most metaIIurgical purposes the quantity required. and the uncertainty as to how long it would be needed, would make it advisable to spend as little as possible on plant, and so use brimstone, though more expensive, I have therefore given no details of pyrites burning, which is very fully treated by Prof, Lunge in his work on " Sulphuric Acid and Alkali."

Mining is increasingly occurring near or below the water table. This has led to a higher rate of handling problems associated with increased moisture and increased adhesion, which lead to a higher rate of blockage events within the materials handling chain. Typically, these ores and minerals are known as ‘wet and sticky materials’.Currently there is very limited knowledge and/or methodologies for effective design of efficient materials handling systems when it comes to handling wet and sticky materials. However, there is one major parameter that significantly affects handleability of a wet and sticky ore; namely, its moisture content. Flow property testing has shown that when moisture is reduced, the adhesive properties of the ore are also significantly reduced, thereby increasing ore flowability.The research embodied in this paper investigates the moisture reduction rate through a loose packed bed of iron ore using dry, ambient temperature airflow. A comparison of the predictive capabilities of a proposed drying model to data obtained from on-site experiments using iron ore fines is made. Building on an assumption made by Hukill (1954), a second term has been proposed to account for rewetting effects in the drying process. In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

When zinc is electrowon from concentrates or residues of high manganese content, the zinc sulphate electrolyte may contain high levels of manganese. The manganese level is usually controlled by removal of manganese at the anode as the dioxide during the zinc electrodeposition stage.By increasing the temperature of an electrolyte containing 8 gll manganese from 35°C to 90°C, decreasing the acidity from 100 gll to 30 gll, reducing the current density from 432.A.m-2 t6 286 A.m-2 and using new lead anodes containing over 0·75 per cent silver, the current efficiency for manganese dioxide removal was .increased from less than 1 per cent to over 20 per cent.At the same time the current efficiency for zinc deposition was maintained above 90 per cent by additions of high molecular weight cationic polyacrylamides to the cell. By utilization of these conditions in a small number of cells, the manganese level in the circuit could be economically concrolled to any desired level.With these conditions the formation of the dioxide changes from an indirect route, via Mn04-, to a direct oxidation of Mn2+ to Mn02.The incorporation of impurities such as Pb, K, NH4, Cu, Ni, or Fe makes the deposit unsatisfactory for direct use in Zn - Mn02 dry cells. The deposit structure changes from cryptomelane at low temperature to y3-Mn02 at high temperature.

In November 1969, New Zealand Steel Ltd pioneered the commercial use of the SL/RN solid fuel direct reduction process to make sponge iron as a feed material for electric arc furnaces. Serious process problems with the use of green balls and coal injection were progressively overcome. The process was developed by New Zealand Steel along a radical route, of feeding the fine grained raw ironsand concentrate and coal directly to the kiln. Contemporaneously with this development of direct reduction, steelmaking process innovations were made that enabled the arc furnaces to operate successfully with the high volumes of acid slag. The further expansion of New Zealand Steel's primary steelmaking capacity to replace the currently imported hot and cold flat rolled products is under consideration. The requirement to produce about 600 000 tonnes of steel slabs will be an opportunity to further modify iron and steel making plant and processes to optimise the economics. The conceptual and preliminary engineering selection of options is described.

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

An approach of geological mapping and descriptive criteria has been used to identify hydrothermal eruption breccias, named the Onemana Breccia. These in part mantle a gold bearing fossil hydrothermal system located on the eastern side of the Coromandel Peninsula, New Zealand. Whilst eruption breccias are documented from active and recent geothermal centres within the Taupo Volcanic Zone and in Northland their recognition at Onemana is the first confirmed discovery for this lithotype within ancient hydrothermal systems of the Coromandel Volcanic Zone. At Onemana the widespread occurrence of silicification, sinters, volcanic lake sediments, eruption breccias and advanced argillic alteration allows classic hot spring epithermal modelling. The geological setting, distribution, lithological characteristics, hydrothermal alteration and trace element geochemistry of the Onemana eruption breccias are described. These breccias are closely comparable with hydrothermal eruption deposits elsewhere, particularly those in active ore forming hydrothermal systems. Consideration is given specifically to the role of the Onemana Breccia in an exploration strategy for discovering epithermal gold-silver deposits.

The role of government and the community has changed significantly over the last two decades in relation to environment protection, particularly in the mining sector. Increased community expectations have moved well ahead of regulatory requirements, and there is now a much greater appreciation generally of the concepts of ecologically sustainable development and intergenerational equity, and the gap between current practice and practices which would be in harmony with these concepts. Besides providing a `safety net' through regulations to ensure that basic environmental performance standards are met, government is now working proactively with the mining industry to encourage higher levels of environmental performance. This paper describes some initiatives between the Commonwealth government and the industry designed to achieve these higher levels of environmental performance, through programs aimed at the paradigms of best practice environmental management and continual improvement.

Block cave mining, in its broadest sense, has transitioned from an orebody/rock mass determined method of extraction, to a low-cost and high production mining method that may be applied to any large ore deposit. This inherently means that caving is now required in more complex rock mass conditions where assistive damage, through preconditioning, may be necessary. This requires comprehensive understanding of the geology, and its interwoven relationship with geotechnical parameters, and is made more challenging due to limited exposure in block cave mines. Limited mine development throughout the cave volume equates to a heavy reliance on drilling data in terms of observations, modelling of the mine geology, and collection of geotechnical data. This translates as increased uncertainty of geological and geotechnical models and has potential to impact significantly on the ability to make informed decisions in the design and operation of the cave mine.Modelling of cave propagation behaviour requires a complex, coupled system of draw of material, flow of material through the cave stocks, and propagation of the cave-back assisted by autogenic stress-related breakage of the rock mass, manifested as seismicity. The role of geological features in the process of cave propagation is not well understood and requires evaluation on a mine-specific basis, given the diversity of geological controls/settings of ore deposits and local variability of stress fields.Seismic monitoring systems can elucidate key geological features and domains, as heterogeneous seismogenic activity is observed ahead of the advancing cave-back. The observations made from analysis of seismic monitoring data may have potential to be used as a validation tool for numerical modelling of predicted cave behaviour in similar geological settings (eg next lift/panel).Understanding of the geological structure, at all scales, is critical to optimise the design and operating decisions made in a block cave operation. At present, intermediate-scale structure, anisotropy, mineralogy and model uncertainty may be neglected or under-represented despite their likely significant role in the mechanisms of cave propagation.Insights from an analysis of the Ridgeway Deeps block cave mine are discussed in this paper.CITATION:Murphy, T, Webster, A and Chitombo, G, 2016. It is easy to demonstrate the importance of aggregates in any conversation about infrastructure and other engineering artefacts. Peoples around the world have made use of stone to enrich and enhance their lives since the earliest days of civilisation. In New Zealand, Maori used hard durable rocks for weapons, tools, and basic structures. European settlement accelerated the use of quarried materials and formed the basis for development of our society as we see it today. Logic might suggest that the quarrying sector would be recognised positively for, and encouraged to continue to contribute to, this underpinning of the way we are. The reality is æNot In Most Back YardsÆ. Why? The rock is where it's always been (often overlooked) and our æsocialÆ environment is today's hard place. For a resource-based business in New Zealand, that environment is principally the Resource Management Act, with the widespread power it has distributed to anyone prepared to invest their time. This coupled with a lack of leadership and direction in the implementation of the Act has created a climate that stifles development and diverts energy and resources to æplaying the gameÆ rather than ælifting the gameÆ. Perhaps the real costs of this are not yet widely recognised. The paper will draw mainly on the experience of endeavouring to consent a ægreenfieldÆ quarry in the Waikato region. This is supported by commentary based on nearly 10 years of ælivingÆ with the RMA at sites across much of New Zealand. RMA Scorecard Summary: Effects based? Rarely. Level playing field? No. Maori Consultation? Could do better. Efficient use of resources? No. Timely? No. Is it working for other sectors? Certainly not the quarrying industry's customers and end users.

"As the cost in time and money of data from sensors and small-scale tests has reduced, additional challenges have arisen. Although many mine data sets are not big relative to those in other disciplines, they are complex in other ways, and becoming too large to manage efficiently on personal computers. In order to take advantage of the opportunity offered by increased data, a diverse team from Universidad de Chile and CSIRO Mineral Resources has developed a virtual geometallurgical laboratory to support the computational requirements linking data acquisition with data-driven business decisions. A particular focus to date has been the development of user-guided workflow ensembles to enable comparison between plausible geometallurgical hypotheses.A case study has been undertaken using publicly available data from the Rocklea Dome iron deposit in Western Australia. A hypothetical mining schedule was produced from geochemical and hyperspectral drill core/chips data via the following steps: data preprocessing, exploratory data analysis, geochemical interpolation, block modelling, ultimate open pit design and scheduling. The key outcome of this study was the integration of workflow stages through new plug-in methods or modification of existing software. The use of walk-through inspections, approvals and ad hoc investigations to ensure risk is kept within acceptable levels is reaching its limits of effectiveness. Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

Arrium (previously OneSteel) initiated a desktop study into the performance of its hematite ore beneficiation plant in early 2010. The beneficiation plant utilises jig concentrators and spirals to upgrade low-grade hematite recovered during mining at the Iron Duke (ID) mine site located 60 km south-west of Whyalla. The study, conducted in conjunction with Mineral Technologies, identified a number of opportunities for improvement, which were validated by a series of sampling campaigns and a pilot plant trial. One of the major recommendations was to upgrade the ultra-fines processing circuit from a single-stage spiral circuit to a three-stage circuit. The upgrade of the ultra-fines circuit was estimated to provide a significant increase in fines production and grade.In order to capitalise on the strong iron price at the time of the project, Arrium decided to utilise a fast-tracked approach to design, construct and commission the processing equipment required to achieve the improvements identified. This decision introduced the risk of missing critical steps in the project development process, which could have potentially resulted in major issues in latter stages of the project. In addition to the challenges introduced due to the expedited time line for project completion, this project presented unique challenges due to its brownfield nature. One such challenge faced was the integration of the new equipment and control system software.Furthermore, the importance of the ID ore beneficiation plant (OBP) contribution to the companyÆs export commitments meant the upgrade work had to occur while minimising disruption to normal operation. This decision presented a set of new challenges to an already complex project. One such challenge was the need to build and commission the new spiral circuit in isolation from the operating plant.The aim of this paper will be to highlight some of the challenges faced in a complex brownfield project such as the ID OBP upgrade and discuss how they were managed to enable the successful commissioning of the process in early 2012.CITATION:Selvapandian E and Barr, R, 2013. In North-West Nelson the Riwaka Complex, a linear basic intrusive complex, is exposed for approximately 45 km. Some 500 km south, across the Alpine Fault, a linear zone of similar but less well known basic intrusives that may be correlatives of the Riwaka Complex is exposed discontinuously for about 80 km. The Complex was emplaced at several centres along a major tensional fracture zone that developed in upper Carboniferous to Lower Permian time. This fracture zone probably formed in response to the development of a west dipping subduction zone that gave rise to the Permian volcanic arcs in east Nelson and western Southland. The Riwaka Complex contains three rock suites. The Fractionation Suite, characterized by cyclic mineral layering and small scale cumulus banding is the largest and is divided into the Ultramafic, Hornblende and Plagioclase Series, each of which is subdivided into several units. The Cumulus Gabbros represent a restricted but important suite of unusual composition, while the third suite is the late phase Diorite Suite. Except in the lower units of the Ultramafic Series sulfide mineralisation is widespread. Pyrrhotite is the dominant sulfide with lesser chalcopyrite pentlandite and pyrite. Four significant zones of sulfide accumulation are recognised and discussed in some detail. Evidence suggests that the primary magma from which the Riwaka Complex was derived was sulfur deficient. It is concluded that the sulfur content of the Riwaka Complex was derived from assimilation of sulfur rich wall rocks during intrusive processes.

A large body of porphyry-type copper mineralization occurs at Panguna in southern BougainviIle. It is associated with the intrusion of quartz diorite/granodiorite into andesites, particularly with the contact zone. Metasomatism of both intrusives and andesite resulted in the formation of biotite pseudomorphing hornblende and the veining of the resultant biotite diorite and biotitized andesite by quartz-chalcopyrite veins with pink orthoclase and dark biotite selvages, respectively.The orientation of intrusives and veins appears to be controlled by premineralization fault-joint patterns in the intruded andesitic Kieta Volcanics.

The need for legislative reform of health and safety legislation has been recognised in New Zealand for about a decade. Previous legislation did not cover all work places, many areas were excluded from coverage, and there were at least 14 different acts and dozens of sets of regulations dealing with various aspects of health and safety.

Although small scale mining is regarded by many as of historical value only, this kind of mining activity is still much more widespread than is usually assumed. It has been estimated that it produces as much as ten per cent of the global mineral output. More significantly this figure is often much higher for many of the developing countries of Africa, Asia and South America, signifying the relatively greater contribution of small scale mining to the economies of those countries. It is also noted that small scale mining has always been a feature of mineral production in New Zealand and Australia. An attempt is made to define small scale mining, and the factors determining the suitability of small scale mining operations are discussed. The state of the art in small scale mining is reviewed and the author endeavours to rationalise the important parameters which contribute to successful small scale mining operations and discusses how these parameters may be optimised. The benefits of small scale mining to the mining industry as a whole and to the community at large are outlined. The paper concludes by emphasising the necessity to maintain small scale mining and 'explores' its future 'prospects'.

This part of the paper is intended for people who have limited knowledge of the New Zealand coal scene. The second part of the paper focuses on developments underway in New Zealand and discusses planned or possible changes and opportunities. This paper was first presented at the Coaltrans Asia Conference in June 2000.
