This paper provides an example of how industry can respond to the implementation of new regulatory approaches to mining risk, health and safety by adopting a robust, practical, software-based approach to the management of risk accountabilities in terms of competence, experience and suitability for obligations and responsibilities, as required in Queensland Coal Mining operations due to the introduction of Recognised Standard 22 (‘RS22’; Resources Safety and Health Queensland, 2021). Based on the authors’ experience from working with several Qld mine operations, it offers a snapshot of the experiences, approaches and reservations faced collectively by industry as a result of the introduction of RS22. Several challenges exist within the detail of RS22, leading to varied interpretations, implementation strategies and overall compliance between mine sites. Arguably the single biggest challenge identified has been how to find a balance between compliance and practicality – considering cost, operational interruption, available pathways for delivery of competence, ongoing compliance and value adding to the business operations and people. Software-based solutions are increasingly being relied upon to address the introduction of new regulatory approaches and the significant administrative load placed on mining operation Site Senior Executives (‘SSE’) due to RS22 means this case is no different. This is further complicated given the continuous, ongoing changes with the site management structure witnessed by the authors across each of the mining operations as a result of continuous changes to personnel, the site risk profile and an overall mining industry uncertainty of how to respond to RS22. The stringent reporting/notification requirements under legislation compounds this further. The approach put forward by the authors is a well-considered rationale and approach to the application of training and skilling; and equally how to ‘future proof’ the coordination of site training needs around changes to the Management Structure, the Risk Register, skilling processes and succession planning. A brief investigation of other legislative frameworks concluded this approach would likely meet or exceed expectations of jurisdictions across Australia and overseas, making this a highly flexible approach for establishing a competent Management Structure to provide safe systems of work.

"In the past decade, increased processing capacity combined with precision robotics in high resolution spectrometers has resulted in a new generation of high-speed hyperspectral core logging systems. The application of these multisensor automated platforms provides a key advancement in the characterisation of metal resources. The development of this technology has allowed for comprehensive, drill core-based, mine-scale rock mass characterisation studies. Here we propose a new method for the extraction of parameters that seek to more accurately quantify ground conditions, including quantified rock mass rating (RMR) and the Rock Tunnelling Quality (Q) Index. Data inputs include rock quality designation (RQD), number of joint sets, joint roughness, joint alteration and joint spacing. Geologists and geotechnical engineers have historically collected these inputs by manually logging drill core. With automated core scanning technologies, these parameters can be estimated from the acquired image data and used to objectively calculate RMR and Q-index values for oriented core.Corescan is an automated hyperspectral core scanner that uses a 3D laser profiling system to measure the height of the surface of drill core. This technology allows for rapid core analysis to produce detailed fracture and rock condition data. Through an integrated geometallurgical approach, the proposed methodology will test the accuracy of joint measurement using the height profile Corescan data from oriented drill core. This will be combined with joint roughness and alteration mineralogy measured from the hyperspectral images to calculate the RMR and the Q-index continuously downhole. The values obtained can then be compared to the traditional, manual geotechnical log data. If the precision is sufficient, these techniques can then be applied site-wide to automate the collection and modelling of key ground condition classification indices across an entire deposit. Compared to the laborious manual geotechnical logging procedures that currently form the industry standard, utilisation of core laser profile data and high resolution red-green-blue (RGB) images provide an opportunity to collect large volumes of consistent geotechnical data, which can increase the efficiency and accuracy of deposit scale geotechnical models.CITATION:Harraden, C L, Berry, R and Lett, J, 2016. G-Cell is a new design modification of the Imhoflot pneumatic flotation technology, which utilises a self-inducing aerator inside a downcomer, where bubble-particle attachment takes place. The present study has investigated the suitability of the G-Cell technology for cleaning fine coal using a 0.8 m diameter prototype unit at a coal preparation plant operating in the Midwestern United States. A slip-stream obtained from the overflow of raw coal cyclones operating in the plant, containing nominally minus 150 micron size particles and having ash content in the range of 40 per cent to 50 per cent and sulfur content in the range of 1.30 per cent to 1.50 per cent, has been used as the feed for the G-Cell. The performance data produced from the G-Cell tests are found to be very close to the ideal performance curves produced from release analysis. A statistically designed experimental program has been conducted to investigate the parametric effects on various key process responses, such as combustible recovery, product ash and sulfur rejection. The empirical models developed in this study have been utilised to identify a suitable experimental region for achieving a desired combination of response targets.

The management and operation of tailings storage facilities (TSFs) are often neglected until the process plant has to shut down as a result of this negligence or as a result of a catastrophic failure as was the case during the recent TSF failure in North America.TSFs are often regarded as non-assets and do not receive the attention they deserve in terms of technical expertise and financial provision. A TSF is not a simple structure but a complex and dynamic structure that changes throughout its operational life. The operational life of a TSF is the period in which there is the greatest opportunity for risks to occur. The failure of a TSF is normally not as a result of a single event but as a result of a consequence of events. These events are often not recognised in time due to a number of factors.Process plants and slurry pumping systems are operated at suboptimal conditions in order to maintain throughput. At the same time, the tailings properties are compromised in terms of slurry density and particle size distribution amongst other things. Tailings deposition cycles and drying cycles are not well understood and the tailings management strategy is not well tuned in terms of maximising consolidation and improving in situ densities. Pond control is also neglected. These are aspects that form the keystone to the effective utilisation of available deposition area as well as the frequency and cost of future embankment raises.Apart from operational issues, forward planning in terms of budget requirements, increases in tailings throughput, embankment raises, pipe replacements, etc are normally put on the back burner. Available deposition space at the time seems to render this planning obsolete.The bottom line is that responsible tailings management and proper forward planning can limit liability and reduce the bottom line in terms of cents per ton if correctly implemented by suitably qualified tailings managers and engineers.The aspects that need to be considered as part of responsible tailings management are highlighted in this paper.CITATION:Boshoff, J, 2015. Laboratory-scale studies aimed at developing a process for solubilising manganese values from a low grade pyrolusite containing material using low grade pyrite, both available in India, are described. Leaching 21 parts by mole of pyrolusite with 6 and 26 parts by mole of pyrite and sulphuric acid respectively results in good manganese dissolution (98 per cent) at 100°C within one hour. The probable kinetics of the leaching process has also been given.

The Bradford Process, Australian Patent No. 11253, has had considerable application in the treatment plants of Broken Hill mining companies, and is at present being used by the North Broken Hill Limited for the treatment of weathered slime accumulations.The "Mining and Scientific Press," of 28th September, 1918, describes the Bradford Process at Broken Hill, specially featuring its application to slime material at the Proprietary mine-the home of the process.The points then stressed for galena flotation were acidulated slime pulp (0.025 to 0.030% H2S04) at temperature 85° to 90° F. and suitable time contact, with 1.5 to 2 lb. of sodium hyposulphite (per ton on slime) to permit the released S02 to "wet" or depressthe blende mineral. Also 1.0 to 1.3 lb. of crude sulphur (per ton on slime) was burnt, to supply S02 for keeping the lead concentrate clean during flotation. Pulp density varied from 23 to 26% solids. Since 1918 the process has been simplified in its application.Acidity of circuit, temperature, and sodium hyposulphite have been dispensed with, and now the S02 is practically all obtained by burning crude sulphur. The Bureau of Mines is conducting research to develop blast designs for the control of fragmentation and rock displacement and the reduction of overall mining costs. This Bureau experiment, a program of 25 reduced-scale blasts conducted at the University of Missouri-Rolla's experimental quarry, determined the effects on fragmentation of changes in burden, spacing, explosive diameter, and stemming-explosive length. Combined with previous work at this experimental quarry examining air gap, delay, and decoupling effects, this experiment provided a data base of over 50 shots. The fragmented rock, 1000 to 3000 kg from each 3- to 4-hole blast in the 1 m bench of massive dolomite, was completely screened to assess fragmentation. The explosive used for all the tests was extra dynamite initiated by seismic caps fired from a sequential blasting machine with delays of 5.2- to 13-ms/m of burden. Empirical equations were developed which predicted the effect of shot design parameters on the fragmentation. These formulas predicted the average fragment size of each of the 25-shots to within 13 percent. For spacing to burden ratios of 1, 1.4 and 2, there were optimum burden to explosive diameter ratios (B/de) of 30, 26 and 20, respectively. Decreasing the B/d. ratio beyond these levels resulted in little or no reduction in the average size. For B/de ratios above these levels the average size increased but, at least a 15 percent reduction in the average size results when the shot design parameters are optimized.

Advances in technology now allow geotechnical practitioners to better describe the properties and variability of a rock mass through advances in surface and underground mapping, borehole technology and geophysical imaging. Yet the way in which practitioners use this data is not being realised to its full potential and the quality and quantity of data that is collected is often superior to the conventional design approaches that are typically adopted. A discrete fracture network (DFN) approach provides the ideal basis for using this data to generate geologically-realistic rock mass models based on parameters derived from field data, which more effectively capture the variability and rock mass behaviour. However, until recently, the DFN approach has mainly been applied to cave mining and small-scale models associated with synthetic rock mass modelling or groundwater flow modelling for the nuclear waste and oil and gas industries.Ground support design for blocky rock masses in Australia is often dealt with in a rather traditional manner, adopting either an observational empirical approach through rock mass classification systems or conventional wedge stability analysis techniques. Using these methods requires several generalised assumptions about the rock mass fabric and excavation geometry. As such, the support system is often designed for a worst-case scenario based on a predetermined risk tolerance that the mine is willing to accept and a design block size that is generally determined by the proposed excavation dimension.A study by Doumis (2014) used conventional wedge stability analysis and the probabilistic key block analysis software JBlock (Esterhuizen, 1996) to estimate potential block sizes and support requirements. A DFN approach has also been adopted at Callie underground mine using FracMan™ software (Golder Associates, 2014). The selectivity in flotation columns involving the separation of particles of varying degrees of floatability is based on differential flotation rates in the collection zone, reflux action between the froth and collection zones, and differential detachment rates in the froth zone. Using well known theoretical models describing the separation process and experimental data, froth zone and overall flotation recovery values were quantified for particles in an anthracite coal that have a wide range of floatability potential. For highly floatable particles, froth recovery had a very minimal impact on overall recovery while the recovery of weakly floatable material was decreased substantially by reductions in froth recovery values. In addition, under carrying-capacity limiting conditions, selectivity was enhanced by the preferential detachment of the weakly floatable material. Based on this concept, highly floatable material was added directly into the froth zone when treating the anthracite coal. The enriched froth phase reduced the product ash content of the anthracite product by five absolute percentage points while maintaining a constant recovery value.

Precast concrete segmental linings have enjoyed widespread use around the world, and are the lining type of choice for tunnels constructed using a shielded tunnel boring machine. However, there is significant variation in the design of such linings from one country to the next in such areas as materials, geometry, fixtures and fittings, waterproofing and reinforcement to name but a few. This arises because the speed at which the technology has developed within some countries and regions has sometimes outstripped the transfer of such technologies to the rest of the world.This paper provides some insights into the variations in lining design in different parts of the world with the aim of providing designers and constructors alike a reference for the different methods adopted. It provides a context for these developments by briefly summarising historical reviews of this subject before looking at some of the developments around the world over the last 15–20 years. The developments are presented with some reference to the reasons for implementation, and the advantages and limitations commented on. Two years ago I was sitting in a big lecture theatre at the School of Mines in Kalgoorlie at the annual New LeadersÆ Conference listening to a guy tell us all how much he loved his job, travelling the country ælegallyÆ blowing stuff up à and getting paid to do it. I would have paid to see and do the things he spoke of à now IÆm that guy. From finishing a mining engineering degree at the University of Ballarat, through the job hunt, to firing environmental blasts in Tassie and designing and implementing construction blasts in the middle of the Gold Coast. My name is Rohan Stevens and IÆm a blast-o-holic. While the æjob huntÆ we all embark on toward the end of our degrees is a stressful time, itÆs also very exciting in the current climate. There are a number of things I have learnt through both my hunt for the job that best suited me and working for the worldÆs largest explosives manufacturer. As mobile equipment electrification in underground mining continues to gain popularity, control ofheat and humidity in the workplace is becoming a key driver in sizing of ventilation and mine aircooling systems. For design and sizing of ventilation and cooling systems to be accurate, and for themine mobile equipment fleet to be sized appropriately to meet production goals, vehicle productivitymetrics, heat modelling, and energy balances for electrified fleets need to consider operation througha realistic duty cycle that is reflective of various tasks performed during a shift.The authors conducted a real-world comparison of two 8 cubic yard (14 metric tonne) class Load-Haul-Dump (LHD) machines – one diesel and one battery-electric vehicle (BEV) – performingidentical muck-haul-dump operations on consecutive days at an underground nickel/copper hardrock mine in Ontario, Canada.The battery-electric LHD averaged 8.9 per cent faster cycle time than the diesel vehicle (gross,without accounting for charging time), and was able to transport 25 per cent more material per cycledue to a larger bucket capacity. When including the charging time, average net cycle times wereequivalent for the two vehicles over the 200 cycles. The BEV carried more payload over the eighthour period due to the increased capacity per cycle.The testing identified an approximately five-fold reduction in heat output from the BEV in comparisonto the diesel LHD on a basis of heat output per tonne of rated bucket capacity. Heat output from thefast charger was found to be approximately 4 per cent of the charging rate, with negligibletemperature change observed in the main drift. External noise levels in the mine were found to be14 dB lower for the BEV during transit and 11 dB lower during bucket loading. Fuel/energy costs forBEV electricity input were approximately four times lower per operating hour than diesel fuel costbased on typical 2021 electrical and diesel unit rates for a grid-connected mine in Ontario, Canada.

This paper presents an overview of the current status of mine water management in South Africa. The regulatory framework within which mine water management operates is set out, based on the principles and policies embodied in the relevant legislation. The status of the gold and coal mining industries, with regard to water management, is presented on the basis of studies that have been undertaken to develop water and salt balances for these industries. While the data is not available to quantify the status of ARD in South Africa, the range of typical mine water quality problems faced by South African gold and coal mines is presented. The status quo, problems and challenges relating to mine water management are presented and discussed. It is shown that, while there have been major strides in the last decade, and mine water management and treatment in South Africa has moved onto the forefront of mine environmental management, important problems still persist. There is still a significant amount of improvement required, particularly in the field of prediction of water quality deterioration and the application of such predictions to the identification of management actions that can be applied to prevent or minimise mine water pollution in the shortmedium- and long-term.

As has been the case since the early Phoenician traders, the minerals used by modern man come from deposits scattered around the globe. The price received is more and more being set by worldwide supply and demand. Thus the price component in the profit equation:Profits = Material sold (units)x(Price/unit û Cost/unit) is largely determined by others. The recent price history for two of the major metals, copper and iron, are given in Figures 1 and 2, respectively. As can be seen there has been a steady decline in the prices (when expressed in constant dollars) over the 20 years which have lapsed since the first of the International Conferences on Mass Mining, æDesign and Operation of Caving and Sublevel Stoping MinesÆ was held. If one would look back over the entire 20th century this would also be the trend. Cost containment/reduction through efficient, safe and environmentally responsive mining practices is serious business today and will be even more important in the future with increasing mining depths and more stringent regulations. A failure to keep up is expressed very simply as: Profit This, needless to say, is unfavourable for all concerned (the employees, the company, and the country or nation). The mining companies have had to look at ways of reducing the expense part of the profit equation while maintaining safe, environmentally conscious operations. Table 1 summarises the rules for working in todayÆs economy.

As Australia’s coal and iron ore export volumes increase to meet international market growth, port terminals, mining operations and rail transport systems can be the source of increased dust emission. Current and future sustainable expansion must minimise dust emission from bulk handling and transport operations located in close proximity to residential areas. Lower level dust emissions can be controlled by operational measures such as water addition to products, and use of water spray on stockpile surfaces. Recent research has shown that higher levels of dust emission can be more effectively controlled by understanding and treating the dust characteristics of each individual bulk product. Application of this research, progressively being applied at Australia’s coal and iron ore port terminals and rail transport systems, is achieving compliance with health standards and minimising dust nuisance effects to an acceptable level.

The Norman B Keevil Institute of Mining Engineering, or the Department of Mining Engineering (the Department), at CanadaÆs University of British Columbia (UBC) is addressing the integration of sustainable development concepts into mining education and research on behalf of industry and society. Over the past decade, the DepartmentÆs education and research model has been evolving to incorporate collaborative and multidisciplinary strategies, where sustainability initiatives are taught in classes, supported in research and discussed in a voluntary collective of mostly graduate students û the Sustainability Working Group (SWG). The SWG has brought together a diverse array of disciplines from academia, industry, government, non-governmental organisations (NGOs) and mining communities. The operational mechanisms and structure of the SWG have enabled momentum to be gained through several multidisciplinary educational and research networking initiatives. It acts to attract new students with diverse backgrounds, foster innovative research, develop relationships and networks, and create the space to discuss progressive ideas and projects. The original cohort of SWG graduate students laid the foundation for sustainable research initiatives within the Department at UBC. Novel research has incorporated topics such as: community resilience, artisanal small-scale mining, sustainability indicators and corporate social responsibility, environmental assessment and impact benefit agreements and the recycling of waste. Propelled by the support of the Department and inspired by the works completed, a host of new graduate students have embarked on their research quests to integrate sustainability principles into their projects. Such projects include: social impacts and benefits of mining, artisanal small-scale mining, community health, the production and transport of mine pollutants, mine waste management, mineral process plant design and the evolution of community education and mine policy. This paper reports on the departmentÆs continuing research and development towards an understanding and evaluations of the ongoing contributions of mining to sustainable development.

As a result of the rapid economic growth in Japan, environmental problems have become a national concern in the latter half of the In 1967, the Basic Lair for Environmental Pollution Control was enacted as a fundamental ::olicy in this field. This lair provided compre- hensive guidelines for the action to be taken pollution prevention. The biggest problem n air pollution of those days was that of the sulphur dioxide content of the atmosphere. Based upon the law, the smelters in Japan have struggled hard to solve this difficult problem. Consequently, the ambient SO2 level has been lowered gradually year by year. At present, the ambient SO2 level is nearly equal to that in the atmospheric background. Furthermore, the fixation ratio of sulphur in Japanese copper smelters has attained up to 99.5 per cent.

Tube bundle gas monitoring systems have been used in the mining industry for over 50 years. The initial design was based on four individual gas analysers along with a series of solenoid valves, gas sample conditioning and flow control mechanisms to ensure the correct gas flow stream volume to the analyser. Simtars staff have identified flow control issues when providing operational support to coalmines on numerous occasions. The accuracy of the oxygen analysis is dependent on control of the gas flow to the analyser. Oxygen is one of the parameters used in calculating Graham’s ratio which is used for the detection of spontaneous combustion activity in coalmines. This paper will provide data which identifies the flow control issues by comparing mine site records for the two surface sample lines in the analyser room and the gas cage. Mine sites will be deidentified within the paper. The paper will discuss some of the changes that have been made in modern tube bundle systems and compare the change to the initial design specification developed by the UK National Coal Board, investigate possible operational impacts and provide a technical fix to solve the current flow issues being experienced at some mines.

This paper will introduce some innovative strategies for simulator training that are intended to improve the level of safety and operational performance of heavy equipment operators. The key strategy is to design simulator training to deliver improved work performance outcomes. This strategy is underpinned by a process for engaging workers in knowledge discovery and transfer that has been developed as an outcome of an Australian Coal Association Research Program (ACARP) funded project conducted at open cut coal mines in Australia. The process is expected to deliver improvements in the safety and operational performance of heavy equipment operators by informing training content about how experienced operators manage unexpected situations around the site. Tapping into the tacit knowledge that experienced operators gather over time can provide site specific and timely information about situational cues used to manage the unexpected. This type of information complements basic skills training by helping the trainee understand the operational context in which the acquired skills will be applied. Inexperienced operators have traditionally gained experience through their own actions, observing the actions of others and by taking the advice of mentors who have æbeen there, done thatÆ and developed operational decision making skills for safe and productive work performance. Leadership and mentoring techniques that contribute to effective knowledge delivery will also be discussed.Other simulator training strategies include refresher training, change management, emergency response training and testing the usability of new equipment and technologies prior to their introduction on-site. A key challenge ahead for the resources sector is the development of knowledge elicitation techniques that suit the operational workforce. Almost a quarter of a century since Bridges (1993) documented techniques for the assessment of ground conditions in a seminal paper in the Proceedings Second International Mining Geology Conference, the necessary role of the geologist in recording geotechnical data on exploration properties and in mines remains. Typically, the geologist is the first professional on the exploration property. Of course, most exploration properties don’t become mines. However, when a property does start to come together and form a coherent mineral deposit and professionals from across the minerals industry spectrum, including specialist geotechnical engineers, become increasingly involved, it remains the geologist who has the most intimate knowledge of the deposit. By association, that knowledge extends to the character of the rock mass.Throughout the various phases of prefeasibility, feasibility, construction and production, culminating in the mature mine, the knowledge of the rock mass held by the geologists continues to grow. In the current era of minimising cost and optimising profit, meeting the requirements and expectations of stakeholders ranging from fellow employees to investors, industry and financial regulators and the broader public, in a social environment where occupational health and safety concerns are of uppermost concern in every endeavour, the value of the geologists’ observations cannot be understated. Mines nowadays employ more geotechnical engineers than they did in the early 1990s when Bridges (1993) wrote his paper. More funds are available for specific geotechnical investigations of exploration properties and mines; none-the-less, those programs remain limited in their extent and there is a wealth of additional data available for collection with the appropriate training, at little additional effort. Fundamentally it is all about the numbers. Any hole not geotechnically logged is a hole that will need to be drilled again if the data is required. Any face, surface or underground, not geotechnically mapped is one that may need to be mapped a second time. That doesn’t mean every hole or every face. However, it is the proposition of this paper that the opportunity for additional geotechnical data to be gathered during traditional geological investigations is an opportunity that cannot be ignored. Occupational health and safety requirements demand that the geotechnical risks associated with mining are appropriately managed. Mining regulations in most Australian and overseas jurisdictions requires the consideration of geotechnical risk through formalised management plans. The Joint Ore Reserves Committee (JORC) Code requires the consideration of modifying factors more than ever before. The benefit to be realised through improved geotechnical understanding by geologists on the ground leads to improved occupational health and safety, optimised reporting compliance, and improved financial and social outcomes for the exploration property and ultimately for the mine that follows.CITATION:Hills, P B, 2017.
