The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

"An extensive research program has been undertaken over recent years to reduce the risk of fires and explosions in underground coal mines. The research projects have integrated extensive field studies and computational fluid dynamics (CFD) models of goaf gas flow behaviour to develop optimum proactive strategies to prevent and control spontaneous combustion and fires ingoaf areas. The research has developed a fundamental understanding of the air and gas flowbehaviour in goaf areas and provided a detailed understanding of the eff ects of various geological,ventilation, operational and inertisation design parameters on goaf gas distribution. The researchinvestigations have also provided a better understanding of the flow behaviour of gases from the heating in the goaf areas and the effect of various gas and spontaneous combustion controltechnologies and strategies. Field studies conducted at a number of underground coal mines have shown that the proactive strategies were successful in reducing oxygen ingress into the goaf areas and in reducing the risk of fires and explosions in the underground coal mines. The results of various research investigations and guidelines for reducing the risk of fires and explosions in underground coal mines are presented in this paper."

Deep mining in the Collie Basin has suffered with high levels of water flow and sediment in-rushes throughout its 90 year history. Current day experience in working conventional bord and pillar by mainly mechanised means is that advance to the dip is impeded at about the 150m depth of cover by excessive water flow and pressure bursts. Extensive analysis of exploration borehole data and reconstruction of depositional environments helped define important hydrogeological characteristics of roof and floor aquifers, aquitards and aquicludes. Hydraulic parameters were estimated with some accuracy using indirect methods, and later confirmed by pump testing. Groundwater flow modelling showed that mine scheduling would have to be a balance between down dip and lateral development if aquifer pressure heads were to be decreased to suitable levels. Since pressure reduction in aquifers immediately above and below the mine opening was. identified as the key aim in groundwater control, a series of trial in-pit dewatering holes were installed, and demonstrated pressure heads could be reduced at rates compatible with a mine extraction sequence which, in turn, controlled the rate of down dip mine advance. A case history of the successful application of in-pit dewatering systems within difficult hydrological conditions for mining is described, with emphasis on the close collaboration required between hydrologists, mine planners and operations personnel.

Alaska Native corporations, as representatives of the aboriginal inhabitants of Alaska, control the mineral rights to 18 million hectares of Alaska, approximately 12% of the state. These corporations were established through legislation passed by the United States Congress in 1971 designed to settle the land claims of the Native peoples of Alaska. Twelve corporations, each representative of a specific geographic and cultural region, were established and granted the mineral rights to most Native lands in their respective regions. Since that time the Native corporations have taken an active role in mineral development in the state. Generally through agreements with established mining companies, Native corporations encourage balanced exploration and development of their lands. Substantial mineral potential has been recognized on Native corporation land, which includes holdings in many historic mining districts of Alaska. Several world class deposits have been discovered on Native corporation land, including the Red Dog zinc-lead deposit, which began production in late 1989. The experience of Alaska Native corporations demonstrates that aboriginal peoples can be very positive forces in resource development.Alaska, although remotely located in the Northeast corner of the Pacific Basin, is playing an increasing role as a supplier of natural resources to the region and the world. Most of Alaska's privately held natural resources are owned by the aboriginal inhabitants of the state. These aboriginal inhabitants, now collectively referred to as Alaska Natives, have emerged in the last two decades as having a major international impact in mineral resource exploration, development, and production.

Current classification of resources is entirely a subjective task. The various international reporting codes (such as the JORC Code) provide Competent Persons and practitioners with little specific guidance on the standard of work and levels of uncertainty required to classify resources into Measured, Indicated and Inferred. Furthermore, little guidance is given in the conversion of Resources to Reserves and the potential impacts on classification of uncertainties in the modifying factors. Working back from the intended use of the resource estimates, and in understanding the tolerance for uncertainty by the end user of such estimates, insights into the objective and requirements of classification can be determined. Following this approach a comprehensive set of (quantitative where possible) guidelines have been determined that will ensure resources meet the desired objective of each classification, and are consistent and comparable. The guidelines look at what is required for each step in the resource estimation process in order to ensure the final resource estimate meets the desired level of confidence. This approach provides a transparent, comprehensive, justifiable and largely objective method of classification. The implication of introducing such a guideline or approach is to highlight areas of a resource estimation that do not meet the requirements (ie drive the uncertainty beyond the objective) and then focus in on the risks that may flow on from that particular uncertainty, to mitigate or attempt to control those risks.

BioLix is the term for a new class of biologically-derived lixiviants for precious metals (gold and silver) recovery. BioLix can be used as an alternative to cyanide on virgin and spent ores. The BioLix process is based on inducing microbial enzymatic reactions that generate organo-lixiviant chemicals. The bioprocess involves a two-stage culture strategy. First, specialty microorganisms are cultured to generate a high biomass. Then, a food-grade quality amendment is introduced that forces the microorganisms to produce the organo-lixiviant. The second-stage culture is applied to the ore where the microbial/lixiviant system acts on mineral surfaces to extract precious metals. The process operates at ambient temperatures and near neutral pH. This paper will examine the BioLix process through an extensive laboratory development and demonstration project. Laboratory development consisted of identifying and isolating specialty microorganisms and inducing agents for the production of the organo-lixiviant solutions. A demonstration was performed on low-grade and high-grade oxidised ore from the Buffalo Valley mine in Nevada, USA. Results indicate that the BioLix process was comparable to cyanide in terms of gold recovery and operated at near neutral pH and ambient temperatures. Applications for the BioLix process will be discussed including spent-ore re-leaching, cyanide replacement for virgin ore, and in situ mining.

The value of water is defined by its marginal utility. Challenges arise where the marginal utility is difficult to estimate. Therefore, when two or more interested parties wish to access water and they cannot use commensurate units for marginal utility; other means of value comparison must be sought. It is asserted here that sustainability principles can be used to guide this valuation if this is supported by a transparent decision framework. This paper proposes that the ICMM sustainable development principles provide appropriate guidance. In addition, a generic framework for decision making is suggested as a complement. Indicators of water management are recognised widely as an integral part of the accountability of minerals companies towards meeting sustainability goals. Less widely recognised are the ways in which sustainability principles can be used to guide decisions on water management which demonstrate growing awareness of its value. This paper illustrates the use of this logic in water issues associated with global sustainability challenges. It then goes on to demonstrate, using examples, that these links exist at all levels of the minerals industry and that indicators of this type are potentially as powerful as those currently being used. The reason for this is that the path from cause to effect is transparent and direct.

As companies drive these projects to development, production and positive operating cash flow, their Boards and CEOs are confronting important questions:Having achieved initial success, what is our longer term purpose as a company? Does the purpose originally described in the Initial Public Offering to raise equity remain wholly relevant? Two methods of Monte-Carlo simulations, one suggested by Matheron (1972) and the other by Rudenno (1983), have been tested for simulating coal deposits. To do this 2160 values of ash percentages were simulated using 60 known data points in a two dimensional grid, 20 m x 40 m. 1L is found that while both methods conserve the mean of the known distribution in the results of the simulations, only the first method reproduces the spatial covariance (i.e. the variogram), of the experimental data. The results show that for simulation of regionalized variables only the first method tested yields the desired results.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. Traditional methods for monitoring, and hence controlling, pyrometallurgical processes rely heavily upon the skill and experience of operators. A skilled operator will usually achieve consistent, though often conservative, results, whilst an un-skilled operator will require considerable time and training to achieve the same results. Semtech Metallurgy AB have demonstrated that continuous and precise control of pyrometallurgical processes can be achieved through on-line analysis of pyrometallurgical flame off-gas using optical spectroscopy. The feasibility of the technology has been demonstrated on a large number of full-scale tests at production plants and by several commercial installations. Evidence suggests that installation of this technology, called Semtech Optical Production Control (OPC), has resulted in considerable economic benefits to the plant efficiency and asset life. These economic benefits are believed to be a direct result of improved objective on-line control. Technically the following benefits have been demonstrated: improved metal grade control, reduced metal losses, reduced processing time, and improved personnel safety. SemtechÆs OPC is a non-intrusive technology which relies on the fact that the composition of the vapour phase above a high temperature melt is closely related to the instantaneous status of the melt. This enables on-line real-time analysis of the furnace melt to accurately determine melt status and in particular reaction endpoints. Originally developed for on-line monitoring of copper converting in a Pierce-Smith vessel the field of applications for the technology is steadily growing. This paper introduces the Semtech OPC technology; discusses various applications and outlines the demonstrated benefits.

Significant coal reserves in New South Wales lie under areas with steep topography such as valley slopes and cliffs. Subsidence predictions are difficult to make for these locations as existing empirical databases cannot cover all permutations of topography and mining geometry. Two dimensional numerical model alternatives are of limited applicability. Consequently a novel three-dimensional numerical model is developed including the detailed panel layout, realistic rock mass properties including the full stratigraphy, goaf behaviour and actual surface topography. Model results show the same trends as subsidence measurements from Baal Bone Colliery in the Western Coalfield of New South Wales.

The design and installation of a major on-line stores and purchasing system, with built-in maintenance reporting and plant register capabilities, needs more than just close attention to computer design details. When the system must be available almost 24 hours a day to a number of mine stores sites, and is used by a variety of mining staff including engineers and stores clerks, as well as by remote purchasing and office staff, then simplicity of use, availability, fast response times, and other human factors become vital. Critical aspects include easy to use screen design, involving a change from the traditional hierarchical menu system, and fallback and recovery to the last transaction. Business, people and systems objectives need to be established at the preliminary design stage, so that results can be measured and corrective action taken. The amount and type of user involvement and training, at all stages from initial design to systems tuning, has a major effect on people wanting to use the system. Active user participation in systems design, data definition and collection, and use of relevant training material is needed. Project management and design problems can arise in working with database oriented computer staff, and certain design features are found useful in ensuring a responsive, robust overall system.

Robe River Mining manages a large open pit iron ore mine in the Pilbara region of the North-West of Australia. The mine is managed for various joint venture participants.In July 1986, Robe River Mining made various changes to its management philosophy, which were heavily publicised in the media at the time.As a result of those changes to its management philosophy, Robe River Mining has been able to dramatically increase its production output, productivity, and safety performance without having to resort to major capital outlays and without the benefit of restructuring of applicable industrial awards.

Various aspects of the history of mining at The Zinc Corporation, Limited (ZC) and New Broken Hill Consolidated Limited (NHHC) are examined. There are some discussions about the various methods used to mine the pillars left after the primary mining operations, with an enphasis being placed on the more modern pillar mining methods. Some new pillar mining proposals are presented. INTRODUCTION In the past, pillar reserves at ZC/NBHC have been scheduled for mining by labour intensive and high unit cost mining methods. These methods include both undercut and fill and overhand square set timber stoping. Recent technological advances in large diameter longhole drilling and high charge density explosives have culminated in the mechanised Vertical Crater Retreat (VCR) mining method and this method has been successfully used for the extraction of two pillars at NBHC and more stopes are planned. However the use of VCR methods for mining pillars at ZC/NBHC is restricted to approximately 50 per cent of the total pillar reserves and it appears that high cost methods will be needed to mine the remaining Pillars.

Earthquakes are the most frightening and devastating natural phenomena known to mankind. They strike without warning and their consequences can be disastrous in terms of the toll of human life, financial crises related to the damage or destruction of man-made structures and the social and economic effects on a wide spectrum of the affected communities in the aftermath of the event. Such situations can be widely attested to by most areas around the Pacific Rim. Indeed, the threat of earthquakes is always imminent because of the geological-tectonic nature of the region as manifested by past experiences. It is patently obvious that earthquake occurrences are not only a geological hazard but also pose a serious social danger. When one considers the 19 September 1985 Mexico (Michoacan) earthquake (Mitchell at al., 1986), the necessity of continuing research is of paramount importance. An estimation . of earthquake risk encompasses both qualitative and quantitative aspects and demands a multidisciplinary research effort integrating seismology, tectonics, geology, enginering, sociology, economics, insurance and governmental policies (Bolt, 1978; Booth, 1984). These roles in mitigating such a hazard have been aptly discussed by Press (1985). A series of discussion papers based on an intergovernmental conference covering the whole scenario were published by UNESCO (1978). A high nugget effect and the presence of coarse gold characterises many vein-gold deposits. The effective sampling of these deposits is often difficult because of the relatively low concentrations involved and erratic nature of the gold. Geological complexity often compounds this effect. Underground development, in-fill drilling and bulk sampling/trial mining are often required to delineate Ore Reserves. Winzing is an historical technique that was used to gather geological and sampling data during underground exploration. It permits access to the mineralised structure below the current datum to help determine viability. Winzing has always been considered an arduous and dangerous task. Modern technology has led to the development of the Mobile Supersucker, essentially a giant vacuum cleaner. This system permits safe and efficient winzing activities, and allows the collection of bulk samples for grade estimation. Bulk samples from horizontal development have long been collected to help define mineable grade. However, when defining blocks below current development, there has been over-reliance on ineffective æsmall sampleÆ drill data. The Mobile Supersucker permits safe and cost-effective development of winzes and off-winze sublevels.

When iron ore is crushed and split into lump and fines components, there are systematic differences between the lump and fines grades. Generally the lump product is richer in iron and lower in the other minerals, compared to the fines product. The grade differences between lump and fines, together with the lump percentage, are referred to as the ælump algorithmÆ. Mine estimates of grade, based on exploration or blasthole drilling, relate to head grade. The ælump algorithmÆ predicts lump and fines product grades from the head grade. This knowledge is important when developing mine plans. Different ore types can be expected to have systematically different lump algorithms. Previously, lump algorithms for specific ore types have been estimated by running the crusher with a single ore type over a sample period. This method is costly, interferes with production, and yields results of limited statistical power. It has been found that weighted-least-squares (WLS) multiple regression can be used to ascribe lump algorithms to different ore types, provided sample periods have sufficiently varied ore type mixes. This study discusses the method and its application to the analysis of Mining Area C crusher production records to estimate the separate lump algorithms, which could be applied to the different ore types. The analysis has enabled the set up of lump algorithms in the production system, to improve the grade control of lump and fines product. Some other relevant applications of the WLS multiple regression approach are also considered.

The resistance of lead to chemical attack and the ease of its fabrication has made it one of the most useful of the metals available to the chemical engineer and the electrometallurgist. It has proved to be of particular value in the manufacture of sulphuric acid, and since the conversion of the sulphur of pyritic ores into sulphuric acid is becoming the duty of the metallurgist, the corrosion resistance of this metal will be a matter of considerable interest to him from the standpoints of both producer and user. He realises that there is little to be gained in carrying the process of purification past the ordinary economic limit if little or nothing is to be added to its corrosion resistance, and he as user would not be willing to pay a premium for such purification if it can be shown that its reputed value has no scientific foundation.The metallurgist is well acquainted with the trouble and expense of meeting demands which have nothing torecommend them but prejudice and fancy. The valuable anti-corrosive properties of lead are very commonly ascribed to its forming insoluble compounds with the acids sulphuric, hydrochloric, carbonic, etc. If we trusted superficial visual evidence alone, such a view would receive strong support, but in the light of what we know of the mechanism of corrosion we must attribute its resistance to other factors much less obvious to casual inspection. Certainly there may be some mechanical obstruction set up to diffusion of the liquids towards the surface of the metal.

The paper describes a method of making quantitative mineralogical measurements on many of the major lead/zinc orebodies in Australia. The work was done using QEM*SEM. It was found that a relationship betwen phase-specific surface area and particle size, when plotted in a suitable way, gave a straight line with slope related to the grain size of the mineral in question. The method provides an excellent way of differen- tiating between minerals in existing orebodies and, consequently, an easy way to establish a comparison between a new prospect or orezone and current operations.
