The Gippsland Basin, southeastern Australia, has an Upper Cainozoic history of episodic change of hydrology and the related environment, reflected in the geomorphology and surficial deposits of the onshore basin and the hydrodynamically controlled accumulations of petroleum of the offshore basin. Succeeding this episodic pattern, man through a number of activities, has had a sudden and major impact on the hydrology and the related environment. Activities include those directly affecting the groundwater system, such as extraction of fossil fuels with the consequent threat of land subsidence; irrigation and clearing of vegetation and the consequent effect of salinisation; change of land use and installation of septic tanks with resulting nitrate pollution; damming of streams and the consequent reduction in the frequency of floods with degradation of the biological Environment; de-snagging streams and construction of cutoffs with increased stream erosion, modifying wetlands including drainage, with the consequent degradation of their ecosystems; and increase in phosphate and nitrate inputs to the coastal lakes with the risk of their eutrophication.

The Huntly West Mine has undergone significant changes in the last two years, which will affect the remainder of the mine's life. The paper describes the evolvement of plans and an overview of the technical considerations made in planning for and implementing the first New Zealand longwall operation. The technical investigations involve the longwall equipment, exploration, ventilation and strata control. The focus on these areas was to ensure that unacceptable project risks were addressed. Implementation of longwall mining at West Mine is planned in three phases, Development, Panel One extraction trial, and Full Longwall operation.   At present the development phase is complete, longwall installation is in progress and production start-up is planned for the end of August, 1991.

The Karangahake deposit was the second largest producer of gold-silver bullion in the Hauraki Goldfield, New Zealand. New mapping of a 2 + 3 km (6 km2) area demonstrates that hydrothermal alteration surrounds productive veins. Wallrocks proximal to veins are intensely altered and alteration decreases toward the margin of the system.   At Karangahake, distinct zonation of adularia, calcite, epidote, illite and illite-smectite surrounds gold-bearing lodes with unaltered rocks containing magnetite and plagioclase occurring on the margins. Adularia, illite, illite-smectite, and calcite zonation defines hydrothermal alteration extending 2 km to the east of productive lodes. Epidote and adularia zonation occurs proximal to veins. The adularia zone compares well to potassium/thorium studies conducted in the area. Illite zonation is well developed to the east of the veins grading into interstratified illite-smectite containing 5 to 40 per cent smectite 1.5 km from the Maria Lode. Calcite is restricted to the east of the study area occurring in 18 per cent off surface samples. Less altered rocks containing plagioclase and magnetite occur distal to veins. The magnetite occurrence compares well to aeromagnetic studies conducted in the area.   Adularia and coexisting adularia and albite indicate the host rocks were highly permeable. Epidote, illite, illite-smectite and previous fluid inclusion evidence implies temperatures graded from >240¦C in the core of the system to approximately 150¦C on the periphery. The alteration association of quartz, adularia, calcite, pyrite, chlorite, illite and illite-smectite reflects a near-neutral to weakly alkaline water. Calcite occurrence and the absence of zeolite imply the fluid contained significant dissolved CO2.

The paper deals with the metallographic tudy of heat treated chromite and chromite-coke composite briquettes. The briquettes, prepared from chromite concentrate of Orissa Mines using molasses-lime, dextrinelime and tamarind seed as binders, were subjected to different temperatures and examined metallographically. The change of phase with temperature was analysed by X-ray diffraction.

Biodiversity offsets are conservation actions intended to compensate for the residual, unavoidable harm to biodiversity caused by development projects. The use of biodiversity offsets in the context of mining has significant potential for enabling mining to take place in areas with biodiversity values, where it would not otherwise be possible to meet the relevant legal tests under the Resource Management Act 1991, and potentially the Conservation Act 1987. This paper looks at the concept of biodiversity offsets (and environmental compensation generally) both in New Zealand and internationally, and considers how lessons learned overseas may be adapted for this country. In New Zealand the practice of biodiversity offsets and environmental compensation is ad hoc and variable. The challenge with biodiversity offsets is to establish a transparent and coherent means of identifying the overall priorities and objectives of adopting such an approach, as well as how the relevant values are measured and protected. Establishing a methodology for quantifying biodiversity value, and the need for clear policy guidelines on biodiversity offsets are identified as key areas in need of wider discussion.

Conventional processing of heavy mineral deposits containing radioactive rare earth minerals such as monazite and xenotime may cause industrial hygiene problems through atmospheric dust and contamination of product concentrates. An alternative procedure has been developed in which such minerals are removed from bulk heavy mineral concentrates by flotation with little loss of other economic minerals. With fine ores, recoveries of over 95 per cent have been achieved and with coarse ores over 80 per cent, in both cases at high grade. Several flotation regimes have proven effective. The potential for generation of radioactive dust or product contamination is subsequent processing is correspondingly reduced.

A hard lump char containing only 4 to 5 per cent ash, 0·25-0·30 per cent sulphur and a trace of phosphorus has been produced from Latrobe Valley brown coal by slow drying and carbonization of ordinary industrial briquettes at temperatures between 7000 C and 14000 C. The briquette char can be made with a variety of reactivities by varying the maximum temperature of carbonization; the higher the temperature, the lower the reactivity. The strength of the fuel compares favourably with metallurgical coke made from black coal, though it may not be quite so resistant to abrasion. Experiments in a small experimental cupola indicate that it will make a satisfactory fuel for use in iron foundries. It may also find extensive application as a smokeless fuel in other branches of industry and in household heating appliances.INTRODUCTIONVictoria, like South Australia and Western Australia, is apparently without 'significant deposits of black coal of coking quality but there are huge reserves of brown coal of high moisture content (60-66 per cent) in the Latrobe Valley (well over 20,000 million tons have been proved) and there are other important deposits in the south central portion of the State (Herman, 1952).For three decades Victorian industries, including a few metallurgical firms, have been using the briquettes made at the Yallourn factory of the State Electricity Commission of Victoria (S.E.C.). These briquettes, having a moisture content of about 15 per cent and a calorific value of approximately 9,500 B.T.U. per pound, are satisfactory for certain grate-type furnaces but they are not suitable for use in cupolas of other shaft furnaces because they disintegrate badly on rapid heating.

Since the end of World War n, many important developments have taken place in the investigation of the phenomenon of brittle fracture in mild steel. Fractures in certain classes of welded ships, in welded bridges, penstocks, etc., focussed a great deal of attention on the interrelationships of design factors, service conditions, and steel quality on the generation of catastrophic failures.Much publicity has been given these major failures, and there is perhaps a tendency to forget that mild steel, under certain conditions, as well known to behave in a brittle fashion in a wide range of everyday engineering applications.For instance, many who are connected with the haulage and lifting of heavy loads will be familiar with the bright "crystalline" fractures of crane hooks and chains which sometimes follow sudden jarring; those concerned with the heavy pressing and shaping of steel plate will not be unaware that at times sudden brittle splits or tears will develop for no obvious reason in, say, rolled pipes or in dishings.In fact it will be evident upon reflection that in many cases the conditions which mild steel has to withstand during processing into an engineering part or structure are more severe than those it wili be called upon to endure during service. "Geochemical characterisation is done based upon the geology and metallurgical batch testing prior to commencement of the operation of the plant.  Tailings repository design is based upon geochemical assessment of the waste material, as well as the geomechanical issues associated with storing the waste. The resultant conceptual and detailed design is incorporated into the environmental impact statement (EIS), upon which mine approval is based. The entire environmental monitoring and harm mitigation program, which is usually a condition of the Mine Lease approval, is based upon the applicability of the original characterisation.Tacit to this process is that there is no change in the geochemistry of the tailings, i.e. no change in the implications for acid & metalliferous or saline/neutral mine drainage (AMD/SNMD) generation. But any changes in milling and processing can have a substantive impact on the geochemical behaviour of the tailings metallurgy, and potentially render an operation non-compliant within the conditions of the mine license.Environmental and statutory approval implications for continuous improvements of metallurgy need to be understood because unintended consequences could cost more than the benefits of the improvement, and in some cases cost more than all the profit made from the mine.  Examples uncovered during audit and consultant practice will be presented together with a process to ensure implications for adverse environmental harm and license conditions are fully considered.*This paper is only available for individual download. Tailings management trade-off studies are done for all mining projects. There is wide variability in these studies as their approach, details and outcomes are determined by the experience and focus of the project team. While some of these approaches may consider the whole life cycle of the project others may focus only on capital and operating costs and direct environmental impacts. A complete life cycle approach is not standard practice. This paper describes an approach to implementation of formalised life cycle assessment (LCA) following ISO 14044 to tailings management trade-off studies. The paper describes the implementation of the methodological framework for the LCA, ie goal and scope definition, life cycle inventory analysis, life cycle impact assessment and life cycle interpretation. This standardised approach to implementing tailings management trade-off studies following the LCA approach will contribute to the state-of-the-practice in sustainable mine development.

An integrated palynological and sedimentological investigation of four wells from the eastern margin of the Gippsland Basin has resulted in a scheme for classification of palynofacies in this area. Thirteen different palynofacies assemblages are recognised and assigned to particular environments based on the enclosing sediments, which range from alluvial, through coastal barrier to continental shelf environments. Close correlation is observed between the interpreted energy regime of the palynofacies assemblage, and that of the enclosing sediments. Assemblages characterised as reworking surfaces can be correlated with unconformity producing events (ie tectonic activity associated with the opening of the Tasman Sea), and some of the minor eustatic sea level Changes.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. In the last 30 years, human appropriation of global renewable resources has accelerated to the point where 35 per cent of the earthÆs land surface is now in managed agro-ecosystems, consumptive water use consumes between 50 per cent and 85 per cent of freshwater supply and 60 per cent of ecosystem services are utilised in an unsustainable manner. There are virtually no landscapes in which renewable resources are not already fully allocated among different economic and environmental uses. Furthermore, it is increasingly recognised that water availability issues do not exist in isolation but are linked with the related environmental issues of biodiversity preservation, the carbon cycle, soil degradation, and energy use and supply. It is against this background that the sustainable management of water in mining is increasingly developing a strategic viewpoint where water is viewed as a resource within an interconnected landscape, having economic, environmental and social value and providing a range of environmental services in the provision of public and private goods. This paper explores the issues associated with sustainable management of water in mining from a strategic viewpoint. The cumulative impacts of multiple water users, both within and outside the mining sector, is increasingly threatening the security of supply for all users. To quantitatively assess the ætrueÆ value of water it is necessary to: Better understand the science of ecosystem functioning and how human actions impact on environmental processes. Develop appropriate policy, finance and governance structures to support innovative programs that preserve ecosystem function and services (including market based instruments). Apply knowledge as interventions across landscapes in ways that maximise benefits and minimise unintended consequences taking into account differences in the value of water among sectors. A strategic viewpoint of water management relies on knowledge to guide decision making that has been acquired at a range of scales from mine site to mining region. This knowledge must be based on rigorous science, sound data and syntheses of different types of information. Strategic management of water resources will better position the industry in terms of understanding the risks posed by complex, interlinked environmental issues that are increasingly impacting on future access to land and renewable resources, including water, thereby ensuring miningÆs future social licence to operate.

Hydrogen and carbon monoxide reduction data were obtained on pelletized materials of the type currently being prepared commercially in Australia.Pellets, approximately 1 cm diameter, made from Deepdale, Iron Prince, and Mt. Newman iron ore were reduced by hydrogen over the temperature range 500°-900°C and the reduced pellets were examined by thermogravimetric, microscopic, electron probe, and x-ray techniques. After an initial time delay it was found that up to 95 per cent reduction the data could be described by a porous model where gaseous diffusion through the solid is rate controlling. Independent measurements of effective diffusivity supported the values obtained from the reduction data. Above 95 per cent reduction the rate decreased markedly due to the formation of retained wustite or fayalite.Comparison with reduction by carbon monoxide over the temperature range 750°-900°C showed that the rate of reduction was approximately five times slower than for reduction by hydrogen.The rate of reduction was found to be a function of the initial properties of the pellets which may account for the widely conflicting results that have been obtained with previous investigations on porous pellets.

A study was carried out to compare the environmental impacts of the two major iron ore agglomeration processes, sintering and pelletising, using life cycle assessment (LCA) methodology. The following agglomeration processing routes, with the fuel options shown, were investigated:sintering with combined natural gas/coke breeze or charcoal as fuel, grate-kiln pelletising with combined natural gas/coke breeze as fuel, and straight-grate pelletising with combined natural gas/coke breeze as fuel. Inventory data for each process derived from the literature, and in some instances supplemented by additional simulations and calculations, were used in the study and the environmental impact categories considered were gross energy requirement (GER), global warming potential (GWP) and acidification potential (AP). The results of the study showed that the GER, GWP and AP for a sinter plant are higher than those for a pellet plant for the same amount of metallic iron in the agglomerated products. These results are partly due to higher consumption of solid fuel and flux in the sintering process. However, it should be pointed out that the study only compared substantially fluxed sinters with acid pellets that may require additional flux (and hence potentially more greenhouse gases emissions) to be a balanced blast furnace feedstock. Extending the LCA to the blast furnace process stage was beyond the scope of the current study. Within the sinter plant, the sintering stage itself is the largest contributor to the GER, GWP and AP. In the case of pellet plant, the pellet induration stage is the largest contributor to the various environmental impacts. The GER and GWP of a straight-grate pellet plant are marginally higher than those of a grate-kiln pellet plant due to the higher electrical power required by the straight grate system. The substitution of coke breeze with charcoal in the sintering process results in an increase in GER but a decrease in GWP. However, a substantial proportion of the GER is derived from renewable sources (wood), resulting in a decrease in the non-renewable components of this environmental impact. Given the source of the inventory data and the assumptions and approximations made in carrying out the LCAs, it is emphasised that the results presented in this paper should be considered as indicative rather than as definitive results for the two iron ore agglomeration processing routes considered.

Three large deposits of good quality lignite were located and delineated in the Central Otago region between October 1978 and July 1979. The program was initiated and funded by Mines Division of the Ministry of Energy as part of the national Coal Resource Survey. The exploration work was carried out by Lime and Marble Limited on a contract basis (Bowman, 1980). The three deposits were all potentially mineable by open cast methods and possessed combined indicated and, inferred reserves in the order of 1000 x 106 tonnes. They ranked with the previously discovered Eastern Southland 1ignites and as such constituted an important national energy resource. Fifteen months later a second more detailed investigation of similar duration was undertaken by the Liquid Fuels Trust Board (LFTB). The objective was to upgrade and refine the geological data base of all of the nine South Island 1ignite deposits in order to make preliminary economic assessments of their potential. Again Lime and Marble Limited acted as the exploration operator (Bowman, 1981a, 1981b, 1981c).
