In surface mining operations, the ease with which a muckpile may be dug is a dominant factor in mining efficiency. Within broad limits this is largely independent of the fragment size dis- tribution, since the equipment used to move the broken rock is generally larger than in underground mines. In such cases, muck- pile shape and voids ratio within a muckpile heavily influence mine productivity. In a particular operation, the muckpile shape after blasting should be tailored to the digging equipment being used. A front- end loader is best suited to a low, flat-lying, loose muckpile, because of its fairly good mobility and small break-out force with its bucket. In contrast, a rope shovel lacks mobility, generates a much larger break-out force with its bucket, and fills its bucket in a vertical filling motion. Therefore, it is ideally suited to well fragmented, steep faces. In situations where a dragline is used, the requirement for a suitable muckpile depends on the operat- ing scheme of the dragline. For a conventional highwall key method the preferred work- ing level of the dragline is the same as the highwall, so that the dragline may sit over its key. In this situation, the ideal muck- pile shape involves relatively little displacement of the fragmented rock, with a minimal "power trough" at the back of the blast. In throw blasting, on the other hand, it is desirable to cast as much of the spoil as possible across the pit. It is then necessary to optimize the blast design by maximizing the throw percentage under any necessary constraints (e.g. damage, vibration, flyrock, explosive cost).

The face of project evaluation is changing continuously, making it ever more critical to get a clear understanding upfront of the objectives, decision-making processes and criteria of the project proponents. Requirements are usually significantly different for emerging æjuniorsÆ compared with long established major mining houses and companies in developing countries compared with western companies. Requirements are also different for different types of evaluations, such as due diligence studies compared with feasibility studies of æownedÆ projects and there are often key misunderstandings around the use of the term æbankableÆ. Further, it has become increasingly important with increasingly remote and lower quality resources to understand risk relativities such as infrastructure compared with the core processing facilities. This has also driven the need for more trade-off studies to determine the best balance between critical issues, such as optimisation of the interface between mine and processing plant, capital versus operating cost and automation versus labour. In every project evaluation, it is also critical to consider emerging trends and changing requirements and standards such as sustainability and community interface. Finally, the inescapable drive to reduce time to market has driven changes such as increased use of more standardised designs and innovative approaches to the transition from project development to execution. This paper begins with a brief review of the different objectives and risks of each project development stage to establish a framework for subsequent discussion of the different requirements of different types of companies in different locations, different types of evaluations and different types of projects and project components. This is followed by a review of changing requirements and standards and some innovative developments in sustainability and community interface are presented. Finally, the paper outlines a number of developments in the area of operational readiness planning that focus on minimising the time to achieve maximum return on investment.

Three aspects of rock mechanics, namely, in-situ stress estimation by acoustic emission (AE) method, strength of rock mass and role of chemicals to reduce the strength are covered. It is possible to detect the previously applied maximum stress by stressing a rock specimen to the point where there is a substantial increase in AE activity. This is known as Kaiser effect. From the AE signatures in the second and subsequent loadings, AE take-off point was identified more easily than in the first loading. In determining the compressive strength of rock mass, two factors have to be considered, namely, the size effect on the compressive strength of intact rock and the effect of discontinuities on the compressive strength of rock mass. Although a modified Bieniawski criterion gives best agreement with the triaxial test data, modifications have been suggested to Hoek-Brown criterion due to its popularity. It is possible to reduce the tensile strength of sandstone by saturating it with weak chemical solutions made with dodecyltrimethyl ammonium bromide, polyethylene oxide and aluminium chloride by up to 30%. In the case of compressive strength, there is no appreciable effect. The possible explanation is that the chemical solutions produce an effect on the strength of sandstone only when the failure mechanism is dominated by tensile mode.

The design of entrainment control processes in copper SX plants has been studied by use of models based on achievable plant performance. A number of alternatives have been assessed for their suitability in minimising the transfer of deleterious species from PLS into the electrolyte. The position of the wash (scrub) stage in the circuit, either before or after the loaded organic tank, has been the subject of considerable debate. The modelling shows that at ænormalÆ entrainment levels, the performance of the circuits are very similar. However at high entrainment levels the selection of the wash after the loaded organic storage has significantly lower transfer of contaminants. When considering the inclusion of a loaded organic coalescer the results of the modelling again show that the best circuit has the loaded organic storage/coalescer before the wash stage. The overall control of EW contaminants includes both a wash stage and an EW bleed flow. The total water use for these two flows is shown to go through an absolute minimum. The minimum flow rate is not greatly dependant on the total entrainment from the SX settlers. This can be a useful operating strategy if the quantity of high quality water for make up is limited by the capacity of the water treatment plant (eg RO). However the minimum cost option is to maximise the flow of water to the wash stage and minimise the EW bleed stream. The main driver for this is the cost of the cobalt sulphate contained in the electrolyte. Some results from the latest circuit modifications at the Nifty and Girilambone Copper Projects are presented to confirm the benefits of using both coalescing systems and a wash stage. The EW bleed has been reduced to a level that is less than the loss internally in the SX stage to stage entrainment. There has been an occasional need to add chloride to the EW to maintain sufficient concentration to act as a growth modifier.

Many of the discrepancies that appear when comparing the results of reducing machinery are due to the nature of the materials reduced and the conditions under which they have been treated. It is therefore necessary that manufacturers should employ standard materials in their tests that sufficiently approximate the substances to be ultimately treated if the information is to be of any value to the purchaser. Another advantage to be gained by employing universal standard materials is that by their means one is enabled to compare the relative values of different types of machines. At present much of the data meted out to the public is insufficient to enable them to judge fairly. Of course the best test would be to send some of the stone tor which the machine is required, to be treated by the various crushers in the market that are likely to be suitable for the purpose, but this is not always possible. It would not take long to become accustomed to judge of the value of a machine for a specific purpose if it was guaranteed to work a certain quantity of some standard rock, even if that standard were not identical with the material to be treated.There are many points to be considered before selecting a machine, such as the size of the rough stone it will take, the size to which it will reduce it the proportions of various grades made when crushing to pass through a given mesh the form of the delivered particles the time taken to treat a+ certain quantity the horse-power required to drive the machine, both when loaded and unloaded whether constructed to crush wet or dry the wear and tear of the machine its total weight and weight of the heaviest part the cost of machine what attention it required whether the wearing parts are readily replaced, and several other points common to all machinery. 'When considering these varying quantities, we can tell at a glance certain machines that are suitable for a particular sort of work, and can then compare those belonging to the same class, thus avoiding errors made purposely or through ignotance by persons interested in different machines, who frequently compare machines originally constructed for.

The green field discovery of a two million ounce high-grade refractory gold ore deposit in the Indonesian Province of Sulawesi Utara, led Newmont to utilise its proven technical expertise in dry grinding and whole ore roasting to develop a 2000 tonne per day, 160 000 ounce per year operation in this remote and picturesque location.Located at an elevation of 250 in above sea level and ten kilometres to a deep water natural harbour, the hard rock open pit mine, process plant and infrastructure facilities were built to budget at a capital cost of US$132 million. The plant was commissioned with oxide ore, with the first gold poured in March 1996 and with refractory ore in January 1997. The operation rapidly met its production targets because of extensive forward planning and training programs developed for the local workforce. The presence of steep topography, fertile coastal plains, high rainfall, high seismicity of this location led to the decision to dispose of neutralised tailings in deep water off the coast instead of impounding tailings in a dam. This paper describes the development of the project and the challenges in developing a gold operation in a remote location which lacked infrastructure, the steps taken to ensure a smooth commissioning, and the selection of the workforce to operate a technically sophisticated facility.

This paper examines the broader implications of recent and ongoing changes in mineral resource managementå and reporting practices and the impact that these might have on mining companies. It is likely that an International Reporting Code will be developed in the near future, based on a number of National codes produced in recent years. However, this is only part of the reporting story, as an International Code brings with it a range of further issues to resolve. For the Code to be effective, there needs to be international recognition and perhaps licensing of Competent Persons and an expanded base of sponsoring professional bodies. Also, in an increasingly global business, shareholders, regulators and other interested parties need to know and understand the general processes involved in resource and reserve estimation and reporting in order to recognise companies that maintain the highest standards. There is a current trend towards greater scrutiny of company performance in a range of areas under the banner of corporate governance, and many changes are happening that will place greater disclosure burdens on all companies in the future. Good corporate governance means management of company assets for the benefit of the stakeholders. For a mining company, there is no greater asset than its mineral resources and reserves and directors are just as responsible for effective management of their mineral resources as they are for financial good practice. The paper looks at the relevance of corporate governance principles to mineral resource management and the changes that this could bring to the way that companies deal with regulators, shareholders, financiers and others. Finally, increased scrutiny and further regulation inevitably means greater effort by the industry and higher costs. Despite this the author believes that there are substantial offsetting benefits to be gained by companies prepared to take the initiative in improving resource management practices and communicating these improvements to shareholders. In order to achieve the benefits however, the industry needs to fully engage in the changes that are taking place û setting its own standards and working with the regulators rather than sitting back and being legislated against. Mineral resource reporting provides a good model of how this process can work and there will be other opportunities in the coming years as the industry seeks to develop best practice in mineral resource management. This paper describes a plant built at The Broken Hill Associated Smelters, Port Pirie to sample lead sinter automatically. As the plant is still in the commissioning stage results on the precision and accuracy of the sampling are not yet available, but some of the difficulties experienced during commissioning are discussed.

Economies in cemented fill demand the utilisation of the full potential of the portland cement component of the mix. If declined tailings are used, it is desirable to establish the optimum particle size distribution. Pozzolic materials and slags are. very useful additions to increase the amount of cementitious material through reaction with calcium hydroxide produced by hydration of the cement. It is also essential to check out the presence of substances which may seriously affect the setting and hardening of the cement or the durability of the cement bond. The importance of quality control in the preparation of cemented fill cannot be over Emphasised.

SASOL Synthetic Fuels has recently completed the design of sampling systems for raw and blended coal feeding the gasifiers at Secunda, South Africa. The new systems will replace manual, stopped belt sampling and have been designed to achieve specific accuracy targets on a daily basis. The sampling system is unusual in the coal industry in that the fines content (-5.5 mm nominal) of the coal is very critical and is to be determined with high accuracy.The sampling system was designed to meet carefully considered target accuracies using methods of modern sampling theory. The heterogeneity of the coal streams involved with respect to the critical analytes was determined by appropriate sampling and sample analysis. The statistical characterisation of the time variation of analytes in the process streams was based on variograms derived from on-line ash gauges. From this point, the design was completed using fundamental statistical sampling theory and some simulation studies. The paper discusses the development of the sampling system design in detail as well as the plans to use the data stream to provide timely alarms when the coal quality deviates from the target specification.

The development, design, construction and operation of the new Solvent Extraction/BCA process plant at Copper Refineries Pty. Ltd., Townsville is described.The process offers substantial savings in electrical power costs, improvements in plant hygiene, and a lowering of materials handling costs compared with conventional electrowinning technology.The solvent extraction process extracts arsenic from copper Tank House electrolyte using a tributyl phosphate (TBP) - kerosene solvent. The plant incorporates fourextraction stages, two scrub stages, and three stripping stages to produce an arsenic-bearing low-acid strip liquor. This strip liquor is mixed with copper sulphate, and neutralized with ammonia to form a copper (II) arsenic (V) crystalline product, bicupric arsenate (BCA). This product is then used in the manufacture of chromated copper arsenate timber preservatives (Royston 1982).

Past and present developments in the use of blast furnace slag in the manufacture of glass are outlined. The crude slag from Port Kembla is beneficiated by the Mineral Resources Division of Australian Consolidated Industries Ltd. at Mascot using a dry magnetic separation process which reduces the iron level in the slag to an acceptable value, The chemical and physical properties of both the crude and beneficiated slag are given and compared with those of other slags used in the manufacture of glass. Slag is added to intro- duce alumina into the glass and its addition to the glass batch also results in faster melting and refining. Slag was first used in Australia in 1968 and its use has increased steadily year by year. At present about 16 000 tonnes of slag are used per year, mainly in amber and white glass. Beneficiated slag is used'in three plants to supply all the alumina required in the amber glass and in four plants to supply part of the alumina required in the white glass, the amount added depending on the acceptable iron level in the glass. Slag is also used in limited quantities in the manufacture of both dark and light green glass.

Throughout the minerals industry, it is evident that a new wave of technological innovation is needed as the mining sector looks for ways to achieve higher security and safety as well as higher production rates with less investment. Innovation has always been one of the key factors in achieving success within the mining industry. However, its importance will be especially relevant in the coming years if negative trends in commodity prices and new challenges facing the industry (lower grades, deeper mines and economy of scales) are to be overcome and the future sustainability and profitability of the sector ensured.The drive towards fully autonomous operations has begun, with the implementation of automated systems in both surface and underground operations. However, these automated systems are currently planned and realised with well-defined automated tasks within structured environments and isolated spaces. Currently, there is no interaction between automated systems, manned systems or humans, which creates physically isolated environments.For fully autonomous and continuous operations, the automated systems need to operate in environments that enable flexible interactions between automated machines, tele- and manually operated machines and humans.In this paper, we address the automation paradigm considering the synergistic collaboration between humans and automated systems. In this paradigm, humans and machines would interact in a flexible, collaborative and synergistic way without the need for isolation. The implementation of this concept within mining operations will have to be underpinned by science and technological developments and will require adaptation from many fields, including robotics, automation, distributed systems, communication, human factors, pattern recognition and mine design.The paper also presents the research and development work being undertaken at the University of Chile’s Advanced Mining Technology Center, in collaboration with the Chilean mining industry. The review covers the different concepts of automation which are appropriate to non-ferrous smelting and the degree to which the smelter, and the furnace in particular, is amenable to total automation. Due to the problems peculiar to a smelter, it is unlikely that a fully closed loop system could ever be achieved and that the smelter will continue to depend upon extended manual control supported by computer based information sorting and optimisation.Generally, loop control is performed using Taylor's Mod III process control system. For distinct plant systems involving a combination of process loops, sequencing, and data acquisition, the company has developed its own microprocessor based systems. Process optimisation using computer based analysis of operating data is well established. Utilising this data, computer modelling provides manual set point supervision for the furnace process control system.The impact of automation on the workforce and on operating costs is also examined. Predictions on future developments in the field of automation, optimisation and sequencing are propounded and related to the non-ferrous industry at large.

Wetherstones gold deposit is located just east of the township of Lawrence, in the Otago District of the South Island, New Zealand. The paper will describe aspects of the mining and exploration history of the Wetherstones gold field, current knowledge of the geology of the deposit, and speculate on possible outcomes of exploration in the modern era.   As at the famed Gabriels Gully situated nearby, most of the Wetherstones gold is/was contained in, or recycled into modern drainages from, the Blue Spur Conglomerate (æBSCÆ). The BSC is the basal member of a wedge of auriferous non-marine sediments of latest Cretaceous age which are tilted against the Tuapeka Fault Zone, a structure of regional dimensions. In particular mineralisation of elevated grade (which cannot yet be reliably estimated) appears to be concentrated in an elongate basement depression (ægutterÆ) of width around 100 m, variable thickness to a few metres, and axial length in excess of 500 m. The gutter plunges from the base of alluvial mining (where it has been partly exploited by underground methods) to depths of more than 100 m, beyond which it remains open and untested.   The prospects for a revival of mining at Wetherstones depend upon confirmation of what is here inferred to exist, and the discovery of additional gold. The economic prospects of the project however are enhanced by what is known or indicated of the geographic location, and anticipated geologic, mining and metallurgical characteristics of the mineralisation, and consequent anticipated environmental management issues.   The recognition of gold contained in pyrite in the BSC represents an upside to project economics which has never previously been evaluated. The Wetherstones Basin covers more than five square kilometres in areal extent. There is no modern exploration record of the majority of this area, leaving open the prospect of the discovery of additional gutters, and primary mineralisation in the underlying schist.   Australasia Gold Ltd has embarked on a program to reassess the potential resources of the Wetherstones gold mineralisation, and to evaluate the feasibility of mining.

It is sometimes necessary to resort to extremes in order to call attention to something that is pertinent to safety in mining. When some of the experts in occupational safety talk about this topic, they usually refer to a 'regulation' established by the Romans which stated that, due to the health hazards, usually death, no Romans but only slaves should work in mining. Since the time of the Roman Empire, a lot of ground has been covered in the field of mine safety. Nowadays, it can be said that occupational safety is being seriously addressed, with the result that the number of mining accidents has reduced dramatically, fatalities in this industry are less frequent, and the rate of accidents compared with other activities, such as construction or fanning, is low. This achievement has been possible initially through government legislation and by procedures established by the mining companies themselves. However, the dilemma for government is whether to regulate and if so, how much. It is pleasing to observe that most companies are establishing working procedures which conform with new government legislation, placing strong emphasis on the duty of care for mine employees. There will always be some regulatory aspects of legislation, and perhaps the best example of this is in the use of mine hoists where there are no international or Australian standards, and the regulations applied are of an empirical nature that err on the side of safety.

The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. The carbon solubility of the CaO-Al2O3-FeO-SiO2-MgO slag, the main system formed in the Ruhrstahl-Heraeus (RH) vacuum degasser, was measured at 1873 K to understand the effect of slag compositions on the carbon contamination in the ultra-low carbon (ULC) steels. The stable form of carbon was demonstrated to be carbonate by plotting the log [(wt%C)/aC] ratio against the log p(O2) which ranged -11 < log p(O2,atm) < -9. The carbon solubility of the CaO-Al2O3-FeO-SiO2-MgO slag can be estimated using thermodynamic model. The distribution ratio of carbon increased with increasing concentration of FeO due to the FeO reduction reaction and increased basicity of slag. The carbonate capacity of the CaO-Al2O3-FeO-SiO2-MgO slag can be expressed as a linear function of the activity of lime and the optical basicity.

The Managalase area is remote and little visited by geologists or prospectors. Yet it holds the key to the tectonics and petrology of this part of Papua. The eastern Managalase plateau (M, Figure 1) lies between the Hydrographers andesite volcano (H) and Sesara shoshonite volcano (S) to the south of Popondetta on the Papua Peninsular. It contains over 30 small volcanic centres in an area of only 400 km2 . To the south and west lies the basic-utrabasic belt (B-UB) of the Morobe arc. This is the leading edge of oceanic plate obducted over the Owen Stanley Metamorphics during the lower Eocene time. To the east and southeast lies the Cape Vogel geosyncline where the western end of the Woodlark basin spreading centre enters mainland Papua. The extension of the spreading centre as a suture might pass as far as the southern margin of the Musa Coastal plain. A new pattern of plate tectonic motions has been determined by the global positioning system and the southern margin of the Woodlark plate has been redefined (Tregoning et al, 1998; Taylor, Goodliffe and Martinez, et al, 1999). The Managalase plateau is margined by two inferred faults. These outline a cusp protruding from the main basic-ultrabasic belt where these rocks are near the surface. The westerly arm of the cusp passes through the centres of the Hydrographers and Mount Lamington andesitic volcanoes. Mount Lamington overlies Quaternary alluvium and underlying Tertiary sediments (Arculus et al, 1983) but members of the basic-ultrabasic belt crop out on the southern flanks. The easterly arm of the cusp is an inferred shear zone (and ? fault) connecting up with the terminus of the suture on the Musa coastal plain. Movements on the two faults forming the cusp are thought to have produced the conjugate N-S, E-W faults on the plateau (Ruxton, 1966). To the east, and isolated, are the two large andesitic stratovolcanoes of Mounts Victory (V) and Trafalgar (T) which together form Cape Nelson. Mount Victory was last active in the 1890s. The Waiowa shoshonitic volcano explosion centres (W), last active in 1943 - 1944, lie near the suture adjacent to the actively rising Goropu mountains. Extension in these mountains is clearly demonstrated by the soil profiles being skeletal along a bounding fault and ageing uphill. The incision of small parallel ravines also dig deeper further upslope from the fault. To the south-east of Mount Suckling (K) the Dayman Dome is also an expanding mass. The Owen Stanley fault is parallel, and located to the south of the suture. The Mesozoic metamorphics form the backbone of the Papuan Peninsula. The intramontane Musa Trough is thought to date from the mid-Tertiary. At the eastern end of the trough Pleistocene and Recent ultrabasic breccias and alkali basalt crop out (Green, 1961).

Spray-on liners used in the mining industry for ground support and stabilisation applications are either cement based (æshotcreteÆ) or polymer based (æthin spray-on linersÆ). Some thin spray-on liners are a blend of both polymer and cement (eg Tekflex). A small number of thin spray-on liners (TSLs) have been trialled in Australia as potential replacements for steel mesh in roadways and other underground mining applications; however, they were found to cure slowly and the cured coatings became brittle after an extended time in place. The University of Wollongong in collaboration with the Australian coal mining industry has shown that a viable polymer-based alternative to steel mesh in underground roadway support applications can be developed to eliminate the use and handling of steel mesh. The work to date has: established the feasibility of developing polymeric alternatives to steel mesh in underground roadway support applications; identified the physical and material constraints to be endured by any new polymeric skin reinforcement system by measuring the mechanical properties of steel mesh; identified materials that can be spray applied; and demonstrated that polymer mechanical properties can be optimised to produce similar mechanical properties (elastic modulus, yield stress, elongation-at-break, etc) to steel mesh. The identified materials will: allow the face support cycle to be fully automated, or at least remotely operated and installed; remove personnel from the immediate face area; and substantially improve underground roadway development rates.
