Rare earths are a critical minor constituent of many advanced materials that are essential inputs to the manufacture of items such as mobile telephones, computers, televisions and autocatalysts. Although rare earths have a relatively high unit value, the impact of this cost has little, if any, impact on the selling price of the final item. Furthermore, as they are generally present in minute concentrations they are not recycled. It is for these reasons that rare earths are considered strategic materials. China dominates the market as it supplies over 85 per cent of world demand. It has recently taken steps to increase prices through the restriction of exports and support for minimum prices by an association of the major producers. This paper provides an overview of future opportunities for Australia in the context of the current dynamics of world supply and demand.

Historically the insurance industryÆs involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authorsÆ experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: personnel; environment; general management; compliance û legislation, systems, protocols; asset management; change management; financial impacts to the organisation; products/services; service delivery; and technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

Designers of mining facilities play a significant role in defining the overall mine greenhouse gas emissions performance. This demands an appreciation of all the greenhouse gas emissions sources, including Scope 3 emissions, which will form an increasing fraction of the emissions as we transition our generation sources to renewable energy. Traditionally overland conveyors are designed to operate as fast as practical, and through this approach, achieve relative minimisation of: conveyor belt tensions; belt width; mechanical equipment masses; structural steel quantities; and concrete quantities. It is well understood that higher belt speeds reduce capital cost and improve project economics. Operating at higher speeds introduces operating costs through system energy losses and increased wear rates. This paper assesses the life cycle greenhouse gas emissions for a typical iron ore overland conveyor to demonstrate how the design criteria and engineering decisions impact greenhouse gas emissions and project economics. An analysis of the decarbonisation potential and project economics using a range of operational parameters has been completed, developing a marginal abatement cost for each system configuration, creating a basis for integration of low emission overland conveyor designs as part of the broader facility decarbonisation strategy.

Several major routes connecting Northern and Southern Europe or Asia run through Austria. These highways have to surmount the alpine range which traverses Austria from west to east. In order to ensure safe driving conditions even in winter, tunnels, at times quite long ones, are necessary. Austria now has tunnels totalling 160 km in length. These tunnels are either already in use or just about completed. The Plabutsch tunnel near Graz will be one of the longest tunnels in the world: approximately 10 kilometers in length. It will be put into operation in the summer of 1987. Before construction could begin, soil and rock conditions had to be investigated by means of a test tunnel. Afterwards, excavation was begun to the full 100 m' cross section. The new Austrian tunnelling method with conventional blasting was used for the major part of the tunnel. It was necessary to have such a large tunnel cross section because a fully transverse ventilation system is installed for environmental reasons. In order to avoid air pollution from the tunnel, exhaust fumes are not allowed to escape from the tunnel portals but from two shafts, each with a diameter of 8.5 m. In this way, exhaust fumes must rise 90 meters or 240 meters before they reach the open air and will thus not affect the city. The ventilation system influences the size of the excavation, and especially the size of the ventilation caverns and the air shafts. All these factors directly influence construction and maintenance costs, and an economical optimisation leads to the appropriate dimensions for the excavation.

Over the last three million years, porphyry and epithermal mineralisation in the Baguio Mineral District has been driven by calc-alkaline magmatism associated with the subduction of the South China Sea plate and the Scarborough seamounts beneath northern Luzon, Philippines. Coupled with extreme uplift and exhumation rates, mineralisation in the Baguio District has been responsible for the emplacement of over 922 million grams of gold. As one of the oldest intrusive bodies associated with the Baguio District, the Black Mountain Cu-Au deposit consists of at least five intrusive phases overprinted by potassic and propylitic alteration and sulfide mineralisation. Gold ore grades are low and molybdenum grades high with respect to other porphyry Cu-Au deposits in the Baguio Mineral District. An EXTENDED ABSTRACT is available for download. The past 100 years the mining industry can be characterised by a focus on increasing financial returns often to the detriment of social, human, manufactured and environmental capitals. Despite the sustainable development principles promoted by the International Council on Mining and Metals (ICMM), the Equator Principles and the African Mining Vision, which should have enhanced project promoters’ ‘licence to operate’ within a host community or nation, the industry has often failed to integrate proven innovations and best practices that enhance sustainability outcomes for mineral resource projects. This failure has led to delays, the abandonment of projects, with value destroyed for promoters, governments, host community and investors.The paper will outline the application of proven innovations, Enterprise Optimisation (EO), and Sustainable Operations (SUSOP®), during the pre-feasibility phase of a project. By determining the value of each capital before and after the application of proven innovations, the presentation will outline how and where value can be created across all five capitals over the life of a project or operation.The paper will demonstrate how the application of proven innovations significantly transforms the value-proposition of a mineral resource project or operation by generating additional value across all of the five capitals, reducing project risk, thus generating value for all stakeholders.CITATION:Jones, M, 2015. Ernest Henry Mining commenced operations on its copper-gold project in August 1997, some two months ahead of schedule and ten per cent ($35 million) under budget. The mine is located in the highly prospective Mount Isa/Cloncurry mineral district in north-west Queensland, approximately 38 km north-east of Cloncurry. The developer and operator of the project is Ernest Henry Mining Pty Ltd (EHM), an incorporated joint venture between MIM Holdings Limited (51 per cent) and Savage Resources Limited (49 per cent). The deposit is located approximately 40 km north of Cloncurry in North West Queensland and lies beneath a featureless black soil plain with no significant creeks or gullies cutting across the site. Vegetation is sparse and consists essentially of Mitchell grass with occasional low shrubs and trees. Up to nine million tonnes of ore and over 43 million tonnes of waste will be extracted each year from an open pit operation to produce approximately 350 000 tonnes of concentrate when in full production.

Orica Mining Services (Orica) in partnership with Coal and Allied’s Hunter Valley Operations (HVO) has developed a risk management process to maximise mining efficiency whilst controlling vibration and maintaining critical electricity continuity to New South Wales (NSW) electricity grid in the Riverview Pit. The issue is a high tension tower which supplies electricity located within 40 m of mining and blasting activities. The process involved developing an understanding of the relationship between vibration, explosives, geology and the location of the blasting in the geological horizon. From this an optimum methodology for blasting in each region was developed.

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

Blast vibration analysis is one of the important topics in the control technology of blast vibration damage. Nowadays, blasting vibration safety standards are based on both the particle velocity and the frequency of vibration and they have been adopted widely and internationally. However, the analysis on vibration frequencies is less studied compared to investigations of peak particle velocity. For the vibration induced by a spherical charge in a viscoelasticly infinite rock mass, an expression of vibration spectrum taking into account the damping effect of rock mass is inferred. Then the attenuation laws of dominant frequencies and centroid frequencies are compared theoretically. For the case of cylindrical charge, dynamic finite element method (DFEM) software of LS-DYNA is employed to analyse the attenuation laws of characteristic frequencies. The research demonstrates that, no matter whether it is a spherical charge or a cylindrical charge, there is a local mutation or fluctuation at some distance when the blast proceeds, while the centroid frequencies conform to a smooth attenuation law. Both the multipeaks structures of vibration spectra and the decay rate difference between high- and low-frequency components contribute to the mutation or fluctuation investigated in this study. Additionally, an increase in longitudinally sonic velocity or the quality factor of rock mass produces an increase in the vibration frequencies, whereas an increase in blast source diameter or the rise time of blast load produces a decrease in vibration frequencies from a spherical charge. In borehole blasting, there is a positive correlation between the vibration frequencies and charge diameter, whereas there is a negative correlation with charge length. And altering the initiation plan will change vibration frequencies to various degrees. The model was calculated with mine production blasting. Assessing the uncertainty and risk in mineral resource estimation is required for best practice and is implied by the public reporting codes in the categorisation of mineral resources and reserves. One industry best practice is quantifying the risk on future production for a given period, which can be done using two geostatistical approaches: conditional simulation and drill hole spacing studies based on estimation variances. Conditional simulation can provide a more complete and flexible answer to the problem, but it takes a fair amount of time to complete. Drill hole spacing studies are simpler, faster and can provide reasonable assessments of mineral resource uncertainty.This paper is a presentation of the principles, theory and practice of drill hole spacing studies. Various types of risk assessment are considered. Difficulties encountered in practice are discussed, and solutions are proposed. The important parameters impacting the results are reviewed. IGO Ltd’s (IGO) Nova Operation (Nova) is 160 km east-north-east of the town of Norseman in Western Australia (WA). Discovered by Sirius Resources NL (Sirius) in 2012 and acquired by IGO in 2015, the Nova-Bollinger Deposit (Nova-Bollinger) occurs within the Fraser Zone of the AlbanyFraser Orogen. Nova-Bollinger is a complex nickel-copper-cobalt (Ni-Cu-Co) magmatic intrusive sulfide deposit, which is characterised by high-grade folded and undulating breccia lodes that host the bulk of the payable metals. Significant sulfide mineralisation is also found in several magmatic intrusive styles including net-textured, disseminated and blebby styles. A smaller but material volume of sulfides has also been remobilised into the deposit’s footwall rocks as ‘stringer’ bands in metasediments, or as discrete massive sulfide lenses. When interpolating Mineral Resource estimate (MRE) block grades in the presence of locally varying grade connectivity trends, such as folds or undulations, the sample search neighbourhood, which is used to identify the composites subset that is used for each block estimate, should be oriented to match the local trends. In theory, the most robust method of estimation where locally varying angles (LVAs) are applied to search neighbourhoods, are techniques where the composites and the blocks to be estimated are transformed to an unfolded coordinate system (UCS). However, UCS methods can be tedious to implement and require subjective decisions to be made that cannot always be fully defended. An alternative LVA method commonly used in the industry is dynamic anisotropy (DA), which is much simpler to implement and is often assumed (but not that often demonstrated) to result in similar results to UCS-style estimation. In 2018, Nova’s Mine Geology team (MGT) estimated the grades and density of the Nova-Bollinger MRE using the UCS approach. For the 2020 MRE update, Nova’s MGT tested and compared the USC grade interpolation method with the DA approach. The reduction in man's contribution to the Greenhouse effect will only be achieved by a number of small steps. Some steps will absorb carbon dioxide (CO2) from the atmosphere in slightly greater quantities, others will reduce the amount of carbon dioxide generated. This paper deals with the reduction of carbon dioxide by improving the combustion efficiency of petroleum fuels. Until recently most reductions in fuel consumption and air pollution have been brought about through mechanical adjustments to combustion equipment. Since the development of tetraethyl lead, little has been done to chemically modify combustion reactions to improve fuel efficiency or reduce emissions. During the past five years Australian laboratory and field trials with ferrous picrate treatment have demonstrated significant and economic gains in the combustion efficiency of diesel fuels. These studies have revealed that even under ideal conditions in diesel engines, carbon monoxide (CO) momentarily saturates the combustion chamber. This state reduces combustion rates, peak pressure and power and increases the risk of pollution. Theoretical, laboratory and field data are presented which support the mechanism by which the ferrous catalyst accelerates the oxidation of CO to the terminal CO2 thus reducing fuel consumption and the undesirable combustion products accompanying the CO saturation of combustion environments. While this paper deals principally with diesel fuels commonly used in mining operations, the catalytic effect of the ferrous ion is also shown to significantly reduce fuel consumption by petrol engines thereby promising a means to reduce the much larger contributions to the Greenhouse gases by automobiles.

The screening of iron ores, sinter and coke, and investigations undertaken to improve screening efficiency and cloth life are discussed. The major modifications to coke screening proposed with the construction of No. 7 coke ovens battery are briefly described. The major problem areas were identified as screen cloth blinding and pegging, feed presentation and screen overloading. Blinding and pegging have had a significant effect upon screening efficiency with the screening of sinter, coke breeze and wet iron ores in particular. Pegging can be reduced or eliminated by the correct selection of aperture size and shape, screen excitation and slope, and screening medium. Blinding encountered with wet coke breeze was a particular problem in which no significant progress was made.

An advanced elasto-plastic finite element model adopting a modified Von Mises yielding criterion was used to simulate progressive failure of the rock strata surrounding a room and pillar mine structure. The model conformed to the strain-softening behaviour of rock and accounted for post-failure residual strength. The simulation was achieved in such a way that material values were updated after each FE run, according to the stress criterion until the solution reached the final equilibrium steady state of the mine structure. The suggested structural stability analysis approach accounted for the main features of the structure degradations produced during loading through changes in rock material stiffness and subsequent evolution of stresses. Comprehensive parametric analysis was performed and the inevitable effect of interaction of the roof, pillar and floor on the overall mine stability limit was investigated. The numerical results clearly showed that linear models could not realistically represent the true behaviour of the mine structure. The results obtained are in good agreement with that predicted in the field.

A geophysical technique of rock mass assessment for engineering purposes is being investigated and shows positive correlation with direct structural logging and mapping techniques for the detection of major geological features. The technique is cross-hole acoustic surveying incorporating high speed signal averaging, with a maximum hole separation in excess of 30 metres in hard unfractured rock masses. The bulk of the field test work was carried out in open stopes in the copper ore bodies of Mount Isa Mines Limited. The investigation forms part of an integrated study of blasting in mining, aiming for fragmentation control through blast design modification. The rock quality factor, Q, is presented as a blasting index and can be determined for a significant portion of a production stope.
