Recent whole-rock geochemical data from nearly 900 fresh drill core and underground samples taken from seven central Victorian gold deposits confirm the presence of distinct and identifiable primary alteration haloes surrounding the deposits. Ferroan carbonate alteration extends for up to several hundred metres away from turbidite-hosted gold mineralisation outside of contact metamorphic aureoles. A less distinct phyllic alteration zone can be identified using geochemical molar ratios or short wave infrared analysis. It generally overlaps a sulfidic halo characterised by disseminated pyrite and in close proximity to mineralised structures, arsenopyrite. The extent of the sulfidic halo can be traced using low-level analysis of pathfinder elements such as S, Au, As and Sb. Recognition of these alteration features enlarges the target for exploration and provides a tool by which drilling can be directed towards mineralised structures. The hazard posed by underground mine fires is illustrated in the first part of this paper by means of a review of experiences in four mining countries over the last three decades. This brief review indicates that while much progress has been made generally in preventing fires and providing means of protection to miners, the possibility of disasters occurring must continue to be regarded as very real. Based upon recent investigations by the South African mining industry, an integrated strategy for providing protection to personnel in the event of a fire is outlined in the second part of the paper. The main, complementary, elements in this strategy are the prevention of ignitions, the limitation of fires, provision of protection systems and equipment, training for emergencies, and effective implementation of safety measures. Some comments are made on important aspects of these elements and on possible further developments.

Pit optimisation algorithms are designed to produce a pit with maximum value, but for certain minerals like iron ore, limestone, coal, etc, it is also necessary that the designed pit contains ore which meets the customer's chemical specifications. This paper describes a technique of using linear programming for blending optimisation and the Lerchs-Grossmann algorithm (as in Whittle's 3D software) for pit optimisation in tandem, to achieve pit designs of targeted grade specifications.

Mined-out limestone/aggregate quarries in Japan contain many high and enormous pit walls. Many precious resources are abandoned in these final pit walls. In addition, there are many mines which are located in or near populated areas in Japan. Utilisationof the potentially useful under- ground space at mined-out sites is a topic relevant to the practice of surface mining. This paper describes and discusses the concept of underground space utilisation and tunnelling systems, referring specifically to geotechnical/ tunnelling parameters.

This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

Increasing world competition puts pressure on sales volumes and prices. This in turn reduces potential profit margins. This in turn increases the focus on costs.Increasing demands on quality and service puts pressure on delivery performance - the right product at the right time. This in turn reduces the scope for errors and delays - and this in turn increases focus on equipment reliability. In the mining industry, both costs and equipment reliability have one significant thing in common - they are driven substantially by maintenance.

The Golden Cross mine is a Joint Venture between Coeur Gold New Zealand Limited, as Manager, and Viking Mining Limited The mine is targeting Zero Lost Time Accidents as a goal. The Golden Cross operation produces gold and silver from both underground and open pit. The mine is based on an epithermal gold-silver deposit. Treatment of ore is on a campaign basis for each ore type (ie underground or open pit). Milling is conventional SAG Mill and Ball Mill grinding circuit followed by carbon in pulp recovery of gold and silver. All tailing materials are treated through the Cyanisorb process to reduce cyanide levels prior to being discharged into the tailings dam.

The successful `marriage' between a company seeking to raise funds to develop a project and their financiers calls for a strong mutual understanding of each other's needs. For a company attempting to raise funding, the alternative methods are ever expanding. The optimum method will vary depending on the financial position, risk/reward outlook of the company and the strength of the project for which development capital is being sought. It is likely that small mining companies will need to raise equity funds for advancing projects to the development stage. At that time, they will probably still require a reasonable level of shareholder equity to meet the requirements of banks and other parties to cover potential cost over-runs on the project and feasibility costs. Larger companies, however, are likely to find it much easier and cheaper to raise debt from banks. When evaluating companies and projects for funding, banks will pay particular attention to the quality and experience of management in developing similar projects and it may be necessary for some companies to retain the services of outside consultants. Before a project needs funding, companies should meet with potential financiers to develop relationships to select and ensure a smooth transaction to funding in the future.

Increasing attention is being focussed worldwide on the strategic environmental assessment of mining projects, including consideration of cumulative environmental effects. In New Zealand there is now an end in sight for inappropriate delays in resource consent approval of responsible mining projects. This paper investigates six case examples of recently consented mining and quarrying projects, whose applications were notified. It also explores the nature of delays that occurred, the factors that contributed to the delays, and whether the consent process delivered fair and effective public participation and desirable environmental outcomes.

In recent years there have been a number of excellent towns built for mining communities in remote parts of Australia. Planning has been thorough, and very large capital expenditures have been made by companies to provide high standards of accommodation, services and amenities. But so often the phrase 'company town' comes to be applied, expressing the frustrations of the residents, working for a single employer who dominates their lives, and of the company, which would prefer not to have to build and operate a town. The much-vaunted early success of some iron ore, bauxite and coal projects has led to a belief that the success of all mining projects is assured. Those holding this belief ignore the vagaries of mineral deposits and of markets, and the need to amortise large high-risk capital expenditures, much of which is spent on social and industrial infrastruc- ture. To establish the design and the capacity of the Stanwell Magnesium Plant, Australian Magnesium Corporation Ltd (AMC) with Fluor Australia has modelled the operation of the magnesium plant using ARENA Simulation Modelling. The reliability model has been used to evaluate: surge capacities required between different sections of the plant; critical equipment requiring standby capacity; the number of trains required for different sections of the plant; and potential capital cost reduction options. The reliability model was established using the detailed Process Flow Diagrams, reliability information from literature and maintenance, operation and start-up experience from the Demonstration Plant. The model was run with different plant configurations to assist AMC in determining the most effective configuration to provide the production capacity at the lowest capital cost. The model was not only able to confirm the plant capacity to the independent technical expert but was able to minimise quantitative risk by minimising the quantities of hazardous materials on site. Fluor Australia provided the ARENA simulation expertise and has used this software for optimising new plant design and to establish improvements in operating plants. Reliability modelling is a normal feature of chemical plant design but is rarely used in the resource industry. The experience gained by AMC in the modelling system has indicated that metallurgical plant design can be improved by the application of reliability modelling.

The rheological fracture properties of coal containing gas were studied to obtain its rheological fracture principle both in microscopic scale and in macroscopic scale. Chief Geologist, Groundwater and Engineering Geology Branch South Australian Department of Mines and Energy The six papers submitted for consideration during this session include two dealing with techniques for measing rock mass behaviour, including permeability, in boreholes, one describing the use of surface geophysical methods to delineate pollution plumes in groundwater together with analytical modelling of the plume, and one presenting a biological tracer technique applied to the determination of the origin of water entering underground mine workings. A paper describing dewatering at a base metal mine in Queensland includes an account of the investigation techniques employed to establish a conceptual model as a basis for the evaluation of various dewatering strategies. Of considerable interest is the use of a field gravity survey to delineate a zone of highly weathered rock which forms the major aquifer at the site.

High productivity mining is the key to the financial success and stability of modern mines. This can be achieved through the use of new technologies, the development of innovative work practices and optimisation of the mining method to suit the mining environment. Big Bell Mine is a 1.7 Mtpa longitudinal sublevel caving operation at a head grade of 3.14 g/t. Annual production is 170 000 ounces of gold. The selection and implementation of bulk emulsion explosives was seen as the logical progression from blow loaded ANFO for the high tonnage rate required from the longitudinal sublevel cave. Prior to the implementation of bulk emulsions an investigation was required to examine the technical and financial benefits available with the introduction of bulk emulsion. This paper examines the review process and the successful implementation of bulk emulsion explosives at Big Bell.

A distinguishing feature of tunnels in squeezing rocks is that a large deformation of the surrounding rocks takes place slowly and gradually, often called squeezing phenomenon. It is different from the rocksbursting phenomenon during which the deformation of tunnels occurs instantaneously when the resulting stresses exceed the strength of the surrounding rocks. The squeezing phenomenon has received great attention in the field of rock mechanics and tunnelling recently. The mechanism and various factors related to the large deformation and failure of tunnels in squeezing rocks are discussed in this paper on the basis of field investigations and laboratory model tests. The relationship between the deformation of surrounding rocks and support of the tunnels in squeezing rocks is presented in the form of numerical modelling.
